A concept gaining attention among rock mechanics researchers in studies of soil-structure inter- action is the use of compressible packing between the structure such as tunnel lining and the soil or rock. Lester H. Gabriel, provided information about work on this concept at the II Symposium on Rapid Excavation, October 16-17, 1969, Sacramento State College, Sacramento, Calif. It is well-known that loads transmit their effects to those locations which deform least. Traditionally, the question to be answered by the structural engineer is how rigid the structure ought to be. The stronger the structure, the more resistant it becomes to deformation. If it is more rigid than the surrounding strata, the structure acts as a pillar, focusing load on itself. However, if the structure is less rigid than the surrounding strata, blocking or packing between the structure and the enclosing material facilitates the formation of soil or rock arch. The object then is to design and build structures such as tunnel linings, which harness the advantages of carefully planned small movements. Tests on plaster cylinders imbedded in granular sand and loaded were compared to those of plaster cylinders protected in sheathing of polyfoam rubber. The compressible sheath permitted support of up to ten times greater loads Gabriel, Lester H., "Principles of Soil-Structure Interaction Applied to Tunnel Linings." Hecla Mining Co. has successfully used shotcrete with substantial cost savings for ground support purpose. To date, the use of shotcrete in Hecla's operations has been limited to openings where long-term high quality support was required, in exceptionally difficult ground, and to a limited degree in stope support. Experience with both the wet and dry process indicated that the latter was better for their applications. The availability of effective accelerators which reduce losses from rebound, give high-early strength and permit placement in wet conditions, led to this conclusion. The gross cost under such conditions as those at Hecla, including rebound losses and overshooting, is estimated by Hecla to be $51 per cu yd.

I take pleasure in transmitting herewith "Petroleum Development and Technology in 1927," in which we have attempted to set out in a series of 40 papers with attendant discussions the advances made in Production Engineering and Refinery Engineering during the year. The volume also contains a digest of round table discussions on Petroleum Engineering Research problems and Petroleum Engineering Education. In addition to the above we set out in 16 papers a review of production of each producing area of the United States and of the more important foreign countries, together with a review of the world's production and forecasts for 1928. We also include 8 papers on the Economics of the oil industry. The papers and discussions included herein represent the contributions of more than 200 engineers, including the foremost in each line. These papers were presented at technical sessions held in Fort Worth in October, 1927, and at the annual meeting in New York in February, 1928. We desire to express our thanks and appreciation to all those who have contributed to this volume. As in previous years, we have attempted to emphasize the value of both written and impromptu discussions. -We have made a practice of returning all impromptu discussions to the authors for correction and amplification, and because of this practice we feel that the discussions contained herein are in very presentable and readable form. It was decided by the nominat,ing committee when meeting for thc purpose of nominating officers for 1928 to eliminate the vice-chairrnanship for Transportation Engineering, as that branch of the industry seemed to come more naturally under the activities of the American Petroleum Institute. It was also decided by this committee to institute a new vice-chairmanship for Petroleum Engineering Research. Wc have had heretofore round table discussions on engineering research, but through the newly created vice-chairmanship, to which Mr. L. C. Uren was elected, we expect to have more comprehensive sessions on engineering research than heretofort.

The House Committee of the Engineering Societies Building has lent to he members of the three welfare committees a room on the ground floor of the building where they can carry on some of their war activities. Two sewing machines and two knitting machines are installed there and ladies are invited to sew for the Foreign War Relief Committee and knit for the Emergency Committee, which is working for the 27th Engineers, a special mining regiment. The Emergency Committee, Mrs. H. Norman Spicer, Chairman, reports the formation of a committed of 21 members. The organization meeting was held March 7, and plans were made for future activities as follows: A letter was read from Mr. Ingalls asking for 72 sweaters, 72 helmets, 66 pairs of wristlets as well as 772 pairs of socks, 272 being for immediate delivery. To meet this request it was decided to secure the helmets and wristlets from the Navy League, and to undertake the making of the sweaters and socks ourselves. Accordingly Mrs. H. N. Spicer and Mrs. J. H. Devereux were empowered to buy wool in sufficient quantities, and woven material for the 72 sweaters, sending the bills to Mr. Ingalls, who had guaranteed the money from the Engineering and Mining Journal. This was attended to promptly, and the materials were ready for distribution to the committee on March 13. After considerable difficulty, knitting machines for the socks were discovered and the agent came to demonstrate them. Mrs. Spicer gave one to the Committee and Mr. Ingalls has guaranteed the money to buy two when the manufacturers can deliver them. Up to April 6, 130 pairs of socks, machine and hand-knitted, have been handed in-also 68 sweaters, 80 helmets and 90 pairs of wristlets. It has been calculated that it needs five women knitting behind each man at the front to keep him continuously supplied with knitted garments.

