Hydrometallurgical processing of ore deposits by solution mining or in situ techniques requires the interfacing of technologies as diverse as hydrology, geology, chemistry, and rubblization. This synthesis represents one of the main challenges to in situ processing due to the inherent complexity and vocabulary of these well-developed technologies, and to the general lack of appreciation for the depth of knowledge and endeavor in each separate field. No better example of the need for such interfacing of technologies exists than that of solution mining. How well these technologies interface depends upon the size of the operation and its financial capability to use the information and technology available. It is inconceivable that any one individual can optimize each potential contribution alone; consequently, some areas are usually neglected or simply are not fully appreciated. When one examines what must be done at a future date to develop and exploit a remote solution mining system, it becomes obvious that each discipline must effectively communicate the needed background information to make the project a synthesized whole.

ON Coal's Horizon one development rises above all others. That is the swift expansion of output to make Soviet Russia the largest coal producer on earth next to the United States. Few Americans are aware of the speed and extent of that expansion nor of the accompanying creation of a strong, resourceful mining machinery industry, nor of the extent and character of the mechanization of Soviet coal mining. Two initial clarifications are necessary for better understanding. First, we must keep in mind the sharp distinction between the Russian people and the communist Soviet dictators who rule them. The great mass of the Russian people are not members of the Communist Party as people here are Republicans or Democrats. They are not permitted to be members. There are, by various estimates, only 2 to 4 million members of that party in all Soviet Russia. The other 196 to 198 million are the victims of their tyranny and their terror. It is the activity of the Soviet rulers that concerns us here.

HOISTS for metal mines are seldom designed for H one particular depth. They are intended for an ultimate load and depth with a given speed but are first used to hoist from a shallower depth, gradually working to the ultimate as development progresses. Sometimes the mine is not worked on the upper levels because of the kind and grade of ore, the mining of which depends on market conditions. In this case the hoist may be used in the same working shift to lift ore, for example, from the 1200 and the 4400-ft level. This means that the safety factor of the rope should be considered not only when it hoists from the greatest depth, but also when it hoists from the upper levels. According to present safety factor standards, a hoisting rope can have ample safety margin when hoisting from the lower or lowest level and still be shy of sufficient safety margin when hoisting from the upper levels. This will be shown by curves presented in this paper.

One of the world's most respected scientists, Dr. Hans A. Bethe (see box) has concluded that if anything can solve the energy crisis, it will be coal and uranium. "It is an illusion to think that we can solve our problem by energy conservation alone. For the next few years, conservation must play a very important role, but at the same time, we must see and develop all our alternative energy sources," he said. In his series of five lectures on the energy crisis, given at the University of Utah while he was visiting professor there during February 1974, Dr. Bethe examined all the existing and newly proposed energy sources. He very quickly ruled out solar power, wind power, and tidal power. Solar power, he said, would be 3% to 4 times more expensive than nuclear energy and would only make sense in tropical areas; wind power, which could at best produce one-tenth as much energy as solar, is "for the birds;" and tidal power, which can be exploited in only a very few coastal locations, is "for the fish."

Prime topics of conversation these days are the new concepts of rail haulage for bulk items such as iron ore, potash and coal. We have heard such ideas as the "integral train" and the "unit train" discussed frequently during the past two years at various AIME meetings, and progress reports have kept up a steady appearance in the technical press and in local newspapers. While no railroad has a complete "unit train" in service at this moment, one has 50 fast-discharge cars under construction and the Pennsylvania Railroad has experimented with radio-controlled motive power distributed at intervals throughout the train. To a great extent, however, the promise for greater efficiency and lower costs held out to industry by these new haulage methods is dependent not on greater speed or larger cars or more dedicated equipment alone but, rather, on the utilization of modern practices in the loading and unloading of rail cars. It is the purpose here to examine these two key steps and the up-to-date procedures and equipment they entail.

The discovery of rhenium on the ion exchange resin used at the uraniun in-situ leach operations at Palangana, TX, led to a laborabory study of possible recovery methods. Rhenium was present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, ReO4-. It concentrated on the anion exchange resin, which was a factor of 10 more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the per-chlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3N or stronger concentration of nitrate containing up to 0. 5N H + was found to be the system of choice. A rhenium sulfide concentrate containing up to 14010 Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4ReO4 followed by hydrogen reduction at elevated temperature.

