Article IX of the Bylaws constitutes the basic instructions to the Nominating Committee The first duty of the Nominating Committee is to select a candidate for Director and President-elect It is desirable that the successive Presidents from year to year be men of differing professional interests so selected that over a period of years each major group in the Institute will be represented in the Presidency a number of times bearing some reasonable relationship to the numerical strength of that group in the Institute In Section 2 of Article IX it is stated that "a sufficient number of Directors be selected on the basis of geographical districts so that each district will have at least one representative" These districts, as now established, are shown in the accompanying map There are ten districts including the New York metropolitan district Each of these districts is entitled to one Director, except the metropolitan district which is entitled to six Each year each district, the term of whose officially recommended Director expires, shall suggest a candidate and if desired an alternate candidate to the Nominating Committee to fill the vacancy If a candidate and an alternate are suggested they should preferably have different Divisional or Branch affiliations The Chairmen of the Sections In the district shall constitute a committee to select the candidate or candidates The Sections shall rotate the chairmanship, as shown in the Appendix to this instruction It is desirable that in filling a quota vacancy in any district, the selection be made from the name or names suggested by the district

The name of this Committee, which was formerly known as the Committee on Increase of Membership, was changed in the revised Constitution adopted last year. At the same time, the form of organization and the functions of the Committee slightly altered. Previously it had concerned itself only with endeavoring to secure applications for membership from those who are, or should be, interested in the field of activities of the Institute and in a position to benefit from membership in it. The Committee was large and widely scattered, with the result that it was impracticable for it to hold meetings and discuss any of the larger problems involved in stimulating growth along sound and healthful lines. At the suggestion of last year's Chairman, the Assistant Secretary of the Institute, an executive committee of the main committee, consisting of two past presidents and three other members, each a prominent figure in one branch of the mineral industry, and with the past Chairman as executive secretary, was created to make a study of the general problems of membership. The first problem it took up was the membership structure of the Institute in its relation to beginners in the industry. After reviewing the organization of the three other national engineering societies and the experience of the Institute during the past ten years with the Junior Associate grade of membership, the Committee recommended to the Board of Directors, on Nov. 21, 1928, that this grade of membership be abolished and the two grades of Student Associate and

HENRY FAY, Cambridge, Mass. (written discussion *).-Mr. Rawdon has made a distinct contribution to our knowledge of wrought iron, and .perhaps of steel. It will undoubtedly lead to more careful scrutiny of high-phosphorus steels, with perhaps important results. In view of his results, it would seem to be unprofitable to push further any propaganda on the use of higher-phosphorus low-carbon steels until further information is available. As is well known, and as Mr. Rawdon clearly shows, the process of solidification is a selective one, and there is abundant opportunity for those portions of the melt last to solidify to become rich in phosphorus, and the diffusion of this phosphorus-rich area is slow. Hot work does not help the situation appreciably and only serves to concentrate the low-melting material. It is undoubtedly true, as some writers have recently claimed, that the specifications for steels as they. now exist eliminate some perfectly good material. Higher phosphorus in steel may be perfectly safe provided all of the phosphide is completely and uniformly, diffused in the solid solution. If, on the contrary, it is not evenly diffused, and there is a reasonable chance for it not to be, it makes the steel unsafe. Until our knowledge: of the rate of diffusion of phosphorus in steel, and the effect of other elements upon the rate, is more complete, it seems to me unwise, in view of Mr. Rawdon's experiments, to listen to the recommendations for the use of higher-phosphorus steels.

