MINING interests in the Western mountains are very seriously affected by the danger to property and life from destructive snowslides and avalanches. This is a danger which the miner has largely brought upon himself by an improvident stripping of the timber from the mountain slopes, and, therefore, he might be expected to take an interest in the reforestation of the areas thus devastated. A canvass was lately undertaken by the writer to ascertain approximately the extent of the damage suffered from this source, but the difficulty of obtaining reliable data has proved too great to permit, as yet, even an approximation. So much, however, is certain : that the loss of life is considerable, and that much property is destroyed almost every winter. True, neither the number of avalanches, nor their destructiveness, nor the amount of loss compares with what Switzerland experiences. This is due not only to the greater precipitousness of the Alps and to different climatic conditions, but also to the fact that in Switzerland a larger number of settlements is exposed to these dangers. A very complete and interesting official report on the very numerous and destructive avalanches occurring in Switzerland during the season of 1887-1888 has just been published as a contribution to the inquiry, whether and how these dangers can be averted. Peculiar weather-conditions, in addition to heavy falls of snow, were the reasons for the frequency of the phenomenon during that winter. This report records 1094 avalauches, by which 850 houses were destroyed or severely damaged; 84 persons and 752 cattle were buried; traffic on railroads and on highways was greatly interrupted, and the damage to personal property alone was valued at over $100,000. One of these snow-masses covered about half an acre, with a cone 250 feet in height. During the same year in Tyrol the number of avalanches was 3647. THE widespread occurrence of manganese in low grade oxide and carbonate ores not amenable to mechanical concentration has led to extensive investigations of hydrometallurgical methods for producing a pure manganese compound suitable for further treatment. Manganese carbonate is the preferable compound. This product when fully crystalline and of not too fine crystal size is easily filtrable and stable in air. It can be converted to other compounds such as the oxides by heating in air or can be reacted with acids for producing salts. A useful hydrometallurgical process must produce relatively concentrated solutions that can be purified easily, reagents must be cyclically used, and heat requirements must be small. Neither the ammonium sulphate nor sulphur dioxide leaching processes that have been tested extensively fulfill these 'requirements. Other hereto-fore proposed processes have obvious limitations and have not been tried on a large scale. The present process is based on the discovery by the writer of a new group of aqueous manganese-ammonia complex solutions highly concentrated in ammonia, which permit rapid solution of manganous oxide to concentrations of 80 to 100 g Mn per liter and from which a fully crystalline, easily filterable manganese carbonate is precipitated by the addition of carbon dioxide and partial ammonia removal. Although the process may be carried out with many ammonium salts, commercial advantages dictate the use of ammonium carbamate, which is obtained when CO2 is passed into concentrated aqueous solutions of ammonia. If the carbamate is used, the only reagents, ammonia and C02, are volatile and may therefore be recovered from solutions and residues by heating, thus eliminating washing and extensive evaporation. Impurities are controlled easily as most metal oxides are either insoluble in the lixiviant or fail to precipitate with the manganese carbonate. Others are controlled by sulphide addition. It is believed that in connection with the study of unit operation by the Petroleum Division of the A. I. M. E. a review of the simple principles of unit operation would be helpful. To that end, the following discussion is submitted. It is not to be considered in any sense as the conclusion of the committee, but rather as material submitted for its consideration and represents at this time only the viewpoints of its authors. Growth of the Oil Industry In 70 years the oil industry has grown from a single well on Oil Creek, Venango County, Pennsylvania, producing 25 bbl, per day, to more than 400,000 wells scattered over five continents with a daily output of 4,000,000 bbl. In that time petroleum has expanded from its simple use as a medicine in a few localities to a multitude of diverse uses in homes of every country the world over. During those years the oil fields of the United States have produced two-thirds of the world's output and have shipped their excess production into almost every country. In those years several hundred thousand good wells in the United States declined into small ones and depleted shallow deposits gave way to deep zones; so that the United States crude oil industry gradually changed from one of low cost production to one of higher cost. Throughout its entire life it has labored under two serious economic disadvantages, namely, constantly recurring periods of demoralization through overproduction, and competitive development methods that are wasteful. Development of Foreign Competition During the transition from low to higher cost production in the United States, events even more significant were taking place in foreign lands. Jungles were tamed and deserts conquered. A thoroughly modern coal-handling system has been installed at the Pittsburgh Terminal H. H. &. Coal Co.'s new No. 8 shaft, or Cover-dale mine, about 11 mi. (17.7 km.) from Pittsburgh on a spur of the Montour R. R. The Pittsburgh scam, which is the one worked, is reached at a depth of 342 ft. (104 m.). Power is delivered to the mine at 22,000 volts over a transmission line of the bow-arrow type of construction. A private telephone line connecting the various mines and the main office in Pittsburgh is carried on the same poles. The high-tension line is brought to an outdoor, step-down, transformer substation, where three 833-kv.