The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. WE are here to honor again the memory of Henry Marion Howe, one of the foremost metallurgists of his time, and it is indeed a great privilege to be called upon by the Board of Directors of .this Institute to give the memorial address this year. Professor Howe started active investigation of corrosion of iron from a metallurgical standpoint in 1887, and made several important contribu-tions to the subject from 1895 to 1908.(1) ? The papers named in the bibliography are only a few of his valuable papers, but in all his works he sets a high standard of scientific accuracy, together with a clearness and power of expression rarely equaled in engineering literature. There-fore it seems appropriate on this occasion to review the work on corrosion of this distinguished gentleman and then endeavor to make a brief inventory of what has been accomplished since his time. Howe saw the beginning of the steel industry in America and before he died (May 14, 1922) witnessed it develop to a production of 45,000,000 tons per year. He was naturally very much interested in the infant industry and was quick to see the importance of the question of corrosion. It was my privilege to discuss the subject of corrosion frequently with Professor Howe at various times from 1905 to 1908; in this, as in other metallurgical problems, he sought the truth without bias and always insisted on proving an opinion or conclusion before accepting it. We should remember that when Howe started his investigation of corrosion, in 1887, steel was rapidly supplanting wrought iron. Certain papers in the early eighties (now forgotten) claiming much greater durability for wrought iron than for steel aroused Howe's interest. The etched mierostructures of cold-worked alpha brasses, after reductions in excess of about 20 per cent, exhibit dark lines or markings, which have been termed "deformation bands," "etch bands," and "strain markings." The terms will be used synonymously in this report. The markings are similar in their general appearance to etch figures found in cold-worked iron, aluminum and other cubic metals but in certain respects may differ noticeably. At reductions of from about 20 to 50 per cent in brass, they appear as straight dark lines of irregular spacing and at random directions in different grains, but apparently intimately associated with definite crystallographic planes, usually {ill), in each crystal. At higher reductions, the markings on the rolling plane tend to appear in a direction transverse to the rolling direction in all crystals but may bend away at considerable angles, particularly near grain boundaries. Samans,1 on the basis of X-ray and micrographic studies of two single crystals of brass, rolled to a 50 per cent reduction, showed that the lines of deformation were the edges of thin mechanical twins parallel to octahedral planes. Barrett and Levenson2-4 have made comprehensive studies of the deformation of iron and of aluminum. They show that in these two metals the deformation markings originate by division of the original homogeneous crystal into banded areas differing in orientation by an amount that increases with the degree of deformation. The markings thus cannot be twin bands, and Barrett, in a review of this subject,2 attributed Samans' results on brass to an accidental choice of deformation that left the bands in approximately a twinned relationship. On the other hand, Mathewson6 has suggested that in some cases mechanical twinning offers a better rationalization of the coverage of some (111) pole figures of worked brass than the assumption of band rotation into symmetry positions. Considering next a deformed and annealed alpha brass, the most striking aspect of its microstructure is the multiplicity of twin bands.

OVER a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institu-tion, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles under-lying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. NATURE OF PRORATION Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot

IN THE southwestern Wisconsin zinc district, lying in Lafayette, Grant, and Iowa Counties, and the adjoining territory in northwestern Illinois, the orebodies are generally small, and are mined out in a few years. Many of the mines are developed with an expectation of five years or less of actual production. For this reason, as well as for considerations of economy, certain features in the development practice, which have been worked out with a view toward keeping the ratio of time required for, development to that occupied by actual production as small as possible, are of interest. ORGANIZATION The organization of a crew for, this work is as follows: Inasmuch as speed in sinking is desirable, the shaft crew comprises three shifts working 8 hr. each. In the smaller shafts, running up to 6 by 12 ft. (1.8 by 3.6 in.) in size, two men are employed on a shift; in larger shafts an additional man is usually employed. A mine foreman, or ground boss, has general control of the work of the three shifts. He is usually with the crew on the first and the early part of the second shifts, and plans the work to be done for the third shift when it comes on. His schedule, of course, is flexible and when pump changes, or other special conditions warrant, he, arranges his working time to suit the occasion. The surface crew for a sinking operation is made up of two hoistermen, each working 12-hr. shifts. Since the various operations in the shaft must be conducted in succession,. and not in combination, one with the other, separate attendance for hoisting and general plant is unnecessary. Drilling is done when no hoisting is necessary and vice versa. The hoisterman trams out and dumps the excavated material which the crew in the shaft is mucking, as a part of his regular hoisting work.

