A MATTER of much concern at present to the coal-mining industry of-Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (I) production, supply and sale of coal; (II) the reorganization of the coal-mining industry; (III) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them.

In the experimental work for this comparison of wet and dry grinding, it was found that the size distributions for wet grinding operations are characterized by a constant value of the distribution modulus, (a; whereas, for dry grinding the distribution modulus decreases slightly with increased size reduction. Wet grindability seems independent of the weight of material in the mill while dry grindability depends on weight. Experimental data and eqmtions for each process are presented for noncleavable isotropic material, for cleavable or material in which there is some form of internal stress, and for energy consumption. The equation ED/EW=BK-? (where ED and Ew are, respectively, energy for wet and dry grinding, k is the size modulus, and B and ? are constants) was found to give the ratio of energy. Dry grinding is generally considered to require more energy than wet grinding. Taggart' states that power consumption in wet grinding ranges from 60 to 90 pct of that required for dry grinding. Bond' states that dry grinding requires one third more power than wet grinding. It is interesting that Rose and Sullivan' note this same difference in power required for wet and dry grinding, but they state that on purely mechanical grounds it is difficult to see any great difference in fundamental principles between wet and dry milling, since dry milling may be regarded as wet milling with a fluid of low viscosity (i.e., air vs water). Yet it must be the viscosity of the fluid that is responsible for the differences between wet and dry grinding. Probably the most comprehensive investigation comparing wet and dry grinding has been that made by Coghill and Devaney. They compared the grind-ability of both chert and dolomite in a 19x36-in. batch ball mill under both wet and dry conditions. In these tests the weight of ore in the mill was varied from 35 to 200 lb and each grinding test was carried out for such period of time that the amount of -200-mesh material in the product was essentially the same for each test with a given material. Cog-hill and DeVaney's data for the grindability of dolomite, which are reproduced in Fig. 1, show that a comparison between wet and dry grinding is com- plex. The comminution of a material by a wet grinding method is characterized by a constant grindability over a wide range of mill loadings. Since grindability is the weight of material comminuted per unit of energy expended, it is equivalent to (w)/ (p)(t), where W is the weight of material being ground, P is the power, and t is the grinding time. In the case of wet grinding, the grindability of dolomite in the Coghill and DeVaney experiments was 0.546 * 0.009 ton per hp-hr when the load of dolomite in the mill ranged from 50 to 200 lb. On the other hand, for dry grinding no such simple relationship was found to exist between power, time, and weight of material in the mill. Brief summary of results obtained by a French-Japanese cooperative study on the bottom of trenches around Japan. The geophysical prospection, multi beam echo sounding and direct observation with submersible dives of the trench bottom clarified the details of the subduction of oceanic plates. It may be noted, among many new facts found: 1. The subduction and geologic structure resulted from the process is different according to the nature of subducting oceanic plate, and the geology of the land behind the trench. Thus the Nankai trough characterized by the developpement of accretionary prisms is contrasted to that of the Japan Trench where the basement rocks are exposed on the land side cliff of the trench wall. 2. The compressional tectonic situation prevailing in the trench bottom provokes the venting, along the fissures on the bottom, of water contained in sediments. Hydrocarbons contained in the sediments are comming out with water and give nutrients for bacteria. Clams, tube warms, sea slugs and shrimps are taking these bacteria as their food and biological communities with exceptionally dense population for the deep sea of more than 3000 meters in depth are formed on the field of accretionary prism and wall of the land side cliff. 3. An intense compressional tectonic field resulted from the subduction is inducing the transition from the subduction of oceanic plate to the collision of a part of the plate to the continental plate.

