As a result of strategic analysis in respect of the needs for air quality management a new advanced and holistic approach to air quality management process was introduced in the North West Province (NWP) of South Africa. The process is based on the principle of co-operative management. It involves both active participation of all Interested and Affected Parties (I&AP) and the holistic approach to solving problems with the underlying principles of shared ownership and sustainable development. The process consists of the followings phases: ? Industrial process quantification ? Quantification of impacts ? Formulation of the required control measures ? Definitions of certificate conditions ? Implementation of an adequate compliance management system at company level ? Ongoing co-operative air quality and system management with the strategic objective of continuous improvements The system has been successfully introduced in the North Province and proved to be an effective management tool and aids assurance of sustained environmental ability to cope with the pressure of industrial developments. The benefits and effectiveness are discussed using Hernic Ferrochrome as an example. Hernic Ferrochrome is one of the first companies, which successfully implemented this system.

The Boston Marine Industrial Park (BMIP) VENT 6 project is a cut and cover tunnel, part of the Central Artery / Tunnel (CA/T) in the city of Boston. The BMIP job will serve as the south approach to the Third Harbor Tunnel crossing. The alignment is approximately 2500 Ft long and is made up of four sections starting from west to east: 1. West Tunnel 2. Boat Section 3. East Tunnel 4. Tunnel inside Vent 6 Cofferdam and connection to the Third Harbor Tunnel. The support of excavation (SOE) system for the West Tunnel, Boat Section, and East Tunnel are all a part of this project whereas the SOE for Tunnel inside the Vent 6 Cofferdam was a part of the contract for the Third Harbor Tunnel.

Remediation of the environmental (and social) disturbances caused by opencast brown coal mining in the past in north-west Bohemia isa priority for state environmental policy. In order to provide a concept for full restoration of land following disturbance by opencast mining, a special interdisciplinary project supported by a grant from the Czech Ministry of Environment was started in 2000. The initial stage of the project was intended to summarize and evaluate the findings and the works carried out in connection with various reclamation activities in the afflicted area over a period of more than 50 years. The main aims of the three-year project are to make use of the best available landscape environmental management knowledge in order to harmonize the ecological, aesthetic, productive and social functions of new valuable landscape, including the recovery of historical continuity and an understanding of ?landscape memory?. The basic landscape functions were assessed on two different scale levels. On a large scale, the relevant attributes were investigated over the whole area of the Sokolov brown coal basin (220 km2). The data and experience acquired were used to define large-scale guiding principles for the rehabilitation of a post-mining landscape. On a small scale, the basic characteristics and functions of the landscape were analysed in the Litov-Chlum model area (2 km2). The information derived from this analysis was used to formulate a small-scale approach for the rehabilitation of the model area and also to define general methodological principles. Mean flow stress analyses from plant mill logs for the conventionally produced hot rolled low carbon steel from the Ispat Iscor Vanderbijlpark strip producing plant, indicated a higher temperature sensitivity than that found for the equivalent SAE 1006strip steel produced in the compact strip plant of Saldanha Steel. This was confirmed quantitatively through detailed hot deformation studies on an as-cast structure as well as on a finer grained condition on the same steel. In the conventionally produced steel, activation energies for hot deformation of 309 kJ.mol-1and 388kJ.mol-1for the two respective starting structures were found, both values extending over the entire normal hot deformation temperature range of 1140 to 900°C. These and other experimentally determined constitutive hot deformation constants were applied to the hot rolling austenite grain size development model used earlier. From this, it is predicted that dynamic recrystallization occurs only in the first two break-down passes at the Vanderbijlpark plant and thereafter static recrystallization occurs after exiting from all of the remaining ten or eleven roughing and finishing passes. This is significantly different from what was predicted earlier for the Saldanha Steel plant with its lesser number of passes where static recrystallization is predicted to occur only in the last three passes. The effects of this process difference and other observed product differences between the two types of product are discussed. Metallurgical accounting around toll treatment smelters pose a number of challenges. This paper reviews the requirements for good sampling practice, and how conflicting requirements for good furnace operation and design often makes reliable closure of the metallurgical balance tenuous at best. Typical physical causes of variance and bias will be identified. The propagation of error (in the form of variance) will be discussed for a copper smelter.

Retreat mining is one of the most hazardous operations conducted underground. One of the keys to miner safety and an efficient recovery of the reserves is to design adequately sized production pillars to prevent pillar squeezes, excessive pillar spalling, severe floor heave, roof falls, and pillar bumps. Currently, few pillar design approaches are available which consider the abutment pressures generated by the gob. The Bureau of Mines is developing a method called Analysis of Retreat Mining Pillar Stability (ARMPS) to aid in the design of retreating sections. Back analysis of 42 case studies indicates that ARMPS can be helpful in predicting stability during retreat mining operations.

