Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

"Rock rejection during the flotation of a copper-nickel ore was improved by adding carboxymethyl cellulose to both a rougher and cleaner flotation stage. The selection of the rock depressant was based on laboratory rates studies. Plant operating results are presented which confirm the laboratory selection of two particular brands of carboxymethyl cellulose.The rock assay of the concentrate was reduced from more than 40% to less than 15%.IntroductionThe traditional method of selecting flotation reagents relied upon batch bench scale tests, conducted under arbitrary conditions, to identify the effect of the reagent under examination. Too often these were ""one-off"" tests with little or no regard paid to the reproducibility of the results. Sophisticated researchers used statistical methods to design and evaluate the experiments but they were still obliged to rely on the arbitrary and often unreliable batch tests to generate the numbers that were analyzed statistically. An interesting side-effect of the enhanced sophistication of the statistical analysis was often that no significant effects would be uncovered in a series of experiments that would have generated many positive conclusions and much further experimentation if the same results had been evaluated by the traditional method.In the recent past, at least two groups of researchers a have directed their attention to the reliability of the batch experiments with a view toward improving the reproducibility of the test data. In this work the best of the improvements advocated by both of these groups have been adopted in order to generate kinetic data from batch tests that are as reproducible as possible.The objective of the work was to reduce the rock content of a bulk sulphide concentrate produced at Inco's Shebandowan mill. During 1982 the Shebandowan concentrate analyzed 3.5% Cu, 7.4010 Ni, 25% pyrrhotite and more than 40% rock, which resulted in an MgO content of 10.4%. Besides the expense of shipping all of this rock to Sudbury, the rock also contributed to the poor filterability of the concentrate. On favourable occasions the moisture content of the filter cake was slightly over 20% by weight. The magnesia content of the concentrate was deleterious to the reverberatory furnaces used by Inco for smelting nickel concentrate because the slag viscosity increased as the magnesia content increased, and the nickel lost in the slag went up."

Ongoing mining of the East Ertsberg Skarn System orebody below the Gunung Bijih Timur and Intermediate Ore Zone caves has been relatively successful and a ramp up to 80 000 t/d was achieved in the Deep Ore Zone Mine. However, the distribution of production, the overall drawpoint availability as well as the rate of change of the cave back profile has not followed the anticipated path. Several key factors influencing cave growth and progress, grade variation, fragmentation, wet muck and surface subsidence have been recognised over the life-of-mine that now have to be taken into account for planning the later stages of mining.The paper will discuss the influence of geological controls of lithology and structure – how this as well as other contributing aspects have impacted ore flow, contributing to some of the widespread panel damage, and been a key factor in compacted draw columns and caused an accelerated appearance of water ingress. This in turn has rapidly changed the distribution of wet drawpoints requiring remote mucking and special controls that also affect the call from the remaining dry drawpoints. Low strain dynamic tests are performed to evaluate the structural integrity of driven or cast-in-place concrete piles. This type of testing requires minimal pile preparation, and is simply performed by attaching an accelerometer to the pile head and striking the pile head with a hand held hammer. The measured data is processed by a dedicated system, inspected for wave reflections, and interpreted based on one dimensional wave propagation theory. Piles are normally tested shortly after installation so that problems can be identified early and corrective measures taken before construction of the superstructure. However, evaluation of existing foundations is occasionally required. Often, pile installation records are not available rendering impossible any rational foundation reanalysis. This paper discusses three case histories where low strain dynamic measurements allowed determination of pile lengths and structural integrity under existing structures where pile heads were not accessible.

Quantitative Risk Assessment (QRA) can be specifically tailored for use by the commercial explosives industry to calculate risk to employees and the public from commercial explosives facilities and operations. This methodology has several advantages over the American Table of Distances (ATD) which is solely a Quantity Distance (Q/D) analysis. While the ATD has remained essentially the same for 100 years, the safety of commercial explosives in storage has increased immensely. However, the concepts behind QRA calculations are not as intuitive and even at the end of the calculations the values of risk must be compared to something. A few regimes for assessing an acceptable level of risk are discussed in this paper. Risk levels for various United States Federal entities and international agencies are highlighted and suggestions for acceptable risk criteria for individuals and groups are provided. Referencing risk levels from normal daily activities is also done in this paper to make relative the accepted risk criteria. This paper presents some relevant individual risks for everyday activities and some scenarios for group risk for comparison. Individual risk is a straightforward concept however group risk is more complicated. This paper aims to clarify these concepts and provide means to communicate them to the public.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

The U.S. Geological Survey recently completed a digital coal resource assessment model of the Upper Pennsylvanian Pittsburgh coal bed which indicates that of the original 34 billion short tons [31 billion tonnes] of coal, 16 billion short tons [14 billion tonnes] remain after subtracting mined-out coal. When technical, environmental, and social restrictions are applied to the remaining Pittsburgh coal model, only12 billion short tons [11 billion tonnes] are available for mining. Our assessment models estimate that up to 0.61 billion short tons [0.55 billion tonnes], 2.7billion short tons [2.4 billion tonnes], and 8.5 billion short tons [7.7 billion tonnes] could be available for surface mining, continuous mining, and longwall mining, respectively. This analysis is an example of a second-generation regional coal availability study designed to model recoverability characteristics for all the major coal beds in the U.S.

