Manganese ore from the Black Rock, Kramer, and Black Jack mines in Tooele and Jaub Counties, Utah, are of acceptable grade, the U. S. Bureau of Mines has announced. Payment of a premium price of 252¢ per lb to the Copper Range Co., of Michigan for the output of its White Pine mine, has been agreed to by the DMPA. The contract will be limited to $28.6 million worth of copper. The agreement follows an RFC loan grant of $57 million to bring the White Pine property into production within three years. Increases of 5 to 6 cents over the Lake copper ceilings have been granted to the Calumet & Helca Consolidated Copper Co., for operation of "high cost" deposits, according to Jess Larson, DMPA administrator. Mr. Larson expects the move to add about one million lb of copper per month to the supply. The agreement can be cancelled on 60 days notice and is terminated automatically in the event copper ceilings are removed.

Experiments on the Rate of Heat Transfer from a Hot Gas' to a Cooler Metallic Surface Members of the American Institute of Mining Engineers will be much interested in the subject of teat transfer from a hot gas to a cooler metallic surface, and although the book on this subject recently published by the Babcock & Wilcox Co., of New York, deals primarily with boilers, it contains a great deal of information which metallurgical engineers will find of great value. The book starts out with an introduction giving some of the current theories regarding this subject; it then describes in detail the experimental apparatus used, and the methods of conducting the experiment's and recording the data. Then follow some account of the determination of radiation losses in jackets and cooler; measurement of metal temperatures; detection and correction of errors; etc., concluding with a discussion of the results and derivation of corrective formula for heat absorption; heat pressure rate and specific heat of gas.

Mrs. W. Y. Westervelt, Director of the New York Section, reports an interesting meeting at her house- on May 12. Dr. Cecile Griel, special worker of the division for work among foreign-born women of the National Board of the Y. W. C. A., spoke. As the Americanization Committee under Mrs. Scobey is planning an energetic campaign, Dr. Griel's stirring appeal was timely and suggestive. While Dr. Griel cited the usual avenues of approach to our alien population through the school children, the needs of the baby, sewing classes, English classes, etc., her especial appeal was for correct psychology on the part of the workers. She deplored the condescension, implied or expressed, so often manifest in persons attempting Americanism, work and emphasized many times the importance of an understanding heart and mind. At the close Mrs. Scobey brought forward plans for practical work to be done by the New York women, of which I hope to give some details next month.

During the past 20 years the Westinghouse Electric & Manufacturing Co. and the General Electric Co. have collected a valuable library of some 9000 volumes on electricity. The collection was intended especially for use in patent searches and is particularly rich in patent material. Files of all the principal patents relating to electric light acid power issued by America, England, France and Germany, are present, together with copies of the patents owned or controlled by the two companies. Another feature, and one of unusual value, is a series of volumes containing the records of the important adjudicated patent cases of these companies and their predecessors during the past 25 years, and forming a storehouse of electrical history. There are also files of about 100 electrical periodicals. It is a pleasure to announce that this collection has now been presented by the owners to the Engineering Societies Library. The discovery of oil in the Powder Wash stricture in northwestern Colorado late in the fall of 1936 is the most important development in Colorado since oil was first discovered in the Moffat dome in the same county in 1923. The Powder Wash structure gives promise of developing into an oil and gas field of major proportions and is of particular interest because the oil was found in Tertiary rocks of Eocene age, which heretofore had been productive in the Rocky Mountain region of gas only, and very few of the many structures of this kind have been tested because it was believed that oil production probably would be confined to rocks of Cretaceous age only, and these were, in most instances, at excessive drilling depths. (written discussion *).-There are several methods for measuring the internal resistance of a battery, the line resistance in a circuit containing an e.m.f., or the true value of this e.m.f. The writers, however, were the first to em-ploy a simple principle whereby the total resistance of the circuit is ad-justed to a preassigned value for which the scale of the millivoltmeter is graduated, the only e.m.f. employed being that of the source measured. One of the simplest forms of these instruments is described on page 2842, September Bulletin. In papers now in the press we have described some twenty modifications of this simple design but all operating upon the same fundamentally new principle. The instrument devised by Mr. . Porter is of this general type but, unlike the designs we have recom-mended, is open to serious objections.

