This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Reconciliation has become very topical over the last ten years but how do we distinguish what is good practice, and even more importantly, show how it adds value? Reconciliation at Anglo American has received support from the very top of the company and this has enabled success in the design and implementation of a range of processes, reporting activities and actions. Focus has been on full Mine Value Chain Reconciliation (MVCR) from Resource to Product and on proactive cross-functional engagement. A standardised set of reconciliation definitions and relationships are used at all mines across the company to diagnose planning and performance issues. Results are formally presented in an efficient dashboard format, accompanied by a concise narrative to communicate what has been learned and what is being done to correct, improve or change practices. Importantly, effort has also been made to sustain MVCR by embedding good practice and quantifying the benefit of reconciliation explicitly via linking results to value.This paper sets out the lessons learned from the past two-years’ journey, highlighting areas where good practice has been defined and achieved. A ranking for quantifying reconciliation confidence over time is presented as a means of putting results into context and continuously improving the reconciliation process. Finally, a solution to define the value that can be derived from reconciliation is described, detailing how cross-functional personnel meet monthly to review results and implement actions that are tracked in terms of value creation.CITATION:Morley, C and Arvidson, H, 2017. Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. In Southern Africa, historic mining and mineral processing of base metal deposits have almost exclusively focussed on the extraction of major metals, leading to the loss of remaining valuable raw materials into tailings dumps and waste rock piles. At the Namib Pb–Zn mine (Erongo Region, Namibia), historic base metal tailings deposits are present as unreclaimed exposed waste piles. The tailings comprise silt- (fraction A: d50 = 25 to 48 μm) to sand-sized (fraction B: d50 = 86 to 185 μm; fraction C: d50 = 210 to 230 μm) material and contain major concentrations of base metals (Pb av. 1.15 mass%, Zn av. 3.20 mass%), S (av. 9.95 mass%), as well as lower values of other metals (Cu av. 490 μg/g, Cd av. 133 μg/g, Ag av. 22 μg/g), and critical elements like Sb (av. 14.7 μg/g) and In (14.3 μg/g). Former mineral processing only targeted the extraction of galena and sphalerite. As a consequence, qualitative mineralogical composition of the tailings is similar to that of the primary ore. Ca–Fe–Mg(–Mn) carbonates, quartz, micas, chlorite, minor graphite, magnetite, and rare parisite relate to the former host rock and gangue matrix, whereas Fe-rich sphalerite, galena, magnetite, pyrite with minor pyrrhotite, rare arsenopyrite, marcasite, cassiterite, and accessory scheelite are original constituents of the primary ore. Reprocessing of such a material would be challenging, but a mixed Pb–Zn concentrate enriched in Cd and Ag might be obtained. In future, possible reprocessing of Namib tailings and associated disposal of wastes into an appropriately designed repository would not only generate valuable metal commodities, but such activities would also eliminate a major metal pollution source from the local environment.

Geopolymerization is a process by which Al-Si minerals undergo dissolution and polymerization in an alkaline solution to form a monolithic material with a high mechanical strength (Davidovits, 1991; 1994). In this study, Na-feldspar (albite) and K-feldspar (microcline) have been selected to investigate their abilities to undergo geopolymerization. The interaction between alkali metals present in the alkali-feldspars and alkali metal cations contained in alkaline solution during geopolymerization has also been studied. It has been found that both albite and microcline can be applied in geopolymerization to produce geopolymers with a high compressive strength. Although the dissolution of M-feldspar (where M = Na and/or K) in concentrated MOH solution is inhibited when the alkali metal cations of the alkaline solution differ from the alkali metals structured in M-feldspar, the resulting geopolymers are found to demonstrate a higher compressive strength. Moreover, a proper molar ratio of Si/Al in the geopolymeric gel phase and a higher average hardness of the undissolved particles remaining in the geopolymers are found to greatly increase the ultimate compressive strength of the geopolymers.

