DURING the past twelve years the underground shaft of the United States mine at Bingham has been sunk an additional 2000 ft. with stations and pockets cut every 200 ft. without interrupting the mining of 600 tons of ore per day and the advancing of 1500 ft. of development per month. Following is a brief description of the way the joint work is conducted. The vertical underground shaft is a three-compartment shaft with outside dimensions of 6 ft. 4 in. by 15 ft. 6 in., and inside dimensions for each compartment of 4 ft. 2 in. by 4 ft. 8 in. The manway compartment of the main shaft is used as the hoisting compartment in sinking operations; it is partially lined with 2 by 12-in, lagging and a bucket is used without guides or crosshead. Preparatory work includes the placing of a bulkhead in the manway compartment, 60 ft. above the lowest station or level, the installation of a hoist, a head sheave, a fleet sheave, a-signal system, air and water lines, and a trap door for handling waste.

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia (Figure 1). Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden ( > 30 m [100 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). PUBLICATION of data by Irmann' indicating outstanding thermal stability and elevated-temperature strength properties in a sintered aluminum powder product (SAP) stimulated interest in the strengthening of metals by means of a highly dispersed oxide phase. This material was produced by compacting, sintering and extruding a fine flake aluminum powder, resulting in a dense product containing 10 to 16 volume pct alumina, which arises from the thin oxide film on the starting powder, highly dispersed in a matrix of pure aluminum. The method of producing SAP, and the stable high-temperature properties obtained from it, introduced the possibility of developing superior materials for high-temperature service by powder metallurgy methods. The composition of the materials of this type which are presently under consideration is predominantly metallic, containing from less than 1 pct up to about 20 volume pct of the oxide. As a result, other properties of these materials, such as electrical and thermal conductivity, thermal shock resistance, and to a certain extent ductility, notch sensitivity, machinability and hot working properties, are also predominantly metallic. These alloys do not constitute, therefore, a completely new class of materials as do the cermets, but rather present a new means of modifying the properties of a metallic matrix. In this sense, SAP type alloys are more closely analogous to the alloy aging systems. While the strength properties realized in the oxide-pure metal systems at the lower temperatures are substantially less than the best attainable in the aging systems, the thermal instabilities in the latter make them of less value for use at temperature much above their optimum aging temperatures, as indicated in Fig. 1. While the means of obtaining an oxide dispersion are more difficult and costly than conventional aging processes, in the light of the as yet limited understanding of such systems there is considerable promise of improved high temperature properties arising from the thermal stability of these structures. Coal properties that are associated with wear and damage of grinding equipment during pulverization prior to combustion were investigated. A South African Highveld feed coal and its beneficiated fractions were crushed to <1 >0.25 mm particles for the grindability tests. These particles were milled and screened into <75 μm and >75 μm fractions, which were analysed by different techniques to establish a correlation with the conventional Hardgrove Grindability Index (HGI). The <1.5 g.cm-3 float fraction, which contained 93 vol.% (mineral matter free) total -macerals,9% kaolinite, and had the lowest HGI (57) (hardest to grind) was pulverized for 15, 30, 60, and 120 minutes for particle size distribution analysis. This analysis indicated that the content of <75 μm particles increases with increased grinding time. The >1.9 g.cm-3 sink fraction, with the highest HGI (76), 44% kaolinite, and 20 vol.% total macerals, was ground easily to generate the highest proportion of <75 μm particles. Based on higher correlation coefficients (R2 = 0.77–0.91), the ash yield, mineral matter, petrographic composition, and fixed-carbon have significant effects on the HGI. Conversely, the inherent moisture and total sulphur (R2 = 0.48–0.62) have only minor effects on the HGI. Results from this investigation could be implemented in the preparation of a suitable pulverized fuel with little equipment wear, as well as utilizing mineralogical and petrographic compositions. Finally, the effect of microlithotypes and maceral types in South African feed coals on the HGI should be investigated in further pulverization and grindability studies.

Copper nickel separation is performed by mineral processing techniques both pre and post smelting in Copper Cliff at Vale Canada?s Operations. The separation at Clarabelle Mill takes advantage of the ore mineralogy to affect a separation on the rougher concentrate where chalcopyrite and pentlandite exhibit high liberation and high recoveries thus their separation is simple although incomplete. The copper concentrate comprises only 50% of the copper in ore with the remaining copper being separated post smelting in the Matte Separation plant where the slow cooled Bessemer Matte is again treated by mineral processing operations using flotation to separate the chalcocite and heazlewoodite and magnetic separators to remove a metallic nickel alloy. This paper discusses the mineralogy, separation processes and work currently underway to improve the separation of copper from nickel in these plants.

