Applications of rock mechanics to the design of engineering structures in rock involve the assumption that the stresses are due entirely to the present applied loads. For instance, it is assumed that the vertical normal stress in undisturbed rock free of topographic effects is equal to the weight per unit area of the overburden. In fact, vertical dilatational strains associated with stresses of more than 100 times the present overburden pressure have been measured by strain-relief methods on outcrops. 1,2 The notion of residual strain (stress) or latent stress3 seems unassailable; and indeed this has long been recognized by metallurgists. It is difficult, however, to assess the residual component of the in-situ state of elastic strain with conventional strain relief methods employed in mines or down boreholes. That is, in principle, the in-situ state results from the superposition of present applied loads (natural or man- induced) and potentially recoverable elastic strains (stresses) that exist in a given volume of material even though there are no external forces across the boundaries of the body (Voight,4 and Fig, 1). Accordingly, only in unloaded blocks can the true residual strains be measured by strain relief methods. Using X-rays, the elastic strains locked within the quartz grains or crystals of a rock can be measured. These strains are known to persist even when the rock is reduced to small chips but to vanish when the rock is disaggregated and the grains are powdered. Although we have just begun to investigate the mechanisms by which the strains are stored (see Preliminary Results), we believe that "pressure solution'' at grain boundaries, secondary cementation under load, permanent ("plastic") deformation, and temperature changes are possible processes. It is well known, in metallurgical circles, though less recognized in the technical press, that there have been remarkable increases in the capacity of the blast furnace in the last five .years. In places this capacity has been almost doubled. This paper will brief the experimental work carried on during more than five years with the direct assistance of the technical staffs of three lead smelters treating three distinctive types of feed. The first is the custom smelter of the International Smelting and Refining Co. at Tooele, Utah1, with a multiplicity of ores; the second, the Kellogg, Idaho, smelter of the Bunker Hill and Sullivan Mining and Concentrating CO.2, treating an exceedingly rich lead charge, such as is now being made more and more as the practice of concentration is improved; and the third, the smelter at Trail, B. C., owned by the Consolidated Mining and Smelting Company of Canada, Limited3, which treats highly zinciferous charges and later recovers zinc from the slag. In comparing operations at these three smelters it must be clearly recognized that the objectives in smelting differ through differences in economics. Many operations are not, then, strictly comparable. There have also been decided improvements in operation since all of the smelters were examined, though this was but a relatively short time ago. The general factors that govern speed in smelting and the loss of metals in the smelters examined will be stressed. (For details of operation the reader is referred to the original papers.) This paper will then be an examination of the fundamentals of operating units in a search for improvements, and not a description of three great lead smelters. In a paper1 presented before this Institute in 1926,I briefly discussed the evaluation of coking coals by means of ultimate analysis. The paper contained several graphic studies in which coal analyses calculated free of moisture, ash, sulfur and nitrogen were plotted on triaxial diagrams in which carbon + hydrogen + oxygen = 100 per cent. From a study of such data for 600 coking coals of the United States, and 150 coking coals of Wales, France and Germany, it was concluded that it was usually possible to predict coking properties and by-product yields with fair success from ultimate analysis. The coals which have proved exceptions to the general rules were found to have physical peculiarities. Run-of-mine Coal It must not be forgotten that run-of-mine coal is a composite material consisting of many constituents differing in physical properties and chemical analysis. A coal sample usually contains: 1. Glossy black coal known as anthraxylon or vitrain. This constituent usually has the strongest coking properties, and the lowest ash content. 2. Dull black coal consisting of attritus containing thin layers of anthraxylon. It is also known as clarain. This constituent, in a coking coal, usually has good to excellent coking properties. 3. Mineral charcoal or fusain. This is a porous black material which is soft and crumbly (unless impregnated with mineral matter) and which has absolutely no coking properties. It is different in every respect from the other constituents in coal. The volatile matter content of mineral charcoal is less than 20 per cent. even when it is associated with high-volatile coals. As would be expected the hydrogen content is low, and the carbon content is high. 4. A coal sample may contain tough gray canneloid material which has a high-volatile matter and a high hydrogen content, but is poor in coking qualities.

