ABSTRACT: In this paper, the strong interaction between the hardening shotcrete lining and the surrounding ground in NATM tunneling is investigated by means of axisymmetric analyses, accounting for the three-dimensional nature of the excavation process. The effect of the hydration of shotcrete on strength, stiffness, chemical shrinkage as well as microcracking and creep are accounted for. For the description of the mechanical behavior of the ground, a multi-surface plasticity model is employed. The performed analyses of the excavation process provide insight into the influence of each phenomenon accounted for in the material model for shotcrete on the response of the ground-shotcrete compound structure. ZUSAMMENFASSUNG: In diesem Beitrag soll die Interaktion zwischen dem erhärtenden Spritzbeton und dem Boden auf der Basis axisymmetrischer Berechnungen untersucht werden. Derartige Berechnungen ermöglichen die Berücksichtigung des drei-dimensionalen Charakters des Vortriebprozesses. Die Auswirkung der Hydratation auf die Entwicklung der Festigkeit, Steifigkeit und der chemischen Schwindverzerrungen, sowie das Reißen und das Kriechen des Spritzbetons wurde berücksichtigt. Das mechanische Verhalten des Bodens wurde mittels eines Mehrflächenplastizitätsmodells simuliert. Die durchgeführten Berechnungen des Vortriebprozesses geben Einblicke in die Auswirkungen der Spritzbetoneigenschaften auf das Tragverhalten des Boden-Spritzbeton-Komposits. RÉSUMÉ: La stricte interaction entre le soutènement en béton projeté durcissant et le terrain dans un tunnel creusé avec la NATM est étudiée par des analyses axisymétriques, compte tenu de la nature tridimensionnelle des processus de creusement. Les effets de l’hydratation du béton sur la résistance, la rigidité et la contraction chimique, ainsi que sur la micro-fissuration et le fluage, sont mis en compte. Pour la description du comportement mécanique du terrain on emploie un modèle de plasticité multi-surface. Les analyses conduites mettent en évidence l’influence de chaque phénomène considéré dans le modèle constitutif du béton projeté sur la réponse de la structure composite terrain-béton projeté.

Measuring dynamic effects on existing structures such as dams and bridges during earthquakes or blasting is frequently done using strong motion detectors. However, a more comprehensive dynamic structural evaluation requires direct measurement of deflection, strain, and pressure changes during dynamic events. Many existing structures have vibrating wire gages already installed that can be used with modifications to the data acquisition systems to provide direct measurement of dynamic displacement, strain, and pressure. The project described in this paper provided the opportunity to demonstrate the feasibility of using vibrating wire technology to measure dynamic effects on existing structures.

The influence of solution ionic strength (IS) and electrolyte valence on the flotation behavior of malachite has been investigated. The microflotation tests were conducted over a range of solution IS (1?300 mM) at a constant speed (340 rpm), pH (9.5), flotation time (10 min), and sodium oleate dosage (5.3×10-7 moles/g). The size of malachite ranged from 45 to 53 µm, and two different types of electrolytes (NaCl and CaCl2) were employed. Electrophoretic mobility was also measured over the same IS range employed in the microflotation study. Overall, strong coupled effect of solution IS and ion valence was observed. Specifically, the flotability of malachite increased with increasing IS in the presence of monovalent cation (Na+) while the flotability increased up to 30 mM and decreased with increasing IS in the presence of divalent cation (Ca2+). Notably, the flotability of malachite was greater with the presence of Na+ compared with Ca2+ under high IS conditions (IS>30 mM). Consistent trend for Na+ versus Ca2+ was observed from the flotation results with different SO dosages. The characterization and flotation results suggested that the trend was likely attributed to the increased unfavorable interaction between malachite and bubble via the charge reversal of bubbles and malachite at higher IS in the presence of Ca2+.

