I. INTRODUCTORY. THE plans for the investigation of fuels and structural materials now being conducted by the Technologic Branch of the United States Geological Survey were, before being decided upon by the Director of the Survey, submitted for consideration to the National Advisory Board, upon which there are nine representatives from the membership of the American Institute of Mining Engineers, viz.: Messrs. John Hays Hammond, Robert W. Hunt, B. F. Bush, and E. V. d'Invilliers (representing the Institute); Messrs. Julian Kennedy and C. S. Robinson (representing the Iron and Steel Institute); Dr. Charles B. Dudley (representing the American Society for Testing Materials); Mr. F. H. Newell (representing the U. S. Reclamation Service); and Dr. Richard Moldenke (representing the American Foundrymen's Association). It seems fitting, therefore, that a report of these investigations of the past three years should be submitted to the Institute for publication in its Transactions. The above, together with other representatives of the national engineering societies and allied organizations, were invited by President Roosevelt to serve, along with the Chiefs of the several Government Bureaus who have charge of public works and large. fuel purchases, on the National Advisory Board to give advice concerning these investigations. The appointment of this National Board grew out of a wish on the part of the President, the Secretary of the Interior, and the Director of the Geological Survey not only that the appropriations for these investigations be expended in a manner most beneficial to the several branches of the government

The performance of a two-horizon depletion-type reservoir produced through combination wells is analyzed. By introducing some simplifying approximations, it has been possible to obtain formulas which are easy to handle. Only ordinary differential equations are used, and the development of the analysis can be followed without difficulty by the non-specialist. A rigorous analysis has been made of this problem. It has been found that the approximations introduced in the simplified analysis are fully justified and that errors seldom will be more than 2 per cent. The report shows the effect of the rate of withdrawal upon the relative depletion of the two horizons. Numerical examples are given. INTRODUCTION In its simplest form an oil reservoir consists of a continuous, homogeneous body of porous and permeable rock, enclosed at the top and the bottom by impermeable material. The flow of fluid through such a reservoir has been the subject of numerous papers, and the mathematical analysis of well performance, pressure build-up, etc., has reached a high degree of refinement. One of the basic assump tions introduced into these analyses is the homogeneity of the reservoir. In non-homogeneous reservoirs, these computations still can be carried out satisfactorily, provided small irregularities in the physical properties of the rock are distributed in a random fashion. The flow equations are derived as solutions of the continuity equation, and their solutions are dependent upon the assumption of many constant factors in the reservoir: permeability to oil, compressibility of the reservoir fluid, viscosity saturation, etc. When these axe assumed to be constant, the continuity equation can be solved rigorously. When these assumptions do not hold and corrections are introduced, it becomes very difficult and often impossible to solve analytically. The present analysis is concerned with production from a two-layer depletion-type reservoir in which the layers have different permeabilities. Instead of using the continuity equation, results were derived from some simple physical ideas. In a single-layer reservoir in which the oil is at a pressure above the bubble point, the rate of production often has been assumed to be directly proportional to the pressure drawdown. In the simplified analysis it has also been assumed that the drop in average reservoir pressure is directly proportional with the cumulative withdrawal. These considerations in the past have been the basis of the analysis of reservoir performance and have been applied to a variety of problems, often with marked success. In the problem under investigation these relationships are shown to be compatible with the equation of continuity, but the approach has the advantage of leading to ordinary differential equations in which changes in constants can be introduced without making the analytical solution impossible. It has the additional advantage that it can be understood more readily by the large group of engineers who are not reservoir specialists. For that reason, detailed steps in the mathematical developments have been shown in full. SCOPE OF ANALYSIS The analysis in this paper has been applied to a two-layer depletion-type reservoir in which both horizons are produced simultaneously in the same well. Because of the difference in permeability, it is obvious that the depletion of the two zones will proceed at different rates. While significant progress in underground construction engineering has occurred in the past few decades, a number of fundamental deficiencies persist regarding the recognition, prediction, and mitigation of underground construction hazards associated with complex geological conditions in rock and soil works, such as tunnelling. Many of these shortcomings could be addressed by improving geomechanical models which, in turn, would provide more realistic frameworks for determining input parameters for design analysis. This would improve predictions of construction efficiency for tunnelling and the formulation of more accurate modelling techniques (2D, 3D and 4D) required to optimize the design of engineered rock structures. This research focuses primarily on the issues related to forepole temporary tunnel support within weak rock masses. This research attempts to determine how best to numerically model forepole support. The behaviour and mechanics of forepole support has not been quantified and/or optimized. As well, there is a lack of in-situ and/or laboratory forepole and weak rockmass interaction parameters available. In terms of numerical modelling, there is a lack of understanding of the use of proper interaction parameters associated with the forepole and the rockmass. The parametric study that has been conducted by the authors demonstrates the influence of each of the forepole-rockmass interaction parameters and their sensitivity. Introduction

