Although the work on which this paper is based was carried on by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, the first dealing with the production and marine transportation of Mcxican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue. Mexican Oil Fields Development The salient features in the development of the Mexican oil fields may be summarized as follows: 1901. First commercially productive well in Ebano field. 1902. Tehuantepee field came in; Diaz Government granted concession to Pearson & Son on practically all Federal lands along the Gulf of Mexico. 1907. First producing well in the Furbero field. 1908. Dos Bocas well caught fire, advertising tremendous productivity of Southern oil fields of Mexico.

One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

INTRODUCTION A Workshop on Hydraulic Fracturing Stress Measurements was convened by the authors in December 1981 in Monterey, California under the auspices of the U.S. Geological Survey and the U.S. National Committee on Rock Mechanics. There are now over a dozen groups of investigators around the world who are actively using the hydraulic fracturing method for making in-situ stress measurements. Because of the extensive recent experience of these different groups, the Workshop enabled forty investigators from eight countries to comprehensively assess the status of the method. Based on the presentations and discussions at the Workshop, in this paper we briefly discuss the current status of the hydraulic fracturing stress measurement method concentrating on problem areas where further research needs to be done. A complete account of the presentations at the Workshop will be available through the Proceedings of the Workshop which will be published by the U.S. National Committee on Rock Mechanics in early 1983. The most exciting aspect of the Workshop was the discovery by the various groups of investigators that others were having very similar experiences with the method. The consensus among the different groups of investigators at the Workshop was that they were recording very similar pressure-time data in the field, they were able to interpret them in similar ways, and they were achieving results that were quite encouraging because of several factors. First, the results at various locales were found to be internally quite consistent. This was reported by investigators from Germany (Rummel, Baumgartner, and Alheid, 1982), Japan (Tsukahara, 1982), Australia (Enever, 1982), and the U.S. (see, for example, Haimson, 1978, 1982a; Zoback

R. S. Shoemaker: Our first question is, is there a need for a grizzly before a primary crusher? What is its effect on crusher capacity and crusher maintenance? Is it worth the extra capital cost in a crusher installation? Vincent: ASARCO has a grizzly at Mission. Utah Copper uses grizzlies ahead of their gyratories. There is some quite abrasive ore at Mission, an argillite type of rock, which has a work index of 16.5 to 20, which is getting up toward the taconite classification. We get a life of 12- 16 million tons per set of concaves or per mantle with the grizzly ahead of the crusher. At Duval Corp., some 6 miles to the south of Mission, their crusher installation on a good, hard rock does not have a grizzly, and the last information I had is they get a life of about 2 ½ -3 million tons on their mantle and concave. At Silver Bell, our other copper unit in Arizona, they do not have a grizzly ahead of the gyratory and there they get a life of about 5-6 million tons. At Utah Copper, which we all know is a fairly soft ore, relatively speaking, they get a life of 24-27 million tons with grizzlies ahead of the crushers. I think a grizzly has a very definite effect on the life of the mantle and the concaves. As far as a jaw crusher is concerned, I think that usually it is desirable to have a grizzly if it is properly designed, which means it is self- cleaning. Otherwise I would not like to see one in the circuit.

