I don't know why it is, but every one seems to have it in for us poor tool-steel men. About 15 years ago, a good-sized plant was built in Syracuse for the manufacture of cast tools of malleable iron. The promoter of the scheme claimed to have a secret, process that had been given to him by a tramp to whom he gave a lift along a dusty road. The widows and orphans invested liberally in the securities of the company without consulting the men established in the machine-tool business in Syracuse. About two years later, when the sheriff's sale occurred, the secret, which was carried on the books of the company as an asset valued at $2,000,000, brought $15 at auction. A little later another concern started on the theory of replacing scrap high-speed steel with new high-speed steel tools made therefrom. A meeting of Engineering Council was held on Thursday, Jan. 22, 1918, at the Engineering Societies Building, New York. Present: Chairman Ira N. Hollis (A. S. M. E.); Dr. Charles Warren Hunt, Alex. C. It was referred to a special-committee; Charles Whiting Baker, Charles Warren Hunt, and Calvert Townley, for re-drafting and presentation later in the meeting. The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

Introduction Drilling is the initial operating step In open pit mining. It goes hand-in-hand with the blasting operations to ensure adequately broken material for the excavation equipment employed. The drilling effectiveness is highly dependent on the quality of the drill evaluation. This discussion will center on the parameters that are needed to evaluate drill requirements for a new mine The procedure that is generated can, however, be used to evaluate whether to expand existing operations and replace existing equipment. Methods of breaking ground, other than blasthole drilling and blasting, such as ripping, will not be discussed. The importance of correct drill evaluation extends to the other facets of open pit mining. Inadequate fragmentation, the direct result of poor drilling and blasting techniques, results in oversized, hard digging for the excavating equipment. The result is higher secondary blasting costs, reduced excavation efficiencies, higher excavation costs, higher road repair costs, and higher haulage equipment costs. The main objective of evaluating drill fleet requirements, therefore, is to determine the equipment needed to minimize the operational constraints, caused by blasthole drilling, on other facets of open pit mining at the lowest cash flow costs.

J. Leja (Professor, Dept. of Mineral Engineering, U.B.C. Vancouver, Canada) — I would like to offer some comments on the behavior of contact angle with time, treated in this paper. The authors should be congratulated for a clear exposition of these uncommon departures in the correlation between flotation and contact angle, in systems of importance to industrial practice. Some nine years ago Professor J. H. Schulman (presently at Columbia University, New York) and I reported on a similar study conducted at the Ernest Oppenheimer Laboratory, Cambridge, England.' The systems used by us had, how- ever, no direct practical application at that time, as mercury in solutions of xanthates was tested with a variety of alkyl-aryl polyoxyethylene frothers which were then new to flotation practice. Further, the paper dealt with findings contrary to the then widely held belief that the contact angle established in collector-solution is unaffected by the addition of a frother. Correlation with flotation, or lack thereof, was not sought, though we did suggest that in many cases the selectivity of frothers might be influenced by the dynamic contact angles. Prior publications have shown that the structure and characteristics of direct reduced iron produced by direct reduction from iron ores or iron ore pellets depend on many parameters which include process variables, such as, reduction temperature, reduction gas composition, and type or origin of the raw material. Most of the published literature deals with direct reduced iron produced in the laboratory at theoretically interesting but commercially uneconomical or technically impossible conditions. Much of the work was carried out in pure carbon monoxide in pure hydrogen, or in such mixtures of carbon monoxide and hydrogen which are of no commercial interest. Other results were obtained at temperatures which are too high and would cause sticking in large scale plants. For this reason, work was initiated by Midrex Corporation to investigate the influence of raw materials and reduction temperature on structure and characteristics of direct reduced iron. The composition of the reducing gas used to prepare the samples for this study produces results corresponding to those obtained with a typical commercial gas. The temperatures at which reduction was carried out are in a technically feasible range. This paper reports on the results.