-a., single-phase, 60-cycle, oil-insulated, self-cooled transformers reduce the potential to 2300 volts. The transformers are protected by electrolytic, aluminum-cell lightning arresters, horn gaps, and choke coils. High and low-tension busses, together with fuses, choke coils and air-break horn-gap switches with thcir remote-control operating mechanism are mounted on a substantial structural-steel tower 25 ft. (7.6 m.) in height. Mine Substation The transformer substation is adjacent to a. pressed-brick building that houses direct-current substation equipment together with switchboards, etc., for the control and distribution of power. This building also contains the hoist for the men and supplies. Main Switchboard The 2300-volt circuit is carried underground in a conduit from the transformer substation to an oil switch in the substation and supply hoist building. This is the main switch controlling the 2300-volt busbars mounted back to a twelve-panel black-slate switchboard. From the switchboard, 2300-volt circuits are carried to transformers feeding the street and house lighting systems and to other transformers furnishing power for the elevator and lighting circuits in the store building. DURing the summer and winter of 1918 eleven standard rigs were erected in the United Kingdom to test the petroleum prospects of- ten structures, eight of which were in England and two in Scotland. By the fall of 1921 ten of the wells were completed; the remaining one, the D'Arcy in Scotland, was stopped some months later. The tests were deep ones, five of the wells being 4000 ft. or more, the rest varying in depth between 1810 and 3918 ft. The total footage drilled was 40,047 ft. The holes were put down with standard or cable tools purchased in the United States (except the boilers). The larger sizes of casing, 10-in. and above, were also from America, while the smaller sizes were secured in Scotland. The Hardstoft well in England found a small production of high-grade oil and the D'Arcy well also encountered what is reported as a favorable showing at a depth of 1810 ft. The Werrington and West Calder wells had to be abandoned on account of drilling difficulties. The Apedale well encountered great thicknesses of ash in the Carboniferous and had to be abandoned on account of depth. The results might be summarized by saying that of the ten structures drilled upon, two yielded encouraging showings; three cannot be considered as having been adequately tested; and five produced dry holes, although in some of these small oil showings and gas were met. The total cost of the work amounted to about half a million pounds sterling, which sum includes the cost of all equipment, subsequently sold by the government. The work, under the superintendence of V. L. Conaghan, took place for the most part in the period immediately following the war—a period of high prices, labor and transportation difficulties, and unsettled conditions generally; factors tending to retard the work and affect the costs. The phenomenon of diffusion, according to the most prevalent conceptions at the present time, undoubtedly played an important part in the formation and distribution of metals and minerals in the earth's crust. Apparently there is good evidence that in the geological rate of cooling diffusion caused numerous materials to separate into individual masses or into duplex structures. As is well known, the early steels were made by cementation; that is, by heating wrought ferrous metal in contact with carburizing materials so as to produce a relatively high carbon content on the surface. If the process was continued long enough, the carbon diffused throughout the piece. A more homogeneous product depended upon further heating and forging, so that the carbon diffused to a fairly uniform concentration throughout the metal. In the modern metallurgical industry, diffusion is the basis for many operations; for example, the production of hard surfaces on steels by carburizing, nitriding, cementing with chromium, silicon, boron and beryllium. Castings or ingots as they solidify do not have homogeneous structures, but these structures are made largely homogeneous by suitable process of heat-treating and the resulting diffusion. It is in modern physical metallurgy, however, that we become greatly concerned about the mechanism of the phenomenon of diffusion. The rates of diffusion, effect of temperature and time on diffusion, and the relation of diffusion to the many properties of the parent metal and the diffusing metal have become important; also, we are concerned with the diffusion of a single metal into a complex alloy. For example, what is the mechanism whereby carbon and nitrogen travel into steel? What is the effect of alloying elements in the ferrous material on the rates of diffusions? What is the effect of simultaneous diffusion of carbon and nitrogen? How does chromium, beryllium, boron, or the like, diffuse into the steel, and what are the effects of alloying elements in the steel previous to the cementation process? Published literature regarding the nation's oil reserve has been largely concerned with the estimated quantities in sight in known producing fields. This proved reserve has never been large in