AN excerpt from the Odessa Isvestia Vechernia, dated April 24, 1927, and translated by P. Routzitzky, summarizes a report by Professor Preobragensky ad-dressed to the Russian Government. Professor Preo-bragensky writes in regard to newly discovered potash deposits in eastern European Russia. Near Solikamsk in the Perm district, about 100 miles east of the Ural mountains and on the Kama river, large deposits have been located and the belt has been traced southward about 25 miles. Subsequently the search for potash salts has been transferred to the Berezovsky district, near Nikolsk, on the Kosva river, about 70 miles north-east-of the city of Perm. Toward the end of March, 1927, at a depth of 800 ft., drilling at the Levensk salt works revealed potash salts in, definite strata. The bed has a thickness which extends from a depth of- 245 to 307 meters (latest data in middle of April, 1927) and has not been bottomed yet. Professor Preobragensky goes on to say that these operations have definitely, developed very large de-posits, the limits of which are still unknown. There is at least an implication that the reserves far exceed those of Stassfurt, Germany. For European use they are, of course, much less accessible, for by through rail they lie 1200 miles east of Petrograd. Further, no particulars are given as to the potash content. It is to be supposed that the salt occurs in the Permian beds that extend north and south along the west flank of the Ural mountains, as the localities mentioned .all lie within the area so mapped on the new geologic map of Russia issued by the Scientific and Technical Di-vision of the All-Russian Council of Soviets in 1922. It is interesting to note that these salt beds are of the same geologic age as those of 'the Stassfurt region and of the west Texas-New Mexico district, in which the U. S. Bureau of Mines is at present drilling.

OF the western European countries, only England has made any extensive use of equipment developed initially by the coal preparation industry of the United States. About 20 years ago, the Chance sand flotation process for cleaning coal was introduced in England, and it has had a fairly wide adoption, particularly in the South Wales coal fields. In recent years, particularly since 1946, a considerable number of Denver flotation cells have been installed throughout the English coal fields for the cleaning of slurry. Until the advent of the Denver cells, the flotation of coal slurries in Western Europe had been done largely with the Mineral Separations cell or its modifications. Kleinbentik of Dutch State Mines had developed a cylindrical cell used in Holland and occasionally in Belgium and France. In England, the establishment of the National Coal Board to control the planning and operation of all coal production has retarded somewhat modernization of properties. A considerable period of study was required before definite long-range plans could be formulated. It was soon recognized that stopgap measures were needed in many cases to bridge the period until final plans could be developed and consummated. One of the stopgap problems in coal preparation was providing plants of small and medium capacity that could be used for a few years at one site and yet could be moved economically to another site so as to reduce depreciation charges per year and per ton. Such plants are being installed but the most satisfactory answer probably has not yet been found. One such installation uses a Norton Baum jig to wash 6 in. to 0. The equipment is in a steel structure rather than in a reinforced concrete frame with brick curtain walls, which is the normal structure for permanent plants. Since England has between 700 and 800 preparation plants for an output of 200 million tons per year, one of the long-range objectives is a consolidation of mine output which will require fewer coal

Maps and Mining Data for the Library. I suggest that the Institute Library can increase its usefulness by systematically soliciting from the engineers and mining companies all published reports and maps, and parts of reports and records, not of a private or confidential nature. If this is done an engineer assigned to report on a well-known property or district may depend on finding at the library a large amount of preliminary data and general information from these official and engineering reports relating to his prospective investigation. In many mining reports a large part of the report is of a general technical and scientific character, and there could be no good objection on the part of either the engineer, or his client to making such information thus of record. I believe there would be a great deal of information furnished by the engineers if they were properly solicited under this plan. I have found on different occasions that much work could be saved by such records now in the Library. The plan would also have the advantage of keeping the Library in closer touch with the active engineers, a feature to be desired. I also have in mind that the Library should undertake to collect all the prospectuses and financial literature which is issued in connection with mining. Of course a great deal of this is unreliable, but even this is valuable for record in the matter of legal and other investigations. I shall be glad to co-operate with you, and do anything I can to develop more in detail the general ideas above noted. In recent years considerable attention has been devoted to the development of new commercial uses for silver, chiefly because of lowered prices and large stocks