My name is Jack Rigg, and I m a special assistant to Hollis Dole, Assistant Secretary of the Interior for Mineral Resources. Hollis is not in town this morning, and I am here to pinch-hit for him. The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

In underground mining, machine design is predominantly dictated by mine conditions and individual customer desires. In partnership with Boart Longyear Poland and KGHM, J. H. Fletcher & Company was tasked to design and manufacture a single-boom, single operator drill module for installation of 1.2 meter expansion bolt in a 1.6 meter height mine. The objective was to produce a machine to provide ergonomic improvements for the operator while working in the mine environment. This dictated the requirement for a small easily controlled, maintenance friendly design with a remote operator?s control station. The selected design method was to use starter and finisher drill steels. This combination, requiring a number of mechanized machine motions, provides the ability to drill the required depth in the specified mine height. To accomplish the task from a remote location, a conscious decision was made to employ current technology in the form of small pressure compensated hydraulics and electronic controls. The result of the design method is a modular assembly with each sub-component designed to be replaceable and adjustable independently from other machine components. The low profile remote roof bolting module is made up of six major sub-components. Each major component is painted a different color to help the operator make the visual connection from the drill module to the operator?s control/display monitor. The Stabilizer (White) secures the module between the mine top and floor. The Drillhead (Orange) produces the drilling rotation and torque but also must slide out of position to allow the machine to manipulate the drill consumables. The Drill Steel Carousel (Blue) holds and indexes the starter and finisher steel from position to position. The Manipulator Arm (Green) moves and guides the drill steels and drill consumables from position to position during installation. The Roof Reference Guide (Yellow) locates the mine roof and guides the drill steels and drill consumables into position. The Linear Bolt Carousel (Purple) holds the drill consumables. The low profile remote roof bolting module allows the operator to drill and install a roof bolt manually or automatically with the push of a button. This design substantially reduces the operator?s exposure in the mine environment, as well as inherent pinch points and rotary hazards. Positioning the operator safely in the confines of the air conditioned cab.

"Nickel concentrate smelting started in Harjavalta in 1959. First, flash smelting - Peirce-Smith converting route was applied, and the high-grade converter matte was further refined to nickel cathodes. In 1995 the original smelter flow sheet was simplified with the novel DON (Direct Outokumpu Nickel) technology. In Harjavalta with the DON technology, high-grade nickel matte with low iron content is produced in flash smelting furnace directly without subsequent converting stage. The metal values in the smelting slag are recovered in an electric furnace as an iron containing bottom alloy. Main special features in Boliden Harjavalta nickel smelter are smelting of high-magnesia concentrates, the high recoveries of nickel and copper, as well as those of PGM`s and cobalt.Sulfur and dust emissions to air can be seen generally as one main disadvantage of nickel smelting operations. In Harjavalta continuous improvements in environmental performance has been rewarded by minimum sulfur and dust emissions to the environment and working atmosphere. Today Boliden Harjavalta’s nickel smelter is presenting state-of-art-technology at nickel smelting.This paper describes the nickel smelter process and includes recent production and emission data. It describes features required to achieve environmental and occupational hygiene goals and compares environmental performance data to that published on other smelting operations. General description of New Boliden Way is presented and a case example of production stability project is also presented."

Western Coalfield?s Tandsi Mine, has difficult support conditions and a history of roof falls, resulting in mining roadway widths and depths being restricted for safety reasons. Rock Mechanics Technology Ltd was contracted to improve the support system to allow the introduction of mechanised room and pillar mining. The introduction of a ?world best practice? bolting system resulted in major improvement in roof stability, allowing mining restrictions to be lifted and Tandsi to become one of the first two Indian mines to introduce a mechanised continuous miner system. The first year?s production was some six times previous levels. Because of the improvement in the support system, RMT was also able to design a partial de-pillaring system suitable for the Tandsi continuous miner districts together with the introduction of monitoring procedures and guidelines to maintain safe roof support conditions. In situ monitoring of pillar and roof behaviour was undertaken as the first pillars were extracted to confirm the design. De-pillaring operations have also proved highly productive, and to date there has been no associated support related major injury or dangerous occurrence. The success of this project demonstrates the potential for mechanised room and pillar mining in India.