relation to demand. It has been the practice to consider the total future reserve (beyond that in sight within known fields) in the light of the broad potentialities of vast areas of partially explored sedimentary rocks, which are regarded as possible oil territory. Until recently, but little attention has been given to the rate at which the unexplored potentialities may be. converted into the proved reserve classification. To a certain extent, therefore, our contemporary viewpoint on the subject of national oil reserves is characterized by a pronounced contradiction. On the one hand, we measure known reserves as sufficient for only a few years of consumption—i.e., relative scarcity; on the other hand, we are confident that millions of unexplored acres will yield many new oil fields and that countless deeper productive formations underlie many of our known productive fields—i.e., infinite abundance. Of greater significance than the quantitative measure of either of these reserve classifications is the rate at which reserve replenishment must be accomplished in order to maintain an adequate time supply of proved oil reserves. The accumulation of geological data covering broad areas supports the belief that the remaining undiscovered oil reserve is exceedingly large. The distribution of oil in sedimentary formations of practically all ages, from Cambrian to Recent, is suggestive of almost unlimited possibilities; and the relatively small proportion of these possible areas that has been intensively explored in this country is a further index of the probable magnitude of the undiscovered future reserve. The implication that may reasonably be drawn from these observations is that oil, though distributed with less regularity and concentration than its related hydrocarbon, coal, nevertheless is a relatively abundant natural commodity of which the exhaustion appears remote. The perusal of Mr. Willard P. Ward's " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. An investigation has been made of 500 samples of universal and sheared plates of basic Bessemer and basic open-hearth steel manufactured by the Pottstown Iron Company, the carbon-limits being 0.07 to 0.18 per cent. Through the courtesy of Mr. W. H. Morris, President, I am able to lag before the Institute the results of these tests. The samples tested were all taken from the finished material, and the chemical determinations were made on drillings from the broken test-pieces, which were sent to the chemist without giving him the heat-numbers. The results are such as to encourage me to keep on with the work, and, if possible, to have it carried out on other steels. It is kith this view that I now offer my tables in their incomplete form. My first table mas constructed by grouping the tests according to chemical analysis in various. ways, and making a rough tabulated statement, from which the ultimate strengths were worked out and carefully compared with the actual results of the tension-tests. From data thus obtained, one table after another was worked out, and by this method of "cutting and trying" I finally arrived at the results which I now present in Table I. (p. 771). I do not claim absolute accuracy, but my approximations have proved to be so close that the figures are practical data for current use at the works. The indications are that a pure iron, without carbon, phosphorus, manganese, or silicon, if it could be obtained, would give 38,000 pounds ultimate strength. This is assumed as a base, and to it is added the effect of each of the above elements, as explained below. The upper part of Table I. gives the ultimate strength due to carbon and phosphorus, and is the same for both basic Bessemer and basic open-hearth steels. The lower part gives the increase in ultimate strength due to manganese. By adding this to the amount obtained from the upper part, we have the ultimate strength of basic Bessemer

THE object of the present memoir is to put on record some practical experiments by the writer in smelting a silicious native magnetite with no other flux than the silicates of its own gangue: This work was undertaken in the spring of 1878 for Messrs. Naylor & Co., of Boston, to whom I am indebted for the privilege of here communicating its results, these having hitherto only been simply announced.* So far as I am aware these are the first instances of the kind in this country that non-calcareous; or rather non-carbonated, magnetites have successfully been used strictly alone as self-fluxing ores in the blast furnace; that is, without the addition of calcareous flux in the form either of limestone, quicklime, calcareous ore, or basic (calcareous). slag. Previous to the spring of 1878, when the Chateaugay magnetic ore was first brought to my notice, its use had been limited to Catalan forges, after "separation" at the ore bed. The blooms and billets made from it in the several forges of Messrs. Weed & Williams, and of Mr. Williams, were well known in the trade as among the best in the market. The Chateaugay ore beds proving of great magnitude, and the ore exceptionally low in phosphoric acid, it commended itself for blast-furnace purposes to Messrs. Naylor & Co., who employed nee to blow-in the charcoal furnace at Pittsford, Vt., on this ore in the spring of 1878., a previous trial of this ore in the same furnace in the fall of 1877 having proved abortive. This was therefore the first time that Chateaugay ore was successfully smelted in a blast furnace, although since well known as a blast-furnace ore possessing superior and exceptional qualities. The Pittsford furnace, although rebuilt in 1844, and subsequently improved by the former owner, the late J. Prichard, is one of the