AT the last meeting of the Institute, Mr. A. L. Holley read a paper on "Steel," in which he proposes for it a definition so opposed to the one generally received, as to call for some remarks. Until within the last five or six years there has been no dispute on the subject, and it seems worth while to investigate the matter. For not only does a proper tax on all importations depend on a proper appreciation of the term steel, but it is necessary to know whether steel, or wrought-iron, or homogeneous iron are requisite in all processes of manufacture in which malleable iron is employed, on account of cost, strength, etc. Karsteu* says : " Iron may be obtained, either as an unforgeable, unweldable metal, which melts at a high heat, termed cast-iron; or as a ductile, weldable, soft metal, which can only be melted at the * Karsten, Handbuch der Eisenhüttenkunde, 3d ed., vol. i, p. 6. A SURVEY of the status of ore dressing in 19231 placed particular stress on the need of research in the crushing and grinding of ore, especially on the need for a method of measuring the surface of the products obtained in crushing and grinding, and for fundamental data on the law of crushing, in order that intelligent conclusions may be drawn from actual crushing or grinding experiments. There has been no satisfactory means of determining the surface of crushed products. The results have been judged entirely by the amount of the various sizes produced, based on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns, a method which could give only a general idea of what had been accomplished. The fact that the long controversy between the followers of Kick and of Rittinger has resulted in no accepted conclusion is evidence of the need for fundamental data on the crushing law.

Commonly accepted maintenance methods are being outdated by the rapid acceptance and use of more complicated hydraulic circuitry on modern mining equipment. It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. It has, therefore, placed the maintenance programs in the position of being required to alleviate equipment malfunctions on production shifts and still attain the maximum unit life from each component part. Ireland mine of Hanna Coal Co., which operates two production shifts and one maintenance shift per day, performs hydraulic maintenance with a plan that is geared to assure the bulk of work being handled on the midnight or maintenance shift. Production is thus allowed to continue without interruption from major hydraulic component malfunction. The plan is called selective maintenance because the specific part to be worked on and the time the work is to be accomplished are selected according to a definite plan.

Interaction of sulfide minerals and native metals I with reagents in flotation is largely determined by particle-surface changes resulting from action of the medium and dissolved gases. A number of early studies were devoted to the selective action of various gases on minerals.' Mc-Lachlan' paid attention to oxygen as the most active gas affecting flotation properties of sulfide minerals. Opposing views were expressed concerning the influence of sulfide oxidation on xanthate flotation: Taggart3 recognized the positive influence of oxygen, and I. W. Wark4 rejected it. Shvedovh ffered the hypothesis of partial oxidation. As to the influence of such gases as hydrogen" and carbon dioxide on mineral floatability, opinions also differed. Petroleum has been found in Russia in various localities from north to south, as may be seen from the list given below: (a) In the basin of the Petchora river, Northern Russia. (b) In the basin of the Volga river, in the governments of Samara and Saratoff. (c) In the government of Astrakhan and in the Uralsk territory, close to the northern and eastern coast of the Caspian sea. (d) At Grozny in Northeastern Caucasus. (e) In the Daghestan territory, Eastern Caucasus, on the Caspian sea. (f) On the Apsheron peninsula (Baku and other districts) close to the Caspian sea shore. (g) On the island of Tcheleken in the caspiah sea, also on the island of Sviatoi. (h) In the Transcaspian territory on the Neftianaia Gora (Oil hill) and on the surrounding hills. (i) In the Ferghana valley in Russian Central Asia. (j) On the Kertch-and Taman peninsulas on the Black sea. (k) In Siberia it has been discovered in the Transbaikal territory and on the island of Sakhalin.. ' ' In the above-mentioned districts petroleum has been found to exist under different geological conditions and to vary in its chemical and physical properties. At the present time petroleum is produced in Russia at Baku, Grozny, on the island of Tcheleken, in the Ferghana district, and in the Uralsk territory. The yearly production in 1912 throughout the Russian Empire amounted to 69,400,000 barrels, of which the Baku fields were responsible for 52,000,000 barrels. This shows that the Balm fields on the Apsheron peninsula are the chief oil-producing centers in Russia, being at the same time the oldest of all our oil fields. In this paper I shall discuss the Baku fields only, leaving all the others until a later date. The Apsheron peninsula in the Eastern Caucasus protrudes into the Caspian sea in the shape of a triangle some 47 miles long covering a total area of some 750 square miles. INTRODUCTION How often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days" indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. THE SOURCES OF ATMOSPHERIC POLLUTION The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is probably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominant dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh. Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table No. taken from the U. S. Census (1940) may I of interest. An influence that has never been fully appreciated by many individuals is the fact that no matter what adventures the gases of combustion experience as they pass through the various processes, ulti¬mately the spent gases are discharged through chimneys to the atmosphere.