The results of an experimental and theoretical study of the effects of rectilinear impermeable barriers and highly permeable channels on the sweep efficiency and conductivity of a five-spot network are presented. The study was carried out using Hele-Shaw, and conductive sheet analogs for both. normal and inverted flood patterns. A functional relationship was developed which provides quantitative prediction of the above parameters; i.e., sweep efficiency and conductivity, for the nonhomogeneous system. To evaluate this, it is necessary only to measure the interference modulus of the obstacle using a simple expression. The results indicate that impermeable barriers, with an interference modulus greater than zero, always cause a decrease in the conductivity and the sweep efficiency of the pattern. On the other hand, permeability channels do not have a significant effect on these parameters, unless they are located along the streamlines. The study also discusses a method of formulating the difference equations pertaining to the two-dimensional Laplacian in a system containing rectilinear barriers. In addition, a technique is described for tracing the progress of a free surface, using marked particles, in a stream containing discontinuities SuCh as those occurring at the extremities of barriers. The above computational scheme was used in a digital computer program to simulate results of the Hele-Shaw analog. The computed values of sweep efficiency mere in good agreement with the experimental values. INTRODUCTION At the present time waterflooding remains the most widely used technique for the secondary recovery of oil. Among the numerous factors that affect the performance of a waterflood, the areal sweep efficiency constitutes one of the most critical parameters. It is a function only of the geometric distribution of the wells for a homogeneous medium and unit mobility ratio. Geological considerations, however, such as the presence of sealing faults or solution channels in the rock matrix, would generally exert an adverse effect on the areal sweep efficiency of a waterflood network. Surprisingly little information is presently available on the quantitative implications of such permeability interferences. It was the object of this investigation to consider the presence of rectilinear, impermeable and highly permeable interferences in an otherwise homogeneous five-spot pattern, and to analyze their effects on the resulting sweep efficiency and pattern conductivity. The experimental phase of the study was conducted using two different models: the Hele-Shaw flow cell and the field plotter. For experimental convenience, the geometric boundaries of the five-spot were assumed to constitute streamlines even in the case where the interference was asymmetrically placed with respect to a repeated five-spot pattern. A second object of the study was to develop a computational scheme for numerically calculating the pressure distribution in a five-spot flow pattern containing rectilinear, impermeable barriers, and to use this distribution to compute the sweep efficiency. EXPERIMENTAL PROCEDURE HELE-SHAW ANALOG The Hele-Shaw analog was used both as a visual model and for determining the sweep efficiency for systems involving impermeable barriers. The physical limitations of this model as a means of experimentally studying the motion of a fluid in porous medium have been adequately discussed elsewhere.2,7 Likewise, it can be easily verified that the analogy remains valid when a portion of the region between the plates contains an obstacle of the same thickness as the distance between the plates. Eavenson, in analyzing the bituminous coal situation (see p. 193), suggests that anti-trust laws be extended to labor unions, disinterested trustees to administer pension funds, begin pension funds now and stop the collection of all "check-offs" for union dues or funds. •Minerals and metals worth 13.9 million dollars were produced in the United States in 1949, Secretary of the Interior Oscar L. Chapman announced. Although this value was 11 pct less than in 1948, it was the second greatest in history. Nonmetallics was the only major group that in 1949 equaled the 1948 production high. Mineral fuels decreased 12 pct and metals 15 pct. • Prospects for making gas from coal are seen to be unattractive by the Pittsburgh Consolidated Coal Co. because the success of operation depends on price and supply of coal which presently are not attractive. The company has shut down its gasification plant at Library, Pa. * Economic prospects for the immediate future in the United States are good and business probably will continue at its present high levels throughout at least the early part of 1950, Secretary of Commerce Charles Sawyer said in his year-end report to the White House based on his personal survey of business conditions. •A 467-ft well 34 miles north of Rock Springs, Southwestern Wyoming, is said to be flowing a 5 pct solution of nearly pure trona (sodium carbonate) at the rate of 10,000 barrels a day. Trona, natural soda ash, is mined for the chemical trade at Searles Lake, Calif., and from about 1500 ft underground near Green River, Wyo., and has been in short supply. •The AEC is "very much interested" in a discovery of radioactive material that has been made in Baraga County bordering Lake Superior in the Upper Peninsula of Michigan, reported F. G. Pardee, Michigan State mining engineer. The material has been identified as uranium oxide in the form of pitchblende or uraninite. The discovery, made by a geologist of the Jones & Laughlin Ore Co., is the only instance in which the commission has certified samples of Michigan rock.