"We have conducted analytical and technological evaluation of sepiolite containing clay. The possible areas of application of the sepiolite have been investigated and complex methods of enrichment of natural sepiolite have been identified. It was determined that for preserving the structure of minerals after processing the most effective method of the natural agglomerates disintegration was the soft abrasion of the clay fraction up to 0,5 mm. Disintegration of sepiolite clay along with using high energy-stressed effects on the matrix can deteriorate the rheological properties of clay suspensions and reduce the yield of drilling mud and sorption properties. To improve the quality of clay powders we used combined gravity-modifying method of wet enrichment. After the wet enrichment the yield of drilling mud increased up to 12.7 m3/t, with the addition of MgO up to 20,3 m3/t. It was noted that drilling muds contenting more than 50% of sepiolite are stable in mineralized (salt) waters. Based on the studied activated sepiolite rocks we obtained the effective heat-insulating materials with relatively low thermal conductivity – 0,165 W/m·K, average strength – 7,29 MPa and water absorption-49,0%.INTRODUCTION The modern development of the Russian economy requires the implementation of scientific and technical tasks. The solutions of it involves a radical reduction in energy, heat losses and material consumption of products, rational and efficient using of all types of resources, as well as the using of new types of mineral raw materials and materials based on it. An example of a new type of mineral raw materials for Russia is sepiolite containing rocks, due to unconventional conditions for their soils accumulation in the climate of the Far North. Sepiolite is a unique type of nonmetallic mineral. It is formed in soils, marine and saline basins, occurs in carbonate and carbonate-clay rocks in the form of lenses and lens – shaped layers, rarely nodules, loose powdery masses, shell-like concretions. Sepiolite may have a soft porous macroscopic appearance or less often the structure of the fibrous mass. Color of sepiolite is from white to cream with gray, green, pink and even crimson shade depending on the degree of pollution. Sepiolite can be in two forms - a-sepiolite (parasepiolite), which occurs in the form of large packets of crystalline fibers and ß-sepiolite, which occurs in the form of amorphous aggregates or small flat rounded particles. The sepiolite fibers have a length of from 0.2 to 2 Å, width from 100 to 300 Å, the thickness from 50 to 100 Å (Geological dictionary, 1973)."

"Mechanical Thermal Expression (MTE) is a developing non-evaporative lignite dewatering technology. It has been shown to effectively dewater high moisture content in low rank coals via the application of mechanical force and thermal energy at elevated temperatures. In this paper, the dewatering behavior of Yunnan Xiaolongtang lignite during the MTE-process was studied. Furthermore, how variations in temperature and pressure during the MTE process affect the surface oxygen functional groups and pore structure were also discussed using Fourier transform infrared spectrometer (FTIR) and mercury intrusion porosimetry (MIP). Increases in MTE temperature and pressure resulted in significant reductions in residual moisture content and moisture holding capacity, along with the increase of fixed carbon content and reductions of other elements content, especially oxygen content, which have been largely attributed to the destruction of the surface oxygen functional groups and porosity in lignite. The optimized technology conditions are temperature 150~220°C and pressure 7~10MPa. The residual moisture content of the lignite treated by MTE under the conditions of 200°C and 10MPa is decreased to 8%, while the dewatering rate exceeds 76 % and the calorific value approaches 22 MJ/kg. The experimental results offer a deeper understanding of the influence of process parameters on the lignite stuctures and properties. The reduction in residual moisture content, surface oxygen functional groups and pore volume under increasingly severe MTE conditions are suggestive of the structure changes that accompany increased coalification (rank) within the lignitic range."

