Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

"GENERAL PROJECT DATA The Sparvo Tunnel belongs to “Variante di Valico” project, a new 65 km highway link between Bologna and Florence, designed to renew the existing A1 route and to connect in a faster way Bologna and Flor-ence. It is composed of a 2,5 km twin tunnel excavated in a complex geological context, characterized by the presence of a series of surface landslides and methane gas. The gradient is 2.6 % and the minimum radius is 1’400 m. The internal diameter of the precast seg-ment lining, equivalent to the final section of the tunnel, is 13.6 m. MAIN TBM SPECIFICATIONS TBM Earth Pressure Balanced S-574 “Martina”, manufactured by Herrenknecht, has a theoretical excava-tion diameter of 15’615 mm. It is equipped with a conical shield 12.2 m long and four back-up gantries. The total length of the machine is approximately 130 m, weighing approximately 4’500 tons. The total installed power is 16’800 kW. The main drive has a diameter of 8’700 mm and has a triple axis roller type bearing equipped with a labyrinth system including 4 sealing lips. A máquina convencional de usinagem por descargas elétricas (EDM) é utilizada no processo de nitretação por descargas elétricas (NDE), pois permite enriquecer a superfície de um substrato de aço SAE 52100 com nitretos em meio a uma solução dielétrica composta por água deionizada e ureia. O objetivo do presente trabalho é caracterizar as camadas formadas ao utilizar uma solução dielétrica (30g / l) como fonte de nitrogênio e comparar as propriedades obtidas quando se utiliza eletrodo de cobre eletrolítico. As caracterizações das amostras no processo foram por meio das técnicas de microscopia óptica (OM), microscopia eletrônica de varredura (MEV) e microdureza Vickers (HV), revelando a formação de uma camada uniforme e endurecida de nitretos, recoberta por uma camada branca (Zona Refundida), como comprovado por difração de Raio-X (DRX) a formação de compostos com nitrogênio. As camadas formadas no eletrodo peça temperado e revenido foram mais espessas do que as que formaram no eletrodo peça esferoidizado. Para avaliar o desempenho do processo de usinagem, foram utilizados parâmetros como taxa de remoção de material (TRM), taxa de desgaste do eletrodo ferramenta (TD) e desgaste volumétrico (DVR).

Fully grouted cable bolts have been used in underground mining industry for more than 40 years and are becoming more and more popular especially when severe geological conditions are encountered, such as high stresses and large cross-section excavations. The axial performance of cable bolts are mainly relied on the load transfer process between the cables themselves and surrounding rock masses via grout annulus. Therefore, the selected grouts play a significant role in determining the reinforcement quality for underground openings. In order to better understand the mechanical properties of Stratabinder HP grout, which is one type of cementitious grouts commonly used in Australian underground coalmines, plenty of unconfined compressive tests are conducted on it. Following diverse standards, two different kinds of samples are prepared and tested with the w/c ratio ranging from 0.35 to 0.45. During the test important mechanical properties including uniaxial compressive strength (UCS) values, Young’s modulus, Poisson’s ratios and so forth are recorded. Based on experimental results, the effect of w/c ratio on the mechanical properties of Stratabinder HP grout is studied. Beyond that, influences of sample size on the failure mode, peak strength as well as residual strength of this kind of grout are summarised and analysed.CITATION:Chen, J, Hagan, P C and Saydam, S, 2014. THE spiral stoping method of mining was first seen by the writer at the Granby Consolidated Mining, Smelting & Power Company's Hidden Creek mine, at Anyox, British Columbia. Where the method received its name, or by whom it was named, is a question, but it was employed by the Granby Company at their Phoenix mine, in the Boundary district, B.C., as early as 1901-02 after they had tried unsuccessfully other methods at that large, law-grade property. its adoption there was suggested by two miners, John and Steve Swanson, then working at Phoenix, who had previously been employed in the hard iron-ore mines of Michigan and Wisconsin, where they had learned this system of mining. The method proved successful at Phoenix and also, later, at the Company's Hidden Creek mine at Anyox, where some 40,000,000 tons, or more, of ore was mined in this manner during a period of about thirty-five years.

The electrical conductance of molten FeS was studied as a function of temperature and composition. It was found that stoi-chiometric FeS (36.5 pct S) shows a minimum specific conductance of 400 ohm-1 cm-1. For the Fe-rich melts the conductivity increases with increasing amount of iron to about 4850 ohm-1' cm-I at 26 pct sulfur. For the sulfur-rich melts the conductivity increases with increasing amount of sulfur until it reaches a maximum of 1300 ohm1 cm-1 for 37.4 pct S and decreases to 800 ohm-1 cm-1 for 38.3 pct sulfur. It is concluded that molten stoichiometric FeS is an intrinsic semiconductor in which the forbidden gap in the electron energy level diagram is quite narrow. Excess sulfur acts as an acceptor impurity in providing a component of positive hole conduction, while excess iron acts as a donor impurity to increase the n-type conduction. K. Bornemann and G. von Ftauschenplatl used a four-terminal, direct-current cell to study the electrical conductance of molten copper sulfide. Their measurements showed a high conductivity, of the order of 100 ohm-1 cm-" and a positive temperature coefficient. From electrolysis studies, Savelsberg2 concluded that molten Cu2S and molten FeS are electronic conductors. Further. he found that molten FeS has a high specific conductance, of the order of 1500 ohm-' cm-', and a small negative temperature coefficient. Pound, Derge, and Osuch,3 using an ac Kelvin circuit and a four-terminal cell, measured the specific conductance of molten Cu,S, molten FeS, and various mixtures. They found that the specific conductance of the solutions followed a roughly additive rule of mixtures. Yang, Pound, and Derge4 showed from electrolysis measurements that the mechanism of electrical conduction in molten Cu2S, FeS, and mattes is primarily electronic. Further, they observed that small additions of CuCl suppress the electronic conduction whereupon the system behaves ionically.

The epithermal silver-gold Red Rock Deposit is hosted in the Late Permian inter- mediate to silicic composition Drake Volcanics of New England, N.S.W. This deposit represents one of the few low sulfur epithermal precious metal systems in eastern Australia, and differ! from epithermal models in that the hydrotherma: system which produced mineralization was active in a shallow water marine environment. The Red Rock Deposit has a resource of 180,000 tonnes of 66g/t Ag and 0.9 g/t Au, and a Ag:Au ratio of 70:1. Mineralization is largely associated with hydrothermal brecciation, and occurs as disseminations, vein stockworks, and struc- turally controlled lodes. Ore minerals comprise acanthite (argentite), electrum, native Ag, Ag- sulfosalts and base metal sulfides, Alteration minerals associated with ore are quartz, cal- cite, adularia, pyrite, illite, illite-mont- morillonite, chlorite and sphene (leucoxene). Illitic and propylitic alteration zones sur- round the hydrothermal breccia. Bulk rock analyses indicate that alteration is character- ized by the addition of Si, K, Fe, Mg and the loss of Na and Ca. Ore was deposited from a boiling fluid in a temperature range of 222- 295¦C, and of 0.5-7 wt. Z NaCl equivalent sal- inity. An upper hydrostatic depth limit of about 800 m is implied for the boiling fluid ii an open vein. Sulfur isotopes indicate a mag- matic sulfur source, and oxygen isotopes imply a predominantly marine ore fluid. Modern analogs of the submarine hydrothermal system that formed the Red Rock Deposit occur in the Taupo Zone, New Zealand, and southern Kyushu, Japan.

"A cornerstone of any successful mining project is an understanding of the mineral assemblage and metal distribution comprising the deposit. Knowledge of the precise mineral/ metal zoning enables an operation to utilize different mining and processing methods optimized for different parts of the deposit. The Lac des Iles mine, located in northwestern Ontario, is one operation that depends on a good understanding of these issues. Current resources for the Roby Zone total 94.1 Mt grading 1.66 g/t Pd, 0.18 g/t Pt, 0.14 g/t Au, 0.062% Cu, and 0.053% Ni.The Roby Zone occurs within the gabbroic portion of the Lac des Iles intrusive complex and consists of three compositionally and texturally different ore types with variable PGE, base and precious metal contents. PGE occur as sulphides and bismuthotellurides in net-textured sulphides, coarse sulphide blebs and as finegrained inclusions within secondary silicates.Knowledge of the precise mineral/metal zoning has directly and indirectly improved several operational aspects, including resource modelling, mining, and processing. For example, metallurgical recoveries have been increased by up to 3% to 5% and concentrate grades have increased by up to 100%. IntroductionLac des Iles Mines Ltd., a wholly owned subsidiary of North American Palladium Ltd., owns and operates a 3000 t/d open pit mine and concentrate facility, located 100 km north of Thunder Bay in northwestern Ontario. The Lac des Iles PGE-gold-copper-nickel mine has been in commercial production since 1993 and in 1997, produced 1.8 million grams of palladium, 127 000 g of platinum, 114 000 g of gold, 438 000 kg of copper and 354 000 kg of nickel (North American Palladium Ltd., 1998).Under the Industrial Research Assistance Program (IRAP), a two-year study of the mineralogy of the Roby Zone was undertaken with a goal of improving the profitability of the mine. Geological mapping, petrography and geochemistry of the Roby Zone were completed during this study. Utilization of the detailed mineral/metal zoning identified as part of this study was implemented at the mine and shown to positively impact many operational aspects including mining and processing."

A 1981 U.S. Bureau of Mines investigation indicates the Panamint Dunes Wilderness Study Area (WSA) has one active (intermittent) mine,--borrow pit MS 242 owned by the California Department of Transportation (Cal Trans). This mine produces cinders for road base and traction grit. It contains about 900,000 tons of inferred reserves. Examination and sample analyses indicate the Panamint Dunes deposit, covering about 480 acres of the WSA, may have silica resources and the Green Quartz Claim may have copper resources. Carbonate rocks occur in the WSA, but stone resources have not been identified. Adjacent to the WSA, the Big Four Mine contains 35,000 tons of inferred subeconomic zinc-lead-silver resources, and may have additional resources. Sample analyses indicate the Apple 1 Claim, also adjacent to the WSA, may have silver-lead-zinc resources.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Newly published models suggest that some orogenic and Carlin-style gold deposits formed by the remobilisation of trace elements during interaction with hydrothermal or metamorphic fluids from early sedimentary pyrite that was enriched in Au, As and Te. The released trace elements are transported by the fluids to favourable trap sites where they are deposited. Therefore, early enrichment of Au, As and Te in source rocks (particularly in pyritic black shale) can be crucial to the formation of orogenic and Carlin-style gold deposits.The most important cause of the enrichment of gold and other trace elements in the sedimentary basins has been examined in this study to determine which basins are the most prospective for the development of orogenic gold deposits. An important influence for Au and other associated trace element accumulation in sedimentary pyrite is the temporal variation of trace element content in the oceans, as revealed by a database of over 1400 analyses of pyrite from black shale through geologic time. It is inferred that sediments coeval with those where sedimentary pyrite is enriched in Au and associated trace elements are more likely to be source rocks of orogenic and Carlin-style gold deposits.Factor analysis of the trace element content of pyrite through geologic time was conducted to investigate the multivariate relationships amongst trace elements and how these chemical factors explain the uptake of trace elements. One important factor includes Te, Au, Pb and Bi content. The incorporation of these large cations into pyrite is enhanced by As3+ substituting for Fe in pyrite lattice. The As3+ ion occurs in relatively oxidised environments and, thus, it is expected that shales deposited in non-euxinic waters are better source rocks for orogenic gold deposits.The examination of both the time in which the sediments were deposited and the redox conditions of the basin, and the ocean more broadly, can be used as a guide to approximate the extent of a basin’s fertility. Clinton Creek Mine in west-central Yukon produced 0.94 million tonnes of fibre from 15 million tonnes of asbestos ore between 1968 and 1978. The mine closed in 1978. The deposit lies along the margin of a medium sized ultramafic pluton that intrudes schistose and gneissic rocks of the Yukon Metamorphic Complex. Country rocks are metamorphic equivalents of a mixed sedimentary and volcanic assemblage deposited during Precambrian or early Paleozaic time. Movement along the north west-trending Tintina Fault System probably caused the fairly high meromorphic grade that altered the original rocks to schists and gneisses. The ultramafic pluton hosting Clinton Creek Mine is one of several bodies that were emplaced along a deep seated imbricate fault system parallel to the Tintina Trench. Most of rhe intrusions were hydrothermally altered to serpentinite, bur apparently only the one at Clinton Creek contains commercial quantities of asbestos. The Clinton Creek pluton was probably injecred slowly at relatively low temperatures into the crustal rocks as a "mush" that cooled gradually, allowing sufficient time for serpentinization and chrysotile fibre crystallizarion.

A process has been developed to recover cobalt, gold and bismuth from the NICO deposit in Canada. The process consists of a bulk rougher flotation followed by an optional separation by flotation to produce a bismuth concentrate and a cobalt concentrate, grading on average 12.8 % Bi and 1.8% Co, respectively. Cobalt is leached by pressure oxidation at 97% efficiency, producing a pregnant solution suitable for further processing. Before optimization, about 38% of the bismuth is recovered in the selective concentrate, wherefrom it is recovered by ferric chloride leaching followed by cementation, at overall efficiencies exceeding 98%. The gold is recovered from the cobalt and bismuth leach residues by cyanidation, at 95% efficiency. Previous work described the results of the leaching of the concentrates, recovery of gold (Part I) and the recovery of bismuth (Part 11). This work describes the results of the cobalt recovery testwork and the resulting conceptual flowsheet. The sulfur dioxide-oxygen system was the most efficient for the oxidationlprecipitation of iron and arsenic from cobalt bearing pregnant leach solutions, producing purified solutions assaying <1 mg/L As and <8 mg/L Fe. The efficiency of cobalt solvent extraction (from the resulting purified PLS containing about 1 g/L Co) ranged from 9 1 to 98%; the co-extractions ranged from 88 to 100% for copper, from 28 to 33% for magnesium, from 6 to 7% for calcium and from 96 to 98% for zinc. Sulphide precipitation processes (using either sulfur dioxidelelemental sulfur or sodium sulfide) produced residual copper concentrations in the cobalt strip solution ranging from 0.1 to 2 mg/L Cu. About 90% of the calcium and magnesium were separated by scrubbing the organic with cobalt sulfate, producing residual concentrations of 12 mg/L Ca and from 180 to 330 mg/L Mg in typical feed solutions directed to cobalt carbonate precipitation tests. Cobalt carbonate precipitation efficiencies ranged from 75 to 78% when calcium and magnesium co- precipitations were restricted from 8 to 17% and 0.3 to 0.4%, respectively. The limits required by most stringent specifications on commercial grade cobalt carbonate products were met or exceeded.

J. H. HEARDING, Jr.*—Extremely hard ferruginous chert (taconite) was encountered in driving a drift at the Fraser underground mine near Chisholm, Minn., on the Mesabi Iron Range. In order to get better results in drilling in this ground, it was decided to try tungsten carbide bits. In the beginning, 1½ in. tungsten carbide bits and 1 1/8 in. round-lugged alloy steel drill rods with "jack-stud" inserts were used. Considerable difficulty was encountered because the jack-stud became loose in the drill rods. Because there was not enough alloy steel drill rod on hand, we began to insert jack-studs in the ordinary high carbon drill rods and found, to our surprise, that there was less trouble with jack-studs working loose in these rods than there had been with the alloy steel rods. As a result, use of the alloy steel rods has been discontinued entirely. Under the heading "Drilling Procedures" the statement is made that all holes are started with detachable bits or conventional steel to prevent undue strain on the tungsten carbide bit inserts when collaring a hole on uneven ground. This practice was followed in our work originally for the same reason. It was soon found, however, that the holes could be started with the tungsten carbide without injuring the inserts if the drill operator was careful and did not give the drill too much air until the bit had a chance to seat itself in the rock. J. C. FRANZ*—In a discussion of other technical papers with reference to percussion drills and the use of carbide tungsten bits, it was my impression that the authors reported one of the first difficulties experienced with the use of standard, conventional percussion drills, was insert bit failures due to crushing of the bit inserts when the bits became dull. During the past few years, some of the rock drill manufacturers, I am told, have adopted an air drill for use with the carbide bits that have a lighter blow and faster rotation than the regular machine. This machine has been tested and the carbide bit failures have been considerably reduced. L. W. DUPUY†—The difficulties Mr. Youngberg mentions that were had with rod and coupling breakage call to mind similar troubles experienced at the Picacho mine in California near Yuma.6 The commercial couplings then available were found to be tempered almost to brittleness. Rod breakage was usually in the threads near the end of the rod. The highly-tempered couplings would break as soon as the rod broke. The solution was to thoroughly anneal the couplings and to put in only a very mild temper. Subsequently the alloy used in making the couplings was changed from the original by the manufacturer, but still only a very mild temper was used. The result was that the softer coupling would give but would not snap and release its hold on the broken rod thread. Fishing jobs were reduced to the few where the rods broke at the rod end of the thread. Thread breakage on the rods was further reduced by thorough annealing prior to tempering. The data Mr. Youngberg presents regarding the use of carbide inserts on long blasthole drilling is most interesting and it would appear that the use in this manner of percussion drills and carbide bits will have many applications. W. M. WOODWARD*—How many feet of hole, on the average, do you get from a tungsten carbide bit, and is there much variation from this average? E. A. YOUNGBERG (author&apos;s reply) —In recent months the 2 in. tungsten carbide bit footages in long hole drilling hake varied from 115 .to 140 ft monthly. The footages obtained from individual bits vary from several feet to over 300 ft, however the life of a majority of the bits will be within 25 ft of the average.

High-field critical transport current density (J) measurements at 4.2 °K as a Junction of applied magnetic field (H) were made on samples of cold-rolled and annealed columbium with H parallel to J. Microscopic examination of the samples revealed a well-defined planar fiber structure produced by the cold rolling. J was found to he lower when fibers are parallel to the direction of magnetic field penetration than when they are perpendicular. This effect may he a consequence of the interaction of flux movement with fiber boundaries. THE severe changes in microstructure brought about by cold working superconductors leads to profound changes in their superconducting behavior. In particular, the ability of a superconductor to carry a transport current with zero resistance (the maximum value of this current density will be called "J" in the presence of large external magnetic fields (to be referred to as "H") is greatly influenced by the microstructure. In the case of columbium, LeBlanc and Little1 and Autler et a1.2 have observed an increase in J due to cold work. LeBlanc and Little also observed an anisotropy in J in cold-rolled columbium strips, which Hake et al.3-6 have shown to depend upon the angle between H (H ? J) and the rolling plane. An increase in J due to cold work has been found in a variety of high-field superconducting alloys3&apos;4&apos;7-9 as has the anisotropy effect.10 First explanations of why cold work raised J invoked the idea that dislocations carried the high-field supercurrents,8,11 since cold working drastically increases the dislocation density and presumably the number of supercurrent paths. However, recent ideas on the nature of high-field superconductivity together with new experimental evidence reveal that the bulk of certain superconductors can remain superconducting in high fields while carrying high transport currents. These later developments have been discussed by Berlin-court and Hake12 and a comprehensive review has been prepared by Berlincourt.13 According to the ideas of Gorter14 and Anderson,15 one would expect that the influence of microstructure on high-field supercurrent density will depend on tine interaction between microstructure and penetrating flux and on the direction of the Lorentz

THE John Fritz Medal was presented to Ambrose Swasey of Cleveland, Ohio, in the Auditorium of the Engineering Societies Building, in New York, on April 23. Charles F. Rand, Chairman of the Board of Award, presided and, after speaking very briefly of Mr. Swasey, whose friend he has been for a great many years, ,introduced Gen. William Crozier, formerly Chief of Ordnance, U. S. Army, who spoke most entertainingly of, Mr. Swasey&apos;s accomplishments in designing and manufacturing instruments of precision, particularly for the use of artillery in range finding: Dr. William Wallace Campbell, Director of the Lick Observatory, and President of the University of California, described Mr. Swasey&apos;s, contribution to astronomical advancement by his notable development of the largest telescopes in this country.
