Reconnaissance studies of beach sands along the eastern part of the Gulf of Alaska were conducted by the Bureau of Mines to determine if any of these coastal areas warranted investigations as possible sources of valuable minerals. Because of difficult access and limited transportation facilities only a minimum of sampling, surveying, and camping equipment is utilized to obtain spot samples from key areas as well as information indicating the location, size, and character of the deposits. Such data were obtained from beaches located along approximately 247 miles of the Gulf of Alaska coastline during parts of the 1957 and 1958 field seasons. A total of 201 3-inch-diameter auger holes, spaced roughly at 1 mile intervals, were bored by hand methods to depths ranging from 3 feet to 27 feet; also 33 shovel samples were collected from selected localities. Samples were reduced to a rough concentrate in the field by panning; the rough concentrates were shipped to the Bureau of Mines laboratory at Juneau for further concentration and for petrographic and chemical analyses. Particular attention was given to the heavy-mineral content of the concentrates, although the types and relative amounts of rock-forming minerals were also determined. The reconnaissance indicated that, generally, the valuable mineral content of the beach deposits was too low to be of further interest except in the vicinity of Yakutat and Lituya Bays where erratic but possibly significant concentrations of magnetite and/or ilmenite were found. At Yakutat, about 20 miles of beachline extending southeasterly from Ocean Cape, yielded samplas containing from 1 pound to over 300 pounds of iron and from a trace to over 100 pounds of titanium dioxide (TiO2) per cubic yard of beach material. However, the higher grade samples represented local concentrations of minor importance. The general tenor of the Yakutat beach, as indicated by the airthmetical average of 27 auger-hole samples, is about 35 pounds of iron and 20.5 pounds of titanium dioxide per cubic yard of beach material. As part of a systematic study on the thermodynamic properties of complex nitrides, phase equilibria of the system Li-M-N (M Mg, AI, Ga) at 900 K were investigated. An attempt to determine the thermodynamic properties of complex nitrides was made by using the galvanic cell method, which utilizes LiMgN as an electrolyte under nitrogen atmosphere. The electromotive force (Emf) of ilie cell at temperatures between 800 and 1100 K was measured. Whilc the Emf of the cell at 900 K was measured to be 0.137 V, data discrepancies of ±0.03V were found. It was difficult to determine temperature dependence of ilie Emf. The Gibbs energy change for the reaction, 113 LbN (s) + 1/3 Mg3N2 (s) = LiMgN (s), at 900 K was determined to be tJ.Gor (LiMgN) -13.2 (±2.9) kJ/mol. Using thermodynamic information on ilie binary nitride from literature, the standard Gibbs energy of LiMgN was derived to be AGO f (LiMgN)= - 121 kJ at 900 K. The thermodynamic stability range of nitride was discussed by constructing isothermal chemical potential diagrams that provide a better understanding of ilie stability region of the LiMgN phase. The diagram was found to be in good agreement with the isoiliermal phase diagram determined by ilie alloy equilibration meiliod. Although the obtained data includes large uncertainties, the results provide a better understanding of the iliermodynamic stability of nitrides. The potential application of this complex nitride to nitrogen chemical sensors or a medium for controlling nitrogen potential is also shown.

The room temperature tensile properties of commercially pure titanium and seven titanium alloys prepared by skull casting were determined in the as-cast and heat-treated conditions. Data were compared with property data from tensile tests on wrought alloys of the same compositions in the as-worked and heat-treated conditions. The alloys evaluated were Ti-5Al-2.5Sn, Ti-6Al-4V, Ti-6Al-4V-lSi, Ti-6A1-2Sn-4Zr-2Mo, Ti-6A1-6V-4Zr-4Mo, Ti-6A1-6V-2Sn, and Ti-11.5Mo-6Zr-4.5Sn. Test specimens were prepared from both static and centrifugal castings and from plate fabricated by forging and rolling vacuum-melted ingots. The data indicate that the alpha and alpha-beta alloys have strength properties in the as-cast condition that are reasonably close to the strength properties of their wrought counterparts in the as-worked condition. An exception to this was the Ti-6A1-6V-4Zr-4Mo alloy for which insufficient data were available to form any firm conclusions. Fine-grained cast structures of Beta III (Ti-11.5Mo-6Zr-4.5Sn) were shown to be generally stronger in the as-cast condition than the wrought alloy in the as-worked condition except for the yield strength of one structure that was unusually low. Heat treatment of this alloy produced properties that were unpredictable. Indications are, however, that optimization of heat treatment parameters for each cast structure could produce strength properties equal to that of wrought materials.

