Only two years ago there appeared in our technical magazines articles wherein it was shown that the application of back-pressure increased the ultimate production of a well, that edge water can be stopped in its encroachment by the injection of gas into the productive formation, with the consequent conservation of energy within the pool, that gas is the source of all energy involved in oil production, and that each pool has a definite minimum-valued gas-oil ratio to be attained for the most economical operation of wells. Today we are not so certain of these matters. Probably in some fields, under special circumstances, these ideas are correct, but certainly they must not be correct in all fields, under any and all circumstances. The nature of the productive structure, the location of particular properties on the structure, the existence of adjoining neighbors, whether these are higher or lower on the structure, and the methods of production followed by all operators on the structure, sand for sand on depth, make these subjects worthy of full consideration. Our difficulties in analyzing and comparing the performance of reservoirs in various parts of the world do not rest solely upon structural features and property lines. We do not complete the list of causes for these difficulties if we add lithologic features and correlation of strata encountered by the drill, with the magnitude of pressures exerted by fluids within any of these strata. A further cause, one which the author believes will complete the list, is one involving the theoretical mechanics of fluids within porous formations—porous in the nature of interstices in sandstones and some limestones, networks of fractures in shales, and cavities in otherwise compact limestones. The confusion of ideas concerning reservoir mechanics still with us today seems largely due to our failure to recognize among all wells three great divisions of theoretical mechanics, three great systems which are distinct in themselves, and according to which each well, or better, each group of wells, must be analyzed separately. THIS paper is condensed from several reports by members of the staff of the Minerals Testing Laboratory of the Tennessee Valley Author-ity, on a series of experimental tests in the beneficiation of barite of the Valley area. These experiments were conducted upon a large number of samples taken from several mines in three different districts. The area contains numerous producing deposits, nearly all of which are hampered by the high iron and silica content of the ores. Because of the small difference in specific gravity between the iron oxide and the barite, a gravity separation is generally poor. The removal of the iron thus offers a special problem. Some of the operators have turned to magnetic separation to meet the shipping requirements for less than one per cent iron. The present experiments were conducted to determine the application of decrepitation or flotation in simplifying the concentra-tion of the barite by removing the iron oxide and silica in one operation. Practically all the barite marketed in the area has been as "off-color" crude. The bleaching studies were made to determine the bleach-ability of the ores to alleviate this inferior grading, placing them on the market as bleached barite.

A small group of members of the Institute headed by W. H. Shockley, has insistently demanded that the Institute submit to the members for letter ballot the question of our using in our publications and corre-spondence certain so-called "simplified spellings." The principal argu-ment in favor of this proposal is written by Mr. Shockley and will be submitted in full to the membership for ballot. It rests chiefly on the desirability of saving the time of school children in the learning of the spelling of the English language. A sample of correspondence had with one of the gentlemen on this subject is given herewith in order that members may see what the correspondence and publications of the Institute would look like if we adopted the proposals. This sample was chosen at random: "Onse I condemd the report ov a president of the Institute. He did not pruve his case even on paper-"a hot air profet," I sed. Time has pruved he was." "I rote yu about the muvement to better the spelling in the Institute Bulletin, etc., neglecting to say some things that I mite hav said and things hav happened since which no member ov a democratically governed society shoud stand without protest."

[ ] ST. JOSEPH Lead Co., is entering the oil business. Andrew Fletcher, St. Joseph president, stated that plans call for a contract with the Continental Oil Co., to drill 11 exploratory wells. Six will be in Texas, one in southern Louisiana, one in northern Louisiana, and one each in California, Oklahoma, and Montana. St. Joseph is also negotiating a contract with the Zephyr Drilling Co., for wells in Wyoming and Colorado. St. Joseph is planning to drill another well on a 6000 acre plot in southern Illinois. Proxies issued before a special meeting of the board, said the new venture is not intended to change the general character of the company's business, or to involve a significant part of its resources. If gas, oil, or minerals are discovered in paying quantities, the company will develop and operate the deposits and dispose of the products for the joint account of Continental Oil and St. Joseph Lead. The mining company will contribute a proportionate share of the cost, but will have definite limitation of its obligation. The amendment to St. Joseph's certificate of corporation, passed by the board meeting, also extended the power of the company to include mining operations of all kinds.

Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

UNTIL quite recently, Alsace was the only district in France where petroleum could be found in somewhat industrial quantities. The Pechelbronn fields produce, however, only about 80,000 tons a year, which represent approximately one-eighth of the domestic consumption. Much research work has been done in Alsace to find the prolongation of the Pechelbronn fields, but instead of oil the drillings revealed the existence of large deposits of potash. This can be easily explained when one remembers that the Pechelbronn oil is of the Oligocene period, and that in the Alsatian stratification the Oligocene lies immediately on the Keuper, i. e., on the strata that originate from a period during which the largest salt and potash deposits were constituted. Before the war, and mostly at the end of the last century, some wells were drilled in. various districts of France where some analogies could be found with the Alsatian geology, the borings being mainly made in the Triassic and Tertiary beds. They led to negative results. After the war, the growing importance of oil urged the necessity of resuming the explorations. But it. is our belief that this was greatly facilitated by the enacting of new legislation, which is embodied in the Mine Act of May 16, 1922.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved " The continuous temperature record "The continuous record of temperature " To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. The first pump of this character, made by H. R. Worthington, and, so far as the writer is informed, the first and only one of this kind ever constructed, is now in daily use in the above-named works. The water-pressure necessary for the working of the hydraulic machinery of this plant had been supplied, up to the time of the building of this pump, by two Worthington Duplex High Pressure Pumps, having steam-cylinders of 20 inches diameter and 12-inch stroke, with water-plungers of 71/2 inches diameter; eight inlet and eight outlet valves of 24 inches diameter, and pumping into a 6-inch pipe. These pumps required a large amount of steam, and, in consequence of the various additions to their duty, their capacity became far short of the work required. In preference to putting in another engine of the same class, it was decided to accept Mr. Worthington's proposition to build the compound one under description, he guaranteeing that it should be equal to the demands of the works, and at the same time cause a saving of from 5 to 6 tons of coal per day from the amount required to run the two old pumps. The new engine has been in operation about one month, and so far has exceeded the most sanguine expectations. It consists of two high-pressure cylinders of 21 inches and two low-pressure ones of 363/8 inches diameter, by 36-inch stroke, with water-plungers of 961/2 inches diameter. There are two air-pumps of 20 inches diameter by 18-inch stroke; the condenser being 24 inches diameter by 60 inches high. Both cylinders are jacketed with wood and felt, and the low-pressure cylinder also with live steam. The high and low pressure steamcylinders are in line and immediately adjoining each other, while the inconveniences attending an internal stuffing-box are avoided by having two piston-rods for each of the low-pressure cylinders, running through stuffing-boxes on the outside of the smaller high-pressure ones. Legal and legislative matters constituted the outstanding features of proration in Texas in 1932. From East Texas emanated most of the political, legal, technical and industrial activity. Conroe and Thompson developed into fields of major importance. Proration orders were issued by the Railroad Commission on many of the producing fields of the Gulf Coast and West Texas not covered in previous years. In Yates, Penn Pool, Winkler, Van, the Panhandle, North Texas and West Central Texas there were 110 changes of importance, except in allowables. New proration schemes were introduced in East Texas, Conroe, Thompson, Saranosa, Government Wells, Tuleta and Howard-Glasscock. Little progress was made in administration or technical development. Legal and Legislative Matters Proration first began in Texas in 1927 as a voluntary attempt to divide the market outlet of a field on an equitable basis. The statutes then in existence were considered somewhat archaic and the Railroad Commission's authority was limited. Subsequent efforts to strengthen the laws were not wholly successful. The 1929 Conservation Act made no mention of market demand but declared that the term "waste" did not mean " economic waste." With the passage of the Pipc Line Act of 1930, providing for ratable purchasing, it was the opinion of many lawyere that a legal means of proration had been found. The 1931 law had ths same provision as that of 1929 with respect to economic waste but specifically prohibited limiting of production to market demand. The law passed Nov. 12, 1932, omitted reference to economic waste and specifically provided for limitation of production to reasonable market demand. Vigorous attacks were being made in State and Federal Courts on the constitutionality of the laws and the validity of the Commission's orders. In Peoples Petroleum Producers, Inc. et al. vs. Lon A. Smith et al., which had been heard before a three-judge U. S. District Court in Houston on May 28, 1932 and again on Sept. 19, the Court's decision for plaintiffs, released Oct. 2, influenced in a large measure the calling of the Legislature and the passage of the Market Demand Law on Nov. 12.