The Eagle mine is situated in the Kerber Creek mining district, Bonanza, Saguache County, Colo. The climate and topography of this district arc similar to those of mining camps of the Rocky Mountain region that lie 9000 to 12,000 ft. above sea level. The district is at the northeasterly edge of the San Juan volcanic region, in which successive Tertiary lavas have built up a high plateau resting upon earlier sedimentary formations, or the underlying pre-Cambrian complex. The latter was exposed in places by erosion previous to the eruptions. In the Bonanza district, proper, only volcanic formations, andesites and latites, are found. Dr. H. B. Patton,1 in his survey of the district, discriminates between several varieties of lavas and maps these as distinct flows. They are local variations within the same lava and it is impossible to determine any distinct line of demarkation between them. Structurally they are members of the same flow. There are three general types of vein occurrences: 1. Lead-zinc-copper-silver-gold veins in well-defined fissures with a quartz gangue; ill these, the various sulfides show a zonal arrangement. 2. Massive gray copper ores high in silver, in irregular fractures in the form of small lenses and pockets, in which little or no quartz is found. 3. Manganiferous quartz veins very low in silver and gold at the surface which, with depth, become important silver veins containing subordinate amounts of gold. These veins have a quartz gangue with an abundance of Phodochrosite. The silver is associated with small amounts of sphalerite, galena, and pyrite; fluorite also is present. The Eagle is the only mine that has been developed in the manganiferous quartz type of vein. It was discovered ill the fall of 1582, but little more than assessment work was done on the property for a number of

The year 1928 has recently.passed from the picture and it is at this time that the various divisions of the oil industry are giving thought to plans for the present year. The outstanding characteristic of the industry in 1928 was the successful curtailment of oil production to the market's needs. It has been thought advisable to look ahead and endeavor to anticipate the oil demand for the coming year, and thus determine the volume of oil that can be safely produced without causing major additions to surface stocks. The year has been one of smaller additions to stocks than in 1927, a record demand for oil products, and a further developed spirit of cooperation among oil producers, as well as various other achievements. It is well to pause and take stock of ourselves. Present Status of Crude Oil Supply and Demand The total daily new supply of oil is at this time1 about 2,960,000 bbl. per day, made up of 2,585,000 bbl. domestic crude production, 125,000 bbl. casinghead gasoline, and 250,000 bbl. of imports. With the present low consumption, due to the falling off in the winter season demand, it is estimated that about 150,000 bbl. a day are now being run to storage, and that the first three months in 1929 will see large-sized additions to storage. Consumption plus exports of oil have increased at a regular rate from year to year, and although oil production in 1928 passed the 1,000,000,-000 bbl. mark for the second time in the history of the United States, with a production of 25,000,000 bbl. more than in 1927, only 30,000,000 bbl. were added to storage during 1928. This is compared to an addition of 65,500,000 bbl. in 1927.

ThE Knudsen effusion technique was used to determine the chemical activities of copper and platinum in binary Cu-Pt alloys in the temperature range 1542" to 1673°K. Wiebke and Matthes1 previously obtained chemical activities of copper and platinum in this system at 673° and 923°K by the electromotive-force measurement method. They reported that the copper activities exhibited negative deviation from Raoult's law at all compositions. The chemical activities of platinum were found to change from a positive to a negative deviation at 923°K. Myles2 recently studied this system in the temperature range 1265° to 1356°K by means of the torsional-effusion technique. His results indicated that both copper and platinum exhibited negative deviation from ideality at all compositions. The use of the Knudsen effusion technique to obtain the vapor pressure of metals and alloys is well-known.3 In this work, Knudsen cells were fabricated from seamless tantalum tubing of 1-in. OD and 0.020-in. wall thickness; cell bases and covers were cut from 0.010-in.-thick tantalum sheet and welded to the cells in an argon atmosphere. Orifices were drilled and reamed to approximate a knife-edge of 30-deg included angle. Calculation based on Balson's4 derivation showed the orifice to be nearly ideal. All temperature measurements were made with a Leeds and Northrup disappearing-filament-type optical pyrometer at the orifice of the cell, which closely approximated black-body conditions and eliminated the need for emissivity corrections. Details of the experimental techniques used, and the necessary correction factors required during this investigation are essentially those previously described.5,6 Before investigating the Cu-Pt alloys, vapor-pressure measurements were obtained over specimens of pure (OFHC) copper. The pure-copper data5 served to assure the accuracy of the experimental apparatus and technique.

