Lime Cement column stabilization of soft clay and sand in Salt Lake City, Utah and in San Francisco California is described and discussed. Stabilization permitted the construction, in a single stage, of a 14 m MSE wall on "medium" clay in Salt Lake City. It was used to mitigate the potential for liquefaction in San Francisco and to stabilize the Young Bay Mud beneath the BART extension to San Francisco Airport. These applications are described and the field measurements of performance are reported.

1. Paper1?Identification and enumeration of asbestos fibers in the mining environment: mission and modification to the federal asbestos standard Arthur M. Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

The use of a thickener, without filtration, to produce a non-settling paste (also called thickened tailings) with non-Newtonian rheology has been practiced in Australia for many years for the disposal of red mud. The application of paste thickening technology outside of alumina is relatively new. Interest and installations in paste thickening are rapidly growing. Water shortages and environmental pressures make consideration of thickening tailings to solids concentrations within the paste range necessary in most new tailings projects. The paste thickeners at the DeBeers CTP plant in Kimberley, South Africa are the latest example of paste tailings disposal on the surface, also called “stacking”. Houman (2003) The use of a paste thickener as an alternative to filtration for mine paste backfill is a more recently developed application. This paper describes the principles of design and general operating characteristics of a paste thickener compared to the conventional and high-rate thickener. The application and operating performance of paste thickeners in mine backfill is discussed as an example. An integrated approach to process design is described that matches the performance of the thickener, pumping system, and application on a common rheological basis to ensure that none of these steps prevents achieving process performance targets.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

This study involved a review of bonding and bond release practices in the states of the Eastern and Midwestern Coal Provinces. Data was collected from regulatory authorities and site visits to document the bonding and release procedures in the states related to achieving successful reclamation. The regulations related to PL95-87 were reviewed. The analysis included suggested modified or new bond release criteria, a review of applicable bond release inspection techniques was prepared, a conceptual graduated bonding system and incentive procedures for reclamation of surface mine sites to alternative or higher land uses. A number of conclusions and recommendations for further research were included. A detailed bibliography and a glossary are included in the report.

Subsidence may be observed above partial extraction shallow room-and-pillar mines where the coal seam(s) is associated with weak and thick claystone in the floor. This paper presents results of subsidence studies at such a mine. During the 26-month study period, a time dependent subsidence causing a maximum vertical movement of 50 mn was observed. After a subsidence rate of 6.0-6.5 m/month for the first two months after development of mine workings, the rate decreased to 0.8-0.9 mm/month after 17 months. However, presumably due to settlement of barrier pillars, it increased therafter to 1.7 mm/month for the next 9 months. Angle of draw, based on zero subsidence, was calculated to be about 29 degrees. Maximum tensile strain and compressive strain values observed were 0.040 pct and 0.039 pct respectively. A hypothesis was fomlated to correlate surface subsidence movements with observed underground movments. The data collected to date fits reasonably well within the formulated hypothesis.

A PC based computer model has been developed by the authors for predicting the surface subsidence due to underground coal mining. Its reliability, comprehensiveness and user friendliness demonstrate that it is a good tool for the mine operators, government agencies and scientific researchers alike.

South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. Polyacrylamide flocculating agent has been used in the Leaching Division 'of the Risdon Works of the Electrolytic Zinc Company of Australasia Limited since October, 1960. The number of thickeners in the continuous thickening stage was thereby reduced from eight to three. There has been an increase of 25 per cent in throughput and a reduction of solids in thickener over-flow from 3-4 g/l. solids to 0·5 g Ir. solids. Reagent addition has been at the rate of 0·25 lb Separan NP10 per ton solids.Additionally there has been a gain of 3 per cent in current efficiency as the direct result of the addition of Separan NP10 to purified cadmium sulphate solution priOl; to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strippings from 47 to 71 hr. However, there has been a slight increase in the lead content of the cadmium metal produced.The use of Separan NP10 to settle copper bearing residue in a batch process stage has resulted in a five-fold increase in settlement rate and a reduction in purification cycle time.INTRODUCTIONThe Electrolytic Zinc Company of Australasia Limited, Risdon, Tasmania, produces zinc by electrolysis of purified zinc sulphate solution, the raw material being zinc sulphide concentrate. In the Risdon process (Van Arsdale, 1953; J ohnstone, 1953; Ross, 1949) the compound zinc ferrite (ZnO.Fe203) is formed during the concentrate roasting stage. When the roasted material is leached in dilute sulphuric acid the zinc ferrite is not attacked, and it remains as part of the insoluble leach residue, of which it may form as much as two-thirds of the whole. When an aqueous suspension of pyrite and a manganese ore reacts with oxygen, manganese is dissolved by the ferrous sulphate and sulphuric acid produced in situ by oxidation of pyrite. In the absence of added acid, the optimum conditions are: a molecularratio of Mn02/FeS2 of about 1·0, a temperature of about 1400 C., and an oxygen pressure between 25 and 90 lb./sq. in. Under these conditions, complete extraction of manganese is obtained in six hours leaching. An addition of sulphuric acid enables an Mn02/FeS2 ratio of 2·0 to be used successfully.Manganous sulphate decreases in solubility with increase in temperature above 1000 C., but even when the solubility limit is reached during leaching, reaction to form MnS04 still proceeds, and on cooling the MnS04 redissolves.INTRODUCTIONMany manganese deposits contain secondary manganese oxide minerals which are difficult to concentrate. Considerable attention has therefore been given to their hydrometallurgical treatment. In most manganese oxide minerals, the manganese is quadrivalent and must be reduced to the divalent state for dissolution. Reduction and dissolution can be accomplished in a number of ways, one method being to use aqueous ferrous sulphate solutions.A possible source of ferrous sulphate is pyrite as it is known that ferrous ion is an intermediate product in the aqueous oxidation of pyrite. During the last 125 years, the steel industry has witnessed revolutionary changes in the process of steelmaking. The Bessemer process was the predominant steel production technology during the last two decades of the 19th century. The open hearth process accounted for the lion's share of world steel production for six decades from 1910 to 1970. With the appearance of the LD process on the industrial stage in 1952, the importance of open hearth process declined and currently the basic oxygen processes are contributing more than 60 per cent of the world steel production. The LD process also led to the development of several other oxygen blown processes such as LDAC, OLP, OBM, QBOP, EOF, Clc.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. During recent years there has been a marked increase in the consumption of explosives, as shown in Table 1, and it must be the aim of all to use these explosives safely and efficiently. The site of the First Quality Tissue plant is located on a previous paper production facility in Lock Haven, Pennsylvania. The new development, which included the construction of a tissue machine building, baled building, converting building, various storage buildings and an electrical switchgear building, required the use of deep foundation systems to transfer loads below compressible fill and alluvial soils. Loading details provided by Jacobs Engineering, the project structural engineer, detailed braced steel frame buildings with typical column loads ranging from 75 to 150 kips and slab live loads of 250 to 300 psf. As an exception to this, however, the tissue machine and stock preparation building, which had a roof height ranging up to 85 feet, had column loads ranging up to 800 kips in addition to high dynamic loads. The First Tissue plant is located in a river valley in the hills of Western Pennsylvania. To evaluate the proposed site conditions and to formulate recommendations for the structure foundations, a geotechnical study was performed by the owner. Approximately 30 borings were advanced to bedrock, with wire-line coring performed in the tissue machine building. The borings disclosed a soil profile comprising of the following:

Approximately 42 t of mercury were produced from Puhipuhi from the late nineteenth century until the end of World War II, with no significant gold or silver production. Sinter, eruption breccias and veins, mined for mercury at Puhipuhi and essentially barren of gold, are inferred in many geological models to represent the surficial levels of adularia-sericite style low sulfidation gold-silver systems. These systems may contain economic gold-silver mineralisation at depth. Conceptual geological models have been employed at Puhipuhi in the search for buried gold mineralisation. Homestake Mining utilised a McLaughlin model for exploration from 1982 to 1987, targeting mainly the vicinity of the sinter deposits. From 1987 to 1989 BHP sought deeper structurally controlled gold mineralisation within the basement greywackes, utilising models derived from studies of Round Mountain, USA and Hishikari, Japan. Macraes Mining Company Limited have accessed the previous work and applied a conceptual geological which invokes a north-south structural control for the emplacement of high-level felsic intrusions at depth. Dextral movement on these structures associated with oblique convergence facilitated the formation of a pull-apart basin in which lacustrine sediments overlie basement greywackes and are in tum overlain by Pliocene basalts. Continued activation of the NS structures created a series of inferred NE-trending dilational structures, which are targeted as fluid upflow centres for the surficial outflows. Upflows occur as eruption breccias (e.g., Plumduff) and outflow as silica sinters (eg Mt Mitchell, Williams) which are also partly obscured by the basalt cover. Argillic alteration and mercury mineralisation occur at elevated crustal levels (eg Puhipuhi mine). Modelling from structure and alteration zonations have targeted a fluid upflow in the vicinity of Bush Hill, which was not accessed by previous workers. This target was subsequently supported by surface geology and multi-element soil geochemistry.

Experiments were conducted to access the feasibility of removing zinc from lead slag by sulfation or chlorination or both. Gaseous sulfation with sulfur dioxide and oxygen released only 50 per cent of zinc even under the most severe conditions. Sulfation with concentrated sulfuric acid by a fast-leach process released 95 per cent of zinc while pug-roasting released a maximum of 78 per cent of zinc. Chloridization with NaCl in the presence of sulfating gas released 50 per cent of zinc, while direct chlorination with chlorine gas and oxygen released 85 per cent of zinc and 100 per cent of lead in a chloride condensate containing little impurities.

Vale Inco?s Coleman Mine 153 Orebody is a narrow vein deposit with a dip that varies from 30 to 70 degrees. It has a strike length of 1200-feet and the current mining extends from the 4250 level to 5100 level. The primary mining method is mechanized cut-and-fill although drift-and-fill is also used in wider sections of the ore zone. The ore body is divided into six main mining horizons with an average of three mining blocks on each cut. There are some interesting rock mechanics challenges related to mining upward from the 4550 level and these challenges are increasing as the mining front progresses toward the 4400 level. The mining of the 4550 block is currently at cut 13 whereby the crown pillar thickness is approximately 60-feet. Significant factors including increased stress levels in the crown pillar, the change in the orebody dip at this level and a recently indentified geological structure in the footwall, have all combined to introduce seismic activity in the footwall of 4550 level. Closer studies revealed a consistent trend of seismicity that was further examined with core logging and Acoustic TeleViewer technology. The data from these assessment tools disclosed a geological structure that is influencing the mining environment. This paper reviews the seismic analysis for the 4550 level mining zone and the subsequent procedures used to locate the new geological structure. The paper also discusses the key mining practices used to successfully mine cut 13 of 4550 level and briefly reviews the studies that are underway to up-date the mine design for continued extraction of high-grade ore in a safe and productive manner.