THERE was presented for discussion at the February (1924) meeting of the American Institute of Mining and Metallurgical Engineers a report of a committee named by the United States Bureau of Mines on the Use of Oxygen or Oxygenated Air in Metallurgy and Allied Processes. An extensive discussion followed the presentation of the papers, which dealt with the matter entirely from a theoretical standpoint. The results of only a limited, amount of research work were presented and discussion centered around the question: "Is it worth while to carry on research and expend money in determining what can be done in metallurgical operations if cheap oxygen can be produced?" More experimental work on this subject has not been done because metallurgists have not thought that cheap oxygen could be produced, thinking "Why waste time experimenting. with a reagent that cannot be procurable in commercial quantities?" While the producers of oxygen have said " Why waste money on the development of a process to make cheap oxygen unless we know that there will be a market for it when produced?" The discussion brought out two facts: First, many metallurgists believe that their operations can be conducted more economically if they can add oxygen to the air used in various smelting operations; second, a number of chemists believe that relatively pure oxygen can be produced in metallurgical quantities at very small cost. Negative views were expressed to both propositions, but so overwhelming was the view that if cheap oxygen could be produced, many metallurgical operations would benefit that it was voted to recommend that the Bureau of Mines continue its research work, pending the production of the cheap oxygen hoped for. Few experimental data being available, and the attitude of disputants being based largely on theoretical considerations or on reactions and temperatures incapable of positive proof, it has been decided to publish only a summary of the papers and discussions arising from their presentations. It is believed, however, that this will be sufficient to show the lines of reasoning that have been adopted, and be a guide to others who are to make their own calculations or engage in experimental work.

The different types of blowing-engines in use are so numerous that it would not he practicable to consider them all in this paper. I shall therefore only take up briefly a few well known types. The style of blowing-engine most largely used in this country is the vertical engine with air-cylinder above, cross-head between steam and air-cylinders, and two fly-wheels, each having a wrist-pin in its hub, or in one arm. This kind of engine can be built cheaply, takes up little room and is very accessible. Its disadvantages are that the cross-head is liable to break, and that putting the wrist-pins in the wheels tends to set up vibrations in them. It is likely that on the whole this type of engine will continue to be built quite ex tensively. The same general arrangement has also been used to some extent, but not widely, in horizontal engines. The Bethlehem Iron Company has some very fine blowing-engines of this type, except that they are compound, having the one steam-cylinder replaced by two, side by side. These engines are noticeable not only for the very excellent workmanship on them, but also on account of the weight of the pistons being carried by steam-pressnre applied in chambers in the lower side, the steam being supplied to these chambers through the hollow piston-rods. This arrangement, I believe, has always worked well. Another type of engine which has given good satisfaction is the vertical double-engine, having air-cylinders above, steam-cylinders below them, and cranks at bottom, the engines being coupled to cranks on the ends of the shaft, placed at right angles to each other, the shaft carrying the fly-wheel at its center. Engines of this type, except that they are arranged horizontally, are also used to a con siderable extent. These engines avoid the disadvantage of having wrist-pins in the fly-wheels, and also dispense with the long cross head with its attendant disadvantages. Safety First is a popular motto—most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the tray from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913,23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective—namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders. Coming in contact with moving machine parts is one of the greatest dangers met with in the operation and maintenance of mining machinery. Unfortunately, machine manufacturers have not as a class adopted the idea of thoroughly protecting and incasing the dangerous parts of their product. No one has, or should have, a better or more thorough knowledge of what the dangerous parts or elements of a machine may be than its builder. The gold, silver, copper alloys have been the subject of several fairly complete investigations