The design of the Caldecott 4th Bore, located along State Route 24 in Oakland, California, is based on the principles of the New Austrian Tunneling Method (NATM). Typical NATM initial support design practices used in Europe were adapted for this project to account for U.S. conditions and requirements, such as degree of experience with NATM construction, the prevailing contractual environment, and preferences for contractual simplicity. Key design features are: (1) support selection criteria based on ground behaviors and ground conditions; (2) a prescriptive design with allowance for support adjustments based on observations during construction; and (3) organization of support requirements into only four major support categories, while permitting some adjustment for variations in ground behaviors and conditions using a few subtypes and additional support measures.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

Major Hazard Risk Assessment (MHRA)1 is used to help prevent major hazards, e.g., fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, etc., from injuring miners. The structured process associated with MHRA helps to characterize the major hazards and evaluate engineering, management and work process factors that impact how a mine mitigates its highest risk. The National Institute for Occupational Safety and Health (NIOSH) studied the application of this technique to US mining conditions through a field-oriented pilot project. Risk assessment teams used in the pilot project were primarily composed of mining company personnel. Ten case studies were performed over a wide cross-section of mines. These mines were representative of the important mining commodities in the US minerals industry, i.e. coal, metal, non-metal, and aggregate. Also, the sizes of the mines ranged from small to large and were located across the country. The ten case studies demonstrate that most US mines have the capability to successfully implement an MHRA and that the MHRA methodology produced additional prevention controls and recovery measures to lessen the risk associated with a select population of major mining hazards. The basic ingredient for a successful MHRA is the desire to become more proactive in dealing with the risks associated with events that can cause multiple fatalities. A successful outcome is marked by a thorough examination of existing prevention controls and recovery measures. When pressed to consider more controls to further mitigate the risk, a well-staffed risk assessment team was able to identify additional controls. For these mining operations, it was important to add additional controls, even if they were not required by existing mining regulations, to lower the risks associated with the major hazards under consideration. If a mining operation is not willing to commit its best people to an MHRA or will not provide them with sufficient time to see the process through to its conclusion, the MHRA output may prove to be useless. Additionally, if a mining operation is not prepared to discuss its major hazards in an open and honest fashion and to present the findings of the risk assessment in a written report, the MHRA output will be unclear, and attempts to monitor or audit important controls may not be possible. A MHRA is most effective when the mining operation possesses 1) a proper understanding of its hazards, 2) experience with informal and basic-formal risk assessment techniques, 3) proper facilities, machinery and equipment, 4) suitable systems and procedures that represent industry Best Practice, 5) appropriate organizational support with adequate staff, communications and training, 6) a formal and thorough plan for emergency response, and 7) a safety risk management approach that is promoted and supported at all levels of the organization.

"This paper presents the challenges associated with the design and construction of a steel sheet pile cofferdam supported with one level of grouted anchors in clean to silty sand with gravel. The initial assessment of the subsurface conditions indicated loose to medium dense soil with intermittent dense to very dense layers with no occurrence of cobbles and boulders. Sheet piles were proposed to be installed to a depth of 24 m below the ground surface to limit dewatering requirements for the cofferdam. During sheet pile installation, refusal of piles occurred at multiple locations forming passages for increased flow into the cofferdam. Modifications were made in the design of the dewatering system as a result of the increased flow. Finite element modeling was used to select the necessary modifications to the dewatering system within the cofferdam. Wells were installed based on the findings of the numerical model. Model simulations showed good comparison with monitoring of the field installed dewatering system.INTRODUCTIONIt is necessary to consider the impact of the ground water, subsurface stratigraphy, strength, and drainage behavior of the soil for the design and construction of cofferdams. This paper presents a case history of the construction of a cofferdam in Northern Ontario, Canada. The project consists of the construction of a powerhouse, intake, and tailrace which will generate around 28 MW of renewable clean energy by diverting water from New Post Creek through a power house and discharge into the Abitibi River. The focus of this paper is the dewatering and excavation support required to permit construction of the powerhouse. The layout of the cofferdam is shown in Fig. 1. The cofferdam for the powerhouse is rectangular in shape with sheet piles on all four sides intended to be driven to the design toe El. 101 m. The east and west walls have a length of 46.3 m. North and south sides are 47.6 m long; and in addition, two cantilever sheet pile walls bound the tailrace on the west side and two cantilever walls were installed on the east for construction of the penstock inlet. The ground surface in the powerhouse cofferdam area, before commencement of sheet pile driving, was brought to El. 125; the ground then slopes up to the East, toward New Post Creek, and the site is bounded on the West by the Abitibi River. 186 pairs of sheet piles were used to create the cofferdam and cantilever walls. The deepest excavation is to elevation 114.4 m. Within the west half of the cofferdam footprint, the base of excavation slopes upward at 3H: 1V to facilitate the tailrace discharge into Abitibi River.SOIL STRATIGRAPHYThe cofferdam design was based on the geotechnical investigation conducted by AECOM (2014) which included two relevant boreholes near the powerhouse footprint. The ground elevation at the time of investigation varied between 131 to 129 m. The material observed to the full depth of investigation was comprised generally of coarse to fine sand and gravelly sand or a sand matrix with gravelly inclusions. Some intermittent layers of clay and silt intrusions were also observed. Generally the soils grade finer away from the river. SPT N60 values were recorded in two borings during the field investigation with values reported from 3 to 92. The in-situ conditions ranged from compact to dense with some loose and some very dense zones. Figure 2 shows the variation in SPT N60 values with elevation."