Drilling for oil and gas in Missouri in 1935 was mostly confined to proven areas, but was marked by the completion of one of the largest oil wells, 53 bbl., and one of the largest gas wells, 2,000,000 cu. ft., drilled in recent years. A new oil pool, discovered in southern Cass County late in 1934, was further developed; a new pool in southern Platte County is possibly indicated by the completion of a single small well, which flowed naturally; and a deeper sand was developed in the Marota gas pool in Jackson County. Completions dropped to a lower level than in any recent year. A total of 73 wells, which included the deepening of 8 old wells, was drilled. In Bates County, there was one gas well with an open flow of 100,000 cu. ft., and one dry hole. Cass County had six oil wells with about 100 bbl. initial production; one gas well with an open flow of 500,000 cu. ft., and three dry holes. In Jackson County there were seven oil wells with 25 bbl. initial production; 24 gas wells with 7,358,968 cu. ft. open flow, and 27 dry holes. Platte County had one oil well, one small gas well and one dry hole. The oil well flowed naturally about 4 or 5 bbl. per day. It is rather difficult to obtain production figures on either oil or gas leases, but in cases where the figures have been given to the writer in confidence, they disclose conditions comparable with many other regions. One oil lease of 32 acres has produced 125,000 bbl. in four years, or nearly 4000 bbl. per acre. Another lease has made 50,000 bbl., or about 3000 bbl. per acre. It is probable that the total daily production at the end of 1935 was close to 200 hill. per day. A gas pool covering less than one square mile has made 110,111,000 cu. ft. in about 18 months. In this period, the open-flow capacity has been reduced from about 10,500,000 cu. ft. per day to about 3,500,000.

There have been, in the past, other symposia on this subject and there probably will be still others in the future, but I feel sure that this one will go down as one of the most important that have ever been held on the subject. In 1918 A.S.T.M. held a Symposium on Stress- Corrosion Cracking that was confined entirely to brass, because at that time few people were interested in the phenomenon as it applied to other metals. Again under the stimulus of war, we are gathered to discuss the subject, but this time brass alone is but part of our interest. It is interesting to note more papers on brass will be presented than there were in the 1918 session, but these brass papers, you will also note, comprise less than half our program. THE present note is intended as an addition to my previous communication on the volumetric determination of manganese, read at the Roanoke meeting," it having been suggested that the circumstances under which my experiments had been conducted, were essentially different from those met with in the analysis of irons. The method used in these experiments is the same in all its details as that described in the paper referred to. I have made seven experiments in all: two of these were in duplicate on half a gramme of a sample of spiegel dissolved in hydrochloric acid; one was on the same amount of spiegel with the addition of 25 C.C. of a standard solution of potassium permanganate; one was on the same amount of spiegel with the addition of 35 C.C. permanganate and much organic matter, viz., one drop of castor-oil, two or three drops of coal-tar benzol arid of gasolene (petroleum), about ten of alcohol, portions of starch and of sugar about the size of a small pea, and about half an inch of a common match cut into shavings. This organic matter was added to the manganese solution after the hydrochloric acid had been replaced by nitric, and the solution was heated until the wood-shavings had disappeared. The fifth experiment was made by dissolving half a gramme of spiegel alone in nitric acid; the sixth by dissolving half a gramme of spiegel in nitric acid with the addition of 25 C.C. potassium permanganate, some oxalic acid, half an inch of a match, one filter-paper 7 cm. in diameter, and two drops each of castor-oil and turpentine; and the seventh experiment by dissolving half a gramme of spiegel in hydrochloric acid and adding 35 C.C. permanganate, without however taking the precaution to evaporate off all the excess of hydrochloric acid. Under these circumstances, one would expect that if organic matter exercises any influence on the determination, it would be plainly evident in the results obtained. Officers of the Institute have been entertained by, members at nine meetings in different parts of the country during the months of March and April. Institute policies have been discussed by the officers and by members present at the different meetings, with the result of bringing about a better understanding of Institute policy among the members; it has also been made clear how various suggestions are viewed by members who are not all in close touch with Institute activities and with the policy of the Board of Directors. President Jennings devoted his remarks chiefly to an account of Institute activities in connection with Government service for the war, and presented an able address on the relations of labor and capital; with special relation to possible changes that may be necessary during the reconstruction period following the war. This carries forward the suggestion made by him in taking up the reins of government at the Annual Dinner on February 20, 1918, and makes available a paper which has aroused great interest at the different meetings; this address will be found on a following page. In referring to Institute activities in connection with the war, the President mentioned especially the Naval Consulting Board, the War Committee of Technical Societies, the War Minerals Committee, and the census of engineers prepared not only by the Institute in connection with the Bureau of Mines, but also by the American Society of Civil Engineers, the American Society of Mechanical Engineers and the American Institute of Electrical Engineers. He announced also the appointment of two committees, one on ferrous and one on non-ferrous metals, advisory to the Tariff Commission, and the appointment of a member of the Committee on the Excess Profit Tax, having especially to do with the question of excess profit taxes on gold mines. He also announced the appointment of a new committee known as the Committee on Industrial Organization, which will devote its energies largely to the question of relations of capital and labor and of "human engineering."