by Janecke, Sterner-Rainer&apos; and others, and indeed it would seem as if almost too much labor had been expended on them when one thinks of the numerous other ternary alloys calling for more light; however, the combinations of the three metals are actually so widely used in jewelry that they merit perhaps the work done on them. There are a few properties of importance and interest not treated by the authors mentioned which the writer investigated some little time ago, and therefore he has ventured to put on record the results of some of his tests made at that time. He has chosen, as being the two series of most importance to the jeweler, only the 14 and 18-kt. golds, so the subjcct is by no means so inclusive as that previously treated. As statecl, this paper is merely a record of tests made in a practical manner on two itucbful series of alloys, and is not at all a critical study of their properties. 14-Karat Alloys These alloys are important because they arc the most generally II,<(S(I in 14-kt, jewelry; by changing thc proportions of silvcbr and copper Iliero are obtained all shades of color from the green of the alloy contiainng gold and silver but no copper, to the red of the alloy containing gold ;,, copper but no silver. The Fe-Ni-As phase diagram has been established by the study of about a hundred alloys, by microscopic observation, and by thermal analysis, with arsenic contents up to 50 pct. The iron and nickel arsenides present extensive solid-solution fields, owing to the substitution of nickel by iron and vice versa; the extent of the solubility field of each compound has been determined with an accuracy of ±1 pct. In the investigated range of compositions, the solidification reactions were established, and the temperatures of the invariant reaclions detevmined with a preciston of iZ°C in the most favorable and ±5°C in the least favorable cases. The isothermal lines of the liquidus surface have also been drazum, with an accuracy estimated at i5°C. Reactions in the solid state, which take place for the formation or the decomposition of certain phases , were investigated in detail. ThE constitution diagram of the Fe-Ni-As system is fundamental for the understanding of the properties of nickel speiss; these by-products of the extraction of certain nonferrous metals indeed often contain the three elements iron, nickel, and arsenic as main constituents. The Fe-Ni-As system has already been the object of earlier investigations. In 1932, Guertler and Savels-berg&apos; have presented some elements of the ternary phase diagram, for arsenic contents up to 55 pct (all percentages in this paper are given in weight percent), including the vertical section FezAs-Ni&s2. This investigation is, however, incomplete and certain anomalies suggested the necessity to verify the results published by these authors: the section Fe2As-Ni5AsZ, for example, is presented as quasi-binary, with a field of complete miscibility in the solid state, even though these compounds do not have the same structure. Recently, ~useck&apos; established an isothermal section at 800°C in the Fe-Ni-As system by X-ray diffraction and microscopic examination of water-quenched alloys. These techniques are sometimes inaccurate for the determination of the fields where alloys are liquid at the investigated temperature, and they may lead to erroneous conclusions when a compound exists at the investigated temperature but is not stable at room temperature and cannot be maintained by quenching. LIMITING BINARY PHASE DIAGRAMS The Fe-As constitution diagram has been the object of several investigations which have been reviewed by Hansen and Anderko.3 For the Ni-As phase diagram, a recent study has been effected by Yund.4 In this system, Heyding and calvert5 have determined the existence of a compound of unidentified structure at arsenic contents slightly higher than those corresponding to Ni5As2 and at temperatures lower than about 200°C; by analogy with iron and cobalt arsenides, this compound could correspond to the formula Ni2As, as suggested by Kulle-rud; although this is not definitely established. In the region of arsenic contents from 35 to 55 pct, Fried-rich7 detected anomalies in the solidification reactions; an interpretation of these anomalies was given by Hansen ,8 which assumed that the solidification reactions in practice are not in equilibrium, but are meta-stable. The main features of the Fe-Ni constitution diagram are the existence of a complete miscibility field, at least at high temperatures, for the fcc phase (which will be designated by My in the remainder of this work) and of a limited solubility field for the bcc phase (designated by Ma). EXPERIMENTAL METHODS The fundamental technique used in this investigation was microscopic observation, which allowed the determination of the reactions occurring during solidification of the alloys, and possible reactions in the solid state.