few furnaces of the old type with open breast (Sumpfofen) still active in this country. T. T. READ, Secretary of the Committee on Industrial Organization, presents the following very interesting monthly ad interim report: Reports from London are to the effect that 750 housing schemes for workers, involving the erection of 128,000 new dwellings, have been submitted to the Local Government Board. Birmingham alone needs 14,000 new houses, and the Housing and Town Planning Committee of the City Council considers that 5000 new houses must be built each year for the next 20 years. Nine hundred acres of land has been acquired, on which to build 10 to 12 houses per acre for the next two years. The town of Dudley, which built 300 modern dwellings in 1915-1916, submitted schemes for another 500 houses. There is a shortage of building materials required, specially brick. Financial assistance has been received for reopening brick yards that were closed during the war. W. E. Dickson, vice president of the Midvale Steel & Ordnance Co., is reported in the daily press as stating that his corporation is planning to spend $8,000,000 in improving its plant and assisting its employees in building their own homes. The company will advance 90 per cent. of the cost of the house and extend payments over a period of 12 years. Methods of work employed in building 256 houses at Quincy, Mass., for the workers of the Fore River shipyards are described, by Joseph Meltzer, in the Engineering News Record for May 29, 1919. The approximate cost was about $3500 per house, not including water supply, sewers, streets, and sidewalks. "Comparative Costs of Tenantry and Home-Owning;" "A Plain Talk on Helping Home-builders;" and "More Plain Talk on Home Building" are the titles of three publications of the Information and Education Service of the Department of Labor. These publications should be' of a good deal of service in convincing employees that it is to their interest to own their homes rather than to live in rented houses. The same Service has issued pamphlets discussing the cost of materials.

On Dec. 8, 1916, at a meeting held at the Massachusetts Institute of Technology, the John Fritz Medal was presented to Professor Elihu, Thomson, "for his achievements in electrical invention, in electrical engineering, in industrial development and,in scientific research." Professor Albert Sauveur presided. John J. Carty, chairman of the Presentation Committee of the Board of Award, made a short address-on the history and significance of the medal. He was followed by E. W. Rice, Jr., president of the General Electric Co., who spoke at length of the achievements of Dr. Thomson, whom he called "one of the world's most prolific and industrious inventors and scientists." Among other things, he said: "In the, field of electrical inventions alone, Professor Thomson has been awarded something over 550 United States patents, and in other fields; notably mechanical work, about 150 patent.,. he has made contributions to the world's scientific, and technical literature, in several hundred articles describing not only his own dis-coveries and inventions but making remarkably interesting contributions to scientific speculation and thought. "A skilled workman, he is always able himself to do the work which he asks others to perform. "His inventions are the result of such profound and accurate knowledge,. and developed with such skill, that they almost invariably work on the first, trial in accordance with expectation." Dr. Richard C. Maclaurin, President of the Massachusetts Institute of Technology, spoke of the personality of the man as well as of his accomplishments, as follows: "He has not only clone great things himself, but has shown ,in intense desire to help all who are struggling earnestly with scientific problems. He has proved an inspiration to an ever-widening circle of engineers and others who have entrusted him with their secrets and sought his help in overcoming their difficulties. A joint meeting of the New York Section of the American Institute of Mining Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers was held in the large auditorium of the Engineering Societies Building, 29 West 39th Street, on Friday evening, Apr. 4, 1913, and an exhibition of the Edison Talking Moving Pictures was presented before the Societies, together with exhibitions of the work which is being done by the Edison Co. in making moving pictures to illustrate lectures on natural science and the useful arts for school and college work. Introductory remarks were made by Mr. J. W. Lieb, Jr., and followed by an exhibition of moving pictures illustrating the formation of crystals, the operation of different types of pumps, magnetic forces, electro-magnetic separation of iron ore, the evolution of the fly, and many other most interesting studies. One of the films, entitled The Formation of Crystals, showed a moving picture of a boy, whose laboratory was the kitchen, dissolving salt in a test tube filled with hot water. The boy then poured the solution of hot salt into a watch glass and placed it under the microscope to watch the crystals form. This film was immediately followed by another showing what the boy saw through the microscope. The solution at first was free from crystals. Gradually the crystals commenced to form and increased very rapidly after once starting, shooting across the screen with lightning speed. The film illustrating the separation of iron ores by the Edison electro-magnet showed an ore bin with an electro-magnet set at one side and below the bin. As the ore was dropped from the bin the magnetite was drawn into the. electric field and deposited in a separate rile from the sand.

