Obtaining funding for construction relies on a positive Feasibility Study and a host of other related activities. This paper looks at the financing process and work required to support it, during and after the Feasibility Study, and bring it to a successful closing. It will include comment on the significance of permits, environmental plans, construction contracts, offtake arrangements, hedging, insurance, and others requirements to support a financing plan.

Elastoplastic parameter is a parameter that describe how much materials behave elastically up to certain stress states and plastically thereafter (Hudson and Harrison, 1997). In the continuum analysis, two main parameters of the elastoplastic parameter are modulus elasticity and Poisson’s ratio. In the slope, elastoplastic parameter holds the main role for stability related to deformation in ductile type of rock. There’s a limitation to determine elastic or plastic deformation at the field for ductile rock type. Field manifestation commonly showed that there was no accumulation zone during and after the sliding failure mechanism, in other hand, at the research area, manifestation of deformation at the toe of slope only indicated by bulging shape. This paper will focus at the sliding failure occurred at Coal mining Pit Y owned by Arutmin Indonesia, which according to failure investigation report similar with the condition described above. This paper also will be based on two hypotheses, first hypothesis is claystone rock mass has not been reached plastic deformation yet and the second hypothesis is there is a chance that elastoplastic parameter of the rock mass has been changed during the deformation/sliding failure process. Research method of this paper are back analysis using probabilistic analysis in Finite Element Method (FEM), which conducted before and after failure. Then, the result of the displacement or deformation of the analysis will be checked with the actual deformation shape. Meanwhile, the change of the elastoplastic parameter will be analysed and interpreted. This paper hopefully able to be developed to study about elastoplastic behaviour of rock mass in actual condition and the influence of another uncertainty factor which determine the slope stability.

[The principle of determining volumes of liquid by alternately drawing in and discharging given quantities of the fluid from a confined space or compartment of known volume and mechanically counting the number of displacements is well established. This is true particularly in water measurement. For several years, oil meters employing the same basic principle have beer, used for gaging oil production from individual wells, groups of wells, and in some areas for metering the entire production from a property. Especially in areas where there is town-lot drilling and space for tankage in at a premium, oil meter have been used successfully to gage the oil. This facility has obviated the necessity of installing gage tanks. Oil meters also have been used in pip-line and refinery operations and in loading tankers. Present knowledge of the subject shows that positive-displacement oil meters can be used for measuring crude oil in the field and elsewhere, provided the meter-counter mechanism is in proper adjustment and the oil has been studied sufficiently to determine the proper factor to be applied to the volume as registered by the meter, making possible the adjustment for the shrinkage of the oil caused by liberation of gas from solution.]

"The demand for fine and ultra-fine grinding associated with the processing of more challenging, finer grained orebodies and the global driver of minimising energy consumption has been an increased focus in our industry. Outotec’s stirred milling technology, the high intensity grinding mill (HIGmill™), was launched in 2012 in response to this industry need. First Quantum Minerals Ltd selected HIGmill™ technology for its Kevitsa mine in Northern Finland. The 700 kW mill is grinding copper rougher concentrate to improve copper/nickel separation and copper recovery. Selection of the HIGmill™ followed mineralogy analysis and laboratory and pilot testing for HIG milling in parallel with flotation tests to determine optimum grind size and energy input.The paper discusses the challenges and successes of the test work, manufacture, installation, commissioning and subsequent operation of the mill. Grinding performance is presented and a comparison between predicted and operating energy efficiency is made. This case study assesses the application of Mine-to-Mill optimisation combined with Whittle Consulting’s Prober<sup>®</sup> economic optimisation for the purpose of economic value uplift in open cut base and precious metal operations. The study extends the application of these optimisation methods to incorporate the recent practice of Ultra High Intensity Blasting (UHIB) developed by Orica Mining Services. The case study deposit known as “Marvin” is a copper/gold porphyry resource that is commonly used in optimisation software training and industry case studies. It has many similarities to Newcrest’s Cadia Hill open pit mine in NSW. Prior desktop research and industrial trials employed static assessments of Mine-to-Mill effects. No prior work other than a Whittle Consulting client study, has sought to assess the impact of variable fragmentation on enterprise economic value. An experimental procedure was developed for studying magnetic roasting on a accurately-controlled laboratory scale. The loss-in-weight method was used and the course of reduction could be followed under a reducing gas atmosphere containing as many as five different components. Some important variables of the operation were checked on a marginal Mesabi iron ore containing porous and dense varieties of hematite as well as pure goethite. The conditions simulated were those for the grate roasting of a coarsely-sized ore burden. Temperature was maintained at 600°C; gas composition at 4.25% CO, 4.25% H2, 17.0% CO2, 15.0% H20, and 59.5% N2,, and gas flow rate at about 1,5 lineal feet per minute. The ore charge was composed of quarter-inch cubes. Under these conditions, the ore porosity was found to be one of the governing variables of the operation. Results showed that an ore size limitation existed as a function of this ore porosity. For efficient magnetic conversion, the size limit was 3/8 inch for very porous ores and about 65 mesh for very dense ores. An anomaly was noted in the weight losses incurred during actual magnetic conversion. For goethitic ores, these were generally about 13 per cent higher than could be accounted for theoretically. The effect was attributed to possible non-stoichiometric structures forming during the reduction process.