The heap leaching of base metal ores can be applied within a number of different scenarios, each requiring its own set of parameters to be determined during the metallurgical testwork programme. The occurrence of acid-gangue reactions and its concomitant precipitation reactions is a factor common to all cases, and requires that the optimal irrigation acid strength be found that optimises the combination of extraction kinetics, acid consumption and possible premature blinding of the heap due to precipitation reactions. For the heap bioleaching of base metal sulphide ores the oxygen requirement needs to be determined for the design of the aeration system, and the operating conditions employed need to also facilitate bacterial growth over and above the acid strength optimisation mentioned above. For the heap bioleaching of chalcopyrite, the need to preserve heat in the heap becomes yet a further parameter of critical importance. For the heap leaching of uranium ore a choice is required between either chemical or bacterial oxidation, based on economic and processing factors. Frequently the operating parameters need to be determined for a circuit in which heap leaching is combined with tank leaching and/or pressure leaching. The processing implications and metallurgical testwork approach for each case is discussed.

"A reliable supply of non-energy raw materials is a precondition for the functioning of the European economy. In line with its importance, the issue of raw materials supply has become more prominent in the past years, especially owing to turbulent raw material markets. However, these turbulences are not due to depletion of the geological resources but to a missmatch of (expected) supply and (expected) demand, with several interacting factors influencing the markets both from the supply as well as from the demand side. A recent evaluation, published in June 2010 within the framework of the EU Raw Materials Initiative, sought to bring together these two sides of raw material markets and asked the question "which raw materials are critical for the EU?" Herein we present the methodology used by the Ad-hoc Working Group on Defining Critical Raw Materials and the results obtained, complemented by results from the study "Raw Materials for Emerging Technologies"."

Proper illumination is critical to a miner?s ability to detect hazards in underground mines. Moving hazards are often located in the miner?s peripheral field-of-view, while slip/trip/fall hazards are often located in the forward field-of-view. The objective of the research described in this paper was to determine if light-emitting diodes (LEDs) improve visual performance as compared to traditional incandescent (INC) cap lamps. The research presented focuses on comparative studies of a National Institute for Occupational Safety and Health (NIOSH) prototype LED, a commercial LED, and an INC camp lamp. Thirty subjects participated in these studies; ten subjects in each of the age groups: 18 to 25 years, 40 to 50 years, and 51+ years. Visual performance was quantified by the subjects? speed and accuracy in detecting hazards, while visual performance for disability glare was quantified by the use of contrast sensitivity tests. Results suggest that LEDs with a visible spectrum containing a higher concentration of the shorter wavelengths can enable visual performance improvements with respect to disability glare, the detection of moving hazards in the peripheral field-of-view, and the detection of floor hazards in the forward field-of-view. The NIOSH prototype LED cap lamp provided the best visual performance improvements for the older age groups in every test. For a number of years the Bureau of Mines has been conducting an investigation of crude petroleum from producing fields in the United States and the Western Hemisphere and has published a series of reports on these fields. Analyses of crude-oil samples tom some oil fields of Louisiana are given in Bulletin 291.4/ Analyses of 26 representative crude oils from various producing formations of southern Louisiana are given in is report. These.samples are from 14 field's in 10 parishes in the southern part of the State, usually designated as the "Louisiana Gulf Coast area." ACKNOWLEDGMENTS Thanks are due the representatives of the various companies from whom samples were obtained for their cooperation and assistance in helping to secure representative samples. The samples were analyzed under the direction of E. C. Lane at the Bartlesville station of the Bureau of Mines.