Discussion by B. Beatty This is a response to M.J. Hrebar's paper, which tracks in detail the highly productive stripping capabilities of modern large bulldozers at two separate installations. It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle. Case 1 - Study eastern US: Contour coal stripping application The energy consumption for the Case 1 mining method (eastern US contour stripping operation) shows the D11 averaged 117 L (31 gal) of diesel fuel per scheduled hour, and produced 333.3 bank m3 (436 bank cu yd) per scheduled hour (0.351 L/m3). Assuming 1 L (0.26 gal) of diesel fuel contains 10.4 kW-hr of energy, the unit expenditure of fuel energy for Case 1 Study was 3.66 kWh/m3. Another way of shifting this material is by using an overburden slusher (OS), as shown in Fig. 1. The OS as shown in Fig. I. The OS is electrically powered and consists of a manned low wall winch (LW ), a remote controlled (radio telemetry) highwall winch (HW) and a hoe. The winches operate to pull the hoe back and forth across the pit. The hoe carries load in the forward direction ahead of a rear mounted blade and returns empty. A spreadsheet (Lotus 123) simulation package, BOSSIM, models the OS operation on a load by load basis over a wide range of pit configurations. The geometry shown in Fig. 2 of the paper was modeled using BOSSI M and the results are summarized in Table1. Table 1 shows a LW with 150 kW (200 hp) and a HW of 120 kW (160 hp) installed power, towing a 15-m3 (19-cu yd) hoe, would accomplish the Case 1 stripping task at about the same scheduled stripping rate (D11=333 m3/hr or 433 cu yd/ hour, OS=342 m3/hr or 447 cu yd/ hour). It was assumed the winches in this equipment have an electromechanical efficiency of 90%. This gives an average electrical energy expenditure rate of 151 kW-hr, and a unit energy expenditure level of 0.44 kWhr/m-3(0.57 cu yd/kWh)-an improvement of 8291%- over the D11 alternative. The energy comparison illustrates the importance of using more efficient electric power if possible, ahead of the internal combustion engine, and delivering power from a fixed ground position rather than through a moving track system. Another important energy observation is the comparative action of the dozer blade and the OS hoe. The former implement continuously digs and spills as it works the load forward. The OS hoe digs the load until full, the blade then lifts due to the contained load pressure and a shear plane forms under the mass, enabling it to slide forward in a force reduced - transporting mode. Economic comparison Table 2 operating cost per scheduled hour and unit cost comparison follows a format used in Tables 2 and 3 of Hrebar's paper and compares Case 1 Study with the OS alternative. Drill and blast costs are kept constant in both cases, although when larger OS units are considered, it is expected these costs will reduce because bigger hoe sizes will permit larger rocks to be transported efficiently.

Glass wool meeting requirements for commercial use was made from glassy fractions of urban solid wastes by the Bureau of Mines. This research was a part of the Bureau's program to develop building products and other usable materials from reclaimed urban waste materials. Mixes of molten glass were fiberized into glass wool during laboratory studies by impingement of a jet of compressed air on a stream of the molten glass. The principal test variable studied was composition of the melt; this was varied by adding dolomite and alumina to obtain molten glass with the handling characteristics required for producing final wool products of the desired composition and physical characteristics. When no charge is made for the waste glass and approximately $75 per ton can be obtained for the wool product, an interest rate of return on investment after taxes of about 12 percent can be obtained. If a charge of $5 per ton is required for the waste glass, a selling price of about $78 per ton would be necessary to obtain a l2-percent-interest rate of return on investment after taxes.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

"A fundamental aspect in the development of any open-pit mining project is the determination of the mineable mineral reserves, obtained with the design of the so-called ultimate pit limits. In this paper, firstly the Vulcan software applied over the data of MR phosphate deposit will be introduced. Modeling of the ore deposit has been done by geostatistical and conventional methods by using geological data of 41 diamond core samples. Insitu geological reserves were estimated to a level of accuracy to support detailed mine planning. Ore body has been divided into regular three dimensional fixed blocks. The ultimate pit limits of the model deposit weredetermined by the vulcan program by an optimizing technique. Additionally, the approximate location of the deposit and drillholles and the contour map of the ultimate pit limits generated by the vulcan program are presented. "