(communication to the Secretary*). -I hesitate to discuss in general terms a paper such as Mr. Wysor's, which bears evidence of so much careful and detailed investigation, yet it is the broad possibilities which his paper presents that are really attractive and his cautious conservatism may make us unappreciative of these possibilities. Mr. Wysor calls attention to the fact that the iron-ore mixture which he uses, carrying 0.28 per cent. of potash, is probably above the average. No doubt this is true, but on the other hand it may be very much less than the mixture at some blast furnaces or very much less than would be the case with special mixtures bearing the question of potash in mind. Unfortunately, iron ores are not ordinarily examined for potash, and with the ordinary analyst there is opportunity for very considerable error in the determination. The 10th Census gives 270 complete analyses of iron ore, on the accuracy of which we may rely. Of these, there are 21, or 8 per cent., that carry more potash than Mr. Wysor's mixture; 14 of these carry approximately twice as much, or more; eight carry approximately three times as much, or more; three carry approximately five times as much; one carries over seven times as much. It may be worth while to take some of the ores that are known to be high in potash and consider the possibilities in the light of Mr. Wysor's investigations.

DAWSON HALL, New York, N. Y.-The general practice in the past has been to view the roof as being somewhat subject only to shear. In fact the action of the roof under the stress of its own weight has been but little considered, not because the matter is unimportant but because it is so complicated that it has been felt that an analysis of it would not result in any conclusions definite enough to justify the inquiry. The result has been that the consideration of the subject has fallen into the hands of persons who are not experts in the study of beam and plate stress. They have been disposed naturally to view the destruction of the roof as the outcome of the simplest of stresses-vertical shear. In the lack of a careful consideration of the conditions of roof fracture it was thought that the roof consisted of a number of horizontal layers, which were each of them weak, because, no matter how strong they might be they usually lacked sufficient depth. This view of the condition of the roof would naturally lead one to expect that it would yield to bending moment, the various layers succumbing one by one to their lack of the necessary radius of gyration to meet such severe stresses. I TOLD you above that you should save the melted material that you extracted by smelting the ore. In substance this is copper, lead, silver, and perhaps gold, but all are like substances mixed in one body without any distinction. Now if you wish to separate these and to reduce them to their pure qualities, it is necessary to proceed with each one according to its own methods. Now in this method of separating lead in order to extract the silver and gold from the copper, it is necessary to return to the smelting and to follow one of two methods.* The first is to smelt it again with the addition of lead or lead ore, and to make it all run through the channel into the large forehearth that was made in front of the blast furnace, and, as it cools off, proceed to remove layer by layer with the fork, as I told you before and as you did the first time, until the work lead is reached. Then you assay what you have extracted and see whether it contains silver. If you consider that it has enough per hundred to justify the expense, return it again to the smelting. Continue to do this until you have extracted all the unctuousness and the work lead still remains. If it contains little or no silver, you must be satisfied with your work; otherwise return it again to smelt, always accompanying it with lead or galena and do as you did the other times until it

Froth flotation has been described by several authors" as being analogous to a first-order rate process. Although a few investigators"," have found orders other than one fit their data best, the rate is described most often by the first-order equation, [ ] where r is rate of disappearance of floatable mineral by flotation, C(t) is concentration of floatable mineral in the cell, t is time, and k is first-order flotation rate constant. One of the difficulties in using this rate equation to develop a mathematical description of an actual flotation process is the determination of a suitable value of the constant k. The value of k, which reflects the floatability of the floatable mineral, is dependent on the hydrodynamic conditions in the cell, type and concentration of flotation reagents used, pulp density, and pH, method of froth removal, aeration rate, particle characteristics, and many other factors. Therefore, it is reasonable to expect that each particle of floatable material has a distinct value of k and that a unique distribution of k values exists for given feed and cell conditions. This has been observed and discussed by several investigators, and mathematical descriptions of the batch cell and steady-state continuous cell with distributed flotation rate constant have been developed." The mathematical description in the form of a transfer function of the continuous or flow cell under unsteady-state conditions with a distributed flotation rate constant has not been presented in the literature. The amount of lead in concentrates that moved in international trade in 1952 was only 16 pct of the world mine production of lead and was less than 27 pct of the total of lead in concentrates and lead metal that traveled from one country to another. Because almost all lead is derived from galena, lead concentrates are high grade, with a theoretical maximum of 86 pct lead, and can be shipped as such without transporting a considerable weight of waste material. It would not be surprising, therefore, to find the large share of lead in international trade moves in concentrates (Rule 5). This is not, as has just been mentioned, actually the case. There is more than one explanation for the situation. Lead smelting is not a particularly difficult process and is one for which smelting equipment can readily be made of the best size for the tonnage to be handled. Another factor that encourages local smelting is the effort of many mining countries to see that a maximum of profit from their raw materials remains in the home country. Still another factor is the newness of large scale lead mining in two of the three largest exporters of lead in concentrates. In these countries, South West Africa and French Morocco, there has not yet been time to erect enough smelting capacity to process all of the concentrate output. Even in these countries, however, it will not be long, if present trends continue and plans are fulfilled, before most or all of the lead mined is domestically smelted.