SINCE I promised you above when speaking of the melting of metals to teach you to make small crucibles and shells for melting, I do not wish to fail in my promise. For, in truth, since they are instruments that are much used for this procedure, they increase the work if they are not good, and often cause great extra expense as well as necessitating repetition of the work. If they are good they save everything. Therefore, if you have to make them, do it so that they, are greatly aided by art. It is first necessary to have the clay of a good nature, that is, resistant to the force of the fire by its own natural virtue, either when it is lean or when its viscousness is mixed with much talc, and whether it is yellow or white. This should be well freed from small stones and beaten well with an iron, and then thoroughly mixed by hand. With this should be mixed an eighth part of finely ground and sifted iron scale,* and also some [145] young ram's-horn ashes. These things should be well mixed together by hand and by beating them. If this clay should not be strong enough by itself, it is mixed with another lean clay, with crushed peperino, flintstone, or some other stone that in your judgment seems to be arid and resistant. Crucibles are worked on a low potter's wheel turned by hand, or on a high one turned by foot, just as plates are made. Both large and small ones are made. Most of them are given a triangular shape at the mouth, and the shells have a kind of spout for ease in pouring out the metal. This done they are well dried, and baked in furnaces like pots or other vessels. At the end, when they have been thus made they are used for melts.

This study of engineering education arose out of the action of a joint committee on engineering education, representing the principal engineering societies. The committee had gathered so much material that it decided the work could best be carried out by some one trained in applied' science, who would devote his entire attention to the study.. The Carnegie Foundation therefore asked Prof. Charles R. Mann, of the University of Chicago, to undertake the work. After making a thorough study Prof. Mann has made a most comprehensive report. In it he says: The engineering schools of the United States began their work upon a definite teaching plan and one that had at least pedagogic consistency. But during the past half century the course of study has been overlaid with many special studies intended to enable the student to deal with the constantly growing applications of science to the industries. As a result, the load upon the student has become so heavy that there is a feeling that the students fail to gain a satisfactory grounding in the fundamental sciences and do not fulfil the expectations of engineers in d manufacturers in dealing with the practical problems with which they are confronted on leaving school. At present 60 per cent. of those who enter the schools fail to graduate, still many of them persist in engineering and make a success of it. It is evident, therefore, that the present systems of admission are not satisfactory. If a group of schools will take up the careful study of their entrance systems and experiment with objective tests and records of the students' youthful interests and achievements, the percentage of elimination can be reduced to at least a fourth of its present size, with an enormous saving of time, energy, and money for both student and school. The number of required credit hours per week should be less than eighteen, preferably sixteen. The few experiments that have been made indicate that college students do their best work when not more than five subjects are studied at a given time.

THE sampling and estimating of, the orebodies in the mines of the Anaconda Copper Mining Co., at Butte, have been made a part of the work of the geological department. The wisdom of this assignment is apparent, considering the organization of that department, the nature of, its records, and the scope of its regular work. In the first place, the district is divided into units of two or three mines each and a geologist is assigned to each group. His trips to all the working places are frequent and he follows the mining operations closely. His notes are graphic and detailed. In the office, he posts his notes on the standard maps and sections and on special maps for correlation purposes. With the approval of the chief or assistant chief geologist, he recommends development work underground and watches its progress. This gives the geological department a precise knowledge of the character of each orebody. Sampling is done by one or two samplers at each mine working under a chief sampler stationed in the geological office. The chief sampler has access to all the office maps and is in frequent consultation with the geologists; his instructions to the samplers are issued with the approval of the chief or assistant chief geologist. Not only is it important that the geologic information be used to direct the sampling but the reports of the samplers and the records kept by their chief are useful to the geologist, who needs them in his work of I estimating ore reserves and deciding on recommendations for development work. The sampler, moreover, is at the mine every day and makes a daily report, which keeps the geologist in close touch with 'the progress of development work. The sampler is attached to the mine office and thus comes under the jurisdiction of the operating department. The following descriptions and explanations apply specifically to the use of the Hotchkiss Superdip, but there are no apparent reasons why they should not apply to any magnetometer. This paper is a product of work in the practical field for several years with the Hotchkiss magnetometer, mostly