FoR more than 30 years California has been one of the three leading oil-producing states. Present daily production of crude oil under curtailment, approximately 580,000 bbl., comes from three general areas: Los Angeles Basin, San Joaquin Valley, and the coastal region of Ventura and Santa Barbara Counties. This state produces approximately two-thirds of its oil from eight large fields, and obtains a daily average production of 48 bbl. of oil per producing well, whereas the average for the United States is but 8.15 barrels. During the closing stages of the first half of 1936, discovery of the Section Ten oil field was made, and credit goes solely to geophysical work. It is the first direct important discovery of oil in California that may be credited to geophysics. This discovery may furnish the cue to the means of discovering several fields in California, particularly in the San Joaquin Valley. It is a question, however, whether returns from geophysical work will play as important a part in the future supply of oil in California as have our former types of prospecting. Explobation Methods of prospecting have progressed in the oil industry through invention or improvement in scientific means of locating and defining structure and because of market improvements in drilling equipment. Present methods of prospecting include: 1. A detailed study of geology in an attempt to locate structural and stratigraphic conditions that would be favorable to the accumulation of oil. 2. Geophysical methods involving the use of the seismograph, torsion balance, magnetometer and electrical methods. (There is still much to be learned in California in the application of geophysical methods.) 3. Use of micropaleontology as an aid in correlation,. The principal improvements in drilling equipment are: 1. The Schlumberger dipmeter, which determines the direction of formation dip in an uncased hole.

THE Federal income tax law permits as a deduction in determining net income "in the case of mines, . . . a reasonable allowance for depletion and for depreciation of improvements, according to the, peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45. reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact.

In open cast mining of coal, the cost per ton of output is four to five times less and labor productivity five to six times higher than in under- ground mining. This is why the coal industry of the USSR is oriented toward giving priority to the development of open cast coal mining. Deposits of coal which lend themselves to open cast mining in the USSR are enormous, with 90% of them located in the eastern part of the country. The technique is by no means limited to the eastern part, however-despite wide variations in climate, other parts of the Soviet Union also use open cast mining. The occurrence and type of coal deposits in the USSR vary greatly. Some of them are flat coal seams 2 to 40 m thick, and a few are even thicker. There are also deposits having a complex mode of occurrence, such as a series of seams of different thicknesses with angles of dip varying from slightly inclined to steep, often with dislocations. Overburden materials are quite diverse with regard to physical and mechanical properties. There are three kinds encountered-loose or unconsolidated overburden, medium-hard material, and hard rock. The stripping ratio, i.e., the amount of cover per ton of mined coal, varies from 1 to 12 cu m per ton. SYSTEMS OF MINING The great diversity of natural conditions has brought forth a variety of technologies and techniques in the open cast mining of coal. In open cast practice, the following systems of mining are used : (1) a transportation system in which the overburden is transported to spoil banks by rail or by truck; (2) a system with direct disposal of overburden, the rocks being dumped on spoil banks with a stripping excavator; and

