ANYTHING that may be said about "too much coal" must seem rather incongruous just at this time when two-thirds of the mines in the United States have been idle for nearly four months and a temporary coal shortage looms as more and more of a possibility. It is the purpose of this article, however, to deal primarily with the fundamental ills of the bituminous-coal industry, which, when summed up, can be expressed in one word-overdevelopment. During recent years the bituminous-coal industry in the United States has been seldom, almost never, in a state of normal business health with production run-ning evenly, prices steady and the market absorbing the output from week to week. There has been either a condition of feverish activity or apathetic sluggish-ness. We have had, for example, the intense strain on production during the war years with heatless days and lightless nights, followed by the slump late in 1918 which lasted through the greater part of 1919 when coal was a drug on the market. Then came the panicky demand of 1920. Competitive buying forced prices up to the highest levels in history. This demand in turn fell off suddenly in November, 1920, and the market remained apparently paralyzed all through 1921. During the latter year, lack of buying forced intermit-tent suspension of mining in all fields and prices averaged less than actual cost of production.

The Parral mining district is located in the southern part of the state of Chihuahua in north-central Mexico, in the border area of the physiographic provinces of the Mesa Central and the Sierra Madre Occidental, at an average elevation of 1700 meters. This is one of the most highly productive lead-zinc districts of Mexico. The principal operating units are the Prieta, Santa Barbara and San Francisco mines. The Santa Barbara-San Francisco del Oro area is located 25 kilometers to the southwest of the Prieta mine. It has a system of generally narrow veins in fault zones, entirely in the shale series. The Santa Barbara veins follow long, persistent fractures, while the San Francisco del Oro veins are in relatively short fractures. The Veta Colorada structure, located 5 kilometers to the northwest of the Prieta mine, was a major producer of high grade silver ore with low lead-zinc content during the eary 1900's. It follows a major north-south fault zone in andesite and is noteworthy for a number of wide oreshoots of limited vertical extension along its 10 kilometer length. The Palmilla and Esmeralda mines are on the south end of the Veta Colorada structure. Numerous smaller mines are operating in the Parral area. (written discussion?).¬A study of this paper raises a question on which it is hoped Mr. Stork will throw more light; that is, why does an oxygen content generated on poor melting conditions have a deleterious effect on the properties of the iron, while an oxygen content generated by the oxidation of steel scrap in the cupola is beneficial to the strength and chilling ability? In each case the oxygen is absorbed at the same time and place in the process of melting and it is by no means clear why the superiority of semisteel should be assigned solely to its oxygen absorption, when oxygen absorbed without the steel addition is admitted to be injurious. It is not apparent why oxygen caused to be absorbed by the steel addition should not pro-duce the effects of burning, sluggishness, slag inclusions, gas occlusions, etc., the same as oxygen absorbed by the iron in the cupola for any other reason, and it would seen that other factors to which he has not given sufficient emphasis must enter into the author's results. To an impartial reader of this paper, who was most favorably inclined toward J. E. Johnson, Jr.'s theory of the improvement of cast iron by oxygen, the discrepancy in the author's reasoning or statements is difficult to accept, and it is hoped that an explanation will appear in the final discussion.

INTRODUCTION Grouting is an engineering operation which has been practiced for many years and a considerable amount of experience and skill has been developed in this field. However, a review of the current literature (Houlsby, 1982) reveals that the theoretical background and experimental observations that are necessary to adequately predict or describe the performance of a particulate grout (e.g. cement based) in a jointed geologic media are somewhat inadequate. In the near future it is envisaged that the use of grout and grouting techiques will be used to tackle even more difficult problems than have been considered in the past. One problem that is currently being faced by the rock mechanics engineer is the development of geologic repositories for the disposal and containment of high level radioactive waste. In such structures there will be only one opportunity to ensure the success of the containment system. This success will depend to a large extent on the adequate and successful performance of the grout curtains to be utilized around the shafts and shaft liners. Regrouting will not be possible. There are other problems in rock mechanics in which it is frequently necessary to inject particulate media into passages of small dimensions, and where typically the size of fracture being injected is of the same order of magnitude as the particle dimension. For example, in the oil industry in hydraulic fracturing the enhancement of fracture conductivity is maintained by means of proppants introduced into the fracture.

