"Those who submit competing proposals for projects seek to present senior management with complete and fully supported material that will not fail under questioning. Hopefully, misleading notions and omissions will have been minimized and there will have been testing of the assumptions regarding the economic, social and political environments. A capital project evaluation team can do management and itself a service by including a sound approach to the impact of inflation (and its twin problem, interest) on a project and a great disservice with an inappropriate approach to inflation.InflationHandled deftly, inflation can alter a project evaluation to show almost any result the handler desires. It must be a constant source of frustration for design people and cost estimators to spend weeks perfecting the technical aspects of a project in order to minimize costs, only to have all of their efforts set awash in a sea of financial and economic assumptions that submerge all of the detail. In all of this, inflation is perhaps the largest offender, with inflation criteria often being brought to bear at the last minute, almost as an afterthought. Perhaps this tardiness reflects the difficulty of the subject and the belief that senior management will take its own approach to the problems of inflation. Such a belief is unfair to senior management, for it is entitled to not being misled by omission. It is entitled to the full use of the skills of the evaluating team, including respectable assumptions of the impact of inflation.Working in a consulting context, one has the opportunity to participate in the evaluation of a large number of projects. Reflecting the observation of a wide range of views regarding the subject of inflation, this paper will-address the impact of five different approaches to inflation on the evaluation of a single Canadian mining project."

The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. "A new device has been developed to directly measure the bubble loading of particle-bubble aggregates in industrial flotation machines, both mechanical flotation cells as well as flotation column cells. The bubble loading of aggregates allows for in-depth analysis of the operating performance of a flotation machine in terms of both pulp/collection zone and froth zone performance. This paper presents the methodology along with an example showing the excellent reproducibility of the device and an analysis of different operating conditions of the device itself.The device has been used to investigate the froth selectivity of attached particles. Simultaneous measurements were made using a different froth recovery measurement technique in the same flotation cell. A comparison of these techniques shows that in this case, particles are selectively detached from bubbles at or near the pulp-froth interface.INTRODUCTIONA flotation cell can be considered to operate in two distinct phases or zones; namely the pulp or collection phase and the froth phase. The pulp zone is responsible for the formation of hydrophobic particle-bubble aggregates, whilst the froth phase is responsible for the separation of these aggregates from surrounding suspended hydrophobic and hydrophilic particles. Thus, the froth phase is the grade determining phase in flotation. A measurement of the bubble load (the mass of particles attached to air bubbles in units of mass/volume) will enable the analysis of the performance of both the collection zone at creating bubble-particle aggregates and also the froth zone at separating these aggregates from surrounding pulp.A measure of froth zone performance that has been used extensively in flotation research is the Froth Recovery, Rf, of a particular system. Froth recovery is defined as the mass of particles collected in the concentrate launder by true flotation as a fraction of the mass of particles entering the froth phase. The measurement of bubble load allows for this term to be calculated easily, rather than having to go through the laborious task of, for example, changing froth depths to determine this performance criterion (Contini et al., 1988; Vera et al., 1999b; Feteris et al., 1987)."

This report presents a mathematical model for the propagation of UHF radio waves in the large cross-section tunnels of a room and pillar limestone mine, and describes the analysis of a small amount of propagation data obtained in a limestone mine. The model and analysis is based on the waveguide mode theory developed earlier for the transmission of UHF waves in coal mine tunnels, with allowance for propagation losses due to refraction into the tunnel walls, to scattering by wall roughness, and to long range random tilt of the walls. Propagation around corners and through pillars is also examined based on a ray theory approach, together with the beneficial effects of placing reflectors at intersections to significantly reduce corner losses. The theory is found to be in fair agreement with the data; however, additional in-mine measurements are needed to provide a more conclusive test of the model.

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. The use of wetlands to treat mine drainage has become increasingly common, particularly as more information is available on their operation and construction. However, the lifetime of each system is still, at best, an estimate. Treatment lifetime depends on the types of processes that provide the majority of the metal removal. Anaerobic systems (vertical flow systems) rely primarily on sulfate reducing bacteria, which reduce sulfate to sulfide and generate alkalinity. Metals can be precipitated as sulfides, and acidity is neutralized. These systems can remove over 90% of the metals and increase pH from around 4 to over 7. The bacteria will remain active as long as the system remains anaerobic and contains an adequate supply of sulfate and small chain organics. Although estimates of lifetime made on the total carbon in the system suggest that lifetime should exceed 20 years, data from field and laboratory studies show that the rate of sulfate reaction decreases with time, and that after several years rates decreased substantially. To maintain acceptable treatment, either additional organic material must be added or the total metal and acid load to the system would need to be reduced substantially. Aerobic systems (overland flow wetlands) can effectively remove metals from neutral mine drainage by reactions with organic material in the substrate. Over 90% of the copper and nickel have been removed in aerobic systems treating mine drainage in Minnesota. The primary removal processes in these systems include adsorption, ion exchange and complexation, which are finite; removal will cease unless new removal sites are generated. Two wetlands built in Minnesota have been successfully treating mine drainage for 12 years. At one of the wetlands, the annual production of new removal sites has been estimated to be equal to the annual metal input, and, as a result, metal removal should theoretically continue indefinitely.

