Samples of an Fe-Nb alloy were brought to equilibriurtr with hydrogen-methane mixtures in the temperature range from 950° to 1050°C, and subsequently analyzed on their carbon contents. The solubility pvoduct L = [%Nb] [%C] may be represented by the equation Approximate solubilities indirectly assessed through hardness measurements have been included from a previous report. These data are shown to be in a fair agreement with the present solubility measurements. IN an investigation based on hardness measurements by de Kazinczy, Ms, and pachleitnerl the molal heat of solution of NbC was estimated to 11.5 kcal per mole. This value was considered rather small, and an investigation using a similar technique was carried out. The results indicated a heat of solution about 35 kcal per mole.2 At this stage it was decided to determine the solubility under conditions of true equilibrium . During the course of this work a similar investigation was published by Smith. 3 His heat of solution, 41.6 kcal per mole, is not very different from the value resulting from the present work (42.5 kcal per mole). Our solubility product, on the other hand, is at considerable variance with that reported by Smith. Possible reasons for these differences are discussed below. Mori, Tokizane, and saheki 7 have studied the behavior of niobium in commercial steels, with special attention to the formation of niobium carbide, nitride, and sulfide. Assuming a carbide composition Nbco.87 based on X-ray diffraction and chemical analysis of residues extracted from Fe-Nb-C-S alloys, the molal heat of solution of niobium carbide was estimated to 35.2 kcal per mole. THE second award of the Saunders Gold Medal for "distinguished achievement in mining," of which the first was awarded last year to the late D. W. Brunton, has been made to Herbert Hoover. The main events of Mr. Hoover's life are so familiar to all through the numerous journal articles about him and his work, and the interesting biography written by Vernon Kellogg, that no attempt will be made here to touch on anything other than his achievements as a professional mining engineer, for which the award was made. He graduated in mining from Leland Stanford, Jr., University in 1895, but had served as an assistant to Dr. Branner on the Arkansas Geological Survey in 1893 and had also worked two sum-mers as an assistant to H. W. Turner and Waldemar Lind-gren on U. S. Geological Sur-vey work in the Sierra Nevada around Lake Tahoe, and on the American River. Immediately after graduation he got "a job" underground at Grass Valley, and soon rose to be night shift-boss. He then secured employment with the late Louis Janin and made such a good record as office and field assistant that he was soon placed in charge of a small mine at Carlisle, N. M. In 1897, Mr. Janin recom-mended him to Bewick, More-ing & Co., who were looking for an examining engineer for their staff in Australia. Two years were spent in hard work there which was done so creditably that his princi-pals held him and his judg-ment in the highest regard, and he came to the head of their local organization. Among the properties which he acquired for them was the Sons of Gwalia.

IN laying out a new mine, provision should be made for the ultimate recovery of as much coal in any given bed as is consistent with safety and economic mining. Though each mining district, if not each individual mine, has problems that make the adoption of any hard and fast rule impossible, certain basic principles are adapted to practically all conditions. One of the most vital is the provision for barrier pillars of ample dimensions to protect all haulage and permanent airways during the life of the property. Where conditions permit, room or butt entries should be driven on the strike or slightly to the raise and rooms turned at right angles to said entries. The width of rooms and room pillars is governed by conditions prevailing in the mines under consideration. A safe rule is: In advancing, extract not more than 25 to 35 per cent. of the entire seam; in exceptionally thick seams, considerably less than 25 per cent. should be taken. Rooms usually vary in length from 250 to 350 ft. (76 to 106 m.) with a barrier pillar of not less than 80 ft. between the last crosscut in rooms, and entry and room crosscuts should be driven on sights; room crosscuts should be driven at right angles to the direction of the rooms. In mines under excessively heavy cover or where roof conditions are bad, rooms should be driven narrow and a barrier pillar left at every fifth to tenth room. This barrier should be of such dimensions that one or more rooms, with pillars of usual dimensions, may be turned through it when the barrier is no longer required. Two of the advantages of such a barrier are the protection of the panel against peaking of roof load during pillar extraction and the easy closing of the entry in case of fire.