Operating experience with the pilot Lurgi carbonization plant at Morwell showed that under conventional operating conditions, although the thermal efficiency of the plant was very' high, the physical quality of the char produced was extremely poor. By variation of operating conditions to produce the slow drying rate developed by the laboratory research at the University of Melbourne, an improvement in the size of the char was achieved. A similar approach in the carbonization stage where severe breakage of the briquettes still occurred was not possible due to insufficient control over the heating in this stage. Theoretical analysis of the heat exchange process has shown that severe heating of the briquettes entering the carbonizer is a characteristic of the Lurgi system and cannot be controlled by modified operation. The plant has been closed down for reconstruction of the heating system to enable it to be used to produce hard char.INTRODUCTIONAn experimental carbonization plant was operated at the Morwell Works of the 'Gas and Fuel Corporation from November 1958 until July 1959. This plant was built as a pilot plant by the Corporation to designs supplied by the Lurgi Gesellschaft fur Warmetechnik and had the nominal capacity to carbonize 25 tons of brown coal briquettes and to produce 11 tons of char per day. The briquettes were supplied from the· normal production of the Yallourn briquette factory and the 2t in. I-type briquette was the largest size which the plant could handle.This carbonization plant represents the intermediate stage of development between the laboratory research at the University of Melbourne and the commercial production of hard char as a metallurgical fuel. Mineral resource evaluation and estimation process is not an exact science; however it depends on the knowledge and experience of the competent person and his ability to apply his mind, make reasonable assumptions, interpretations and exercise sound judgment in the mineral resource estimation process. The mineral resource evaluation results in a mineral resource statement are disclosed to investors. The minerals industry is presently undergoing rapid changes in legislation governing the public reporting of mineral assets. It has gone through different phases of development with respect to the reporting of mineral resources and mineral reserves (mineral assets). In the past no reporting was done and currently mineral assets are reported as a supplementary section that briefly describes the mineral asset termed ?the mineral reserve and mineral resource statement?. The current industry trend appears to be going towards recognition and disclosure of the mineral assets on to the balance sheet. This paper explores the salient issues behind the mineral resources and mineral reserve statement of vein and reef deposits published in the public domain. It also highlights the potential misleading consequences of these issues and which filter through to the valuation of these particular mineral assets. The creation of reporting standards in the minerals industry has made significant inroads in standardizing and consolidating the interpretation and understanding of the different classification categories in the industry in an effort to promote common interpretation towards these salient issues.

Etchants containing hexavalent chromium and sulfuric acid are used in a variety of surface-finishing operations. When the resultant spent solutions are discarded, substantial quantities of chromium are lost and pollution prob¬lems are created. To minimize the undesirable environmental effects while improving metal and minerals recycling technology, the Bureau of Mines is con¬ducting research on a method for the economic inplant recycling of these waste etchants. Trivalent chromium, produced when the etchant reacts with a substrate, is oxidized in the anode chamber of a diaphragm cell; other metals, dissolved during the etching operation, are transferred to the catholyte. When waste brass etchants are treated in this manner, all of the trivalent chromium is oxidized and more than 40 percent of the copper and zinc is removed. Similar copper removal and chromium oxidation are achieved with waste printed circuit board etchants and rinse waters from plastic etching operations. The electrical energy needed to regenerate 1 kg sodium dichromate is less than 9 kwhr. Regenerated brass etchants evaluated by two companies equaled or exceeded the performance of fresh etchants.

Moderate to acute deficiency of plant available phosphorus is very common in western coal mine spoils and topsoils. Although some of the spoils are known to contain seemingly adequate amounts of total phosphorus, the plant available phosphorus is so low that it constitutes a serious plant growth limiting factor in the mined lands. For the revegetation of these spoils, the use of species, varieties and ecotypes exhibiting greater efficiency for P uptake and utilization, or conversely, lesser susceptibility to P deficiency would be highly desirable. To identify such plants, quick and adequate methods of screening germplasm should he available. In the present growth chamber study several plant species were screened using continuous flow culture and spoil culture systems to provide information on their relative susceptibility. In flow cultures, P was maintained at 0.25, 2.5, and 25 moles; while in spoil cultures it was applied at 0, 25, and 75µg/g to a P-deficient spoil. Phosphorus deficiency symptoms appeared in alfalfa cultivars, birdsfoot trefoil, emerald crownvetch and yellow sweetclover within 7-10 days upon transfer of their seedlings to U.25 or 2.5 µM P solutions. Burning bush and Russian thistle, found abundantly as pioneering species on mine spoils, showed no deficiency symptoms; their shoot dry matter yield in the 0.25µM P treatment was 24% and 36%, respectively of their maximum yield obtained with 25 µM P. However, the percent increase in the dry matter yield of legumes with 0.25 µM P ranged from 7-13% over their maximum yield. With the increase in solution P concentration, the root dry weight ratio in the legumes increased from an average of 0.22 to 0.43, while in the weeds from 0.14 to 0.30. The low susceptibility of Russian thistle to P deficiency was also demonstrated in the spoil culture experiment. Legumes showed greater response to P-fertilization on the spoil than did the two weeds. With increasing concentrations of P in the solution, the root weight ratio of all the species decreased. At 25 µM P, weeds invested only 14% of their total dry matter yield in the root fraction, where as legumes and grasses invested as much as 24% and 33% respectively. Weedy species averaged higher P concentrations than the legumes and grasses. The mean P concentrations of alfalfa cultivars were the lowest among legumes. In general, P concentrations increased with the increase in P supply. In the flow culture system, P supply increased the Ca levels of legumes. The mean Mn concentrations were highest in the weedy species. The increases in P supply decreased Zn levels in all of the species. File effects of P fertilization on the tissue concentrations of Mn and Zn in spoil culture were similar to that of flow culture system. From this preliminary study, it may be concluded that the continuous flow culture system is efficient in rapid screening of a large number of species under controlled conditions for their efficiency in adapting to mineral stresses.