One of the great copper-producing areas of the world is comprised of five U. S. western states and northern Sonora, Mexico. The Southwest province of this area, covering southern Arizona, south- western New Mexico, and northern Sonora, produces some 55 pct of U. S. copper output and the equivalent of 15 pct of world production. In 1956 the area produced about 550,000 tons. Tucson is approximately the center of the oval- shaped province, which measures only 300 miles on its east-west axis and about 200 miles on its short axis. Northwest of the oval, and forming a tenuous connection with the Utah and Nevada copper fields, is an important operating mine, Bagdad, and also the now inactive United Verde. Along its north- south axis, running from Globe, through Tucson, to Nogales, ten moderate to major copper properties have been discovered or revived during the past 15 years, and five of these in only the past seven years. The latter five properties lie in an area 25 miles in diameter, centering 20 miles south of Tucson. In order of discovery, or revival, they are: Banner's Mineral Hill and Daisy; Cyprus et al's Pima; Duval's Esperanza; Asarco's East Pima (now called Mission mine) ; and Lewisohn's Peach. Total tonnage is estimated at about 250 million tons averaging some 0.90 pct Cu, but ultimate production may exceed this amount since some of the reserve is open ended.

During the year 1934 there were no new or extraordinary developments in the proven fields. With few exceptions all companies operating in these fields continued intensive exploitation programs on their old properties in an attempt to maintain the normal production of former years. In one or two instances these exploitation activities have had such marked success that the total production for 1934 slightly surpassed that of 1933. The most striking increase in production is that shown by the Kilometer 27 pool of the Comodoro Rivadavia field. However, this increase cannot be attributed to intensive drilling, since it is the result of a more uniform daily withdrawal distributed among all the productive wells. The Province of Salta also showed another increase, so that, judging from the statistics of the past three years and in view of proposed exploration projects, the future may reveal some interesting developments in this province. One of the most interesting occurrences in Salta is the discovery, though not yet considered commercial, made at Macueta, near the boundary line between the Argentine and Bolivia. This exploration well was drilled by the Standard Oil Co. of New Jersey and is the northernmost exploratory well in the republic. The oil from this well is of the same type and commercial value as that produced in the San Pedro and Lomitas fields. The producing horizon is also the same as that in the other Salta fields; that is, the Paleozoic Permo-Carboniferous.

Most theories of blasting phenomena are based on the condition that explosive charges have a spherical shape. If a cylindrical charge is considered, the explosive is usually assumed to have an infinite velocity of detonation. Another limitation is also often imposed whereby only one free face is considered to exist. Unfortunately, these conditions all serve to limit the number of variables involved and tend to over-simplify analyses. The result is that explanations for actual effects from blasts are seldom realistic. In addition, no solution has yet been found to explain the actions of certain blasting agents that appear to stress materials in a different manner than do many of the high explosives. In order to determine causes for some of the unexplained phenomena, investigations were conducted by the writers on both actual field blasts and theoretical problems. Although many solutions have been proposed to explain the rock breakage processes, none relate the effects of hole depth, explosive and rock energy- propagation velocities with charge placement geometry. Evidence indicates there is a definite interdependence of those factors and that they are of vital importance in proper drill-pattern design. For simplicity most of the discussion in this paper applies to vertical blast-holes drilled in uniform massive rock for open pit blasting, although the basic principles presented apply to all forms of blasting with certain basic modifications being necessary for specific field conditions.

A MINERAL can best be defined as a phase,' where the term "phase" is described as a homogeneous,* physically distinct, and mechanically sep- arable portion of a system. If one phase develops from another, certain nuclei must first be available.2.394 The manner in which new material is added to these nuclei, and the subsequent structural and other characteristics of the phase, is often markedly influenced by factors other than its temperature, pressure, and gross compositional environment. Rates of growth, presence of impurities, the availability or lack of oxygen, the pH of the system, and percentage of completion of the often determine which modification will develop. Many transitional phases develop when a relatively insoluble precipitate is formed from solution. Different modifications are formed, depending on the speed and percentage of reacting solution added. Some of these "forms" are stable and do not "age" or transform into the so-called stable modifications. These modifications are difficult to treat in terms of equilibrium diagrams for the simple reason that these minerals do not represent an equilibrium situation described by only two (temperature and composition) or three terms (when pressure is considered). Many crystals exist as stable or meta- stable phases in nature in environments much different from those indicated by certain equilibrium diagrams. IN some districts of the bituminous coal field the problem of construct-ing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it-is felt that a description, of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bitu-minous coal fields of the United States with anything like so large number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it.