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

The paper gives an outline of the design, installation and performance of a series of mooring and berthing dolphins for a major ferry berth outside the port of Elsinore, Denmark. The Dolphins are large cylindrical bottle shaped and open ended steel piles vibrated into the sandy seabed. They are subsequently equipped with prefabricated fender units. Vehicle access to the ferry is via a fixed ramp and a semi-submerged linkspan. Supplementary passenger access is via a covered gangway steel bridge from an existing gangway facility to a midship door in the ferry«

Jennmar Corporation. in an effort to improve mine roof control, has conducted extensive study and research comparing tensioned point anchor resin systems versus the use of non-tensioned fully grouted rehar. Preliminary indications are showing that in thinly laminated, weak strata, tensioned point anchor resin systems are providing more effective roof control than the non-tensioned fully grouted rehar. In this paper two case studies are presented in which tensioned point anchor resin systems were utilized to stabilize and control the mine roof in two different mines. Both mines are alike in many ways, but yet very different in other aspects. However, the mines do share one main common factor. and that being the non-effectiveness of the non-tensioned fully grouted rebar in controlling the thinly lamininated strata in each respective mine.

The purpose of this program is to extend electromagnetic (EM) techniques for use in locating miners trapped in mines as deep as 1000 m. A previously developed EM system is considered adequate for use at mines less than 300 m deep where it has a probability of detection of 54%. A system for deep mines must keep underground equipment simple, and use extremely low frequencies (ELF), sensitive receivers, and noise cancellation. The proposed location method, developed by Develco for other applications, is based on vector field measurements from two or more static sensors and computation of source location by iterative techniques. During Phase II, very sensitive search coil sensors were built and used in a separate test to verify the feasibility of atmospheric noise cancellation. A "Breadboard" location system version without cancellation, which is a fieldable test bed to evaluate receiving and location functions, was tested and supplied. Very good results were achieved from the first in-mine test with the transmitter at a depth of 380 m. It is expected the results of this work, and additional evaluation tests in the future, will be used to define the requirements for a prototype operational system.

In gold ores, the range of value disclosed by ordinary mine sampling is very wide, and the number of 'samples required for a reliable average is correspondingly great. Even where a large number of samples is available the weighted mean value of the samplesalmost invariably exceeds the true gold content. In operating mines this disparity is overcome by arbitrary reduction of high assays until reconciliation is achieved, but it is frequently necessary, especIallyin exploration, to base an estimate or to reach a decision on a relatively small number of samples from underground openings or even on a few drill hole intersections. In these circumstances, a decisive influence may be exercised by the weight allowed to high assays and to low grade intersections, both of which events are, of course, dependent on the metal distribution in the ore. Where sufficient data are available, statistical analysis will measure the risk involved, but as this information is seldom to be had, the final choice becomes largely a matter of personal judgment.With this problem in mind, a study was made some years ago of the distribution of values in four Western Australian gold ores, with the primary purpose of learning from actual ore-bodies of differing types, something of the metal distribution in the smallquantities of ore involved in individual routine mine samples, and of the importance in each case of high assays. Adequate and suitable data were available in .four cases, in three of which high assays were of frequent occurrence due to the presence of free gold. The results give concrete expression to well known differences of metal distribution, and it is proposed, firstly to record the observed distribution; secondly to examine some of the consequences of the differences in the distributions limd thirdly, to comment, in the light of this data, on the vexed question of the treatment of high assays. Standard statistical procedure was employed in the compilation of the data. The assays were classified by value into groups, each group covering a range of value of 1 dwt. per ton. Assays of less than 1.0 dwt. per ton form the first group; assays equal to or greater than 1.0 dwt. and less than 2.0 dwt. comprise the second group; those equal to or greater than 2.0 dwt. and less than 3.0 dwt. appear in the third group; and so on. Where the number of samples is large, it can be assumed that the mid-value of the group is the mean value of all the samples in the group, thus the mean values of the first three groups are 0.5 dwt., 1.5 dwt. and 2.5 dwt. respectively.The number of samples in the group is the frequency of the group, but for convenience of plotting this frequency is converted into percentage of all the samples in the series. Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic. Acceptance of this hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so. Consequently there is little scope for the discovery of extensions of this field. However, the stratigraphic interval between the source rocks of the Etheridge field and stratigraphically bigger host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (pyritic carbonaceous and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.

