One year ago, that is in January, 1923, there had not been constructed a single oil-storage tank of 55,000-bbl. or more capacity with a completely electric welded roof and bottom. Today, there are at least fifty 80,000-bbl. storage tanks completed, or nearing completion, on which both the roofs and the bottoms are electric welded. It is the purpose of this paper to describe, in a general way, the construction of these welded roofs and bottoms, and to give their advantages over riveted construction. All of the following data and conclusions were obtained from observations made during the welding of tanks by the Welding Engineering Co. at Texas City, Tex., and Tonkawa and Burbank, Okla. As far as can be determined, the first electric welding on large tankage was completed in May, 1922. At that time the Empire Companies of Bartlesville, Okla., discovered a badly leaking bottom in a 55,000-bbl. tank at El Dorado, Kans. They had considered concreting this bottom, but because of the much smaller cost, decided to try electric welding; so a contract was given the Welding Engineering Co. of Bartlesville, Okla. In this instance, no new sheets were added, the bottom being repaired by electric welding of all seams and rivets, Fig. 1. In some places where the original rivets were missing, the holes were filled by welding; patch plates were also added at certain badly worn spots. ALTHOUGH the mechanical cleaning of coal is carried out at plants on the surface, preparation is actually begun at the face in the mine. Here the character of the coal and the amount, character, and distribution of the impurities within the bed may be seen. Blasting methods, dust-allaying procedures, location of mining cut with respect to bands of impurity, and the practice of discarding segregated impurities underground, all have an important bearing on the successful operation of surface cleaning units. The most important single characteristic of both coal and its asso¬ciated impurities from the standpoint of cleaning is specific gravity. Other characteristics related in one way or another to the preparation of coal are rank, petrographic composition, structure and hardness, and friability. These and still other coal properties are discussed in the first section of this chapter and impurity characteristics in the second. COAL CHARACTERISTICS RELATED TO PREPARATION Rank As a result of work done over a period of several years by committees of the American Society for Testing Materials and the American Standards Association, standard specifications are now available showing the classification of coals according to rank and quality of grade.' The term "rank" expresses the degree to which the original coal-forming material has been changed by metamorphism through successive stages from peat to anthracite. SEVERAL investigators, mainly concerned with the mechanical proper-ties of the alloys, have studied the so-called aluminum bronzes after various quenching and reheating treatments. Of these works, perhaps the most complete is that of Bouldoires,1 who studied changes of length, electrical conductivity, thermoelectric force, hardness and micro-structure oh tempering quenched alloys containing 5 to 20 per cent of aluminum, although the work of Carpenter and Edwards,2 Curry,3 Greenwood,4 Braesco,5 Matsuda;6,7 Grard8 and others has added much to our knowledge of the changes occurring during tempering. The so-called acicular ß decomposes on tempering at temperatures between 350° C. and the eutectoid, giving rise to a Widmanstätten structure of a needles in a matrix of d or fine a + d, associated with an increase in hardness and almost complete loss of ductility. Matsuda, studied the' eutectoid transformation by means of dilatation and electrical "conductivity measurements during cooling at different rates. He found that on cooling at the rate of 10° C. per minute there was a decrease in electrical resistance and in length instead of the usual increase which occurred with slow rates of cooling. On tempering the rapidly cooled samples, the increase commenced at about 400° C. and at 520° C. the resistance and length had reached the equilibrium values. These peculiarities he accounted for as being due to a transitional phase ß' being formed, ß having an electrical resistance and volume less than either ß or a + d.

