Some mining engineers are pursuing their destinies in places far removed from what they might have envisioned back in the classroom. The path they follow to work each day may wind down Wall St., Park Avenue, LaSalle, or Market; their offices are in modern skyscrapers which offer all the amenities-air conditioning, thick carpets, attractive decor, and executive lunchrooms, to name just a few. The papers on their desks are a combination of financial figures and feasibility studies. But even in these surroundings there are indications of what these men do and where their professional interests lie-minerals are everywhere, from vast collections to one symbolic paperweight. . . there are sometimes specks of dirt under fingernails from a recent on-site inspection, belying the traditional banker's garb. . . and there are the wistful comments about finding it necessary to get out in the field.

STRIPPED of its romantic possibilities, mining is a commercial business, carried on for the profit there is in it, and the business of the manager, in its ultimate analysis, is to make the profit as large as possible. The general manager of a mining company should keep himself personally familiar with all the details of its operations. If be fails to do so, chaos results, labor becomes inefficient, costs go up, and profits go down. Nowhere is this emphasized more than in Mexico. If the mining operations are extensive and complex, involving, besides the work of mining the ore, its transportation and treatment by various milling operations, and the marketing of the products, the business, to be carried on properly, must be divided into a number of main departments, which are subdivided into minor departments. Each main department should be under the immediate charge of a superintendent, or a foreman, and each minor department under a shift-boss. Organized in this way, and with all the principal centers of activity connected by telephone, the manager can keep in touch at all times with the details of every branch of the business, and be in a position to perform effectively the full duty of manager. The ?total cost of mining operations may be broadly divided under the heads of Labor, Supplies, and Marketing. Of these, it will be found, on averaging a number of cases, that the cost of labor will be about two-thirds of the total cost. The importance, therefore, of an efficient labor-department will be apparent. The coal industry, one of the great basic industries in the nation, plays a major role in the American economy. Coal is the principal fuel used in generating tremendous quantities of low-cost power so necessary to the nation. Two-thirds of the electrical energy and one-fourth of all energy consumed in the nation is produced from coal. Large-scale production of steel, cement, and chemicals is vitally dependent upon this natural resource. Because of extensive reserves and low mining cost, it is one of the few natural resources in which the United States is a significant exporter. During 1965 in excess of 500 million tons of coal were produced, almost 10% over the previous year; more than 50 million tons were shipped to foreign markets. The utility market gained approximately 8% during the year for a total of 242 million tons.

A nonlinear dynamic model for a flotation cell is developed, using a number of simplifying assumptions, the most important of which is that of essentially complete liberation in the feed material. Using this model, a complete dynamic model for a flotation circuit is developed and calibrated against steady- state process data. The dynamic response of the circuit to disturbances in input feed rate and composition is simulated, as is the response of a linearized and simplified model on which control design might be more easily based. Preliminary results indicate the practicability of the modeling technique. However, difficulties in matching steady-state operating conditions in one process stream, and the apparent importance of recycle streams as indicators of process operation, indicate that inclusion of at least one species of middling particle in the model should be considered.

A discussion of the paper published in Bi-Monthly Bulletin, No. 20, March, 1908, pp. 227 to 237, and No. 22, July, 1908, pp. 615 to 620. PROF. HENRY M. HOWE, New York, N. Y. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. Meeting, of Jan. 22, 1915.-Dr. Albert R. Ledoux was unanimously nominated-by the Board as one of the representatives of this Institute upon the Engineering Foundation Board. The following Tellers to count the votes for officers and directors on Feb. 16, 1915, were appointed: David H. Browne; Arthur S. Dwight, and Bradley Stoughton; and the following Tellers to count the ballots, on the amendments to the Constitution: Arthur L. Walker, Max Roesler, and Burr A. Robinson. Karl Eilers was appointed a member of the Library Board of the United, Engineering Society, representing this Institute in place of C. R. Corning, ;resigned. THIS paper is a brief report of experimental work undertaken to determine whether barium oxide in any quantity increases the desulfurizing action of blast-furnace slags. Industrial furnace operation with slag containing small quantities of barium oxide, referred to later, interested S. A. Sanford of the Commercial Chemical Co., Youngstown, Ohio, to conduct experiments to furnish comparative results on desulfurization with normal slag and slag containing small quantities of barium oxide. The U. S. Bureau of Mines agreed to assist on the problem because of the possible saving in fuel if the desulfurizing action of blast-furnace slag can be substantially increased, also because the experiments would yield new information on sulfur elimination in general, a matter of economic importance in furnace practice. A more complete and fundamental study of desulfurization of iron by slag is in progress.