"Grouting aims to reduce the permeability of rock mass below a predetermined value and has been widely used in rock engineering field for a long time. However, the injection procedure needs several empirical decision makings and it is rather difficult to reliably confirm the achievement of improvement, because the grout penetration process is not sufficiently clarified. This investigation proposes a neuronal method of defining spatial distribution of rock hydraulic properties and a fuzzy scheme for estimating their relation with the grout penetration (consumption, localization and filling material). The intelligent method stands as a tool for helping in harmonizing the sealing activities and the medium conditions. The virtual simulation of grouting strategies embraces geology, hydraulic and rock characteristics and the filling process. Important aspects as different pressure injection levels and fracturing systems can be holistically studied using the intelligent environment, resulting in an advantageous, economic, flexible and interactive tool for planning better this critical activity.INTRODUCTION Grouting is a very common method of sealing rock and repairing concrete structures (Butron et al., 2010) and its use in engineering of dam-foundation and tunneling has been documented as very successful (Yang, 2004). Generally speaking, to achieve the closing purpose, boreholes are drilled into the rock mass and grout is injected (under pre-selected pressure) until the fractures around the borehole are filled. The complete filling of these fractures is possible if they are connected to each other in such a way that the remaining water and air can be displaced outside the designed grouting zone (Houlsby, 1990; Kutzner, 1996). Water testing is necessary for evaluating seepage potential and for determining whether grouting is necessary or practical. Regardless of the main reason for the investigations, design of a program for water testing for grouting should consider the type of structure to be built, the geologic conditions at the site and the level of seepage control desired. As information gathered the report must content the fracture openness, number and connectivity, exploratory drill holes orientations, materials situation and a panorama of rock-mass state (quality)."

"IntroductionCanada has been one of the world's leading producers of uranium since atomic energy first became of practical importance in 1942. Indeed, prior to this time, between 1933 and 1940, Canada produced significant amounts of pitchblende, as a source of radium, from the Eldorado Mine at Great Bear Lake*.Uranium was first reported in Canada, however, in the middle of the 19th Century in the vicinity of Theano Point on Lake Superior north of Sault Ste. Marie. In the early 1900s, uranium-bearing minerals were reported in Quebec north of the St. Lawrence River and in pegmatites in Quebec and eastern Ontario. In 1930, G.A. LaBine and E.C. St. Paul visited an occurrence of cobalt reported by the Geological Survey of Canada in 1900, and brought the Eldorado Mine into production in 1933, as noted above, producing, in the main, silver and pitchblende.In 1942, developments in atomic energy were such that the Government of Canada, at the behest of Great Britain and the United States, requested that Eldorado, which had been closed in 1940, be re-opened to produce uranium for the Manhattan Project. In September, 1943, all discoveries of radioactive minerals were reserved to the Crown and their staking by private interests was banned. In January, 1944, the government nationalized Eldorado and formed a Crown corporation, the present Eldorado Nuclear Limited, to take over the assets. That year marked the formal beginning of uranium exploration in Canada.The Period 1944 to 1948In 1944, the Crown Corporation and the Geological Survey of Canada began exploring for uranium deposits, largely in the areas of Great Bear Lake and Lake Athabasca. In that year, A. W. Joliffe of the Survey visited properties on the north shore of Lake Athabasca near Beaverlodge Lake and recommended that Eldorado acquire claims in the area. In 1946, P. St. Louis and E. Laurum, prospectors working for Eldorado, found the pitchblende veinlets that led to the Ace Mine. Shaft sinking began in 1951, and production, through a carbonate leach plant, began in 1953.Continuing drilling on the Eldorado claims led to the Verna ore bodies, some 6,000 feet northeast of Ace, on which shaft sinking started in 1954."

