Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. Three-dimensional structural analyses of three instrumented areas of a deep, longwall coal mine have been performed using the finite element code BMINES. The three Instrumented areas include two single-entry portions and one double-entry portion of the Sunnyside No. 1 Mine, Sunnyside, Utah. The finite element models simulated the sequence of excavation in each test area: the advance of the entry, installation of structural supports, retreat of the longwall, caving behind the longwall, and accumulation and loading of the gob. The structural supports considered in these finite element models include rock bolts, wood cribs, concrete cribs, steel arch sets, and chocks. Mechanical simulation of the geologic environment is achieved through elastic/ perfectly plastic material models employing anisotropy to represent finely layered regions of the medium. The results of these calculations are com-pared with the instrumentation readings from the mine. These measurements include closures, crib loads, rock-bolt forces, and stress growth.

In 2007, a total of 725 nonmetal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Nonmetal mines com-prised 4.9% of all m ining operations. ? Mines producing common clay comprised 25.4% (n=184) of all nonmetal mining operations. ? Nonmetal mining operations were located in all states and territories except Alaska, Delaware, Hawaii, Maine, New Hampshire, Rhode Island, Puerto Rico, and the U.S. Virgin Islands.

Augered-cast-in-place (ACIP) piles have been utilized on commercial projects throughout many parts of the country for years, but are only beginning to be scrutinized for use on major infrastructure projects and other critical structures in some regions. Numerous engineers are aware that ACIP piles are an economical foundation alternative, and many technical papers have been presented that provide reliable methods of estimating ACIP pile load capacity. However, designers may not yet appreciate that the load-settlement behavior of ACIP piles is very similar to that of drilled shafts. This paper analyzes ACIP pile case histories from throughout the country and demonstrates that ACIP pile settlement under applied load is consistent, predictable, and very similar to the documented behavior of drilled shafts. This paper also presents a simple but accurate method of estimating ACIP pile settlement at the design load, and illustrates the need to estimate the equivalent diameter of the as-built ACIP pile when estimating pile behavior. Finally, this paper presents back-calculated values of the drained elastic modulus from the ACIP pile case histories that may be useful to those using more sophisticated methods of estimating ACIP pile settlement.

The force exerted by unbroken surface waves on a cylindrical object, such as a pile, which extends from the bottom upward above the wave crest, is made up of two components, namely: 1. A drag force proportional to the square of the velocity which may be represented by a drag coefficient having substantially the same value as for steady flow, and 2. A virtual mass force proportional to the horizontal component of the accelerative force exerted on the mass of water displaced by the pile. These relationships follow directly from wave theory and have been confirmed by measurements in the Fluid Mechanics Laboratory of the University of California, Berkeley. The maximum force exerted by breakers or incipient breakers is impulsive in nature, reaching a value much greater than that produced by unbroken waves but enduring for only a short time interval. This impulsive force represents the ultimate development of the accelerative force and is produced by the steep wave front and large horizontal acceleration at the front of a breaker. This impulsive force greatly exceed. the drag force computed from the particle velocities of the breaker. The reader is cautioned that these preliminary results are applicable only to single piles without bracing and are likely to be modified somewhat where multiple piles are driven, one within the influence of the other or where multiple piles are connected by submerged bracing. This paper is essentially a preliminary report submitted at this time because of the current importance of wave forces in the design of offshore structures. An extended series of additional experiments is planned for the near future. The extraction of minerals and coal at greater depth, employing higher-powered machinery to improve production levels, imposes an increased burden on the ability of a ventilation system to maintain an acceptable mine climate. Hence, mechanical mine cooling systems are often adopted, which can be expensive in terms of both their associated capital and operating costs. Consequently, in order to optimize the total mining costs, it is essential to provide the mine operator with a method with which to determine the most cost effective and efficient mine cooling system. In a previous paper1a novel energy analysis employing the concept of exergy was proposed and applied to cooling systems applied to two conceptual model mines, representative of UK deep coal operations, and their resultant subsurface thermal environ-mental conditions predicted. This paper presents an analysis of the results obtained from the application of this novel technique to assess the performance of various cooling systems applied to a current UK colliery that is experiencing climatic problems due to its depth and highly mechanized production and development workings. To perform this analysis, ventilation and climatic data collected at the case study mine were used to construct balanced mine ventilation and climatic network models to replicate the subsurface environment. Where air conditions exceeded specified climatic limits within identified climatically control zones, mechanical mine cooling systems were employed. A number of cooling system configurations were applied to these model to investigate the potential to satisfactorily regulate the thermal environment. The heat energy transferred out of the air stream by the various cooling methods was absorbed using a variety of chilled water systems, which were designed to operate at various water flow rates and temperatures. Models of various cooling system were developed and applied to control the underground climate within this mine network to within pre-set climatic limits. The results of a comparative analysis of the energy transfers that were produced by the application of the different cooling systems are presented in the form of exergy performance indices. The results produced by simulation models constructed to represent chilled water distribution networks to supply the various air coolers, are designed and balanced. The results of the exergy analyses applied to the operation of the various chilled water pipe networks are discussed and used to assess the exergetic performance of the application of each proposed cooling system to the mine ventilation network.

Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba&apos;s statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

Large-scale methane releases in dual salt mines have resulted in ignitions and mine fatalities as recently as 1979. Several past studies have implied that hazardous methane occurrences in U.S. salt domes are distributed neither uniformly nor randomly, but are geologically controlled and potentially predictable. A first step by the Bureau of Mines in addressing the problem of methane in deal salt mines required development of a new test to determine volumes of gases in solid salt samples. This report considers the results achieved when 80 deal salt samples were tested for gas content by dissolution in a controlled atmosphere chamber. Criteria were organized to delineate salt types based on geological occurrence. Outburst samples range from 0.014 to 7.4 cm3 CH4/100 g NaCl, anomalous salt samples from 0.0027 to 2.6 cm3 CH4/100 g NaCl, and normal salts from less than 0.0003 to 0.31 cm3 CH4/100 g NaCl. The presence of higher hydrocarbons was most common in samples containing larger quan¬tities of methane. The presence of higher hydrocarbons appears to be useful in detecting methane hazards where some methane may be lost before gas content testing. An exploratory rotary and/or core drilling program, dissolution testing for gas content, and up-to-date geologic mine napping could allow a mine operator to assess methane hazards in dual salt.

The design and operation of coal preparation plants are governed by the inherent quality of the raw coal to be processed, market specifications and the saleable tonnage requirements. Topography influences the layout of the plant but does not affect the process design. The coal market comprises many sectors, each having specific requirements with respect to both size and quality. In turn, these have led to different levels of preparation and the development of specific types of coal preparation plant design. Developments in processing techniques and processing equipment have also influenced the design and now give the preparation engineer numerous permutations in process and equipment selection. This paper gives an overview of the coal industry in general and summarizes some of the developments in the design of plants and technical developments in the areas of dense medium processing, fine coal treatment and equipment design.

Energy Incorporated has prepared this final report presenting the results obtained from the program for extracting alumina from anthracite culm along with the recovery of energy. This work has been accomplished under the auspices of the U.S. Bureau of Mines with technical coordination through the bureau&apos;s Reno, Nevada facility. The objective of this program was to develop a process to recover alumina and energy from Northeastern Pennsylvania anthracite mining waste. The program included Identification of sufficient resources to support a commercial facility, identification of the operating parameters which maximize alumina and energy recovery, the development of a conceptual process design, preparation of material and energy balance(s), and the performance of a system economical analysis. The program was conducted in three major phases. In the first phase the program concentrated on selecting several anthracite culm banks capable of supporting a commercial alumina producing facility. The chosen banks were then sampled and analyzed leading to the selection of two banks which were chosen far testing. The Harry E. and Eckley culm banks were the ones selected. Material from these banks was tested in Energy Incorporated?s Idaho Falls, Idaho testing facility. Parametric testing was accomplished in an eight-inch-diameter fluidized bed test facility. The test program consisted of twelve separate tests. After critical operating parameters were determined, the second phase started: process development in EI&apos;s 18-inch fluidized bed test facility. Three material and energy balance tests were completed in this facility. Following these tests a 72-hour demonstration test was performed. The data acquired from these tests were used in the last phase: the process conceptual design and economic analysis. The design basis was a commercial scale facility capable of producing 500,000 tons of alumina per year for 15 years. Based on the test program, It is technically feasible to build and operate such a plant today. The facility would produce, along with the alumina, 81.5 MWe of electricity for outside consumption. A preliminary rate of return indicates that the plant is not feasible with today&apos;s economic conditions. An increase in the market price of either the alumina or the electricity is required to provide an attractive rate of return for the facility.