"The mission of the U.S. Geological Survey (USGS) National Minerals Information Center (NMIC) is to collect, analyze and disseminate information on the domestic and international supply of and demand for minerals and mineral materials essential to the U.S. economy and national security. Understanding mineral exploration activities and trends assists government policy makers, minerals industry decision makers and research entities in identifying where future sources of mineral supply are likely to be discovered, the amount and type of these resources and factors that may affect exploration and development.This review summarizes significant exploration trends related to active sites and budgets, mineral commodities and regional factors for the years 2001-2015. Data were compiled by specialists in the USGS-NMIC, and reported annually in the USGS-NMIC Minerals Yearbook series and in the May issue of Mining Engineering magazine. External data for these analyses were derived from industry sources, published literature, and SNL Metals & Mining, an offering of S&P Global Market Intelligence (New York, NY).The USGS-NMIC compiled exploration site data for more than 80 mineral commodities, focusing on base metals, diamond and precious metals. More than $138 billion constant U.S. dollars were budgeted by the minerals industry from 2001 through 2015 to explore more than 16,000 mineral deposits globally (SNL Metals & Mining, 2016a). Annual analyses identified where mineral exploration took place by principal commodity target, ranked the magnitude of activity in each region, identified the factors that most affected changes in exploration activity and highlighted developments that led to changes in global supply or increased diversity of supply to the United States. Geographic classifications noted in this report were Africa, Australia, Canada, China, Latin America, Pacific, Russia, United States and Rest of the World."

The morning session opened at 9:00 a.m. and was presided over by Mr. Don Ross, Manager of Mines, Kaiser Steel Corporation,- Sunnyside, Utah. The first speaker was Mr. S. W. Zanolli, Partner in Law Firm of Webster and Kilcullen, Washington, D.C. Mr. Zanolli was born and raised in a coal mining community of Fredericktown, Washington County, Pennsylvania. He was educated at Washington and Jefferson College and graduate schools of the University of Pittsburgh. He served as an infantry officer in the European Theatre of operations during World War 11. He worked as' a handloader at Vesta No. 5 Mine of Jones & Laughlin during summers while attending Washington and Jefferson College. He worked at a variety of production jobs at No. 7 Mine. of Island Creek Coal Co. of Holden, West Virginia. Assigned to a variety of industrial relations assignments at Island Creek Coal' Company during 1949-51, attaining position of Supervisor of Personnel and Labor Relations. Served in many industrial relations assignments at U.S. Steel Corp. headquarters during 1953.-1967, attaining a position of Personnel Director-Heavy Products Operations. In January, 1968" he became a member of the Bituminous Coal Operators Association-as Executive Vice President. This past year he went back to practicing law and is a member of the Law Firm of Webster and Kilcullen, Washington, D.C. He is married and has five children.

Abstract : The computation of reliability index or failure probability of slopes can be transformed into an optimisation problem. In high rock slope engineering, it is usually a multimodal optimization problem. The traditional optimization techniques are difficulty to find out the global optimal solution because of their easily falling into local optimal value. Recently, a new kind of bionic algorithm - ant colony algorithm (ACA) - has been used to solve this problem. In this paper, the structure of ant colony algorithm and the transfer probability of ants are modified to evaluate the failure probability of complicated slopes. A new adaptive ant colony algorithm (AACA) is proposed to determine critical slip surface and its corresponding failure probability of complicated slopes. A case study is given to verify the proposed approach. The results show that the presented method has obvious advantages compared with traditional methods. ZUSAMMENFASSUNG: Die Rechnung des Zuverlaessigkeitindexes oder der Zerstoerungswahrscheinlichkeit kann sich in einer Optimierungsfrage umwandeln, im Bauprojekt an hoehe Gebirgehang, handelt es sich meistens um eine Optimierungsfrage ueber Multi- Spitzenwert. Mit der traditionelle Optimierungsmethode ist es schwer eine umfassende Loesung fuer die Optimierung zu finden wegen des leichte Verfallens in Beschraenkung der Teiloptimierungsloesung. Mit dem neue Bionik- Algorithmus —— Ameisen - Kolonie- Algorithmus wird dieses Problem geloest. In diesem Text hat man eine Strukturverbesserungsloesung fuer das Ameisen- Kolonie -system und die Wahrscheinlichkeit der Ameisenkolonie erwaehnt, und damit wird man die Zerstoerungswahrscheinlichkeit des komplizierte Hangs feststellen. Mit dem neuen Ameisen- Kolonie- Algorithmus kann man die gefaehrlichste Gleitflaeche und die entsprechende Zerstoerungswahrscheinlichkeit herausfinden. Die in diesem Text beschriebene Methode wurde durch Praxis geprueft. Durch die Pruefergebnisse wurde es gezeigt und bestaetigt, dass der neue Bionik- Algorithmus vorteilhafter als der traditionelle Algorithmus ist. Résumé : Le calcul de l’indice la fiabilité ou de la probabilité de ruptures peut être transformé en un problème de l’optimisation. Pour le cas du génie des pentes de haut rocher , le problème se pose en général en l’optimisation de multi-crêtes. Les techniques traditionnelles conduisent facilement à la solution optimal partielle au lieu de celle globale. Récemment un nouveau type de bionique algorithmique a été appliqué pour la solution de ce genre de problèmes, c’est l’Algorithme Colonie de Fourmis. Dans l’article il est proposé de modifier la structure du système de la colonie de fourmis et la probabilité de transfert des fourmis en vue d’évaluer la probabilité de ruptures des pentes de haut rocher complexes, par ailleurs un nouveau algorithme adapté de colonie de fourmis est formulé pour déterminer la surface glissante critique et la probabilité de ruptures correspondante. Les techniques proposées dans l’article sont vérifiées à travers des expérimentations dont les résultats ont prouvé que les techniques présentées dans l’article sont évidemment meilleures que celles traditionnelles.

