Frictional ignitions (also called face ignitions) is defined as the rapid oxidation of a mixture of methane and air with a visible flame that could last from a few seconds to several minutes. These ignitions have a potential to turn into a mine explosion and eventually a large-scale mine fire. Over the last 22 years, U.S. coalmines have had 1566 frictional ignitions. There were no fatalities but serious injuries have occurred. Every effort, therefore, should be made to prevent frictional ignitions. The preventative measures fall under four categories: (a) degasification of coal seams prior to mining, (b) adequate ventilation, (c) wet cutting or water-jet assisted cutting and (d) machine design to minimize ignitions. The paper discusses each of these techniques in detail.

"Commissioning of a circulating dry scrubber plant was recently completed at an existing facility, in order to treat the sulphur dioxide off-gas emitted from rotary kilns. Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong operational readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.INTRODUCTIONCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Quebec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.The CDS ProcessA general overview of the CDS process is presented in Figure 1 below. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary byproductof the process.Fresh hydrated lime and CDS residue is captured by the dust collection system and is re-circulated to the CDS via a fluidised transport system. Clean off-gas passes through the dust-collection system and is then sent to the atmosphere by a single exhaust fan.The CDS residue purged from the system is combined with the dust collected from the kiln offgas system and this mixture is wetted in the already exiting agglomeration system, to minimize dust generation during handling, and then sent to disposal."

Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

"An OK 300 cu. ft. Skim - Air cell was installed at the HBM&S concentrator in Flin Flon in 1987. Since that time, 3 additional OK Skim - Air cells have been installed in HBM&S concentrators. The cell treats a coarse 70% solids slurry with a residence time of 2.5 minutes. The product from the cell (a unit cell type application) is a final grade copper concentrate with high precious metal values. Since its installation, the cell has improved gold recovery by 10 - 15%. Process variables such as circulating load, pH, froth depth, feed size, and reagent additions all have an effect on the operation of the cell. Maintenance on the cell has been minimal. Initial operating problems involving level control have been significantly reduced and operations are now relatively trouble free. Although very successful at Flin Flon, site specific operating circumstances will determine the suitability of this cell. INTRODUCTIONHudson Bay Mining and Smelting operates four concentrators in Northern Manitoba. Three treat copper-zinc ores, the fourth mills a copper-nickel ore. The Flin Flan concentrator operates two circuits in parallel which treat copper and zinc ores from the Trout Lake and Callinan mines. Both circuits in the Flin Flan mill have Skim-Air cells integrated into the grinding circuits.The Trout Lake cell was installed first and had a payback period of a few months. Required modifications to the cell were made to enhance its performance. These included changing the discharge valve size, tuning the level controller, and installing an insert into the rubber valve sleeve to increase its wear life. The payback period on the Callinan cell was significantly reduced because these modifications were completed prior to its installation.The cells produce a final grade copper concentrate and since their installation gold and silver recoveries to the final copper concentrate have increased significantly. Operating parameters such as coarseness of cell feed dictate the metal recoveries and froth depth determines the selectivity of the cell and therefore the grade of the concentrate.The Skim-Air cell can be suitable in applications where a final product is generated. However, when a bulk concentrate, which requires further separation, is produced, the coarseness of the product may not make it amenable to conventional flotation.The Flin Flan mills Skim-Air cells have worked exceptionally well with little maintenance required."

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

The United States Coal Mining Indus- try had the opportunity to greatly improve their roof control techniques during the nineteen seventies by the use of fully grouted resin roof bolts. This new tool was first approved for underground coal mines by M.S.H.A. ten years ago and during the next decade has been perfected to meet many problems previously thought to be unsolveable. The initial approved cartridge was very similar to the ones used in Europe in the nineteen sixties and since then has undergone a great deal of modification for our mines. These refinements in cartridge construction have been obtained by the close cooperation of resin manufacturers with mining personnel in perfecting pro- ducts customized to particular needs. This type of continuing program naturally necessitates a responsibility upon the resin anchor manufacturer to maintain a competant technical department. These roof control technicians by constant exposure to many of the most demanding underground problems, have developed through the years into leaders in successful applications. Today, Celtite has over twenty technically trained underground technicians with an accumulation of over one hundred years experience in resin anchors. Our documented technical reports are in excess of five thousand, involving over six hundred mines representing every major coal mining area in most mineable seams. This department has been the implement used to work with our research and development people in perfecting a continual line of improved resin anchors. This program has been a significant factor in leading the resin anchor industry into a position where approximately one third of the 1980 under- ground coal production used the fully grouted system. However, as gratifying as this accomplishment is, our experience has lead us to believe that there is an additional demand for a roof control system capable of combining the mechanical bolts ability to apply tension with resins proven superiority in anchoring. A significant number mines visited during the last decade had problems that we believed could be better answered by applying tension rather than the fully grouted approach. In most in- stances, their current mechanical installations were doing an adequate job until anchor slippage occured. Fully grouted systems solved this bleed-off problem. However, an acceptable number of falls still occured. In these some- what unique areas which we believe may amount to as much as fifteen percent of the total bolt installations, the need for improved anchors was a necessity. In developing this program we listed the ultimate requirements necessary for both the bolt and the anchor. These are for the bolt: A. Have one end manufactured so it can be grouted to the mine roof with polyester resin, obtaining a variable length from 12" to 36". B. Have a mechanism which allows the operator to tension the roof from zero to 10,000 psi. This mechanism should indicate if the roof is in compression and the bolt in tension. C. Have a mechanism which allows the operator to thoroughly mix the resin. D. The head of the bolt should not extend below the roof line any more than a normal mechanical bolt. E. Not require any extra tools for installation. F. Be bendable for use in low seam coal. G. Be durable and inexpensive. The ultimate point anchor resin should have the following characteristics: A. Have a mix and gel cycle which would compete with a mechanical bolt for speed of installation. B. Have a pull out strength in excess of a normal 5/8" mechanical bolt.

An aggregate plant may have difficulty balancing product stockpile inventories if hot mix asphalt (HMA) design engineers do not account for aggregate inventory during mix design. Yet HMA design engineers do not, often, take this into consideration during asphalt mix design. This is due to the lack of tools that enable the lab technician or engineer to optimize the mix for good performance while helping the aggregate plant manage its stockpile inventory levels and reducing the aggregate cost. This work presents a linear programming model of the asphalt mix design problem that helps aggregate plants manage their inventory levels while meeting HMA customer demands. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design while reducing the cost of aggregates by using the cheapest stockpile materials. The application of AMIDO will increase aggregate plant profitability when serving HMA customers and could potentially be modified for concrete aggregate customers too.

THE simultaneous influence of time and temperature upon the tempering process in steel is well known. Hollomon and Jaffe¹ have expressed the effect of time and temperature upon the progress of tempering by a single parameter, T (c + log t); where T is the absolute temperature; t, the tempering time; and c, a constant characteristic of the steel and treatment. It was found that when hardness data for plain carbon and low alloy steels were plotted vs. this parameter, a master tempering curve was obtained which satisfied all the data for a given steel and a given hardening treatment. Roberts, Grobe, and Moersch² successfully applied the tempering parameter to various tool steels, including high speed steel for tempering times ranging from 6 min to 100 hr. The influence of tempering time and temperature upon the physical properties of high speed steel has also been extensively investigated.'" Recently, the use of induction heating for very rapid tempering treatments has received attention. The authors% have shown that tempering treatments of only a few seconds duration may be successfully applied to plain carbon and low alloy steel. However, the influence of such short tempering treatments in high speed steel has not been explored. Since high speed steel is a highly alloyed steel exhibiting physical reactions during tempering that are often relatively slow and large in magnitude, it is an interesting steel for the study of tempering reactions. It was the purpose of the present investigation, therefore, to study the early progress of reactions leading to secondary hardness in high speed steel, type 6-5-4-2, and to determine if induction-tempering treatments of a few seconds duration are able to produce results equal to those of more conventional long-time tempering cycles. Experimental Details The chemical compositions for two different heats of W-Mo high speed steel used in this study are given in Table I. Table II summarizes the heat treatment given various groups of specimens cut 21/2 in. long and centerless ground to ¼ in. diam. Hardening treatments consisted of preheating to 1600°F (870°C) for V2 hr and then oil quenching from 2250°F (1230°C). Heat I was subjected to the high temperature in a salt bath for 3 min, while specimens of heat II were austenitized in a carbon-block muffle furnace for 10 min. Specimens of series E were immediately refrigerated to — 318°F (— 195°C) in liquid nitrogen following the hardening treatment to transform the major portion of the retained aus-tenite. Specimens of series F and G were subzero cooled to — 100°F (-75°C) in a dry ice-alcohol mixture. Induction tempering was performed with a Lepel high frequency converter operating at a frequency of approximately 300,000 cycles per sec. Heating cycles were controlled and recorded for each specimen using a chromel-alumel thermocouple, percussion welded to the surface of the specimen, and a modified high speed instrument with a timer previously used and described.' Temperature oscillation of the specimens, while being held at the tempering temperature, was ± 15°F (8°C). Tempering Treatments: After hardening, specimens were tempered between 900" and 1500°F (480" and 815°C) to study the progress of retained austenite decomposition and secondary hardening. The specimens tempered in salt for 1 hr (series C, G, and I) were considered to represent conventional treatment and are used for comparison with rapid tempering treatments. Several induction-tempering cycles were employed: 1—flash tempering, i.e., induction heating to the tempering temperature and immediately cooling (series A, E, and F); 2—induction heating for 60 sec at temperature (series B); and 3—double-induction tempering by two successive heating and cooling cycles (series D). All specimens tempered by induction were heated at an initial rate of 450°F (250°C) per sec except those of series E, which were heated at an initial rate of 1300 °F

Researchers have developed a model to describe airborne respirable dust (ARD) generation on surface coal mine drills. By measuring a few basic parameters and using a graph, a drill operator or engi­neer can estimate the relative severity of drill dust emissions as well as how much of a reduction in ARD can be obtained by changing any given parameter. Geometric parameters include: drill deck cross-sectional area, shroud leakage associated with the deck shroud as well as the operational parameters of bailing air­flow, and dust collector airflow. The rela­tionships yield predictive ARD values which fall in the range measured on oper­ating drills for collector/bailing air flow ratios greater than 2. Overexposure to airborne respirable crystalline silica dust can cause serious or fatal respiratory disease. Exposures of sur­face coal mine rock drillers to respirable crystalline silica are of particular concern. In a 1992 alert on silicosis in rock drillers, the National Institute for Occupational Safety and Health (NIOSH) reported on 23 cases of advanced silicosis (acute, acceler­ated, and chronic) ranging in ages from 25 to 60 with drilling tenures ranging between three and 20 years.1 Most of the cases involved drill operators in their 30?s and 40?s, indicating high silica exposure levels are associated with their occupation. A more recent lung x-ray surveillance study of a 664 volunteer population of surface coal miners showed that the prevalence of silicosis-like abnormalities was 9%.2 The two most significant factors associated with these abnormalities were increasing age and years of drilling experience.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. Throughout Mexican history, mining has been an important, traditional activity. Before the "Discovery of America," native miners worked a variety of deposits throughout the country, including Mixtec gold and gem mines in Oaxaca State and Aztec gold, silver and copper from mines in Michoacán. The 500th anniversary of Mining in Mexico after the "Discovery of America" was initiated by the Mexican mining sector on April 15, 1991. As early as 1548, when the Guanajuato mining district was discovered, Mexico had become a leading world producer of precious metals. Since then, Mexican mineral production has developed in cycles, responding to changing technological, economic and political conditions. During the 20th century, Mexican mine output reached its peak in the decades of the 1930s and 1940s, when it was producing about 40% of the world's silver, 15% of its lead, 10% of its zinc, 4% of its copper and 3.5% of its gold. In 1990, by way of contrast, these percentages of world output stood at 13.5% for silver, 4.7% for lead, 4.1% for zinc, 3.2% for copper, and 0.43% for gold. The lowest production levels were recorded during the 1960s and 1970s, when Mexicanization of the industry and increasing state controls weakened mineral economics to a point that mineral exploration budgets were sharply reduced or eliminated, along with the industry's future. Only the noble old mining districts continued to supply production, with occasional eruptions of "bonanzas" and new extensions in established mining districts.

Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold loose or in concrete products to build roads, houses, buildings and other structures. Smaller quantities are used in agriculture, cement manufacture, and chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. Consumption has now reached 9 t (10 st) per person and continues to grow faster than population. The aggregates industry is the largest mining industry in the United States in terms of production by weight, by volume and by number of active operations. About 80 percent of the concrete pavement and more than 90 percent of the asphalt pavement is composed of aggregates.

Laboratory testwork was carried out on an overall orebody composite, of 2.9 per cent Cu and 4.2 per cent Zn, prepared from drill core taken from the Currawong fine-grained, copper-zinc massive sulphide deposit near Benambra in Victoria. While 90 per cent of the copper was readily recovered in a concentrate of 20 per cent Cu, after grinding to 95 per cent passing 38 microns, zinc responded poorly to conventional flowsheet/reagent regimes. Experience elsewhere with the use of reverse cleaning, to separate pyrite from sphalerite, led to a series of tests in which better (but still modest)metallurgical results were obtained. The best result was a zinc recovery of 55 per cent in a concentrate of 50.5 per cent Zn. The major loss of zinc occurred in the reverse cleaning stage where the unit recovery of zinc was similar to pilot plant results achieved at Mount Isa Mines on similar feedstock. Diagnostic mineralogy suggested that an overall zinc recovery of 70 per cent was probably the practical upper limit, at a 50 per cent Zn grade.

In 2007, a total of 278 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Metal mines were the smallest mining commodity sector, comprising 1.9% of all mining operations. ? Gold mines comprised 44.6% (n=124) of all metal mining operations. Other common types of metal mines were iron ore (n=36; 12.9%) and copper ore (n=35; 12.6%). ? Nevada had the largest number of metal mines (n=45; 16.2%), followed by Alaska (n=28; 10.1%).

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. We discuss the mechanical characteristics of underground structures that are subjected to vertical oscillations. Under such circumstances - expected when an earthquake rupture occurs very close to highly developed urban areas - the conventional seismic analysis, which mainly considers horizontal shear oscillations, may not be fully valid. Our analysis, based on the elastic wave theory, shows the effects of vertical disturbances and the generation mechanism of the unique damage patterns observed on the occasion of the 1995 Hyogo-ken Nanbu (Kobe) Earthquake. Wir diskutieren über die mechanischen Eigenschaften der unterirdischen Strukturen, die sich vertikalen Schwingungen aussetzen. Unter solchen Umständen - erwartet, wann ein Erdbebenabbruch sehr nah an hochentwickelten städtischen Bereichen geschieht - kann die herkömmliche seismische Analyse, die sich hauptsächlich horizontale Schubbewegungen überlegt, möglicherweise nicht völlig gültig sein. Blasting is an integral part of mining activity and is an inherently destructive process. The quality of the rock mass in which an excavation is being driven has a strong influence on the level of dynamic forces to which the rock can be subjected and sustain damage. Though each specific rock mass occurrence is unique, yet there are common rock mass features which influence the outcome of controlled blasting in a similar way. A field study was conducted which involved assessment of blast damage at several operating mines and blasting of small scale models. The effects of block size and strength, joint parameters, ground water, weathering of rocks and rock mass rating on the results of controlled blasting have been investigated and discussed in this study. The influence of number and thickness of weak layers on overbreak control has been discussed in the light of practical data. Critical particle velocity ranges for damage to rock masses with different qualities have been outlined. An approach for the judicious design of perimeter hole pattern and charge concentration has been proposed.