Approach: An inspection and repair port with a multiple start thread which provides a permissible joint has been developed and tested. How It Works: The inspection port screw thread has a large pitch, which allows the port cover to be rotated from fully closed 10 fully open, in less than one revolution. See Figure 1. When the cover is screwed back in. it be-gins engagement within one eighth turn because the screw design has eight separate threads. To prevent Its unauthorized opening, the port cover has a bolt guarded by ears which accept a padlock. A depleted county gravel pit was rehabilitated by contracting an artist to convert it into sculpture, rather than using traditional reclamation methods. The sculptor's ideas were generally implemented as designed, but problems arose because of a faulty survey and severe weather. Public reaction was critical. A design symposium was presented by retaining six artists to prepare designs for varied sites. A public forum was offered and video-documented for broadcast. A new art-reclamation project grew out of this project.

"Two areas are involved in the research work of the comminution process (crushing and grinding). The first one involves the changes of the size class distribution values that are definded by the differential equations in the function of the ore property and working conditions. The second area involves the comminution of the different levels in order to optimize the working parameters and to decrease the operational costs in the grinding process.We have studied, in detail, the possibility of functioning the crusher at the maximal loading, over 4500 kN, ball mills with diameters larger than 5.0 m and semiautogenous mills with diameters larger than 10.0 m.Using the computers, we have achieved the maximal loading range of the crusher, over Fc ? 4500 kN in the crushing process. In the grinding process, using the adequate differential equations in the automation process, we have established the correlation between the pulp mass capacity in the mill, pulp dencity, ore fineness in the pulp and recirculating ore charge.With the appopriate text, equations and graphs, this paper shows the results of our several years research work in the laboratory and in the ore comminution plant of Majdanpek Copper Mine."

The Bureau of Mines is in the process of degasifying a virgin area in northern West Virginia from the base of an 839-foot-deep vertical borehole¬. An in situ gas pressure hole 199 feet long, and seven degasification holes ranging in depth from 500 to 850 feet (average 618 feet) were drilled in an 8-foot-thick virgin Pittsburgh coalbed from the enlarged (14-foot-diameter) bottom of this borehole. The in situ pressure at the back end of the hole and the range of gas and water flows from degasification holes as they were completed and closed off were 203 psi, 79,000 to 257,000 cfd (average 160,000 cfd), and 5 to 8 gpm per hole (average 6.8 gpm), respectively. Twenty-four hours after the seven holes were connected through individual water traps to a common collector for natural venting of the gas through pipes to the atmos¬phere, the total gas and water flows and the in situ pressure dropped, respec¬tively, to 971,000 cfd, 1.3 gpm, and 18 psi. Eighty days later the correspond¬ing values dropped to 529,000 cfd, 0.50 gpm, and 13 psi. After 180 days of degasification, 91 million cubic feet of gas had been removed from the affected virgin area. This represents 60 to 70 percent of the gas calculated to be contained in the area of coal affected by the holes.

The Old Hickory heavy mineral ore body, which lies within the Fall Zone of south central Virginia, has been mined since 1997. There are many differences in this deposit when compared to humate-laden mineral sands mines of southern Georgia and Florida. These differences include an abundance of kaolin-rich clayey sands, highly concentrated and iron-colored heavy mineral sand units, and a base of mineralization that is undulating. For these reasons, the selective approach of dry mining with track excavators is ideal. Grade control in this deposit uses traditional panning techniques and requires an intimate working knowledge of near-by drilling data. Mine geologists train equipment operators to recognize the base of mineralization by such characteristics as a stark color change, significant changes in grain size, and/or considerable, recognizable shifts in the concentration of heavy minerals. The regular pattern of mine site drilling does not always prepare the geologist and digging crews for occurrences of near-vertical contacts between the saprolite basement and the ore sands. These deformed areas, combined with undulating and pinching ore zones, require close monitoring and flexibility by the geologist and the mine operators.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