WHEN I agreed to accept your Committee's suggestion that I talk to you at this meeting on the future of copper, lead and zinc mining, I could not help wondering why I had been chosen to be a prophet. Knowing the pious nature of your committee, I thought I had better look up and see what the Bible says about being a prophet, and what the dictionary definition of a prophet is. The word "prophet" comes from the Greek and is defined as "one who speaks through a divine inspiration." Also, in the Gospel of Saint Matthew, Christ tells us that a prophet is "not without honor save in his own country and in his own house." That gave me pause until I remembered that after all, I had started my professional career as a Naval Architect, not as a Mining Engineer, and consequently, this might be a clue to the fact that the eminent geologists of this society, who know infinitely more about the world's crust than I do, were passed over in this assignment. In thinking back, I then remembered that the first really successful prophet was Noah and that Noah was a Naval Architect. Here then was the answer. One more quotation from the Bible I shall take as my text: In Ecclesiastes, chapter I, verse 9: "The thing that hath been is that which shall be." Complexity of Rock-Fractures.—The strains to which rocks have been subjected are manifestly very complex, and it is entirely safe to presume that every possible mode of deformation and rupture is exemplified. The most superficial inspection of any ordinary mountain region is sufficient to assure the observer that the rocks have been pressed, stretched, bent, buckled, twisted, and shorn. The study of torsional rupture cannot fail, therefore, to throw light on geological phenomena. The question is how areas which have been broken in this manner are to be distinguished from those which have yielded to other systems of forces. Phenomena of Joints.—It is well known that a large part of the more homogeneous rocks and some very heterogeneous rocks are intersected by partings often ailed joints. These partings are frequently flat surfaces even when seen in very large exposures, but are sometimes surfaces of moderate, single, or double curvature. Joint, usually occur in groups, in each of which the several partings are parallel to one another, and several such groups often intersect the same rock-mass. In such cases the different systems make large angles with one another. Nearly all students of the subject of jointing have reached the conclusion that joints are faulted surfaces, the dislocations usually being of small amplitude; and this conclusion receives abundant support from the study of thin sections under the microscope. It has thus been shown that much even of what would be regarded in hand specimens as mere slaty cleavage

This field in 1933 continued as in 1932, although to a much less extent, to dominate the drilling and production situation throughout the oil business. The 2466 producers completed in this field during the year are 28 per cent of such wells completed in the United States. The 2556 completions reported in the five counties within which the East Texas field lies are 21 per cent of all such wells reported in the United States. It follows that with such a command of the development situation, every other factor with regard to this field has an important bearing on the entire oil business. As a consequence, the important developments in the East Texas field are the important developments of the year. Very little new productive territory was added to the already known limits of this enormous field. On the other hand, drilling has shown that with a few very minor exceptions this field is a continuous productive area, with a regular outline and no "dry spots" other than that of a single well surrounded by producing wells. Drilling was confined to the already proven limits of the field. This consisted essentially of more adequate coverage of leases by wells, the meeting of required offsets and the drilling of a large number of small tracts which developed from subdivision of larger leases due to court action and other causes. The allowable throughout the year was, with minor variable factors, on a per-well basis. With the steady decline in per-well allowable after May, every operator was faced with declining