Thirty binary systems of vanadium and chromium group transition elements with second and third long period transition elements were explored in regard to the intermediate phases formed. It was found that the phases predominating in these systems are s, AB type with ordered a-tungsten or C8 structure, close-packed-hexagonal with small unit cell dimensions and, finally, phases isomorphous with 1-manganese. IN recent years, considerable information has become available concerning the intermediate phases in binary systems of the transition elements. Thus, the s phase has been found to occur in most of the binary systems of vanadium, chromium, and molybdenum with the group of elements manganese, iron, cobalt, and nickel.' It was observed that, while the rr phases formed by chromium with manganese, iron, or cobalt possess a considerable temperature range of stability, particularly in the Cr-Co system, the corresponding s phases with molybdenum are limited to a temperature range of less than 400" above about 1200°C. Goldschmidt' reported v phases of tungsten with iron and cobalt, and these are apparently stable only at (and above?) 1400°C." Exploratory work in this laboratory with Fe-W and Co-W alloys of approximately 60 atomic pct W annealed at 1300°C did not produce X-ray patterns suggesting the presence of a phase. It appears then that the phases of iron and cobalt with the chromium group elements decrease in stability as the two components are chosen from long periods further removed from each other. From the available information, it might be concluded that the controlling factor is the increasing difference in atomic radii between the components. In contrast to the a phase, the phases formed by iron and cobalt with chromium group elements' are stable only when the latter have large atomic radii (molybdenum and tungsten); the corresponding phases with chromium do not occur. When the difference in atomic size becomes still larger (r,/r,, approaching the ideal value of 1.225), the u and p phases are replaced by Laves phases (AB,), as in the alloys of iron and cobalt with columbium," tantalum." and titanium."-" However, atomic size certainly cannot be the sole determining factor, since, for instance, in contrast to the very stable (Mo, Co)p phase, no such phase occurs in the Mo-Ni system even though the atomic diameters of cobalt and nickel are nearly the same. Similarly, chromium and cobalt form a a phase in a wide temperature range," but the corresponding s phase in the Cr-Ni system is missing. It has been shown that the composition of the u phase in various binary and ternary systems of transition elements in the first long period may be correlated in a fairly quantitative manner with the number of electron vacancies. The influence of electronic structure is probably present also in binary and ternary phases' and to some extent, apparently, even in Laves phases." " Although the absence of phases in the Cr-Ni and Mo-Ni systems has not as yet been explained on the basis of electronic structure, it appears reasonable to suspect a connection. One of the great difficulties in arriving at well founded rules in regard to the alloying behavior of transition elements lies in the lack of reliable information concerning the details of their electronic structure in the metallic and alloy form. The theoretical penetration of this field appears to be beset by very considerable difficulties, even when the complications due to alloy formation are disregarded. Another great source of uncertainty is the scarcity of phase diagram information even for binary systems of the transition elements so that only a very limited basis is provided for generalizations as to the occurrence of intermediate phases. For instance, very few binary phase diagrams of second and third long period transition element systems have so far been published. The present work was undertaken in order to survey the various types of intermediate phases occurring in 30 binary systems of elements of the group vanadium, columbium, tantalum, chromium, molybdenum, and tungsten with the elements rhenium, ruthenium, rhodium, palladium, and platinum. For most of these binary systems phase diagrams are very incompletely or not at all known, as will be further reviewed.*

INTRODUCTION WHILE TITANIUM, the element, has been known for over 150 years, titanium, the metal, is a relative newcomer to the metallurgical and industrial scene. The reasons for this chiefly lie in the refract1Hy nature of titanium compounds; the high melting point of the metal; the great activity of elemental titanium, particularly at temperatures close to .and above the melting point; and the pronounced deleterious influence of certain impurities on its mechanical proper-ties. Early efforts at production of the metal were, consequently, either unsuccessful or resulted in products having sub-metallic properties. With the considerable improvement in equipment, materials, and skills that have developed within the past twenty-five years, later investigators have had a better opportunity to overcome some of the inherent practical obstacles and to come to grips with the essential technical problems. NATURAL ABUNDANCE OF TITANIUM Titanium is one of the most abundant metallic elements. It has been estimated (1) that titanium comp-rises about 0.65 per cent of the earth's crust, and therefore ranks fourth among the structurally useful metals in the order: aluminum, iron, magnesium, titanium. It must be appreciated that the relative abundance of the element is only a crude indication of its potential availability, since a very substantial proportion is present as a minor constituent in practically all igneous rocks. By comparison, present-day ores of titanium are relatively few and are but a minor fraction of the estimated total titanium contained in the earth' s crust.

