Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

FABRICATION of semiconductor devices.requires the formation of electrical contacts, often involving the use of lead, tin, and lead-tin solders. In several recent instances when germanium had been bonded to nickel with lead, a new metallic phase appeared, unattached to either germanium or nickel, but rather suspended as a continuous foil wholly contained within the lead matrix. Since such metallic structures do not form in nickel-lead or lead-germanium systems under identical conditions, a brief study was made of the characteristics and possible formation mechanisms of this material. End-of-life Electronic and Electrical Equipment, o_cially called WEEE, is unjustly regarded as mainly a waste management problem. What is structurally overlooked is the enormous resource impact of these devices. EEE rep- resents a tremendous metal resource, which should be uti- lized through e_ective recycling, which has a much lower environmental footprint than primary production. The actual amount of end-of-life EEE recycled today is embar- rassingly low since insu_cient EEE is collected and part of the collected EEE is exported to developing countries, where it is largely not entering o_cial recycling systems. To achieve a global recycling society issues like technol- ogy, economics, life cycle structure, stakeholder aware- ness and legislation have to be addressed in a global, co-operative manner so that sustainable closed product cycles can be obtained. Requirements for a "global re- cycling society" are de_ned to address today's reality of global ows of used consumer products, taking into ac- count the likely needs of the future.

Some large-scale mining companies in Ghana have adopted proactive management strategies in dealing with small-scale (galamsey) miners who have encroached on their concessions. This has been mainly achieved by ceding portions of the concessions held by the companies to the Minerals Commission of Ghana for licensing to the small-scale miners. This development has created an amicable relationship between the mining companies concerned and the galamsey miners in their host community. A 70% excess of mesothelioma, an asbestos-related cancer, has been reported among men in northeastern Minnesota, where iron mining has been the major industry. The Minnesota Department of Health has studied iron miners who developed mesothelioma to identify possible sources of asbestos exposure. A database of all Minnesota residents diagnosed with mesothelioma between 1988 and 1996 was linked to a database of approximately 72,000 current and former Minnesota iron-mining employees to identify cases who had ever worked in the mining industry. The job histories of the cases were examined to determine if any of their jobs could have involved exposure to commercial asbestos. Seventeen individuals diagnosed with mesothelioma in Minnesota between 1988 and 1996 were found to have worked in the iron mining industry. Of the 15 for whom adequate work histories were available, 14 had identifiable sources of exposure to commercial asbestos in jobs held both inside and outside of the mining industry. The time between employment in these asbestosexposed occupations and the diagnosis of mesothelioma is consistent with the 20 or more year latency period that has been observed in other studies of this cancer. © 2007 Elsevier Inc. INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. Steel is a highly versatile material due to its low cost and good mechanical properties, but typically needs some or other form of corrosion protection due to its tendency to corrode when exposed to atmospheric conditions. In the case of organic coatings, the corrosion protection and functionality of the final product is critically dependent on the adhesion of the coating to the surface of the steel. In this work the effect of contaminants and the nature of the surface layers present on industrial steel products are investigated by means of paint adhesion tests, Auger electron spectroscopy (AES), and X-ray Photoelectron spectroscopy (XPS). It was found that the presence of sodium species on the surface is very detrimental to paint adhesion under wet conditions, while satisfactory adhesion may be obtained even in the presence of silicon and carbon residues. It was also found that the nature of the Fe-O layer, formed under wet conditions is labile and different from that formed in dry air, and that subtle changes in process conditions, such as changing the oxygen content of the quench water, may change the adhesion of paint to the surface of the steel. Lewis acid-base interactions are discussed as a mechanism that may determine the bonding between the steel and polymer coating.

Fires that occur in abandoned coal mines, waste banks, and in coal outcrops constitute a serious health, safety, and environmental hazard. Toxic fumes, the deterioration of air quality, and subsidence constitute the greatest hazards from these fires. Although tires on abandoned mined land (AML) occur in every coal-producing state, the severity of the problem varies. Methods to extinguish or control AML fires, including excavation, fire barriers, and sealing, are generally expensive and have a relatively low probability of success This U.S. Bureau of Mines report includes information from a variety of sources, i.e., agencies of the Federal Government, State agencies, research reports, conference proceedings, product information, and technical literature. This information has been collated into a comprehensive discussion of AML fire problems. Data on past fire control projects and on the estimated extent of the current problem have been compiled. Factors affecting the occurrence, propagation, and extinguishment of AML fires are discussed. Conventional fire control methods are described, and their probable effectiveness is evaluated. Information on the hazards of AML fires and safety considerations is included. The status of current technology, recent improvements in fire control methods, and areas of current research are discussed.