A new assessment model has been proposed for metal production and its recycling system. The model consists of three processes, smelting of ore, cascading and upgrading of metal scrap. The present approach is to assess the total energy consumption of the system, by introducing two equations for describing the relationships between critical impurity content and the mass of production or scrap recycling. The total energy consumption in the system can be described as a function of recycling rate and performance of the upgrading process. The present model suggests that the impurity removal efficiency and yield in the upgrading process are essential to reduce the energy consumption in the systems. Especially, such points should be explicitly controlled in recycling of aluminum. The potential capability of this model was also discussed by obtaining several quantitative information required for the process design and the operational control of beneficial recycling of metals.

The chemical composition of the asbestos tailings from different mines in the Eastern Townships of Quebec are fairly uniform in composition. The serpentine minerals antigorite and chrysotile form about 85 to 90 per cent of the total. Iron oxides add another 7 to 10 per cent; magnetite represents about 70 per cent of the oxides. Chromite is present in amounts of about 0.5 per cent. The average contents of elemental magnesium, iron and nickel are 23, 6 and 0.25 per cent respectively.

CRUDE oil production in the United States during 1938 reached approximately 1,214,355,000 barrels, an average of 3,327,000 barrels per day, or 5 per cent below the 1937 record output of 1,279,160,000 barrels. The decreased production did not prevent the stocks of all products from increasing to a total of 575,954,000 barrels by Sept. 30, an increase of 10,957,000 above the total on Jan. 1, or an average daily storage increase in all products of 40,135 barrels. The increase in total stocks was made entirely in the refined products, stocks of crude oil during the first nine months of 1938 having actually declined 7,155,000 barrels to 299,671,000 barrels, or an average daily decline of 26,209 barrels. The response of beryl to sulfonate flotation was examined. The dependence of flotation recovery on sulfonate concentration, pH, and the absence or presence of various ions is also demonstrated. The response of quartz and feldspar to sulfonate flotation at various values of pH is given to. show the conditions necessary for selective separation. Finally, beryl was successfully concentrated from a natural ore using a technique devised from experimental observations on systems of pure minerals. With the possible exception of quartz, the flotation characteristics of silicate minerals are rather poorly understood. This is due in part to the com- plexity of the mineral systems themselves and in part to an insufficient amount of flotation data. The complexity of the systems arises from the wide range of chemical composition that the silicate minerals can assume. This is reflected in the variability of such physical properties as hardness and cleavage. Although the chemical composition of silicate minerals can vary considerably, a general grouping can be accomplished conveniently on the basis of the assemblage of SiO4 tetrahedra in all the silicates. That is, it has been shown that six basic groups can be obtained, depending on the arrangement of oxygen sharing between adjacent silicon atoms (or substituted aluminum). When all four oxygen atoms are shared, a framework structure such as quartz or feldspar is obtained. When three oxygens are shared, infinite sheets are obtained as in the micas and clays. A tecnologia da Prensa de Rolos se encontra cada vez mais presente em circuitos de cominuição na indústria mineral. No caso de minérios de ferro itabiríticos, essa tecnologia está sendo aplicada de forma pioneira no projeto Minas-Rio, atualmente em fase de ramp-up. O trabalho compara o desempenho das Prensas de Rolos do circuito Minas-Rio sob diferentes condições de operação em relação às previsões obtidas pelos três principais modelos matemáticos disponíveis na literatura: Morrell / Lim / Shi / Tondo (1997), Torres & Casali (2009) e Dundar et al. (2013). A comparação foi realizada considerando o ajuste dos modelos a um caso base, sendo os demais testes simulados a partir dos parâmetros ajustados para esse. A comparação entre os modelos foi realizada com base nas previsões de potência consumida, capacidade e distribuição granulométrica do produto. Em geral, foram obtidas boas previsões da distribuição granulométrica do produto com os diferentes modelos, embora o modelo de Morrell / Lim / Shi / Tondo tenha superestimado a finura do produto em alguns dos testes. Além disso, foi observada uma boa correspondência entre a potência experimental e a simulada para os três modelos na maioria dos testes industriais. Entretanto, a capacidade prevista pelos modelos de Morrell / Lim / Shi / Tondo e Torres & Casali foi subestimada em todos os casos em relação aos valores experimentais.

