The Blue Ridge Low Level Outlet (LLO) was a design/build contract to provide a secondary means of discharging water from the Blue Ridge Reservoir. The project involved driving a 3.25 m (11 ft) modified horseshoe tunnel by 293.5 m (963 ft) long utilizing conventional drill and blast methodology. The intake shaft and structure were constructed inside of a sheet pile cofferdam surrounded by a maximum of 20.1 m (66 ft) of water. The shaft was excavated 4.87 m(16 ft) diameter to a depth of 12.8 m (42 ft) below the tremie slab elevation. Steel lining, including a transition from 3.66 m to 2.74 m (12 to 9 ft) diameter and a90 degree elbow were installed in the inlet shaft and then backfilled with concrete. This paper will describe the RFP phase, the design phase, challenges of the underground construction and contractual challenges.

MOST of the roofing granules produced in Pennsylvania are made by two companies at three plants. The Advance Industrial Supply Co. has three quarries and a mill at Gladhill Station, in southern Adams County. The Funkhouser Company is actively engaged in mining, quarrying and milling at Charmian, about one mile west of Gladhill Station, and at Delta, in southern York County. These three plants produced approximately 100,000 short tons of granules in 1943. The production of roofing granules in 1937 for the whole country was only about 500,000 tons, generally indicating the large growth of the industry since that time. The fundamentals of producing roofing granules were discussed comprehensively by G. W. Josephson in a paper before the Industrial Minerals Division in October 1943 (Mining Technology, March 1944). The purpose of this paper is to describe the actual methods of mining the rock and milling it to make roofing granules, as practiced by the three Pennsylvania plants. MINING AND MILLING Funkhouser Company (Delta) The Funkhouser Company, near Delta, in southern York County, Pennsylvania, operates three joined quarries and a mine in the Peach Bottom slate. The joined quarries extend 1200 ft. in a northeast southwest direction along the strike of the slate cleavage and are about 200 ft. wide. The working face is about 45 ft. high. The quarrying operation is rather simple: Ingersoll-Rand Jackhamers, 1-in. and 1 1/4-in., with hollow drill steel, are used to undercut the quarry face with10-ft. holes. The face is "blown" and allowed to slump on the quarry floor. Loaded by a Marion electric shovel into trucks, the shattered rock is taken to the primary crusher 2500 ft. away. In addition to the normal quarrying operations, a drift into the northeast wall of the middle quarry was begun about 1935 and has advanced about 2000 ft. since then. Rooms have been driven at angles to the drift along choice beds of slate. The drifts and rooms have a roof more than 35 ft. high and the main drift and rooms are all more than 40 ft. wide. There is no cribbing at any place in the mine. Several of the rooms were driven upward on a 5º slope and in some of them there was stoping. Ingersoll-Rand Jackhamers are used, and only wet drilling is practiced. When visited in January 1940, an electric shovel was operating at the head of the drift, scooping up the slate blasted out of the working face. This, too, is trucked to the primary crusher. Some of the better quality slate is saved for making slate shingles. The primary crusher, which is a No. 30 McCulley gyratory, receives the slate from the trucks and crushes it to about 2-in. size (Fig. I). Over the last decade, lower ore grades and deeper mine environments have demanded that mining companies develop new technologies (tools and processes) to ensure a mine?s economic sustainability. At Inco Ltd., this demand has lead to the focus of technological development within the area of automation. Delineation (Drilling and Interpretation) is a key step in the determination of ore grade and location and therefore was chosen as a priority area for enhancement through automation. Focusing on the tools (the diamond drill) automation, significant benefits have been consistently achieved in terms of productivity, process efficiency, operational safety, cost reduction, component life cycles and machine reliability. It is suggested that optimum benefits have yet to be achieved, and will not be achieved until the human aspects of automation have been properly addressed. Since project inception, the human aspects of automation were recognized as critical to the success of the diamond drill automation project. However, it was only upon the installation of the Automated Diamond Drill in the field and its continued use on a daily basis that this issue received due attention. The human aspects of automation can be broadly addressed as economic, physical and psychological. This paper, with examples from the field, will discuss the human aspects of automation in each of these areas. The paper will draw from observations and experiences acquired throughout this project and recommend implementation strategies that should be utilized in future automation projects to enhance both the acceptance of automation and the success of the automated process itself.

The fast tracked mine development strategy attempts to blend feasibility studies and engineering/commissioning functions into a streamlined process. In this compressed process, environmental issues are difficult to control with respect to the optimisation of operational environmental performance. This paper presents a standard mine development process with specific focus on environmental issues, and contrasts this against Rio TintoÆs recent fast track experiences on the Hail Creek project (Australia), the Baranj project (India) and the Gokwe North project (Zimbabwe).

"Geographic information systems (GIS) provide an efficient means for the recording, manipulation, revision, display and analysis of spatially referenced data. GIS are widely used at the exploration stage of mine development, and are increasingly used for reclamation planning. The ability of a GIS to perform spatial searches and query spatially referenced data make it a powerful tool for use at all stages of mine development. As the amount of data available for analysis increases, so does the power and flexibility of GIS as a planning tool.Starting from the exploration database, this paper describes how a GIS can be used for the development of mining plans based on topography, geology and mineralization information stored in a relational database. Planning decisions approaching the optimal can then be made for a wide range of parameters, including stockpile and waste dump locations, the location of potentially acid generating and neutralizing material for dump design, profitable and risk-controlled mine extraction sequencing, and haul road locations. This is made possible by the overlay and buffer analysis capabilities of a GIS which are explored and exploited to produce a continuous mine production planning program, as well as site remediation and reclamation using a successful case study. IntroductionGeographic information systems (GIS) are a relatively new tool in the mining industry. Although they have existed for a number of years, the potential of GIS for mine management and planning is only beginning to be investigated and exploited. The unique spatial capabilities of GIS make them particularly wellsuited for use in mining, where spatial information is fundamental to the processes of mineral exploration, mine development, and environmental reclamation. A number of potential applications for GIS in the mining industry have been identified, and they are widely used for exploration and reclamation. The use of a GIS as a platform for the development of mine planning routines and software remains an interesting, but as of yet unexplored, application of this technology."

The Yanacocha Project is the first foreign investment in Peruvian mining since Cuajone (1976). Three years after the project began, it has become the largest producer of gold from heap leach operations in the world and the top producer in Latin America. The success of Minera Yanacocha (MYSA) opens a new chapter in Peruvian mining with the exploitation of its widely spread gold deposits and has attracted the interest of foreign investors in Peru's ample mineral resources. Construction began on August 1, 1992 and after twelve months of arduous work, the first gold bar was poured on August 7, 1993 from ore from the Carachugo mine. In 1993, Minera Yanacocha produced 81,000 ounces of gold and 304,000 ounces in 1994 (40% above budget). Production is expected to exceed 500,000 ounces in 1995 with the start-up of operations in the Maqui Maqui mine. This paper presents a summary of MYSA's experiences during its first two years of operations in the areas of mining, ore processing, environmental protection, loss control and community assistance. The paper also shows that MYSA's successes are not only due to the richness of the deposit, but also to the combination of a number of factors basic to the project's success, such as: an economic policy favoring investment in Peru, the availability of highly qualified local personnel to facilitate the transfer of technology from the United States and the desire and determination of the partners to carry the project forward in an initial atmosphere of uncertainty and terrorism.

The Swedish mining companies LKAB and Boliden, the equipment supplier Atlas Copco, the general contractor NCC and the specialist company Reflex joined forces in 2005 to advance the field of rock technology for the purpose of mining and underground construction. The creation of the company Rock Tech Centre is part of the strategy developed by the Swedish mining industry to strengthen co-operation with industry, academia and society. This paper outlines the current R&D strategies developed for the industry in general, discusses what focus areas are selected and provides some details on the current RTC project portfolio, especially faster and better drifting.

AT the Annual General Meeting held in Winnipeg last March, the whole of one of the technical sessions was devoted to a special Symposium on Geological Investigations in Canada, introduced by a paper entitled The Geological Survey (lî which had been specially prepared by Dr. G. A. Young, Chief Geologist of the Survey, and had been published in the February BULLETIN, prior to the meeting. Geologists from each of the provinces contributed to the Symposium, including directing officials of the geological divisions of provincial Departments of Mines, representative geologists from the Universities, and company and consulting geologists. Space, unfortunately, does not permit publication of a complete record of the proceedings,_ or even inclusion of all contributions to the discussion. The following summary, however, gives what is believed to be a fair cross-section of the opinions expressed by representatives from each Province. The Symposium resolved itself largely into a discussion as to how the Geological Survey and the several provincial bureaus or divisions of geology could co-operate most effectively in the important task of carrying out geo-logical investigations, with avoidance of duplication of work and waste of effort, and, so far as broad principles are concerned, there was remarkably close agreement among those participating in the Symposium as to how the various types of investigation should be allocated as between the Federal and Provincial organizations. Briefly, the concensus was that the Geological Survey can render the most effective assistance by conducting reconnaissance investigations, with mapping at 4 miles to one inch, leaving to the provincial organizations the more detailed, and hence more local, studies and mapping at larger scales. There was general agreement that the preparation of base maps, essential to systematic geological investigation, is a service devolving upon the Federal Government.

Many young mining engineers do not consider consulting as a possible job, believing that many years of working on-site is required to achieve practical experience, develop expertise and acquire industry contacts. However, mining consultancies employ engineers with varying levels of experience, including part-time university students, graduates and engineers who are relatively new to the industry. This paper outlines the role of a young engineer in a large mining consultancy and the benefits to both the consultancy and the client of having a mix of consultants with a diverse range of experience. From the authorÆs perspective, the work experience, lifestyle and rewards of mine consulting are compared to site based work, including a discussion on whether consulting is able to offer the professional development that a young engineer needs.

In this study, the method of chemical co-precipitation?reduction?diffusion was developed for the preparation of magnetic SmCo5 alloy. In the chemical co-precipitation process, the effects of solution pH, the reactant concentration, the dispersant on the process were investigated. The optimum conditions of the process were determined, and the SmCo5 alloy oxide precursor particles with fine crystalline structure, narrow size distribution was obtained. Then, by reduction-diffusion treatment of the precursor particles, the SmCo5 alloy with high quality was produced. It is anticipated that the co-precipitation-reduction-diffusion is a novel method available for SmCo5 alloy production.

The analysis described herein evaluates the Bureau of Mines Program for Advancing Mining Technology - Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program's beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

On entering the World War the United States was confronted with the necessity of building in a short time a large number of ships of tonnage adequate to transport troops and war materials to Europe and to carry food supplies to the allied countries, whose merchant fleets had suffered greatly by submarine warfare. The necessity of building ships quickly led to the formation of the United States Shipping Board, which was charged with the duty of developing an efficient organization for the purpose. Such an organization was developed under the name of the Emergency Fleet Corporation; it was under the control of the Government, but could conduct its business in the most direct way, like a private corporation. In order to build the largest- number of ships possible without drawing too heavily on the steel industry, which was already taxed heavily by the production of munitions, it was decided to build wooden as well as steel ships. These ships were built from a few standard designs to enable a large number of duplicate parts to be fabricated in inland shops and transported by railroad to the shipyards on the seacoast, where they were assembled into ships. In other words, the plan was to manufacture the ships rather than to build them. The shops on the seacoast were reserved to make those parts of the ships' equipment that could not readily be transported. The inland shops made the parts that could be transported to the seacoast by railroad. Among the more important parts of the ships' equipment to be standardized were the boilers. As the Scotch marine boiler in large units is bulky and can not be transported by railroad, and as, for the same capacity,much more steelis needed in its construction than for water-tube boilers, a few simple designs of water-tube boilers were developed that inland shops having ordinary equipment could make in large quantities.

This manual of practice is to be used in combination with the final reports for the study of spoil stability in the Eastern Coal Province. The manual applies the predictive matrices developed in the parent study for use in evaluating the stability of typical mine spoil slopes. The values of internal friction and pore pressure coefficient are derived for many varied slope conditions. The results can be used in conventional stability analysis equations to assist the mine operator or regulatory personnel in evaluating spoil stability from very limited information.

During the last decade, advances were made in solvent extraction/electrowinning (SX/EW) technologies. Combined with heap leaching, these technologies made it viable to exploit large, low-grade oxide copper deposits. The El Abra Mine is a good example for such a deposit. The deposit is situated in northern Chile at an elevation of about 4,000 m (14,000ft), 70 km (45 miles) north of Calama. Codelco sold 51% of the El Abra to Cyprus Minerals in June 1994, with Codelco retaining the balance. In 1993, Cyprus and the engineer on the project began discussions withinternational companies regarding the materials-handling system requiredfor the project. These early discussions were considered critical for this fast-track project.

Introduction Guar gum is a natural nonionic polysaccharide. Guaran, the functional polysaccharide in guar gum is a chain of (1?4)-linked ß-D-mannopyranose units with a-D-galactopyranose units connected to the mannose backbone through (1?6) glycosidic linkages. The poly-mannose chain is randomly substituted with galactose units at a mannose-to-galactose ratio of 1.8-1.0 [1]. Cheng et al. reported that the molecular weight of natural guar gum is 1.935 • 106 [2]. Robinson et al. found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105 [3]. Guar gum is frequently used as a depressant of naturally hydrophobic gangue minerals (e.g. talc) in the flotation of PGM-bearing ores, and according to Harris et al. a wide variety of modified guar gums are available for this application [4]. The Canadian potash industry utilizes natural guar gum as a blinder of water-insoluble slimes in the flotation of potash (sylvinite) ores, a process that is carried out in a saturated KCl/NaCl brine. The role of the polysaccharide is to prevent a primary amine collector from adsorbing onto these unwanted fine minerals. Hydrophobic interactions between basal cleavage planes and the polymer appear to be involved in guar gum adsorption on talc [5,6]. Liu and Laskowski stressed the importance of metal impurities on mineral surfaces that can serve as the active sites for polysaccharide adsorption [7]. This postulate was consistent with the later observation that, in addition to hydrogen bonding, the adsorption of guar gum onto talc was strongly dependent on the surface concentration of magnesium sites [8,9]. In this case the adsorption process was visualized as metal-polysaccharide complexation facilitated by the cis-configuration of the hydroxyl groups of mannose monomers. Hydrogen bonding and chemical interactions with metal sites were also suggested by Rath and Subramanian in their studies on guar gum adsorption on biotite mica [10]. In a recent study, Wang et al. demonstrated that hydrogen bonding is the main driving force behind guar gum adsorption onto talc [11]. Their data also show that the adsorption density of guar gum on alumina is about five times lower than the adsorption density on talc. Pawlik and Laskowski reported that the amount of guar gum adsorbed on illite was independent of ionic strength over a wide range of salt concentrations [12]. The adsorption density of the polysaccharide on illite did not measurably change with ionic strength from that of distilled water to about 50%-saturated KCl/NaCl potash brine (~3N KCl/NaCl). However, guar gum adsorption on dolomite dramatically decreased over the same range of ionic strengths, and no reliable explanation of that phenomenon was proposed [12]. The water structure-breaking or structure-making capabilities of background ions are usually ignored when discussing adsorption mechanisms of polymers. The concept of “structure breakers” and “structure makers” was first introduced by Gurney, and Frank and Wen who postulated that each ion is surrounded by three distinct regions of water structure [13,14]. In the first layer, water molecules are tightly bound to the ion. The second region extends farther away from the ion and is referred to as the region of structure breaking. Only at larger distances, where the ionic field is weak, water molecules form the “normal” ice-like structure. It is also now recognized that the first layer can be further divided into the primary and secondary hydration shells. Small, strongly hydrated ions reinforce the “normal” structure of water and the region of structure breaking disappears. In contrast, large less-hydrated ions disturb the ice-like structure and generate an extensive region of structure breaking. Experimentally, these two effects can readily be distinguished through viscosity measurements. Increasing concentrations of structure-breaking ions result in a decrease of the viscosity of aqueous solutions. On the other hand, increasing amounts of structure-makers significantly reduce the viscosity of water. Alkali metal cations form a sequence known as the Hofmeister series. ALFRED WILLIAM GAUGER ??Al" or '?Doc" to his many friends in the coal and chemical industries- is known for his research talents and organizing ability. Appropriately the first public recognition of his technical ability was by the A.I.M.E. in the publishing of a paper by George A. Burrell and Alfred W. Gauger in the "Transactions" for the year 1916. "Al" Gauger was born at St. Paul, July 31, 1892. He graduated in chemistry at the University of Minnesota in 1914. A year later he began his initiation into the mysteries of coal mining when he joined the safety division of the U. S. Bureau of Mines at Pitts- burgh, serving from 1915 to 1917.

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.