RECENTLY Wallbaum¹ found that copper wires with different degrees of deformation up to 98.7 pct area reduction recrystallize giving a [112] texture, while deformation over 98.7 pct gives either a [l00] texture at low temperatures or a [1ll] texture at high temperatures. Furthermore it was found that the recrystallization temperature as a function of deformation up to 98.7 pct decreases as expected, but increases over that deformation. Wallbaum concluded that the different textures have different recrystallization temperatures. The [112] texture has the lowest and [Ill] the highest. At the same time Bassi² found that for high deformation (over 99 pct area reduction) and for an annealing temperature of 400°C, the [l00] texture first forms and with prolonged annealing time the [12] texture appears through grain growth. This secondary texture does not appear if the wire is annealed at 1000°C before the deformation. From these two papers it might be concluded that the [I12] texture can appear either as a primary or as a secondary texture after annealing. The texture formed in a special case depends on the previous history of the wire. Probably the texture of the wire prior to the last deformation is important. To investigate this, wires were produced by adequate deformation and annealing to give a [l00], a [112], and a [lll] texture. The wires then were given a series of different deformations and were annealed at various temperatures, after which the textures were studied. Experimental Work The copper used was electrolytic tough-pitch (Cu 99.90 pct and 0, 0.04 pct). 1. Brinell tests at progressively increasing temperatures are given for a representative lead-base and a representative tin-base babbitt, showing that the former has superior resistance to deformation at the working temperatures of bearings. 2. Small squares of bearing bronze, tinned and then babbitted with a representative lead-base babbitt and a representative tin-base babbitt were subjected to compressive loading. The lead-base babbitt showed less average compression than the tin-base babbitt. Compression did not materially increase the Brinell hardness of the babbitts. 3. A process and a tool are described for giving smoother and more accurate surfaces to bearings than has heretofore been possible. The following experiments have recently been carried out in the chemical laboratory of the Westinghouse Electric and Manufacturing Co., Pittsburgh, Pa. While the work is incomplete, it is described at the present time because data on the comparative merits of lead-base and tin-base babbitts are of interest in connection with the present shortage of tin. BRinell Habdness of Babbitt at Increasing Temperatures Bearings fail because of wiping, or deformation. Hence tenacity is desirable in a bearing metal, especially tenacity at high temperatures. The Brinell test is commonly regarded as a measure of tenacity. In fact, it has recently been proposed to substitute for Brinell hardness number the expression " tenacity number."l It seemed, therefore, that the Brinell test was especially adapted for the tests described. Disks, 4 in. (101 mm.) in diameter and 1.5 in. (38 mm.) thick, were made of the babbitts to be studied, designated A, B, C. They were poured into metal molds, pyrometer leads being soldered in the center of each disk. The composition of the babbitts was as follows:

INTRODUCTION The chapter discusses the procedures and operations starting with the actual training of operations personnel with respect to a grinding mill circuit and a typical check-out and start-up of a grinding circuit before turning over the operating circuit to production personnel. For the purposes of this paper, it will be assumed that the mill circuit installation is at a new location or a new operation at an existing operation. Expansion of an existing grinding facility would probably require less time-consuming and less costly procedures than those that will be outlined here. There are numerous arrangements and types of equipment that can be used for grinding circuits. For example, the grinding could be wet or dry. The grinding mill could be a rod or ball mill or some combination. The circuit could be open or closed. The closed circuit classification could be accomplished with rake classifiers, spiral classifiers, cyclones, stationary screens, or vibrating screens. To limit the discussion, the grinding circuit shown on Figure I will be discussed. The circuit includes a dry ore feed by a belt conveyor (feeder) to a wet ball mill. The ball mill discharges to a cyclone feed pump box and pump. The pump feeds a cyclone type classifier with the cyclone underflow returning to the ball mill feed and cyclone overflow being the required grinding circuit product. For the purposes of this paper, it will also be assumed that the extensive overall preparation necessary for every start-up has been accomplished. These preparations are only outlined here as they have been adequately dealt with in recent papers. (1), (2), (3) The items in these preparations would include. 1. Appointment and indoctrination of the start-up organization. 2. Integration of the start-up into the overall project schedule. 3. Development of the specific start-up schedule. 4. Budget determination and monies appropriation.