The Bureau of Mines studied available information on the nature and occurrence of potential sources of aluminum in the United States, its Pacific island possessions, and Puerto Rico to obtain data for use in evaluating the production capability and costs of extracting the aluminum from such materials. The quantity, type, and grade of the materials range from 4 billion tons of bauxite, bauxitic clay, and kaolin averaging 33 to 42 percent Al2O3 to nearly 600 billion tons of anorthosite containing only 27 percent Al2O3. Principal deposits of bauxite, bauxitic clay, and kaolin occur in Arkansas, Georgia, Hawaii, and Oregon. Major anorthosite deposits are located in New York, Wyoming, California, Idaho, and Montana. About 11 billion tons of material in deposits of various types of clay, the kyanite group of minerals, laterites, and shales averaging 27 to 30 percent Al2O3 comprise additional resource's from which aluminum some day may be extracted. Material meeting specifications of the study was found in only 22 States and the Pacific island possessions. Utilization of these large low-grade sources of aluminum awaits development of processes that are economically competitive with the Bayer process for extracting alumina from baxuite, which is at present the only commercial ore of aluminum. Changes in economic and political conditions also may play important roles in the eventual development of the potential sources of aluminum.

This report presents prediction equations for eleven factors indicative of metallurgical coal quality which have been developed from data obtainable during exploration. Five coke strength parameters and six carbonization product yields have been predicted for coking coals having volatile matter contents in the range 16.3 to 42.1 percent, dry basis. The prediction models developed contain information from the proximate and ultimate analyses, the size consist, and the petrographic composition of coking coals carbonized in BM-AGA retorts at 800°, 900°, and 1,000°C. The equations reported have been evaluated with independent data derived from the 900°C carbonization of 33 binary blends. Present results show that metallurgical coal quality can be predicted ahead of mining. Capability to forecast coal quality is useful in mine planning and should provide basic information for optimization of blending and crushing techniques, leading to the production of uniform coke.

THE formula very frequently used for computing the economical size of pipe to transmit compressed air is that of D'Arcy, as follows: d5(p1-p2)/w1l D-c w11 Where, D = the volume of compressed air delivered in cubic feet per minute,-at the final pressure. c = an experimental coefficient determined for the various sizes of pipe. d = the diameter of the pipe in inches. 1 = the length of the pipe in feet. P1 = the initial gauge-pressure in pounds per square inch. p2= the final gauge-pressure in pounds per square inch. W1 = the density of the air, or the weight in pounds per cubic foot at the initial pressure, p,. The most common case is that in which the given quantities are: the quantity of air required, the length of the pipe, and the initial pressure. The method of solution is to assume a pressure-loss and to compute the remaining factor, c/d5, thus giving the size of pipe corresponding to the assumed loss of pressure. It is always desirable to try two or more pressure-drops, in order to find the combination that is most satisfactory, since often a small change in the size of pipe will reduce or increase the loss of pressure several pounds. An alternative method is to assume a size of pipe and calculate the corresponding pressure-drop. Each method involves a series of tedious calculations to arrive at the most economical solution, and also requires the use of tables giving the constant, c, the actual diameters corresponding to the nominal pipe-sizes, the density of the air, w1, and often, for convenience, a table giving the

Introduction In the Twentieth Annual Report of the Mcintyre Porcupine Mines, Limited, for the year ending March 31st, 1932, the General Manager, Mr. R. J. Ennis, said: "During the period under review, the plans outlined in last year's report have been completed, and all operations have been centralized in the new plant adjacent to No. 11 shaft. The new mill went into operation on May 27th and attained its rated capacity of 2,000 tons per day on November 15th. The new shops, warehouse, change-house, and general offices were occupied on December 1st, consummating the change from the old to the new plant ... "Silicosis is now definitely recognized as an industrial disease, and progresses rapidly when associated with tuberculosis. In an effort to combat its prevalence and progress, the new change-house was designed to build up the men's resistance to this and other forms of disease. It provides for a complete change from underground to street clothing, with a shower bath and solarium treatment in the interval. 'Unfortunately, in almost every goldmine, a very small percentage of the work-men are not adverse to taking some of the high-grade ore for their own purpose. This, in turn, tends to cast suspicion upon the honourable as well as the dishonorable employees. The new change-house routine discourages this practice and eliminates unjust suspicion, to the satisfaction of all concerned with the Company's operations".

