There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

As one of the four basic sciences, the study of geology is intrinsically worthy as a means of increasing fundamental knowledge of the behaviour and evolution of the universe. Geological knowledge can also be translated into practical outcomes for society such as resource discovery and protection of the environment. Australia has a long tradition of providing very high quality geoscience programs to prepare graduates for a range of occupations. We are, however, reaching a nexus in the way universities should or can deliver engaging programs. This has been triggered by the rapid evolution of the digital world (the Internet of Things), new technologies, unprecedented access to information, better understanding of the processes by which we learn and adapt our thinking, growing complexity in the problems we must face or opportunities to grasp, and university funding models. Designing education programs for the next generation of geologists extends far beyond tinkering with syllabuses. We must develop skills sets that will allow graduates to work in rapidly changing landscapes, but in doing so may have to sacrifice content to build capability in our graduates. Whereas universities must respond to changing demands on graduates by ensuring degree programs contain an appropriate balance of material and high quality of delivery, industry and government must also fulfil their responsibilities to provide additional training programs for graduates to assist their rapid transition into independent professionals. This paper examines various educational issues being considered in developing the new Decadal Plan for the Earth Sciences, and reflects on directions that education is heading in many of our universities.CITATION:Cohen, D R, 2017. This study concerns itself with two topics of the mine ventilation - mine fire interface which, when the work for this study began, did not seem to receive sufficient attention. Section 1: Comments on Spontaneous Combustion of Coal in Mines It is attempted to describe heat generation, heat and oxygen transport, in such a way that existing experimental data for U.S. coals can be used to assess conditions inducive to spontaneous heatings quantitatively. Investigated are, in particular, critical air velocities, minimum sizes of coal accumulations, moisture contents and the influence of mining factors. An extensive, practice oriented literature survey is included. Section 2: The Early Detection of Mine Fires by Assessment. of Mine Gases The suitability of the major constituents of combustion products for an early detection of fires is discussed. The same is done for gas concentration ratios. Since it was felt (at least at the time when this report section was written) that the value of the carbon monoxide/oxygen deficiency ratio was overestimated, the usefulness of monitoring this ratio as compared to monitoring CO concentrations was critically investigated. The state of art concerning instrumentation and organization of fire detection systems is reviewed also.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. This paper reports on a study of 43 compression load tests (five fully instrumented) and ten pullout tests of auger cast-in-place (ACIP) piles in sand. Eight design methods reported in the literature were used to predict the measured pile capacities. Ultimate load capacities of the ACIP load tests were determined using two different definitions of ultimate capacity and compared with predictions. Load transfer behavior was determined from a study of the fully instrumented pile tests and compared to predicted values. Recommendations are made regarding the design approach most appropriate for these foundations and the best procedure for estimating ultimate capacity from pile load tests.

As part of its program for the promotion of safety, the Bureau of Mines has investigated various means of mitigating or eliminating the explosion hazards of combustible gases and vapors found in the mining and other industries. Knowledge as to the explosive characteristics of cyclopropane in air, oxygen, and other gaseous mixtures is of both theoretical and practical importance because cyclopropane is now used extensively in anesthesia. As such an agent it has many desirable characteristics, and increased consumption of this gas may be expected if the explosion hazards now attending its use can be minimized or eliminated. The present practice of using mixtures of approximately 20 percent cyclopropane and 80 percent oxygen should be discouraged because such mixtures are violently explosive and have led ,to fatal accidents.

Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

Oxygen gas bubbles generate on anode during Pb electro-deposition process in PbSiF6-H2SiF6 aqueous solutions at room temperature. Cell voltage varies as the bubbles formed on the anodes surface. The bubble layer on the anode makes a voltage drop that consumes energy in the Pb process, which can be reduced by applying ultrasound on the anode. The effects of ultrasound frequency and anodic current density were investigated with ultrasound on and off, alternatively during the Pb electrode-position process. The removing of the gas bubbles were recorded in association with a drop in the cell voltage. The cell voltage can be lowered by 4% - 6% with ultrasound, which has potential for energy saving in Pb production.

A series of small scale tests, have been performed to establish the effect of powder factor and initiation timing on the grindability of rocks. The blasts were performed in high quality granite blocks, which were cut from stone prepared by dimensional stone quarry operations. Three different types of granite, Barre, Stanstead and Laurentian, were tested. The charge consisted of detonating cord placed in five holes with water as a coupling medium, or concentrated charges of equal mass of high exolosive, fully stemmed or air decked. Powder factor was varied from 0.39 to 1.17 kg/m3. Charges were detonated simultaneously or with a small delay and in some experiments, detonation waves collided in the middle of each borehole. All fragments were collected and screened, and drop weight impact tests were performed on selected size fractions, using different levels of impact energy, to calculate the resistance of the rock to impact breakage. The work index of some of the blasted samples was measured using standard Bond mill grindability tests. The experiments generally showed increased softening of the rock with powder factor, manifested by the increasing initial slope of the relationship between t10 and impact energy. The rate of change of the initial slope decreased with increasing powder factor. Changes in the work index were small and consistent in trend with the results of the single fragment impact characterization tests. Charge configuration, timing as well as in-hole collisions of detonation waves affected the initial fragmentation but had little effect on the impact breakage of the samples.