Lumwana is an open pit Copper mine located in the Northwestern Province of Zambia approximately 80 km west from the provincial capital of Solwezi, approximately 300 km northwest from the Copperbelt and 700 km northwest from the national capital of Lusaka. The mine has two major Copper deposits: Malundwe and Chimiwungo. Copper mineralization includes Chalcopyrite, Bornite and Chalcocite. In addition to Copper, these deposits also contain the undesirable element Uranium contained in vein hosted and disseminated Uranite. The processing plant was designed using conventional technologies: semi-autogenous grinding (SAG) and ball mill for grinding, and mechanical cells for rougher and cleaner flotation. Soon after commissioning in early 2009, it was recognised that two stages of conventional cleaning were unable to produce plant final Copper concentrates with the desired Uranium grades. Studies have shown that a significant quantity of liberated and fine Uranium particles (up to 80-90%) is recovered with the concentrate by entrainment. Lumwana Operations sought the use of the Jameson Cell technology after observing successful implementation at other sites in rectifying similar issues. In late 2009, Jameson Cell pilot-plant test work was conducted at the site and this quickly led to the installation of a full-scale B5400/18 model into the existing cleaner circuit. Inclusion of the Jameson Cell resulted in the plant being able to effectively produce clean and saleable concentrate with Uranium contents consistently below acceptable levels. Initially designed to be used as a cleaner scalper cell at the head of the existing conventional cell circuit, subsequent operational issues with the existing recleaner cells forced reconfiguration of the cleaner circuit and reintroduced the Jameson Cell for the recleaning duty. This paper reports the Lumwana Operation from the first two years of operation where it struggled to produce a saleable concentrate with Uranium grades below 150 ppm, which is the maximum allowable limit set out in the smelting contracts, to steps taken in the subsequent years to implement a satisfactory solution. The plant can now consistently produce a clean Copper concentrate with Uranium grades well below 130 ppm and the overall improvements implemented at site have seen the overall plant recovery improve by 1.3%.

Experimental results are presented for the anode overvoltage as a function of current density for different alumina concentrations in an alumina reduction cell. Voltage changes due to the electrolyte resistance and also the decomposition voltage, have been evaluated as a function of alumina concentration and anode current density. From these values of voltage, changes in the total cell voltage have been derived for changes in alumina concentration for different anode current densities. The results show that for each operating current density there exists a discrete alumina concentration that defines a minimum reduction cell voltage. Dissolution of non-metallic inclusions in the metallurgical slag is of vital importance for cleanliness control of the steel manufacturing. With the development of high temperature confocal laser scanning microscope (HT-CLSM), new insights have been obtained due to its in situ observation characteristics, higher resolution and precise control. However, HT-CLSM measurement has the limitation, eg the slag composition cannot include high amount of transition metal oxides. In addition, it is time consuming for the experimental procedure and not so simple to succeed for every measurement. It is known that digitalisation has made a significant progress in recent years. Machine learning (ML), a sub-domain of artificial intelligence (AI), is the key enabling technology for the digitalisation of the material science and industry. The database for ML model is collected using almost all available HT-CLSM experimental data and subsequently the established database is trained by different ML methods. Unseen data is used as the benchmark of the ML model. Al2O3 dissolution is the main process to be predicted in the current study. A good agreement between the HT-CLSM data and the ML model prediction results show the possibility to apply ML in process metallurgy.