The occurrence qf the V phase structure /Zr,Co,Ge, type) in ternary syste7ns (titanium, zivconium, niobium, lanta1urn) -(nickel, cobalt, iron)-(silicon, germanium) was incestigated. Nine V silicides and four V gertrlanides were found and their lattice constants are reporled. The lattice constants of twenty-one preri-ously identified E phases (TiNiSi type) are given. The average atomic volumes of these phases are discussed in relation to similar binary phases. ThE occurrence of a phase Ti4Ni4Si7 was first reported by Westbrook. DiCerbo, and peat' who gave it the name "V phase". They also reported the existence of an E phase TiNiSi. Subsequently a systematic study was undertaken in this laboratory to explore the occurrence of E' and V phases3 in related ternary systems. In the meantime the crystal structure of the E phase TiNiSi 4 and of the V phase Zr4CO4Ge 75,6 was determined. In the present paper the details of the V phase investigation and the lattice constants of the E and V phases are presented. V PHASES Alloy specimens of approximately 10 to 15 g were prepared by arc melting under argon (99.996 pct Ar) atmosphere. The starting materials were all of purity higher than 99.9 pct, with the exception of cobalt. which contained 0.14 pct Fe as the only major impurity. The weight losses were in all cases less than 2 pct, in most cases less than 1 pct. The samples were encapsulated in fused silica tubes with sufficient argon to yield about 1 atm pressure at the annealing temperature. After the homogenization anneal. Table I. the specimens were water-quenched. A representative portion of each specimen was then examined metallographically (etchant: 20 pct HNO,. 10 pct HF. 25 pct glycerine, 45 pct H20). Only minor amounts of second- and third-phase particles were observed in the specimens listed in Table I, with the exception of alloys Zr4Fe4Si7 and Ta,Fe,Si,. which contained an estimated 10 pct by volume of foreign phases. X-ray powder photographs were taken with a Seeman-Bohlin type focusing camera and Fe-KO radiation. Of the thirty possible combinations of elements in the ternary systems (titanium, zirconium. vanadium. niobium. tantalum)-(iron. cobalt, nickel)-(silicon. germanium) thirteen V phases could be identified. In the remaining seventeen ternary systems and also in the systems Cr-Ni-Si and (M0.W)-(Ni.Co)-Si no V phase was found at the composition 4:4:7 after annealing at temperatures between 900" and 1200'C. For the determination of the lattice constants of the V phases Debye-Scherrer photographs were taken using the asymmetric film arrangement and CrKcr radiation (ka1, = 2.28962A). Using the positional parameters, as determined6 for Zr,Co,Ge,. Table 11. intensity calculations were carried out for each of the V phases with the aid of a computer program.: Thus unequivocal indexing of the diffraction patterns was greatly facilitated. Grade control and short-term planning are usually based on the samples obtained from blastholes. These samples may carry a large sampling and sample preparation error. At El Tesoro copper mine in northern Chile, an advance drilling grid is used for short-term planning and grade control. These drill holes are sampled well in advance, and a short-term model that incorporates several variables and sophisticated estimation methods can be prepared for decisionmaking. An additional advantage of the advance drilling samples is that reverse circulation can be used instead of conventional down-the-hole equipment, and a very careful sampling and sample preparation process can be implemented, reducing the total sampling error. Advance drilling can be performed on a wider grid than blasthole drilling, hence the decision about the grid requires assessing the economic benefit of different sampling grids. Furthermore, this process allows the cost of poor sampling and the effect of different estimation procedures to be quantified. We demonstrate the optimization of the drilling grid for short-term planning and grade control at El Tesoro mine by means of the economic evaluation of the performance of different drilling grids, with different drilling techniques (which differ in the sampling error). The methodology is based on creating dense (exhaustive) geostatistical simulations of the grade distribution over a volume defined for a production period in respect of the geological model, and assuming each simulation as the true grade distribution. Then, samples are obtained from the exhaustive simulations at a spacing similar to the advance grid to be evaluated, and a sampling error is added. The short-term estimation procedures used on the mine are applied to determine the destination of each block and the profit obtained. This profit can be compared with the maximum profit (unachievable) and with the profit under different sampling errors and grids. The results show that the current 8 x 8 m drilling grid is appropriate and by reducing the sampling error, misclassification is also reduced, leading to an increase in profit of about US$ 5 million in 4 years.