During 1967, the Metropolitan Sanitary District of Greater Chicago adopted a policy of land application as a method of using the solids produced in the wastewater treatment process. Research by the Agronomy Department of the University of Illinois, several demonstrations on farm land, reclamation of acid strip-mine spoils, fertilizing a land fill, and reclamation of an alkaline sand waste pit showed the value of using wastewater solids to reclaim marginal and submarginal lands. To launch the Solids-On-Land Program, 10,000 acres of land in Fulton County, Ill., was purchased, part of it previously strip-mined for coal. The Sanitary District initiated a water monitoring program, constructed holding basins, leveled the land, awarded a liquid fertilizer transportation contract, installed a distribution end application system, and began application and crop production. During 1972, the Sanitary District completed the first year of application and harvested the first corn crop. The corn yielded 60 bu per acre while the previous year in a demonstration field it yielded 56 and 13 bu per acre, respectively, on treated and untreated strip-mined land.

The first National Industrial Conference was disbanded without accomplishing the results hoped for. A second conference is to be called in the near future. In response to suggestions of members of the Founder Societies, the following telegram was sent, Oct. 29, to the President and each member of his cabinet. "Engineering Council respectfully recommends appointing on new Industrial Conference two or more engineers familiar with industrial problems. Council represents five national societies of professional engineers having forty-one thousand members. Washington office in McLachlen Building."

At the Scotia plant of Blue Diamond Coal Co., near Cumberland Ky., good recovery and grade can be obtained when floating deep mine coal. When the plant changes over to strip coal, flotation fails, resulting in loss of coal. A procedure was developed at the Minerals Research Laboratory in Asheville, N. C., for recovering strip coal by flotation. Laboratory results were duplicated on a batch scale at the plant. The procedure was found to be effective when tried on a continuous basis in the processing plant.

Why, in an age when natural resources are available on a scale heretofore unknown, and when there is an unprecedented need for them to be developed, have would leaders been unable to find solutions which world concert the under-developed nations into developing nations? With investments in natural resources declining relative to world needs, it is necessary to reverse this senseless trend. This article is an examination of the paradox based on worldwide aspects of the mineral development field, and suggests a possible solution.

A university is a place to build minds and develop leaders. It provides the tools necessary for the development of new ideas which come from the inquisitive mind and is one of the stepping stones to management responsibilities for the truly ambitious. However, it is not always a financially sound investment! Lately, there have been several articles published on the economic advantages of a college education. These articles tend to average wages together according to education and years of service. Their tabulations generally include the chairman of the board, various vice presidents and plant managers and do not reflect the achievement of the average graduate. They consistently fail to include an analysis of the investment a college education requires. In reality, the bright high school graduate would make more real money over a 20-year period if he went directly to work "on the hill" than he would if he graduated from college. Furthermore, he would find little difference between his wages and those of the college graduate in the period from 20-30 years after high school graduation.

IN the investigation of the effect of the time of heat on slag volume, no attempt was made to vary the usual practice at the Bonney-Floyd Co., such as selecting special-purchase scrap or cleaning foundry returns. The data were collected from seven normal heats, including four medium carbon, two medium manganese-molybdenum and one nickel-chrome-molybdenum. These heats were made with our normal practice and no special instructions were given the melters except to make sure that all slag-making materials were weighed and that no slag was lost during the melting, refining or tapping. After the stopper was set in the ladle, it was carefully weighed and the heat was tapped. As soon as the heat was slagged on the pouring floor, the nozzle was plugged with mud, to preclude the possibility of losing any slag while the ladle was being conveyed to the scales. The ladle, containing all of the slag, was weighed and the difference between this weight and the original weight was taken as the slag weight.

By caving a block into the workings of its open pit and using the block as an ore transfer, the lnspiration Consolidated Copper Co. has solved a transportation and sizing problem, making possible a great expansion of open-pit methods as applied to Inspiration ore-bodies. FROM 1915 to 1948 the entire production of Inspiration Consolidated Copper Co. was supplied from underground mining. The sole method used was block caving. Underground haulage and hoisting facilities were designed and geared to large-scale production. Beginning in 1948 open-pit mining was substituted for block caving in a portion of Inspiration's Live Oak orebody. The idea proved so attractive that before the Live Oak pit had come into production, another pit on the Colorado orebody (now the Thornton pit) had been laid out and stripping started. It should be noted that these orebodies were not new and the entire program was one of changed methods of mining. Since part of these orebodies had already been mined by block caving methods, it must be recognized that haulage levels had been established under the area or adjacent to it. The orebodies lay on the south side of Inspiration Ridge, while the shafts, crushers, and treatment plants are all on the north side of this ridge. The existing main crushing plant was designed to take a maximum of 12-in. material, and all ore was sized to this dimension by passing through grizzlies in the stopes. In the original planning for open-pit work much thought was given to the transfer of ore to existing underground levels for haulage and hoisting from the regular shafts. If this could be done the necessity of crossing the ridge could be eliminated. Final decision called for cutting a road through the ridge, installation of a primary crusher at an elevation of 3968 ft on the north side of the ridge, and railroad haulage with existing facilities to the main coarse crusher. This decision was brought about by the difficulties of properly sizing and transferring to underground haulage large tonnages of coarse breaking oxide which lay on the upper benches of the proposed pit. Trucking over the ridge on a 7 pct grade would give a cheaper and more flexible operation in handling this material. The benches in the pits are laid out at 50-ft inter-vals and designated according to elevation above sea level. The lowest bench in the original pit was laid out at 3500-ft elvation. All haulage roads are on a 7 pct grade and a vertical lift of 468 ft was considered about the maximum economically possible from a cost standpoint. After 2 years' operation the advantages of pit mining, both from the standpoint of costs and flexibility of operation, became more and more apparent. Studies were then started to develop the extension of open-pit mining to more of the ore reserve than had been planned originally. The idea of transfer raises was again explored. Obviously, as elevation of the pit was lowered, shorter transfer raises would be needed to reach the main haulage levels. Transportation from the lower elevations to the rim of the pit by belt conveyor or skip hoisting was also considered. However, it was recognized that sizing would be required both for conveying and regulation of feed size to the main crusher plant. This would necessitate a fixed or portable crusher located somewhere in the pit. It was known that the sulphide ore at the lower elevations was softer and easier to break than the overlying oxide of the upper benches. This sulphide ore is very suitable for grizzly sizing. Calculations indicated that for ore mined on 3650 elevation, costs for trucking to the primary crusher, crushing, and delivery by railroad to the coarse crusher would equal costs for dropping the same material to the 600 level, hauling underground, and hoisting directly to the coarse crusher bins, provided a suitable method of sizing and transferring could be developed. Above 3650 elevation costs would favor surface haulage; below they would favor underground haulage. Some half dozen wells in Clay, Fentress, and Pickett Counties, pumped intermittently, produced about 1000 barrels. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The Morgan County production was about I0,000,000 cu. ft. and approximately 8,000,000 cu. ft. was produced from the Jamestown gas field from six wells. The production of oil by counties is shown in Table I. Thirteen wells were spudded during the year; three were drilling on Dec. I, 1943. Of the nine completions, representing 10,488 ft. of hole, three were gas' wells of commercial size although only one of them has been placed on the line. The completions are listed in Table 2. Personal gain seems to be the most powerful incentive to economic progress. One of my first exposures to this phenomenon was the comparison between company stopes and leaser's stopes in a vein gold mine. The company stopes were 4 to 6 ft wide, whereas the leaser's stopes were so narrow that in some places one could not turn around. The company leased only that ground it felt was marginal to mine with day's- pay miners, but by skillful, careful and energetic mining, the leasers managed in most cases to make money for themselves and the company. The Hurting Truth This capitalist system, which puts a premium on successful risk taking, is under attack. Not that it hasn't been under attack all along. What hurts and angers us at this time is that the attack comes from the children of the system-its youth. Such blasphemy should, of course, be eradicated, root and branch. Or should it? Are we hurt in part because some of the things they say are true?