With increasing energy costs and mounting government pressure to adopt low emission, green sources of energy, it has become imperative to develop long-term sustainable underground infrastructures that exhibit low power consumption. Underground mining environments are mandated to have ventilation systems in place to replace polluted air with clean air. Continuously running air ventilation systems have proven to be an expensive solution for this requirement. Ventilation-on-demand (VOD) is a cost effective method for not only reducing energy consumption and greenhouse gasses, but also ensuring the safety and well-being of the miners beneath the surface. VOD is achieved by monitoring the air quality in target areas of the mine, and based on variables such as the number of personnel in the area, the number of emission-emitting vehicles, the air leakage around doors and entrances, dust levels, and other key environmental details, the speed and angles of the fan blades are adjusted to increase or decrease the volume of air flow. For over 40 years, Conspec Controls has been developing systems capable of VOD through the use of controllers, gas monitors and personnel/vehicle tracking equipment, providing inexpensive, reliable solutions for underground ventilation.

The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of tie California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

Subsurface disposal of oil-field brines was practiced in Oklahoma on a limited scale as early as 1925. The technique of subsurface injection has been improved immensely and has been applied with varying success in many oil-producing areas in Oklahoma, and elsewhere. This method of disposal, however, is only one of several methods available to operators of oil-producing properties, but, in contrast with usual methods of handling brines on the surface it eliminates the damaging effect of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. Other methods of brine disposal approved by regulatory agencies in some States include (1) impounding in impervious ponds and solar evaporation, (2) controlled diversion into surface waters, and (3) recovery of the mineral salts of the brine. In most States where oil is produced regulatory bodies authorize the use of one or more of these methods of brine disposal. In Oklahoma, for example, the .Oklahoma Planning and Resources Board of the Conservation Commission has been authorized4/ to adopt whatever methods or means may be necessary to prevent contamination by mineralization of all potable waters within the State.

The following paper is being presented to provide a basic understanding of the equipment and procedures used in multi-auger deep soil mixing as part of the program for the Deep Foundations Institute (DFI) Deep Soil Mix Seminar. The paper is written as a summary of the author's experience using multi-auger deep soil mixing equipment while working with SMW Seiko, Inc. on several east coast projects in the United States, particularly the soil-cement mixing for the soil stabilization of the Fort Point Channel area in Boston, Massachusetts, one of the largest and most difficult soil mixing projects completed thus far in the United States. The summary provides a brief summary and insight into some of the operational aspects of the equipment and procedures, and some of the important considerations when using multi-auger deep soil mixing. This paper is intended for use by both the contractor and the designer involved in selecting appropriate soil mixing equipment and procedures for various types of soils, depths or applications, or for a better understanding of the operational aspects, potential benefits, and impacts that the performance criteria may have on the operational capabilities of the soil mix equipment, when specifying multi-auger soil mixing for a particular project. Prior to reading this article it is important to become more familiar with the various acronyms and terminology used in soil mixing technology. A Definitions section has been provided at the end of the paper that will help the reader become more familiar with some of the terms used throughout this paper.

The paper summarises the results of a recent study of minerals planning policies of the Member States of the EU. The study has shown that contrary to the public opinion the production of industrial minerals and construction minerals is significant the former accounting for about 20 percent of global production, the latter amounting to about 3 billion tonnes per annum. In contrast the importance of metal ores has diminished although metal production in some European countries can still be significant. The study revealed that very few Member States have clearly defined mineral policies. Common to most mineral policies is the emphasis on reducing minerals consumption and recycling whereas the important aspect protecting access to minerals resources is not adequately addressed by most policies. Access to mineral deposits is regulated in most Member States by land use legislation and administration. Information on mineral deposits in land use planning data bases tends to be scarce. This together with the absence of formal mineral policies places minerals at a disadvantage in land use decision making. The emergence in the recent past of environmental legislation and in particular environmental impact assessments has had a crucial effect on the duration of the authorization process for new mineral projects. Examples are given how minerals planning is handled in some of the Member States.

Presented in this report are the experimental results of coarse coal slurry degradation data obtained from the Hydraulic Transport Research Facility (HTRF) at the Pittsburgh Research Center (PRC), Bruceton, PA. This particle degradation report is a summary of the particle distribution data obtained at the HTRF for the period 26 November 1982 to 1 October 1983. The testing covered herein is for coarse Pittsburgh Seam coal in the 6-in (150 mm) and 12-in (300 mm) pipelines, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s), and at concentrations by weight ranging from 15 to 55 pet. Particle size distribution samples were taken systematically throughout the testing.