The importance of concentration of iron ores too low in grade to be smelted direct is shown by Table I, showing 1940 ship- ments from the Lake Superior district. Canadian ores are omitted. Only in Minnesota is concentrating, other than crushing and screening, prac- ticed at present. Tonnage produced by various methods of concentration is shown in Table 2. The curves in Fig.. I show the gradual increase in tonnage of concentrated ores shipped, compared with total shipments from Minnesota. Most of the concentration work is performed on the Mesabi Range. This range is about 100 miles long, and not over 3 miles wide from the line at which the formation tapers out to a feather edge on the north to the place on the south at which, some 600 ft. thick, it is overlain with slates. Classes OF Ore The Mesabi Range contains three classes of iron ore. First is the unaltered taconite, or banded iron-bearing chert. It is estimated that there are some 60 billion tons of this material, which contains, roughly, 25 to 30 per cent iron. This material is virtually untouched, since no commercially successful method has yet been found for concentrating it to a grade suitable for the blast furnace. Intensive exgerimental work is in progress, and the problem is gradually being solved. In 1922 the Mesabi Iron Co. spent several million dollars erecting a large-scale pilot plant for concentrating and sintering the magnetic taconites on the east end of the range. An important tonnage of high-gade sinter was shipped to lower lake furnaces, proving that the taconite can be concentrated to a satisfactory grade. ESTIMATES of the "plasticity" of a metal are commonly deduced from three types of test-tensile, torsion and impact. The several results have been more or less at variance, though this disparity has attracted little notice, largely perhaps because they have been expressed in different terms. The discrepancy between the results of the three tests becomes obvious when each is made at a series of low temperatures, for the temperature range within which the "plasticity" of iron largely disappears proves to be very different in the three types of test. The rather abrupt disappearance of "plasticity" of iron within a narrow temperature range cannot be due to any physicochemical change (such as a precipitation) taking place in the material at that time, because the original plasticity is immediately regained when the temperature of the material is brought above the sensitive range. Accordingly this differ-ence in behavior shows that the "plasticity" of a metal depends upon the mode of action of the stresses which produce the deformation, and there-fore upon the method of test. Analysis of the stresses leads to the conclusion that the observed plasticity of a metal is determined by the relation between its resistance to rupture by separation and its resistance to shear (slip), on the one hand, and between the effective normal and shearing stresses on the other; and that the relation between the two resistances does not in general remain constant with change of temperature, and may somehow be altered to some extent by the previous treatment of the specimen. This suggests the view that the results of none of the usual mechanical tests are directly comparable even for a single metal tested at a series of tem-peratures, or for a series of metals at one temperature, because the propor-tion of the total resistance of the metal to the test contributed by the

Discussion of the paper of DAVID COLE, presented at the New York meeting, February, 1915, and printed in Bulletin No. 9S, February, 191.5, pp. 431 to 444. R. H. RICHARDS, Boston, Mass.-The Butchart riffle seems to violate, according to our preconceived notions, some of the very essential principles of the Wilfley riffle, and therefore ought not to succeed, but it does. On this account it must conform to other very important principles, or it would not succeed. It would beinteresting to know what these principles are which enable it to succeed. E. P. MATHEWSON, Butte, Mont.-I cannot, explain the principles on which this riffle acts, because I have not given it personal attention. All I can say is that I first saw the riffle in operation several years ago at the Steptoe Valley mill in Nevada, and I was told that a man had been around there guaranteeing that these riffles would make the table do twice as much work and do it better than with the ordinary Wilfley riffles. I heard nothing further about it for a long time. I heard about a year ago, from David Cole, the author of this paper, that the riffles were a success, and that he was using them at Morenci, and if, we were interested he would send the inventor to show us how they worked. As we knew of David Cole's reputation, we invited Mr. Butchart to come up and show us how his riffles worked. We did not have sufficient confidence in the invention to guarantee Mr. Butchart his traveling expenses, but lie came up entirely at his own expense and put in a set of the riffles on one table. I FEAR most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our, Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make "the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law.