This paper reports the theoretical and experimental results of an analysis of ore pass drawdown as a problem in soil plasticity. The method of analysis developed appears to be a promising technique of investigating the mechanics of fragmented materials. A reconstructed plasticity theory brings experiment and theory into reasonable agreement, and hence may provide the foundation needed for rational ore pass design. The gravity-induced movement of broken rock through ore passes is an economical method of transporting fragmented materials through large vertical distances in underground mines, provided the ore pass is well designed. Unfortunately, the design procedures now followed do not very often result in ore passes that function properly. On the one hand, the huge accumulation of empirical data pertaining to the movement of materials in gravel bunkers, storage bins, deep grain silos and other structures that have features in common with ore passes remains uncorrelated. On the other hand, there is a dearth of experimental data substantiating theoretical models of material behavior. Consequently, reliable generalizations encompassing the broad spectrum of problems involved have not been forthcoming. AS an initial step towards improving the situation, a detailed case study of two-dimensional ore pass drawdown was made. The mechanics of the process were analyzed theoretically as a problem in soil plasticity and tested experimentally through observations of a laboratory ore pass model. THEORY Taylor1 defines a soil as a "mass commonly considered to consist of a network or skeleton of solid particles, enclosing voids of varying size." Broken rock in an ore pass is such a material. In plasticity theory this material is replaced by an idealized substance that deforms elastically up to some state of stress at which slip or yield occurs,2 For com-pressive states of stress, the Mohr-Coulomb criterion is a satisfactory yield condition. After the yield point is reached, the ideal soil deforms in accordance with the concept of plastic potential.4 Under plane strain conditions the governing equations separate into a system of stress equations and a system of velocity equations.' Only stress variables appear in the stress system. The velocity system, however, contains a stress variable. The two systems are, therefore, coupled. Both systems are hyperbolic, and each has two real, distinct families of characteristic curves that coincide according to the classical theory of ideal soil plasticity. The

Every few weeks United States newspapers of 25 or 30 years age ran scare-heads telling of some mine disaster, which was a first-page attraction for a day or two and then was forgotton until another disaster occurred a few weeks later. Interspersed with these disasters were the so-called sniping mine accidents, causing the death of one or two mine workers. The summation of all types of mine fatalities usually exceeded 3,000 a year. In the period 1906-10, inclusive, there wore 84 major explosion disasters (or about 17 per year) in united States coal mines; the fatalities resulting from those disasters numbered 2,388 for the 5-year period. These frightful catastrophies helped to cause the total number of fatalities in our coal mines for the 5 years (including the fatalities from major explosions) to reach the enormous total of 13,288, an average of 2,658 per year. In addition, some hundreds of other typos of mining accidents swelled the annual fatality list to upwards of 3,000. This admittedly deplorable condition created so much Nation-wide comment that Congress was impressed with the necessity of having something done by the Federal Government with a view to trying to halt at least sonic of the excessive loss of life in our mines; in consequence, the Bureau of Mines was created and began to function in July 1910.

