Misiman society is matrilineal and despite relatively long contact with Europeans and mining, it retains its traditional consensus style of decision making. Many Misimans at least understand English, and this has encouraged comfortable communication between the people and the company (Misima Mines Pty Limited). Company care in monitoring the environment (mostly using Misiman staff), its policy of maintaining a largely Misiman workforce, and its emphasis on training and safety, have all created an environment compatible with Misiman society. In addition, the company has constructed and/or upgraded community facilities such as the airstrip, roads, the health centre, police station and schools, and has actively promoted local business endeavours. All these initiatives have been accomplished by constant dialogue with the largely Misiman workforce, and with the Misiman people, both before and during implementation. Constant, careful communication, using traditional Misiman consensus methods, appears to be the key to continued community acceptance of the project.

This paper describes operating gains resulting from standardizing operating and maintenance practices to improve the performance of the pebble crushing circuit at he Empire Concentrator. Past efforts have led to improved operating time but no additional throughput gains. New Operating standards and checklists were developed and introduced. The content and frequency of the review process indicators was then changed to take advantage of the new practices resulting in an increased feed rate and availability through the pebble crushing circuit.

"The Facility for Accelerated Service Testing (FAST) program has been involved in numerous rail wear tests since its inception in 1976. A number of specialized tools have been developed to aid in assessing specific performance parameters including gauge face wear, head height loss, metal flow, head area loss, hardness, and welded rail end batter. The layout of a test site, including position in curve, number of measurements per rail, and train operation must be properly controlled/monitored to provide valid wear comparisons.This paper will provide an overview of the above-mentioned tools and techniques. In addition, a summary of recent test results from FAST, including information on head hardened rail investigations, will be provided. A set of guidelines for establishing a revenue service field test site will also be provided to aid users in performing evaluations of their own.IntroductionBackground of Rail Wear Testing at FASTThe Facility for Accelerated Service Testing (FAST) located at the Transportation Test Center, (TIC), Pueblo, Colorado has been involved with testing of rail since program initiation in 1976. A huge data base of rail wear information has been gathered from FAST operations under a variety of rail metallurgies, lubrication conditions, and measurement techniques. Attempts at obtaining meaningful rail wear information from early (1976-1978) FAST rail wear data was hampered by two main factors: (I) measurement techniques were insufficiently accurate for the amounts of wear being experienced, and (2) the lubrication was not sufficiently controlled to obtain uniform conditions for a sufficient measurement time period.Subsequent test periods were operated with improved measurement techniques and controls that ensured statistically valid data. The policies and conditions that permit accurate rail wear assessment will be reviewed and outlined in this paper, along with some specific TIC and field examples that will allow the user to improve the accuracy of a field rail test on their own operating property."

Knowing the origin of the relevant and irrelevant components of the nugget effect is essential to optimize the process under study. This paper describes the causes of the nugget effect and, its dependency on the sample support, sampling density, and on the QA/QC procedures. Several examples of natural and ?human? nugget effect are given. A method to estimate the magnitude of the relevant and irrelevant components is suggested. Finally, the economic consequences of misunderstanding the nugget effect are analysed.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

Estimation of the dynamic stress field in terms of its amplitude and decay around a blast hole is a key input parameter in all numerical modeling and blast prediction exercises. However, there is very limited information available in literature on these critical parameters, which would be considered essential in any blast modeling exercise. A laboratory-scale experimental study has been carried out in two different rock types to study at very close range the stress wave decay from a blast hole at distances ranging from 3 to 10 borehole radii. The single–hole blasting experiments employed a centrally located detonating cord (5.3 g/m) in 6 mm(1/4 inch) and 10 mm (3/8 inch) boreholes. The coupling medium employed was air and water, in addition to using a thin-walled copper tube in intimate contact with borehole wall to prevent of penetration of explosion gases into the emerging cracks. The paper describes the nature (amplitude and decay) of the transmitted shock pressure and their evolution in the two rock types for these various experimental conditions, which are present to varying degrees in all blasting operations.

This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Iron ore pellets are a preferred feedstock for ironmaking. One method used for pelletizing is the grate-kiln process, first established in 1960.During the past decade, the establishment of new grate-kiln plants has increased rapidly, especially in China, and new constructors of pellet plants have started to operate in the market. It is well known that the grate-kiln method yields a superior and more consistent pellet quality compared with the straight-grate process. However, certain issues exist with the grate-kiln plant, which are discussed here, together with proposed practical solutions.

The deterioration of concrete, steel, and timber is a serious hindrance to construction in marine and corrosive environments. Composite materials such as fiber-reinforced polymers (FRP) can offer performance advantages for construction in these environments. In the last decade, piling made of FRP composites has been used experimentally throughout North America. However, composites face obstacles because they do not have a long track-record of use in civil engineering structures. A comprehensive review of the current experience in research, testing, design, and practice of composite piling is presented in this paper.