The purpose of this book is to present the practical side of economic geology concisely and in convenient form; established facts and the applications of accepted views are emphasized; theoretical discussions and questions of genesis are avoided. Coal, iron, and placer deposits are omitted; they are subjects of specialized study that are fully and concisely treated in other works. The reader is assumed to possess a knowledge of mineralogy, petrography, and elementary geology. The arrangement adopted is based on Kemp's theory of magmatic waters, on Lindgren's conclusions on hydrothermal and secondary alterations, and on the theories of secondary enrichment enunciated by Emmons and Weed. No general classification of ore deposits is attempted, nor is any attempt made to fill by hypothesis the wide gaps, nor to explain the apparent contradictions that rank economic geology among the most inexact of sciences. The present knowledge of the subject is too incomplete to warrant such broad generalizations. The demand for good properties generally exceeds the supply. While mines of the first rank will undoubtedly be discovered from time to time, it is probably true that a great proportion of deposits having outcrops of commercial grade or of evident promise have been recognized and explored. A review of mining conditions over long periods shows that the rich discoveries belong to pioneer days, and that as time goes on the more important developments are the result of lower working costs, improved metallurgical processes, and an increasing knowledge of economic geology. As engineers in search of developed mines no longer expect to find properties having positive ore of greater net value than the price asked, so those in search of prospects should not expect to

Until about 1930, the universal practice of horizontal-retort zinc smelters in the United States, as far as the writers are aware, was to operate the retort furnaces on a 24-hr cycle; that is, the retorts were charged in the early morning of one day, and in the early morning of the following day the residues were cleaned out, the retorts recharged, and a new cycle started. During the business depression of the early thirties, zinc production fell off to the extent that zinc smelters had idle retort capacity. Rather than continue to run some of the retort furnaces on a 24-hr cycle and shut down the remainder, a few companies decided to try out a longer cycle. Although the output of zinc per retort per day is lower, the longer cycle permits a larger charge per retort and improved zinc recovery. Advantages of the longer cycle were soon evident, and the practice spread rapidly. Various lengths of cycle were used, typical examples being 28-hr, 32-hr, 36-hr, and 48-hr. The 48-hr cycle fits in best with the standard routine of smelter practice that was built up on the basis of the 24-hr cycle; that is, the retort furnace "maneuver" always comes at the same time of day, and can be performed in the cool hours of the early morning. Under some conditions, particularly in some of the older plants, where the retorts are smaller than in newer plants, a 48-hr cycle is longer than necessary, and some intermediate length of cycle may theoretically be most economical. Use of an intermediate cycle, however, means that the maneuver comes at different times on consecutive days, and that sometimes it comes during the hottest part of the day. The work on the retort furnaces is extremely hot and arduous at best, and it is much worse, of course, if it is done during the heat of a summer day. When labor was plentiful and tractable, many plants were able to operate on cycles of intermediate length, but the workmen did not like the working hours. Under present labor conditions, it is hardly practicable to operate with a cycle of intermediate length, so the choice has narrowed down to the alternatives of 24-hr or 48-hr cycles. In any discussion of economics, too comprehensive generalization is not warranted, because local conditions affecting economics vary greatly. The best economic practice at one plant at any given time may be uneconomical at another plant, or even at the same plant at another time. To determine the length of cycle that is the better practice at a given plant at a given time requires a weighing of the advantages and disadvantages of each cycle, taking into consideration all the local conditions. some of the factors that must be considered in making the comparison are discussed briefly in the following paragraphs.

This paper is a companion piece to the description of the electrothermic process that begins on page 141. It will be confined to a brief story of the development. of the Weaton-Najarian vacuum condenserf at this plant, together with up-to-date design and operating data. The Josephtown smelter was designed primarily for production of zinc oxide. However, the development of a method for production of zinc metal had always been under consideration, and accordingly one of the original eight units of the elcctro-thermic furnaces built in 1930 was set up to produce metal. The design of this furnace was identical with that of the oxide furnaces except that in place of oxide tewels opening into oxide manifolds, conventional conical clay condensers—similar to condensers used in horizontal retort smelting—were installed around the periphery of the furnace and in several tiers vertically for condensing the zinc vapors. The