ON behalf of the Regents and the Secretary of the Smithsonian Institution, it gives me great pleasure to welcome you to the National Museum; but it is to your own museum, since it belongs to you in common with all the people of the country. Still young in a life which has been beset with many difficulties, it has gathered strength and attained a growth quite unprecedented. In fact, it is this very growth which has been the chief cause of trouble, always leading far and away beyond the capacity for storage ; and to-day there is nearly as much material contained in outside buildings as is displayed in this one. You will, accordingly, find the collections crowded, the cases so close together that their contents are often difficult to view, and the arrangement generally lacking symmetry. You may, therefore, be inclined to regard us as poor custodians of the collections of a great nation, but I beg you to withhold your judgment for a while. From the beginning there has been abundant zeal and activity and a proper direction of affairs, but space and money have been lacking. There is now a prospect of better times. All about you here is a beautiful park, but without. a covering it is not adapted to museum purposes. Upon it, however, a new large building is going up, so extensive in its dimensions that technology can soon be given a fitting home, thus realizing one of the earliest aspirations of the Regents. Some sixty-five years ago the extensive returns of specimens from the famous Wilkes Exploring Expedition around the world began to reach Washington, where they were deposited in the Patent Office Building, and formed practically the first of the National Collections. THE origin of the Mine-Rescue Service of the State of Illinois can be traced to two distinct sources, the work of the Rescue Station at Urbana and the Cherry disaster. During the early part of the year 1909, the Technologic Branch of the U. S. Geological Survey, now the Bureau of Mines, in connection with the Illinois Geological Survey and the College of Engineering of the University of Illinois, established at the University of Illinois, in Urbana, a branch rescue-station to supplement the work of the Pittsburg station of the Geological Survey. As a result of the work of training at the station in Urbana by R. Y. Williams, mining engineer, and James Webb, foreman of the Bureau of Mines, and the use of the helmets at several mine-accidents in the State of Illinois, . the people of the State were somewhat familiar with oxygen-helmets when the Cherry disaster occurred, in November, 1910. The oxygen-helmets were successfully used in connection with that disaster, and upon the recommendation of the Illinois Mining Investigation Commission, the Legislature of the State, assembled in special session during the winter of 1910, passed a bill appropriating $75,000 for the erection and maintenance of three rescue-stations, stipulating that they should be located in the northern, central, and southern parts of the State. The Act also provided that the stations should be in charge of a Commission of seven, two representing the United Mine Workers of Illinois, two the mine-operators, one the Federal Bureau of Mines, one the State mine-inspectors, and one the Department of Mining Engineering of the University of Illinois. Studies by many authorities have proved that nitrogen exerts an injurious influence upon iron and steel, but in the casehardening of steel by carbon, nitrogen has the advantage of accelerating the process of cementation. Its influence upon special steels is quite remarkable; it can produce the hardest layer ever known in metallurgical products—a fact hit upon by A. Fry and studied and ascertained by L. Guillet. As there have been very few investigations on the influence of nitrogen on special steels, the writer has listed important articles dealing with this problem and has conducted experiments on nitrification. He also has tested the influence of nickel upon the penetration of nitrogen in electric-arc welding. Nitrogen Process for Surface Hardening In 1919, Siegmonl conducted an experiment known as "Versticken" by treating steel with ammonia gas and found that the steel thus treated has the properties of resisting corrosion. In 1922, L. E. Benson3 nitro-genized iron and steel by sodium nitrate. Fry3-"studied the nitrogen process for surface hardening and published the results of his studies in 1923, 1924 and 1926. Guillet tested special steels containing various elements with the current of ammonia at 500' to 510' C.10, 11, 12, and determined the hardness of some of them at various temperatures.13 He also conducted corrosion tests14 in 1927. Fry15 stated that tinplat-ing could prevent nitrogen from penetrating into steel in the course of nitrification. In 1927, Guillet 65 described the historical notes of the nitrification; and many applications of nitrification were published in the Kruppsche Monatshefte.51, 59, 62, 63, 64-74~75 H. K. This paper contains an account of experimental results obtained in an extensive investigation of steels containing zirconium. There recently appeared' an announcement by F. M. Becket, at whose suggestion and under whose general direction this investigation was made, a statement of the outstanding features of the work and a brief explanation of the factors that led to its inception. It is not possible, in a paper of this character, to record all of the operating and test data collected, which includes the production of more than 350 heats of steel. The difficulty of a complete presentation is increased by the fact that several lines of experimentation are too incomplete to warrant publication of the results at the present time. In addition to the methods of manufacture and test employed in the work, there is described experimental evidence on which are based certain definite conclusions regarding the remarkable effects brought about by the presence in steel of relatively small percentages of zirconium. When added to a molten steel bath, zirconium combines chemically with dissolved oxygen, nitrogen, and sulfur, in the order named, and is capable of neutralizing the embrittling effect of phosphorus in whole or in part; although in the case of phosphorus there is no evidence so far of actual chemical combination. These effects arc not in the nature of suppositions supported by theory, nor is their existence deduced merely on the basis of analytical evidence. In each phase of its relation to or reaction with the four impurities mentioned, zirconium affects beneficiauy the mechanical properties of the steel to which it is added, in a manner which it is one of the purposes of this paper to explain in terms of a tentative working theory.