Lower Miocene Maryville Coal Measures at Waitewhena Coalfield, in the Taranaki coal region, include seams of sub-bituminous coal up to 4 m thick. During coalfield exploration Fletcher Challenge Ltd drilled ten cored holes, all of which encountered at least one seam. Coal quality is variable. Ash ranges from six to 12 per cent and sulphur from 0.5 to three per cent. A basal seam, overlying the Lower Mokau Sandstone, appears to extend throughout the area under investigation. A rider seam, of variable thickness, closely overlies the main seam in most drillholes. The rider converges with the main seam to the north and vertical trends in coal properties suggest that the seams are united in some locations. A less extensive seam sometimes occurs at the top of the coal measures beneath the Upper Mokau Sandstone. The lithostratigraphy of the intervening coal measures is complex, and coexistence of fluviodeltaic, lagoonal/lacustrine, and marine depositional environments is provisionally inferred. Lateral variations in coal properties (clastic derived ash, volatile matter, inertinite, hydrogen), thickness of the sedimentary parting between the basal seam and rider, texture of the coal measure sediments, and distribution of the upper seam all indicate persistence of a relatively low lying northeast-trending zone which may have been structurally controlled. Available data indicate that coal measure accumulation was terminated by marine transgression from north to south.

The objective of this contract is to design, build, surface test, and evaluate a breadboard prototype of the Variable Wall Mining System so that data are available for the design of a production machine. The Variable Wall Mining System (VWMS) consists of a series of side cutting augers, connected end to end, and distributed across a panel. Supplying rotary power at the end of the string and anchorage from conventional longwall roof supports, the augers are sequentially thrust into the face and then lifted to the roof to extract the coal in a continuous manner. The augers not only cut but also transport the coal. The effort described in this report summarizes the operation characteristics of the VWMS, the design methodology used to develop various working models, the surface testing of a ½ -scale version of the VWMS, prediction of power requirements and performance potential of a full-scale system, and a critique of the VWMS concept, conclusions, and recommendations.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. Large-opening mine ventilation is unique for the following reasons: (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings to direct ventilation airflows are costly to construct and maintain. The research results suggest that by incorporating ventilation planning into the mine planning process, using propeller fans, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible, the ventilation of large-opening mines can be significantly improved. The ventilation improvements created by incorporating these various techniques into the ventilation plan will help reduce the exposure of mine workers to airborne contaminants in underground large-opening mines.

"Minerals processors can improve production by using the best available control technology to control their operations. Many mines use expert systems that can provide improved results over manual or basic control, but better results can be achieved using multivariable predictive control. Over the past few years, the application of multivariable predictive control has gained acceptance in many mining processes and has recently proven to be suitable for some of the most challenging processes. This advanced control technology has been successfully applied to a wide variety of processes; alumina digestion, ball mills, CCD/thickeners, kilns/calciners/roasters, heat exchangers/evaporators, and more demanding processes like SAG mills and flash smelters.This paper discusses the needs of advance control technologies in the mining industry, including the impact of these technologies on best practices for implementation and long term sustainability. Results of the multivariable predictive control applications in mineral processing are discussed, and in particular the application to the SAG mill. In addition, an example of the benefits improvement that can be achieved with this technology is presented.INTRODUCTIONThere has been a long term perception in the mainstream mineral processing industry that best advanced control solution is an expert system. There a numerous instances of expert systems used for control of SAG mills, as well as kilns or roasters, thickeners and more recently flotation circuits. Many of theses expert systems have been installed by small, independent companies or by OEMs of processing equipment. Undoubtedly these expert systems have provided millions in benefits to the owners of mineral processing plants.It is this author’s proposition that it is a misconception to believe that expert systems are the best solution for mineral processors, and that in many cases the best solution is Multivariable Predictive Control (MPC). Better control and optimal operations can be achieved through the use of MPC. Another important consideration when considering advanced control technologies is the implementation and support effort. These types of applications have been known to deteriorate, even to disuse, when they are not kept up to date with changes to the process or equipment. The audience is invited to listen to discussion and draw their own opinion. The author has been involved in installing control systems for over 20 years, advanced solutions for over 15 years, and has had privilege to consult with many miners concerning the selection and application of advanced controls over the past 6 years."

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Model experiments were carried out on the mass transfer of iodine between n-hexane and a 4 2 X 10-3 M aqueous sodium hydroxide solution. The influence of mechanical stirring by means of small gas bubbles (ca. 0.01 ml in volume) on mass transfer was examined in independent experiments. The results were described with the help of the penetration theory and in the case of bubble stirring with the help of a mathematical model based on this theory. S LAG-METAL reactions, especially those in steel-making processes, often occur under conditions where gas is evolved in the form of bubbles that break through the slag-metal interface. It is known that stirring by means of bubbles increases the mass transfer coefficient, but there has been very little quantitative work done in this field. Because of the difficulties that attach to experimental work at high temperatures this study was confined to model experiments at room temperature. EXPERIMENTAL APPARATUS The transport of iodine from an n-hexane layer into a weak sodium hydroxide solution was studied a) with stirring by means of bubbles and b) with mechanical stirring. The apparatus for the experiments with bubbles consisted of the cell, two Dreschel bottles filled with hexane in order to saturate the nitrogen flow, one flow meter, and a nitrogen gas cylinder fitted with a fine-regulating valve. Fig. 1 shows the cell consisting of a glass cylinder 33 cm in height with an overall diameter of 7.5 cm embedded in a copper flange. The flange is connected to a Plexiglas plate and to the gas inlet. The Plexiglas plate has holes of 0.2 mm diam bored into it which are spaced 1 cm from each other. For the experiments with mechanical stirring the bottom of the cell was sealed off by a Plexiglas plate. The upper layer was stirred by means of a glass stir-rer and the bottom layer with the help of a magnetic stirrer in a counter rotatory direction. Both stirrer speeds could be varied continuously.