Subsidence has occurred in several areas of the upper Gulf Coast region of Texas, although in most cases this is not evident without precise instrumental leveling. As referred to in this report, the region comprises about 7200 sq miles of the Gulf Coastal Plain and includes all or parts of the following counties: Harris, Fort Bend, Waller, Brazoria, Galveston, Liberty, Chambers, Orange, and Jefferson (Fig. 1). Topographic relief is low, ranging from sea level at the Gulf of Mexico to 300 ft or more in northwestern Harris County. In this upper Gulf Coast region, which embraces the most heavily populated and industrialized parts of Texas, industrial and municipal water supply is obtained chiefly from wells. Largest center of ground-water withdrawal is the Houston-Baytown area, where about 200 million gallons per day was pumped in 1956 for municipal and industrial use. Other large centers of ground-water withdrawal include the Alta Loma sector and the heavily industrialized Texas City area in Galveston County, where about 23 mgd was pumped in 1956. In the Freeport area in Brazoria County about 6 mgd was pumped in 1956 for city and industrial supply. In addition to withdrawals in metropolitan districts, great quantities of ground water are supplied by irrigation wells to thousands of acres of rice. These wells are widely dispersed over many miles, principally in Harris, Waller, Fort Bend, Brazoria, and Liberty counties, and effects of pumping are not so readily noticed as in the industrial and metropolitan sectors. Subsidence: Starting with the 1905-1906 line from Smithville, Tex., to Galveston, the U. S. Coast and Geodetic Survey has extended a network of first and second-order level lines throughout the upper Gulf Coast region. In 1918, when a line was run from Sinton, Tex., to New Orleans, La., a tie was made to the 1905 leveling at Houston. In 1932-1933 a line was run from Palestine, Tex., to Houston, and a good deal of leveling was carried out in the vicinity of Houston. At this time the entire network was adjusted to the Sea Level Datum of 1929. In 1935-1936 and 1942-1943 several new lines were run and considerable releveling was performed. Supplementary adjustments were made after both the 1936 and 1943 levelings in order to reduce the elevations to the Sea Level Datum of 1929. These adjustments probably masked some of the subsidence that had occurred up to that time, although a certain amount of subsidence was noticed in the 1943 leveling. When several lines in the vicinity of Houston and Galveston were releveled in 1951, the regional nature of the subsidence became apparent.&apos; Direct comparison with the 1943 leveling was possible because the datum was not changed. Comparisons with prior leveling were unreliable because of differences in the early and subsequent datums. In 1953-1954 many lines in the region were re-leveled and in 1957 the entire network, including the elevations previously determined, was readjusted to determine the changes in elevations as indicated by various levelings between 1905 and 1953-1954. In this instance the adjusted elevations were held fixed near the boundaries of the region where the bench marks seem to have remained stable. The only sea-level connection held fixed was the connection of the 1905 leveling to the 1903-1906 tidal series at Galveston. Almost the entire region has been at least slightly affected by the subsidence, some areas to a great extent. The profiles of subsidence (Fig. 2) and the map showing the contours (Fig. 3) illustrate both regional and local changes. A large area of subsidence is centered in the Houston-Baytown district, where the maximum recorded is about 2.7 ft between 1905 and 1954. This probably falls short of the actual maximum, since land surface subsided as much as 2.5 ft in the industrial section alone between 1943 and 1954. Sub-

The problem of unsteady-state condensate-gas flow through porous media leads to a set of second-order non-linear partial differential equations. Such a set of equations is numerically solved in the case of radial two-phase flow around a well, taking into consideration both the thermodynamical properties of the fluid and the mechanical properties of the reservoir. The fluid properties, reflecting the PVT relationship of the gaseous and liquid phases, are expressed by using the partial specific masses of the two main separator products in these phases. The flow properties of the reservoir rock are expressed by the generalized Darcy&apos;s law for the liquid phase and by a quadratic relationship between the rate of flow and the pressure gradient for the gaseous phase. The numerical solution of the equations for pressure and saturation US radius and time is worked out through programs written for a computer. The evolution of bottom-hole pressures, well productivities or- deliverabilities and effluent compositions with the depletion of the reservoir is easily derived. The application to the Saharian gas-condensate field Hassi R&apos;Mel led to a better understanding of the drainage mechanism. A zone of fairly high liquid saturation develops around the wells, reducing the effective permeability, and represents a loss of condensible products in addition to the PVT-like retrograde condensation. lnside this zone, near the well, the deviation from Darcy&apos;s law for the flow of the gaseous phase governs the well deliver-ability. A back-pressure test has been computed and correlates with the field results. INTRODUCTION Two-phase flow of volatile hydrocarbons, like condensate gas or light crude oil, may be treated as the flow of a binary mixture by an arbitrary division of the chemical components into two groups. This is translated into two equations of mass continuity, which constitute a set of relation- ships for the pressure and the saturations vs the space coordinates and the time. The equations contain the laws governing the composition and the motion of the phases. The problem so defined is solved with the assumption that the compositions of the phases at any pressure are respectively the same as those observed in a PVT measuring cell under differential liberation. In a first series of computations, it was assumed that the flow obeys the generalized Darcy&apos;s law. A satisfactory representation of the retrograde condensation around the well was thus obtained. In addition, the trend toward decreasing effective permeabilities was obtained, and the computed composition of the effluent checked the laboratory values. However, it has not been possible within this basic assumption to represent the non-linear relationship between the production rate and the bottom-hole pressure drawdown as observed for gas wells in the field. Following the advice of A. Houpeurt it was decided to consider the relative permeability to gas as a function of the velocity of the gas Phase.1 The necessary physical determinations were made by E. COstaséque using a method devised by A. Houpeurt and R. Iffly. As numerical processing of the equations progressed, several difficulties were encountered which were overcome through collaboration with the computer manufacturer. This mathematical model of two-phase flow in porous media had been primarily intended for and extensively applied to the case of the Hassi R&apos;Mel gas-condensate field, operated by SN Repal for SEHR, a joint subsidiary of SN Repal and CFP (A). The programs have also found their applications to forecast the behavior of several fields in the Sahara area containing light and volatile hydrocarbons. BASIC EQUATIONS We will consider a zone in the porous reservoir where the flow properties and the in situ composition of the fluids can be assumed to be uniform. INTRODUCTION The meaning of cash flow has already been defined as after-tax earnings available for use by the corporation or business. It is therefore apparent that a significant part of mineral economic evaluation is concerned with correct and accurate computation of taxable income under existing tax laws, and the proper treatment of tax allowances and deductions. The various methods of depreciation, depletion, and amortization are all means whereby the investor can earn back or recover, before taxes are imposed, the investments made for purposes of doing business or for the production of income. Each of these three types of tax deduction are applied to different investment items such as property, equipment, buildings, research, etc. The cost of buildings, equipment, machinery, and transportation equipment are representative of capitalized business costs that must be recovered by depreciation over the life of the asset. The property investment costs of acquiring natural resources such as minerals, oil and gas, and standing timber are examples of investment costs that may be recovered by depletion. Several other capitalized business costs, such as research expenses and trademark expenses, may be recovered by amortization. The term "capitalized" means that the in- vestment cost is not deducted as an operating expense in the year that it is incurred, but is spread out over a period of years through depreciation, depletion, or amortization deductions according to lawful schedules. Of course, any capitalized cost can only be deducted once. The other costs of doing business which are not capitalized, such as labor and operating costs, are said to be "expensed," i.e., they are written off for tax purposes in the year they occur. DEPRECIATION Depreciation, according to US tax law, is a deduction from taxable income permitted as a "reasonable allowance for the exhaustion, wear and tear of property out of its use or employment in a business." The original cost of the property is the usual basis for determining depreciation. Since depreciation write-off is applied over the useful life of the asset, the first step is to determine the estimated useful life or its allowable depreciable life. These two lives may or may not be the same. No average life is applicable to all types of depreciable assets under different conditions or in different types of business. It is the taxpayer&apos;s responsibility to determine the useful life of the asset according to his own operating conditions and experience, within the guidelines set by the US Internal Revenue Service (IRS). The Class Life Depreciation Range (ADR) System permits the taxpayer to choose from a range of depreciable lives at 20% below or above the present guideline