Ernest Henry Mine (EHM), located in north-western Queensland, is an underground copper/gold sublevel caving operation currently producing over 6 Mt/a of ore. The mass mining method of sublevel caving (SLC) used at EHM involves systematically blasting a series of uphole rings in parallel ore drives and drawing the broken ore using a top-down approach. Each ore drive contains multiple precharged rings to prevent having to charge in close proximity to the brow of the previously fired ring; however, the current initiation system still involves ‘hooking up’ all detonator lead cords of the first precharged ring. The unstable nature of a rill and working close to a brow presents hazards to personnel completing the hook-up process. There is also a business risk of ore loss when damaged ground support completely prevents access to the next precharged ring. If the hook-up step could be eliminated, the risk to personnel and the business would be significantly reduced.EHM engaged Orica Mining Services in 2016 to trial their WebGenTM 100 – wireless electronic blasting system (WEBSTM) for the first time in an underground mining environment. Having successfully signal-tested the equipment, two test holes were initiated, followed by a single production ring and then multiple production rings. In total, 30 production rings were successfully fired underground at EHM in 2017. To do this, WEBSTM was successfully integrated into EHM’s current charging and firing process, resulting in no business delays or loss to production. None of the 30 rings required hooking up and all were initiated from the surface with no personnel underground. A high level of ownership from all personnel involved ensured the trial was a success, and provided scope for wireless detonators to be used successfully on a large scale – both at EHM and other sublevel caving operations. "Peirce-Smith converters (PSCs) are extensively used in the copper, nickel, and platinum group metals industries. The typical converting operation involves lateral purging of air into molten matte through a bank of tuyeres. This blowing operation occurs at low pressure from the blowers, resulting in a bubbling regime that is considered inefficient from both a process and an energy utilization perspective. Inherent drawbacks also include recurrent tuyere blockage, tuyere punching, and low oxygen efficiency.Western Platinum embarked on a full-scale industrial evaluation of generating a jetting regime by using sonic injection. Prior to industrialscale tests, a numerical assessment to ascertain the feasibility of implementing sonic injection into a PSC was conducted. The work included flow characterization at high-pressure injection achieving sonic velocity at the tuyere exit. The 2D and 3D simulations of the three-phase system were carried out using the volume of fluid method together with the RKE turbulence model to account for the multiphase and turbulent nature of the flow.This paper discusses the key findings in understanding plume extension, velocity distribution, shear wall stress analysis, and phase distribution characteristics in the system. Plant trials are also discussed with reference to the commercial aspects of a full-scale implementation of sonic injection in the smelter."

Underground coal mining under massive sandstone can present significant challenges if the roof behavior is not well understood. This paper presents a classic cantilever bending/flexing behavior of a longwall tailgate roof caused by the weighting of structurally massive sandstone strata. Nineteen crosscuts of a longwall tailgate under massive sandstone were instrumented with position transducers connected to a data-logger to monitor roof convergence as the longwall face approached. During the monitoring program, an unusual tailgate roof divergence (uplift) was recorded. This roof behavior contradicts expected norm of roof convergence when the longwall is influenced by periodic weighting. The recorded roof movement data indicated that the roof divergence started well ahead of the longwall face. The most inby position transducer started recording progressive roof divergence when the longwall face was approximately 643 feet away. Very gradual roof convergence did not begin until the longwall face got to within 300 feet of the transducer. Recording of accelerated convergence only started after a massive caving event with the face within 280 feet of the recording transducer.

The Silver Spring Transit Center is a new three-level transit center that will include bus loops for County, Metro and intercity buses, parking, and retail space. It replaces an existing bus station and connects to a busy metro rail station in downtown Silver Spring, Maryland. Significant site constraints in both plan and profile had to be dealt with in developing a design for support of the structure. Over 90 rock-socketed drilled shafts ranging in size from 3 to 7 foot in diameter were ultimately used to accommodate the limited space and large column loads, and to adapt to the variable rock surface at the site. Site access during design was limited due to the existing active bus station, so contract documents were adapted to include further explorations. Differences in anticipated and actual field conditions regarding the depth, quality, and variability of the rock had to be overcome in construction. Osterberg Load Cell testing during construction allowed for verification and optimization of the shaft design. Additional issues dealt with on this constrained site in an urban setting included construction staging issues, such as working around specialty contractors for tieback walls, blasting operations for rock excavation, productions issues for hard bedrock, as well as coordination issues with third parties, most notably the Washington Metro Area Transit Authority. Aspects of the foundation design and optimization, preparation of the contract documents to deal with the complicated nature of the project, and lessons learned from construction are also discussed.