Here is a report on two longwall operations, one which started up in 1956, the other in 1962. It is a story of manually set, friction- type props us, the new European type; the story of an 18-ton per man-shift operation us one of 50 tons per man-shift.

THE session on milling methods on Monday afternoon.* with G. H. Clevenger, chairman of the Mining Methods Committee presiding, was well attended. However, none of the authors of the papers presented were present except Messrs. Taggart and Ince. The paper on "Elements of Operations of the Pneu¬matic Table," by Messrs. Taggart and. Lechmere-Oertel, was presented by Professor Taggart as was the paper on "Calculations in Ore Dressing," by Luyken and Bierbrauer, due to the absence of the authors.

G. M. TAYLOR,* Colorado Springs, Colo.-I do not think the plan outlined in this paper would work at Cripple Creek. Most of our men have had a pretty good education. The Cripple Creek district is a lessee district-I do not think there is one urine operating in Cripple Creek to-day that does not have the leasing system. We have as many men leasing on our property as we have mining and every man who is working for wages is looking for a lease-every man has mined for him-self, he has been his own boss on a lease, either on our own property or on some of the other properties, and it makes a different class of employees.

ONE of the interesting-though not unnatural-features of the whole Porphyry Copper development is the way in which the history of each property dovetails with that of one or more of the others. The same names keep cropping up as one digs into the accounts of events from 1900 to 1915. J. Parke Channing made examinations of Nevada, Ray, and Inspiration, as well as of Miami. Henry Krumb did important work in the early stages of the exploitation of Utah, Nevada, Ray, Braden, and Inspiration. Pope Yeatman was favorably impressed with the Braden property before he had ever visited it, when he saw a batch of Braden ore sent to the United States for testing. It reminded him immediately of Nevada Consolidated ore: indeed, he was unwilling at first to believe that it came from South America. And it was while working on the examination at Utah Copper that Philip Wiseman became enthused with the possibilities of the Ray mines. In 1905, Mr. Krumb, under the general direction of A. Chester Beatty, was strenuously engaged at Bingham, Utah, in arriving at an answer to this question: Should or should not the Guggenheim interests back Jackling to the tune of several million dollars to build the big concentrators at Gafield? Seeley W. Mudd was the Guggenheim engineer on the Pacific coast and in that capacity was indirectly responsible for the work at Bingham. At his suggestion Wiseman came up from Los Angeles as one of Krumb's assistants-at $5 per day, incidentally. A little later Mr. Mudd, in Utah on one of his visits, went down to Bingham. That evening in the old Hills Hotel in Markham Gulch he was going over reports with Mr. Krumb. Wiseman and some of the other engineers on Krumb's staff were present. The following corrections are thus made necessary: On page 272, line 13 should read, "respectively 12 and 4 feet" (instead of 12 and 14). On the same page, line 6 from the bottom should read, " the remaining 360 feet" (instead of 320). On page 284, lines 23 and 21 should read, " 111 some places, the dolomite sand roof has remained thicker; and in isolated parts of the bed no replacement has occurred."