The brilliant and very original matter in Professor Jeffries' discussion† should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very leatures of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chap-pell's photographs of steel coarsened under somewhat different conditions.' The ideas developed by these discoveries are so novel that convenicnce of language seems to call for new conventional terms for expressing them. In what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progrcssively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called " supergerminant" if the distinction should be needed. "Germinative temperature" seems better than "critical temperature

BefoRe a new coal-washing plant is installed, or an existing washery is remodelled and improved, considerable experimental work on the coal to be washed should be done. A thorough examination of a coal, to determine whether it can be washed successfully and the best and most economical process for securing a satisfactory grade of washed coal, calls for mine sampling, analytical work, and experimental coal-washing tests which may require several months' time and the expenditure of considerable money. Having collected the required data on the characteristics of the coal and the results secured with different types of machines under different sets of conditions, it is necessary to decide what method of treatment should be used. The interpretation of the experimental data is no small part of the problem. The first step in the investigative work is to determine from the characteristics of the coal and the manner of occurrence of the impurities whether it is possible to separate the dirt from the coal and produce a washed coal of the required quality. Then it is necessary to select the type of washer or the system of treatment that will produce the greatest amount of washed coal of this grade for the least cost. To secure this information, tests may be made at laboratories operated by consulting or contracting engineers, at the testing plants of machinery manufacturers, at commercial washeries, or in an experimental washery erected on the site of the proposed plant. Such tests will produce figures in which every factor, including analyses of raw coal and washed coal and yield of washed coal, may vary widely. In this paper, as in so many discussions of an historical nature, there is little chance for original material and much has had to be rewritten from older papers, documents, accounts, reports, and the like, some of which are of doubtful authorship or contain conflicting statistics. Fully aware of these pitfalls, the authors have tried to quote the origin where possible, and also to seek further confirmation when the statement warranted it, but they cannot assume responsibility for certain facts and dates. The Encyclopedia Britannica was frequently consulted. The authors wish to acknowledge assistance from Mackintosh-Hemp-hill Co. (formerly the Fort Pitt Works) and also from officials of the Watertown Arsenal who loaned valuable books and gave much necessary information. They are particularly indebted to Colonel Dickson of that institution. The data on modern guns were furnished by Mr. F. Brauer of the Watertown Arsenal; Mr. H. S. Chaffee assisted by obtaining records and data of work carried on by the Builders' Iron Foundry of Providence, R. I. Three Epochs in History of Cannon Among the great industries of New England, the manufacture of iron was the first to receive attention. Iron ore in considerable quantities was known to exist within the territory of the Massachusetts Bay Colony; and as early as 1629 some steps appear to have been taken toward the manufacture of iron by the Court of Assistants in London, under whose patronage the colony was founded. During the next ten years, deposits of bog ore were found in numerous ponds in the Plymouth Colony; and, in 1652, iron manufacture was begun at Raynham. As elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics." In a subsequent report? was printed a paper., by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cam and tappet stamps commonly used in the West. The atmospheric stomp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation: "In considering the economical application of stamping machinery, we meet, at the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. THE importance of the size composition of coal is reflected in the differ-ence in price of the various sizes of the same coal and in the large number of primary sizes and mixtures of sizes produced by the modern preparation plant to meet the demands of a market that in late years has grown increasingly conscious of coal size. The importance of size in the indus-trial and domestic uses of coal has its counterpart in the role played by size composition in the laboratory examination of coal. Investigation of many of the physical properties of coal in their relation to its uses requires an evaluation of size composition. In fact, the Standards on Coal and Coke issued by the American Society for Testing Materials in 1936 contains 12 standard methods of testing that involve some use of size composition. The screen analysis is, of course, the standard method of determining size composition, whether the material is coarse run-of-mine coal or fine pulverized fuel. Customarily, the analysis is reported as the weight percentages retained on or passing each of a series of testing screens, the number of which may range from only two or three to as many as 20. When more than two or three sieves are used, which is usual, the number of weight percentages obtained is so great as to make the analysis difficult to comprehend. Direct comparison of analyses made on the same sieves is hard, and comparison of analyses covering the same range of sizes but made oil different sieves is next to impossible. Consequently, a frequent purpose of sizing tests-correlation of size with properties and charac-teristics related to size-is rendered difficult.