For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

Bureau of Mines personnel evaluated the potential availability of nickel from 151 deposits in 18 market economy countries and selected 126 for detailed analyses. An evaluation was made of tonnage-cost relationships indicating the quantity of nickel available at various total costs of production expressed in dollars per pound nickel, including a 15-pct rate of return on the invested capital. The 126 deposits studied contain approximately 73 million metric tons (t) of nickel. An estimated 52 million t is available from laterite deposits, of which less than 2 pct could be produced at $3.50/lb Ni, about equal to the average published price of nickel in 1981. Approximately 21 million t of nickel is available from sulfide deposits, of which about 10.0 million t can be produced at $3.50/lb. Sensitivity studies performed for both laterite deposits and sulfide deposits indicate that the total cost of nickel from laterites is most sensitive to increases in energy costs, and that sulfides are most sensitive to increases in labor costs; sulfides are also sensitive to changes in byproduct revenues. In 1983 the Nickel Mountain mine in Oregon was the only U.S. producer, though development continued on the Gasquet property in California. Of the total 5.1 million t of recoverable nickel in the United States, about 20 pct is available at or below $3.50/lb.

THIRTY-FOUR analyses of crude oils from the fields of the Four Corners Area of Arizona, Colorado, New Mexico, and Utah are presented and compared. The samples, taken from formations in four geological time periods, have high gravity and low-sulfur, -nitrogen, and -asphalt content. Generally, the oils are paraffinic in the low-boiling fractions, with increasing naphthenicity in the higher-boiling fractions. Oils from Cretaceous formations resemble other Cretaceous oils in the Rocky Mountains, but oils from Permian and Pennsylvania formations are unlike other oils of these ages in the Rooky Mountains. The differences in the oils are minor and cannot be used to distinguish between fields or between producing formations. With minimum special processing, the oils should yield large amounts of good-quality motor fuels. INTRODUCTION The only place in the United States where four States have a common junction is known as the Four Corners Area. This area (fig. 1) includes the northeast corner of Arizona, the southwest corner of Colorado, the northwest corner of New Mexico, and the southeast corner of Utah. It includes three major geological basins: The Black Mesa, the San Juan, and the Paradox. Major oil developments have occurred in both the San Juan and Paradox basins, but no discovery of commercial importance has been made in the Black Mesa basin.

The Accident Analysis (ADA) computer program was developed at the Spokane Research Center (SRC) to provide a rapid broad-based analysis of mining accidents. Because the Bureau of Mines often needs this type of information for the development of viable research programs the ADA program was written to access and analyze accident data available frog the Labor Department's Mine Safety and Health Administration (MSHA). This report describes the ADA program, the data it uses, and the potential value it has for planning mining research.