The thermoelectric behavior of the Pt—Pt-Re thermocouple and the resistance of rhenium to attack by certain molten metals is discussed. In addition, data are presented on the stress-rupture behavior of drawn wire, the tensile characteristics of rolled sheet, the variation of Young's modulus with temperature, and the effect of specimen size and fabrication method on the work harden ability. Mechanical properties of thoriated rhenium are discussed. This includes data on the effect of thoria in rhenium on tensile properties, ductility, work hardening, and recrystallization. RECENT work by the authors', has described methods of fabrication and some of the physical and mechanical properties of rhenium. Rhenium was established as a high melting, dense, refractory-type metal with favorable mechanical properties. In addition, Todd and co-workers' and others" have studied such properties of rhenium as the work function, specific heat, and the resistance of rhenium to the water cycle. Revelation of these and other properties has led to serious consideration for application as electrical contacts, high temperature thermocouples, and wear resistant materials. chanical properties reported previously,' several additional examinations have been conducted. The stress-rupture behavior and the Young's modulus of rhenium have been investigated at elevated temperatures. Tensile data have been obtained for rolled sheet, and a study of the relative work hardening characteristics of rod, wire, and sheet has been conducted. Variation of Modulus of Elasticity With Temperature—The Young's modulus of a % in. diam annealed rhenium rod was determined from room temperature to 880"C (1620OF). The rod, approximately 6 in. in length, was activated in a transverse vibration apparatus suspended in a furnace. The resonance frequencies of the rod were measured and used to calculate the moduli values. The driven frequency was 569 cycles per sec, and a protective helium atmosphere was used. The data, plotted in Fig. 1, show that the modulus decreases in an approximately linear manner with temperature over the range tested.

The subject of this paper is one to which there are many references in the literature on the manufacture of steel in the open-hearth furnace, but few actual experimental data have been published. For that reason, the presentation of results obtained from two open-hearth heats where attempts were made to measure the sulfur absorption will be of considerable interest and value. The two heats on which the experiments were made were Armco ingot-iron heats and differ from the usual open-hearth heat of medium- or mild-carbon steel in that the refining is carried further; in this product the carbon and manganese are reduced practically to traces. In most other respects, and especially in respect to the absorption of sulfur from the producer gas, the two heats are typical of usual open-hearth practice. The object of the experiments made on the first Armco iron heat was to determine the fluctuation of the composition of the metal bath and the slag throughout the course of the heat, with especial reference to the variations in sulfur. It was hoped to determine whether there was an increase in sulfur in the bath from the producer gas and if so at what stage in the process the increase occurred. The experimental method consisted of charging analyzed scrap and pig iron, so that the sulfur in the charge could be calculated. Then, throughout the duration of the heat, metal and slag samples were takcn every half hour, beginning as soon as there was enough molten metal to take a sample. These samples were analyzed; the results are given in Table 1. All domestic scrap was used and the charge was made up as follows: Head End Finish Pounds Pound Pig iron........................ 36,300 Pig iron....................... 23,900 Sheet scrap bundles............. 36,200 Sheet bars..................... 23,900 Sheet bm..................... 40;200 The total charge, exclusive of the re-pig added near the end of the heat, was 160,500 Ib. The limestone charged was 21,400 Ib., or 13½ per cent.

IN the coal review for the United States for 1875, the Engineering and Mining Journal, January 1st, 1876, remarks about the Richmond coal basin " It has contributed but little to the supply of fuel during the year past, notwithstanding the fact that it is the most favorably situated of all our coal-fields, and possesses a fuel of good quality, well adapted to many important uses. An unaccountable lethargy seems to have fallen on all who have touched this field ; and yet, in the future it can scarcely fail to become one of the great sources of coal supply." In most respects indorsing the above remarks, I take occasion to lay before the Institute the following facts in defence of the Rich¬mond basin; and not willing to criticize other mining enterprises in this field, I will make this one remark in general for all of them. While it is true that very little coal has been raised during the year in this field, it is equally true that even the little that has been raised could hardly be sold. When the output of the largest coal districts in the United States decreases, in consequence of the state of the market, it is not to be wondered at that the former small output of this basin dwindled down to almost nothing. But a far deeper¬seated evil, under which this field is suffering, may be discerned from the following remarks, which I hope will show that the latter part of the above remark in the Journal is not altogether fair. As the history of one mine in this district very nearly represents the history of the whole field, I will endeavor to give an account of the development of the Midlothian Mines, ranging amongst the old¬est in the district, partially taken from a report of Col. Wooldridge, in 1841. Coal was mined in this neighborhood as early as 1700, and used (then so-called extensively) in the vicinity in 1775. A