ALTHOUGH there is now an extensive literature on the bleaching clays, not a great deal of material is to be found concerning the geological fea-tures of these deposits and their bearing on problems of exploration and development. At the same time, chemical and crystallographic research on the clay minerals during the past few years has laid a suitable founda-tion upon which to base conclusions of economic value drawn from field observations. All of the criteria and deductions herein presented are based upon extensive field work by the senior author, both in the United States and Canada, and when subjected to the ultimate tests of development and exploitation they have held up remarkably well, despite the fact that many of these conclusions apparently have not been reviewed in the litera-ture heretofore. The nomenclature of the bleaching clays is rather confusing in the light of present-day commercial standards and has even led to litigation." The old term "fuller's earth" is largely based upon trade usage and the definition of the term therefore is dependent upon the changing standards of commerce. For statistical purposes the Bureau of Mines81 classes as "fuller's earth" all natural bleaching or filtering claylike materials that possess high adsorptive capacity without previous chemical treat-ment or activation. Conversely, the so-called activated or acid activated clays are now generally recognized as any clay mineral or mixture of the clay minerals whose adsorptive capacity has been developed to commercial standards by chemical or physical treatment. Therefore, without attempting to propose any additions to the nomen-clature of bleaching clays, this paper will refer to naturally adsorptive clays and activable clays, respectively, for the two types indicated.

There has been developed at Latouche a rather unusual system of mining which, for want of a better name, has been called the "Latouche system of mining." It is a modified form of shrinkage stoping applicable to orebodies of large or fairly large size where the ground is such that timbering would not be required in stoping. Mention has been made of this method of mining by Birchll who gave no details as it had been in use only a short time and the final outcome undetermined. The system, however, has proved to be entirely successful and it is thought that a paper covering it might be of general interest. Before proceeding with a detailed description of the Latouche system a brief description of the property and the various mining methods previously used will be given. Location The Beatson mine of the Kennecott Copper Corpn. is situated on the west coast of Latouche Island, in Prince William Sound, Southwestern Alaska, 45 miles east of Seward, the coast terminus of the U. S. Government Railroad. It is a regular port of call for ships on the Southwestern Alaska run. The island is about 12 miles long and 3 miles wide. A ridge of mountains runs the entire length with a maximum elevation of 2500 feet. Climate Latouche has to contend with possibly the greatest amount of precipitation on the North American continent. The annual average precipitation for the past 4 years has been 188 in., with 248 in. for the year 1926. A rainfall of 4 in. per day is not uncommon. In the winter the thermometer rarely falls below +20° F. and the snowfall is usually heavy during the months of March and April.

Experiments of previous investigations have indicated that calcium-copper alloy, when used as a deoxidizer for molten copper, results in a sound copper casting of good physical and electrical properties. Braden-berg and Wiensl have obtained successful results in casting sound copper using calcium for deoxidizing. Masing2 has obtained deoxidized copper of high density and high conductivity by use of calcium. Pratt,3 in 1907, patented the use of calcium for the deoxidation and degasification of copper. Schumacher, Ellis and Eckel,l in 1929, conducted a series of experiments on deoxidizing copper with calcium. They concluded that so long as there is only a small percentage of residual calcium the mechanical and electrical properties of the copper deoxidized are not impaired, and the deoxidation is thorough. For this investigation, a copper-calcium alloy high in calcium and 10 variously deoxidized copper ingots were prepared. The investigation concerns itself with the casting properties and structure of these variously deoxidized ingots, their working and annealing characteristics, and the resulting physical and electrical properties of the worked materials. Preparation of Special Copper-calcium Alloy and Experimental Ingots For use as a deoxidizing agent, an alloy of copper and calcium with fairly high calcium content was prepared, by melting pure electrolytic copper in a graphite crucible in an ordinary gas-fired pot furnace. The molten copper was kept well covered with calcium chloride slag. Small chunks of calcium were wrapped in thin copper sheet, placed on the end of a graphite rod and plunged down into the molten copper and thoroughly stirred. Upon completion of the calcium additions the crucible content was poured out into a cake about one inch thick. Analysis of this alloy gave 4.4 per cent calcium. Coals, other than anthracite, have been so thoroughly studied under the microscope during recent years, that we now know what kinds of plants and what parts of plants form the bulk of lower rank coals from peat to bituminous coal. The microscope has also shown the state of preservation of such vegetation as well as the nature and distribution of products of plant decay. These and further details have been ascertained mainly through the employment of two methods of attack, section cutting and maceration. Anthracite has failed to respond to these methods, so well adapted to the study of lower rank coals and, therefore, has been neglected by investigators to such an extent that there is much doubt as to its microscopical characteristics. The object of this paper is to lift anthracite from its realm of obscurity by demonstrating the wealth of microscopical detail that is revealed when reflected light is used on a properly polished and etched surface and, further, to show the relationship between anthracite and bituminous coal. Technique The method adopted in this investigation is similar to that described in an earlier paper.' Because of slight modifications recently made, the process is again described. It consists, briefly, of etching a polished surface of coal with heat. Although pieces of various sizes and shapes are used, blocks of coal about 2 or 3 cm. square take the most uniform polish and are large enough to be handled with ease. Larger pieces can be used if one has the equipment for polishing them and they rnay be desirable when one wishes to study some particular form that extends for some distance through the coal. Large surfaces, however, require greater care in polishing and etching; for this reason, they are not recommended for ordinary work.