Rare earth elements have important strategic significance and economic value, and the rare earth elements in coal resources have considerable development potential. This study took coal refuse in the Jungar area of Inner Mongolia, China, as the research object, and investigated the occurrence modes of rare earth elements. A special sequential chemical extraction experiment was designed, and the results showed that the rare earth elements in coal refuse mainly occur in silicate and aluminosilicate form, accounting for approximately 65% of the total rare earth elements. According to the results of SEM-EDS, micro morphology of the sample belonged to the lamellar structure of clay minerals, and Al, Si, Fe, S, Y, and La were all present in the sample. Through SPSS software analysis, rare earth elements have an obvious linear positive correlation with Al, Si, and Fe elements, and a negative correlation with S elements. The rare-earth element occurrence mode in coal refuse can provide a definite theoretical basis for the later extraction and enrichment work.

Significant coal reserves in New South Wales lie underneath major bodies of natural and stored surface waters. In order that mining can occur safely and without any adverse effect on the surface, various statutory provisions and administrative guidelines have been framed for regulating the surface and sub-surface strata disturbance. There are particular bases for the existing guidelines and the assumptions which were made in their choice. Evaluation of the guidelines in the light of the knowledge gained during the last ten years indicates that they are conservative in some cases and can be made less restrictive without lowering the safety standards. The suggested changes include reduced width for pillars in both bord and pillar first workings and panel and pillar workings, and increased level of extraction for a given degree of subsidence. Changes, if implemented, would lead to increased coal recovery.

Epithermal gold exploration in the last decade has developed useful models for exploring new ore districts in Oregon. In Eastern Oregon, disseminated gold occurs in epithermal deposits that have been pervasively silicified and brecciated. Many gold prospects staked since 1980 are in fluvial and lacustrine sandstone and conglomerate deposits. Clay alteration products and disseminated pyrite may be present. Vein filling calcite and thin to thick quartz veins are common. Late stage quartz forms pseudomorphs after calcite in many deposits. Arsenic, mercury and gold are geochemically anomolous but silver is usually not. The epithermal deposits are located in part of the Deer Butte Formation or equivalent units. Exploration criteria include the presence of Deer Butte Formation or correlative units and NW structures cut by N-S basin and range structures.

Based on full investigation of the characteristic of sphalerite in the residue obtained from cyanidation leaching process and the study of the mechanism of the interaction between flotation reagents and sphalerite with the aid of electrochemical analysis, the reagent named YO was developed for eliminating the depression effect of CN- on sphalerite and reducing the dosage of CuSO4. The achievements have been used in commercial production for the treatment of the cyanidation residue to recover the zinc minerals, obtaining a zinc concentrate with grade of 56.49% Zn and recovery of 86.63% Zn.

A comparison of the amount of minus-28-mesh product produced by a standard grinding test procedure is provided for 45 non-metallic materials. The percentage of product, the weight of product per unit of energy used and the weight of product per mill revolution are shown. The results exhibited excellent reproducibility and demonstrated an accurate comparison of grindability for non-metallic materials.

