Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. Com o objetivo de encontrar uma solução inovadora e de baixo custo para o tratamento de efluentes domésticos, foi desenvolvido e implementado na ArcelorMittal Tubarão um sistema de tratamento utilizando escória de aciaria LD. O sistema, que se compreende de um Tanque de Recebimento; Tanque de Sedimentação; Filtro de Escória; e Redutor de pH foi objeto de estudo e teve sua eficiência medida em relação a sete fatores: Demanda Química de Oxigênio, Demanda Biológica de Oxigênio, E. Coli, Fósforo Total, Fósforo Dissolvido, pH, e Sólidos Suspensos Totais. De maneira geral, o sistema mostra-se eficiente, com destaque para as excelentes taxas remoção de E. Coli, Fósforo Total e Fósforo Dissolvido. O controle do parâmetro pH através de um método de baixo custo ainda representa um fator a ser superado, que quando consolidado permitirá uma nova aplicação para o material no tratamento de efluentes domésticos e rurais.

It is known 1,2 that the equilibrium between titanium metal, TiCl2 , and TiCl3, in a solvent of molten metal chlorides, is influenced both by the total amount of dissolved titanium and by the type of solvent. Assuming that the trivalent titanium forms the complex ion Ti111 Cl4, the equilibrium reaction may be expressed by the following equation, (Me) TiIII cl4+ 1/2 Ti = 3/2 TiII cl2+ (Me) Cl The ideal ionic equilibrium constant for this reaction is, Where the N's are the molar ionic fractions in the equilibrium melt, and (Me) the different types of cations present in the equilibrium mixture. The following thermodynamic relation is derived between Kand the concentration of cations in the equilibrium melt, mix The N"S are the equivalent ionic fractions, and so forth are constants corresponding to the standard changes in free energy for reactions in melts where only the cation indicated is present, and f (y1) is a function of the activity coefficients in the equilibrium mixture. When this term vanishes, a simplified linear relationship between In Kideal and the concentration is obtained. The simplified relationship has been applied with satisfactory results to the experimental data of Mellgren and pie,' and Kreye and Kellogg.2 MANY existing methods for the production of light metals involve the reduction of their respective metal halides in the presence of salt melts composed of alkali or alkaline earth chlorides. In such a solution phase, the light-metal halide may undergo stepwise reduction from a higher, to a lower valence, and finally to a zero valent state. In this connection, the disproportionation equilibrium is of great interest. In the case where the higher valence is three and the lower valence is two, the disproportionation equilibrium may be written as follows, 3 Me11 = 2 Me111 + Me [I] If this equilibrium occurs in a salt melt containing a large excess of alkali chlorides, a typical ionic melt is obtained. This paper presents a correlation of acoustic emission (A.E.) with physical and mechanical properties of different types of rock and coal specimens which were tested under aegis of a consultancy project from a Columbian Mining Company. In this study, three types of rocks which are sandstone (Arneisca), siltstone (Arciolita) and claystone (Limolita) and two different types of coal were tested. The tests were carried out under constant loading rates according to ASTM Standards for determining Young?s Modulus and Poisson?s Ratio. In both cases a MTS electro-hydraulic loading system was used. Mode of failure in each material was characterized by the acoustic emission and the results were substantiated by the deformation characteristics of the materials during failure.