A field laboratory for use in monitoring underground mine air quality has been developed and proven in underground service. The laboratory includes two separate monitoring systems and data analysis computer programs. One is the Mine Air Monitoring Laboratory (MAML). This is an enclosed trailer-mounted laboratory capable of monitoring CO2, CO, NO, NO2 particulate matter, S02, NH3, temperature and air velocity in the mine drift. The MAML can be up to 1000 feet away from the area being monitored. The second system is the vehicle data system, mounted on the load-haul-dump (LHD) vehicle, which monitors engine speed, engine fuel rack position, exhaust gas temperature, ambient temperature, vehicle speed, CO2 concentration near the operators&apos; breathing zone and the mode of operation of the vehicle. The two computer data analysis programs and the two field instrument systems comprise a complete Mine Air Quality Laboratory (MAQL) for underground pollutant studies. Data from the systems have been used for studying vehicle duty cycles, ventilation systems, exhaust after-treatment devices, vehicle exhaust system design and portable instrumentation. Descriptions of the laboratory are presented along with a summary of some of the experiments performed. The capabilities of the lab are discussed, along with future potential uses.

THIS paper is a review of the published literature on research in coal geology, principally exclusive of resource studies, which appeared or became available during 1950 and the latter part of 1949. This report is not to be construed as being complete. The papers referred to in the bibliography are those among many more, which were read either in full or in abstract. Undoubtedly other papers were published&apos; which either escaped the author&apos;s notice or were not available to him. Those which were seen in abstract only (about one fourth of those listed) were not available in time for the inclusion of more than a notice. An outline of all papers listed in the bibliography has been arranged by subjects and reasonable subdivisions with some papers cited under more than one subject. Most papers are indexed according to the principal subject of discussion or research only as to an unusual or noteworthy section of the entire report. There will likely be some disagreement as to the quality or merit of some of the papers selected and the specialist may be supercritical of the outline or organization of papers in his field. It may be that attention has occasionally been drawn to papers reporting old information or conclusions of questionable value. Conferences and Meetings One of the best indications of the growing interest in coal geology problems in the United States is the increasing number of times this- field has been the focus of attention at conferences and meetings. Notable among these are the joint meeting of the Society of Economic Geologists and the Geological Society of America at El Paso, November 1949, at which the principal thesis was concerned with low rank carbonaceous fuel deposits, especially of western United States. Among the papers given which are already available were those presented by Barghoorn,16 Parry,180 Roe,153 and Parks.162 At the annual meeting of the Botanical Society of America in New York, December 1949, a joint meeting of the Paleobotanical and Microbiological Sections was held for which a symposium on Microbiology in Relation to the Geologic Accumulation of Organic Complexes was &apos;organized. Publication of the six papers presented by Ralph G. H. Siu, Elso S. Barghoorn, Irving Breger, Claude E. ZoBell, James M. Schopf, and A. C. Thayson is anticipated. At the regular meetings of the Paleobotanical Section at the same time, several other papers of interest reported on coal ball studies, partial coalification of petrified wood, and floras. In Chicago, April 1950, a symposium on Applied Paleobotany was held by the Society of Economic Paleontologists and Mineralogists in conjunction with the American Association of Petroleum Geologists. The five papers presented at this meeting dealt with the use of Paleozoic plant microfossils for stratigraphic work, J: M. Schopf, Devonian-Mississippian fossils of the black shales, Aureal T. Cross, Mesozoic plants of stratigraphic value, Th. Just, plant microfossils of the Tertiary, L. R. Wilson, and studies of the Brandon lignite, Elso S. Barghoorn. Early publication of these in the Journal of Paleontology is expected. The Nova Scotia Research Foundation and the Nova Scotia Dept. of Mines sponsored an excellent 3-day conference in June 1950, which, dealt with several aspects of coal geology. Papers on coal classification, P. A. Hacquenbard, structure and sedimentation problems in Nova Scotia, T. B. Haites, new techniques of thermal analysis, W. L. Whitehead, geochemical investigations of Nova Scotia coals, Irving Breger, the role of fossil plant spores in coal correlation and the stratigraphy of the coal-bearing strata of the Appalachian Region, Aureal T. Cross, were given. Some discussions of these papers by those in attendance were recorded, and the entire proceedings is being prepared for publication. In September 1950, an unusual 3-day field conference was held by the Ohio and West Virginia Geological Surveys under the sponsorship of the Coal Geology Committee. This study of the stratigraphy sedimentation, and nomenclature of the Upper Pennsylvanian and Permian coal-bearing strata of southeastern Ohio, southwestern Pennsylvania, and northern West Virginia .was augmented by two discussions on associated rocks (clays and shales) and stratigraphic nomenclature at Wheeling, and Morgantown, West Va. An extensive guidebook was prepared, and transcriptions of the Morgantown meeting were made. As a follow-up of the September field conference, a round-table discussion &apos;was held on this general topic at a special open meeting of the Coal Research Committee in conjunction with the November meeting of the Geological Society in Washington. Short prepared statements to invite discussion were given on each of several topics by L. M. Cline, Carl O.