A microabrasão é uma técnica para produzir desgaste abrasivo em escala micrométrica. Neste trabalho estudamos uma liga fundida de cobalto com composição química próxima à da superliga comercial Stellite 6com composição eutética sendo a matriz constituída por uma solução sólida de cobalto, cromo e molibdênio que embebe uma grande quantidade carbonetos eutéticos de cromo. O objetivo deste estudo é avaliar a resistência ao desgaste bem como os micromecanismos dominantes através de ensaios de microabrasão. Foram usados três diferentes tipos de lama abrasiva, sílica, alumina e carbeto de silício com uma concentração de 0,1 g/cm3, carga de 0,3 N e uma distância deslizada de 48 metros. O menor coeficiente de desgaste foi obtido com sílica e o maior com carbeto de silício. O micromecanismo dominante foi o riscamento com riscos em toda superfície da amostra e presença de indentações apenas na matriz.

This report covers research which is directed toward the measurement and control of underground mine diesel emissions. The report consists of three separate reports presented as Sections 1, 2, and 3. Section 1 "Emissions Measurement Apparatus" (EMA 1) discusses the selection and evaluation of instruments and procedures to be used as part of a diesel tailpipe emissions dilution and measurement apparatus. The instruments selected for gaseous pollutants are the Energetics Science Inc.* E.S.I.) 2000 for CO, the E.S.I. 7000 for NO and N02, and the Fuji ZFP5 for C02. Particulate matter is presently measured with the Celesco 1013 Smoke Opacity Meter. The raw exhaust concentration of one of these constituents is used Lo calculate the dilution ratio. Either a modified high range E.S.I. 2000 CO instrument or a Daco Products Cobra C02 instrument can be used, but neither is totally satisfactory. The study also indicated that it may he possible to increase the sample collection time from 15 seconds to the total 30 seconds over which the engine can be loaded without increasing the probability of damaging the vehicle hydraulic systems. Section 2 "The Effect of Fuels, Catalysts and a Filter Trap on Drift Pollutant Concentrations" discusses research in the Mine Air Quality Laboratory. A Wagner ST5D LHD with a Deutz F8L714 engine was used to compare three exhaust aftertreatment devices and a muffler-only system. The effect of these four systems on CO, C02, NO and N02 and on total, soluble, sulfate, and solid particulate matter was measured in the drift and on the LHD. The filter trap successfully reduced particulate matter for both fuels without significantly increasing the concentrations of any of the other constituents. The PTX catalyst was effective in reducing CO, and soluble particulate, but significantly increased N02 and solid and sulfate particulate matter. The Oxy Cat catalyst tested didn't seem to he working on the gases, and it significantly increased sulfate, soluble arid solid particulate concentrations. Section 3 "Diesel/Coal Particulate Matter Characterization by Laser Raman Spectroscopy" covers basic research on a method for determining the percentage by weight of diesel particulate on a filter containing a diesel-coal mixture. Signal-averaged Raman spectra provide the necessary precision. The method developed is non-destructive and uses as-received filters requiring no sample manipulation. Particulate with diesel contents in the range of 10 to 50% by weight have been analyzed with accuracies better than 6%t of the mean value. A number of samples containing diesel-coal mixtures were characterized by the procedures developed and the results are analyzed in light of various spectral and other system variables including coal rank and form and diesel engine operating conditions.