IN THE death of Professor Hofman who was born on Aug. 13, 1852 and died on April 28, 1924, the world has lost a great metallurgist and a great author of metallurgical literature. Measured in time his life was not quite seventy-two years, but measured in work accomplished it was much longer than this. It is not surprising that Dr. Hofman became a great scholar for his father, Karl Hofman, was on the faculty of Heidelberg University, and his early days were spent in these surroundings. He studied in the University under such men as Kirchoff and Bunsen and often spoke of the intimate relations he had with them. Following his course at Heidelberg, he studied at the Clausthal Mining Academy where he graduated with honors, receiving the degrees of Mining Engineer and Metallurgical Engineer in 1877.

Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. THE possibility of using reflected X-rays to produce images of crystals was explored by Barrettl who developed simple experimental procedures for X-ray microscopy and who showed by numerous examples the great range of information that could be made available. In his method characteris radiation is used to produce an image of a limited area of the sample on fine-grained film, this image subsequently being enlarged approximately X100. A somewhat different method will be described here;' white radiation from a fine-focus X-ray tube-"' is used to produce an image of a relatively large area of a single-crystal surface. part of the sample; therefore, white radiation is needed. Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

The Empire IV expansion is on schedule for completion in January 1980; Hibbing Taconite's 2.7 million ltpy* expansion should be finished late in 1979; and Reserve Mining's tailing disposal project is on target for April 1980. Erie Mining Co., the first to bring 170-ton haulage trucks to the Mesabi Range, reports excellent operating results, and Inland Steel expects to produce 80% of its pellets in 1979 using coal rather than oil. One Michigan mine has so many inspectors that it has hired a school bus to transport them around the operation; and a contractor reports that mine construction projects of the future may require the training of 15,000 workers. All of this was covered at the 52nd Annual Minnesota Section AIME Meeting and the 40th University of Minnesota Mining Symposium, a joint event held each January in Duluth.

In 1967 Southern. Peru Copper Corp. was faced with the problem of developing a water supply for their new Cuajone open-pit copper mining and milling operation, at a time when the existing water system was inadequate for a proposed expansion of the producing Toquepala mine. The most probable source for additional water was considered to be the Pasto Grande basin lying 30 km north of the terminus of the pipeline. This source of supply could be developed only at substantial cost, after construction of a dam, tunnels, pumping plants, and several miles of canals. Investigation of other possible sources was undertaken, and one of these was the Huaitire alluvial fan which had been recognized on aerial photographs in 1961. Resistivity soundings on the fan provided isopach information for estimating the volume of fan sediments. In the course of carrying out these soundings, a high-resistivity layer at depth was indicated. The favored geological interpretation of this layer at the time was a tight impermeable volcanic formation, but an alternative explanation was a ground-water aquifer of high transmissibility. Geological studies just released by the Peruvian Geological Map Commission supported the latter interpretation. A diamond drill hole sunk to a depth of 725 ft on the Huaitire Pampa in June 1967 proved the absence of the expected volcanics, the presence of the sediments, and indicated that some sedimentary horizons carried artesian water. Subsequent well drilling and hydrological and geological studies show that the aquifer occurs principally in the Upper Tertiary Capillune formation, covers an extensive area on the Peruvian altiplano, discharges enormous quantities of water to a large number of canyons dissecting it, and will adequately supply most, if not all, water needs of the Cuajone operations.

It is a matter of common knowledge that one of the disadvantages of the arc type, electric zinc furnace, is the production of a large amount of blue powder and proportionately little liquid spelter, for, as stated by Stansfield,l "A notable defect in the electric smelting of zinc ores is the difficulty experienced in obtaining the distilled zinc in the liquid state; ...... when zinc ores are smelted electrically, very little liquid metal is commonly obtained, nearly all of the zinc being in the state of powder." This difficulty was not encountered in the electric furnace used12 the main difficulty being the destruction of the fire-brick lining of the large condenser, in certain parts, and the formation of .some oxide and dross coatings on the condensing surfaces. The reason for these difficulties could readily be explained by the infiltration of air whenever the condenser was changed from one retort base to the other, the zinc absorbed in the fire-brick forming oxide and causing rupture by its expending volume. Two facts, however, tended to disprove this theory for the rupture of the fire-brick lining: first, the large distilling retort, lined with fire-brick, which was shifted from charge to charge on alternate bases at temperatures between 1200 and 1300 C., fully exposed to the air, showed no signs of disintegration whatever; second, marked disintegration in the condenser occurred .only in places that were at tempera-