Although this is going to appear in the December Issue of &E, it is being written long before the end of the year. December, of course, is the time for a summing up of the year's activities. Perhaps, the best way to begin is to report on what went on at the SME Board of Directors Meeting in St. Louis on October 20. This won't be a chronological report, and I shall take time to comment on some of the items we cover as we go along. You should be encouraged to know that your Directors take their duties seriously. Of the 21 current Directors, 19 were present, and three of the new 1971 Directors came to observe what goes on at an SME Board Meeting.

Contact metamorphism of coals is any physical or chemical change in the character of a coal directly attributable to heat of surface or intrusive igneous rocks. Coal beds so affected are found in the United States, England, Alaska, Mexico, New Zealand, Greenland, and other countries. Particularly in the United States, there is a wide occurrence of contact altered coals; conspicuous examples are found in Colorado, Utah, New Mexico, Illinois, and North Carolina. During a recent examination of coal beds on Yampa River, in northwestern Colorado, the author had an opportunity to make some detailed observations on the contact metamorphism of coals. In this field, coals over an area of 20 sq. mi. have been affected by dikes, sheets, and sills;' samples of the coals were systematically collected and analyzed,2 with the view of obtaining more specific data on the character of these alterations. The investigation was threefold in purpose: to secure information on the lateral effects of a dike cutting a coal bed, on the range in vertical effects on coal beds overlying sheets or sills, and on the range in the vertical effects on coal beds underlying sheets and sills. Favorable field conditions, such as fresh outcrops and newly dug prospects, made possible many of the field observations and collections. The coals studied in this field belong chiefly to the Mesaverde and 11Laramie" formations. The Mesaverde coals, on the average, are blocky low-rank bituminous coals; the "Laramie" coals, which are considerably younger, are of subbituminous rank. The coals of both formations, in the northeastern part of the Yampa field, have been greatly affected by basalt intrusives, yielding all variations of carbonized coal from natural coke to the unaffected material. The question is often pondered whether the flotation process is still an art or has become a science. The fact is that flotation is a science in so many variables that only art can blend them. It is demonstrable that no less than one hundred variables are involved in any flotation operation, most of them immeasurable on a routine basis. The behavior of every one of them is always governed by orderly and unchanging law, as no man can doubt. There is nothing truly indefinite about that behavior; the only indefiniteness is in our knowledge of it, either in general or from hour to hour in the circuit. In dealing with a simultaneous equation in, say, one hundred variables, all not only affecting the outcome to some degree but many influencing each other as well, it is small wonder that the mineral-dressing profession presents a case history of debate and controversial opinion. The statement of the subject of this symposium—a symposium on flotation machines—seems to delimit and define the matters to be considered and at least the general nature of the conclusions sought. Nevertheless, in such a meeting it is not possible to meditate upon all the variables that do in one way or another affect performance of flotation machines. To attempt it would be much like trying to operate a hundred-ring circus. Perverse variables being what they are, one could expect the elephant in ring 36 to squirt a trunkful of water at the tightrope performer in ring 37 to ruin that artist's act, just as our learning to depress pyrite in the early 1920's ruined the act of the formerly faithful old Callows. Honest Disagreements Selective flotation dates from 1922 or 1923, when several plants established their regular flotation operations on a selective basis. Since then, two decades of efforr have gone into the development of better and better flotation machines. Many have come and gone. The competition has simmered down to perhaps a dozen machines, each one of which is staunchly defended by some operators as being the best for their particular jobs, and as scornfully dismissed by at least a few others elsewhere as being positively the poorest for theirs. These disagreements are honest disagreements, honestly arrived at after plenty of sweat. In many a flotation plant, one machine has been tried out against another under conditions as fair as they could possibly be made. Sometimes the results are on a par but more often one machine shows a consistent and unmistakable margin of superiority over the other. In equally honest and enlightened tests, machine A may win over machine B in one place, and machine B over machine A by as great a margin in another. This paper purposes to identify some of the more prominent reasons why this is so,