The orogenic gold deposits wall poster is one in a series of posters on different mineral deposit types being produced by GNS Science to raise awareness of the characteristics of New Zealand mineral deposits and their prospectivity. Orogenic gold deposits are typically quartz vein deposits formed in fault and shear systems at crustal levels within and above the brittle ductile transition zone, at depths of 3 12 km and temperatures from 200¦ to 400¦C. In New Zealand, orogenic gold deposits are found in regionally metamorphosed sedimentary rocks of Paleozoic and Mesozoic age. The deposits in Paleozoic rocks include those at Golden Blocks in Northwest Nelson, Lyell and Reefton on the West Coast, and Preservation Inlet in Fiordland. Quartz veins are developed along shear zones that dip steeply and generally strike parallel to the axes of folding in the greywacke and argillite/slate host rocks, although most are discordant to bedding. The lodes are typically less than 1 m wide and extend an average 200 m horizontally and vertically, but the Birthday Reef at Blackwater, Reefton, the largest quartz vein deposit in Paleozoic rocks, averages 60 cm in width and was mined over a strike length of 1070 m, and to a depth of 830 m. Disseminated gold occurs adjacent to the quartz lodes at Globe-Progress and some other Reefton deposits. The deposits in Mesozoic rocks are hosted in schist of Otago and Marlborough, and schist and greywacke of the Southern Alps. The lodes are typically lensoidal, less than 1 m wide and localised along single or multiple parallel shear zones that generally dip steeply, and are discordant to the schist foliation and bedding. A notable exception is Macraes, where the lodes are developed in the semi-concordant, low angle Hyde Macraes Shear Zone that has a strike length greater than 25 km.

This information circular, which describes the methods and costs of sinking a small underground shaft with steel supports at the Keystone mine of American Smelting and Refining Co., near Crested Butte, Colo., is one of a series being prepared by the Bureau of Mines on current shaft-sinking practices in various mining districts of the United States. Preparations for sinking a combined exploration, development, and production shaft from the lowest level of the Keystone mine began early in 1957. This vertical, three-compartment, 6-1/4-by 16-foot rectangular shaft was to be sunk in separate stages or lifts so as to correspond with the progress of an associated lateral exploration and development program. The first section of the shaft was collared and sunk to a depth of 209 feet between September 1957 and April 1958. Because of the depressed base-metal market, the mine was shut down as soon as the initial phase of the exploration and development program had been completed and before any deeper sinking could be attempted.

Waste rock and tailings may be combined through intimate blending to create new materials with superior physical and hydraulic properties. The new material, termed Co-Mix, has high shear strength characteristics, low compressibility, low hydraulic conductivity, and a high water retaining capacity. Co-Mixed tailings and waste rock may be used to construct cover systems, internal barriers and seals, confinement structures and full depth waste repositories. Field scale test trials using Co-Mixed blends of waste rock, tailings and slag have been constructed at the Copper Cliff Mine in Sudbury, Canad. These lysimeters will be used to evaluate the performance of the new material for cover systems that may potentially be constructed on the tailings impoundment upon closure. In this sense, the paper point out the construction of the lysimeters with respect to expected field performance during the spring snow melt period and summer to produce cover systems for closure.

"With mining, especially coal extraction, comes the necessity of supporting the roof. Since the 1950s, the primary method for roof support has been the use of roof bolts. Roof bolting is considered one of the most hazardous jobs in underground coal mining. In 2004, there were 3,405 injuries reported to the U.S. Mine Safety and Health Administration (MSHA). Of those injuries, 17 percent were associated with bolting machines (593 injuries). The majority of the injuries resulted from rock falling from supported roof. However, injuries involving a part of the body being struck by, or caught between, during bolting and drilling occurred with relatively high frequency (Burgess and Steiner, 2007).Roof drilling and bolt installation is labor-intensive and repetitive. These labor-intensive and repetitive requirements can lead to cumulative trauma. Operators are expected to perform a considerable amount of lifting, carrying, bending, reaching and stretching. Back and shoulders become sore from bending and twisting to install bolts or lift and position drill steels, wrenches and bolts. Confined operator spaces also contribute to difficult and awkward working positions for the operators (Cornelius and Turin, 1998).In South Africa, the majority of the roof bolting machines used are “man-in-position” style machines (Fig. 1). This puts the operator in close proximity to where the drilling and bolting process is performed. When proper operation procedures are followed, it has been proven to be a very effective, productive and safe system. The MSHA-certified automatic temporary roof support (ATRS), canopies and dust collection system of Fletcher bolters all provide the operator with unparalleled protection. However, there are some occupational hazards inherent to the zone located next to the drilling and bolting zone. This has led some customers to request relocating the operator away from this zone. The idea being that the operators will no longer be located in the face area, greatly reducing their exposure to dust, noise, machine and geological hazards."