of the metal. This has led to increased interest in the phase diagrams of silver alloys. The silver-lead diagram is reported' to be of the simple eutectie type, but no measurements of the solubility of lead in silver have been made. The solubility of silver in lead has been estimated2 from diffusion experiments and resistance measurements to vary with temperature from 0.09 to 0.18 atomic per cent (0.05 to 0.10 weight per cent). Silver-rich silver-lead alloys have recently been recommended as high-strength bearing metals3 The silver-bismuth diagram is similar.' The solubility of bismuth in silver. has been estimated to be about 5.5 weight per cent on the basis of X-ray work.4 Matthiessen6 found a solubility of silver in bismuth from 0.25 to 0.50 per cent by conductivity measurements. Silver and thallium form the same type of diagram,' with no data on their mutual miscibilities. We have studied the first two of these diagrams by X-ray methods, verifying their main features and determining the solubilities of lead and bismuth in silver at several temperatures. We also determined the solubility of thallium in silver at one temperature. The solubilities of silver in lead and in bismuth were found to be too low to be detectable. Materials and Methods Mallinckrodt precipitated silver, analytical reagent, was used. Maximum impurities listed on the label were: chloride, 0.005 per cent; copper, 0.001; iron, 0.002; other heavy metals (as Pb), 0.002; and sulphate (SO³), 0.05. J. H. Schlobohm (Joy Manufacturing Co., New York) —This paper has been read with a good deal of interest; however, there are several salient features which Mr. Mitchell has overlooked. The initial emphasis on selection should be placed on type of material to be loaded and method of mining involved. There is no possible connection in the comparison of scraper or Joy Lohite loaders with loaders of any other type. Neither can an operating comparison be made between "Rocker type" loaders and those equipped with loading head and gathering arms. Each unit has its application, but the application depends on material and the mining system involved. Mr. Mitchell's compilation of data on various loaders, while it represents a great many facts, does not represent true operational data, i.e. Table I, column heading "Max. Rated Capacity for 7 hr;" these figures are meaningless inasmuch as little or no time at all is allowed for tramming or switching or moving the loader from place to place. Table I, column heading, "Best Reported Field Shift," would be a better source of operational data, assuming of course that conditions, applicable to each class of loaders, were average to avoid enthusiastic performance figures. Table I, column heading, "Repair Parts Cost per Ton," is still another item which will not stand up under comparison unless the loaders involved are put into type classes, i.e., there are simply no means possible to show the repair costs of scraper loading versus a caterpillar mounted loader in abrasive material. The source of information here is also important. Actual field tests have proved that these costs are of a constant nature. Manufacturers are striving to hold them to a minimum and many interesting studies have been made. A fairly recent example of this in a large United States gold producer has proved that Joy HL-3 loaders can be consistently average, less than $0.025 per ton mucked. PENNSYLVANIA will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., .that Cola Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Vir-ginia and southeast Ohio, gives 25,000,000 barrels. GEOLOGY AND STRATIGRAPHY In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-southwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting.

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. U. S. WITHDRAWS ARMY FROM MEXICO The American invasion of Mexico lasted less than 24 hours. The troops which crossed the Rio Grande June 15 to put a stop to the firing that was causing death and injury in El Paso were back in their billets on the American side of the border the next night. They had broken up the battle between Villa rebels and the Carranza garrison and driven the rebel forces headlong out of Juarez and into the hills. The Carranza Consul, Garcia, and Gen. Francisco Gonzales are reported by American officials to be pessimistic, if not indignant, at the swift reprisals made by the Americans against the stray shots which were falling in El Paso during the Villa attack on Juarez. In announcing his action in ordering Americans into Mexico Brigadier General Erwin in a formal statement said he had done-so to prevent the indiscriminate firing into El Paso by rebel soldiers, endangering the lives of Americans. "But on no account were they to undertake an invasion into Mexico," continued the statement. Americans with interests in the vicinity of Chihuahua are alarmed lest Villa, smarting under the defeat administered his troops by the American forces, should make a campaign of destruction. General Candido Aguilar, President Carranza's confidential ambassador to the United States, issued to the press, on June 17, a formal statement that "the government and people of Mexico consider as a violation of Mexican sovereignty the crossing of United States soldiers into Mexican territory" and expressing the hope ?that the situation created by the latest occurrences in Juarez will be satisfactorily adjusted between the two countries." Discussion of Mexican affairs was evoked in both houses of Congress by the crossing of the Rio Grande by American troops.