Although primarily cut-and-cover excavations are required for replacement of the existing elevated I-93 interstate highway through the heart of Boston for the Central Artery/Tunnel (CA/T) project, some mined tunnel construction was also undertaken. The mined tunneling conducted was the 22-m-wide northbound roadway structure which passed below a 20-m-deep operating underground subway station that was built in 1913. The innovative underpinning scheme used to support the subway station during construction resulted in the successful mining beneath the subway station with negligible vertical settlement. Two grouting galleries were carefully mined below the subway structure, and pre-grouting of the granulary, pervious glacial soils and weathered bedrock was carried out from these galleries. The reinforced concrete walls of the underpinning structure were constructed within three stacked drifts that were sequentially mined below each grouting gallery. After 11 cross adits were mined between the grouting galleries, cast-in-place post-tensioned girders that spanned between the stacked-drift walls were constructed to support the subway station. The stacked-drift walls also provided lateral support for the 22-m wide by 29-m long by13-m high opening beneath the girders.

"This study presents an approach to establishing relationships between metallurgical performance and the characteristics of the bubble population (gas dispersion) inside flotation cells. Bubble size Db, superficial gas velocity Jg, and bubble surface area flux Sb (Sb = 6Jg/Db) measurements were obtained along with metallurgical samples in full-size equipment processing different ore types. The gas dispersion was manipulated by changing the operating conditions of the cells (gas flowrate and frother type) and the metallurgical performance (grade-recovery) was determined. In two cases, the Sb had a strong relationship with grade and recovery, hence, Sb could be used as practical operating parameter. In another case, Sb did not correlate with recovery. The reasons were attributed to creating small bubbles using frothers with desired anti-coalescence properties. This illustrated that bubble size was the key parameter for metallurgy rather than Sb.INTRODUCTIONUnravelling the mechanisms that govern the relationships between metallurgical performance and the characteristics of the bubble population (gas dispersion) inside a flotation cell remains a major challenge. Information on this subject is scarce in the literature, particularly, plant-scale data. The report of Jameson and Allum (1984) appears to be the first gas dispersion study conducted in industrial (mechanical) cells. To introduce concepts, some aspects of their work are reviewed here.The prime motivation of that study was to establish whether any particular cell design (among 44 cells surveyed) could produce very small bubbles (< 0.1 mm), which laboratory research suggested would increase the recovery of fine particles. Although one of the outcomes was that the (examined) cells did not seem to produce such small bubbles (Sauter mean1 D32 ˜ 0.9 mm), the analysis highlighted the importance of including other factors. Jameson and Allum indicated that, besides bubble size (Db), other characteristics of the bubble dispersion should be considered, namely: gas holdup ?g – the fraction of cell volume occupied by bubbles, superficial gas velocity Jg – is the gas flowrate divided by the cross-sectional area of the cell and, bubble surface area flux Sb – the rate of production of (new) bubble surface area (m2/s) per m2 of cell cross-sectional area. It should be noted that, whereas Jg, ?g and Db can be measured directly, the Sb is derived: Sb = 6Jg/Db, where Db is usually substituted by the Sauter mean diameter (D32)."

"Hydrogen fuel cells are a known technology, having been applied to stationary (e.g equipment, buildings, and power plants) and vehicle applications (e.g transit buses and space shuttles). There is currently a growing need to provide alternate power systems to diesel fuel for underground mining vehicles to improve underground air quality and reduce production costs and greenhouse gas emissions.To date, however, fuel cells have not been exposed to underground mine air and physical conditions. A testing program was carried out to provide information on the vulnerabilities of fuel cells as part of a number of proof-of-concept projects to apply hydrogen power to underground mining vehicles. The fuel cell type of choice for the industry, the proton exchange membrane, would function at the range of temperatures encountered in underground and surface operations, and use hydrogen that is stored under low pressure and risk.A small fuel cell stack was tested in a cooperative project between CANMET, the Fuelcell Propulsion Institute, Inco, the Ontario Ministry of Labour, Sandia National laboratories, and H-Power. This article will review the tests carried out to measure the effects from high humidity, mineral dust, diesel emission gasses and diesel particulate matter, as well as from shock and vibration provided to the unit in underground conditions at Inco’s 175 Orebody minesite and Stobie mine. The test results provided will show that the unit was not affected by the underground conditions; physically and electrically, the unit performed without any reduction in operation or adverse effects imposed."