SINCE the first installation in 1936, the use of rubber-tired equipment for secondary mine haulage has increased rapidly. From August 1936 to January 1944, approximately 750 rubber-tired units were placed in operation. Of these, 650 units were installed after January 1940. During the year 1941, it per cent of the mobile loaded bituminous tonnage was hauled by rubber-tired equipment. This percentage increased to about 20 per cent during 1943. The first rubber-tired units were battery-powered tractor-trailer types. In the year 1938 the battery-powered self-contained car was introduced. In 1939, the cable-powered self-contained car made its appearance. These self-contained units are our modern "shuttle cars." By the end of 1941, approximately 15 per cent of the shuttle cars in operation were cable-powered. Installations made during 1942 and 1943 increased the proportion of cable-powered cars to about 40 per cent of the total number of shuttle cars in use. There is a marked trend toward cable-powered cars, although one need not make many trips to mines where both types are used to discover that opinions are highly controversial as to the relative advantages and field of use of each type. It is natural for mining engineers in the coal-mining industry to have diversified opinions regarding the use and application of coal-mining machinery. Coal mining is not a standardized industry; natural conditions vary from mine to mine. However, it is surprising how many operations in scattered fields arrive at the same conclusions and adopt similar methods. This happens not so much through cooperation and exchange of ideas as through hard, costly experimentation, involving months of low production and relatively high costs. What then, are the reasons for increased use of cable cars? Could it be that present scarcity of materials is forcing their use? True, battery cars require considerably more auxiliary equipment, but during 1942 it was no more difficult to obtain than shuttle-car cable. Furthermore, the trend toward cable cars started before curtailments on mining equipment took effect. Undoubtedly, cable-reel shuttle cars were introduced to produce coal at a lower cost by simplifying trackless mining through the elimination of auxiliary equipment, and by reducing the first cost on equipment. The theory of cable-powered shuttle cars is well based, as can be proved by successful operations. Many operators have weighed the advantages and disadvantages of each type carefully before choosing the type most suitable to their operation. Others have taken much for granted and accepted one or the other without much thought. At many small operations, low first cost is apt to be the deciding factor. Since production curtailment for other than engineering reasons is gradually disappearing, and more and more wells are now producing at capacity and showing declining production rates, it was considered timely to present a brief review of the development of decline-curve analysis during the past three or four decades. Several of the commoner types of decline curves were discussed in detail and the mathematical relationships between production rate, time, cumulative production and decline percentage for each case were studied. The well-known loss-ratio method was found to be an extremely valuable tool for statistical analysis and extrapolation of various types of curves. A tentative classification of decline curves, based on their loss ratios, was suggested. Some new graphical methods were introduced to facilitate estimation of the future life and the future production of producing properties where curves are plotted on semilogarithmic paper. To facilitate graphical extrapolation of hyperbolic-type decline curves, a series of decline charts was proposed, which will make straight-line extrapolation of both rate-time and rate-cumulative curves possible. Introduction During the period of severe production curtailment, which is now behind us, production-decline curves lost most of their usefulness and popularity in prorated areas because the production rates of all wells, except those in the stripper class, were constant or almost constant. While production-decline curves were thus losing in importance for estimating reserves, an increasing reservoir consciousness and a better understanding of reservoir performance developed among petroleum engineers. This fact, together with intelligent interpretation and use of electric logs, core-analysis data, bottom-hole pressure behavior and physical characteristics of reservoir fluids, eliminated a considerable part of the guesswork in previous volumetric methods and put reserve estimates, based on this method, on a sound scientific basis' At the same time, a number of ingenious substitutes were developed for the regular production-decline curve, which made it possible to obtain an independent check on volumetric estimates in appraisal work, even though the production rates were constant. with the now steadily increasing demand for oil to supply the huge requirements of this global war, proration for reasons of than prevention of underground waste is gradually disappearing. More and more wells are, or will be, producing at capacity or at their optimum rates, as determined by sound engineering practice. With this trend, the character of producing wells seems to regain, more or less, its "individuality," and the old and familiar decline curve appears to have had a comeback as a valuable tool in the hands of the petroleum engineer. It may be timely, therefore, to retrace the development of decline-curve analysis in the past by presenting a brief chronological review of bulletins and papers published during the past three or four decades, which have