T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

The pile foundation designer typically performs a subsurface exploration program and static pile capacity calculations before selecting a pile foundation type, length, and capacity. During construction, a pile installation criterion must be established to meet these design requirements. This installation criterion usually consists of a minimum penetration resistance or blow count to confirm pile capacity and may also include a minimum embedment requirement. This text will focus on use of wave equation analysis and dynamic measurements to meet design requirements. Soon after the Rosebery concentrator commenced operations in 1936, an investigation was begun in an attempt to discover a substitute for cyanide in lead flotation. Cyanide is an excellent depressant for zinc and iron, but it also powerfully depresses the copper, silver and gold bearing minerals present in Rosebery ore, thus allowing them to pass through to the zinc concentrate or final residue where they are of little or no value.The investigation was not entirely successful, but it did indicate that sodium bisulphite or sodium sulphite could be used as a depressant for zinc without depressing the copper, silver and gold bearing minerals. The sulphites were, however, much inferior to cyanide as apyrite depressant.At about this time, I. W. Wark, using the captive bubble technique, had shown that, at the concentrations normally used, sodium aerofloat is not a promoter for pyrite or galena in alkaline solutions (see his book "Principles of Flotation", p. 188). Some preliminary tests on the production of a copper concentrate from Rosebery ore were therefore carried out using sodium sulphite as depressant and sodium aerofloat as promoter.The results of this work were promising but, since Rosebery ore usually carries only about 0·5% copper, there did not seem to be much incentive to carry the work further. "Sphalerite flotation in the absence of copper activation at moderately alkaline pH has been observed in laboratory studies. An in-plant test of this observation was conducted at Kidd Creek Mine LTD. using a portable minicell flotation circuit. The results confirm that raising the pH causes sphalerite flotation.The testwork with the minicell circuit is described. The circuit, built around 2, 51 cells donated by the Noranda Technology Centre, was funded by Air Liquide and NSERC. It includes a data acquisition system to monitor continuously dissolved oxygen, pH and Pulp potential.INTRODUCTIONFlotation of sphalerite is normally practised by adding CuSO4 as an activator under alkaline pH. Recently there have been a number of laboratory and plant examples of sphalerite flotation without deliberate addition of cu++ ions (Girczys, 1972; Mukherjee, 1976; McTavish, 1980; Marouf et al., 1986; Mielczarski, 1986; Leroux et al., 1987; Palsson and Forssberg, 1989; Sandoval-Caballero et al., 1990; Zhang et al., 1991).In batch tests, with a sample of Pb/Zn ore from Polaris, Leroux et al. (1987) found that sphalerite became floatable after adjusting pH to 9. 5-11: they ruled out natural floatability or the formation of elemental sulphur on the surface but suspected iron hydroxy compounds were responsible. Sandoval-Caballero (1990) conducted a continuous minicell test at Brunswick Mining and obtained a 44 % Zn recovery and 40.5 % Zn grade concentrate without deliberately adding CuS04 at pH= 10.5. With single mineral studies, Zhang et al. (1991) revealed good sphalerite floatability (over 80% recovery) in pH range 8 to 11 and found that this floatability was related to pH, dissolved oxygen (DO) level and Fe++ species present in the system.To explore further the conditions under which sphalerite can float without addition of CuSO4 , a continuous pilot test using minicells was performed at Falconbridge Ltd., Kidd Creek division. The set-up is briefly described (a more detailed description is given elsewhere in these proceedings) with emphasis on the data acquisition system - dissolved oxygen, pulp potential and pH were monitored continuously. Results of testwork investigating pH, CuS04 addition and gas composition are presented."

Approximately 2,500 tons of low-grade uranium ore were used to conduct a field-scale heap leaching test as well as throe column leach tests. The ore used to construct the field-scale heap leaching test had a grade 0.023% U308 while the ore used fur column leach tests had a grade of 0.027% U308. The ore was crushed to minus 4 in. The field-scale heap was constructed on a clay base with parallel effluent lines running under the heap spaced 7.5 ft apart. The heap was leached for 45 days, drained, washed, and dismantled. Based on residue analysis, approximately 205 tons of ore were leached with a final U308 extraction of 96%. The heap was 17.9 ft in height and leached in a near-vertical pattern down to approximately 1 ft, at which point the leached zone become bell-shaped. Two 8-ft column charges and one 18-ft column charge were leached for 36 and 45 days, respectively. Based on residue analyses, all U308 extractions were greater than 96%. The conclusions generated by the studies showed that (1) flow rates were similar for column leaching and field-scale leaching, (2) final U308 extractions were the same for both types of leaching; however, the deeper ore beds tended to require longer leaching times, and (3) the reagent requirements were reduced with increased bed depth.