Spontaneous nodulation leading to growth of well developed glossy spheroids (generally hemispheres) of up to 0.06 cm width in 120 min has been observed during copper electrodeposition with certain levels of glue, thiourea and C1-. Thiourea alone can produce spontaneous nodulation but addition of glue and/or Cl- is required for rapid and sustained growth. In most cases once the glossy nodules develop they consume the majority of the copper deposited; thus, the specific current densities (and hence copper electrodeposition rates) on the glossy nodules are about an order of magnitude or, more greater than on the adjacent planar surfaces. The texture of the adjaoent planar surfaces is not glossy in appearance but is well faceted showing the usual deposition grain structure for such additives. Cathode potentials when spontaneous nodulation occurs are about TOO my more negative than with usual copper electroplating. This fact associated with evidence of extremely high levels of cathode surface passivation based on cyclic voltammograms indicates that the conditions which lead to spontaneous nodulation result from a very tightly adsorbed additive surface film. This film breaks down in specific points initiating the glossy nodules which then grow at extremely rapid rates. Current density is also important in spontaneous nodulation. At equal deposition times a current density of 21.5 mA/cm produced much larger glossy nodules than at 48 mA/cm2. The surface concentration of the glossy nodules was much greater in the latter case, however. The role of current density is still not well understood. The role of it as well as the relative roles of the three additives, thiourea, glue and Cl- in spontaneous nodulation is presented. Preliminary results and some possible correlations of these to help explain spontaneous nodulation are presented. It is believed that tankhouse upsets where cathode nodulation occurs may be related to this phenomenon.

This paper presents the stability assessment of the steel pipe piles that are used to support a deadman beam to anchor an adjacent bulkhead wall. Finite element analyses are performed to assess the stability of the bulkhead wall and determine the required tie-back force to the pile. The piles are relatively close to the bulkhead wall such that their soil resistance wedge zones are not fully developed but truncated by the bulkhead wall. The reduced lateral resistance capacity of the anchor piles is determined by applying the Coulomb wedge method on the truncated soil passive zones between the pile and wall. Both the conventional soldier pile stability (in terms of force and moment equilibrium) and Winkler soil spring (for soil-pile-interaction) analyses are used to assess the stability of the anchor piles.

This paper presents two case studies where fracture set orientation was quantified using three methods: a simple fracture pole grouping, a Fisher distribution and a Kent distribution. The three fracture orientation representations were then used as inputs for kinematic slope stability analysis. Differences showed up in the probability of sliding for all instability modes considered.

Air compressor explosions that are caused by the ignition of combustible vapor mixtures cannot be explained by a single reaction mechanism or sequence of events. Explosions have been caused by the sudden release of large quantities of lubricating oil, by the rapid vaporization of oil that had accumulated slowly in high-pressure piping, and by the production of decomposition products from carbonaceous deposits. Ignitions can be caused by the heat produced in a catalytic reaction, in a compression process, or when a shock wave is propagated through a combustible vapor-air mixture. The frequency of these ignitions can be minimized by establishing proper maintenance and cleaning schedules. Further study is needed to satisfactorily correlate the various factors involved in compressor explosions.

Discovery of these unusual fluorite deposits was brought to the attention of the Bureau of Mines late in 1951, shortly after the first locations were made. A brief investigation of the deposits by the Bureau revealed seven principal outcrops of fluorite in two areas. The smallest outcrop continuously exposes massive fluorite over an area 25 by 55 feet; the largest outcrop is a similar exposure 180 by 240 feet. The deposits appear to be sharp-walled, low-angle-, tabular ore bodies in granite and are at least 10 feet thick. The Bureau investigation of the deposits included bulldozer strip-trenching, drilling and blasting rock cuts, and channel sampling across three of the largest outcrops. This sampling indicated an average grade of 97.2 percent CaF2 and 1.44 percent SiO2. Preliminary metallurgical tests on the ore indicate that it can be concentrated to acid-grade specifications by simple gravity methods. One laboratory test recovered 78.4 percent of the fluorite in a product containing 98.7 percent CaF2, 0.25 percent SiO2, and 0.10 percent Fe2O3.

In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world&apos;s population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically.
