At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

On April 2 and 3, 1970, more than 100 geologists attended the Sixth Annual Forum on Geology of Industrial Minerals at Ann Arbor, Mich. After this brief appearance, the Forum apparently ceased to exist- but it didn't really, and another spring will see it again in action, in another corner of the country. The organization might be characterized as the country's largest permanent floating conference on the geology of industrial minerals. What is the Forum, where did it come from, and what is it up to? The idea originated in 1964 with a small group in the Department of Geology at Ohio State University, Columbus. This group felt that a forum was needed for the exchange of geologic information on industrial rocks and minerals. They envisioned an approach-which has subsequently been adhered to--that would be dominated neither by geological academics interested in theoretical problems nor by practical engineers concerned with processing large tonnages of rock. It was proposed to focus attention on the middle part of the spectrum, especially on practical problems of geological occurrence and how these problems affect extraction and use. In terms of the standard rock-products flow sheet, which starts with a truck unloading into the primary crusher beneath the words 'from quarry,' it was proposed to focus geological attention on what is beyond the primary crusher, out in the quarry.

A survey of the status of ore dressing in 19231 placed particular stress on the need of research in the crushing and grinding of ore, especially on the need for a method of measuring the surface of the products obtained in crushing and grinding and for fundamental data on the law of crushing, in order that intelligent conclusions may be drawn from actual crushing or grinding experiments. There has been no satisfactory means of determining the surface of crushed products. The results have been judged entirely by the amount of the various sizes produced, based on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns, a method which could give only a general idea of what had been accomplished. The fact that the long controversy between the followers of Kick and of Rittinger has resulted in no accepted conclusion is evidence of the need for fundamental data on the crushing law. Some Methods of Measuring Surface of Particles A dissolution method was used by Wolff to measure surfaces of glass powder. A mixture of sodium carbonate and sodium hydroxide was the solvent and the amount of glass dissolved in two hours from the powder was compared with that dissolved from a glass plate.2 Lately Herbert F. Kriege has used the dissolution method in determining surface of calcite and limestone.3 Dr. Geoffrey Martin and his coworkers in England have also used a dissolution method to determine surface on quartz. They compared the amount of quartz dissolved from the sample in one hour by a hydrofluoric acid solution with the amount dissolved from a measured quartz

The author maintains that selectivity in flotation depends in part on differences in rates of flotation. The rate of flotation should be directly proportional to the frequency of particle-bubble collisions. In this paper, it is suggested that floatable particles of the mineral must be distinguished from nonfloatable particles. Success in flotation is entirely a matter of selectivity. All minerals can be made to float. The problem is to make one mineral float and leave the others in the tails. For a typical ore, with all minerals naturally hydro-philic, a collector which is adsorbed by only one mineral and not at all by the others would give perfect separations. The hydrophobic, collector-coated mineral would separate cleanly from the remaining minerals. In practice, no such highly specific reagents are known. All standard collectors adsorb on most minerals to some extent, and selectivity then becomes a matter of extent of adsorption rather than adsorption on some minerals and not on others. Flotation is therefore a compromise process: if enough reagent is used to float all the desired mineral, the concentrate will be low grade; conversely, high grade concentrates can be attained only at low recovery. With many minerals coated with collector to varying degrees, selectivity appears to depend in part on each mineral floating at a different rate. The study of flotation kinetics is therefore a basic requirement to quantitative understanding of the process. THE second blast furnace of the Azov steel mill was blown in on Feb. 17, says the Economic Review of the Soviet Union. This furnace, the 111th in the U. S. S. R., has a volume of 930 cubic meters, and a daily output of 775 tons of pig iron. The 1934 program at the Azov plant includes three 250-ton-open-hearth furnaces, two coke-oven batteries, a repair shop, mine and agglomeration plant at Gamysh-Burum, and two ports, one at the latter town and one at Mariupol. On Feb. 21 the sixth open-hearth furnace of the Stalinsk (Kuznetsk) mill started operations; on Feb. 12 the fourth open-hearth furnace at the Liebknecht mill at Dniepropetrovsk, produced its, first steel, 47 tons of high-grade boring steel. In view of various papers and discussion.;, at recent meetings of the Institute, upon testing, methods of testing, inspectors, inspection and specifications, it has occurred to me that my experience of some fifteen years, in the making and enforcement of specifications, in connection with the Motive Power Department of the Pennsylvania Railroad, might give some value to the few suggestions offered in this paper. There is friction, not to say antagonism, between the producers and the consumers of structural materials. On the one hand, the producers complain of the severity of inspection, or the lack of knowledge and want of good judgment on the part of inspectors, and, indeed, have gone so far as to suggest the abolition of the whole scheme of inspecting and testing materials. The selection of centrifugal pumps for mill discharge duty should be based on the total circuit concept. The practice of operating the mill circuit based on limitation of the pump can result in losses in one day which would offset the pump cost. Operating data from 25 grinding circuits have been reviewed and comparative results on added mill capacity have established advantages far beyond the less significant maintenance costs with increased circulating load and better cyclone operation. Mill discharge pumps should be selected on the following basis: i) Best available design for wear performance ii) Size to provide best economic life iii) Liner material best suited to circuit conditions Pump efficiency is a secondary consideration because power consumed by pumps is small compared to mill power input. Energy dissipated in mill pumps is contributing to comminution of ore.