Iron ore beneficiation plants are facing economic pressures to treat more challenging ore types, improve efficiency and improve product quality. Better control and stability of the plant process in the face of increasing feed ore variability has been a goal for many of the operations facing these challenges.Prompt gamma neutron activation analysis (PGNAA) technology has proven to be a successful measurement technique within an iron ore beneficiation plant. PGNAA was first developed in the early 1980s for the measurement of the elemental composition of bulk materials. Today, PGNAA technology is applied for elemental analysis within the iron ore industry on both bulk materials and slurries.Traditional composite sampling throughout the wet iron ore beneficiation process provides a delayed measurement of average properties but does not capture the true variability of the process in real-time. As such this is a limiting factor towards stabilisation and optimisation of the process. A PGNAA analyser provides real-time slurry elemental analysis of feed, concentrate and tails streams within the processing plant. The analytical data from the analyser can be exploited with a control strategy to correct and stabilise the plant on a much shorter time scale, delivering significant economic benefits and greater operational flexibility. The economic benefits include more stable product quality and a reduction in composite sampling and laboratory costs.Some example results will be presented from the Vale Vargem Grande iron ore beneficiation plants, which are utilising a six stream multiplexed Thermo Scientific PGNAA Slurry Analyser.CITATION:Noble, G, Stabile, A, Portes, E and Roberto, J, 2017. The ultraviolet spectrum of isopropyl ethylthionocarbamate (the principal constituent of Dow flotation collector Z-200) in water and of Z-200 itself in water was found to have an absorption peak at 242 nanometers(nm). The height of this peak was found to be directly proportional to isopropyl ethylthionocarbamate concentrations up to 15 p.p.m. Z-200 contains about 90 per cent isopropyl ethylthionocarbamate and the heightof the peak was proportionately lower, but obeyed the straight line relationship up to 15 p.p.m. This showed the potential value of spectrophotometric measurements for the determination of Z-200 residuals in flotation liquors.Methyl ethyldithiocarbamate (an impurity in Z-200) increased the peak height slightly, but other impurities in Z-200, xanthates, and most inorganic salts present in flotation liquors do not interfere. However nitrate ion and thiosulphate ion have absorption peaks which overlap the isopropyl ethylthionocarbamate peak.The simplest general method to overcome this effect is to extract the isopropyl ethylthionocarbamate into cyclohexane and to measure the absorbance of the extract.The maximum absorbance of the cydohexane extract was at 247 nm and the peak height at this wavelength was found to be directly proportional to the isopropyl ethylthionocarbamate or Z-200 concentration in the original aqueous solution. An alternative method is to measure the spectrum of the original aqueous solution using the aqueous raffinate from extraction as a reference solution. This gives the spectrum due to isopropyl ethylthionocarbamate alone and measurement of the absorbance at 242 nm gives the concentration in the original aqueous solution. Both methods give the same value for the concentration of isopropyl ethylthionocarbamate in the original solution.

Beneficiation and dephosphorization of refractory oolitic hematite ore are investigated in this paper. It is shown that single magnetic separation, gravity separation or flotation is unable to recover iron effectively from the ore due to the complex mineralogy. The joint separation by spiral chute-shaking table shows a prospect for the treatment of the ore. An iron concentrate with 58.67% iron grade and 51.93% recovery is obtained by the joint separation of spiral chute and shaking table under the fineness of ?0.074mm 90% and dispersant dosage of 2kg/t for a sample ore of 37.51% Fe and 0.88% P. However, P content in the concentrate is still up to 0.52%. Dephosphorization from the concentrate is hence carried out. The final iron concentrate assaying 59.26% Fe and 0.056% P is obtained when the concentrate obtained by joint separation is leached by sulfuric acid of 1% (mass fraction) with solid percentage 10% at room temperature for 10min.

Researchers at the U.S. Bureau of Mimes monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s Lucky Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Further Reports of Investigations (RI) in this series present in-depth analyses of the effects of backfill on rock bursting and calibration of a stope numerical model.

The literature pertaining to the electrochemical reaction at the anode during electrolytic reduction of alumina by the Hall-Heroult process is not in universal llgreement about the gaseous product. The possibility of electrochemical formation of CO at the anode was examined using existing data. Although the thermochemistry favours co-evolution of CO and CO2 with CO as the major product, the mechanism of the reaction shows this is unlikely. Since the origin of CO can be more logically explained by non-electrochemical mechanisims, it is concluded that CO2 is the only product from the electrolytic reaction at all current densities.