The foundation of Japan's growing industrial and economic strength lies primarily in minerals, power, and technical know-how. Domestic raw material resources cannot supply domestic demand, and imports are indispensable. The Japanese are forced to acquire minerals and metals on a global basis, and their activities already have made an impact on international markets. A by-product of these efforts is the development and expansion of mines in many parts of the world to supply Japanese requirements. Japan now has a surplus capacity to produce finished products for consumption and export. Tradition-ally, domestic deficits in minerals have been met by importing crude materials. Because of the rising demand, however, the time has come when semi finished products as well as crude minerals are required. While the domestic market is the mainstay for Japan's industrial products, expanding export markets are essential for balancing trade and for providing economic prosperity and higher living standards for the Japanese people. Japan has a long history of mineral and industrial development, and the best in modern practices abroad has been adopted and modified for use under Japanese conditions of smaller enterprises, cheaper labor, and a more closely knit society. Generations of industrious workmen, technicians, and business-men have been trained in industrial occupations. Devastation of war temporarily slowed progress, but at the same time provided the opportunity for reconstruction, modernization, rationalization, and expansion. The Japanese excel in small and medium-sized operations, but they also have mastered large-scale production. Management is aggressive, practical, and strongly imbued with the concepts of effective utilization of resources. Integrated operations, diversification of facilities, intense competition among concerns in the domestic market, and close cooperation in foreign activities characterize Japanese industrial policies. Available capital has been utilized up to the limit for the establishment of mineral and other industrial facilities at home and abroad. Technology, machinery and equipment, and transport services have been exported along with venture capital, and funds have been advanced against future delivery of foreign raw materials. The Government has been restrained in regulatory functions and has provided technical services to private industry. Thus, Japan's technological foundations are secure, management practices are efficient, and government has stimulated production. The future outlook is bright for the continued rapid growth of mineral and other industries in Japan. Already supreme in Asia in per capita output and living standards, Japan steadily is gaining on the European countries. Steel production has overtaken the United Kingdom and is pressing the level in West Germany. Consumption of fuels and power is expanding at a rapid rate. Construction activities are booming. Japan has built up medium-sized non-ferrous industries. Its ability to produce the exotic metals needed in the nuclear space age is well established. Since Japan makes a great variety of mineral products, her overall posture in mineral extraction and processing is strong. Primarily as a result of intensive efforts in the mineral and other industrial fields, Japan is emerging in world markets as a serious competitor to all industrialized nations.

It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

Acid soluble calcium is depleted in drainage sediments from hydrothermal alteration centres in the Coromandel Peninsula. The routine analysis of acid-soluble calcium on drainage samples is an economical and effective technique for outlining hydrothermal alteration centres in volcanic terrains.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

A pesar de esto, se continúa con la ejecución del proyecto, al tiempo que se evalua el apoyo del Estado, pequeños mineros, la Sociedad de Ingenieros del Perú, Instituto de Ingenieros del Perú, entre otros organismos interesados en lograr una economía promisora para la industria minera. Otro aspecto importante en su ejecución, son los factores económicos y costos de producción tales como el aumento de jornales y salarios, costo de materiales y métodos más complejos de exploración. En esta perspectiva, la exploración se convierte en una forma de investigación que no requiere una logística compleja para el nuevo producto, aunque el enigma de la certeza persiste. Así, se necesita buen criterio y experiencia para determinar la etapa de exploración en la que los trabajos adicionales no son justificados ni necesarios. Una vez determinada el área a explorar, se necesita la adquisición de los derechos mineros, para la exploración primaria y asi aplicar el levantamiento geológico de la zona, que fijará una tasación aproximada dentro del espacio explorado. Por último, el estudio revisa la eficacia de exploración de las minas de Cerro de Pasco, como en Oyón, Cuajone, Tintaya, Yarabamba y Antamina, concluyendo que es necesario el empleo de las nuevas técnicas de exploración minera que se practican en otros países a base de una mayor liberalidad del Servicio Aereofotográfico Nacional, asi como es urgente promover un inventario minero-histórico en los 1244 distritos que comprende el territorio peruano en sus 1'331,410 Kil6metros cuadrados.

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. In addition, depletion of some mines in Australia and South Africa has offset rising output at other properties. Indeed, when final mine output figures for 1988 become available, it may well be