Sapping and mining have constituted an important part of siege operations ever since powder came into general use in Europe. Before this period, famine was the main weapon in the hands of the besiegers, and the history of the middle ages is replete with accounts of sieges lasting two and three years. With the advent of explosives, a position impregnable to assault might be readily won by mining under, and blowing up, its defences. The natural offensive against this method of attack is to countermine and stop the attackers underground before their objective is reached. Thus developed the art of military mining. The French and British, in the Peninsular war, were adepts at this method of warfare, and the explosion of a mine and the formation of a breach were the usual preludes to the general assault of a position. In the Crimea, at Sebastopol, the British and Russians did a lot of underground fighting, as the old maps of their galleries, now in the museum at Chatham, will testify. In the siege of Port Arthur, in still later times, the Japanese and Russians were hard at it as well.

This publication contains analyses and related source data for 675 natural gas samples from wells and pipelines in 24 States and 5 foreign countries. The samples obtained and analyzed during calendar year 1980 are included in tables 1-4. Those samples included in tables 5-7 were collected during the years 1960 through 1979. However, permission to publish the analyses of those samples was not given until the past year when the operators were again contacted to seek release of the information. All of these samples were collected as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576. The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Twenty-two previous publications have presented the results of 12,152 gas analyses made prior to 1980. "The successful implementation of a new technology in an underground production mine requires many challenges to be overcome. These challenges include mine hardening of new technology, mitigation of safety risks and hazards, mine operation support, and technology transfer to mine staff. In the end, the majority of these challenges relate to the human aspects of implementation. The approach selected to overcome these challenges must be customized and appropriate for each unique situation.This paper outlines the approach used to address these challenges as part of successful implementation and resulting demonstration of the hydrogen fuel cell locomotive at the Placer Dome (CLA) Limited Campbell Mine. This technology demonstration at Campbell Mine is critical for determining technical, regulatory, and implementation aspects to be incorporated into future fuel cell prototypes such as the LHD project."

The present paper deals with mixing between the metal and slag phase during the ladle refining process, including vacuum degassing. Dispersion of metal drops in ladle slags has been studied. The results show a larger quantity of metal droplets in ladle slag during the alloying and stirring phase than during the subsequent vacuum degassing phase. The thermodynamic and kinetic aspects of the interaction between metal drops and the slag matrix have been considered and probable reasons for the observed distribution discussed.

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

Mineral resources have been identified at seven properties in the, Middle Fork Judith study area (fig. 1, and table 1). Commodities consist of silver, gold, copper, lead, zinc, and marble. Eleven properties (fig. 1 and table 2) have potential for discovery of silver, copper, lead, zinc, or sapphire resources. Of principle interest are the mineral deposits within contact zones between the Yogo intrusive complex and the surrounding Paleozoic sedimentary rocks. Contact alteration zones along the southern slopes of Yogo Peak have been prospected in a 2- to 3-mi (3.2-to 4.8 -km) long belt within the study area.

The Small Pebble Process for Reducing Ball and Power Consumption in Secondary Grinding Ball mills are used widely for secondary grinding. A mixture of ball sizes can be used to optimise grinding efficiency, but the use of balls smaller than about 30 mm in diameter is not normally viable, particularly when alloy steel is required. Preliminary testing of the grinding efficiency of various combinations of 40 mm steel balls and crushed stone in the size range 7 to 25 mm was carried out in a 300 mm diameter mill, which has accurate power measurement.The primary interest was to assess the potential benefit of adding small pebbles (from a primary circuit crusher or mill) to a secondary ball mill, to reduce ball consumption and to improve grinding efficiency. The optimum proportion of pebbles was found to be about 25 per cent by volume. This mixture produced about the same amount of fines as balls alone, but with lower power consumption, due to the lower density of the pebbles. The net result was a 12 per cent saving in power and a 25 per cent saving in ball consumption. The production of fines was partly due to pebble wear. The use of portions of 15 mm balls, (ceramic and steel), was also tested for comparison. A few batch pilot-scale tests were conducted in a 1.2 m diameter, 0.31 m long mill to test the viability of the pebbles at a larger scale. The pilot-scale tests confirmed the reduction in power and that the rate of production of fines was the same as that obtained with balls. The same residence time was used and this implies that pebbles can be added to an existing full-scale ball mill, with no loss in capacity. Samples of secondary mill feed and pebbles were obtained from a copper mine and the steady-state consumption of pebbles was determined by locked-cycle laboratory-scale tests. These tests demonstrated that mill power could be reduced by up 13 per cent and that the consumption of 40 mm balls could be reduced by up to 38 per cent, while maintaining the same throughput and product size. The rate of pebble addition was about 4 per cent of the primary circuit feed rate. Application has been made for patent protection.