early experimental work in trying to condense zinc out of the mixtures of zinc vapor and carbon monoxide gas from the electrothermic furnaces indicated that, while the gases from electrothermic smelting would condense in surface-type condensers, the formation of blue powder was excessive and condenser efficiency low. Furthermore, operating a large unit of electric furnace with several hundred small condensers, with attendant high labor cost and unfavorable operating conditions, did not appeal to us. We also realized that a single unit of surface condenser capable of condensing 12 torg tons of metal per day would be of huge dimensions and possibly difficult of control. So we took as our aim the development of a method whereby a single condenser unit of reasonable dimensions would condense zinc, in one step, from the large volume of gases that the electric furnaces produced. We set about searching for knowledge on zinc metallurgy and design of zinc condensers in particular. Our study of the prior art focused our attention on the oft-repeated statement by earlier experimenters, that the most efficient way to condense metallic vapors, such as zinc vapors, was to bring the vapors into "intimate contact" with molten metal; but the methods offered for securing this "intimate contact" in any practical manner left much to the imagination. We were handicapped by not having some-one on the Josephtown smelter staff who could lay claim to being an expert zinc metallurgist and could give guidance from actual experience on the practicability of various schemes that haunted our imagination. Laboratory Experiments However, we had an expert ex-steam engineer in the person of George I?. Weaton, manager of the Josephtown smelter, who had had long experience with steam-jet condensers and would reiterate his belief at every opportunity that the logical and the most efficient way to condense zinc would be with a jet-type condenser. In the introduction to an excellent pamphlet, John Gross' makes the following statements: Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere. Realizing the situation, the Milling Committee of the American Institute of Mining and Metallurgical Engineers, through its secretary, E. A. Hersam, studied the milling industry and, because of the apparently hopeless lack of agreement in the Kick versus Rittinger dispute (5, 13, 14, 16, 18. 19. 21, 22, 23, 24, 30, 34). concluded that a foundation lor the theory of crushing was of primary importance. The numbers in the paragraph quoted refer to papers listed by Mr. Gross in his Bibliography on Crushing and Grinding.I One is obliged to infer that these papers show "hopeless lack of agreement in the Kick versus Rittinger dispute." No. 22 is a paper by Arthur 0. Gates2 and No. 23 is one by the writer.3 Employing the subject matter contained in papers Nos. 22 and 232,3 the writer will show that their authors formulated identical conclusions, based solely on experimental evidence. Exactly the same defect in the Stadler hypothesis was described in each of the two papers, although entirely different experimental methods were employed in uncovering it. Both of the authors, independently, formulated the conclusion that Rittinger's was a true hypothesis and Stadler's false. The evidence in a third paper4 will be employed to prove that Stadler's hypothesis, when examined experimentally, is worthless. Stadler's Hypothesis Worthless It is the writer's opinion that the evidence available in 1915 and the corroborating evidence in 1916 was amply sufficient to eliminate the need for any further consideration of Stadler's hypothesis. Certainly the evidence produced in 1918 dealt this hypothesis its coup de grace. It follows, therefore, that in the year 1918 there was only one credible hypothesis left—the Rittinger hypothesis. Gates' Opinion What information is available in Mr. Gates' paper?2 His conclusions are not consecutively summarized, none the less they are perfectly clear. On page 876, Gates says, and it is a very significant utterance: But my results show, among other things. that many more of Stadler's energy units are obtained per foot-pound-applied in coarse than in finc crushing. This suggests a doubt as to the correctness of his unit, since one would expect a foot-pound-applied to produce the same number of "energy units," whether the feed and resulting product were coarse or fine. The problem of properly controlling the movements of underground trains in the Emma Nevada and Morris Brooks workings of the Consolidated Coppermines Corporation of Kimberly, Nev., became more complex as the rate of production increased. Ore from these mines, which are connected through a 7000-ft. single-track haulageway (Fig. I), is hoisted through the Emma Nevada shalt. All production to date has been from one level. Because of heavy ground, even on the main haulage horizon, experience has shown that it is necessary to have a minimum cross section in the drifts, thus making it impractical to have a double track system. In 1937, production was 3000 tons per day; in 1938 it was increased to 6000 tons per day and in 1940 to 9000 tons per day. Each increase necessitated a revision in the method of controlling the underground traffic. In 1937 the tramming signal system consisted of a few signal lights in the main haulage drift. These lights were two 100-watt bulbs in a metal box that had one green and one red lens on each side. The box