"INTRODUCTION Three representative lots of ore wore obtained from the Aguila minim district in Arizona during the Bureau's exploration of manganese deposits there. Since only selectively mined ore from this district will meet commercial-grade specifications, the ores were studied to determine their amenability to concentration.Although the purpose of the investigation was to determine the possibilities of the district as a source of commercial-grade manganese, testing was sufficiently comprehensive to indicate the response of the ores to several different types of treatment. Many data of secondary importance have been omitted, end only the more pertinent tests are presented in detail.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to. Metals Reserve Company was ferro-grade manganese, grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., O.18 percent; Al12O3, max., 6 percent; Zn, max., 1 percent.Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.O percent iron, and. 11 percent silica plus alumina. Premiums were paid for manganese con¬tent over 48 percent and iron content under 6 percent, penalties being imposed upon products containing loss than 48 percent manganese or more than 6 percent iron or more than U. percent. silica plus alumina.. The specifications for commercial manganese further required that the maximum particle size be 12 inches and that 75 percent of the product be coarser than 20-mesh. Therefore, fine material, such as table and flotation concentrates, had to be nodulized or sintered. In addition, carbonate manganese ores were not acceptable unless calcined.."

Using non-hazardous industrial residues in mine waste remediation is beneficial not only for the mining industry where substantial amounts of the waste generated have potential to produce acid rock drainage and pollute the environment, but also the providing industry, minimizing the waste landfilled. In this study green liquor dregs (GLD), residue from 15 different paper mills were characterized to valorize it as a potential product as a cover material. In another part of the study, one of the GLDs and a local till were characterized to determine the optimal mixture of GLD amended till to be used in a field application at the closed Näsliden Mine in northern Sweden. The study concluded 10% GLD-amended till to be the optimal recipe and was successfully applied at the Näsliden mine waste dump. However, the great variability in the characteristics of GLD creates challenges if it is to be valorized as a product.

In this talk I will report on an effort to reassess the risk of pile driving to juvenile salmonids migrating through Puget Sound. The study was motivated by the concern of the construction industry that provisions restricting pile driving during the spring migration is resulting in an unbalanced burden to the industry. In simple terms the industry wants to know if some construction can be conducted in the spring without harming the juvenile fish. Fisheries agencies have agreed to reconsider their regulations in the context of additional studies. So, in this talk I will present some thoughts on risk assessment in general and the results of our study to assess the impact of pile driving on Snohomish River juvenile pink and chum salmon that migrate through the Navy Homeport construction site at Everett. The research, which is being carried out by the Fisheries Research Institute at the University of Washington, was planned and is supported in a joint effort including: the Washington Department Fisheries, National Marine Fisheries Services, U.S. Fish and Wildlife Service; General, Manson, and Hurlen construction companies, the Department of Transportation and a number of Puget Sound ports authorities. I will first briefly discuss the early life history of the juvenile salmon the regulations are designed to protect Second, I will outline the legal criteria required for risk regulation and some specific thoughts on how a reassessment of pile driving risk might be approached. With this basis I will report on our research and how it can be applied to a new risk assessment.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

PARTICULAR interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world&apos;s deepest mine, the Turf shaft of the Robinson Deep in Johannesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly new 1-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104º at sea level, insured reasonable safety, since all parts of the machine operated at subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself. An innovative retaining wall design consisting of tangent drilled shafts with supplementary seal piles was used to limit continuing bank erosion along the Brazos River in Southeast Texas. The riverbank erosion had progressed to where it was threatening the stability of both the bridge abutment and corresponding approach embankment of the heavily travelled Highway 99 bridge at this location. A tangent pile design was selected because it was both much faster to install and more cost effective than a secant pile system. The design included both 5.5-ft and 10-ft diameter shafts with depths up to 130-ft and comprised both anchored and cantilevered sections. Supplementary seal shafts were also installed between the structural tangent drilled shafts to help plug any gaps between the tangent shafts. The plumbness and diameter of the shafts were tested using a sonic caliper to make sure the shafts were installed within the specified tolerance. The initial design had to be revised when a record flood from Hurricane Harvey impacted the site during construction. Introduction The Fort Bend Grand Parkway Toll Road Authority (Owner) needed to protect the north bridge abutment with a retaining wall system due to rapidly eroding conditions of the Brazos River banks within the 300- feet-right-of-way of the State Highway 99 Jodie Stavinoha Bridge. The extent of the local scour and erosion along the north bank of the Brazos River has caused concern for the structural integrity of the bridge. The magnitude of the erosion along the north bank at the location of the bridge has been measured at about 120 feet over three recent hydrologic flood events locally referred to as Memorial Day 2015, Memorial Day 2016, and Tax Day 2016. During construction, a new record flood level occurred due to Hurricane Harvey in August of 2017 that resulted in a portion of the retaining wall needing to be redesigned due to even more erosion occurring. The Brazos River is an actively eroding and meandering alluvial river plain that naturally meanders and migrates over time. The processes of bank erosion and meander migration were ongoing before the bridge was constructed and will continue in the future. These recurring major flood events, however, rapidly increased the rate of erosion in just a few years. Background. Due to the need to protect the bridge as soon as possible, the Owner selected a project team consisting of the designer, general contractor and specialty deep foundation contractor prior to final design to work together in developing a cost-effective design that could be implemented rapidly. The project team initially considered both a secant pile and tangent pile retaining wall system using drilled shafts. After reviewing various alternative designs, a tangent pile wall with seal piles was selected based on both cost effectiveness and speed of installation. The tangent pile with seal pile option was approximately 20 percent lower in cost and 50 percent faster to install.