Be if enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That deposits of coal, phosphate, sodium, oil, oil shale, or gas, and lands containing such deposits owned by the United States, including those in national forests, but excluding lands acquired under the Act known as the Appalachian Forest Act, approved March 1, 1911 (Thirty-sixth Statutes, page 9G1), and those in national parks, and in lands Withdrawn or reserved for military or naval uses or purposes, except as heroinafter provided, shall be subject to disposition in the form and manner provided by this Act to citizens of the United States, or to any association of such persons, or to any corporation organized under the laws of the United States, or of ;iny State or Territory thereof, and in the case of coal, oil, oil shale, or gas, to municipalities: Provided, That the United States reserves the right to extract helium from all gas produced from lands permitted, leased, or other- wise granted under the provisions of this Act, under such rules and regulations as shall be prescribed by the Secretary of the Interior: Provided further, That in the extraction of helium from gas produced from such lands, it shall be so extracted as to cause no substantial delay in the delivery of gas produced from the well to the purchaser thereof: And provided further, That citizens of another country, the laws, customs, or regulations of which, deny similar or like privileges to citizens or corporations of this country, shall not by stock ownership, stock holding, or stock control, own any interest in any lease acquired under the provisions of this Act.

UNDER the able leadership of Samuel H. Dolbear, the Committee on Nonmetallic Minerals furnished a program of sixteen papers comprising three sessions. An outstanding accomplishment in technology presented at the first session by Benjamin L. Miller and C. H. Breerwood is the application of flotation to the purification of limestone used in cement manufacture. In place of selective quarrying to provide high-grade raw material, the quarry-run stone is pulverized and treated in froth flotation cells for removal of free silica and mica. Some advantages are cheaper quarrying, more complete utilization of quarry rock, avoidance of purchasing high calcium stone, lower fuel cost and improvement in the finished cement. Paul M. Tyler presented the general subject of milling methods as applied to nonmetal lies. He pointed out the importance of some of the more recent refinements in ore dressing, and urged the need of a wider appreciation of their possibilities. The summit of L_ihi submarine volcano changed dramatically after seismic activity beneath L_ihi during the month of August 1996. Bathymetric re-surveys of the L_ihi edifice using SeaBeam, Simrad and deep-towed Reson-Focus multibeam systems showed the presence of new north-south striking fissures, normal faults and a new pit crater located at the site of a former 300-meter high volcanic cone. Comparisons between the pre-1996 SeaBeam data and the new bathymetry show a net loss of about 100 million cubic meters of rock volume on the summit. This loss is localized at a new pit crater -- the 300-meter deep by 1,300-meter wide Pele's Pit. Submersible observations with Pisces V show the northern edge of Pele's Pit to be bounded by a normal fault located north of the site of the former Pele's Vents cone that has disappeared into the new pit crater. A new hydrothermal field, the Ikaika Vents, extending from a water depth of 1,311 meters to 1,287 meters has formed at the northeastern edge of the floor of Pele's Pit. Submersible observations of these new Ikaika Vents during September 1996 showed vigorous venting at the site with extensive white-colored bacterial mats hanging off the rock face above the vents. Follow-up mapping and sampling of the vent sites during August 1997 showed vent temperatures of up to 198°C, dense populations of vent shrimps around the vents and a centimeters-thick veneer of fine-grained polymetallic sulfide mineralization along the rock walls above individual vents. The mineralogy of the sulfides shows a barite, chalcopyrite, sphalerite, and pyrite composition.

The widening of the Panama Canal to approximately 130 feet (40 m) for its entire length began just a few years ago. The original expansion program was slated for completion in 18 to 20 years, but has recently been reduced for completion within the next four years. This means that a tremendous amount of blasting at simultaneous points along the canal, by both the Panama Canal Commission (PCC) and many subcontractors, is necessary to achieve the new completion deadline. The accelerated program also imposed many logistical concerns, since marine trafIic is always heavy and cannot be stopped for blasting. Because some of the large and heavy cargo vessels clear the bottom of the canal by only about 6 feet ( 2 m), the blasting cannot result in any large boulders into the center of the canal, for fear of grounding and damaging a vessel, not to mention the traffic delays and lost income of approximately 1 to 2 million dollars per day.

Andalusite is an excellent raw material for refractory applications due to its high aluminum oxide content and phase transformation to mullite at high temperature. Granular andalusite in particle sizes of about 1 to 2 mm was traditionally utilized for the manufacturing of refractory brick. However, if powder andalusite in micron particle size is utilized in high-alumina refractory products, reinforcement on the refractory brick can be obtained and the sintering temperature can be decreased. The phase transformation of powder andalusite plays a key role for the difference.