In the light of this information, some drawbacks in the commonly adopted sluice box operating practices in PNG, and ways of overcoming them, are also highlighted.

The World Trade Center (WTC) is located on the west side of Manhattan in New York City, approximately 0.5 miles north of Wall Street, and is owned and operated by the Port Authority of New York and New Jersey (PA). As part of the WTC site redevelopment the New York City Transit Authority?s No. 1 subway line which runs through the site below grade, was underpinned so that the soil beneath it could be removed along with the rest of the new east basement excavation. Consequently a scheme comprising micropile installation through and around the existing subway box was designed. The subway had to remain in use throughout save for planned weekend outages to allow a portion of the underpinning to be fitted through or on to the existing structure. At times this involved accessing and drilling from within the subway tunnel under short General Order (GO) Subway shutdown periods. At either end of the subway passage through the WTC site jet grout underpinning was designed to provide support and to complete the excavation and construction of the east basement wall in the areas beneath the subway where it was impossible to install a slurry wall. The jet grout blocks thus formed had to be largely installed around the clock during 53 hour long GO weekend outages and had to overcome severe logistical constraints in and over the tunnel. The jet grout blocks had to provide strengths of at least 500 psi at 3 days and 700 psi at 28 days. The jet grouted soil mass also had to have a level of permeability less than 0.03 feet/day (1 x 10-7 m/s). After an extensive trial program and then production testing it was concluded that the glacial till above the rock proved to be a particularly difficult soil strata to collect test data from and hence the level of observational monitoring was increased to progress the excavation works. Throughout the installation of micropiles and jet grout columns extensive monitoring was in place and prompted a variety of working method changes. Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well known and established process. As the process advances, Cu is extracted to the solvent and is replaced by H+ in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: 1. SX-1: Standard extraction of Cu with oxime. The resulting raffinate contains about 6-8 g/L Cu and 50 g/L H2SO4. 2. SX-N: Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3 etc. The extraction removes no metals, but decreases the concentration of acid from 50 to 10 g/L. 3. SX-2: Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100-150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility in Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory scale, the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX-2 2-3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with Alamine based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 & SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E=2S for SX-2 delivered the required raffinate with less than 150 ppm Cu.

For improvement of urban traffic infrastructure, the City of Amsterdam is cur­rently constructing the 9.5 km long North-South Metro line passing through the central districts of Amsterdam. Focal section of the project is the Central Station linking the NS Line with the Central Railway Station, the East Metro line, new bus and tramway terminals, ferries and individual traffic. Construction works required for the project are of high complexity and technical standards. They are executed under severe restrictions concerning programming, space, logistics, and impact on the integrity of existing buildings and structures as all existing installations and facilities have to maintain fully operational during the construction period. The paper deals with the main geotechnical features of the project and in particular with the diaphragm wall and bored pile construction at the Voor-plein and the De Ruijterkade sections of the Central Station.

The increasing use of hydrogen fluoride (annual consumption now exceeds 500,000 pounds (1)4/) directly and its occurrence as a byproduct of the utilization of fluorine compounds in the mineral industries, especially in metallurgical processes and in the refining of petroleum products, has aroused interest in its toxicity, and a brief review of the literature, with special reference to the hazard of poisoning in the mineral industries, seems to be opportune. Recently, residents in the vicinity of aluminum plants have been complaining of injury to livestock and vegetation as well as to their own health from the gases discharged into the air during operation of the plants, hydrofluoric acid gas apparently being the offender. The comparatively recent utilization of hydrofluoric acid in the alkylation process for the production of high-octane gasoline has raised the question of the hazard of poisoning in the petroleum Industry. In addition, the use of fluorine-containing refrigerants has extended the potential al exposure outside of industry (2).

Svedala started a development program in 1997 to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed short-comings in the various approaches either process, mechanical, combination of factors, or trying to emphasis the production of low value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot plant development and commercial plant design.

The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.

To provide technology that can help decrease the dependence of the U.S. aluminum industry on imported bauxite, the main ore of aluminum, the Bureau of Mines is investigating the extraction of aluminum from abundant domestic reserves of kaolinitic clay. Miniplant studies of the continuous leaching of calcined kaolin with boiling 25-pct HC1 acid resulted in a 93- to 99-pct extraction of the acid-soluble alumina in the calcined kaolin feed. Data are presented for an acid leaching study carried out in three or four continuously stirred tank reactors (CSTR) in series, feed rates of 100 to 250 lb/hr of calcined kaolin, and total nominal residence times of 0.7 to 2.3 hr. A material balance for a 176-lb/hr calcined kaolin feed rate in a circuit consisting of three reactors, four classifiers, and five thickeners is given. Data provide detailed compositional and physical information for calcined kaolin, process liquors, and acid-leached residue solids.