This paper aims to put into useful form the information, at hand regarding temperatures of molten steels, covering all carbon contents up to 1.5 per cent., in the hope that if the assumed ideal temperatures tabulated are incorrect the right ones may . be brought to light. THE finishing and casting temperature of steel is a subject concerning which there is so much to learn that some temerity is required to write about it. This paper is, therefore, suggestive rather than dogmatic, though the views expressed seem now to the writer to be correct; nevertheless, they may be modified by future developments or discoveries but until then may be of some utility, particularly to beginners in the making of steel. Consideration is limited to the temperatures of simple steels, also called carbon steels,, which are those in which carbon is the only element introduced for the purpose of conferring desired physical properties. Alloy steels will receive attention later. Three things largely determine what a batch of steel really will be; viz., composition, casting temperature, and rate of teeming. Each has its advocates as being the most important; but they are so interrelated that each must conform to or be right for the, other two. When one is claimed to be the most essential to have right, that, probably, was the one that it was found had to be of a certain description, within narrow limits, to suit the already adopted variations of the other two; that is, it was the last of the three to be brought into line.

Production of sound bronze castings is a matter of great practical interest to users and manufacturers of high-grade non-ferrous engineering specialties. Although there has been much excellent research in this field, there still remains some confusion regarding the fundamental principles underlying production of really sound bronze. The literature of the past 20 years on this subject indicates that the prevailing opinion of metallurgists and foundrymen has been that unsoundness in bronze is due generally to oxidation. The following references are typical. Review of Literature Carpenter and Edwards1 state that when gun metal is melted the alloy dissolves gas, the amount increasing with rise in temperature and duration of the melting. The solubility of the gas diminishes during the fall in temperature and it escapes through the liquid metal. At the moment of incipient solidification there is an evolution of gas. Sperry2 says that by using charcoal a reducing atmosphere is supplied whereby oxidation is prevented, and this also prevents gases from coming in contact with the metal. Logan3 says that many of the troubles that occur in non-ferrous castings are the direct result of one thing—oxidized material. He mentions how readily copper absorbs oxygen when molten, but does not mention the harmful effects of reducing conditions as observed in overpoled copper. Guillemin and Delachana14 investigated the gases occluded in bronze and found that the better bronzes contained mostly hydrogen while the poorer ones had a larger proportion of carbon monoxide and carbon dioxide.

Ernest R.. WOAKES, Cana, Colombia: The allusion in this paper, under the heading " Mining on the Isthmus," to the Espiritu Santo mine at Cana is neither according to fact nor worthy of the most interesting and able summary of the mining districts of Colombia contained in the remainder of the paper. The following remark is certainly open to contention: "The most widely-known mine of this department is the Espiritu Santo, at Cana, a quartz-mine opened up in 1680 and abandoned in 1727 on account of the attacks of the Cana Indians. This mine undoubtedly produced great quantities of gold, although many of the accounts given of its ancient richness are probably exaggerated. In 1884 it was rediscovered and reopened by the Darien Gold Mining Company, and under the able management of Mr. Thomas H. Leggett, now prominent in South African mining circles, produced for a time successful results ; but later the veins became pockety and the output unsatisfactory." The mine here referred to, though situated at Cana, was not the Espiritu Santo mine, and was closed down in 1892. Mr. Leggett, however, ran ten stamps on the ore from it for some two or three months in the year 1890, when he left Colombia. The Espiritu Santo mine was not reopened by the Darien Gold Mining Company until the year 1894. For the last three years the ore from the old Spanish workings of this mine has been yielding in the mill 1 ounce to the ton, and has served to keep the mine going whilst extensive development-works have been

IN February, 1918, the conclusion was published by Lewis and Beal1 "that wells of equal output on the average will produce equal amounts of oil in the future, regardless of the ages of the wells." This conclusion was based upon the study of data collected principally in Oklahoma and was not known at that time to be true for other oil fields. An abundance of statistical proof was later, collected by the senior author of the present paper, which showed that the conclusion was undoubtedly well founded and that it applied to other fields as well. Accordingly, it was later restated2 as the "law of equal expectations" as follows: "If two wells under similar conditions .produce equal amounts during any given year, the amounts they will produce thereafter, on the average, will be approximately equal, regardless of their relative ages." Although only scanty data from the California oil fields were available at the time this publication was prepared, sufficient information was analyzed upon which to base the insert on Fig. 80, which showed beyond a doubt that the law held at least for a part of the Midway oil field in California. Recently the authors have collected more complete data in California, and it is the purpose of this paper to explain the method used in demonstrating the truth of the law and, in addition, to give several methods by which curves constructed in accordance with this law can be used in a practical way with ease and accuracy.