REGISTRATION started bright and early Monday morning in the Silver Corridor at the Waldorf-Astoria with Mrs. W. H. Bassett as chairman. What a registration-over 200 ladies! Several joined us from as far away as California and Washington State. Apparently they enjoy our meetings so much that present travel inconveniences didn't discourage their coming. At noon the ladies joined the men at the All-Institute Luncheon and Monday evening we had our informal dance, which is separately reported. Tuesday morning was devoted to our annual meeting at which all Section annual reports were read. At noon we were all the guests of the W.A.A.I.M.E. at a luncheon at the Port Arthur Restaurant on Mott St. in Chinatown. Many of us rode down on the old 3d Ave. elevated railway-the last of four. It, too, is soon to be torn down. The luncheon was delightfully unusual, with huge dishes of delicious Chinese food on each table. Our chairman, Mrs. Read, who lived in China in her youth chose our menu, and she chose it well, for most of us indulged so heartily that as we arose from the table we felt we couldn't eat again for 24 hours. Someone donated sherry wine, and boxes of Chinese pencils as favors. We wonder who? All owe a big vote of thanks for this lovely party to Mrs. T. T. Read and Mrs. H. A. Prosser, chairmen, and Mrs. H. W. Hardinge, Mrs. R. Hursh, and Mrs. R. L. Lloyd, vice-chairmen.

THE three principal mines from which the celebrated Salisbury iron ores are obtained are called respectively the "Old Hill," "Davis," and "Chatfield" ore beds, and are situated in the town of Salisbury, Litchfield County, Conn., on the eastern slope of the Tocconuc range of hills.* The Old Hill Ore Bed is a tract of land of 100 acres, originally granted by the General Court in October, 1731, to be laid out by Daniel Bissell of Windsor. It was soon after surveyed and located by Ezekiel Ashley and John Pell. The descendants of Ashley are still proprietors in the mine. The supply of ore has been very abundant, and for many years was easily obtained, but latterly the cost of raising has been greatly increased. Up to about 1840 the average yield was estimated to be about 4500 tons per annum. The production has gradually increased until the average yield at pres¬ent is estimated at 15,000 tons annually. The largest production in any one year was about 20,000 tons. The proprietors of this mine were incorporated many years ago under the style of "The Salisbury Ore Bed Proprietors." The Davis Ore Bed, named after an early owner, was originally called Hendricks Ore Bed, and was owned before the organization of the town of Salisbury by Thomas Lamb, one of the first settlers *The data from which the historical portion of these notes has been compiled were collected by the Barnum-Richardson Company, of Lime Rock (Salisbury), Conn.

DURING the fall of the year 1873, attention was redirected to the occurrence of lead ores in Southwestern Arkansas (chiefly in Sevier County), and somewhat extensive explorations of the deposits have since been made in the hope of finding the ores sufficiently argentiferous to be profitably worked. How far the expectations have been realized I am not authentically advised, but samples of the galena ore, yielding 62.09 per cent. of lead, gave on assay at the rate of 15 3-10 ounces of silver to the ton of ore. This was the highest result obtained by myself, though I am informed that higher yields have been obtained by others. Among the samples of ores from this locality, forwarded to me in January last, was one specimen which I at once recognized as stibnite, and, on notification, other specimens of the same from Sevier County were forwarded me. The first specimen of the several received contained 11.51 per cent. of gangue, 57.62 per cent. antimony, 4.57 of bismuth, with small amounts of arsenic and iron. The latest result from a portion of another hand specimen I append in full, with duplicate estimations of the arsenic, bismuth, and gangue. The analyses were all conducted by Mr. C. R. Winters, under my direction, and in the case of those given below the ore was separated as closely as possible from the gangue before analysis. The results are for the mineral freed from hygroscopic moisture, and are as follows:

It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. Another reason, however, exists in the fact that a large number of men in charge of mining operations are greatly prejudiced against the introduction of machinery underground, from the idea that it cannot be made to adapt itself to the various positions and
