During the war, the Navy undertook the construction, under my direction, of an experimental gun embodying features designed to lessen the cost and time of production. These experiments were initiated after representations as to their desirability had been offered by myself, by the Naval Consulting Board, and by the National Research Council. The first drawings were made in June, 1917, and the experiment was completed in November, 1918. For the sake of clearness it will pay to recapitulate briefly the fundamental idea of gun construction. It is well known that if a hollow cylinder is subjected to internal fluid pressure, the maximum stress occurs in the inside layers, the outer parts carrying much less than their due share of the stress. This inequality of stress is more pronounced the thicker the walls of the cylinder. If such a cylinder is pushed to the elastic limit, failure in elasticity will take place long before the outer lagers have reached the limit of their capacity. Economical use of the material would demand, however, that all parts of the cylinder reach the limits of their capacity simultaneously. This may be brought about, at least in cylinders of not too great thickness, by producing in the inner layers an initial compression, and in the outer layers an initial tension. The effect of internal pressure is at first to relieve the compression of the inside layers, while increasing the tension of the outside layers. If the initial stresses are properly distributed, all parts of the cylinder will reach their elastic limits simultaneously, thus giving a cylinder of maximum strength for its weight. In gun construction as hitherto practiced, this initial distribution of stress is produced either by winding the inner tube with wire, a common English practice, or by shrinking hoops over the inner tube, which has been the standard American practice. The U.S. Bureau of Mines has developed a novel Double Membrane Electrolytic Cell (DMEC) that exhibits unique features for recycling contaminated metals and metal alloys. The DMEC incorporates two anionic ion exchange membranes, separating anodic and cathodic regions of the cell. The ion exchange membranes prevent significant transport of unwanted cationic impurities to the catholyte from the impure anolyte while the anion/cation balance in cell compartments is maintained through the free movement of anions between compartments. The membrane barrier makes it possible to electro refine highly contaminated materials or to electrowin from solution while utilizing alternate anode reactions. Sinceanolyte and catholyte cross contamination has been eliminated, premium cathode products are produced. The DMEC has been tested at bench, pilot, and commercial scales. Configuration of the DMEC, cell operation, scale, up efforts, and significant design factors are discussed. Two separate recycling investigations utilizing DMEC technology are presented. The first investigation examines recovery of high purity cobalt and nickel from severely contaminated super aIloy scrap. The second involves? upgrading contaminated cobalt in the U.S. Government's National Defense Stockpile. Capital and operating costs for both potential applications are presented.

"Effect of time and temperature on microstructure and mechanical properties of an austempered ductile iron, ADI, of composition 3.6%C, 2.6%Si, 0.4%Cu, 0.2%Mn are reported. Xray analysis and. microstructural observations indicate that lowering the working temperature, aging temperature, increases the lifetime of ADI significantly. Results show· that lowering the aging temperature increases the strength and reduces the ductility of ADI. DSC traces for ADI austempered at 340°C are presented. Comparison of the DSC analysis and kinetic measurements demonstrates that the DSC traces can be· used to predict the life time of ADI successfully.IntroductionAustempered ductile iron, ADI, is one of the most significant developments in cast iron technology over the past two decades. Outstanding properties of high yield, ultimate strength, ductility, fatigue and wear· resistance make ADI suitable for a range of applications including gears, connecting rods, crankshafts and agriculture machine components. The austempering reaction in cast iron occurs in two stages, Fig. I, in contrast to the single stage reaction in steel. In stage I the relatively low carbon austenite produced during austenitising transforms into ferritic plates and high carbon austenite, a metastable structure called·ausferrite. The high carbon ailstenite and supersaturated ferrite produced in stage I decompose into ferrite and carbide in stage II: to form a structure similar to the bainitic structure in steel. This behaviour exposes a well-defined processing window, t1 - t2, over which the maximum amount of ausferrite is produced, Figure 1. Whereas the bainitic structure determines the properties of austempered steel, ADI properties are mainly affected by volume fraction of retained austenite (VRA), austenite carbon content (ACC), unreacted or martensite volume fraction (UA V), compositiori and amount of carbides, and morphology of ferritic plates[l,2]. Due to the detrimental .effect of martensite and carbides on properties of ADI, an ideal structure of ADI consists only of ausferrite [l,2]. Thus, it is common to determine the processing window for each austempering treatment in order to identify the optimized austempering time. Decomposition of austenite (stage II) signals the end of the life time for an ADI component, therefore, the aging behaviour of ADI at different working conditions can be studied by determining the t2."

STUDIES of the transformation of austenite at constant subcritical temperatures have been numerous since the work of Davenport and Bain.1 Considerable information has been obtained on low-alloy steels and on high-carbon alloys containing undissolved carbide or graphite at the austenitizing temperature. Little is known of the isothermal transformation of austenite containing in solution large amounts of both carbon and a single alloying element. In this investigation four steels containing one per cent carbon and with chromium in the range 3 to 9 per cent have been examined with the view to establishing the fundamental character of the isothermal reactions when all carbon and chromium are initially in solution in austenite. EXPERIMENTAL PROCEDURE Alloys The chemical compositions of the steels investigated are given in Table I. The 4 per cent Cr alloy is a commercial steel. The other steels were made by the Carpenter Steel Co. as 50-lb., induction-furnace heats and rolled to 5/8-in. round bars. Bars were softened at 650° to 700°C. before the specimens were cut. [ ] Metallographic Method Most of the lines on the transformation diagrams presented here have been placed on the basis of the microscopic examination of partially reacted specimens. Thees specimens were approximately ½ by ¼ by 1/8 in. in size. Specimens of the 9 per cent Cr steel were held 10 to 12 hr. at 1200° to I225°C. before quenching to the various subcritical temperatures. The other steels were held for 2 to 2 ½ hr. at 1200°C. before quenching. These treatments, carried out in an atmosphere of purified nitrogen, produced an austenite grain size larger than A.S.T.M. No. I, some grains being 1 to 2 mm. in diameter. There were a few undissolved carbide particles in some specimens of the 9 per cent Cr steel. It is believed, however, that any errors in the results due to incomplete solution of carbon and chromium in austenite are negligible; that is, austenite compositions may be considered as being those listed in Table I. Owing to the need for additional sources of supply of both zinc and lead following World War II, the Bureau of Mines investigated many abandoned lead-zinc mines in the eastern United States. A series of shallow veins in south-western St. Lawrence County has long been a subject of speculation. These veins, which average about 4 feet in width and cut across the bedding of the country rock at right angles, are filled with calcite-carrying galena and sphalerite. The deposits have been worked sporadically during the last 115 years. From 1837 to 1852 the Coal Hill, the North, and the Victoria mines near the village of Rossie were at their peak of activity. Other calcite veins were prospected and a small production was realized. The Bureau of Mines began diamond drilling May 1, 1950, under the general supervision of McHenry Mosier, chief, Mining Branch, Bureau of Mines, Region VIII, and under the immediate supervision of the author) who was project engineer, following the preliminary examination by Robert S. Sanford. A total of 3,870.2 feet was drilled in 18 holes on four of the numerous deposits scattered over Macomb and Rossie townships. Drilling was completed September 21, 1950.

Extensive thick lignite apparently lies within 250 feet of the land surface in Dyer, Lake, Lauderdale, Obion and Tipton counties. Information on geology, land use, soils, groundwater and instability is compiled, along with a bibliography. A test and monitoring site was investigated at Fort Pillow Prison in Lauderdale County. Analyses were made of lignite, overburden, associated water and leachate. Lignite has high BTU (about 7800) and low sulfur (1.1% avg.). A year or more of data are presented on rainfall, water levels, and chemistry of surface water, groundwater, leachate and water from test pits. Main potential environmental problems are quality of surface water, and possibly shallow groundwater. The main aquifer of the region will likely be un-affected by mining. Low transmissibility of shallow aquifers will minimize lowering water levels of wells. Soil reclamation and conservation should be readily accomplished, Dangerous earthquakes have a low probability and mines are not significantly more hazardous than steep bluffs.

This paper will describe a trench blasting case history in close proximity to several adjacent structures, including a bridge abutment, railroad tracks, and utility pipes. Some design considerations involved in close-in blasting will be discussed, including allowable peak particle velocities and prevention of rock block movement. The importance of several trench blast round design factors is pointed out, including choice of explo sive to prevent propagation, maintaining a sufficiently high powder factor, and mucking out for maximum relief after every round. Vibration monitoring and good record keeping are shown to be important in order to evaluate blast problems and make modifications to round designs.

It is not often that the Interior Department's Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department's decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior's administrative law judge (alj), Schlosser's counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant's expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser's counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce's mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

Froth flotation is one of the most widely used and effective processes for mineral benefication. First introduced in 1911, flotation technology has seen many developments over the past 80-plus years. Innovations in reagent chemistry, equipment design, process analysis and process control have given design and plant engineers a powerful set of "tools" for process optimization. However, it does not follow that all flotation systems are optimized. As Klimpel observes: "The problem with the industrial flotation process is that it is relatively easy to get reasonable results, and relatively difficult to get excellent results." Klimpel [1988] While reasonable was sufficient in the past. competitive forces will make excellent necessary in the future. Judging by the activities in many Canadian plants this transition is already underway.

The annual surveys of corporate exploration expenditures carried out by Metals Economics Group (MEG) show that estimated total spending rose to a record $13.2 billion in 2008 ($14.4 billion including expenditure on uranium exploration). This compares with the previous peak of $5.2 billion in 1997. MEG does not adjust its figures for the effects of inflation but recognizes that the substantial increase in budgets of recent years has not been reflected in a proportionate rise in actual activity on the ground (MEG, 2009). In recent years, costs were boosted by rising prices of fuel and other inputs, and acute shortages of qualified staff and drilling rigs. The inflation rate for exploration substantially exceeded increases in general price levels as measured by national indices. Just how much exploration costs in-creased, however, is probably not widely appreciated. Figure 1 compares the MEG estimates of total annual dollar spending in Australia, Canada and the United States combined with their drilling activity, measured in meters drilled, as reported by national agencies. These three countries accounted for 39 percent of MEG?s estimate of total spending on minerals exploration in 2007 and 40 percent in 2008. Expenditure is shown both in money terms, as reported by MEG, and adjusted to real terms, with the U.S. implicit gross domestic product (GDP) price deflator. The comparison is of index numbers based on 2000 as 100. Comparisons for the individual countries are shown in Fig. 2 to 4. National figures for drilling activity and expenditures cover some minerals like iron ore, coal and industrial minerals (29 percent of Australian spending in 2007 to 2008 and 10 percent of Canadian in 2008) that are not included in the MEG estimates of spending. Such exploration has risen more than the total since 1997 so that the index of drilling activity in the figure may be overstated for recent years on a like for like basis with the MEG data. MEG only includes spending on uranium exploration in recent years whereas the national agencies include it throughout. Figures 5 and 6 com-pare national and MEG estimates for Australia and Canada. No comparable figures are available for the United States. The national estimates have been converted to U.S. dollars at the appropriate annual average exchange rates, and the Australian annual totals have been summed from the published quarterly data. Not only is spending cyclical, but so are unit costs. Australian and Canadian data show that total exploration spending per meter drilled rose by 2.5 to 3 times between 2001 and 2008. These rises may partly reflect increasingly complex drilling methods, and an increased share of assaying and testing in total exploration costs. In Canada, however, diamond drilling accounted for a lower footage of the total in 2005-2007 than in the preceding few years, and spending on exploration, as opposed to deposit appraisal, made up a higher proportion of the total. Figure 7 compares index numbers of exploration spending per meter drilled in U.S. dollars for Australia and Canada. These figures raise a number of questions. First, is the relationship between total expenditure and meters drilled in the three countries for which data are available typical of the global experience? Secondly, has there been a significant change in the make-up of exploration spending in recent years? The Canadian data do not suggest that there has been, but is Canada typical? Has drilling become less important relative to other exploration techniques, or is it just as important as ever in confirming the existence of viable ore deposits?

The power station went into operation in 1931, when the installed capacity was 12,500 kVA. with a loading of 4,000 kVA. In 1936 the loading increased to 6,750 kVA. which necessitated the addition of a third set which went into operation in 1937, the installed capacity at that date being 18,750 kvA. with a loading of 7,000 kVA. This remained fairly constant until 1945, when a gradual increase was noticed, the loading in 1952 being 10,598 kVA.With the addition of the copper plant, additional generating capacity was required and it was decided to raise the installed capacity by the addition of a fourth set to 34,375 kVA. with an expected loading, when producing copper, of 20,000 kViA.MAIN POWER PLANTThis consists of three GiE.e. alternators of 6,250 kVA. or 5,000 kW. at 0.8 P.F. rating and one G.E.C. alternator of 15,625 kVA. or 12,500 kW. at 0.8 P.F. rating, making a total generating capacity of 34,375 kVA.Each alternator is driven by Fraser and Chalmers turbines at 3,000 r.p.m.SYSTEMThe main 3 phase 3 wire 3,300 volt distribution system has the neutral point of alternators earthed through by one or two earthing resistors designed to limit earth fault current to 3,000 amp. for 20 seconds, in the case of the large machine, and to 1,100 amp. for 10 seconds, in the case of the smaller machines, or full load of either size machine at rated voltage.

Nanosized W based powders (W, WC, WC-Co) were produced by chemical vapor condensation (CVC) process. Two different solid W(CO)6 and Co2(CO)8 metal-organic materials were used as precursors. CVC experiment was conducted in the temperature range of 400-1100. As-CVC WC1-x powder which had non-stoichiometric composition was carburized by using of the CH4-H2 mixed gas in temperature range of 750-850. The CVC W and WC1-x powders showed loosely agglomeration structure, and the Co powder had intricate long stand structure because of intrinsic magnetic properties of Co phase. Carbon content of the CVC powders controlled by gas-phase carburization was well matched with theoretical WC stoichiometry (6.13wt%).

SUCCESSFUL development of a new process for heat hardening of pellets made from taconite concentrates was announced by Arthur G. McKee & CO., steel plant engineering and construction firm of Cleveland, and Allis-Chalmers Mfg. Co. An order for the design, engineering, and materials for a plant incorporating the process, has been received by the McKee Co. from the Reserve Mining Co. for its new E. W. Davis Works at Silver Bay, Minn. It is estimated that this plant will cost around $19 million and when in full operation, will turn out 12,000 tons of pellets per day.

A Smart Cell is a closed-type tip post-grouting device that is attached to the bottom of the steel reinforcement cage of a drilled shaft and is used to enhance performance and to reduce uncertainty thereof. Control of the grout is maintained within the device during injection and a uniform stress is imparted across entire base area simultaneously, inducing a pre-mobilization load into the shaft as well as the soil. This paper describes the construction and tip post-grouting of drilled shafts from two bridge projects in the Santa Cruz, Bolivia region along the Paraí River. During the grouting process at each project site, there were noticeable differences in the grouting pressures achieved and responses observed, even within short distances between shafts. For this project, the greater benefit of using the Smart Cells was the reduction of risk and uncertainty of performance due to the highly variable soil conditions. Ultimately, since the response of each shaft was observed during grouting and because a “minimum” value of shaft resistance (i.e., pre-mobilization of load) was measured, there is a greater reliability with the anticipated performance of the shafts when axial loading is eventually applied.

En este punto,el laboratorio petrográfico, como fuente permanente de información básica ayuda al geólogo o metalurgista y planifica mejor la función del laboratorio central, mientras que el metalúrgico, desarrolla pruebas de molienda de minerales, flotación mecánica y no mecánica, y pruebas de concentración por gravedad. Posteriormente están las secciones de recepción, trituración y muestreo del laboratorio, las cuales se componen del departamento de trituración, departamento de muestreo y departamento de archivo, respectivamente. Finalmente, este equipo de laboratorio, cuenta con un laboratorio de Microscopia, de preparación de muestras para el examen microscópico yde ensayos especiales, que en conjunto permiten un mejor tratamiento y descripción sobre los minerales a investigar."

We are regularly told that before making a new investment one should seek the advice of his banker. If we were to place the subject matter of this paper before bankers. other than those who have experience in our mining camps, their reply would probably be evasive. However, if for example: a mining company asks them for a loan and offers as security certain mining investments, they are, in most cases, explosively candid. The idea is preposterous, unless, under Section 88 of the Bank Act, the mining company is able to deposit with the bank, gold or silver bullion, to an amount sufficiently in excess of the loan, to provide for what the banker describes as a reasonable margin of safety in case of contingencies. In addition the directors of the mine personally must jointly and severally guarantee payment of the loan. With any of these conditions missing the banking atmosphere becomes chilly. The local manager explains that the general situation, and particularly European conditions, are so unsettled that head office has warned him that his discretionary powers must not be exceeded under any circumstances.