IT is proposed to give, first, a description of the works ; second, a report of the first six months of the present blast; and third, such improvements as have been suggested by the practical working. The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Introduction The US has the largest total (364 Gt, or 401 billion st) and recoverable (182 Gt, or 201 billion st) coal reserves in the world (Steam/Its Generation and Use, 1978). However, progressive coal use in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. Since the promulgation of the Environmental Protection Agency (EPA) New Source Performance Standards (NSPS), it has become apparent that all US coals will require sulfur removal to comply with the new sulfur dioxide emission levels. If more stringent emission standards are imposed, through pending acid rain legislation or amendments to the Clean Air Act, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the development of new and advanced coal cleaning technologies to continue and promote the use of coal. Table 1 summarizes the EPA NSPS for sulfur dioxide emissions. Fortunately, the basis for determining sulfur dioxide removal is the Btu and total sulfur content of the run-of-mine coal. Thus, credit is given for any sulfur removed before combustion, e.g., through physical coal cleaning. Unfortunately, physical coal cleaning alone may be unable to produce a compliance coal with respect to the EPA NSPS. Therefore, all industrial and utility coal-fired boilers will require post combustion gas cleanup, e.g., flue gas desulfurization (FGD), to comply with the new regulations. Of these, chemical coal cleaning offers the advantages of providing (1) high quality fuel for combustion (low sulfur and ash, high Btu, and attenuated product variability); (2) a solid fuel product for use in retrofitted gas and oil boilers; and (3) a solid fuel product with multiple end uses, e.g., internal combustion engines, carbon electrodes, coke, or chemical feedstock. Gravimelt process In the Gravimelt process, 1.4 mm x 0 (14 mesh x 0), physically beneficiated coal of about 5% moisture is fed into a 3401 to 3901 C (644 ° to 734 ° F) molten bath of sodium hydroxide and potassium hydroxide. Organic and pyritic sulfur and most of the mineral matter in coal react with and are dissolved in a molten mixture of potassium hydroxide and sodium hydroxide. The reacted coal sulfur is converted to alkali sulfides and polysulfides, whereas the mineral matter is apparently converted to alkali-aluminum silicates and other byproducts that are water and acid soluble. Coal residence time is 60 to 240 minutes. The sodium hydroxide to potassium hydroxide ratio is about 9:1. The total hydroxide-to-coal ratio is no less than 10:1. The specific gravity of the caustic melt is about 1.8 g/cm3 . Thus, coal is buoyant in the bath, and insoluble mineral matter with density greater than 1.8 g/cm3 would sink. Reacted coal is first water-washed with an equal weight volume of water in a countercurrent mode of operation. The coal is filtered and the filtrate sent for regeneration. The coal is then acid-washed in 10% sulfuric acid. The acid-water/coal mixture is filtered to recover the final coal product, and the filtrate treated with lime to precipitate dissolved mineral matter. The precipitate is filtered from the mixture and discarded. The water is recycled to the plant. Filtrate from water-washing is treated to remove sodium sulfide. The sodium sulfide is chemically treated to produce hydrogen sulfide, calcium car¬bonate, sodium hydroxide, and other products. The hydrogen sulfide is treated to produce sulfuric acid for the acid-washing step. The calcium carbonate is treated further or discarded, and the sodium hydroxide is concentrated by evaporation and recycled to the reactor. The Gravimelt process is currently at the bench-scale stage of development. A 0.9-kg (2-lb) continuous reactor is in operation with a continuous water- and acid-washing section adjacent. The regeneration section is not developed to a meaningful extent, although key reactions have been tested in the laboratory. Process conditions, product recovery efficiencies, etc., however, have not been determined adequately and continuous regeneration operation has not been attempted. Work is now in progress to develop each section to a continuous bench-scale operation in processing coal at 9.1 kg/h (20 lb per hr). Microwave process The carbon and hydrogen in coal are relatively transparent to microwave radiation. However, water, caustic, pyrite, and other mineral matter components are strong conductors of microwave radiation energy at the proper frequency. As a result, selective heating of the noncarbonaceous materials occurs that enables the chemical reaction of sulfur and ash with caustic. Although very high temperatures may result from

Pelotas compostas de minério de ferro, aglomerante e coque foram analisadas quanto à resistência à compressão (a frio e após aqueciemento) e porosidade. Para isso, três lotes de pelotas foram confeccionados, com diferentes teores de redutor, até a quantidade necessária para reação completa com os óxidos de ferro. Após seu preparo, as pelotas passaram por diferentes tempos de cura ao ar. Ensaios de resistência à compressão à frio e porosidade foram realizados em pelotas verdes e com 3, 7, 14, 21 e 28 dias de cura. Após 28 dias, uma série de pelotas foram secas e submetidas a testes de resistência à compressão após serem aquecidas a temperaturas entre 200ºC a 900º. Analisou-se, também, a perda de massa em cada patamar de temperatura. Entre os principais resultados, verificou-se que o comportamento mecânico de pelotas autorredutoras é melhorado com o aumento do tempo de cura e prejudicado pelo aumento do teor de coque e aumento da temperatura. Após 600ºC, a resistência das pelotas cai potencialmente. Além disso, lotes com maiores teores de coque apresentaram maiores valores de porosidade, sendo que este aumento foi mais significativo nos primeiros dias de cura.

The demand for steel products in modern society is prompting the iron ore industry to optimise their operations to ensure sustainability of fines and lump products. One of the key components in the iron ore transportation chain are belt conveyors. The energy consumption of modern belt conveyor systems has reduced considerably over the past few decades, however, there is still significant scope for further reductions, especially when heavily loaded long overland belt conveyors are considered. A new rail based continuous bulk material transportation system has been developed by researchers at the University of Newcastle to reduce the energy consumption of heavily loaded and long overland conveyors. The Rail-Running Belt Conveyor technology is a state-of-the-art continuous belt conveying technology which provides an innovative and novel departure from conventional continuous bulk material transportation systems with significant energy and economic benefits. This paper presents an overview of a Rail-Running Belt Conveyor variant which considers an enclosed belt. Enclosed belt conveying has the benefits of encapsulating the bulk material, and thereby reducing dust emissions and moisture ingress, in addition to being able to negotiate smaller radius horizontal and vertical curves leading to greater flexibility. To quantify the primary differences between conventional conveying technologies, the Denver office of thyssenkrupp Industrial Solutions (USA) developed a case study for an 11 km long conveyor. The conveyor design throughput was 2750 t/h and included a small net elevation loss of 10 m. When considering CAPEX the Rail-Running Pipe Conveyor equipment supply cost is approximately 45 per cent of the cost of a conventional pipe conveyor, while savings upwards of US$50M emerge for CAPEX combined with five years of OPEX. The savings vary with the topography and density of the bulk commodity, with iron ore generally showing increased savings because the high bulk density increases rubber losses in conventional conveyors.