DURING the past three years the Surface Preparation Committee of the American Mining Congress Coal Operators' Committees has been collecting data on dewatering and drying washed coal, and on screening coal in representative plants in the Eastern and Central bituminous fields. Because of wide variations in bed moisture, such data can be compared only after deducting the bed moisture. It was found that practically every company used a different routine for moisture sampling and determinations. Some reported the moistures as total moistures, others as surface moistures, cur-dried moistures, or oven-dried moistures. For most of the reports it was necessary to esti-mate, from a consideration of the bed moisture and other data available in a given case, corrections to be made in order to obtain surface-moisture figures as a common basis for comparison. At any plant, and regardless of bed moisture, the percentage of surface moisture remaining in a product when the dewatering, or a given stage of the dewatering, has been completed, is the real measure of what has been accomplished. The descriptions and data given with Fig. 1 show that surface-moisture figures show relationships that would not be shown by total moistures. Therefore bed moisture should be deducted, or, if more practicable, the surface moisture of the. products should be meas-ured direct. A preparation engineer finds one per cent, or even a part of one per cent, of surface moisture a very important consideration in the results of his efforts to find the most effective and economical methods of reducing and controlling the surface moisture in his products within the required limits. Therefore it is important for him to have accurate measurements of surface moisture with minimum uncertainty as to whether they some-times include less than the surface moisture and at others all of the surface moisture plus an unknown part of the bed moisture.

Recent work on borate deposits near Kramer in the extreme southeast corner of Kern County, California, is of special interest because of the information it seems to give concerning the mode of origin of the borate minerals colemanite and ulexite, especially when considered in conjunction with the valuable clue to the mode of origin of colemanite in its present known deposits given in a paper by W. F. Foshag,1 of the United States National Museum. Colemanite is found in or near original deposits of ulexite, from which it is supposed to have been derived by a change in the character of the ground water or rate of its movement or both. Indications that an alteration of this sort had produced colemanite were first recognized by the writer2 in specimens collected in the Kramer district in 1920, and sent to W. T. Schaller, at U. S. Geological Survey, for identification. The identity of the two borate minerals in these specimens was suspected when collected but not at once determined, but the relations of the minerals as seen in the specimens seemed to afford a manifest clue to the origin of the deposits. Similar specimens were obtained by the writer from deposits in Death Valley soon after he had examined the deposits near Kramer. After studying the specimens submitted to him Dr. Schaller wrote as follows: " I have finally positively identified the boron minerals you sent me with your letter of Sept. 27. The 'white fibrous mineral like ulexite, is ulexite; the 'harder nodules' in the clay are colemanite, apparently formed from the ulexite as a result of leaching, with recrystallization in place—a theory that Foshag is working on." The present paper is a report on the facts observed at the depo its near Kramer, and some general observations on the geological relations noted, which, unfortunately, still form only a very incomplete record. The flotation process for the concentration of ores is a method by means of which one or more of the minerals in the ore (usually the valuable ones) are picked up by means of a liquid film and floated at the surface of a mass of fluid pulp. Here they are separated from the other minerals, which remain immersed in the body of the pulp. In general, the minerals which are floated are sulphides of metallic luster, but some other minerals of metallic luster such as graphite and some sulphides with adamantine luster, such as sphalerite and cinnabar, are amenable to treatment by the process. The importance of flotation lies in the fact that it is primarily a "slimes process" by means of which the particles of valuable mineral, too fine for efficient gravity concentration, are saved with a high percentage of recovery. Recoveries in the mills treating low-grade copper sulphide ores have been advanced 10 to 20 per cent. by the installation of the process and similar increased savings have been accomplished by the same means in mills treating sulphide ores of zinc and lead. When finely ground ore containing sulphides mixed with a siliceous or earthy gangue is brought gently onto the surface of a body of water, in a direction forming an acute angle with the surface of the water, a considerable portion of the sulphide constituent of the ore floats on the surface of the liquid, while the gangue sinks. This is the so-called film flotation, exemplified by the Wood and Macquisten processes. When gas bubbles are introduced into a fluid pulp composed of finely ground ore and water, to which has been added (1) a small amount of certain oils, or (2) a small amount of certain acida or acid salts, or (3) a small amount of certain alkalis or alkaline salts, or (4) a small amount of a mixture of oil with acid or alkali, the sulphide particles in the ore are brought to the surface on the gas bubbles. This new departure in assaying is the outcome of a long-felt desire to shorten the time required in muffle-assaying, as well as to do both crucible- and scarifi cation-work in one furnace. The first object in view was the gold-assay, which must always be a combination of the crucible- and muffle-work. The large lead buttons consume much time in their reduction by scorifying and cupelling. The Hoskins gasoline furnaces have been a great convenience, for years past, in that class of practice, where only one assay was required at a time. But even with them I found myself hampered, since the crucible-furnace only takes one crucible at a time, and my practice implies always duplicate assays. Another difficulty was to get the muffle up to the necessary heat and to maintain it at that heat. Whecever I had pumped myself into perspiration and out of breath, the question presented itself, " Is the muffle necessary to do this work properly ?" Hartmann and Plattner and all their blow-piping disciples have shown that very good results are obtainable by playing a direct flame upon the work-lead. Could this be done on the regular muffle-assay scale ? I placed a cupel upon a fire-brick, surrounded it with charcoal, and then played upon it with a Bunsen gas blow-pipe. The result was encouraging. With some care a 2.75-inch scorifier charged with 0.1 A. T. of a 100-ounce ore could be melted down and scorified without any apparent loss. I thought then of constructing a furnace with four blow-pipes in a row; but the combination of gas and charcoal seemed unpractical. Instead, I placed an F crucible, bottom up, in a Hoskins crucible-furnace. Upon this support I placed a charged scorifier. In another paper' the writer has shown that the low permissible maximum fiber stress in a loaded zinc sheet demands a much closer support spacing than is used for steel. The limiting fiber stress in 13-gage (0.032 in.) sheets having a 1-in. depth of corrugation was found to be about 5000 lb. per sq. in. on a 37-in. span under a load of 40 Ib. per sq. ft. Corrugated steel sheets are commonly laid with spans varying from 48 to 60 in. In order to increase the span in 13-gage zinc to 54 in. (a common spacing) the metal must be capable of withstanding, under long-continued loading, a maximum fiber stress of about 10,000 lb. per sq. in. This is known to be impossible with unalloyed zinc. In this paper the writer describes a series of experiments leading up to the development of an alloy capable of safely sustaining this fiber stress. The effect of alloying on the slow creep of zinc was studied by means of static tensile tests, accurate determinations of apparent elastic limits and finally by means of loading tests on full-size roof sections. Two industrial buildings roofed with alloyed zinc sheets on spans involving fiber stresses in excess of 10,000 lb. per sq. in. have been under observation for over two years without signs of sagging. Experimental Work Two methods of increasing the maximum permissible fiber stress in zinc were considered. Cold rolling, which' increases the stiffness and tensile strength, was found to decrease the resistance to slow flow. Alloying, therefore, provided the only feasible means of obtaining the desired result, It was recognized that the improvement secured by the solid solution of natural impurities was insufficient. THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordi-nary, nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investi-gation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may he mentioned here that nickel dissolving electrochemically and entering the electolyte pre-sents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed sepa-rately below.