was mounted on the underside of a drift cap timber and could be seen For a considerable distance. The lights were so arranged that all boxes showed either red or green at the same time and all were controlled by a magnetic contactor at the entrance to each lateral drift. When the lights showed green, the main haulage was clear of traffic and a train could enter it. As the motor entered the main haulage drift, the motorman pulled the cord of the magnetic contactor switch, thus changing all the main haulage lights to red, which indicated that no other train could use the main haulage until the first train had turned into a lateral drift. When a train left the main line, its motorman pulled the cord connected with the magnetic contactors, causing the haulage lights to show green again. This arrangement permitted only one train at a time to use the main haulage and thus limited the number of train trips per shift, but it was satisfactory when the ore handled was only 3000 tons per day. Second SystEM Installed With a gradual increase in production it became necessary to place a train dispatcher in charge of all trains. He controlled their movements orally, giving his orders direct or by mine phone, instructing them where to load, when to leave for the station and when to return. His objective was to group several trains traveling in the same direction. Because of the human element involved, some mistakes were made. The danger of a serious collision was always possible. There was a 90° turn and curve in the underground haulageway, therefore travel in this section was always dangerous if mistakes were made in directing traffic. record with the Royal Flying Corps was considered a remarkable one, for he was at the front within two months of the date on which he was granted a commission, during which interval he took the prescribed technical course at Oxford, and aviation training at Netheravon and Bristol. On Sept. 14, 1916, he took his first flight over the German lines, when his engine stalled and he had to volplane down, fortunately landing on the French side of the lines. On Sept. 16, he went over the lines with six others, and not returning immediately with the others, was lost. He tried to make for the sea and come back following the course of a river, but when he did descend he found that he was 60 miles west of Paris and 100 miles south of his lines. He flew over to Paris and stayed there for the night, going back to his squadron the next morning. Then on Oct. 4, he was sent up at night for the first time, and in making a landing he passed the flares just as he struck the ground, which put him in total darkness. He struck something and his machine turned a complete somersault, which accident put him in the hospital for ten days. In December, 1916, he left the 21st Squadron and was transferred to the 24th, as the 21st was made an Artillery Squadron and he preferred to remain a fighting scout. In the same month, he was made Acting Flight Commander for about 6 weeks, and about April 3, 1917, his rank of Flight Commander was confirmed. The beginning of May he started to introduce a number of new machines for his squadron, these being of an entirely new type. On May 19, he was up with one of the machines in the evening, practising sharp turns and dives, when the wings suddenly crumpled up and he fell 700 ft., being killed instantly. He was buried in a French Cemetry at Monchy Lagache about 8 miles southeast of Perronne, and about 25 miles east of Amiens. Sergeant Herbert Moore Harbach Herbert Moore Harbach was born in Lebanon, Pa., Apr. 4, 1891, graduated from the Lebanon High School in 1911, and entered State College from which he received his degree of Bachelor of Science in Metallurgical Engineering in 1915. He was employed by the Lackawanna Iron Co., at Buffalo, W. Y., and was later transferred to their Lebanon plant to start up the newly erected benzol plant. He was later made foreman of the coke ovens, which position he held after it was bought by the Bethlehem Steel Co., and until he enlisted in the service of his country in September, 1917. He was stationed at Camp Meade, Md., until the spring of 1918, when he was transferred to the C. W.

Prior to World War 11, approximately 500 tons per day, or one-third of the ore being shipped to the Golden Cycle Mill at Colorado Springs, Colo., from the Cripple Creek district, was being treated in the flotation plant. The remaining 1000 tons, along with the flotation concentrates, received the usual roasting and cyanide treatment. Since it was not possible to make a disposable tailing on the general run of Cripple Creek ores by flotation alone, it was necessary to treat the flotation tailings by cyanidation, along with the roasted ore. By this treatment, an overall economical tailing could be made. The gold ores from the cripple creek district are the highly siliceous sulphotel-lurides with approximately 3 pet total sulphides. In the lower grade ores most of the values are found in very finely disseminated pyrite. In some of the higher grade ores the tellurides, calaverite and sylvanite, can be recognized. After several years of floating cripple Creek gold ores, having a very low mineral content, it was concluded that this type of ore required a type of flotation machine that would give a rather violent aeration and agitation. This action produced a fairly deep froth column which contained not only the free