I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. Nestled between Meridian Park and Howard University in the heart of Washington, D.C., the historic block between 14th, V and W streets North- west featured several original struc- tures, many of them dating to the 1800s. During its rich history, this square block has been home to a variety of different organizations including automobile showrooms and repair businesses, a parking garage, various industrial warehouses, and, in recent years, the headquarters of the renowned D.C. nonprofit Martha's Table. The revitalization of the buildings in this block also known as the Collection 14 project involved the transformation of aging and historical structures into a new multi-use development. The redevelopment project was distinguished by the retention of period street-facing building facades (to the extent possible) to preserve the character and culture of the historic neighborhood while revitalizing the block with some modern construction elements. The complexity of the project and difficult subsurface conditions required specialized and extensive sheeting, shoring and underpinning work to be performed. "The average consumption of zinc dust for purification of zinc leaching solution is more than 25 kg per tonne of electrolytic zinc. Authors proposed to remove impurities in zinc leaching solution by electrolysis instead of cementation by zinc dust. The effects of copper and arsenic on electrodeposition of cobalt in zinc sulfate solution were examined fundamentally using a potentiostat. It is observed that cobalt is easily deposited on a cathode at potentials under -480mV with arsenic. Mesh cathodes of stainless steel and lead anodes were used in a small electrolytic cell and the electrolyte was circulated through 'the electrodes during the electrolysis. The effect of electrolyte circulating rate , pH, cell temperature, current density, and concentration of copper and arsenious ions on removal of cobalt were studied. Removal of Cd and Ni are also examined.IntroductionCobalt is difficult to remove from a zinc leaching solution by a simple cementation reaction using zinc dust. However, it is easily precipitated by zinc dust with co-addition of arsenious or stibinous oxide and copper ion in practical operations(I), (2), (3). The consumption of zinc dust for purification is 16-152 kg per tonne of electrolytic zinc and 65% of this zinc dust consumption is used for cobalt purification. The average retention time for purification of cobalt is 4.5 hours (1). A more economical process for purification is desired instead of zinc dust. The mechanism of this acceleration effect of copper and arsenious oxide on removal of cobalt are explained by the authorsas follows; a galvanic cell is formed between zinc dust and copper which is precipitated firstly, and cobalt is reduced on copper as Co-As alloy by this galvanic current(2). This assumption was confirmed in experiments using a galvanic cell with a membrane( 4). The following galvanic reactions occur between zinc dust and copper precipitate; on copper cathode,2H+ + 2e -= Hz(g)2Coz+ + 2HAs02 + 6H ++ 10e -= 2CoAs + 4HzOand on zinc anode,Zn = Zn = 2+ 2e –This galvanic current becomes almost zero in a zinc sulfate solution which includes only cobalt and no arsenious oxide, and cobalt is weakly deposited on a copper cathode. Cobalt deposition requiers a high degree of cathodic polarization. However, the galvanic current flows almost constantly in an electrolyte, which includes arsenious oxide, and the cathode potential is kept at about -500mV. Cobalt is precipitated as Co-As on the cathode.The authors assumed that cobalt may be removed by electrolysis at a very low current density instead of zinc dust and the following experiments were carried out. In the first part of this paper, the fundamental experiments using a potentiostat on the behaviour of cobalt in zinc sulfate solution are described. In the second part, the results of the electrolysis are reported. Cobalt is removed by a new type of an electrolytic cell, which was desigoed to <Iccelerate the rate of deposition of cobalt. The removal of cadmium and nickel in a solution which includes cobalt and arsenic are also examined."

"Metal-Porous Silicon (PS) based structures dipped in water show the direct hydrogen fuel cell behavior. The effect of the thickness of the cupper (Cu) film on the electrical properties of direct hydrogen fuel cell is studied by fabricating Cu/Porous Silicon/n-Silicon/Indium structures. PS samples were produced electrochemical etching of n-type single crystalline silicon with a resistivity of 1,25 Ocm and (111) orientation. The thin films of Cu with different thickness between 200 and 600 nm were deposited on PS surface by electron-beam technique. Investigation of the effect of Cu layer on the performance of the structure indicates that the performance parameters such as open circuit voltage (Voc) and short circuit current (Isc) strongly depend on the Cu layer thickness. It was observed that the divice with an 350 nm Cu layer exhibits the highest open circuit voltage (0,5 V), short circuit current (0,01 mA) and power density (10 W.m-2).IntroductionHydrogen is the most attractive and ultimate candidate for a future fuel and an energy carrier. Hydrogen is recognized as the environmentally desirable clean fuel of the future since it can be used directly in different types of hydrogen fuel cells [1]. In the past years, the rise in portable electronics requires the development of miniature fuel cells compatible with standard silicon micro fabrication technology. Most silicon micro-fuel cells have used the polyperfluo-rosulfonic acid membranes (Nafion R) as a proton exchange membranes (PEM) that is not really integrated with standard micro fabrication techniques [2-5]. The composite materials such as inorganicorganic hybrid materials (Nafion-silica, Nafion-borosiloxane etc) are next generation of proton conducting membrane [4-8]. But, fuel cells run on pure hydrogen gas, which can be produced with other energy resources. Hydrogen smallest atom and thus the H2 gas can leak easiliy. The application of hydrogen for power sources has been greatly restrained due to the lack of safe and convenient generation and storage methods.A kind of hydrogen fuel cells Metal-PS-Si structures used as an energy water directly. There is no need pure hydrogen. Cu-PS-Si Schottky-type fuel cells with as proton-conducting membrane and the thin-film cupper catalist and water as fuel, which are interesting for fabrication of lowcost miniature fuel cells. Generation of the open-circuit voltage and short-circuit current has been observed by Cu-PS-Si structure dipping in different hydrogen-containing solution."

Your committee doesn&apos;t assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers&apos; compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers&apos; compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers&apos; compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers&apos; compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?