Dr. Maurer has reviewed the large and confused field of rock mechanics and drilling. We have focused our attention on advance drilling and the disengagement of rock. To understand drilling in greater detail is certainly desirable, but such understanding does not necessarily hold any certain promise of near-term practical advancement. In the longer term, it is probably essential. Present work on drilling and our understanding of drilling falls roughly into three separate classes (and, indeed, these are in no way peculiar to drilling): 1) we have knowledge of certain (scientific) topics which seem to be relevant to the process, 2) we have knowledge of the drilling process in both qualitative and quantitative terms from observation of the actual process, and 3) we have certain modeling procedures, by which we bridge the gap between these two previous areas. The usefulness of our scientific knowledge depends critically upon this last item. In all our following remarks we shall consider only those problems of drilling and the disengagement of rock in which the rock behavior is essentially brittle. Let us start by examining some of the problems of constructing an even moderately detailed theoretical model of the drilling process in the small. The prospects of any near-term success in that direction seem extremely meagre; nor is it clear that any great advancement in the practical art of drilling is even likely to result from the construction of such a detailed model. One of the main functions of rock mechanics research has been to find ways of determining in-situ stresses. Many methods have been suggested, the most significant ones calling for measurements inside bore- holes. These methods usually employ some instrumentation for the purpose of measuring hole deformation. Several years ago, a new method was suggested by Scheidegger,l based on previous work by Hubbert and Willis.2 It was the method of "hydraulic fracturing," which had been introduced by the oil industry in 1948 for the purpose of oil-well production stimulation. Basically, hydraulic fracturing consists of sealing off a section of a borehole, pumping in a fluid, and pressurizing it until fracture occurs. If pumping is continued vigorously, the fracture is opened up and extended. In an oil field, such an artificial fracture increases the overall permeability of the formation and usually enhances production. During the entire operation, the variation of pressure with time is ordinarily recorded. Hubbert,2 Scheidegger,1 Kehle,3 and others have shown that the recorded pressures can be theoretically related to the magnitudes of the principal in-situ stresses; the orientation of the fracture can often be used to determine the direction of the principal stresses. The advantage of hydraulic fracturing over the present in-situ stress determination methods is simplicity: no sophisticated instrumentation is required inside the borehole; hence, the stresses can be measured at any depth. The necessary assumptions are that the initial distributions of concentration are sinusoidal and that the four interdiffusion coefficients are constant. Employed in the deriuation were the Laplace transform and the fouter Fourier sine transfovwz. The final equation is shown to be in good agveetnent with the experimental results of Kirkaldyet al. on Cu-Sn-Zn alloys. COMMON boundary conditions for representing physical problems are those of the finite solid and of the infinite solid. Many metallurgical phenomena, however, have the geometrical form of a finite pattern reproduced throughout an infinite solid. Precipitation within a uniform matrix and segregation during solidification are examples. The purpose of this treatment is to show that a convenient and useful mathematical analysis is possible in those cases in which the finite pattern can be approximated by a sine function. The particular topic to be considered here is the elimination of segregation by diffusion, but the mathematical model has applicability in many other areas. It should be recalled that the mathematical solution of a typical problem involving a finite solid, such as diffusion into a thin layer, is quite involved.' Various types of solutions are used depending on the degree of advancement of the diffusion process and on the initial conditions. IN recent years considerable attention has been devoted to the devel-opment of new commercial uses for silver, chiefly because of lowered prices and large stocks of the metal. This has led to increased interest in the phase diagrams of silver alloys. The silver-lead diagram is reported' to be of the simple eutectic type, but no measurements of the solubility of lead in silver have been made. The solubility of silver in lead has been estimated2 from diffusion experiments and resistance measurements to vary with temperature from 0.09 to 0.18 atomic per cent (0.05 to 0.10 weight per cent). Silver-rich silver-lead alloys have recently been recommended as high-strength bearing metals.3 The silver-bismuth diagram is similar.' The solubility of bismuth in silver has been estimated to be about 5.5 weight per cent on the basis of X-ray work.4 Matthiessen5 found a solubility of silver in bismuth from 0.25 to 0.50 per cent by conductivity measurements. Silver and thallium form the same type of diagram,1 with no data on their mutual miscibilities. We have studied the first two of these diagrams by X-ray methods, verifying their main features and determining the solubilities of lead and bismuth in silver at several temperatures. We also determined the solubility of thallium in silver at one temperature. The solubilities of silver in lead and in bismuth were found to be too low to be detectable.