mineral, principally pyrite, but also most of the middling product; this was most essential in producing a low grade tailing by flotation alone that could be discarded to waste. After investigating most of the current types of flotation machines, it was decided to convert to the Fagergren type. During World War 11, the flotation plant was modified to handle lead and zinc ores. The treatment of these ores was carried on until April 1946. At this time the flotation plant was again reconverted to handle the Cripple Creek ores. Selecting Ores for Flotation During the period of reconversion a considerable amount of experimental work was carried on in the laboratory to determine if a disposable tailing could be made by flotation alone, on certain selected Ores from the Cripple Creek district. It was found that most of the dump Ores and a few of the low grade mine ores could be treated by this method with very satisfactory results. After the preliminary test work in the laboratory, it was decided to carry on further work On a plant-size scale to see if similar results could be obtained. On April 15, 1946, a part of the plant was put into operation as a pilot plant. The various ores that had been found suitable for treatment by this method in the laboratory, were run through the pilot plant at the rate of 200 tons per day for a period of several months. Results were so encouraging that it was decided to put the plant in full-scale operation. Since that time plant capacity has been the from 500 to 1000 tons per day. A theoretical treatment of austenitic Fe-C-Z solutions (where Z represents a substitutional solute) was developed by extending a solution model which was previously applied to austenitic Fe-C alloys. The model assumes that each carbon atom in the solution excludes H interstitial sites from occupancy by other carbon atoms rmd thai otherwise the assembly of carbon atoms is equivalent to a modified Langmuir lattice gas. The results of the treatment provide theoretical justification for a phenomenological expression previously developed to represent the influence of substitutional solutes on the thernlodynamics of carbon in austenitic Fe-C-Z alloys. The expression is: where Kz is a parameter which characterizes the Fe-C-Z system at a given temperature and Xz and xj are the concentrations of substitutional solute and interstitial carbon expressed as atom ratios. The parameter, Kz, was associated with the differ- A number of investigators have measured the influence of various substitutional solutes on the carbon activity in austenitic Fe-C-Z alloys, where Z represents any substitutional solute. Experimental information is available for alloys containing the following substitutional solutes: Mn,' Si,' Ni,2-5 CO,'-', Cr,5, 9-11 CU,4 Al,= v,11, 12 and Ti.13 This information is essential for studying many phenomena in Fe-C-Z alloys, particularly diffusion and diffusion-controlled phase transformations For example the pffprts nf various ence between the interaction energies between carbon atorns and host-lattice atoms in the Fe-C-Z solution and the corresponding energies for the Fe-C solution. The carbon activity in a ternary Fe-C-Z alloy, ac, was obtained in terms of the composition of the alloy and the single parameter, Kz: where y° is the Henry's law constant for the binary Fe-C solution. Both y° and H crm be determined from the data for Fe-C solutions, without recourse to any experimental data for Fe-C-Z solutions. The theoretical treatment was extended to alloys containing several substitutional solutes. By neglecting interactions between the substitutional solutes, an expression for the carbon activity in multicomponent alloys was obtained in terms of the Kz values characterizing ternary Fe-C-Z systems. substitutional solutes on the rate of pearlite growth is explained14 on the basis of their effects on carbon diffusion, which result from their influences on the carbon activity in the solid phases. In addition, recent studies have emphasized the dependence of the pro-eutectoid ferrite transformation15 and other diffusional processes in austenite16 on the influence of substitutional solutes on the carbon activity in austenite. They have indicated the need for suitable analytical expressions to represent such influences. The present authors previously developed general phenomenological expressions to represent the equilibrium partitioning of carbon between Fe-C alloys and Fe-C-Z alloys.'2 The expressions are applicable to all the austenitic Fe-C-Z alloys for which experimental data are available, and are sufficiently simple to recommend their general application. A week-long educational program and two-day symposium on applying the fluidizing reactor to the minerals industry drew more than 100 engineers to the University of Arizona at Tucson several weeks ago. The educational program, intended for engineers who will work closely with the reactor, attracted registrants from all sections of the U. S. and Canada. Meeting at the College of Mines on February 23 for a full week of intensive classwork, the engineers ploughed in with enthusiasm. Eight hours daily of lectures and laboratory work were followed by a generous helping of homework supplied by Professor Sigmund L. Smith, who directed the course. The study program was completed on Friday and the following Monday marked the start of a symposium of technical papers covering a wide variety of operations and new ideas.