Rapid depletion of the world's mineral deposits combined with the expanding demand for metals places great pressure on our ability to provide technologically and economically feasible processes to recover greater amounts of metals from progressively lower grade sources. Chemical mining is one area in which expanding research and development can provide new processes or refinements to existing ones. These new techniques could result in increased production of metals from materials now considered uneconomic to process by current technology. To mine by chemicals requires the interaction of such disciplines as hydrometallurgy, microbiology, chemistry (both organic and inorganic), fluid flow, mineralogy, geology, and of course, economics. One of the least understood areas but one which may end up being an essential part of any chemical mining process is microbiology, i.e., the role of microorganisms in altering minerals and metals in solution.

DURING recent years thermal drying of fine coal has increased at a tremendous rate, but very little discussion of the several excellent units has found its way into print. This is particularly true for operating and maintenance costs, and the operator who is faced with his first fine coal drying installation must depend chiefly on hearsay when trying to determine what his drying costs will be. This article presents the maintenance and operating costs for the seven drying units now installed in preparation plants of Pittsburgh Consolidation Coal Co. and lists other cost information that should be obtained before any particular drying unit is selected. Plant Description: The fine coal drying section of Plant A consists of four Flash driers operating on two furnaces equipped with spreader stokers. Plant B has one Flash drier operating (together with a screen-type coarse coal drier) on one furnace equipped with a spreader stoker. Plant C has two Cascade-type driers operating on a single furnace with a spreader stoker. Plant Costs: Tables I, 11, and III present the cost of operating these units as reported by the individ- ual plants. As can be seen, the labor rates vary, depending on the amount of overtime paid and the time interval the cost figures cover. There is considerable variation in thermal units used and in the value given to the thermal units at the particular mine. There is some difference in power costs at a given location and, finally, the power costs of conveyors leading to the drying plants were included in some cases. Maintenance supply costs are simply a tabulation of the cost of all supplies used on the driers, furnaces, and stokers. Depreciation is not included, and the tables omit items such as supervision, plant cleanup, oiling, general maintenance, taxes, and insurance. These tables in themselves do not offer a true comparison of costs. This information must be reduced to some common basis. But what is this common basis to be? A mine operator must calculate his overall mine and preparation plant costs in terms of tons of clean coal sold. Unit costs on pieces of equipment within a given plant are correctly calculated on the same basis. However, when unit costs are compared between one plant and another, some thought must be given to unit design. This reasoning is similar to the old argument concerning i solid bowl vs basket-type centrifuges—the units themselves are not directly comparable without their supporting equipment. InveStIgations into the possibilities of economically mining and concentrating low-grade iron ores of the Lake Superior region are attracting increasing attention. Among the organizations that are carrying on the work are the United States Bureau of Mines, the State of Minnesota (which spends about $80,000 annually on problems of the iron and ferroalloy ores of Minnesota), and the State of Michigan (which spends about $10,000 annually of its iron-ore research). Several of the mining companies are also financing research. Of the states in the Lake Superior district, Minnesota has done most in iron-ore concentration. In 1930, thirty-seven concentrating plants were in operation on the Mesabi Range, beneficiating about one-third of the total ore shipped. About one-half of these plants reduced silica; the others reduced moisture or improved the structure of the ore.' Research into the possibilities of magnetic concentration of the Eastern Mesabi magnetite ores indicates that vast tonnages of that ore may be utilized at a profit in the not distant future. Magnetic concentration has also been tried at Sellwood, Ontario, on the Moose Mountain deposit, and at the Berkshire mine in Wisconsin on the magnetic ores of the Western Gogebic Range. There have been few attempts to concentrate Michigan iron ores. In order to determine the possibilities of such concentration, iron-ore research has been carried on at the Michigan College of Mining and Technology for the past few years. After a general survey of the iron ores of the state, a program of more detailed experimentation was outlined, starting with work on the Ironwood formation of the Gogebic Range. The results of this research led to the belief that gravity methods will produce fairly satisfactory concentrates from the parts of the iron formation that are made up of comparatively thick alternating beds of rather high-grade ore and lean chert. Minerals are mined as a one-time crop, and the processing of one ton of ore results in there being one ton less to be recovered from the deposit. Although some minerals occur in greater abundance than others, they are to a greater or lesser degree exhaustible. Depletion Allowances One of the distinctive features of the mineral industries is the allowance for depletion. The depletion allowance is a much maligned and misunderstood principal of our tax structure. Although imperfect in design, it has nevertheless served as a constructive incentive for the development and expansion of the minerals industry.

Rock-mass fracturing was measured on oriented drill core and along scanlines in three mines extracting mineralized porphyry deposits. Fracture families identified in the core were consistent with those found along scanlines, but fracture frequency in the core was twice that measured along scanlines. The excess fractures, which occur within 45º of a right angle to the core, apparently are produced during drilling, which implies that fracture spacing in drill core is an ambiguous quantity dependent on the drilling procedures, on the orientation and cohesion of the planes of weakness, and on the actual fractures present in the rock mass.

IN making comparisons of steel industries, one country with another, the convenient common denominator is annual capacity to make raw steel in the form of ingots. It is always necessary, however, to remember that there are different methods of figuring such capacity. For most countries no official figures on capacity are available, and the only authentic data on production are now six or eight years old. But in spite of those limitations on the accuracy of statistical comparisons, any flaws in the figures are probably not serious enough to alter materially the larger conclusions which may be drawn from them.

IN the zinc smelting industry the year 1947 seems to have been one of putting one's house in order rather than one of any material technical development or radical change in operating conditions. Labor generally has been in better supply but several plants report a scarcity of skilled workmen. Some plants continue to operate on the basis of a six-day week and will probably continue to do so until labor is more plentiful. Only one plant is known to have operated on a curtailed basis because of labor shortage, but here the difficulty was lack of proper housing facilities. Necessary materials and equipment for much-needed maintenance and modernization have been in short supply so these programs have often been delayed. Laborsaving devices of the "Payloader" type have been more generally used for handling materials. Slab zinc production was discontinued during the last months of the year at Danville, 111. and at Langeloth, Pa. Both of these plants used the Hegeler type of furnaces fired with producer gas. FOREWORD THE A. I. M. E. Subcommittee on Bituminous Mining has been trying for several years to secure the information that was collected by the Marquette Cement Manufacturing Co. on the subsidence of its property caused by mining coal beneath it. The Marquette company was willing to have these data used, but it was impossible to obtain them because the records had been filed away. About two years ago these records became available and the engineering data presented herewith were compiled from them by R. L. Auchmuty, assisted by L. E. Young, who was connected with the collection of the information. On account of the cost, it is impossible to reproduce all of the data here, although the original information is on file with the records of the Committee on Ground Movement and Subsidence. The accompanying charts show representative and average data and give only the engineering information with enough description to tell how it was obtained.