Advances do not spring mushroom fashion to wide acceptance overnight, but rather resemble rolling snowballs, gathering size and velocity as they progress. The new ideas of one year develop through the course of scattered adoption and testing during following years, to be ultimately discarded or to become an integral part of refinery engineering and operation. Polymerization and Cracking As an illustration, the publicity given to the polymerization and cracking of petroleum gases during the year has given many the impression that this is a new art. But patent and technical literature have disclosed active work on the problem dating back a decade or more and a unit capable of making 100 bbl. a day of polymer gasoline was constructed as early as 1930. Important strides have been made during 1935 looking to the more general commercialization of available processes, and some four important groups are furthering this work. In addition to the production of liquid products for inclusion as a constituent of commercial motor fuel, polymerization has also been a factor leading to the installation of a plant at the Houston refinery of The Shell Petroleum Corporation for manufacturing isooctane for aviation use, by making available dibutylene for catalytic hydrogenation Polymerization is not confined to unsaturated hydrocarbon gases as a source of raw material, and has been extended to include a preliminary decomposition of normal saturated gases under suitable heat and pressure conditions into the unsaturated types, which can then be used as raw material for the polymerization process. Thus there is opened up the possibility of eventually using large quantities of natural gas in the manufacture of high-grade motor fuels, although the early commercial growth will be largely on cracking still gases for economic reasons. At the present time five localities in the Argentine Republic are known to bear direct evidences of the presence of petroleum. The segregation of these localities is more or less arbitrary inasmuch as minor indications may be found to extend from one locality to the other at no regular distance apart, especially in the northern and western part of the republic. These localities are listed as follows: North Argentine-Bolivian region, Salta-Jujuy district, provinces of Mendoza and Neuquen, Comodoro Rivadavia, and the Gallegos-Punta Arenas region. Economic conditions attract us to the possibilities of developing these and other regions of countries in the southern hemisphere. Development work will, naturally, be undertaken first in such localities as present direct manifestations of the presence of petroleum; "hidden fields" may exist, but, unless discovered by accident, their development will be left to the last. The problems to be solved in the development of the petroleum resources of the Argentine republic are mainly of stratigraphy, structure, and transportation. We are not here concerned with the unfavorable climate of the countries to the north in the tropics where, for us of the "far north," life hangs by a thread ready to be severed by a mosquito, gnat, or tropical germ. North Argentine-Bolivian Region The North Argentine-Bolivian region has already been described by the author.' Geographically and geologically this is admittedly one field extending from Argentine into Bolivia. It is not necessary to repeat here the various conditions pertaining to this field, though the summary may be quoted as follows: Extending from northern Argentine northward into central Bolivia is a belt of petroleum seepages. On account of the remoteness of the district it has, heretofore, been little considered by oil operators. The regional geology is comparatively well understood but the local features have not been carefully detailed. THE FRENCH occupation of the Ruhr valley and other districts on the eastern side of the Rhine continued during March to be the pre-dominating feature in European affairs. There were sporadic troubles and disorders, but on the whole the Germans were passive while the French were consider-ate. However, it became more and more evident that France is not in this way going to succeed in collecting the reparations, to which of course she is entitled. It appears to be a case of Germany being unwilling to pay what is claimed from her and France being unable to make her do it. However, as the month drew on it became reason-ably clear that both the French and the Germans were becoming more and more disposed to get out of an impossible and dangerous situation. It was suggested that the basic principles upon which Germany now is ready to resume reparations payment are as follows: (I) appointment of a commission to establish Germany's ability to pay and to fix limits to the reparations; (2) a series of international loans; (3) the amount to be paid cannot exceed approximately 30,000,000,000 gold marks. From Russia came numerous reports reflecting economic and political changes there. One of these told of a Cossack insurrection in the southeast of European Russia. Another reported that the expatri-ated Russians recognized the solidity of the Bolshevik government and would contest it no longer, and would reunite with other Russians if they would recognize the rights of private property and validity of former debts. This is the same position that is taken by most of the foreign governments, and especially Great Britain and the United States, with respect to recognition of the present government of Russia. Secretary Hoover announced that it is no longer necessary to give famine relief to the Russians, their present need being for credit, not food. Lenine was reported seriously ill and probably incapacitated for further activity. Administration of the government, in succession to him, by a triumvirate was suggested.

McDuffie county, once a part of Columbia county, lies in the eastern part of central Georgia, about 20 miles west of the Savannah river, and bounded on the northtwest by Little river. Wrightsboro, now almost forgotten, was one of the principal towns of Georgia before the Revolutionary war, and much of the land hereafter described as belonging to one of the principal gold-bearing sections of the South had been taken up by the early agricultural settlers, and was already under cultivation. Indeed, some of the present mining companies can trace their chain of title back to the original grant of King George III., made in 1771. The first discovery of gold in Georgia, however, was not made until 1823, when two English miners, who had emigrated to this country and were traveling as peddlers through this section, discovered quartz, rich in gold, on what is now known as " the 40-acre lot," and owned by the Columbia Mining Go. These men had no money to buy the lands, and not being able to stake off a claim and begin work, as is the custom in other places, they were forced to seek the aid of the native farmers. In this we are told that they were for a long time unsuccessful; the farmers and land-owners not knowing or caring anything about gold mining. In 1826, Jeremiah Griffin, a wealthy farmer, became interested with them, and they did some prospecting and located several rich veins. Mr. Griffin soon became enthusiastic, and bought about three thousand acres of supposed gold-lands, lying along Little river.. This purchase was unfortunate for the mining industry, as it effectually shut out all other prospectors, and confined entirely to Mr. Griffin and his associates the mining development of the whole region. The information contained in the following paper was collected at the request of the U. S. Coal Commission, and is published with the permission of that body and of the various companies furnishing the data. For obvious reasons, the names of the companies are not given. No data were obtained from states south of Virginia or west of the Mississippi River. The data about the amount of labor, in man-hours, required in producing a ton of bituminous coal have been collected with the idea of showing what is being done at some well-managed plants, and not to show the average amount required by all mines, which undoubtedly is considerably higher than the average of the figures shown.* Almost all of the figures were supplied by the various companies in reply to a questionnaire; when they were obtained from other sources the company was asked to verify them. On account of the amount of work required, the data were only requested for one or two months for each plant, and the figures represent in each case a month when the car supply was good and the work was practically steady. In the case of most of the West Virginia and Kentucky mines, these conditions were best met in May and June, 1922. The mines for which the figures are given are arranged by states and as to whether the mine operates under union or non-union or open-shop conditions. The union mines listed are generally considered to be as well-managed as are the non-union ones. The production per month in a few cases includes the amount of slate which is loaded and hauled out of the mine, as of course this requires nearly as much labor per ton as does the coal. These cases are noted. The number of days worked includes only the total time in which the tipple operated; not the number of days on which the mines operated. COAL, its acquisition and consumption, has loomed large enough in the lives of many of us at one time or another, not from a technical standpoint, perhaps, but on a utility basis, to keep the house warm and the plant going. The Chairman of the Coal Division was much like many of us in that respect until after his graduation from Northwestern in 1928. Then he went to work as geologist for the Zeigler Coal Co., investigating strip coal possibilities in western Illinois, and also did research in the microscopy of coal at the Illinois Geological Survey. His interest in coal was originated and stimulated by Gilbert H. Cady, of the Illinois Geological Survey. With his advice, and with the co-operation of M. M. Leighton, Survey chief, the results of his research work on the mineral constituents of coal at the Survey were accepted as a thesis for his doctorate which he received from Harvard in 1935. Nine days before the Christmas of 1906, Clayton Garrett Ball was born at Wauconda, Ill. His father was professor of geology at Northwestern until he retired in 1946; retirement didn't lessen his active interest in his profession; he's still teaching geology at the University of Kansas City. The three principal mines from which the celebrated Salisbury iron ores are obtained are called respectively the "Old Hill," "Davis," and "Chatfield" ore beds, and are situated in the town of Salisbury, Litchfield County, Conn., on the eastern slope of the Tocconuc range of hills.* The Old Hill Ore Bed is a tract of land of 100 acres, originally granted by the General Court in October, 1731, to be laid out by Daniel Bissell of Windsor. It mas Boon after surveyed and located by Ezekiel Ashley and John Pell. The descendants of Ashley are still proprietors in the mine. The supply of ore has been very abundant, and for many years was easily obtained, but latterly the cost of raising has been greatly increased. Up to about 1840 the average yield was estimated to be about 4500 tons per annum. The production has gradually increased until the average yield at present is estimated at 15,000 tons annually. The largest production in any one ymr was about 20,000 tons. The proprietors of this mine were incorporated many years ago under the style of " The Salisbury Ore Bed Proprietors."