E. M. Fitchett (Johnstown, Pa.)—The fact stated by the authors that: "In the laboratory, without marked efficiency decreases, the authors have deposited zinc successfully from solutions containing as high as 1 g per liter of germanium," (p. 465, paragraph 3) is most unusual. A similar statement is made in the summary and conclusions: "Germanium alone, within normal operating limits does not cause large efficiency losses." The limits are not defined. These facts are directly contrary to much of the published history on the effect of germanium in zinc electrolysis. A description of the conditions leading to such a successful electrolysis would be of interest to all engaged in the production of electrolytic zinc. It is unfortunate that the authors of this paper did not determine the actual concentration of germanium and cadmium in the solutions which they electrolyzed after a zinc dust purification. This purification will take out a variable amount of these impurities, depending upon the composition of the dust, type of agitation, presence of activating agents, etc. Probably every electrolytic zinc plant in this country has accurate methods, both wet and spectrographic, for determining germanium and cadmium. These specific methods, adopted from the standard analytical literature, are often available to educational institutions for the asking. The headings of Fig. 2 and of the two tables, with their definite concentrations of germanium and cadmium (which are not so definite according to the footnotes) could possibly be somewhat misleading, since the actual amounts of germanium and cadmium present during electrolysis are not known. Even the 1 hr electrolysis time might be too short for a study of this type; 12 or 24 hr tests might be much better. Commercial solutions have been known that gave over 90 pct ampere efficiency during the first hour of electrolysis, but no metal at all after 24 hr.

THE study of the flow of oil and gas mixtures through oil-bearing formations has received special attention from the petroleum industry within the past few years, and has resulted in a series of research projects based upon various phases of the flow of heterogeneous fluids through porous media. Obviously, the low cost of producing oil during the flowing life of a well makes it desirable to obtain production by natural flow as long as possible and to effect a maximum recovery of oil and gas by the utilization of reservoir energy through efficient methods based upon a thorough knowledge of reservoir characteristics. Despite the extensive research that has been carried out, there is little information available on the behavior of oil and gas mixtures flowing through reservoir formations. This makes it impossible to predetermine the optimum operating condi-tions for flowing wells. A differential pressure must exist in the reservoir in order to induce flow toward the well. It is a well established fact that with homogeneous fluids the relation of pressure drop to linear distance traveled is a straight-line function as long as the flow is viscous. However, in regard to gas-saturated oils, a number of investigators1,3,4 have reported that the flow characteristics are materially altered as some of the lighter hydrocarbons are liberated from the oil to form gas while the fluid passes through the reservoir. Most of the work done has been concerned primarily with steady-state flow of liquid-gas mixtures. Cloud1 has studied the effects of saturating crude petroleum oils with various gases, together with the resultant pressure gradients under steady flow conditions, noting that unsaturated oils flowed faster and yet maintained lower pressure gradients than saturated oils.

The key to the successful use of any tool, more than anything else, depends upon proper application assignment. To achieve this, the individual having such machine responsibility must maintain fresh knowledge of technical improvements that broaden machine uses. 8.3-1. Tractor Shovel. This type machine is available in a wide range of sizes mounted either on crawler tracks or rubber-tired wheels, with both two-wheel and four-wheel drive. The original concept in both crawler and rubber mounting was that of an attachment to be added to a tractor already in existence. This served as an important expedient for the introduction of the tool, but the basic tractor proved to be inadequately designed for the additional loads. In spite of these structural inadequencies, customer acceptance generated sufficient revenue that further development could be financed for product improvement. The evolution of the product is continuing in many ways-including engines, drive line components, tires, hydraulic pumps, hydraulic valves, structural steel, etc. With each improvement, the operating capability of the machine is extended. This is resulting in the rubber-tired, four-wheel-drive concept making an invasion of the job applications that were formerly considered suitable only for crawler-track mounted machines. Both rubber- and crawler-mounted tractor shovels have invaded the market of small excavator shovels. Larger tractor shovels are challenging the larger size excavators. It is important that each job application be carefully considered so that the proper machine is put in operation. The performance varies widely in operating cost, production efficiency, and job flexibility. Factors to be considered in equipment selection are: 1. Nature of material to be moved 3. Distance material must be moved 2. Surface over which material must be moved 4. Quantity to be moved 5. Secondary or alternate use capability