life. The second step required in calculating depreciation is to determine an estimated salvage value for the asset. The salvage value is an estimate, made at the time of acquisition, of the amount of money which can be realized by the sale of the asset at the end of its useful life. The four depreciation methods most widely used in the US are: (1) the straight-line method, (2) the declining balance method (double declining balance), (3) sum of the years - digits method, and (4) units of production method. Straight-Line Depreciation Method The straight-line depreciation method is the simplest for calculating depreciation. The depreciation for each year is determined by subtracting the estimated salvage value from the first cost of the asset and dividing the result by the years of life. The method gives equal annual deduction over the depreciable life. Salvage value equal to or less than 10% of the first cost may be ignored. The development in the laboratory of mall salt cavities illustrated that the rate at which salt dissolved was affected by the rate at which fresh water was injected into the cavity. Experiments carried out with small salt cores indicated, however, that the rate of salt removal with forced convection was not significantly different from that with natural convection, provided the flow was in the laminar range. The rate of salt removal was apparently controlled by the water salinity, which was indirectly determined by the rate at which fresh water was injected. With turbulent flow at the salt surface, the rate of salt removal could be increased several-fold with the same salinity in the cavity. A quantitative evaluation of the rate of salt removal under natural convection was attempted by using techniques developed for the analogous heat convection system. The values of the rate of salt removal obtained experimentally were considerably greater than the calculated values due to surface irregularities. To determine the effect of these irregularities, the rate of salt removal was found for a smooth surface by experimentally determining the rate of salt removal as an irregular surface developed and then extrapolating this trend back to initial time. Excellent agreement between the experimental and calculated values then were obtained. INTRODUCTION Underground cavities leached from massive salt formations have been used extensively for many years for storing LPG products. The development techniques for storing methane gases in the liquid state at a low temperature leads to speculation that underground salt cavities of controlled geometry may be quite important in this field. In any case, the increasing number of salt cavities used for storage indicates an impending need for a better knowledge of the washing process to efficiently develop maximum storage volumes within specified regions. It is the purpose of this paper to discuss some aspects of -the mechanism of the dissolution of salt in the formation of cavities of controlled geometry. Although no attempt is made to resolve the problems that may be associated with the storage of methane in the liquid state in salt formations, the fact that salt cavities can be formed at reasonable cost would appear to justify investigation in this direction. Further, underground cavities have the advantage of allowing storage at higher pressures (and hence higher temperatures) than surface installations. Although the thermal conductivity of salt is somewhat higher than frozen earths, 0.017 cal/(sec) (cm)(c) for salt at 32F vs 0.005 cal/(sec) (cm) () for ice at this temperature, this disadvantage is offset by the higher storage temperature in underground cavities. For example, at atmospheric pressure, the temperature of liquid methane would be —258F. In a storage cavity at 2,000 ft, the pressure would be approximately 1,000 psia, which would allow a storage temperature of -9OF. The formation temperature would be roughly 110F at this depth, hence the total temperature differential would be 200F. Under surface storage conditions the corresponding temperature difference would be some 333 F (75 F + 258 F). The results of this difference can be compared more readily by substituting the appropriate values of thermal conductivity, temperature difference, heat capacity and density into the solution of the diffusion equation for the unsteady linear conduction of heat. For the underground salt storage, the heat flux is 15cal/(sec) (sq cm), where t is the time in seconds from the initiation of the cooling. For the surface system, and using the thermal properties of ice at the average temperature, the corresponding figure is 21cal/(sec) (sq cm). Hence, the heat losses through ice under surface conditions would be some 30 per cent higher than the underground salt storage. This ratio would vary, considerablv. Of course, for other conditions, but it indicates that an advantage over surface facilities may be obtained by storage in underground salt cavities.

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company&apos;s responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company&apos;s expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920&apos;s, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.