The Minerals Beneficiation Division meets each year at the Annual Meeting of AIME. All members are invited and encouraged to attend. For the information of those who did not attend the meeting in Denver last February, this column presents a summary of the reports given and topics discussed. Technical Committee Coordination Consolidation of technical programs having common interest to MBD and the Extractive Metallurgy Division is proving a considerable success, both on the technical committee level-through the efforts of the MBD-EMD Coordinating Committee-and in special symposia. MBD Chairman, R. S. Shoemaker, noted that J. D. Prater will be serving as Chairman of both the MBD Chemical Processing Committee and the EMD Hydrometallurgy Committee for 1970-71. R. P. Ehrlich commented on the cooperative effort of both divisions in organizing the Copper Metallurgy Symposium held at the Denver Meeting. This effort, he said, was important to the success of the Symposium. H. R. Spedden discussed inter-Division coordination activities on the SME level. The forthcoming MBD-M&E-EMD Joint Lead-Zinc Symposium is yet another example of progress in this direction.

Restrictions on the use of zinc will be a thing off the past in a few months. Government allocations on the metal are also expected to go by the board. Concurrently, action is also expected in reference to lead allocations. Government stockpile goals for zinc have been reached. The International Union of Mine, Mill and Smelter Workers lent support to United Steel Worker demands and at the same time put in their own bid for a 25-cent an hour increase at a meeting held in Denver. While backing the USW, the IUMMSW charged the Steel Workers with membership raiding. Iron and steel companies producing about 92 pct of steel ingots in the United States, showed nearly a 13 pct decline in net profit during 1951, compared with the previous year, despite a 22 pct increase in their combined revenue. Federal income tax rose 61 pct, to more than 012 million. New iron ore reserves are being sought in Canada by Jones & Laughlin Steel Core, The company has acquired exploration options near Petersborough on the north shore of Lake Ontario in Durham, Northumberland and Frontenac Counties. *'A fourth property is southwest of Ottawa, in the Kingston, Ontario area..

FIRE tubes are commonly made in order to frighten horses or to harm enemy soldiers, but although fire issues from them, they do not cause much damage because they cannot be used at a distance. If you wish to use them, you are not able to approach close to the enemy, for if there is anyone who is afraid, he does not let you approach nor does he come near you until he sees that they have finished burning. Thus, in short, the assault with this is one that is seen beforehand, and for which there is always time to decide on some action in defense. It is indeed true that they are beautiful things to see and when the name tubes of fire is heard it terrifies those who do not have a defense ready. When four, six, or indeed ten or twelve of these are put in the hands of as many courageous and united men, they are surely good in forcing passage on a guarded bridge, or in entering or holding a gate, road, or other narrow place. Harrison W. Craver, Director The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