Cobalt Whiskers were grown by the hydrogen reduction of CoBr,. The fcc = hcp martensitic trans-formation in these whiskers was studied using X-ray and metallographic techniques. Present theories of the fee + hcp martensitic transformation were ex-amined in the light of the present findings Experimental evidence for slip as a part of the transformation mechanism is presented. In the bulk form cobalt is known to undergo a martensitic transformation1 from an hcp to an fcc structure upon heating above about 430°C. Upon cooling, the reverse transformation starts at about 400°C, but does not go to completion except in single crystalline or coarse-grained samples, or upon plastic deformation. The transformation may be thought of as the shearing of close-packed atomic planes in such a way as to change the stacking sequence from ABCABC to ABABAB with a contraction normal to the shearing planes and an expansion in the planes,2 producing a c/a ratio slightly less than ideal. This restacking to give {0001) and (112) 11 (1010) can be accomplished by the passage of a shockfey partial dislocation over every other (111)f plane resulting in a theoretical shear of 19.47 deg. To date there has been no completely satisfactory explanation of how the partial dislocations are produced on the close-packed planes or propagated from plane to plane to give the correct stacking sequence. The object of the present research was to study some of the characteristics of the fcc to hcp transformation in geometrically simple single crystals. It was felt that whiskers of cobalt grown by halide reduction would be ideal specimens with which to study the transformation, because whiskers have the following desirable features: 1) are easily grown as fcc single crystals; 2) exhibit relatively simple geometries; 3) have comparatively low dislocation densities;

IN developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measure-ments serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transforma-tion temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chro-mium or managanese. The lag, or undercooling, observed at the ? - a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,1 using a rate of heating and of cooling of 3.0° to 3.5° per minute unless otherwise stated. Magnetic susceptibility, which was measured in studying the rate of transformation, was determined with a magnetic balance, which also has been described.2

During 1932 no important changes occurred in the position of Africa as a producer of petroleum. The progress of development and production in each of the areas of interest is described below. Egypt The producing fields of Egypt are Hurghada and Gemsa, located on the west short of the Red Sea, and Abu Durba in the Sinai Peninsula. Most of the production is obtained from the Hurghada field, chiefly from beds of Cretaceous age. To the end of 1930 the Hurghada field had produced 2,831,751 tons of petroleum. The Gemsa field, discovered in 1909, reached its peak of production in 1914, when 88,000 tons were produced. Of late years the production has greatly declined. Total production of the field to the end of 1930 is 182,870 tons. The total production of Abu Durba to the end of 1930 is 7069 tons. The production of Egypt for recent years is as follows: 1928, 269,324 tons; 1929, 271,520; 1930, 281,997 (1,996,000 bbl.); 1931, 288,260 (2,038,000 bbl.); 1932, 253,182 (approximately 1,790,000 bbl.). Mozambique The operations of Inyaminga Petroleum Ltd., which was engaged in drilling in the colony, have been suspended. Angola Drilling operations in this colony, conducted by Companhia de Petroleo de Angola under a concession from the Portuguese Government, were continued. A test well drilled at Cacoba, about 60 miles southeast of Luanda, to a depth of 5651 ft. was not a commercial producer. A second well was being drilled in the vicinity at the end of 1932. Morocco Until last year the search for petroleum in Morocco was in the hands of several private companies but during 1932 the National Office of Liquid Fuels of the French Government took an active interest in the develop-
