I stand here as a financial advisor who has been particularly close to the whole concept of reporting, independence and all the issues that are brought together in Release 149. However, I was asked to introduce this session by dealing with matters of Prospectuses, Part B's, 3J3's, 12G's and other requirements to report. Now I find it very interesting that one of the keynote issues is whether or not one should have a panel from which one chooses the so-called expert, and this is to deal with the question of independence.

The theory and practice followed by the Bureau of Mines in investigating electrical equipment4/ made for service in gassy mines are of particular interest not only to manufacturers but also to those organizations that deal with safety anal inspection at the mines. This publication purposes to discuss the theory upon which tests of equipment in explosive atmospheres are based and to consider inspection and other matters pertaining to investigations made by the Bureau in ascertaining whether a machine merits approval. The material in this report is taken from an earlier bulletin,5/ which is row out of print, and has been revised and brought up to date to make the information again available to manufacturers, inspectors, and others interested in the development of safe equipment.

Twelve samples from six Barbour County coal beds were analyzed for this report. The samples collected were generally high sulfur content coals, frequently exceeding 3 percent in the raw-coal sample. Many of them could not be upgraded to acceptable metallurgical standards even by rigorous preparation procedures. The production of coal in the county in 1963 amounted to almost 3 million tons of which 44 percent was mechanically cleaned.

The Bureau of Mines, in its effort to promote greater utilization of domestically abundant materials, conducted reasearch on an alternate mold material that has commercial potential for titanium investment casting. Using variations of the conventional lost wax molding process, investment shell molds were formed entirely of fused, calcia-stabilized Zr02 and a Zr02-forming binder. Optimization of binder/slurry properties', stucco grain size and dis¬tribution, and curing practices resulted in a structurally sound investment shell that was distortion free and thermally stable. Small titanium castings, weighing up to 10 pounds, were prepared in unheated molds by both static and centrifugal casting techniques. Microstruc¬tural examination of the castings revealed that mold fill and surface quality were enhanced by centrifugal casting, although good results also were obtained from the statically poured molds. Microstructural and electron microprobe examinations showed that excessive, brittle case formation could be avoided by curing the dried shell molds in air for at least 2 hours at 1,400° C. Increasing curing temperature and time above these levels yielded added bene¬fits. Molds fired in vacuum at 1,500° C for 4 hours yielded castings essen¬tially free of case formation. The tensile properties of as-cast test specimens (no surface conditioning performed) id the chemical composition of representative metal samples showed that castings produced were comparable to Grades C-1 and C-2 unalloyed titanium This indicated that no sifnificant degradation of metal properties resulted from mold/metal interaction.

This report on the physical and chemical properties of crude oils of California is one of a series on the producing districts of the United States. It includes a short discussion of results, tabulated data, and individual analyses of California crudes. Analyses of crude oils from the fields of Fresno, Kern, Los Angeles, Orange, and Ventura Counties have been published in Serials 25952 and 26083. The analyses reported in this paper corer samples that were obtained subsequent to the publication of Serials 2535 and 2608. The samples were obtained by members of the San Francisco office of the Bureau of Mines. The collecting of samples was facilitated by the courtesy of representatives of oil companies in California.

In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

Introduction PETROLEUM seepages are known in Alaska at four localities, all on Pacific seaboard. These, named from east to west, are Yakataga, Katalla on Controller Bay, Iniskin Bay on Cook Inlet, and Cold Bay on the Alaska Peninsula. Besides these, a petroleum residue has been found near Smith Bay on the north Arctic coast of the Territory. At Katalla, Cold Bay, and Iniskin Bay there has been some drilling for oil, and in the first field several productive wells have been opened up. Alaskan petroleum so far as its composition is known, is a refining oil, with paraffin base and low sulphur content. Most of what is known of the geology of Alaska oil fields is based on the investigations of Dr. George C. Martin, of the United States Geological Survey. A. G. Maddren, of the same service, has recently made a reconnaissance of the Yakataga oil field. The data to be here presented are chiefly taken from the following publications: G. C. DURING some experiments made by Henry J. Miller, partly in Germany and partly in the United States, in which it was found necessary to melt metals in quantities up to 60 kg. in a vacuum or under low pressures of hydrogen, molybdenum was tried as the resistor in the electric melting furnaces. Molybdenum ribbons 16 by 0.55 mm. and 18 by 0.45 mm. were used as resistors. The furnaces were of the type shown in Fig. 1. [ ] About the heating tube, Y, are wound parallel resistors of molybdenum ribbon from the water-cooled electrodes, E1, E2. The whole is within a copper container having outlets for the removal or introduction of gases and a window, W, for observation, the space about the heating tube and electrodes being filled with insulating material. The life of the molybdenum used as the resistor was found to depend very much on the manner of using it, its failure being due in some cases to thinning by evaporation or chemical reaction and in others to hardening, which prevented it from following the expansions and shrink¬ing of the heating tubing without cracking. As such failures are often rather expensive in commercial work, it was thought worth while to determine the causes. The factors influencing the behavior of molybdenum resistors used in this manner may be briefly stated as follows:

"A reconnaissance geochemical survey, using the stream sediment technique, is described. The survey covered an area of about 400 square miles, in the Seal Lake area of central Labrador, underlain by basaltic flows, diabase and metadiabase sills, and sedimentary rocks. Previous work had indicated numerous small copper occurrences within the Seal Lake group of rocks. Stream sediments were tested for the readily extractable copper content and total heavy metal content. The results of the copper survey did not yield any new data on the distribution of copper mineralization. Results of the total heavy metal survey attracted attention to a remote portion of the area (Ten Mile Lake), which had hitherto been regarded as having no economic interest. The anomalous values found, suggested that zinc mineralization should occur in this region. Geological mapping indicated that the rocks exposed belonged to the Letitia Lake Group, which is older than the Seal Lake Group exposed to the east, which contains the copper mineralization of the district.Investigation of the area lead to the discovery of: (1) uneconomic lead-zinc mineralization; (2) radioactivity extending over a considerable area. Evaluation of the radioactive rocks led to the discovery of columbium-thorium mineralization in amphibolite and in diopside-actinolite schists along a contact with intrusive alkali syenite.Thus a geochemical survey, which was planned to evaluate a copper province, resulted in the discovery of lead-zinc-columbium-thorium mineralization."

"The separation of nickel from the aluminum present in spent catalysts and different metallic industrial residues, is proposed in the following systems: alloy Al2Ni and the mixtures 50 wt% Ni + 50 wt% Al, 10 wt% Ni + 90 wt% Al2O3 and 12 wt% NiO + 88 wt% Al2O3. The experiments were carried out in a tubular reactor with a flow of 2 l/h of gaseous chlorine and from 200 ° to 800 °C. The final products of the reaction, extracted from the hottest zones of the reactor where characterized by XRD, SEM, EDS, AA and XRF, as NiCl2 y NiCl2.6H2O while in the coldest regions AlCl3 was deposited in the first two cases and in the other there was a residue of ?, a- Al2O3, sometimes mixed with some remainder of Ni and NiO. The procedure attained different separation factors which showed the optimun conditions for the recovery of both metals. Introduction Some studies of nickel corrosion were carried out in chlorine gas at temperatures above 950ºC, and suggested that nickel is not corroded below 538ºC. [1] However, in a previous work it was shown that the chlorination allows the separation of nickel from aluminum and the formation of NiCl2 was detected from 200ºC in binary mixtures Ni-Al 50 wt%, for isothermal conditions in chlorine flux. [2] Other researchers obtained selective chlorination above 650ºC of a fly ash containing 1.4 wt% of Ni and other metals (V, Mg, Al and Fe). The Ni was separated from the Mg and NiCl2 started to vaporize at 550ºC and was after condensed in a zone of the reactor above 380ºC with 90% of purity. [3]"

Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1,1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.a Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.b The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1913 to 1916. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22 and 85, the same plan of geographical classification has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. Within the Ag-Pb-S ternary system, the boundaries of the immiscibility region together with the tie-line distributions were re-established at 925°C by the equilibrium-quenching technique where samples were kept in evacuated and sealed silica capsules. Activities of Pb were measured by the dew-point method along the Ag-Pb binary at 925°C, 1100° and 1200°C. positive deviations were observed and the results were modeled by the Krupkowski formalism. Activities of Ag, Pb, and S, along the ternary miscibility gap were calculated at 925°C by utilizing the boundaries binary thermodynamics, phase equilibria and tie-lines. Activities of PbS within the pseudobinary Ag2S-PbS mattes were also measured by the dew-point technique and the results were again modeled by the Krupkowski formation Where negative deviations were observed.

According to the Bureau of Mines annual survey, as of January 1, 1954 there were 337 refineries with a total daily crude-oil throughput capacity of 8,006,897 barrels. The total daily capacity increased 368,236 barrels during the year while the total number of refineries declined 6. The capacity of the average refinery to process crude oil therefore increased during 1953 from 22,270 barrels to 23,759. With the exception of the Texas Inland, all refining districts reported gains in the installed capacity for the year, the largest being the Louisiana Gulf Coast with an increase of 20 percent. A total of 397,500 barrels of additional crude oil capacity was reported as under construction January 1, 1954. Accounting for 129,500 barrels of this total are facilities for 3 new refineries in North Dakota, 2 in Washington and I each in Ohio and Utah. Equipment being installed to replace existing units, totaled 180,750 barrels daily.