The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

Probably no more significant change has come into the lives of men in the past two hundred years than their shift from major dependence on plants and animals to major dependence on minerals. From the dawn of history, nay from long before that dawn, food and clothing had been man's main concern. The wandering of the tribes in pastoral ages was in search of grass for their cattle; the patient work of the "man with the hoe" has ever been to supply food for himself and family and if he accomplished so much he had little strength, energy, or ambition for other things. The great civilizations of the past arose in the fertile valleys where food supply was abundant or on shores where by grace of the wind and primitive wooden ships food could, if needed, be imported. Provision for the "seven lean years" by storing the abundance of the seven fat years was long held up as the highest example of statesmanship and the ambitions of the Roman populace did not go beyond bread and circuses, the former the product of a plant and the latter involving essentially contests of men and other animals. Through all those centuries of want, misery, and warfare it was, for example, an axiom that "an army fights oh its belly." Now an army rides to the battle line in trucks; its members stand up and fight with tons and tons of metal and other minerals. Food supply is assumed, and rightly so, for in this modern world of ours shortage of food is chargeable at once to poor organization or deficiency of transport. ON Mar. 28, 1913, the Board of Directors of the American Institute of Mining Engineers unanimously adopted the following Minute: JOHN FRITZ, one of the most distinguished of American mechanical and metallurgical engineers, won that position by the force of innate genius, indomitable industry, unstained integrity and unfailing sympathy, and generosity towards his fellow-men. Self-educated in the hard school of practice, he appreciated nevertheless the advantages of technical instruction and discussion, and evinced this appreciation both by his membership and lively interest in this and other similar societies, and by his munificent gifts to engineering education at Lehigh University, and his long and faithful service us a Trustee of that institution. . As one of the foremost of those American engineers who, through their brilliant inventions and practical skill. developed here -the modern iron blast-furnace -and rolling-mill, and introduced and perfected the Bessemer process and other improvements in the manufacture of steel, Mr. Fritz contributed mightily to the chief departments of that industrial progress which characterized the Nineteenth Century. Proud of his great achievements, we cannot but rejoice over his long and fruitful life, crowned with a peaceful death ; but our praise and thanks are mingled with sorrow, as we recall the kindly face which we shall see no more on earth, and the loyal friendship and spontaneous good-will which led the love of his generation, and the reverence of the generation which followed, to regard him universally as " Uncle John Fritz." That. summary, though only an outline, is a good portrait ; and in the present sketch, we shall do no more than supply some details of the likeness, and some elements of the background.

Slovenliness is as reprehensible in words as in clothes. Much writing that we recognize as poor in style is merely sloppy. Just as some students postpone the necessary shave or forget to change their collars, so young engineers in writing drop their articles, definite and indefinite, or omit prepositions where they are required, possibly to compensate for those they use unnecessarily The work will begin [on] Saturday. Influenza seriously affected many mines [during] the last three months. Flotation in America [during] the last two years has made tremendous strides. Construction of the mill started [on] August 12, 1915, at which time 75% of the excavation was completed. The idea I wish to convey is [that] there are mineral deposits to which the present law applies badly. For this reason, if there was [for] no other, the ownership of the ore below and [of] the surface above should go together. When a unit of mapping is furnished, be the unit a claim or [a] group of claims, it is necessary . . . A fully stocked store was started in Park City and all employees [were] sold merchandise on a strictly cost basis. The word "merchandise" is left without government or agreement. 'I suggest: ". . . and merchandise was sold to all the employees on a strictly cash basis." The verb 'be' is serving concurrently both as a principal and as an auxiliary in the following: At first the work was interesting and [was] liked by most of the men. The sulphide ore was more complex or [was] milled at an increased cost. The failure to repeat the auxiliary verb in successive clauses is a common error, as in The filter is filled with liquid allowed to empty, and then ignited.

These impurities are perhaps the most important things in steel—especially steel made by the oxidation processes—the effect of which has not been at least approximately determined. By oxidation processes I mean the Bessemer and Siemens-Martin, during which the metalloids in the charge are removed by oxidation. It has been truly said that it is a clear advantage to have a new name for a new thing. To secure this and to economize space, let us adopt the name sonim (plural sonims) to designate the solid non-metallic impurities existing in steel or other metal. I would define a sonim as a solid non-metallic portion of matter existing as an impurity in metal. A piece of sand, brick, clay, or such material, imbedded in metal, would be considered as a foreign body, not as an impurity, and therefore not a sonim. The studies of sonims of which the results have been published hitherto, have been made chiefly or wholly on finished ar at least on cold steel, without much, if any, regard to the specific methods by which the steel was made. While many of the results so obtained are valuable, they give little help in determining the cause, effect, or cure of' the disease. It is not enough, in such a study, to know merely the commercial name of the process; for within the field of each process lies a great number of possible variations, each of which will yield a result differing in some respect from all others; and the control of sonims is particularly dependent on the metallurgical treatment of the metal, because of the inability of analytical chemistry to throw much light on their presence, condition, and effect, as they usually occur in conlmercial steels. The microscope aids more, perhaps, than chemistry in their study.