Taking the third meridian as the eastern boundary of proved payable auriferous country, there is a stretch of country, nearly 600 miles in width, in which no appreciable amount of gold has yet been discovered. Many prospectors have attempted to .penetrate or traverse it, but comparatively few have thought it worth while proceeding with the examination.The desolate stretch of waterless desert-the very few and insignificant outcrops through the sand and the almost total absence of feed for horses have, combined, presented such a barrier as to preclude prospecting. The few who have traversed the country are eloquent in denunciation, yet their investigations, necessarily hurried, are not quite satisfactory. The absence of water utterly debars a thorough examination being made. Gold may exist in quantity, yet it would have to be extraordinarily plentiful to render its obtaining profitable. Too fantastic is the idea of its ever being a mining district; shifting sand to traverse, utter absence of wood and water render the notion absurd. Likely looking belts occur, but these in all "cases are small and remote from water. Gold has been obtained from likely look ing quartz reefs, but only by fire assay, and then but a few do to the ton. Without wishing to be pessimistic, I would unhesitatingly declare that east of the third meridian, and between the parallels 25 and 30 degrees in West Australia, there is no gold in payable quantities.

"Uma Oya Multipurpose Development Project is under construction in Sri Lanka. This project involves 2 Rolled Concrete Core (RCC) Dams connected through a tunnel currently under construction by Drill and Blast method. The water is transferred from first diversion dam to the 2nd regulatory dam and from which, it will be transferred through a 14 km headrace tunnel to the top of a 650 m deep drop shaft that feeds the high pressure water to an underground powerhouse and turbine chamber for generation of 120 MW of electricity. The Headrace and Tailrace tunnels are being excavated by two 4.4 m diameter double shield TBMs. The headrace tunnel has already passed 5km milestone and is mined in hard rock, while the tailrace tunnel has been completed in rather weak and fractured ground. This paper will review the history of the project along with the geology of the site. The operation of TBM in headrace tunnel will be discussed in more detail, focusing on the challenges of excavating through very strong and abrasive quartzite and gneiss on this site, as well as reaches of tunnel in high inflow of water reaching 400 L/Sec. INTRODUCTION This paper aims to introduce the Uma Oya Multipurpose Development Project (UOMDP) as a hydro mechanical project in Sri Lanka, targeted generating hydro-electric power, transferring water for irrigation purposes and controlling seasonal devastating flood. This project lies in the south-eastern part of the central highland region of Sri Lanka (Figure 1). The main part of the project is located in the south-western part of the Badulla district in the province of Uva. The south-eastern end of the project site is in the central west of the Moneragala district (province of Uva). Bandarawela is the largest urban setting within the project area, located halfway between the upstream and the downstream ends of the planned hydropower plant and combination of dams, tunnels, and downstream facilities. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya. The feeder (power) tunnel Lot consists of a headrace tunnel (L=15554m), the surge shaft (L=200m) and tank on the upstream of the vertical shaft, a vertical shaft with steel lining (L=650m), an underground powerhouse and a tailrace tunnel (L=3650m)."