In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats; Donetskugol and Tulaugol. In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting and control, explosion suppression and control measures, and other related hazard factors. There was also much discussion on miner training, miners' attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. It would be helpful to briefly review Soviet coal production statistics for comparison purposes with the U.S., and for the purpose of referencing some of the delegation findings mentioned in this report. For an excellent, comprehensive picture of Soviet coal production and other related fuel statistics, the reader is referred to Strishkov's, et d. report.1 Strishkov's estimates agree with the numbers given us by Coal Ministry officials except in clean coal tonnage. The figures of 604 million mt of clean coal out of a total production of 655 tons raw coal in 1972 is much higher than Strishkov's estimate of 375 million mt clean coal.

The diversity of methods available to engineers and geologists for studying rock masses is a reflection of the fact that, despite the rapid and encouraging progress made over the last few years, there is still no unified and comprehensive method which can be used to predict the over- all behavior of a foundation. Nevertheless, it is agreed that the fundamental characteristic affecting the engineering properties of rock is fissuration, and this paper de- scribes a few new or improved methods of studying fissuration and its influence on major engineering factors such as permeability, deformability, or internal stresses in the rock volume. TESTS ON SAMPLES Conventional tests on samples using thin slices can be improved by staining the slices before cutting with certain ionic dyes which have an affinity for certain types of surface. This shows up the microdiscontinuities. For example (quoted terms are French trade names) : "Turquoise Motylhne JSA" will show up porous alteration of basic feldspars. "Vert brillant SA" is used for acid feldspars. "Fushine ASA" will show up voids in all rocks. A mixture of "Turquoise" and "Rhodamine BSA" will show up zones of alteration in all types of feldspars. With this technique, it is easy to make an optical classification of the different structural types, e.g.: (1) rocks completely free from voids; (2) rocks with microfissures, which in turn can be subdivided into (a) rocks with microfissures secant to the mineral structure, (b) rocks with microfissures parallel to the mineral structure, and (c) rocks with ran-

THE investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)? and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (a) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigated up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present . paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations No attempt will be made here to present the history of the develop-ment of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the