"INTRODUCTION The United States, with its vast resources of relatively low-grade zinc been the world's leading producer of zinc -metal for many years. The expanded zinc production during the period, 1939-44, inclusive, was induced by favorable premium prices and has depleted the known ore reserves in the United States. The 1943-44 rate of zinc production cannot long be maintained in the United States, especially if premium prices are removed. Domestic zinc reserves, have been depleted to such an extent that it is doubtful if our mines will again be able to completely and continually fulfill the needs of this country.The Bureau of Mines, anticipating a postwar consumer demand for 550,000 to 750,000 tons of slab zinc and an additional 100,000 tons for use in paints and chemicals, sent two engineers to Sedanka Island in July 1945 to investi¬gate the deposits near Biorka Harbor.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "This paper presents the results of in-situ tests conducted on a set of under-reamed piles in a silty sand deposit. Three piles (i.e. vertical, vertical with one bulb and vertical with two bulbs) of diameter 0.2 m were cast upto a depth of 5 m. The pile cap had four foundation bolts cast into it so that a mechanical oscillatormotor assembly could be mounted centrally on it. The oscillator-motor assembly was used to generate purely sinusoidal dynamic forces, in either horizontal or vertical directions. For both horizontal and vertical vibration cases, it was observed that (i) the natural frequencies decreased with an increase in the excitation force level, (ii) for the same excitation level, the natural frequencies as well as the maximum amplitude of vibration are almost the same irrespective of the pile geometry i.e. number of bulbs in the pile, indicating that the full pile length is not being excited. For the vertical vibration case, the soil-pile stiffness at frequencies, before resonance, were observed to be higher than those at frequencies after resonance. In the horizontal vibration case, the stiffness of the soil-pile system was found to be decreasing with an increase in the excitation force level. The damping ratio was found to be increasing with an increase in the excitation force level.INTRODUCTIONUnder-reamed piles are piles, normally upto a depth of 6 m, with one or more bulbs along the pile stem. These have been used for structures like transmission towers, structures on expansive soils etc. for a very long time, however it is only in the last 30 years that dynamic response of a pile has been studied. Evaluation of dynamic soil-pile interaction is a very complex problem as the conditions and properties of soil are highly variable and unpredictable. Various models and approaches have been suggested by various investigators for evaluating the dynamic soil-pile interaction problem, but most of them are based on the assumptions that the behaviour of soil is linear and the soil surrounding the pile is strongly adhered to it. But in practice, it is not so. The soil surrounding the pile is always somewhat loosened and undergoes some deformation when a sinusoidal load is applied. This causes the soil-pile system to behave nonlinearly.In earlier studies by Novak, (1974), Novak and Aboul-Ella, (1978) etc. a linear elastic behaviour of soil was assumed. This approach was very useful in understanding the mechanism of soil-pile interaction to a large extent. Subsequently various models were suggested like the lumped mass models with nonlinear discrete springs, dashpots and friction elements Matlock et al. (1978), weak cylindrical zone around the pile model Novak and Sheta, (1980), ideal boundary zone model with non-reflective interface, Han and Sabin, (1995) etc. These approximate solutions give an idea about the mechanism of dynamic pile-soil interaction to a large extent. However, in reality both separation and slippage can occur due to the formation of a weak bond at the contact surface between the soil and the pile when a dynamic load is applied. In addition, the soil column adjacent to the pile experiences large deformations under dynamic loads and thus behaves nonlinearly.Some computer aided model studies on the dynamic response of under-reamed piles have been reported, however, very few insitu dynamic tests on under-reamed piles are reported. Dynamic tests on piles were carried out by Novak and Grigg (1976) on small scale single piles and pile groups in the field. Similar field tests on small scale piles were conducted to study the nonlinear behaviour of a single pile and a pile group under strong harmonic excitation by Han and Novak (1988), Han and Vaziri (1992), Burr et al. (1997), Manna and Baidya (2010) etc. The majority of these experimental studies were focussed on the response of the specific pile groups and compared with the results of a single pile.