on mineral deposits in the southeastern United States. The paper describes the result of an attempt to develop a practical and economical field method that approaches, as nearly as possible, the utmost accuracy of which the magnetometer is capable. As there are many published descriptions of various magnetometers and magnetic methods, it would be superfluous to describe such instruments here, but a limited bibliography on the Hotchkiss and Askania magnetometers is appended. The Hotchkiss and the vertical Askania magnetometers have, respectively, maximum sensitivities of approximately 5 and 30 gamma per instrument scale division. Purpose of New Method The purpose of the method described in the following paragraphs is to eliminate, as far as possible, all corrections of field data that cause complexities and inaccuracies in the results of magnetometer surveys. Magnetometer field observations must be corrected for periodic variations in the intensity of the earth's magnetic field, as well as for temperature variations, both of which take place during the course of a day. These variations do not seriously handicap magnetometer work on highly magnetic deposits, but it is impossible to obtain accurate results, by the conventional methods in use today, over weakly magnetic or diamagnetic deposits. This is due to the physical inability to obtain by such methods sufficiently accurate data in the field to make dependable corrections. The magnitude of the necessary corrections of field observations frequently exceeds the magnitude of local magnetic anomalies obtained over various types of mineral deposits. Therefore if these corrections are neglected or made on the basis of inaccurate data, the entire magnetic picture of the area concerned is at least distorted, and perhaps destroyed altogethcr.

Dissemination of technical data on developments in rock-blasting techniques in Sweden initially takes place as personal contacts and contacts between companies. In addition to these informal contacts, contacts occur in Sweden in a somewhat more organized form. There exists an informal working group--the Rock Blasting Committee--which consists of a number of personal representatives from various companies that perform rock blasting on a large scale and from firms manufacturing the equipment that is used. This means that people from both mining and construction companies get together, plus the manufacturers of explosives, drill steel, drilling machines, and loading equipment. This working group has, so far, succeeded very well in ignoring the purely commercial interests of the companies concerned. Cooperation in this form was started in the 1940's when the tungsten-carbide drill steel was invented-the group originally concentrated entirely on the development of that product. Their activities have been broadened since that time and now a meeting is held every year, at which practical experiences are reported. Only in the past five years have subjects relating to blasting procedures to avoid rock damage been treated at such meetings. This, of course, does not mean that such techniques had been neglected previously. It does, however, reflect the fact that practice in this field is still under development. Why do we try to be careful about the rock surfaces? Obviously, it is a question of economic evaluation. An even rock surface provides, in certain cases, the conditions for more favorable maintainance costs later on, greater strength, and a diminished risk of slides. The economic connections in this field, however, are neither simple or clear. A well-controlled blasted rock surface limits the need for concrete when you later build the concrete constructions. In this respect, the connections are all the more clear. In certain situations, such as tunnels for hydroeletric power plants, a good rock surface that is not lined is hydraulically more favorable than a more coarsely blasted surface. It may seem to be almost unnecessary to occupy the time of the Institute in further consideration of a question which has been so comprehensively treated in papers already on file in our own Transactions and in those of the American Society of Civil Engineers. Unfortunately, however, the results of these concerted efforts have not been materially to increase our stock of Knowledge in the direction sought for; and as the necessity for this information is becoming.more and more apparent as the demand for structural materials increases, it is believed that by continuing the agitation by means of discussions in this and kindred societies, whose members are vitally interested in obtaining reliable data as to the properties of the materials they are called upon to work with, public opinion may be educated up to the importance of exerting such an influence upon the law-makers of the country as will result in the formation of a competent board, with adequate means at its disposal, to carry out this great work in a manner alike acceptable to the makers and users of the materials in question. It may be proper in the first place to glance briefly at what has been attempted thus hr, then to indicate some of the more important lines of needed investigation, and finally to consider reasons why government aid may with propriety be sought for in carrying on the work. At a convention of the Society of Civil Engineers held at Chicago June 5th, 1872, it was, on motion of General William Sooy Smith, resolved, that, " Whereas, American engineers are now mainly dependent upon formula for the calculation of strength of the different form of iron and steel, not based on experiments upon American materials and manufacture; and " Whereas, There differ greatly in many of their ch~racteristics front thoae of foreign production, both in their nature and forma: therefore,