There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based. Encouraged by the work of Davis, the authors of this paper continued work they had been doing along this line. At first, photographs were taken of the ends of rods in a small laboratory rod mill. The mill was tilted slightly toward the feed end and the discharge end was removed. The rods remained in the mill long enough to permit good observation and good photography. Later, a mill 24 in. inside the stepped lining was constructed. It consisted of two sheets of plate glass, 1/2 in. apart, set in a cast-iron ring. It was driven by a variable speed motor and was connected to an accurate speedometer (magneto and voltmeter type). In place of balls or rods, cast brass disks were used. These were 3/8 in. thick and varied in diameter from 2 in. down to 3/4 in. Four small projections on each side prevented the disks sticking to the glass when water was used; sometimes steel balls % in. in diameter were added to the load of disks. There was also constructed a 6-in. mill with corrugated linoleum lining and containing a dry load of various sizes of steel balls. The mills were so connected to the motor that the small mill made two revolutions to one of the large mill. Kansas retained, for the eighth consecutive year, the fourth position in the list of oil-producing states. The total crude-oil production during 1934, as reported by purchasers to the State Corporation Commission, was 45,538,564 bbl. on 97 per cent tank table calculations of the purchasers, or 46,946,973 bbl. as carried on 100 per cent measurement in U.S. Government reports. The corresponding figures for 1933 are 40,008,940 and 41,236,021, respectively. The increase of production over 1933 was due to the rising demand for oil from Kansas, caused principally by three factors: the continued regulation of the producing branch of the industry by Federal and State authorities, which had the effect of reducing illegal production that has been so destructively competitive with Kansas crude and refined products; the normal decline of production in other areas; and, last and best, general increased demand of the public for petroleum products. The price level remained unchanged for the first time in oil history for so long a period. Kansas 36" gravity crude remained at $1 per barrel from September, 1933, and throughout 1934. Price stability and the confidence in the regulation of production to meet the consumer demand, which is increasing, brought greatly renewed interest in Kansas fields. Drilling activity has been largely in the western part of the state where expiration of leases, on large blocks of acreage, assembled before the depression, is forcing either action or loss of the lease investment carried for a long period. The drilling of these many blocks of acreage, previously assembled on geologic information, has caused the opening of more fields than during any previous year of Kansas oil history and is proceeding faster than anticipated a year ago. Interest grows within a successful enterprise, and the momentum caused by the successes of 1934 will continue in 1935 unless unusual conditions arise and end the apparently good opportunity for financial return. Geological exploration methods used in new field discoveries are shown in the tabulation of new discoveries (Table 3).

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based.