WE vote this month without knowledge of either major presidential candidates' position on mineral problems. Too long have we kept our own counsel, turned our backs on the public. Certainly we must formulate policies upon which we may unite in industry council, but implementation of these by legislative bodies requires popular understanding, if not support. The earth and its resources are the province of the miner and the farmer but beyond this, and the basic need of the economy for both, the similarity ends. In this election year the disparity between the poll strength of these two fundamental callings is apparent. While both candidates have found it essential to incorporate a farm plank in their platforms, mining has been neglected as not being a basic issue. If this gives the mining fraternity the advantage of voting objectively, it also leaves the general public in the dark as to the attitude of the candidate on a basic issue. It is an issue on which depends the future of the nation, but, unfortunately, the public is not aware of its own vital stake in mining. Thus election time brings with it a fresh example of the evils of automatic lawn sprinkling-a long standing peeve of ours. Back in the days of the hand-held sprinkling hose in the intimacy of the twilight the mining man had the opportunity to unburden himself on the problems of mining to his neighbor who might be a doctor, lawyer, or accountant. With the encroachment of mechanized sprinkling, yet another forum for the indoctrination of the layman into the significance of mining has disappeared. Familiarizing your neighbors with mining in the lawn sprinkling societies of yesteryear was the individual's contribution to public relations for mining. The corporations can use educational advertising in popular magazines as is practiced by such companies as Kennecott. The AIME can play an important part by providing career guidance information on the mineral industries. We offer the suggestion to the American Min¬ing Congress, that the splendid exhibitions of mining machinery featured in alternate years for metal and coal mining, respectively, might be opened to the general public one night during the week of the show. Newspaper publicity would add greatly to the public's interest in such an opportunity. Power for the public is considered a vote-getter and no candidate has neglected to make his stand on this subject. Is the price of the kilowatt in the home of greater importance to the voter than the price of the metal durable goods which he purchases every year? Not really, but the voter thinks so. Mining has as much sales appeal as 'potatoes or kilowatts if presented in the proper way. We suggest that a little hand lawn sprinkling by the right people in the right places would produce an abundance of publicity which would give Mr. and Mrs. American something new to expect from their representatives-a vigilance over the flowering of their mining industry.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties. Many of these small companies don't have the financial resources to pay for development costs from their own funds and frequently they do not even have the financial strength to permit them to borrow the money needed for development. A project financing can sometimes be arranged in such a way as to solve this dilemma. A typical project financing will not provide the answer to the "little guy's" problem because most project financings require that the sponsors of the project provide completion undertakings and sometimes other undertakings. These undertakings are often a prerequisite to obtaining financing, and if the sponsor is not financially strong enough to provide the comfort that the lenders require, then the sponsor will have difficulty obtaining financing no matter what undertakings are offered. However, with a little imagination and the right set of circumstances, a project financing can sometimes provide the solution to the small mining company's problem. The Strathcona Sound Project is unusually suited as a case study because the sponsor, Mineral Resources International Limited,(MRI) was able to arrange a project financing for the development of the project even though the lenders probably would not have been willing to loan a similar amount of money direct to MRI based on the full faith and credit of MRI's balance sheet. The way that MRI was able to arrange this financing makes for an interesting story. THE CASE In early 1974, MRI owned 100% of a small to medium sized zinc - lead - silver massive sulfide deposit (Property) located 475 miles north of the Arctic Circle less than two miles from deep water on Strathcona Sound which is a shipping zone in the Canadian Arctic. The Property was situated at a desolate location except for an Eskimo settlement (Arctic Bay) which was about 20 miles west of the Property. In other words, the project required that complete infrastructure would need to be installed in this far northern location. Independent reserve and feasibility studies (Study) had been completed on the Property which confirmed a total of 6,825,000 tons of reserves classified and summarized as shown below on Table I: [ ] These reserves were based on 229 diamond drill holes totalling 58,909 feet and were established on a cut-off grade of 7% zinc and a minimum mining height of seven feet. The overall mining recovery rate was estimated at not less than 85% and not more than 90%. The feasibility study indicated that it would cost an estimated $45,044,000 to develop an underground mine, a concentrator, a town-site, a power plant, storage facility, loading dock, a tailings disposal area and an airstrip on the Property with an annual capacity of 525,000 tons of ore per year. The construction period was expected to take two years and projected capital costs were broken down as set forth below on Table II:
