The Gippsland Basin in south-eastern Australia has an area of approximately 46 000 sq km. It is one of the world's major coal and petroleum bearing basins, with most of the former occurring in the smaller one fifth on-shore part. The stratigraphy, structure and economic resources of the Tertiary sedimentary pile is now well known through extensive drilling for coal and petroleum. In contrast, the older Cretaceous sequences through their lesser economic importance are relatively less explored. The sedimentational history of the Gippsland Basin has largely followed along similar lines of development to the many other southern Australian basins since the Cretaceous break-up of Gondwanaland. However, the scale of accumulation of coal and hydrocarbon source rocks is unprecedented and differentiates this basin, for reasons less well understood, from the others. Large scale open cut brown coal mining since the late-1920s has been carried out in the western extremities of the basin, while vigorous extraction of some two thirds of Australian petroleum products taken place in the offshore part. Brown coal seam thicknesses and economically winnable reserves are huge and outrank most other brown coal basins of the world. Development of the resource currently meets the need for electricity generation throughout the State of Victoria, but other future developments such as conversion to oil, being investigated.

Numerous different instruments and techniques have been developed for the purpose of measuring rock stress and stress changes around excavations. The interpretation of the output from many of these instruments has often been problematic. This paper covers the research performed in attempting to analyze one particular stress measuring instrument called the Borehole Platened Flatjack (BPF) . The approach used in this analysis was to combine the analytical solution for the displacements around a borehole and the analytical solution for the bore- hole-platen interaction with the empirical stiffness behavior of the flatjack. The resulting model of the BPF response was then verified using measured laboratory data with very good results. In addition, techniques for applying the method to the field are briefly discussed. The major accomplishments of this comprehensive modeling and testing program are; 1) the establishment of the critical installation and site parameters of the hydraulic pressure cell and 2) the development of a systematic procedure for calibrating the cell based on the given values of these critical parameters.

The understanding and the development of sound theoretical basis concerning the pile foundations has been phenomenal during the past few decades, considering the thousands of years the piles have evidently been in use. The importance of the quality assurance and the need for verification of load bearing capacity is being further reinforced rather than undermined by these developments. This is evidenced by significant developments made in the pile load test technology in recent decades, making it possible to make judicious selection of a test method, or a package of test methods, suitable for a given situation. The selection depends on the objective of carrying out the test and the reliability desired. Presently, the possible selection ranges from dynamic to static methods. The extent of dynamic effect in a test can be reckoned based on a dimensionless parameter defined as the 'relative duration'. Examples of different load tests are given for illustration of the different methods currently in use.

The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC's) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

Hybrid composites are fabricated by adding two reinforcements into matrix materials so that the expected excellent properties can be achieved through the combined advantages of short fibers, and different size particles (micron or submicron), which provide a high degree of design freedom. In this paper, hybrid preforms were produced with the different size reinforcement of the Al2O3 particles and short fibers. The Al-Si alloy-based hybrid composites were fabricated by preform-squeezing casting route. The structure and performance of composite materials were studied with the Transmission Electron Microscopy (TEM), and Scanning Electron Microscopy (SEM). The results show that the reinforcements, both particles and fibers, distribute homogeneously in the matrix materials, and the properties of composites are found to improve in comparison with the matrix Al-Si alloy.

A detailed analysis of faulting indicatcs that blocks of "greenstone" have been thrust beneath the southern end of the Mt. Isa orebodies.This "greenstone" basement is considered to be a major structural control in the localization of these orebodies.INTRODUCTIONThis paper is based on exploration carried out by Mining Corporation (Aust.) N.L. from 1956 to 1960 in the area immediately south of Mt. Isa, Queensland. During this period over 20,000 ft of diamond drilling was completed together with costeaning and geochemical exploration.Early in 1959, it became apparent that diamond drill information could not be correlated with the current geological concepts of this area and a detailed geological appraisal became necessary. In all, sixty square miles were mapped at a scale of 1 in. to 500 ft, using enlarged aerial photographs. All drill core was logged and sections re-interpreted.Professor K. C. Dunham of the University of Durham consulted on this project and contributed through valuable discussion. Dr. A. Day of the University of Sydney carried out a gravity survey in February 1960 and Dr. H. Wilshire of the same University undertook microscopic examination of rocks from the area. There are a number of hurdles that must be negotiated in order to design an effective gold ore treatment facility such that the expectations forming the basis of project economics are valid and can be achieved in practice. Selecting samples based on geometallurgical context, performing and interpreting testwork relevant to the selected process flowsheet are essential considerations towards achieving this aim. A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor convergence monitors were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.

This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con¬tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

I N presenting this paper, the writer wishes to point out some of the difficulties and problems of geological work in that part of Saskatchewan in which outcrops are few. These problems are well known to all geologists who have made investigations in this region, but may not be so well known to those outside. A table of the strata as known in certain areas of Saskatchewan and the adjacent provinces is given, with a brief discussion of some of the formations and beds about which there is little knowledge due to their being deeply buried and not exposed in the region. Comment with regard to possible oil and gas structures is made and some features of the structures in the Battleford and Simpson districts are described. The writer wishes to make acknowledgment to members of the Geological Survey of Canada to whose work in Saskatchewan and the adjacent provinces reference is made, and to others who have made, or are making, valuable contributions to the stratigraphy of Saskatchewan. Mr. G. C. Webb has kindly furnished information regarding and materials taken from a well bored recently in the Paynton district. Special thanks are due to the Simpson Oil and Gas Company for permission to use much valuable information with regard to their wells and for the generous way in which the officials and staff co-operated with the writer. The opportunities the writer has had to visit many parts of the Province have been in connection with investigations for the Provincial Department of Natural Resources and through facilities provided by the Department of Soils of the University of Saskatchewan. For the purposes of this discussion, Central Saskatchewan may be considered as that portion of the Province extending from Township 16, with Regina, Moose Jaw, and Swift Current situated on or near the southern boundary, to Township 48, with Prince Albert and Lloydminster on the northern boundary. This region includes territory underlain by Cretaceous sediments and excludes the southern portion of the Province, where Tertiary beds underlie the surface and are exposed to an extent sufficient to permit a measure of systematic mapping.

CPAR, the Construction Productivity Advancement Research Program, is a new initiative of the Corps of Engineers to enhance U.S. construction industry productivity through the development and application of joint-funded research. CPAR seeks to balance the requirements of both the private sector and the Corps of Engineers construction program, to identify research needs that are common to both parties in a partnership for conducting research, and to achieve practical real-world products which will enhance productivity in the construction industry. Increasing costs of doing business has had a major negative impact on much of the nation's industrial base, and research and development (R&D) is among the areas hardest hit. The Congressional Budget Office estimates that since 1984 inflation adjusted R&D outlays in private U.S. firms have risen at an average annual rate of three percent, or about half the rate of gain of the preceding decade. And, despite a significant increase in foreign competition, the portion of gross national product (GNP) devoted to R&D is lower today than 20 years ago. For the case of the U.S. construction industry, the numbers are even more dramatic.

To finalize the three years granted for the study of miners physiological responses to emergency situations, all the data obtained, were summarized into the following relevant sections; A.. Information on elements of the Man Test required under Subpart 4, Part 2, Title 30 in the Code of Federal Regulation (see Table M-T and Ref. I., Section A). B. Investigation on possible emergency activities, its simulation in the laboratory and the physiologic data obtained on miners performing them This included some studies under cool ambient conditions, expected to prevail in coal mines. C. While in section B the steady state responses have been obtained, time was devoted to establish a unit that will allow data gathering for non-steady state, i.e., transient responses to rapidly changing activities. Section B and C contained elements that were relevant to section A; the Man Test. Therefore some of the information described under section A Man Test, were actually measured during the battery of tests in either section B or in section C.

The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Lynch, chief, Raleigh Branch, Mining Division, by William A. Beck from the original report by the author.Acknowledgment is made for the wholehearted cooperation and assistance given to the Bureau of Mines by the various operating companies in the district. Results of laboratory studies on the flotation of marmatite (zinc sulphide) with new reagents, which were developed to avoid the use of copper sulphate, are presented.Episulphides were chosen as the basis for the reagents because of their reported special chemical affinity for zinc and cadmium. Attempts were made to solubilize and introduce functional groups to episulphides with organic and inorganic acids, ammonia, phenol, aniline, diethylamine, and pyridine. As a class of reagents, the episulphide-amine combination was generally found effective in zinc sulphide flotation to a greater or lesser degree. Best results were obtained with ethylene sulphide-aniline combination. Although anilino-ethyl mercaptan is the reported reaction product of aniline and ethylene sulphide, it was concluded that the effective zinc sulphide flotation with ethylene sulphide-aniline combination is not entirely due to the formation of the mercaptan.The economics of the possible usage of ethylene sulphide-aniline reagent are discussed.

Copper waste dump leaching is growing in importance because of the.large tonnages (up to 250,000 ton/day) of low grade waste rock available from open cut mining of copper deposits and proof that controlled leaching of copper from such dumps can be profitable.Overburden or waste rock, ranging in size from large boulders to fines, is dumped as cheaply as possible on sloping sites. Copper is leached from the dumps by applying up to 12,000 gal/min of leach solution (a combination of spent solution from cementation and make-up water) to the top of the dumps by various techniques.Efliuent from the dumps is sent to a cementation plant for copper recovery.Factors which may be controlled, either directly or indirectly, to give a controlled copper content in the dump efliuent (usually 1-2 g/l.) are the cycle of operations (i.e. the alternate wetting and drying periods), thevolume of solution applied to the dump, pH, Fe2+ and Fe3+ content or redox potential, oxygen content, bacteria and their necessary nutrients, and temperature.Dissolution of oxide copper minerals appears to be mainly a function of acid concentration. Copper sulphide minerals need oxidation for dissolution to occur and this is accomplished by a combination of oxygen,ferric ion, and bacteria. Oxidation of pyrite, oxidation of Fe2+ to Fe3 +, and hydrolysis of Fe3+ are of some importance in leaching practice. The presence of gangue carbonate minerals is detrimental.Physical factors connected with penetration of solution into large rocks are important and the treatment of an individual dump usually extends over a period of many years. Recovery of copper from solution is usually achieved by cementation with iron (usually in the form of crumpled cans) but the use of sponge iron is becoming more important. Iron consumption varies from 1 to 4 lbiron per pound of copper. Preconcentration of the copper in the efliuent solution by solvent extraction followed by electrolysis may become a useful method.Application of dump leaching techniques to metals other than copper depends on finding an economic method of recovering the metal from solution...

The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.