Gold placers can be difficult to locate in areas where tectonic activity and paleogeography have changed significantly since placer formation. Existing placer exploration models are useful in areas that have a relatively simple geological history, identifiable relationships with parent sources, or a history of placer mining. However, exploration becomes increasingly difficult in areas where tectonic activity and sedimentary recycling repeatedly redistribute the gold. Gold placers in the Waitaki River catchment, North Otago, New Zealand have no primary source within the catchment. During the Eocene placer gold was transported by a river ('Buster River') that flowed in a northeast direction from Central Otago toward a coastline at Maerewhenua, North Otago. This river and coastal system was inundated by marine transgression during the middle Tertiary. Since the Miocene its placer deposits have been uplifted and eroded and any links with parent sources have been severed. Changes in paleogeography resulted in local reconcentration and local dilution of placer gold in different areas in the Waitaki catchment. Thin veneers of old Waitaki River gravels (Kurow Gravels), containing gold recycled from the older placers, have been deposited unconformably on strath surfaces cut into Tertiary or older rocks. These gravels along with remnant Eocene fluvial and shallow marine strata provide potential placer exploration targets. Uplift and erosion of non-auriferous rocks in the Waitaki catchment to the west and north of the study area has resulted in considerable dilution of potential placer deposits downstream, especially in areas of gravel aggradation. We present a placer exploration model that is founded on answering fundamental questions pertaining to the paleogeography and geological history of the sediments associated with the placers.

"This paper describes mineral processing test work on drill core samples from an ilmenite deposit in Terrebonne County just north of Montreal.Mineralogical examination showed that the intimate associa¬tion between ilmenite and hematite precluded their separation. The maximum concentrate grade was therefore limited to 22.9% Ti. Liberation of gangue from the hemo-ilmenite grains occurred around 400 µm, a size which proved to be too coarse for recovery by flotation.Other physical separation techniques, such as elec¬trodynamic, magnetic and jigging, were tried in order to take advantage of the relatively coarse liberation size. An all-flotation procedure and a combination of jigging and flotation yielded similar separations.IntroductionInco Metals Company, through its subsidiary Canico, optioned an ilmenite deposit in Terrebonne County, just north of Montreal, and conducted a drilling campaign to confirm previous geological assessments of the deposit and to provide core samples for mineralogical study. Parts of these core samples were used for mineral processing studies, which will be described in this report. The objective was to identify suitable upgrading procedures, to determine the optimum combination of concentrate grade and recovery, and to provide suitable batches of concentrate for further treatment."

Analyses of accident records show that a better understanding of very basic strata control principles and practices, by production personnel, will improve worker safety. Workers, lack of knowledge, with respect to aspects of strata control, increases their exposure to such strata control risks. The primary objective of the Safety in Mines Research Advisory Committee (SIMRAC) project 02 02 07 was to develop tools for the transfer of strata control knowledge. Four such tools were developed, three of which focused on illiterate underground mine team members who are not yet able to take advantage of the Mining Qualifications Authority (MQA) learning process (see project outcomes 2, 3 and 4 below). The tools were designed to equip these workers with sufficient knowledge and ability to work safely underground until such time as they can take advantage of the MQA system. Project outcomes: 1 A four-minute video using animation to illustrate the causes and prevention of falls of roof in South African collieries. 2 Software to demonstrate the capability of reconstructing, interactively, accident scenes and actions that have taken place underground in stopes. 3 A strata control bridging course for illiterate mine team workers. 4 Small-scale wooden models that will be used to design life-size mock-up facilities to assist with the above mentioned bridging course. 5 Workshops and presentations to demonstrate the outcomes 1to 4 above.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam's mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam's leading coal producer.