"The control of fugitive dust in high-latitude openpit mines is challenging due to unique atmospheric phenomena resulting in complicated flow regimes as well as atmospheric inversion due to the lack of adequate insolation during prolonged winter seasons. In this study, two idealized (one conical and one trapezoidal) three-dimensional openpit mine geometries were simulated for different seasonal conditions using a computational-fluid-dynamics package from Software Cradle. The airflow was solved by Reynolds-averaged Navier-Stokes equations using the standard kappa-epsilon turbulence model. The concept of particle tracking was used to predict the flow patterns of dust particles. For various climatic conditions and two different pit geometries, fugitive dust particles varying in size, from PM0.1 to PM10, and concentration were generated at various locations and dispersed by the airflows inside the openpit mine. The amount and location of dust particles inside the pit were reported at various time intervals. In the summer season, airborne dust particles were quickly transported outside the openpit domain. In the winter season, however, the development of atmospheric inversion significantly affected the amount of dust retention inside the openpit domain. IntroductionThe computational-fluid-dynamics (CFD) modeling of openpit mines is challenging. In a recent paper (2015), we presented different constraints and challenges in developing a three-dimensional CFD model. In order to obtain realistic results from a simulation, however, appropriate values of various inputs are required. The simulation results of a three-dimensional nonhydrostatic model by Shi et al. (2000) showed that both the mechanical and thermal forces are important mechanisms, controlling the development of the atmosphere inside an openpit mine. Alvarez et al. (2007) used a CFD model for predicting dust dispersions in a medium-sized limestone quarry, and presented several iso-surfaces of varying dust concentrations using ANSYS CFX. A similar study by Torno et al. (2010) introduced a more sophisticated parameterization of the dust sources. Flores et al. (2014) used an OpenFOAM CFD simulation package to simulate and predict pollutant dispersion in an idealized and an actual openpit mine in Chile with an intense insolation condition. The model was simulated for three different conditions: (1) air-advection (10 m/s, or 33 ft/ sec)-driven mechanical turbulence, (2) surface-heat-flux (240 W/m2, or 76 Btu/ ft2-h)-driven thermal buoyancy and (3) both air-advection- and surfaceheat- flux-driven conditions. The results of the simulations showed that the buoyant currents contribute to the removal of a large percentage of the dust particles. The buoyant currents modify the purely mechanical-turbulence- induced flow pattern and reduce the particle residence time, commonly observed in a purely mechanical turbulent flow (nonbuoyant case)."

In flotation, particulate materials are separated by controlling the hydrophobicity of the particles using appropriate collectors. In this regard, contact angle (?) is the most important process variable. However, the flotation models used in industry today do not include ? as a parameter. As result, flotation circuits are designed based on the first-order flotation rate constants (k) determined from laboratory experiments. A problem with this approach is that laboratory experiments usually give substantially higher k values than achievable in full-scale operations, which makes it difficult to use the model for plant design. In the present work, we have developed a model from first principles using both surface chemistry and hydrodynamic parameters, such as ?, ?-potentials, surface tension (?), particle size, energy dissipation rate, etc. The basic approach is similar to the one developed previously for bubble-particle interactions under laminar flow conditions (Yoon and Mao, J. Colloid and Interface Science, 181, 61, 1996) except that the model parameters have been modified by considering the turbulence in a flotation cell. In addition, the model describes the recovery processes in froth phase, including bubble-coarsening due to coalescence. Based on this model, we have developed a computer simulator (FlotSim) that can be used to design flotation circuits from the mineralogical (or liberation) data on the feed and the hydrodynamic characteristics of a flotation machine. Since the model is dynamic, it can also be used for process control. Further, the simulator has predictive capacity as it is based on a first-principles model. The model-based simulator has been validated in a carefully controlled bench-scale flotation experiments. It seems probable that more and more minerals will be used in plastics as time goes on. This must occur because the minerals will; aid in processability, enhance the engineering properties, reduce the cost, and above all conserve large amounts of petroleum based chemicals. This paper examines the advantages and disadvantages of using the minerals and the ability of the domestic minerals industry to support this possibly very large undertaking. Converting small-particle lignite to a stable, storable fuel of relatively high heating value was investigated. The fuel was prepared by thermal pretreatment of the lignite in an 8-inch i. d. rotary-drum retort, then the pretreated material was pelletized in an experimental 15-inch-i. d. rotary-drum pelletizer. Pelletizing tests were made with both starch and bituminous binders. During the first phase of the project, the quantity, composition, and heating value of products from the thermal processing of Kincaid lignite from Burke County, N. Dak., in an B-inch i. d. rotary-drum retort were investigated at a series of temperatures from 250° to 950° F. to establish optimum conditions for preparing feed material for pelletizing. To determine the response to thermal treatment of different lignites, 5 other lignites from Divide, McLean, Mercer, and Stark Counties, N. Dak., and 1 lignite from Saskatchewan, Canada, were processed at 700° F.