The presence of undetonated explosives in a rock face after firing constitutes a hazard which can result in a fatal or serious accident if undetected before drilling commences.Most accidents caused by drilling into explosives are the result of failure to examine the working face properly and lack of care in subsequent drilling operations; it is not always realized that explosive may be left in the butts of holes or may be driven into cracks or crevices in the rock.Obviously the best means of preventing accidents of this nature is to adopt methods of drilling, charging and firing which will reduce the hazard to a minimum.There are three ways in which undetonated explosives may be left in the rock face, namely:1. Misfires.2. Cut-off shots.3. Incomplete detonation or failure of the charge to propagate throughout.MisfiresNo attempt will be made in this paper to deal fully with the question of the prevention of misfires, as apart from the fact that most of the preventive methods are well known, it is believed that if the miner receives his explosives and means of initiation in good order, and proper care is taken in their use, the failure of a charge to fire will be a rare occurrence. The provision of central fuse capping stations on mines has gone a long way towards the elimination of misfires caused by the mishandling of safety fuse anddetonators.

Wet mining of auriferous gravels at L & MÆs Waikaka operation in Southland creates spoil dumps derived from stripping of a clay rich overburden, tailings from past dredging and the processing of auriferous sands and gravels. Over recent times, spoil dumps have slumped on six occasions, threatening the viability of the wet mining operation. Close examination of slump morphology, coupled with the sequence of material placement and rate of dumping suggested a mechanism associated with undrained failure of a 2 m layer of silt and sand tails forming the base of dumps.Commencing with some information on the geotechnical properties of source overburden, back analysis of failure morphology and sequence and development of undrained loading conditions from first principals, the most likely failure mechanism and factors controlling failure were defined. Based on analysis results, a scheme to stabilise the lowwall dumps was developed and implemented, augmented by continuous monitoring of pore pressures in the basal wet tails, and laboratory testing for confirmation of computed material properties.Lowwall spoil stability has improved since implementation involving changes to the method of spoil loading, and modification of wet tails composition to improve permeability and drainage of the basal wet tails under load. The method and approach to prediction and verification of failure mechanism provide a sound basis for continued mining of deeper auriferous gravels.

The precision and flexibility provided by these units has enabled the quarry to gain control over fmes and curtail oversize without increasing explosive usage. In addition, the extent of nuisance from blasting vibrations has been reduced.

A technologic group such as the Petroleum and Natural Gas Division of the Bureau of Mines, which conducts research on many of the complicated and frequently interrelated problems of extracting crude oil and natural gas from the ground, transporting them to market or to places for subsequent treatment, and manufacturing products, should report progress from time to time. Engineers and others who apply the results obtained by this division are closely associated with its personnel, because may of the problems are attached cooperatively with groups in industry. Some of this cooperation is formal, as exemplified by work now in progress under cooperative agreements with the States of Oklahoma, Kansas, and others, but much of it is informal, prompted by the desire to be mutually helpful in the public interest. Furthermore, the published reports of the Bureau on subjects pertaining to petroleum and natural-gas technology come to the direct attention of a relatively large number of persons, whose interest in results and appreciation of the value of this type of work have caused them to be kept currently informed regarding available data.

THE scope of this paper is the description of two districts in Peru in which deposits of vanadium have been found, and the consideration of much laboratory-work that I and others have done to determine the nature of these deposits. It is with regret that I present some of the data in a state of evident incompletion, particularly the analyses of a few of the minerals, which leaves some doubt as to whether the true nature of the minerals is understood. I make no apology, however, since in this case, as in many others referring to ore-deposits, conclusive opinions cannot be stated until a great amount of work has been done, and the deposit has been thoroughly exploited. I believe that the data and the tentative conclusions here presented indicate a unique and interesting condition which may assist others in work along similar lines; and further, what is of more practical importance, stimulate a search for a metal which, though long considered rare, is probably so merely because proper care has not been taken to recognize it. An excellent bibliography on the occurrence of vanadium in nature is given by F. W. Clarke in his paper, Data of Geo-chemistry;1 and in the preparation of this paper I have consulted many of the references contained in the Bibliography of the Chemistry of Vanadium, by M. Moissan.2 A brief review of the subject having special reference to the metallurgy of vanadium is contained in the small book by P..