This paper investigates a potential method for arsenic removal from copper concentrates using hypochlorite leaching. The problems concerning pyrometallurgical processing of copper concentrates with high arsenic contents are discussed. A possible solution to the problem by leaching of natural enargite crystals with sodium hypochlorite under alkaline oxidizing conditions, with enargite converted into crystalline CuO and the soluble arsenic forming AsO43-, was experimentally investigated and results are presented. Kinetic parameters were calculated for enargite leaching, using a model-free approach. Advanced isoconversional methods were used to investigate the dependence of activation energy (Ea) on reaction rate (a). The year 1988 unexpectedly turned out to be a good year for the US coal industry. In fact, it was a third consecutive year of record coal production. Accord¬ing to preliminary Energy Information Administration data for 1988, domestic coal consumption went up 5%, or 41 Mt (45 million st), from 1987. Coal exports were up by a surprising 13.6 Mt (15 million st). In 1988, 22.7 Mt (25 million st) of coal were drawn from stockpiles for consumption. Even so, US coal production increased to 862 Mt (950 million st). That was up 28 Mt (31 million st) from 1987. While coal consumption, exports, and production were up, delivered prices for steam coal continued to slide during the year. Metallurgical coal prices, however, firmed up and showed a moderate increase. This reflected tight metallurgical coal markets at home and abroad. Coal consumption US coal consumption reached 800 Mt (882 million st), compared with 759 Mt (837 million st) in 1987. Increased metallurgical coal consumption was one factor. Most of the rise in coal consumption, however, was due to unexpectedly high electricity demand. Unseasonably hot summer weather al lowed added coal-fired electric generation to supplement the drought-related reduction in hydro-electric power supply. Electric utilities consumed 687 Mt (757 million st) of coal in 1988, 35.4 Mt (39 million st) more than in 1987. Coal-fired power plants remained the primary source of US electricity generation, providing 57% of the total in 1988. Coal consumption at coke plants increased 13%, to 38 Mt (42 million st), from the level consumed in 1987. This increase reflects the recent recovery in the iron and steel industry. Metallurgical coal consumption in 1988 could have been greater. But US coke plants reportedly reached their maximum practical production capacity. As a result, net US coke imports amounted to 1.45 Mt (1.6 million st). Despite increased industrial activities, steam coal consumption by industrial plants was up only slightly from the 1987 level, amounting to 69 Mt (76 million st) in 1988. Residential and commercial coal consumption remained virtually unchanged at 6.4 Mt (7 million st). Coal exports and imports US coal exports rebounded in 1988, reaching 86 Mt (95 million st). It was the highest level of annual US coal exports since 1982, when they reached 96 Mt (106 million st). An unusual set of factors led to an opening for US coal exporters in 1988: • a high level of industrial production in Japan and the European Economic Community, • supply disruptions due to labor problems at coal mines in Poland and Australia, • a drought-related reduction in hydro-electric power generation in Canada, requiring increased coal-fired generation, • China's problems in meeting its export commitments, and • a fall in the value of the US dollar. US metallurgical coal exports in 1988 amounted to 56 Mt (62 million st), 9.1 Mt (10 million st) more than the 1987 level. Europe, Japan, and Canada were the principal importers of US metallurgical coal in 1988. European countries, in particu¬lar, increased their take by one-third of US metallurgical coal. The labor problems in Poland and Australia contributed to these higher levels of imports. So did increases in pig iron production of 8% in Japan and 9% in the European Economic Community. US steam coal exports - including bituminous, anthracite, and lignite-increase to 30 Mt (33 million st). This was up from 25.4 Mt (28 million st) in 1987 Contributing to this overall rise were 1.8-Mt (2-million st) increase in shipments to Canada and a 2.7-Mt (3-million st) increase to Europe. Unaffected by the somewhat tighter world coal market, US coal imports showed a slight increase to 1.8 Mt (million st) in 1988. Colombia continue to be the leading exporter to the United States, followed by Canada and Venezuela. Venezuela's entry into the US market is a relatively recent one, having made its first significant shipment in the fourth quarter of 1987.

A simple process for making filter aids from coal by controlled carbonization at 800-1200·C is described.Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization.Product yields depend upon the composition of the parent coal but are always less than the sum of the ash and fixed carbon values determined by the proximate analysis. The product yield also depends on the air-to-coal ratio, which affects the amount of coal substance burned and the temperature attained. Particle residence time and reactor temperature affect the degree of devolatilization of the product and hence its wettability. The filtration behaviour of carbonaceous filter aids is greatly influenced by the size distribution, shape and physical properties of the particles-parameters which are largely determined by fue type and particle sizing of the coal used.Carbonaceous filter aids are distinctly different from other types commonly used and extensive industrial applications are anticipated in a wide range of industries ranging from food to mineral processing.

"INTRODUCTION The first paper of this series contained data concerning the behavior of polyhalite (K2S04.MgS04.2CaS04.2H20) upon calcination and subsequent leaching with water at 100° C. It was found that upon heating polyhalite to temperatures between 298 and 500° C. the water of crystallization is driven off, leaving, an amorphous mixture of K2S04, MgS04, and CaS04. Two transition points were located; one at 298° C. which coincides with the vigorous evolution of steam; and one at 551° C. which results in the formation of a hard mass of crystals. The latter probably consist of a solid solution If the compounds langbeinite (K2504, 2MgS04), potassium dicalcium sulphate (K2304. 2CaS04), and anhydrite (CaS04). The heat of decomposition of polyhalite at 298° C. was measured and found to be 66,000 ± 5,000 calories per mol. The optimum temperature of calcination with regard to subsequent extrac¬tion with two parts of water (at "" 0° C.) is 430 to 450° C. for 65 to 100 mesh material, if one half hour at the calcination temperature is allowed. The maximum concentration of K2S04 obtainable in the extraction of calcined polyhalite is 11.4 grams per 100 grams of water. This concentration of K2304 is considerably above the equilibrium value (3.6 g. per 100 L. of H20 at 83° C.) with respect to the solid phases polyhalite, potassium calcium pentasulphate, ¬and anhydrite. The figure 11.4 K. of K2804 per 100 g. of H20 is also somewhat than the equilibrium value (9,65 g. per 100 g, H20) with respect to the solid phases potassium calcium pentasulphate and syngenite."