Thirteen Directors, the Secretary, and seven guests were present. The formation of a Philadelphia. Section was discussed. The proposed rules for admission of additional societies to membership in Engineering Council were approved. An invitation was extended to the American Institute of Metals to become affiliated with the Institute upon the general terms proposed in the report of the Joint Conference Committee of the American Institute of Metals and the American Institute of Mining Engineers. The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A change in the By-laws was proposed. Thirty Members, two Associates, and four Junior Members were elected. The status of two Junior Members was changed to Member. The resignations of seven members were accepted. The clues of two members who are on active duty at the front were remitted. One member was reinstated to membership.

The development of microcracking with progressive strain through failure in an orthoquartzite has been studied by means of optical and electron microscopy of specimens deformed experimentally at 200 MPa confining pressure, 20°C. Microcrack maps and statistics have been prepared. The rock fails through the development of arrays of microcracks which form around grain boundaries and are initiated at notches on pore spaces. No special microstructural characteristic appears to be associated with the peak strength, and axially oriented cracks do not begin to develop until well past the strength peak. Axial microcracking is a precursor to shear fault localization. Because most cracks form in highly shear stressed orientations, it is inferred that most of the work done in rupturing the rock is against the frictional forces on crack surfaces. An attempt is made to integrate the work done in this way, to compare it with the work done by the external forces.

WITH the advent of World War II, the need for agricultural products rose phenomenally and caused a similar increase in demand for plant foods of which phosphate rock is one of the more important raw materials. By the close of the war or shortly thereafter, all of the operating companies were expanding their production facilities. Many companies installed modern bulk material handling facilities. Designs varied, but were generally of the overhead trestle type of storing conveyors. American Cyanamid studied these various installations but was not satisfied with the conventional system because of high initial cost, increased maintenance problems in the way of painting structural steel that might be submerged in stored materials, and because of slightly increased operating costs. As a consequence of these economic analyses, conferences were held with the various conveyor manufacturers to develop a better method of storing and reclaiming. After considerable engineering study, one conveyor manufacturer suggested the unique system which was installed in 1950.

Use of coal thermal dryers has steadily increased since 1928 when one of the predecessor companies of the present Consolidation Coal Cu. constructed a complete preparation plant with thermal dryers. Today there are about 25 additional preparation plants that, all together, use over 65 individual thermal dryers of almost every type. The thermal dryer is a heat generator and the unit may have a separate furnace or a firebox that is an integral part of the dryer. It is also a materials handling device that allows an intimate mixture of wet coal and hot gases with instrumentation for temperature control and. in some cases, the more difficult flow rate of hot gases. The materials handling portion of the dryer is subject to the normal wear and teal of any similar device plus effects of heat, water vapor, moisture: and, sometimes, acid. With present emphasis on air pollution. most fine coal dryers have wet scrubbers.

If one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. During the past 20 years (1932-1952), many condensate reservoirs have been discovered in the United States, particularly in the Gulf Coast region. Most of these reservoirs have been produced by a combination of gas cycling and slow pressure depletion in order to recover the liquefiable components from the single-phase fluids originally existing within the Although a record of the composition of the produced fluids has been kept on some of these reservoirs, very little laboratory work has been done on small scale replicas so as to obtain some idea of the effect of such variables as fluid flow withdrawal and cycling rates, pressure, temperature, percentage of liquid hydrocarbon and water saturation within the reservoir. This paper presents the feasibility analyses of terrace pit mining a single seam for depths beyond 33 m (110 feet) in a hypothetical model mine and at an operating mine in southern Illinois. One or two shovel- truck benches near the surface and a large dragline for the last bench are considered for overburden stripping in the proposed mining scheme. Mining and reclamation operations are integrated and reclamation efforts are minimized by proper spoiling techniques. The proposed mining scheme was optimized using the OPMHS (Open Pit Material Handling Simulator) model developed by Penn State. Equipment selection and economic analyses were also conducted using the simulation model. The effect of pertinent variables such as thickness of the coal seam, annual production, initial capital requirements, size of haul trucks, selling price of coal and expected rate of return were analyzed on the feasibility of terrace pit mining. Sensitivity analysis charts for the effect of these variables are presented in the paper.

CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies. Three possible sites were selected for construction of a paper mill. The problem was that the industry daily required approximately 15 million gallons of water of the best quality available; however, if water of the best quality were not available in the desired amount, water of a poorer quality could be used up to half the required amount, about 7 million gallons. In the preliminary survey approximately 1500 to 2000 square miles were covered for each site. Collected data consisted of several hundred electric logs of oil and gas wells; reports by the U. S. Geological Survey on ground-water resources of localities in and near the area; unpublished records of several hundred water wells including chemical analyses of the water produced and drillers' logs of the wells; records of periodic water-level measurements made in observation wells by the USGS; topographic maps drawn up by USGS and by army engineers; and highway and county road maps. A preliminary report based on study and evaluation of these data was presented to the client, recommending the site with the most favorable and economical ground-water conditions. The study indicated that water of the quality and quantity desired could be developed. In this particular area there were indications that the aquifer could be separated into two zones con- taining water of different chemical character. This chemical character varied somewhat with area, but principally with depth, a factor which later proved an economic advantage in design of the well field. After studying the preliminary report, the client weighed other economic factors as well as ground-water advantages and selected a plant site. Authority was given to proceed with detailed study of the chosen area. Evaluation of preliminary data concerning the area indicated that it should be supplemented with additional information derived from actual exploratory drilling and testing. A flexible plan of exploratory drilling was devised so that data obtained as each test hole was drilled could be correlated with existing data and additional test holes could be located and drilled accordingly. Specific data to be obtained from each test hole were: samples of all formations penetrated; the driller's descriptive log of formations; electric logging surveys; one or more samples of water from selected water-bearing formations; temperature; and water levels and their recovery after periods of production. The area studied in such detail was approximately 400 square miles. Choice of location for the original test holes was based on the preliminary study. The pattern for these test holes was designed to require a minimum number of holes and to allow for interpolation of data between two, three, and four holes. Geologic, hydrologic, and chemical data gathered after completion of the first four test holes showed that the north section was the most desirable in the area, which was then reduced from the original 400 square miles to about 150 square miles for more detailed and intensive study. On the basis of findings from the current test a tentative well field was laid out and a drilling program devised. One test hole was located on the actual plant site and later developed into a small pilot production well equipped with a deep well turbine pump. Water from this well was used for general construction requirements. Another test hole drilled near the pilot production well and adjacent to the proposed route of the well-collection system was used during the pumping test of the pilot production well to determine the degree of interference. J. B. Haffner, or "Barney" as he is known to his wide circle of friends, was born at Landskrona, Sweden, on Christmas Day, 1886. He attended grade and preparatory schools there and then went to the Royal Technical Institute at Stockholm from which he graduated as a mining engineer in 1910. During these school years he gained practical experience in his summer vacations by working in various mines in Sweden and other European countries. Upon graduation he set forth for the land of opportunity, the United States. Upon arrival in this country he found people everywhere talking about the fabulous gold fields in Alaska and thereupon set sail for Nome, to take part in placer gold mining operations. Returning to the States, Barney worked in Illinois coal mines for a time and then carried on some construction work in Oklahoma. In 1913 he accepted employment with the Ray Consolidated Copper Co. in Arizona and soon found himself in positions of responsibility in the operating and

The apparent small effect of skimming on desulphurization is somewhat misleading because the data was collected during the first months of use on the skimmer. During this period of time, the operators were, of course, just learning to use the equipment and, consequently, in many cases a so-called skimmed heat may have only been partially skimmed. In addition, during this period, the percentage of sulphur in the blast furnace slag was gradually increasing because of the increasing oil injection rates being employed at the blast furnace. An additional factor that cannot be disregarded is the apparent slower slag formation rate obtained in the BOF when the blast furnace slag is removed. This is evidenced at our shop by a much stronger tendency toward sparking and related lance skulling problems with deslagging, in spite of satisfactory manganese levels in the hot metal. Naturally, slower slag formation could account for poor desulphurization which would partially offset the beneficial effect of a lower sulphur input.