THIS BULLETIN analyzes and summarizes research at the Bureau of Mines dealing with the preparation, properties, and reactions of iron carbides in the period 1948-60, part of which was sponsored by Wright Air Development Laboratories. The objective was to develop better catalysts for the synthesis of methane and higher hydrocarbons from hydrogen and carbon monoxide. The investigations resulted in the first adequate characterization of epsilon iron carbide, which later proved to be an important intermediate in the tempering of martensite in steel. At temperatures near 170° C, the carbon in carbon monoxide reacts nearly quantitatively with finely divided alpha iron to form an iron carbide in which the metal atoms occupy the positions of the close packed hexagonal arrangement with lattice parameters of ao=2.754 A and co=4.349 A. The carbide has a composition within 2 atomic percent of that required for the formula Fe2C, a Curie point of about 370° C, a specific magnetization of 160.4 ergs per gauss-gram Fe at 50° C, and a ferromagnetic moment of 1.70 Bohr magnetons. Epsilon iron carbide can be converted to chi iron carbide by thermal treatment at 343° C for about 70 hours. The chi iron carbide so formed has a Curie point of 247° C, a specific magnetization of 142.5 ergs per gauss-gram Fe at 50° C, a ferromagnetic moment of 1.72 Bohr magnetons per iron atom, and a paramagnetic moment of 5.5 Bohr rnagnetons per iron atom. Direct synthesis of this carbide from carbon monoxide at 240° C indicates a composition within 7 atomic percent of that required for Fe2C. Chi iron carbide can be converted to cementite at 550° C in about 315 minutes. The theta iron carbide so prepared has a Curie point of 210° C, a specific magnetization of 147.3 ergs per gauss gram Fe at 50° C, a ferromagnetic moment of 1.72 Bohr magnetons per iron atom, and a paramagnetic moment of 3.9 Bohr magnetons per iron atom. Pure chi iron carbide reacts to form theta iron carbide by the elimination of free carbon. In the presence of an excess of free iron in intimate contact with the carbide, chi iron carbide reacts with the free iron to form theta iron carbide. The second reaction proceeds at an appreciable rate at 320° C and can be used to snythesize finely divided theta iron carbide with no free-carbon impurity at low temperatures. The ease of the reaction in the presence of free iron suggests that chi iron carbide is an intermediate in the tempering of epsilon iron carbide to theta iron carbide as it proceeds in steels. Experiments on carbon steel show that the magnetic moment of the iron atoms in martensite is about 2.2 Bohr magnetons per atom, a value approximately the same as that of the iron atoms in alpha iron. The Curie points of epsilon iron carbide, chi iron carbide, and theta iron carbide were found -in various specimens of tempered steel to be 10° to 20° C lower than normal values. This shift is probably the result of manganese in solid solution. Preparations of various compositions of epsilon iron carbonitrides show many effects of extensive isomorphism between epsilon iron carbide and epsilon iron nitride. The action of carbon monoxide on finely divided alpha iron at 400° C results in free carbon deposits containing filaments about 0.1 micron in diameter and several times as long. The filaments are characterized by nuclei of dense material located midway from each end of the filament. Although carbiding to near completion at 240° C over periods of about 300 hours produces a preparation containing no appreciable percentage of epsilon iron carbide, very brief periods of carbiding of the order of a minute result in the formation of detectable epsilon iron carbide even at temperatures as high as 325° C. The data indicate that epsilon iron carbide is an intermediate in the formation of chi iron carbide during its formation from carbon monoxide in the gas phase. Attempts to convert cementite to chi iron carbide by cold work increased the Curie point but did not change the X-ray powder diffraction pattern.

The Ameristar Casino expansion project included the design and construction of a 25-story hotel and 9-story parking structure expansion. The site is located in a floodplain on the banks of the Missouri River in Saint Charles, Missouri, where the underlying soils are potentially liquefiable. The geotechnical engineer performed subsurface exploration and analysis, which included site-specific seismic response and liquefaction, and provided geotechnical design recommendations. In the event of an earthquake, post-liquefaction settlement was calculated to be approximately 14 inches. Additional project constraints included wetlands protection, construction adjacent to the existing facility, flood protection and river bank stability. Because of the liquefaction issue, the geotechnical engineer consulted with a specialty geotechnical contractor on ground improvement methods. This consultation led to a proposal to eliminate deep foundations from the design and support the structures on shallow and mat foundations. The geotechnical engineer assisted the design team with foundation design analysis and value engineering assessments. Together with the project team, the geotechnical engineer used the data to evaluate foundation options and construction methods to overcome the site challenges and concluded that ground improvement was the optimum course of action. Because of the nature of the site constraints, a number of ground improvement methods were needed. The geotechnical engineer evaluated the methods proposed by the geotechnical contractor and provided the technical specifications for the ground improvement bid package, which included vibro-compaction, compaction grouting and micropiles. The ground improvement allowed for the use of shallow foundations (mat and spread footings), which provided the client with significant time and cost savings over the deep foundation alternatives.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

South Deep Mine is currently undertaking numerous voidfilling projects using low strength aerated cement products. Representative samples from one such site, were taken and tested for the load deformation behaviour under uniaxial loading conditions. The process of sample collection, laboratory preparation and testing are explained in detail. The results of testing were analyzed and the critical aspects pointed out as a design consideration to be implemented as part of the quality control and assurance program. Design aspects and underground application of the aerated cement product are discussed for the particular site on 58 level SV1. A simple instrumentation has been designed and installed to enable monitoring of any future movements in this area. A quality control and assurance process has been formulated enabling all aspects of the support installation in this excavation to be signed off.