First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

The former Homestake gold mine at Lead, South Dakota, has been selected by the National Science Foundation as the proposed host site for the Deep Underground Science and Engineering Laboratory. The deep laboratory and associated research campus will be developed at approximately the 7700-ft level. Plans also include the development of the Sanford Underground Science and Engineering Laboratory at the 4850-ft level. After the mine?s pumps were shut off in June, 2003, water levels rose to approximately the 4650-ft level by early 2008. Pumps in the 8150-ft deep mine were turned on again for dewatering in April, 2008. Instrumentation is being installed in the mine to measure water-level declines during pumping, for later analysis of permeability and related hydraulic properties of the formation. Pressure-sensitive transducers and data loggers will provide real-time information on water levels that will be available to interested parties. Quality of the water also will be monitored as it is pumped from the mine. I

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. "INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

"The gravity-recoverable gold (GRG) ore characterization test was developed 15 years ago and has been applied to hundreds of ore samples. The test accurately determines the size distribution of GRG, at which grind it is recoverable, and the extent of its liberation above 150 µm. This contribution shows how the test can be simplified, what are the likely problems to occur, and what information is then lost. Two simplified versions of the test are presented, of which the simplest, grinding a 20-kg sample to a P80 of 75 µm, is retained as the best one. A database of 18 comparative tests is presented. The choice of the full GRG test vs. the simple test is discussed, as is the deportment of the GRG recovered in the standard test but not in the simplest test.INTRODUCTIONThe GRG test was developed in 1990 to characterize the progressive liberation of gold in representative samples of ores, with the primary objective of generating data for a gold gravity recovery model (Woodcock and Laplante, 1993; Laplante et al., 2000). Characterization includes the size distribution of GRG as well as the grind size at which it becomes recoverable. This is achieved in a 3-stage protocol of liberation and recovery using a laboratory centrifuge unit, a Laboratory Knelson Concentrator 3 inches in diameter (KC MD3). This protocol is shown in Figure 1. The first stage takes place at a F100 of 850 ?m (F80 of ~550 ?m), the second at F80 of 180 ?m, and the third at a P80 of 75 ?m. The rationale for the three cycles is the desire to preserve the original size distribution of the gold grains in the ore and to obtain a recovery grind size curve. The feed is a representative sample of ore that can be extracted from ore samples (e.g. drill core reject) or stream products of the grinding circuit other than circulating loads or product having undergone hydraulic classification (e.g. rod mill discharge or SAG screen undersize). Ideally the samples should weigh between 60 and 100 kg, depending on feed grade and gold top size. It is beyond the scope of this paper to fully discuss measures of representativity in the ore sample, for example Gy’s minimum sample mass model (Gy, 1979). However, further work in this regard may be an opportunity. The large initial weight facilitates representativity and minimizes weight and sulphide recovery to the concentrate (since concentrate weight is relatively constant at ~100 g), which limits the recovery of gold in nonsulphide gangue or gold carriers (i.e. sulphides). Thus, the 100 g concentrate carries principally discrete gold species, such as electrum, and native gold. The concentrate and a 600-g representative sample of gangue of each stage are screened down to 20 ?m and each size class is fire assayed (the concentrates to extinction, the tails up to 30 g per size class). The five coarsest size fractions of stage-1 concentrate are individually upgraded using a hydrosizer and the concentrates examined with an optical microscope to assess the degree of liberation of the gold phase. Scanning electron microscope work has established that the GRG has an excellent degree of liberation below 150 ?m in stage 1 and generally a good degree of liberation in stages 2 and 3 (Guerney et al., 2003); as a result the size distribution of the GRG has been found to approach closely that of gold grains (Nesset et al. 2005)."