HISTORICAL SKETCH THE selective action of oils for lustrous minerals was first disclosed by Haynes in 1860. In 1885, Miss Carrie Everson elaborated this idea and also disclosed the fact that acid increased the. so-called selective action. Her patent called for oils, either animal, vegetable or mineral, also for an acid or salt. The process was tried out on a practical scale in Baker City and Leadville, in 1889, and failed: first, because,, as has since been shown, of the unsuitability of the ore to flotation; and second, because the invention was too far in advance of the times. Then followed the Elmore brothers, first with their bulk oil processes and later with their vacuum method. The basic principles of oil flotation were undoubtedly covered by the above inventors, the work done since their time being merely a building up on ground work laid by them. Different kinds of oil, different quantities of oil, and all the varying degrees of agitation, were all exemplified and practiced by them in one phase or another, and the developments that have since been made are but elaborations of the fundamental principles laid down by Haynes, Everson, and the Elmore brothers. In 1902, the Potter-Delprat process was developed in Australia. In this process no oil was used, the mineral being raised by the generation of gas, brought about by the introduction of acid into the pulp. The mineral particles appeared on the surface of the separatory vessel, in the form of a scum or froth, buoyed up-by minute gas bubbles attached to them. This no doubt first gave the suggestion of gaseous flotation. In 1902, also, Fromont, an Italian, was granted a patent in which. he combined violent agitation with oil and gaseous flotation, the gas being generated within the pulp, in much the same way as in the Potter-Delprat process.

Engineers' Centennial THIS summer, in Chicago, will be celebrated the "Centennial of Engineering" and half a hundred engineering societies will have meetings of one kind or another in the two weeks following Labor Day. It is really the 100th anniversary of the founding of the American Society of Civil Engineers. Centennial of Engineering is merely a convenient label to put on the celebration of 100 years of engineering progress in this country since the ASCE was founded. Engineering, of course, is much older than is thus indicated-thousands of years older. But Americans have a penchant for dramatizing progress by celebrating assumed anniversaries. Four years ago a special 30 stamp was issued on which a Brahma chicken was prominently displayed, with the legend, "1848-1948. Centennial of the American Poultry Industry." We feel reasonably sure that the first dozen eggs was sold considerably earlier than that. Until a hundred or so years ago engineers were generally classified as either military or civil. Apparently a group of civil engineers met for the first time in Augusta, Ga. but no records were kept and the first meeting of which we have definite knowledge was at Barnum's Hotel in Baltimore, Feb. 11, 1839. Forty engineers were present and they decided to form a society. Among the aims of these engineers was "the greatest amount of useful effect at the smallest cost," which is as good a slogan for the engineer of today as it was 113 years ago. It was mentioned that the existence and prosperity of the society depended in no small degree on "the personal conduct and exertions" of the members. "Talents and respectability are preferable to numbers ... from too easy and promiscuous ad mission, unavoidable, and not infrequently incurable, inconveniences perplex most societies."

A RECONNAISSANCE Of the manganese-and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines under instructions of the Secretary of the. Interior, in the Spring of 1918. The object of the study was to obtain authentic information for the use of the United States Government as to the location, character, quantity, and availability of the manganese and chrome-ore deposits in Cuba. Accordingly, the work comprised the examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. While it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Manganese ore is found in Cuba in Oriente, Santa Clara, and Pinar del Rio Provinces, but in Oriente Province only does it occur in large commercial quantities. There, the deposits are in three areas: one north of Santiago de Cuba, one south of Bayamo and Baire, and one on the Caribbean coast between Torquino Peak and Portillo. In Santa Clara Province, a little ore has been found near the Caribbean coast west of Trinidad; and in Pinar del Rio Province, manganiferous material occurs north of the city of Pinar del Rio and farther west near Mendoza. The manganese ores of Cuba occur, principally, in sedimentary rocks, such as limestone, sandstone, and shale, that are in places metamorphosed, and. in beds that originally may have been water-laid tuff