The construction of the La Joya hydropower plant (Costa Rica) was awarded by the Spanish power company, Union Fenosa, to the Italian Joint Venture formed by the companies SELI SpA and Ghella SpA. The project, located in a mountainous region of central Costa Rica, includes a 7.9-km-long head race tunnel having an excavation diameter of 6.18 m. A double-shielded TBM was selected to perform the tunnel excavation, which involved mainly volcanic rocks in variable but generally very weak conditions. The tunnel crossed long and continuous sections in completely weathered rock masses with no residual cohesion and with high water inflows. The paper describes and analyzes: The special methods adopted to overcome these sections with the TBM includ-ing face stabilization by chemical grout and foams as well small by-pass tunnels in the crown combined with TBM advance/support The grouting design and the grouting method that was implemented to meet the waterproof design specifications and restore the original groundwater level in the mountain The additional geological investigations performed to improve the knowledge of the rock mass in front of the TBM and the outcomes of these investigations The performance of the TBM in different ground conditions and on average along the entire tunnel Finally, the author’s comment about the possibility of implementing and improving the technologies experimented with in this project in future similar applications.

The use of continuous mining machines has greatly minimized the necessity for blasting in coal mines, even during pillar recovery; however, explosives are still used to blast stumps. The use of improper blasting materials, improper procedures, or both has caused mine explosions and fires, with loss of life and property damage. Researchers and manufacturers are continuously improving explosives and blasting accessories; use of the more recently developed materials will make the blasting operation safer. Extreme caution is mandatory when blasting stumps, as the ignition of methane or coal dust may trigger an explosion or cause a fire. Since the blasting of stumps will no doubt continue, although often unnecessarily, this paper summarizes recent findings published by the Bureau of Mines and recommends safer methods.

This report is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods, and costs at various open-pit mines in the United States. These reports have been prepared in cooperation with various mining companies. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed to improving the efficiency of mining operations. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technological information on mining methods and practices. This report describes exploration, development, equipment, and mining by open-pit methods of the remainder of an ore body that had been previously worked by underground methods. The Tripp pit of the Consolidated Coppermines Corp. is located at Kimberly, Nev., a small mining company town having an elevation of 7,250 feet, 9 miles by road west of Ely, Nev. (fig. 1). The pit extends over the area formerly mined by underground methods from the Morris and Brooks shafts.

One could say that CIM has established a level of brand recognition that transcends it name and its origin. CIM has also evolved with the times, as the world has evolved and more so as the world of mining has evolved. So we stand today with a fairly large portion of our membership residing outside Canada and outside the United States. We also stand today looking back at the role CIM has played in events that we have been partners in organizing outside Canada; and for a long time CIM has provided insights into what is going on in the rest of the mining world by inviting authors and by featuring topics from around the globe.Today, Canada is still a leader in the mining industry. Canadian mining companies are involved in exploration and operations around the world. Canadian operations serve a good portion of the global demand of many metals and minerals, recently adding diamonds to the slate. Canadian expertise in various areas also makes Canada a good base for exporting a wide range of products and services around the world."

The Bafokeng Rasimone Platinum Mine (BRPM) is a joint venture between Rustenburg Platinum Mines Limited and Royal Bafokeng Resources (Pty) Ltd (Bafokeng). The mining lease has been granted over Boschkoppie 104JQ and is located approximately 10 km south of the Pilanesberg Alkaline Complex. The Merensky Reef, which constitutes the principal orebody, is geologically complex. A relationship between its geological variability and the associated mineralization has been established by defining a number of facies types. The Merensky Reef has been subdivided into seven distinct facies types: the pegmatoidal facies, contact facies, FW1 potholefacies, FW3 pothole facies, FW6 pothole facies, and FW7 pothole facies. The Merensky Reef, which does not form part of the potholed reef, has a large component of footwall mineralization. The pothole facies, in contrast, has mineralization located in the hangingwall. Statistical analysis of the facies types indicates that they are unique populations and hence need to be evaluated independently. The mining lease has distinct structural domains that have added additional complications to evaluation of the Merensky Reef. The Merensky facies on BRPM exhibit unique geological and statistical characteristics within well-defined structural blocks. Due to the extreme variability of the Merensky Reef on BRPM a unique approach has been developed, within Anglo Platinum, to evaluate the deposit. Mining cuts are defined and composited for the individual facies types, and then modelled individually by applying known geological controls. The resultant grade models are weighted based on statistical and local geological knowledge. The object of weighting the facies is to replicate the variability observed in the orebody. The introduction of stringent geological controls to the evaluation process has resulted in increased confidence in the in situ grades estimated as an input to the mine planning process.