The study of the energy used in crushing operations has advanced from a period of perplexing confusion to one of greater clarity. Only within the last few years has any true conception of the work in crushing been possible, owing to the chaotic state of theoretical knowledge. For some 20 years a controversy existed between those advocating the Rittinger law and those advocating the Kick law. The Kick law now appears to be definitely out of the picture, and crushing efficiency may be based confidently on the Rittinger theory. There also seems to be a generally crystallized conception as to the meaning and nature of sub-sieve material. There is needed a simple, direct method for determining surface on a crushed ore product, and also a simple and accepted method for size determination on minus 400-mesh material. The Crushing Law The Rittinger(l)‡ theory of crushing was advanced in 1867 and the Kick(3) theory in 1885. While the Rittinger theory might have been accepted without much question and actually had been accepted by many investigators, a serious doubt as to its validity was raised by Stadler(10) who upon purely theoretical grounds proclaimed the Kick "law" as the true law of crushing. According to Rittinger the energy required in successive steps in reduction increases geometrically, while according to Kick the energy increases arithmetically. These "laws" therefore are at variance, and the establishment of the true law was recognized as of first importance. Many simple experiments have been made to demonstrate the application of the Rittinger theory to crushing, and it would seem that its simplicity should favor its acceptance. Experimental evidence, however, was not convincing, as no reliable data could be obtained on the finer material from a crushing or grinding operation. Gates,(13) Bell,(19)

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

PRORATION in the petroleum industry has come to mean a method for curtailing the production of crude petroleum by artificial effort, and it is in this sense that the term is employed throughout this paper. Although a contrived curb on supply has been invoked at various times in the past in particular fields and to meet specific situations, it is not until the past few years that this procedure has become general and assumed a dominant role in the oil business. In the sense that we now understand it, proration had its inception in the Seminole area of Okla-homa in 1927, from which time and place the practice spread to include practically all the flush oil fields of the country, especially those of California, Kansas, Oklahoma and Texas. At present there is perhaps no phase of the oil business that commands more attention than proration, nor one that engages more time and effort on the part of executives in the business. The practice of proration, indeed, has not only become an integral part of the policy of most companies and operators, but it has also taken on the aspects of a "movement" involving two schools of thought with considerable feeling, and at times some bitterness, on both sides. In this atmosphere it is difficult to find calm, dispassionate consideration of proration, for most discussions are either vigorous exhortations by its proponents, or else sharp condemnations by its opponents; although it appears that the majority of the industry is clearly "in favor of" proration. It is hoped that this analysis will be taken as an attempt to appraise the movement as an economic force, without bias and without regard to the incidence of the conclusions upon any preconceptions that the industry may entertain.

Deformational behavior of a rock mass can be modeled with a constitutive law based on theories of elasticity, and plastic and viscous deformation. For most rock types, such constitutive models may be used with confidence because there is no geochemical interaction between the rock-forming minerals and water. However, if volume changes in the rock due to geochemical phase transitions are predicted, then these volume changes must be converted into mechanical parameters and must be included into the constitutive laws. In this paper, geochemical phase transitions between anhydrite (CaS04) and gypsum (CaS04-2H20) will be brought to the attention of researchers in rock mechanics. Hydration of anhydrite to gypsum may yield volume increases up to 62.6 percent and dehydration of gypsum to anhydrite may cause volume decreases up to 38.5 percent. If one were to convert the volume increases in hydrating anhydrite into strains and calculates the required stresses to restrict the expansions, the magnitude of stresses will be found at GPa levels. Such stresses on swelling anhydrite layers cannot be provided by geologic media. Therefore, the host rocks will deform under these high stresses. On the other hand, under increasing stresses, geochemical transition of anhydrite to gypsum may stop after some hydration of anhydrite, and anhydrite and gypsum systems may become stable. Changes in temperature and solution compositions in the anhydritel gypsum system also control the stability of the geochemical system, and therefore, the extent of volume changes. A similar conceptual model can be drawn for volume decreases due to dehydration of gypsum to anhydrite. In this case, stress reduction on the gypsum layer may cause extensive fracturing and changes in the state of stress in the host rock mass.