KIRCHEN, FREDERICK BRADSHAW, C. B. LAKENAN, TASKER L. ODDIE. The formation of the Nevada Section was originally suggested by Professor F. C. Lincoln, who had discussed the subject with Mr. William L. Saunders when the latter was President of the Institute. Professor Lincoln sought the assistance of the Nevada Mine Operators' Association, whose Executive Committee constituted itself a Committee on Organization, and authority for the establishment of a Nevada Section to include the entire State was secured from the Board of Directors of the Institute. The formal installation took place at 10 A.M. on May 18, Mr. William L. Saunders officiating. The Honorable Emmet D.. Boyle, Governor of Nevada (and a member of the Nevada Section), made the address of welcome. DURING the past few years geochemical testing for traces of heavy metals in water, soil, rock, and vegetation has aroused increasing interest. Various techniques for field and laboratory determinations have been described in the literature, as have some of the results of application. However, little information has been published regarding application to glacial terrain. Over 90 pct of the Canadian Shield is overburdened, resulting in high costs for mineral exploration once the outcropping ore deposits have been found. This has been largely responsible for the widespread application of mining geophysics in Canada, permitting concentration of effort on area or zones considered most favorable. However, geophysical interpretation has its limitations, since at least 90 pct of the structures indicated thereby contain no valuable minerals. A more direct approach is therefore highly desirable. If underlying base metal mineralization can be detected by sampling soil or vegetation at moderate cost this should prove of great help in locating new discoveries or extending known ones. A large proportion of Canadian ore deposits contain appreciable copper or zinc, even where these are not the principal economic metals. Consequently the field of application is a broad one.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another. IT has been ascertained in recent years that certain rocktypes, geological formations and structural conditions may be used as fairly reliable guides, when prospecting in recognized mineral belts or mining districts, with a reasonable certainty of discovering "pay-ore;" and that such is considered as a practically established conclusion may be inferred from a perusal of the recent reports of the U. S. Geological Survey and the literature of the several scientific societies discussing minim, geology, and kindred subjects. Cripple Creek is no exception to this conclusion, and the rock-type or association, rather than the structural condition, is the most infallible guide.† These guides consist of four, possibly five, dike-rocks, three of which are extremely basic, while the fourth is an acid rock of an entirely dissimilar character. The basic rocks are nepheline-basalt, limburgite, feldspar-basalt and tephrite. There are grounds, however, for believing that the two latter are subdivisions of one type, and therefore will be described under one head. The acid rock is quartz-porphyry. Nepheline-basalt is-a rock encountered in but few localities elsewhere on this continent, and occurs in narrow dikes cutting various formations. When typical‡ it is composed of

This paper is intended to provide an improved understanding of natural draft (natural ventilating pressure) and the effect of natural draft on underground mine ventilation circuits. Attention is focused on measurement of natural draft pressures during ventilation surveys in mechanically ventilated mines and on different methods for modeling natural draft using the measured data. A number of examples are presented which utilize data collected during absolute air pressure surveys made by personnel of the Ventilation Division of the Mine Safety and Health Administration's Safety and Health Technology Center, Denver, Colorado. Examples are used to illustrate how the data from absolute air pressure surveys may be interpreted to determine whether natural draft pressure is present and what its magnitude is. In addition, two different methods are described for mathematically estimating the magnitude of the natural draft pressure. Comparisons are made of results obtained using the different methods. Different procedures are described for modeling natural draft using the MSHA-modified Penn State computer program. Use of the routines is described and illustrated relative to drafts that aid or oppose the mechanical ventilation system. Tabulations of results facilitate comparison of outcomes obtained using the different modeling procedures.

Visitors frequently put the question to Kalgoorlie gold miners; "Why don't you concentrate your mining operations?" A mine may be drawing ore from over a hundred different working places which are spread out over several thousand feet of strike and on many different levels. The answer to this question is that "finished" can rarely be written for a section of the mine. The intricate web of mineralization in faults, shears and fractures is an endless puzzle, each solution opens up new avenues to be explored. After the last ore is taken from a stope, a program of drilling may continue for several weeks on different possibilities. Perhaps no ore is discovered and drilling is abandoned, but it is not unusual for another search to begin later in that same area on a new theory with successful results. Wherever a slightly richer mineralization is found, it is needed to "sweeten" the mill heads. Over seventy years ago gold was discovered in the dry wastes of Western Australia. Rich deposits of alluvial gold were found at first and as these were worked out they led to the discovery of the lode ores, which were leaner and harder to extract.