The best method to minimise disturbances from traffic to the neighbourhood and in Urban is probably to go underground. For obvious reasons this will cause vibrations, noise and other environmental effects which need very strict regulations and quality assurance in order to complete the work successfully. One project is “Southern Link”, a part of a ring road system. The system of tunnels includes 16 kilometres of tunnels right beneath the south part of the city of Stockholm. At least 20.000 people will be or could be affected by different kinds of disturbances and pollution such as vibrations, noise, gas and groundwater. Another project is the “Arlanda Link”. A new railway with three stations has been built under the existing and running to Arlanda airport with its terminals. Authorities have carefully judged these projects, which cause complaints from neighbours due to disturbances. The blasting operations are professionally managed by the contractors and controlled by consultants to keep the regulations according to the Swedish standards, which are well described in the tender documents by risk analysis and technical descriptions. In spite of that, one conclusion is that it is not always possible to go underground without exceeding stipulated regulations with existing technique. El proyecto comprende la realización de de perforaciones en zonas llamadas geometalúrgicas, con el fin de realizar pruebas metalúrgicas y definir el comportamiento del mineral en la concentradora y lixiviación. También se incorpora el concepto de índice de solubilidad, parámetro que sirve para diferenciar adecuadamente un mineral económico para flotación del de lixiviación y finalmente, se optimiza la secuencia anual de minado y disposición de material en botadero. En consecuencia, es importante determinar el uso de software y hardware adecuado para planeamiento de minado, ya que depende de la magnitud de la mina como en el caso deCuajone.

"The demand for commercial and residential construction has continued to evolve across the United States over the last decade. Our markets demand larger, deeper and inherently more complex structures, located within increasingly constrained urban locations and with challenging geotechnical conditions. As project demands incrementally escalate, specialty contractors are continuously challenged to extend their state of practice. Development in the size and capabilities of construction equipment, tooling, techniques, monitoring and verification systems over the last decade has consistently allowed contractors to build larger and deeper. For support of excavation (SOE), in addition to scale, selection of the most appropriate system has been a key to success in the most challenging ground conditions. This selection process is based on sound engineering and construction practice, and also prior experience, both positive and negative. Ultimately many Owners have chosen to manage their risk of SOE construction through design-build contracts, which allows specialty constructors to optimize the balance of cost, schedule, scope and associated risk based on their local expertise. Successful implementation of a design-build methodology begins long before a contractor is selected, with identification of key project requirements and risk factors during the feasibility studies and design development phases. In these early stages of the project development, advice and budgets are frequently solicited from Specialty Contractors. The Owner, Construction Manager and Consulting Team will filter this input from multiple sources to provide their specific recommendations, develop construction documents and select the appropriate form of contracting. Only in the final stages, after award of a Design-Build Subcontract, can the successful specialty contractor directly influence risk management approach on the project. A case study is presented from Block 9 in San Francisco’s Transbay District. This project demonstrates the incremental identification, assignment and mitigation of construction risk through the planning and design build process for SOE on the deepest planned excavation in San Francisco.INTRODUCTIONThe mature urban development market in United States results in high demand for complex Support of Excavation (SOE) schemes on constrained sites. The Design-Build approach can be applied to increasingly difficult SOE challenges, combining regional specialty subcontractor knowledge and experience in order to optimize solutions for cost and schedule. The most successful applications will involve early engagement of shoring subcontractors within the project teams, during feasibility and design development stages, in order to identify key scope and risk issues, and their potential solutions. Throughout the project development, it is important to reasonably assign responsibility for construction risks amongst the project stakeholders who are best able to control them.This paper presents a case history for San Francisco’s Block 9, a well-planned and successfully executed design-build SOE project in San Francisco’s Transbay Redevelopment area. Throughout the 4 year period from the Developers initial proposal to the Redevelopment agency, through completion of excavation down to subgrade, the project team developed a series of increasingly refined SOE schemes, with corresponding scope definition and cost and schedule estimates. This program relied on early identification of key challenges and risks for the project, and evolved through multiple phases of proposals as first the General Contractor (GC) and then Specialty Shoring Subcontractor were engaged for the project. The scheme, cost and schedule refinements continued throughout construction in order to accommodate unanticipated conditions and events as they unfolded."