During the course of preparation of crystals of alpha brass for an investigation of their creep characteristics, a number of critically oriented crystals were produced. In each of these specimens, Po, the specimen axis, lay near some important crystallographic direction or on or near the border of two possible slip systems. Because of the unusual nature of their orientations, it was considered of interest to deform these specimcns in simple tension and to study orientation changes and any unusual occurrences, different from what would be expected for specimens ill which only one slip system had distinctly the highest maximum resolved shear stress. Choice of actual operating slip system in a crystal offering an immediate possibility of two slip systems would be expected to be due to chance., defeet, or some inhomogeneity. Even in an ideally perfect crystal so oriented, the natural oscillations of the atoms about their lattice positions would give rise to a condition wherein one slip system would be farored over the other at the critical shear stress. In the large, nonperfeet crystals of the present investigation, slip on both systems, but in different portions of the specimen, might occasionally be expected. Determination of Orientation and Operating Slip System Orientations of specimens before and after deformation were determined by Greninger&apos;s back-reflection Laue method.&apos; Elam2 has shown that deformation of alpha brass crystals proeceds as with crystals of aluminum and of copper; that is, the slip plane is a {111) plane and the slip direction is a <110> direction. Within the past few months I have had occasion to visit and examine the area of country in Gunnison county locally called the Gold Belt and extending from the Cebolla river on the west to the head of Taylor Park and the Sawatch range on the east. The region including the "belt" may be hided topographically into two parts, a northern and a southern one. The former is characterized by lofty mountains and deep canons, with occasional parks and wide valleys. Most of it is included in the granitic system of the Sawatch range, with local patches of the Palaeozoic sedimentary rocks, more or less traversed by great bodies of porphyry and other eruptive rocks. The southern portion, on the other hand, is characterized by comparatively low, rounded hills of schist and sahistose gneisses, underlain by coarse, massive granite, which outcrops locally in small, and sometimes in large, patches. These hills also sometimes form table-lands by reason of overflows of lavas, such as andesitic breccia, rhyolite, trachyte and basalt. The leading geological feature is that of a schistose area of width and extent unusual for Colorado. These schists and gneisses are of pre-Cambrian age; but whether assignable to the Algonkian or to some older system has not been determined. The granite which occasionally outcrops from beneath these schists is, I think, of true eruptive character, since its mode of occurrence indicates a once molten, or at least highly viscous or plastic, condition. Thus, we may observe, included in its mass, numerous fragments of schist, almost like a coarse, volcanic breccia. Again, at its immediate contact with the schists, which often stand vertically upon it, the pediments of the latter are fused into the granite, and granite tongues and veins run up amongst the schists, as only a molten or viscous

The usual analytical determinations made in analyzing coal are comprised in the proximate and ultimate analysis and the determination of calorific value. The proximate analysis includes determinations of moisture, volatile matter, fixed carbon and ash; the ultimate analysis determinations of carbon, hydrogen, oxygen, nitrogen, sulfur and ash. The proximate analysis is an empirical process, and the results, obtained, especially for volatile matter and fixed carbon, are materially influenced by the method of conducting the determinations. This fact must be kept in mind in comparing coal analyses from different laboratories for classification purposes. Unless these laboratories have followed the same standard methods, differences due to variations in the analytical methods may, in some cases, be large enough to change the classification of the coal. It is unfortunate that the determinations of volatile matter and fixed carbon, which are most used in coal classification, are the two that are subject to the greatest variations. Moisture comes next in the scale of variation. The ultimate analysis is less influenced by method, since it comprises the determination of definite chemical elements. However, even the ultimate analysis is subject to errors, due to inorganic carbon from carbonates and to inorganic hydrogen from water. For these reasons it is evident that the Committee on Coal Classification must be informed on the evolution of methods of coal analysis in America and the average differences in analytical results that may be expected from variations in methods. The committee should be informed also on which methods should be accepted as standard for classifying coal and on the magnitude of the differences in results that may be expected from duplicate samples of the same coal sent to different laboratories for analysis by the same standard methods. It is the purpose of the present paper to provide this information. The subject will be discussed under the following main heads:
