Falls of ground have historically been the main cause for fatalities in underground mines. Although recent advances in technology have reduced the number of such accidents, when failures occur they usually result in severe consequences. Risks of rock falls, use of heavy machinery and electrical apparatus, entry to confined spaces, working in noisy and dusty environments, and working on unstable platforms are some of the hazards in ground control operations. Managing these risks requires a management regime involving strict adherence to operational codes of practice and an enshrined culture of safety. These should be subsequently reinforced through active participation of management, systematic training, and stringent internal and third party auditing. Accident reports show that the major contributing factor in most rock fall accidents is the failure to adequately manage known risks due to the lack of a systematic process. OHSAS 18001 (Occupational Health and Safety Assessment Series) is an international occupational health and safety management standard specification to develop occupational health and safety at the workplace. This standard is intended to help mine operators control occupational health and safety risks. Addressing the requirements of OHSAS 18001 can be a complex and demanding task. A comprehensive guide for efficient and accurate implementation of this standard is provided in this paper. The discipline can be used to establish an accountable management system foreground control activities in underground coal mines. The paper also provides guidelines for preparing necessary documents, devising safety policies, procedures, performing risk assessment, and handling instructions. Finally, the paper concludes by providing a sound analytical basis in terms of the creation of a robust safety management system foreground control operations in underground mines. Full benefits of implementing an effective and systematic operational health and safety management system are illustrated. The procedure adopted and prescribed in this paper can be used in all underground coal mines where lack of appropriate ground control practices can create deficiencies in both safety and productivity.

Advance knowledge of roof conditions can lead to improvement in roof control strategies that will reduce roof falls and ultimately will reduce injuries to mine workers. J.H. Fletcher and Company, in cooperation with West Virginia University, has been developing a system to meet these needs by collecting torque, thrust, and rotation speed data during drilling operations. Recent improvements in analysis algorithms to detect anomalies in the roof structure as well as various display enhancements for real time mapping and evaluation of roof structures have been incorporated into current Fletcher Information Display system. The unit has also been housed in an explosion-proof container to allow use in coal mine applications. Recently, the system has undergone extensive field trials in several limestone mines and one coal mine. During these trials, the National Institute for Occupational Safety and Health assisted Fletcher in verifying the accuracy of the roof mapping capability of the system by comparing the display information to bore hole scoping observations and drill corings. It was concluded from this assessment that the intelligent drilling system can complement scoping and core analysis to provide a more complete picture of roof strata and is capable of seeing features or conditions that are not always obvious in these more traditional methods.

"Indonesia is one of the world leaders in palm oil production. Palm oil industry is an industry to be considered when it comes to environmental impacts. This paper utilizes three step approaches. First, a material flow analysis of palm oil related industry was conducted in Indonesia. Second, a factory visit survey was conducted for getting information on environmental impacts of plantation and CPO mills. Third, a LCA study was made for a model Indonesian CPO mill in several bio-waste treatment options. Main findings were that, first; over 70% of FFB was bio-wastes generated from CPO mills. Second, some mills introduced a zero emission bio-waste policy. However, untreated bio-wastes in the zero emission policy, such as, CH4 from POME ponds, may have potential to reduce more impacts on the environment. Introduction Indonesia is one of the world leaders in palm oil production with approximately 12.4 million tons of crude palm oil (CPO) production in 2005 and with the plantation area 5.6 million ha spreading out in 19 provinces [10]. The expansion of palm oil cultivation in Indonesia and its export oriented industry heavily relies on the strong world market demand for food. Currently, there are 320 CPO industries in Indonesia [10]. These include plantations and palm oil related factories. Among them, there are six biggest players in CPO business in Indonesia: PT. Perkebunan Nusantara (PTPN) consisting of 9 PTPN, Sinar Mas, Raja Garuda Mas, Astra Agro Lestari, Minamas Plantation and Indofood. They are managing more than 50% of plantation estate in Indonesia and are leading the Indonesian palm oil business.Palm oil industry is an industry to be considered when it comes to environmental impacts. Unfortunately, there is not so much available information related to the performance of each CPO on environmental impacts. There are reports which provide information on environmental impacts of CPO mills in South East Asian countries, but are limited to, for instance, Thailand’s cases [4 and 5] and Malaysia’s cases [1, 3, 6, 7, 9, 11 and 12]. On the other hand, similar studies on the Indonesian’s case are not well established in academic literatures. And also there is limitation on Indonesian palm oil industrial information from plantation to consumption and disposal in academic articles. There is no literature related to material flow analysis focusing on the whole Indonesian palm oil related industry. One way to describe and present the environmental impacts is through a life cycle assessment (LCA). The LCA could be used to estimate the impacts of CPO production including the stages of plantation, transportation and milling [5, 8 and 11]. However, studies on Indonesian CPO production process were not well established in academic articles. The purpose of this paper is thus to clarify environmental impacts of palm oil industry in Indonesia especially by focusing on plantation and CPO mills with consideration to various bio-waste treatments."

Iron Road Limited (IRD) is currently developing the Central Eyre Iron Project (CEIP) at Warramboo on the Eyre Peninsula, South Australia. The project consists of a 30 year open pit mine, magnetite processing facilities, standard-gauge railway and deep water, Cape class capable port. Major South Australian government approvals have been received and funding arrangements confirmed.The 4.5 Bt Mineral Resource (3.7 Bt Ore Reserve), the largest in Australia and among the largest globally, is to be mined to produce 24 Mt/a high-grade, 67 per cent Fe, magnetite concentrate. This in-demand, premium product has a P80 of ~100 µm, suitable for both direct sinter feed and an additive in pelletising.The extensively drilled, homogeneous orebody is unique in both geology and mineralogy; only averaging 15 per cent Fe yet coarse-grained with almost negligible phosphorus and sulfur content. This has allowed significant opportunities to tailor the mining method to the orebody, utilising both optimised blasting as first stage comminution, as well as in-pit crushing and conveying (IPCC) to reduce the heavy haulage diesel fleet and optimise the pit shell.Approximately 1 Mt/d of total material, ore and waste, is required to be moved from the pit daily, introducing materials handling challenges, overcome by a flexible IPCC set-up, multiple overland conveyors and an exacting mine plan. Non-conventional waste and tailings storage is utilised to allow for significant water savings, progressive rehabilitation and minimisation of land impact.The processing facilities utilise both the magnetic and density properties of the magnetite to beneficiate the ore. The coarse-grained nature of the ore is exploited to minimise comminution yet still liberate a high quality product. Utilisation of modular construction methods allows risk reduction during construction and reduced pumping requirements during operation.This paper highlights the uniqueness of the CEIP, with focus on the mineralisation of the orebody, and the beneficial impacts this has on both the proposed mining method and processing. Deformable materials are sometimes added to ventilation stopping constructions to prevent damage caused by convergence in coal mines. However, adding deformable materials can significantly reduce the capacity of a stopping to resist transverse loading. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) has conducted research on the effect of various materials with different deformation properties on the transverse loading capability of a stopping wall. Based on a three-point hinge method of failure, a half-wall method of testing in the NIOSH Mine Roof Simulator was used to simulate full-scale wall behavior. This simulated the fracture initiation and eventual failure of the stoppings from transverse loading. The impact of the modulus of elasticity of various deformable materials was examined in this study. A polystyrene foam block with a low modulus of elasticity, which is commonly used as a deformable material, was shown to degrade the transverse load capacity of the stopping by as much 95%. Other materials with higher modulus of elasticity preserved more of the transverse load capacity of the stopping, but were not able to absorb as much convergence. This paper presents the results of a parametric study that quantifies the impact of various deformable materials in block stopping construction under transverse load conditions. Les substrats organiques sont à la base des biofiltres utilisant la réduction des sulfates pour générer de l&apos;alcalinité et diminuer la concentration des métaux dans des effluents contaminés. Afin de tester l&apos;efficacité de résidus forestiers utilisés dans de tels contextes, cinq types d&apos;écorce de nature et d&apos;âge variables ont été placés dans des contenants hermétiques et mis en présence d&apos;une solution synthétique de drainage minier acide. Le pH, l&apos;alcalinité et les concentrations de Fe2+ et SO4 2- ont été mesurés à intervalles réguliers pendant 70 jours. L&apos;importance d&apos;un éventuel neutralisant minéral et du type de souches de bactéries sulfato-réductrices pour l&apos;initiation et l&apos;évolution des réactions d&apos;oxydo-réduction ont été évalués en utilisant de la dolomite ainsi que des inocula de sédiments portuaires réducteurs et de boues d&apos;usine d&apos;épuration. Une augmentation de pH et des diminutions de Fe2+ et SO4 2- ont été notées dans tous les réacteurs. En l&apos;absence de dolomite, le pH augmentait de 1.6 à 5-6, Fe2+ diminuait de 400 à moins de 5-100 mg/L, et SO4 2- diminuait de 2500 à 750-1250 mg/L. Les échantillons inoculés avec des sédiments s&apos;avéraient légèrement plus performants que ceux avec boues. En présence de dolomite, le pH atteignait 6.5-7.0, et Fe2+ et SO4 2- tombaient à <5 et 20-40 mg/L, respectivement. Un système basé sur l&apos;utilisation de résidus forestiers devrait utiliser des écorces (plutôt que du bois) provenant de feuillus (plutôt que de conifères).

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the &apos;Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board&apos;s report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger&apos;s paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." "Direct cobalt electrowinning was developed to produce unrefined cobalt metal as an alternative to producing a mixed hydroxide product (MHP), which is the common cobalt intermediate product in African Copperbelt operations. MHP is preferred due to the high cost of producing high-grade cobalt cathode. Direct cobalt electrowinning test work results have shown that the purity of the unrefined cobalt metal produced from a low-grade copper solvent-extraction raffinate stream was ~97% (w/w), which is significantly higher than the MHP purity (up to 45% (w/w) Co). The current study investigates whether direct cobalt electrowinning would increase the profitability of African Copperbelt copper–cobalt oxide operations, when compared with the MHP flowsheet. An order-of-magnitude economic evaluation was conducted using dynamic differential discounted cash flow models on a “bare-bones” basis, using a 10% discount rate. Three variables were evaluated, namely; reagent utilisation extents, precipitation extents and filter-press wash efficiency. Multivariable risk analysis was also conducted using the Monte Carlo simulation technique to understand the impact of key project drivers. The financial study results indicated that a direct cobalt electrowinning flowsheet could potentially result in a higher mean net present value (NPV) compared with the MHP flowsheet. Cobalt recovery was found to have the most significant impact on the NPV. In addition to increased profitability of African Copperbelt operations, direct cobalt electrowinning has the potential to reduce the environmental footprint of operations as well as addressing the Democratic Republic of Congo government’s drive towards export of higher value metal products instead of low-grade intermediates."

"The International Cyanide Management Code (the Code) is a voluntary industry program for gold miners and associated cyanide transporters and cyanide producers. By becoming a signatory, a company commits to follow the CodeÆs principles and implement its standards of practice.Signatories are required to undergo an initial certification audit within three years and a recertification audit every subsequent three years. Recertification audits evaluate compliance over the preceding three-year period. This approach presents a number of challenges. Golder Associates has undertaken in excess of 75 initial certification audits and 25 recertification audits; more than any other audit firm. This paper outlines some of the challenges identified and lessons learnt from the recertification audit process. Central to the process is the challenge for organisations to maintain commitment to compliance over the full three-year period and effectively address deficiencies or non-conformances that may have occurred during that period in a prompt manner.The International Cyanide Management Institute (ICMI) provides guidance in evaluating deficiencies or non-conformances, which requires consideration of the æcauseÆ, ædurationÆ and æongoing compliance effortsÆ and an assessment of the concept of ægood faithÆ in response actions. The Central Subway will extend the recently completed 8.2-km long Third Street Light Rail line another 2.7 km north through the Union Square shopping district to Chinatown with a concourse-to-concourse connection to the Powell Street BART Station. One mined and two cut-and-cover subway stations are planned. Particular challenges include: tunneling under existing tunnels; variable ground conditions ranging from saturated alluvium to fractured bedrock; a congested urban setting and large-span caverns. This paper gives an overview of the project as it stands midway through the preliminary engineering stage along with a discussion of the rationale and design approaches that are being used to address the construction challenges of restoring light rail service in the most densely developed areas of San Francisco.

Three-dimensional velocity tomograms were generated on a daily basis to image mining-induced changes to the overburden above a longwall mine. The hypothesis was that a coherent redistribution of seismic velocity, due to the development of high-stress zones, could be imaged at the mine scale. Seam depth was 360 m and source location depth varied from 100 to 1000 m. Sixteen geophones were distributed over a 600 by 600 m square area on the surface above the mine. More than 12,500 events were recorded over an 18 day period. The recorded seismicity provided input for the local-earthquake tomography code, SIMULPS. Eighteen tomograms were generated and high-velocity regions correlated well with high abutment stresses. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated. These results indicate that velocity tomography can be used to provide a better understanding of temporal changes within a rock mass, and can potentially be used to produce a better understanding of the mechanisms that lead to unanticipated ground failures.

Discussions on reasonable prospects for eventual economic extraction (RPEEE) include the CRIRSCO 2019 reporting template, JORC 2012, SAMREC 2016, CIM 2019 Guideline, and Regulation SK-1300. These reporting codes all conform to the principles of reasonable prospects for eventual economic extraction. To demonstrate that all mineral resources align with the RPEEE principles, the Competent Person is responsible for endorsing the mineral resource estimate. Moreover, establishing mineral resources and RPEEE requires technical input from numerous technical specialists, such as mining and geotechnical engineers, metallurgical engineers, social and environmental specialists, financial and governmental practitioners, and more. The aim is to improve the transparency of the disclosure of mineral resources and guarantee the investor or potential investor that the reporting of mineral resources is based on reliable technical, economic, environmental, social, and other relevant factors. This paper discusses the important protocols and definitions in some international reporting codes for the purposes of developing a guide memoire that will assist the Competent Person to interpret, establish and apply RPEEE appropriately and easily.

In connection with the gathering of data for a report on the geology of the Humacao district of southeastern Porto Rico during the summer of 1916, under the auspices of the Scientific Survey of Porto Rico and the Virgin Islands, conducted by the New York Academy of Sciences, the writer had an opportunity to make a brief examination of the magnetite deposits of the eastern portion of the island. Inasmuch as these deposits have attracted some attention as possible future sources of iron ore, and as there is only scanty reference made to them in literature,&apos; a short description based on this reconnaissance survey was deemed to be worthy of record. The magnetite deposits of eastern Porto Rico occur in association with a belt of limestone, trending approximately S 53° E, which begins 11/2 miles east of Juncos and can be traced for about 6 miles toward the coast. Four outcrops of magnetite were observed, which are designated as Nos. 1, 2, 3, and 4, respectively, on the map shown in Fig. 1. The Si-0 equilibrium in liquid iron was investigated in some detail by Gokcen and Chipman1 who reported equilibrium constants of the following reactions: In each case the thermodynamic equilibrium constant K was obtained by extrapolating K&apos; to infinite dilution. Their results on reaction [I] were consistent with those of earlier observers, and there seems to be little doubt as to the approximate validity of the equilibrium product determined. On the other hand, the results on reactions [2] and [3] indicated unusual curvilinear relationships between the activity coefficients of silicon and of oxygen and the silicon concentration. Since a linear relation is observed in all other similar instances, it was concluded that some source of error had affected the gas-metal equilibrium relationships. Recently the authors undertook a restudy of these equilibria with the view especially to establishing the equilibrium constant of reaction [2]. Their experiments, however, were discontinued before a tbroughly satisfactory answer had been obtained and consequently have remained unpublished until the present time. Quite recently Matoba, Gunji, and Kuwana2 published the results of a very thorough study of these equilibria. It is the purpose of the present note to Compare these three sets of experimental data, a comparison which leads to Confirmation of the results of Matoba and coworkers. The experimental arrangements described by Dutilloy and Chipman were employed. A controlled mixture of Hz, H,0, and argon was led into the induction furnace over the surface of the Fe-Si melt contained in a silica crucible. On account of the slow approach to equilibrium, runs were continued for at least 8 hr and, in some cases, as much as 12 hr. Samples were taken by means of silica tubes at the start and during the final 4-hr period of each run. Out of twelve runs only seven appeared to have approached equilibrium with sufficient certainty to be reported here. The results of these experiments, all at 1600°c, are shown by the triangles in Fig. 1. Equilibrium was approached from both oxidizing and reducing conditions and the direction of approach is indicated by the shape of the triangle. Attempts to extend the study to higher silicon concentrations were unsuccessful on account of the transfer of silica from the metal bath to the upper portions of the crucible by means of a silicon-monoxide mechanism. Matoba, Gunji, and Kuwana used similar methods and approached equilibrium from both sides. Their results at three temperatures are shown by the solid lines of Fig. 1. A line corresponding to 1600 deg is interpolated from their equations and is shown by the dotted line. The results of Gokcen and Chipman at 1600 deg in the range 0.02 to 2.0 pct Si are also shown. At concentrations up to about 0.6 pct Si, these investigators approached equilibrium from both directions, and their results in this range appear to be trustworthy. Above 1 pct Si, however, all of their experiments involved oxidation only, as shown by a decrease in the silicon content of the bath. It now seems certain that they failed to reach equilibrium at these higher silicon concentrations and that the curvilinear relation shown by their results is incorrect. It is evident that their results in the lower silicon range are in good agreement with those of Matoba and coworkers. In fact, a straight line drawn through their results would parallel the dotted line and would differ from it by only 0.05 in log K. The new data also lie close to that line. It may thus be concluded that the three sets of data are in good agreement and that the equations proposed by Matoba and coworkers for reaction [2] are satisfactory . This paper describes the process typically involved with obtaining permits for quarry blasting in urban, suburban, and rural areas, including: content of SEPA (State Environmental Policy Act) driven documentation; regulatory review and comment; public interaction; public hearing(s); periodic regulatory review(s); negotiated solutions; monitoring; and the role of public interaction, demonstration(s), and education in the process. Case studies will be presented of projects undertaken in the State of Washington that illustrate the approach and regulatory interaction as well as the importance of public interaction throughout the process. Reference will be made to the role of national and state regulations and local codes and ordinances that provide additional limitations on blasting practice. The paper will also present regional blast monitoring data that are used in the permitting process and the layout and design of blast monitoring systems typically required as conditions of the quarrying permit. Our presentation will include tools, which we have developed to assist with explaining blast related phenomenon to both regulators and the public.

In 2002, many in the mining industry — companies, academia and government — realized that the industry would soon be facing a serious shortfall in salaried and hourly employees. Depending on whose numbers are to be believed, 20 percent to 50 percent of current mining professionals are expected to retire within five to 10 years. And there are not enough students currently enrolled in mineral-related programs to the fill the need. Part of the impending shortage in professionals was brought on by the industry’s negative image, which discouraged students from enrolling in mining engineering programs. Another part was that the industry was in the doldrums and was seen by the public as a dying industry.

This trend has resulted from a number of factors, including increased demand for resources as a result of worldwide economic growth, the diminishment of known and proven reserves, rising commodity prices, technology improvements, and the liberalization of investment regimes in developing countries with significant natural resources. With those opportunities, however, come associated risks and significantly increased legal compliance obligations that may be imposed by various bodies. That includes domestic regulations, as well as foreign civil and criminal laws with extraterritorial reach. A failure to adhere to those laws can have dire consequences, including substantial monetary fines and penalties, severe damage to a company?s reputation, and even jail time for individual company employees.