Mining is a major global industry that requires the moving of considerable volumes of earth and rock (overburden) to win the valuable ore prior to mineral extraction and processing. As a result of this process, new landscapes are created, both extracted voids and overburden piles, as well as infrastructure for management of mine operations, wastewater, tailings, other raw materials, transportation and extreme rainfall events. Resource companies must develop and obtain regulatory approval for detailed plans that manage this displaced material through all phases of the life-of-mine and rehabilitate the site at the time of closure (including landform stability, revegetation and ongoing management).Individual mine sites operate in long time frames (ten to 50 years), with several mines often operating in the same region, generating cumulative overburden volumes and heavily altering the original landscape. These impacts are universally framed as a negative consequence of the industry, especially by modern society that values natural (and some agricultural) landscapes as pristine and almost sacred. Overburden and tailings are also seen as a problem, and are a significant business cost to mining practice.This paper looks to investigate perceptions of mining and post-mining landscapes, questioning the aesthetically driven emphasis on the ‘natural’. It proposes instead an opportunity to reframe the way we look at overburden and landscape impacts from mining, exploring the possibility of imagined post-mine landscapes unburdened by traditional aesthetic expectations. These landscapes, to be conceived by regional stakeholder roundtables, have the capacity to be built by regional mining consortia as a foundation for sustainable post-mining economies.Post-mine regeneration offers both the motivation and the basic materials to create an altogether new environment from a blank slate. Low sulfidation epithermal deposits are important sources of gold and silver, and are considered the extinct analogues of modern geothermal systems. The aerial extents of alteration halos that surround twenty-two epithermal deposits range from 4 to 315 km2, with many less than 60 km2. Deposits with alteration halos <30 km2 typically have well defined limits, whereas deposits with alteration exceeding 30 km2 are commonly complicated by overlapping alteration centres related to adjacent epithermal deposits or other deposit types (i.e. high sulfidation, porphyry). Irrespective of the physical coverage of vein or alteration halos, both large (>60 km2) and small (<20 km2) deposits can contain large amounts of gold and silver. The size ranges for twenty-one analogous liquid-dominated geothermal fields from around the world have a restricted size range of 5 to 60 km2 and irrespective of physical size, commonly have multiple zones of focused fluid upflow. From an exploration perspective the comparison between epithermal deposits and geothermal fields provide the following four important points. 1) Alteration halos surrounding epithermal deposits as well as those for analogous geothermal systems show a range of sizes, although most are less than 60 km2. Therefore, where alteration exceeds 60 km2 multiple vein systems related to several paleogeothermal systems are predicted. 2) Multiple upflow zones are common in geothermal fields of all sizes (5 to 60 km2) and although difficult to demonstrate in epithermal deposits there is a strong possibility of discovering several discrete adjacent mineralised centres. 3) The orientation of veins parallels the principle orientation of the surrounding alteration and where alteration is wider than the vein strike length, this could suggest the occurrence of adjacent veins. 4) The physical size of both veins and alteration zones is not important in relation to amount of contained gold, as both large and small can contain large amounts of gold. These conclusions provide insight into the physical size limits and hydrologic structure of these paleogeothermal systems and highlight the potential for multiple mineralisation centres within a single alteration halo.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014.