DURING the war years restrictions on travel, pressure of work, and the irregular arrival of technical literature from abroad combined to severely isolate Great Britain in a period of intense war expansion of the art and practice of mineral dressing. Many British technicians were fully occupied with the day-to-day problems of improvising substitutes as regular sources of supply failed. and with mastering the strange demands and working conditions of wartime. After a long day spent between ones laboratory and production work, the rest of the waking hours were often filled with fire watching or home guard patrol activities, substituting for a night-shift manager, or "resting" in a dugout while the bombs came down. There was no time for serious study of such technical literature as survived the Atlantic crossing.

PROBABLY no greater world traveler has ever been Chairman of one of the Institute's Divisions than Henry Frederick Hebley. To begin with, he was born almost as far away as possible-in Christchurch, New Zealand, Dec. 15, 1893. There he grew up, studying mechanical engineering at the local Seddon Memorial Technical College. Then he went over to Sydney, Australia, for a bit of work before sailing for the U.S.A. in 1915. After a few months as draftsman in a San Francisco office he moved over to Clarkdale, Ariz., in the engineering department of the United Verde copper smelter, which had just gone into operation. But the war was on, and Henry thought he belonged in France with the Canadian Engineers, the United States still remaining aloof from the conflict, and that was the last the copper industry saw of him. After almost two years in France he was wounded, convalesced in England and Canada, and then went back to his native New Zealand to design concrete factory buildings. But soon the United States called again, and this time he landed in Salt Lake City with the Oregon Short Line R.R. Co. Then to Chicago in 1920. where he really got into the coal industry for good, working for the Allen K Garcia Co. on the design and operation of coal mines, beneficiation plants, and combustion equipment; and joining the Institute.

Bethlehem, Pa.-At the present time I believe there are 35 electric steel furnaces under construction in the United States, and many more in operation. The United States Steel Corporation, for example, is putting up for one firm a plant of eight electric furnaces. The principal increase in use of the electric furnace at the present time is based on its superiority for making steel for shrapnel and for munitions of war. I understand that electric steel has been found far more reliable and suitable than ordinary steel for these purposes in Europe.

Since 1964. Newmont Mining Corp. has been engaged in a systematic research and development of computer techniques for a variety of mine planning applications. The general objective of this effort has been twofold: first, to arrive at a viable near-optimum plan for mining a particular orebody and, second, to decrease the financial investment by reducing the man-hours required for mine planning. Three major phases in the evolution of Newmont's computer techniques for mine planning are discernible. In phase one, the computer's ability to duplicate manual drafting and contour mapping was developed. Obviously, all recognized geologic characteristics had to be included, and consequently the development of computer techniques for the proper incorporation of structure, stratigraphic trends, and other geological features was a significant aspect of phase one.

Mineral resources of Japan are remarkably characterized by the diverse variety of ores. Seventeen kinds of metallic ores are produced in Japan from approximately 175 mines, but the country is becoming increasingly dependent on imported ores, and 23 ores such as bauxite, nickel and platinum are not produced domestically. Self-sufficiency of non-metallic minerals is higher than metallic ores. Twenty three non-metallic minerals such as fire clay, pyrophyllite dolomite, and limestone are produced from about 1264 mines. About 22 minerals such as graphite, asbestos, fluorite, and phosphorites are not produced in the country. One of the major concerns of Japan is raise the self-sufficiency of raw materials. The result of the analysis of the mineral potential of Japan in relation to possible future domestic supply and is reported.

The OPEC oil embargo and the subsequent higher prices for oil have drawn public attention to the critical problems associated with security of supply of oil and other key industrial materials, especially nonfuel minerals. This concern has stimulated the interest of decisionmakers in analyzing policy options to cope with the emergency situations resulting from a sudden foreign- induced supply interruption or a cartel price increase. Several policy options are available to counteract foreign-initiated embargoes or cartel price actions. The type of response will differ depending on the commodity action intiated. A mathematical model that measures the impact of foreign-induced commodity actions on the domestic economy is formulated. The paper also presents a computer method that can be used to determine the optimum policy response to counteract such actions.
