"This paper outlines how specification driven design has made Toronto Area transit infrastructure projects more expensive than similar private projects, and provides a case study of the results of an excavation at Launch Shaft 1 (LS1) for the Eglinton Crosstown Light Rail Transit project in Toronto, Ontario. The paper will describe the impact specification driven design parameters can have on design economy, constructability, and schedule and will suggest an alternative approach utilizing the Observational Method. As a result of the initial specification based design, Isherwood was retained by both the General Contractor and the Specialty Excavation Shoring Contractor to provide value engineering leveraging the Observational Method to improve constructability and construction schedule. By using well known, accepted design methods coupled with local experience in lieu of the specified design pressures and parameters, the redesigned bracing scheme reduced construction cost and schedule. This excavation case history can be a lesson learned for future transit projects.The City of Toronto has been developing its transportation network since the mid 1800’s. “Canada’s First Subway” along Yonge Street opened in March 1954 (TTC 1954), with a few additions to the subway network through to the 1980’s. The following two decades marked a long period of slow development due to recessions, budget cuts, and politics along with several cancelled projects. To fill the gap left by years of underfunding, several new transit projects are now under construction in the city as a part of Metrolinx’s $50B, 25 year, “The Big Move” initiative (Metrolinx 2013). The work on these types of infrastructure projects is highlighting a different and developing challenge within the tendering and design specification structure we will call Prescriptive Specification Design (PSD).PSD is a method used within contract specifications to control design risk on a project by applying conservative design methods, factors of safety, or other parameters to make a “fool proof” design. It is akin to requesting a colouring by numbers approach from a painter. There are inherent risks of using this method of tendering a project including increased project costs, longer construction schedules, and decrease of overall project economy. In PSD, the Owner “owns” all of the design risk on a project, including any additional costs due to changed site conditions. However, the Contractor commonly “owns” the risk of any deviations from the design specification they pursue, therefore making any improvements to the design, cost, or schedule less desirable from the Contractor’s point of view. The impact of this type of strict specified approach to design has been seen in transit infrastructure projects in the Toronto area. Figure 1 outlines the range of specified AEPD design pressures as a function of excavation height (H) specified for use in Toronto underground transit projects since the 1970’s to present day. A clear trend can be seen with respect to increased design pressures specified. The ranges shown for each project are intended to account for the potential differences in soil conditions for the highly overconsolidated glaciated soils in the Toronto area. The graph also highlights the typical range, in blue, for the industry practice in Toronto for comparison."

Three distinct processes take place during the conversion of iron ore to steel. First: the raw ore is reduced to metallic iron in the blast furnace and during this reduction certain constituents are dissolved in the iron, either through the solution of a solid into a liquid phase, as in the case of carbon, or by reduction of an oxide existing in the slag to the metallic element of that oxide, with subsequent solution of the metallic element in the iron. Thus by the process of solution and reduction, a pig iron results which contains about 4 per cent carbon, 1 per cent silicon, 1 to 2 per cent manganese, 0.1 to 0.4 per cent phosphorus, and 0.03 to 0.10 per cent sulfur. To obtain a sufficient yield of iron from the ore it is necessary that the reducing process be carried as far as possible, with the result that the impurities mentioned accompany the reduced iron. Second: to convert this iron into steel it is necessary to oxidize a part of the iron in eliminating the impurities to the extent desired for the particular product being made. In eliminating these impurities by oxidation a certain amount of iron oxide (FeO) dissolves in the steel. This dissolved FeO reacts with the metalloids, except sulfur, and to eliminate them to the desired extent it is necessary to leave a considerable amount of FeO in the metal. The reaction of iron oxide with silicon, manganese, and phosphorus results in the formation of the oxides of these elements. The oxides enter the slag and the extent of elimination of the elements depends on certain equilibria between the slag and the metal. The reaction of FeO with carbon results in the formation of the gases CO and CO, which, after saturating the metal, pass into the furnace gases. Third: after the iron has been purified to the desired extent as far as the elements listed are concerned, it is necessary to deoxidize the bath to remove the FeO, which is the vital factor in gas formation as the steel solidifies.

For several years the Klukwan deposit near Haines, Alaska, has attracted interest as a potential source of iron. Limited field and laboratory investigation has indicated that the deposit contains a large amount of Iron that is recoverable as high-grade concentrate. This report summarizes the results of laboratory beneficiation testing of the Klukwan ore, as represented by six samples submitted to the Alaska Experiment Station of the Bureau of Mines, Juneau, Alaska, Iron is present in the ore as a fine-grained magnetite associated with a pyroxenite type basic rock.. Satisfactory magnetic-separation procedures were developed for the production of concentrates assaying more than 60 percent Fe and 2 to 4 percent Ti02. During the investigation many data were obtained and compiled, but for convenience and clarity data of secondary importance have been omitted or condensed; only the more pertinent test results are discussed in detail.

"Ultramafic Ni ores present significant challenges in processing in that both recoveries and grades are not satisfactory, due to the presence of Mg silicates in large amounts. Significant quantities of xanthates and CMCs are generally used for their recovery by flotation. Additionally, given that some of these ores are processed under acidic conditions, CS2 generation due to xanthate decomposition presents some safety hazards. Technology to replace xanthate has been developed for which the safety and health issues are absent. Collector S-10294 shows significant improvements in Ni and overall S recovery at a dosing rate of one half that of xanthate. New polymeric modifiers have also been developed that help reduce the Mg content of the concentrates at very low dosages. The reagents are custom designed for use in normal or hypersaline water, and acid or alkaline conditions.INTRODUCTION The use of xanthates in sulfide mineral flotation is reported to have started as early as 1925 (Nagaraj 2005). The reagent is now ubiquitous in the mining industry, accounting for 40-50% of total collector consumption. In recent years, the development of more selective reagents has rendered xanthates largely obsolete in Cu flotation. However, xanthates continue to be sold in large amounts in the Au, PGM and Ni flotation industry, where bulk sulfide flotation is required. The low cost and easy availability is the largest driver for the use of xanthates in the minerals industry. Of particular interest to this study is the use of xanthates in the flotation of Ni sulfide ores. About 60% of the world’s annual nickel output is obtained from sulfide Ni ores (Hoatson, 2006). A strategically important category of these ores is the ultramafic hosted sulfides, such as those of Western Australia and Canada. These ores are characterized by low Ni grades (<1%), with the Ni minerals being pentlandite, violarite, millerite and mackinawite, and gangue minerals comprising an array of altered Mg silicates, mostly serpentines. The challenges associated with treating these ores are well documented (Eltham et al. 1973; Claridge et al. 1975). One challenge is that Ni recoveries from these ores are lower. This has been attributed to the increased pulp viscosity, as discussed in detail by Vasudevan et al., 2010. Additionally, Mg silicates tend to report to the concentrate in large quantities, which is problematic for two reasons: a) concentrate dilution, and b) the high melting point of Mg silicates tends accelerate wear on the refractory lining of smelters. This has been attributed to network transport to the froth phase via bubble flux and entrainment (Patra et al, 2010)."

The Zhilingtou Au-Ag deposit is situated in the eastern part of the complexly deformed and metamorphosed South China Caledonian Fold Belt. It consists of seven orebodies that are almost exclusively hosted by biotite plagioclase gneiss of the Precambrian Chencai Group. They form an apparent en echelon pattern in both cross-section and level plan. Three different ore types, based on mineralization textures, have been recognised within the Zhilingtou lode. These are Au-Ag-rich quartz veins, Au and Ag-bearing silicified rocks and Au-Ag-containing altered rocks with quartz stockworks. The mineralisation is principally composed of electrum, argentite, pyrite and minor sphalerite, galena as well as traces of hessite and chalcopyrite plus a gangue assemblage of quartz, rhodonite, sericite and chlorite. Fluid inclusions related to Au-Ag mineralisation yield a wide range of homogenisation temperatures from 110 to 447¦C, with two distinctive peak values at 250 - 300¦C and 350 - 400¦C respectively. d30Si values of quartz veins and silicification from the three stages of mineralisation range from -0.1 to -0.4ë. The mineralisation at Zhilingtou is interpreted as forming by recirculated meteoric water extracting ore-forming elements from metamorphic rocks due to Mesozoic volcano-magmatic activity.

A panel cave using LHDs for ore extraction came into production at Premier in 1990 at a depth of 630 metres below surface on the western side of the mine in the BA5 mining block. A post-undercut mining sequence was used with all development on both the undercut and production levels completed prior to the undercut being advanced over the pre-developed drawbells. Support and rock mass damage on the production level was extensive as the undercut moved overhead. Undercutting and coarse fragmentation created problems. The mining sequence was changed to an advance undercut with the minimum of development and support undertaken on the production level prior to the undercut moving overhead. Only once the abutment stresses had stabilised were drawbells developed and final support installed. The height of the undercut drill design was decreased from 18 to 13 metres. The changes resulted in markedly less rock mass and support damage on the production level. Lessons learned in the BA5 mining block on the 630 level were incorporated into planning and scheduling the BB1E mining block which came into production on the 732 metre level on the eastern side of the mine in 1996. An advance undercut mining sequence was planned, undercut height was minimised and undercutting parameters were optimised in terms of the BA5 experience. Numerous problems still occurred. As the undercut area increased in size severe spalling from the cave back resulted in vertical propagation of the cave to a height of 30 metres instead of the planned 13 metres. The resultant coarse fragmentation created secondary blasting problems and an excess of undercut ore that had to be loaded and trammed, slowed the rate of undercut advance. The planned mining sequence was compromised and considerable support and rock mass damage resulted on the production level below. Once these problems had been overcome the undercut advanced at the planned rate and continuous caving initiated at the predicted hydraulic radius. At a later stage the unexpected ingress of water hampered undercut drilling and slowed the rate of undercut advance in a section of the cave. Leads and lags between adjacent tunnels and the overall face shape could not be developed as planned. The rate of natural horizontal cave propagation exceeded the rate of undercut advance and three undercut drilling tunnels were extensively damaged. More tunnel development on the production level prior to undercutting than was planned resulted. The slow advance of the undercut and high abutment stresses caused extensive damage to installed support and the rock mass on the production level, 15 metres below. Experience in the BB1E mining block on the 732 metre level has taught that an advance undercut mining sequence reduces damage on the production level markedly. Extremely tight control on the rate of undercut advance, leads and lags between adjacent tunnels and overall undercut face shape as well as extraction ratio, tunnel development and support sequence on the production level below is required. Premier Mine plans to implement a block cave at a depth in excess of 1000 metres within the next decade. All the experience gained on current mining levels together with data collection and numerical modeling is being used to plan the proposed mining operation. The geotechnical challenge of mining at this depth in weak rock has been identified as the greatest risk to the project. Challenges centre around adopting the correct mining sequence, limiting the extent of rock mass damage associated with undercutting and effective support. The hydraulic radius needed to initiate caving, fragmentation, drawpoint spacing, secondary blasting and the possibility of seismicity are geotechnical concerns that are being addressed. Results to-date suggest that a pre-undercut mining sequence with all development and support on the production level carried out only after the undercut abutment stresses have passed overhead will have to be implemented.

"INTRODUCTION The Bureau of Mines work reported by the Metallurgical Division 4/ in 1934 shows the possibility of producing artificial manganese ore by pre- ferential oxidation of manganese from spiegeleisen produced from manganiferous iron ores of the Cuyuna range, Minnesota. A three-step process is described as being capable of producing a ferrograde ore from this type of low-grade, domestic, strategic material. However, the melting temperature in the last step of the process that forms the manganese product is high, and the phosphorus content is not easily controlled. Also, the tenor of the manganese in the product is not comparable with other methods that use less process energy.Lofquist 5/ patented an improvement of the above three-step smelting method, in which sulfide was added to lower the melting point of the product.More recently, reputedly successful attempts have been made to reduce iron preferentially from manganiferous iron ores, simultaneously removing the phosphorus with the iron, by means of an unusually high temperature blast and excess coke.Anson G. Betts 6/ patented a process for the matte-smelting of manganese ores, in which the ore was mixed with pyrite and enough carbon or coke to serve as thermal energy and reducing, agent in a manner similar to the standard blast-furnace process. This process was intended to give pig iron, a manganese-iron matte, and a waste slag. Wood, Barrett, and Porath 7/ presented data on the treatment of low-grade, domestic, manganiferous iron ores and low-grade, domestic manganese ores by this Betts mattes pelting process."

The construction of a model to associate probability of occurrence of some measure of mineral wealth with the geology for each subdivision (cell) of the area is postulated. The questions (1) are the observations made in reconnaissance geology sufficiently related to mineral wealth to distinguish the cells of high value from those of low value, and (2) can this geology be related mathematically to mineral wealth and probability are answered in a case study of 97,000 square miles in Arizona and New Mexico. Measurements on mineral wealth and geologic variables of 243 cells were made. The geologic variables, valued in counts, percentages and lengths, quantified the theoretical concepts of the model. It was found that multiple discriminant analysis and classification analysis by Bayesian statistics and multivariate normal probability function constitute a two-phase probability model that associates probabilities with geologic information and mineral wealth. The cells of explored area must be allotted the value class indicated by their cumulative production and estimate reserves (given well-defined geological relationships in a mineral wealth area), and a discriminant and classification analysis must be performed in which probabilities of the cell belonging to each of the value groups are generated as a function of the geologic variables. This determines whether high value cells can be distinguished from low value cells by their geology as well as indicating those cells misclassified by the model into a higher value group than warranted by their known mineral wealth. The second use of the model is for extrapolation. It is demonstrated how geologic information on an explored area can be utilized in guiding exploration in an unexplored area. Exploration decisions can be predicted on explicitly determined measures of uncertainty (the probabilities). SUMMARY This study postulates the construction of a model to associate probability of occurrence of some measure of mineral wealth with the geology for each subdivision (cell) of the area. Such a model will distinguish those cells deserving further exploration on the basis of their geology: The basic postulates of this study are as follows: v = Q(R,S,F,A) P(V) = G(R,S,F,A,V), where V = a measure of mineral wealth P(V) = the probability of occurrence of V R = age and type of rock F = rock fracturing A =age of igneous activity and contact relationships. There are really two questions to be answered: 1) are the observations made in reconnaissance geology sufficiently related to mineral wealth to distinguish the cells of high value from those of low value, and 2) can this geology be related mathematically to mineral wealth and probability? In order to answer these questions, an area of about 97,000 square miles situated chiefly in Arizona and New Mexico was selected as a case study. This case study area was divided into 243 cells, each 20 miles square, and measurements were made on mineral wealth and geologic variables. Crude geologic variables valued in counts, percentages and lengths are constructed to reflect the above postulated variables. These measurement variables thus provide quantified values defining the theoretical concepts of the model. It was found that multiple discriminant analysis and classification analysis by Bayesian statistics and the multivariate normal probability function constitute a two-phase probability model that associates probabilities with geologic information and mineral wealth. Given the availability of an area that is well explored and upon which the relationships of mineral wealth to geology can be adequately defined, there are two ways in which the analysis outlined in this paper can prove beneficial. First, the cells of the explored area must be allotted the value class indicated by their cumulative production and estimated reserves, and a discriminant and classification analysis must be performed in which probabilities of the cell belonging to each of the value groups are generated as a function of the geologic variables. From mining and ore-grading to finished product, the metallurgical industry is one of the biggest users of nuclear sensors for inventory, process control, and quality assurance. This paper will discuss the basic theory of gamma transmission gauging techniques found useful in mining, milling and metal production. Techniques to be discussed are gamma transmission for level and density. A major new technique will also be discussed. This technique is called gamma backscatter. The uniqueness of this technology, how to apply and the differences between transmission and backscatter will be accentuated.

"INTRODUCTION The Camp Bird mine was investigated by Bureau of Mines engineers 3/ September 22 and 24, 1942, and April 29 and 30, 1944. In a subsequent report and supplement, it was recommended that core drilling be done below the 14th. level to determine if commercial ore existed at greater depths, and particularly if ore existed in the vein or adjacent thereto where it passes into the sedimentary formations estimated to underlie the volcanics approximately 400 feet below the 14th level.Seven diamond-drill holes aggregating 3,956 feet were drilled. Four of these holes were under the Hematite ore body and three were under the Big Discovery ore body. Two holes under, the Hematite ore body wore directed at angles but little steeper than the angle of dip of the vein and penetrated the sedimentaries beneath the volcanics close to the vein. Enough low-grade ore was found at the base of the Telluride conglomerate to indicate the presence of a large body of low-grade zinc sulfide ore. Two holes were directed to crosscut the vein at a depth of approximately 125 feet below the 14th level. No commercial ore was cut, but the vein showed the average width and same general characteristics as at the 14th level. One hole under the Big Discovery ore body was directed to crosscut the vein and test the base of the Telluride conglomerate in the footwall block. No commercial ore was found in either the vein or the sedimentary horizon. One hole was directed to test the base of the Telluride conglomerate in close proximity to the vein in the hanging-wall block. This hole was lost approximately 100 feet short of its objective, and a third hole was drilled to accomplish this same thing. "The oxidation of NADPH by vanadate(V) in the presence of glutathione reductase showed typical enzymatic kinetics. The oxidation was inhibited by N-ethylmaleimide, a glutathione reductase inhibitor. Superoxide dismutase had no significant effect on the oxidation, indicating non-involvment of the superoxide radical. The vanadate(V) reduction was found to be a one-electron transfer process. These results suggest a new pathway for vanadate(V) metabolism and a new function of glutathione reductase. Compounds of vanadium(V), such as NaV03 , exert potent toxic effects on a wide variety of biological systems (1-3). Despite intense current activity, however, the biochemical mechanism of vanadate(V) toxicity is still not well understood (1- 14). It is believed that one of the important pathways involves the oxidation (by vanadate(V)) of NAD(P)H (15, 16), but, to our knowledge, there has been no report of the identification of any vanadate(V) reductase. With a view to finding if there exists any vanadate(V) reductase, we have investigated the oxidation of NADPH by vanadate(V) in the presence of glutathione reductase. Glutathione reductase (GSSG-R)2 was selected because our previous studies have shown (17) that GSSG-R can act as a reductase for chromate(VI), which is isoelectronic with vanadate(V). We find that GSSG-R does indeed function as a NADPH-dependent vanadate(V) reductase, thus pointing to a new pathway for the metabolism of vanadate(V), as well as to this property for GSSG-R. MATERIALS AND METHODSSodium metavanadate (NaV03 ), henceforth vanadate, was purchased from Aldrich and its solution was always freshly prepared. The GSSG·R used was from bovine intestinal mucosa and was purchased from Sigma. The oxidation of NADPH was followed photometrically as the decrease in absorbance at 340 nm. The spin trap, 5,5-dimethyl- pyrroline-N-oxide (DMPO), was purchased from Aldrich and used without further purification, since very weak or no spin adduct signal was obtained from the purchased sample when used alone.ESR spectra were obtained at X-band (9.7 GHz) using a Bruker ER200 ESR spectrometer. The magnetic field was calibrated with a self-tracking NMR gaussmeter (Bruker, Model ER035A) and the microwave frequency was measured with a digital frequency counter (Hewlett-Packard, Model 5340A). An ASPECT 2000 computer was used for data storage and analysis. The concentrations given in the figure legends are the final concentrations. All experiments were carried out in the phosphate buffer solution (pH 7.2) and at room temperature."

In today?s evolving and globalized world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to ?engage? communities without a clear understanding of ?how? to do this or to what end. This move, away from compliance, develops more of a focus on ?Community? Social Responsibility and sustainability. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of ?engaging? communities in mining project design and development leads to a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be ?engaged? in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this ?engagement? and manage this risk will be discussed.

The efforts to mitigate longwall subsidence influences on various residential and farming structures by many coal mining companies have been successful in the recent years (Luo, et al, 2003). The successes were largely dependent on the accurate subsidence predictions, correct assessments of potential influences, appropriate design and implementation of the mitigation measures. However, such efforts for protecting large industrial structures are still very rare. In this paper, the successful assessment and mitigation of the subsidence influences associated with a very intensive dynamic longwall subsidence process on a large workshop are presented.

MORE than a year before the United States entered World War II, the requirements of the National Defense Program indicated the need for additional sources of aviation gasoline. On September 10, 1940, Dr. R. E. Wilson, Group Executive, Advisory Commission of the Council for National Defense, requested the Bureau of Mines to undertake a survey of crude oils of the United States to designate those suitable for the production of 91-octane aviation gasoline. As quickly as a program could be defined, agreed upon, and funds provided to conduct the work, the Bureau began the project. Over a period of many years the Bureau had collected samples and made analyses of thousands of crude oils produced in the United States. Although these analyses did not include octane numbers of the gasoline fraction, they provided data necessary for calculating the correlation index. This index, developed within the Bureau, is a measure of the types of hydrocarbons present in gasoline and therefore is roughly indicative of the octane value. This fund of information from Bureau of Mines Hempel analyses, supplemented by information obtained from oil companies, reduced considerably the necessary laboratory work by providing data that permitted a large number of crude oils to be eliminated from consideration. However, in the survey carried out during the last part of 1940 and the first half of 1941, 225 samples of crude oil were collected and distilled. Octane values of the distillates were determined by the Army AFD-1C method. (See page 57.) A report containing these results, together with the calculated amounts of 91-octane aviation gasoline available from these sources, was prepared and distributed to the several offices of the Office of the Petroleum Coordinator for National Defense in August 1941. In December 1942 the Office of the Petroleum Coordinator for National Defense became the Petroleum Administration for War (P. A. W.).