THIS year, 1950, is the golden anniversary of the construction and operation in this country of a tube mill for the sole purpose of fabricating aluminum alloy tubing. For a short period prior to the beginning of this mill, aluminum alloy tubing was obtained from foreign sources or produced in mills fabricating other metals. Indeed, it was a very short period because aluminum itself was a newcomer in the field of metals. The first sheet rolling mill had been in operation just eight years and a rod rolling mill for the production of wire and cable had been functioning one year. The first tube mill for aluminum was built by the Aluminum Co. of America in May 1900 and started production with four draw benches and five men, including the mill superintendent. The building itself was a lean-to attached to a sheet-rolling mill at New Kensington, Pa. The cost of equipment, including the draw benches, dies, mandrels, and other tools, was about $5000. This figure seems absurd in the present day but nevertheless it was questioned at that time whether or not such a large sum should be spent to embark on a new and uncertain venture. The initial production system for the new mill consisted of casting round hollow ingots in a tilting-type iron mold, reducing the ingots to bloom size outside the plant, and finally drawing to size on the draw benches. This method of producing aluminum alloy tubing survived just two years, as blooms of satisfactory quality were not obtained consistently. It was superseded by the cupping method in which a 24-in. diam circle cut from a rolled plate was formed into a tube bloom using first a small cupping press and then a push bench. It was stated that tubing so produced was limited to a maximum diameter of 2 3/4 in. and to wall thicknesses varying from 12 to 24 gage. However, for the first time all the operations were performed at one plant and the result was a quality product. Later larger cupping presses and push benches were obtained and the method continued to be the principal one for aluminum alloy tubing for almost a quarter of a century. During the interim the use of a Alan Mannesmann -type billet piercer was explored and it was used to some extent, but failed to produce consistently a smooth inside surface suitable for drawing with aluminum alloys. Experiments started during the latter stages of World War I in the production of tube blooms with a hydraulic extrusion press, led to the use of this type of equipment to make tube blooms for further drawing during a change-over period extending from 1925 until 1930. At this time the cupping method was discarded completely. From these humble beginnings, the aluminum alloy tubing business expanded until well over six million pounds were produced in a single month in the United States during World War II. The major portion of this production was in strong alloys which did not appear in the tubing picture until 1022, when 17S alloy tubing was introduced for aircraft construction.

PROPERTY of Malartic Gold Fields Ltd. is situa-ated in the great clay belt in the northern part of the Province of Quebec. This belt represents the floor of the glacial lake Barlow-Ojibway. The clay blanket has a gently rolling, almost flat surface, with here and there projecting knobs and ridges that outline the large irregularities of the surface on which the clay was deposited. At irregular intervals glacial eskers dominate the landscape. The ore-bearing country rock is covered by strata of clay, sand, and silt to a depth varying to 40 ft. There are serious structural problems when it is necessary to place loads of unequal intensities on this surface to support buildings and machinery for a modern mining plant. Earlier mining companies and their engineers paid little attention to the science of soil mechanics, partly because they believed it unnecessary and partly because they knew little of the subject. The results are evident in some of the tottering structures in older camps. Careful analysis of soil problems is well worth-while, since cost of foundations may vary from 20 to 50 pct of the final cost of a structure. Low operating and maintenance costs can be achieved only in this way. If it is definitely established that a plant will be in operation for only a few months, this limited time factor will probably influence the design of the foundation, and rightly so. If sensitive and complickted equipment is to be mounted on these foundations and the plant is to operate for several years, there should be a thorough study of foundations and a very careful design. A familiar problem is presented by the difficulty of operating a permanent plant originally designed for a few months' work. The engineer must beware of these hazards and disassociate himself from them if he cannot prevail on the promoter to spend the proper amount for a thorough foundation study. Laws of certain provinces and states hold the engineer equally responsible with the contractor for any 'damage that may be caused to building through inadequate study-ignordnce of the facts is no excuse in the eyes of the law. Types of Soil: The engineer should be familiar with such terms as silt, clay, peat, and varved clay, as well as perpafrost, especially if he is to work in the far northern reaches of the country. He should also be familiar with soil attributes such as porosity, texture, consistency, permeability, compressibility, consolidation, and shearing resistance. The design of any foundation requires an accurate knowledge of the physical properties and location of the soils involved. Older textbooks on the subject outline various empirical methods to determine the carrying power of soil. Tables are given in reference books. The modern ehgineer should be wary of these modes of thinking. He should analyze his problem carefully, calculate to what depth of soil the loads may be transmitted, and then check the bearing value of all soils to that or greater depths.