According to accident statistics (l, 2), roof fall accidents occur quite frequently at the intersections of underground? openings and account for up to 30% of the roof fall fatalities. But this figure will certainly go up considerably if roof falls not associated with any fatal accident are included in the analysis. Unfortunately, nonfatal roof falls are seldom documented. In the underground coal mines, there are two types of entry intersections. One is the three-way (V type) and the other is the four-way (T type) intersections. A three-way intersection occurs whenever the mainline track haulageway turns at an angle into a section haulageway. The four-way intersections by far the most common type in the U.S. under-ground coal mines are formed by the intersections of two entries which are oriented perpendicular to each other or by the intersections of entries and crosscuts. However, crosscuts are frequently driven at an angle to the entry to facilitate machine movements. The four-way intersections formed by this method of crosscut development are angled. At the intersection of two underground openings, the diagonal roof span is wider than the width of each individual opening. This is one of the major reasons why roof falls occur more likely at the intersections than in the entry between pillars. Consequently, special intersection support plans are usually employed (Figs. 1 and 2) for intersections. The most popular practices are to decrease roof bolt spacing 1 ft. less than or to increase roof bolt length 1 to 2 ft. longer than those employed in the entry between pillars (3). The increase in bolt length or decrease in bolt spacing can be applied to all of the bolts in the intersection or employed only for the strategically located bolts depending on the individual mine practices. These rather generalized practices seems to be adequate for some areas but in many cases inadequate for others. Occasionally, the neighboring two lines of chain pillars are staggered such that the crosscuts in one row of chain pillars face the centers of the chain pillars in the neigh-boring rows. This layout forms T-type three-way intersections which are also inadequate for most weak roofs (3, 4). A study was therefore initiated to develop special techniques for intersection supports. The first phase of the study was the analysis of the stress fields for the underground entry intersections. A three-dimensional stress analysis was necessary for this purpose. Unfortunately, the three-dimensional problems of complicated boundary conditions are beyond the existing analytical methods. The three-dimensional finite element method (FEM) was therefore employed in this study. In the analysis, square pillars of 40 feet wide and an entry height of 8 feet were assumed while entry widths varied at 14, 20 and 26 feet. This model was selected to simulate the mine where roof falls data were collected. The second phase of the study was the collection of field data. The sizes of the roof falls including heights, lengths and widths were collected and analyzed. In the third phase study, the results of the first and second phases were compared and discussed. The analysis of field data revealed an arching zone within which roof falls occurred. The arching zone above an entry obtained empirically was compared with the calculated stress contours. Assuming that the bolts must be anchored in the rock strata outside the arching zone, the preferable systems of bolting were proposed. Also the amount of pretension required to inhibit sliding between layers was discussed.

Subsurface injection of liquid and slurry-type industrial waste is being used as a means of waste disposal. This survey conducted by the Bureau of Mines shows that the method can be economically and environmentally attractive if the proper precautions are taken, especially when the alternative is cursory treatment and discharge at the surface. Attention is called to petroleum technology and experience that can be applied to subsurface waste injection. Part 1 of this report is a discussion of the general aspects of subsurface waste-injection systems. Part 2 is a general discussion and review of the literature concerning the geologic formations available for injection in the United States. Part 3 is a discussion if 15 case histories including information on the source and nature of the waste and the geology, surface equipment, well completion, and operation of the systems.

The subsidence data collected and the observations made through this monitoring program could help us understand betteer the ground subsidence process and its impact on linear structures such as railroads. The four major steps in the production of marketable copper are mining, concentrating, smelting, and refining. In a few cases, however, leaching takes the place of concentrating, smelting, and refining, and in others ores are smelted without being concentrated. Copper ores have been milled since the early days of mining in the United States. Except in the Michigan district, most copper ores went direct to the smelter until the so-called porphyry mines were developed. At present, although considerable leaching and direct-smelting ores are produced, the bulk of the copper ore mined is concentrated. Improved methods of concentration have kept pace with the increased tonnages of ores milled.

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.