Recent developments in the application of solvent extraction in hydrometallurgical processing make it desirable to reassess the present state of availability of suitable equipment for these applications. The range of solvent extraction applications now includes very large scale applications with a modest demand on separation performance (the treatment of some base metals) and applications in which the decisive factor is a very high requirement on separation performance. The extraction column to be described in the present paper is of the type in which mechanical energy is provided for the two- liquid system inside the column. The active elements for this are reciprocating sieve plates designed and mounted so as to uniformly load the driving mechanism, to eliminate vibration of the plant, to have sufficient control over the degree of dispersion of the dispersed phase, and to reduce axial mixing effects, which are highly detrimental to the separation performance of production-scale plant. The operating features of the reciprocating-plate column will be illustrated mainly by experimental results obtained on a 4" diameter column in the extraction of uranyl nitrate with TBP. Some mechanical features of the operation of reciprocating-plate columns will also be discussed.

THE MEMBERS of the Phelps-Dodge, Phelps-James co- partnership differed widely from one another in certain aspects of temperament and personality; but in one thing Anson Phelps, William Dodge, and Daniel James were fundamentally alike. They were all bred in the English Puritan tradition. Their creed, moreover, was the stern, militant, uncompromising creed of John Calvin and John Knox. The present generation, harshly intolerant of such a creed, has little understanding of the authority it exercised on the thinking and conduct of its adherents or of the contributions that those same adherents made to human welfare and social progress. The men who accepted its authority "were characterized by a blend of strong individualism and an equally strong sense of social duty, and they submitted their own souls to the same searching scrutiny that they applied to their business ledgers." To all three of the immediate founders of Phelps Dodge, their religion was the most real and important thing in life. INTRODUCTION This introductory paper presents a description and definition of what the finance function is and what it specifically means for the mining industry. In its simplest terms, finance is, "management of money matters". As an area within the discipline of business administration it draws heavily on the related fields of economics and accounting, and to a lesser extent on marketing and production. MINING FINANCE DEFINED In preparing to write about what finance means to the mining industry, I asked a number of mining people the question, "What does mining finance mean to you?" Most responded that mining finance was "How a company borrowed money for mine development", and perhaps half those questioned included "raising equity" in the definition. It is not surprising that the mining industry concept of finance is the providing of funds needed for the objectives of the business, for that was once a view shared by authorities in the field of business administration. Further, it is certainly the area where much of the emphasis has been placed in the past ten to fifteen years as the industry struggled with the development of more remote and more refractory or lower-grade orebodies while profitability and internal cash flow were below expectations. No wonder project finance became such a popular topic. Twenty years ago it is probable that the emphasis would have been on mine valuation, for that subject was the area of finance then most often examined in industry publications. Papers concerning the pros and cons of payback, internal rate of return, and discounted cash flow appeared regularly. Let's examine the following situations, each the result of a financial decision: - Funding the exploration program in a developing country was accomplished by buying the next six-months budget needs in local currency. One week later the currency devalued 30 percent. If the purchase had been delayed or the local currency borrowed short term, a substantial saving would have been made in funding the program. - A major mining company borrows heavily to finance both expansion of its primary mining business and its entry into several new industry segments. When markets for all of the commodities it produces turn down for a prolonged period, there is concern over the adequacy of cashflow to cover debt service in addition to other company needs. The company's financial officers, however, had arranged very large committed credit facilities from numerous financial institutions which assured the availability of funds for several years. This enabled the company to implement a strategy to conserve cash, sell assets and survive until conditions improved. Further, short term suppliers of credit also were comfortable with the assurance that longer term credit was there to support them. -A medium size mining company financed several mines independently with limited obligations on the part of the parent company. The company decided to refinance the operations under one agreement. More flexible terms, lower interest cost and a longer tenor financing were achieved in return for assuming the risk as a direct obligor. - The exploration and development group of a large mining company proposes to develop a new mine in a country in which the company does not presently operate.