The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

In 1998 an initial objective was given to the author, to process valuable off grade High Carbon Ferro Manganese (FeMn) metal fines profitably. The previous attempts that had been made to re-melt these metal fines through the furnaces had resulted in poor furnace operation, mainly to do with lack of electrode penetration and furnace bed permeability. It was decided that the method to resolve these problems was to agglomerate the metal fines. During the study on the agglomeration of the metal fines, a decision was made to use furnace baghouse dust and stockpiled furnace baghouse dust and sludge (DSF) as a ?filler? in the metal fines. The primary reason for using baghouse dust was to eliminate an environmental hazard, whereas the secondary reason for using the DSF was to utilize manganese units contained in the dust. The off-grade metal fines and dust were compacted using a brick press, with cement and aluminum rich plastic clay as a binder, to obtain agglomerate that was cost effective. Through the re-melting of the agglomerated off-grade metal fines, it was realized that this agglomerate concept could have other uses, that of replacing ores on the furnace, at a lower cost. The agglomerate recipe was changed to create an agglomerate that had a high manganese to iron ratio, this replaced Comilog ore on the furnaces, thereby reducing overall furnace unit costs. Future work concerning agglomeration, is to reduce furnace costs further through agglomerating .0.5mm ultra ore fines and .0.3mm Gloria and Nchwaning sludge. Using this agglomerate replaces a portion of the Gloria and Nchwaning lumpy ore on the furnaces at a lower cost. This would eliminate problematic material that exists at the ASSMANG Manganese mines.

Accidental explosions in coal mines are due to various causes, but many of them can be directly attributed to coal dust; others that probably in no way depend on dust as a primary cause are propagated, greatly intensified, and made more disastrous by the presence of coal dust. The fact that coal dust in a bituminous mine will explode as a result of a fire-damp explosion has been generally accepted for many years, but the belief has also been held by many that coal dust is not in itself dangerous when unmixed with an explosive gas. Therefore, in past years little attention was given to dust in mines free from fire damp, and many disastrous explosions have resulted from lack of knowledge of the danger from coal dust. In the explosives gallery and experimental mine of the Bureau of Mines experiment station, Pittsburgh, Pa., it has been proved repeatedly and conclusively that coal dust will explode violently when no inflammable gas is present. PROPAGATION OF DUST EXPLOSIONS A coal-dust explosion is an extremely rapid burning or combustion of the coal particles. Their burning consists essentially of the combination of the hydrocarbons in the coal with the oxygen of the air, a process that generates heat and flame and produces hot gases and water vapor. These gases and vapors have a volume many times that of the original coal particles; thus they exert an outward motion and pressure which constitute the explosive wave. When fine particles of coal are suspended in the air, each particle is surrounded by the oxygen of the air, and thus is well placed to oxidize or burn rapidly whenever the temperature is high enough. If some particles are ignited from any cause they will fire others, and the combustion will extend from particle to particle with extreme rapidity wherever enough coal dust of sufficient purity is present.