The size of coal pillars in mines until recently has been determined by experience without being based upon scientific investigations. As a consequence, the size of pillars had invariably been larger than could be accounted for because of the number of unknown factors involved which influence the strength, dictating the use of large safety factors. With the mining going deeper, the size of the pillars greatly increases and sometimes a considerable portion of the mineral property are blocked in the mine pillars required to support the superincumbent strata. With the advances in the field of Rock Mechanics, attention of mine planning engineers has been focused upon the design of mine pillars for safe and efficient working as well as decrease losses of coal. The problem involves the study of three factors: (1) Presence of stresses in the area and their distribution on pillars in the course of extraction. (2) The influence of external factors on the strength of coal. (3) The inherent mechanical properties of coal. These aspects have been studied by a large number of investigators, the first by in-situ stress measurements and photoelastic studies and the second and third aspect by studies conducted in the laboratory on small size specimens (Bunting, 1911; Evens & Pomeroy, 1961; Gaddy, 1956; Greenland et al, 1941; Steart 1954). The size of the specimens tested in the laboratory has been limited to a few inches and the results obtained have been extrapolated by large factors, sometimes several hundred times the largest specimen tested. The wzodel of Blandin and Diplunt;, generalized to include a phase factor, is applied to the carbon-carbon interaction in iron. Darken&apos;s "energetic" model is generalized to include not only first neighbor interactions but further neighbor interactions as well. On the bases of these generalized models relations are derived for the activity of carbon in both austenite and ferrite in terms of the carbon-carbon Pair interaction energies. A single function then yields the pair interaction energies consistent with the experimental activities of carbon in both ferrite and austenite. Thus, a simple explanation is given for the observation that the nearest-neighbor interaction between carbon is repulsive in austenite and attractive in ferrite. Certain consequences of this approach are explored. OnE object of the present paper is to attempt to take into account the consequences of electrostatic contributions to the carbon-carbon pair interaction energy for carbon as a solute in iron. Friedel&apos; has shown that oscillations in electrostatic potential are to be expected about a solute atom in a metallic solution. Blandin and 6lant6&apos; have shown that such oscillations yield an interaction energy between pairs of solute atoms that obeys the relation: W{ = A cos(2ftFri + 4>)/(kFri)3 [l] where kF = Fermi wave vector, ri = distance between solute atoms comprising the pair7 <p = phase factor dependent only on electronic nature of solute and solvent, A = coefficient dependent only on electronic nature of solute and solvent. Machlin3 found that Eq. [I] accurately described the pair interaction energy derived from short-range order measurements based on field ion microscope observations of dilute alloys of platinum. He also found that the value of the phase factor $ derived from residual resistivity measurements agreed well with that obtained from the analysis of the short-range order data. Harrison and paskin4 were able to predict the long-range ordering energy of 0 brass using Relation [I] and residual resistivity values to predict the value of the phase factor $. Machlin5 has repeated their analysis and applied it to the prediction of the long-range ordering energy in AgZn and AgCd with excellent agreement between prediction and experiment. Both A and $ are independent of the crystal structure. The Fermi wave vector depends uniquely upon the conduction electron concentration per unit volume in the spherical approximation of the Fermi surface. Thus, Eq. [I] is expected to apply to both fer- rite and austenite with only one set of values of A and $. Mossbauer studies6 yield the result that iron has one 4s electron. We shall make an assumption found to hold previously for platinum3&apos;7 and nikel, which is that only the s electrons are involved in shielding the perturbing potential of carbon. With this assumption, kF = 1.35 A-l. Although A and $ may be obtained from certain mdels&apos;&apos;&apos; we shall take A and $ to be empirical constants in the spirit of Kohn and osko.&apos; Thus, Eq. [I] involves two adjustible parameters. Consequently, two independent relations in A and $I are required in order to evaluate them for carbon as a solute in iron. We may use a recent analysis of Aaronson, Domain, and poundg who showed that Darken&apos;s energetic model,1° as well as others, can be used to describe the activity-temperature data for carbon in iron in both the aus-tenitic and ferritic phases. Darken&apos;s model takes into account only first neighbor pair interactions. For our needs, all neighbor pairs need to be taken into account. It is convenient to generalize Darken&apos;s model. The result for the partition function for austenite is: over the temperature range 800" to 1200°C and where the uncertainty corresponds to one standard deviation. Eq. [4] effectively yields only one relation. Another relation is required to obtain unique values for A and $. One property of Eq. [4] is that it is independent of crystal structure. MANGANESE and its ores have been recently dealt with in comprehensive papers to the Iron and Steel Institute by Sir Robert Hadfield, and in a series of papers read before the A. I. M. E. at the Cleveland meeting. I have taken the opportunity of adding this mineral, to my records of the "World&apos;s Mineral Production and Consumption," as recently pub-lished in the Economist ?. The tables bring out the following significant facts: The world&apos;s production has increased by 10 per cent since 1913. India&apos;s production has increased by 3 per cent since 1.913, the supply from this source now being 31.1 per cent of the world&apos;s output. Russia is now producing at about half its pre-war rate and yields 19 per cent of the world&apos;s production. West Africa supplies 12.5 per cent of the world&apos;s total output. Brazil&apos;s present output is 2.5 times that of the pre-war period, being 11.3 per cent of the world&apos;s output.

INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.
