The Victorville cement plant of the Southwestern Portland Cement Co. is located about 1 mile from the city of Victorville, Calif. Two transcontinental railway systems, the Atchison, Topeka & Santa Fe, and the Southern Pacific Railroad, afford shipped facilities. The plant is modern and well kept, as the officials, especially the higher operating officials, take pride in the appearance of the place. Dust has been practically eliminated by the installation of dust collectors and wet grinding. The plant has a rated capacity of 5,000 barrels of cement daily.

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapo-concentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits, with long-term chemistry lying on a geochemical continuum between end members that consist of influent calcium bicarbonate groundwater and naturally occurring sulfate-rich evaporite playa lakes.

Sources of change to be monitored for innovative opportunities include unexpected successes or failures, incongruities between perceived and actual events, process needs, changes in perceptions, and the development of new knowledge. Innovation can be effectively organized, practiced, and managed. The perception of change as an opportunity rather than a threat is mandatory, as is the systematic measurement of innovative performance. Innovation is enhanced by specifically-designed policies regarding organizational structure and staffing, daily management practices, and compensation and incentives.

Open pit slope stability analyses for large scale instabilities are often carried out using limit equilibrium, finite element or finite difference computer programs. All of these require empirical estimates of rock mass shear strength when calibrated values are not available, which is a common occurrence. A common method of estimating rock mass shear strength is the Hoek-Brown failure criterion, which often over- or underestimates rock mass shear strength when used in limit equilibrium or elastic linearly plastic slope stability analyses, resulting in published alternative estimates for the coefficients of the Hoek-Brown failure criterion. This paper investigates the differences between limit equilibrium and elastic linearly plastic slope stability analysis based on the Hoek-Brown failure criterion. The investigation consisted of a comparison of 3840 RS2 finite element analysis models completed with strain softening, and 216 Slide2 limit equilibrium models. The models were used to evaluate a methodology to determine equivalent limit equilibrium and elastic linearly plastic shear strength parameters that provide the same stable slope angles and instability back break distances as the more representative strain softening stress analysis methods. This paper presents the methodology and compiles the results into design charts and equations for equivalent limit equilibrium Mohr-Coulomb shear strength parameters, that simplify calibration against actual case studies. The results compare well with older empirical shear strength estimates, however, a detailed calibration of the results against case studies will need to be carried out. The analysis also did not consider pore pressure effects; this is left for future publication.

The Lafitte field, the largest oil reserve in South Louisiana, is in Jefferson Parish, some 25 miles due south of the City of New Orleans. The discovery well, The Texas Company's No. I, Louisiana Land and Exploration Co., in the southeast corner of sec. 19, T. 17 S., R. 24 E., was completed on May 15, 1935. The initial production of this well was 960 bbl. of 34.9º A.P.I, gravity oil per day, through 1/4-in. choke, with a tubing pressure of 1600 lb. per sq. in. Producing depth was 9558 to 9572 ft., the total depth being 9572 feet. The development of the field has been at the rate of three to eight new producing wells per year. Up to Jan. I, 1944, 60 producing wells and three dry holes had been drilled, while two of the original producing wells had been abandoned, Although the field is not unitized, The Texas Company was the sole operator in the field until the Lafitte Oil Co. completed its NO. I Jefferson Parish, near the center of the west line of the NW/4 sec. 20, T. I7 S., R. 24 E., on July 27, 1941. No additional wells have been drilled by the Lafitte Oil Company. Drilling and WeLl-completion Practices All drilling operations have been conducted with the steam-driven rotary equipment mounted on submersible barges. A canal is dug to the well location and the drilling unit is floated into position. The seacocks are then opened and the barge settles to the bottom. After the well is completed, seacocks are closed and water is pumped out of the barge. This procedure permits the barge, with drilling equipment still in place, to be floated and moved off the location. The conventional open-hole and the gun-perforation method of completing wells has been used in this field. Where possible, the initial completion is from the deepest 'sand and recompletions are made progressively up the hole, by plugging back with cement to the upper sand and gun-perforating opposite the new sand. The oil string usually is 7 5/8 in., 26 to 34-lb. casing. Three wells have been completed using 9 5/8-in. 44-lb casing set below 10.000 feet. Fig. I shows the completion and recom-pletion practices on one well in the field. This figure also shows the relative locations of the different producing sands as shown on the electric well log. Structure The structure is an elongated dome, cut by two north-south faults, which divides the field into three segments. The west segment is the highest structurally and contains most of the recoverable oil and gas. The center segment is less important and the east segment is of little value. The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

With continually increasing energy prices, the mining industry has been on the search for new energy optimization technologies. One area that is garnering great interest is Ventilation-On-Demand (VOD). Prior to selection and implementation of a VOD solution, it is important to fully understand the mine requirements as well as its existing infrastructure and the interaction with other automation in place at the site. With this information, a business case can be generated including a cost versus benefit comparison for various control strategies. To assist in the development of the business case, this paper will identify key areas for consideration and recommendations for an implementation plan.

Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

Your personal assessment of the minerals business. Gosh! When I think about what has happened to the minerals industry over the past 27 years that I have been a member of SME! There have been fundamental structural changes in the industry. And I think that SME has been quite successful in coping with these changes as well. There has been a reorientation in how the minerals industry does business. It used to be called rationalization. Today we call it reengineering. In addition, the minerals industry has become more complex and more global. Shareholders have become more vocal and demanding in the management of the business, asking for protection of their shareholders' value. In the 1980s, a fundamental change was precipitated by a merger and acquisition fever in all industries, including the minerals industry. Raiders such as T. Boone Pickens put enormous demands on companies that, in turn, had to spend substantial management time to fend off the raiders. This resulted in a major restructuring of the mining houses. Today, for example, Anaconda, Kennecott and Amax are only historical names.

Hedges Gold Pty. Ltd. mines and processes a lateritic gold orebody approximately 120 km south east of Perth in the Darling plateau. The operation is approximately 26 km from the town of Boddington and 31 km from the town of Dwellingup. Hedges operates under The Western Australian Environmental Protection Act, Licence Number 3183. Presently, nine Limitations and Conditions are applicable to the tailings dam. These conditions apply to maximum discharge/disposal quantity permitted. Hedges mine is located in state Forest within the eastern, low rainfall section of the Darling Range and within the waler catchment area of the Murray River. Ore is carted by 120 tonne haulpacks to the plant. The plant and tailings dam is on private farm land some six kms from the mine.

The Bureau of Mines conducted a study of current trends in methods employed by the coal industry to dispose of acid mine drainage (AMD) treatment sludge. Thirty-three AMD treatment plants, operated by 11 Pennsylvania coal companies, were randomly surveyed. These plants provided data for calculating sludge volumes, as well as information on sludge settling, transportation, and disposal. Onsite visits allowed observation of problems associated with the various methods of sludge disposal: (1) disposal into a deep mine, (2) permanent retention in ponds, (3) disposal at an active coal refuse area, and (4) onsite burial. Method 1 is the most frequently used and the most environmentally sound. It is apparent, based on this representative sampling of AMD treatment plants, that the magnitude of sludge production is such that an aggressive and directed effort in reduction of sludge volume is seriously needed. The areas of major concern are (1) the amount of surface land required for sludge storage and disposal, (2) reclamation of these disturbed surface areas, and (3) effective and efficient means of removing, transporting, and disposing of AMD sludge. In this report, an engineering approach to the practical problems associated with the existing disposal methods is presented, together with recommendations for future research.

Analysis of deep foundations in terms of axial capacity has been a topic of great interest in the soil-structure interaction problems. Soil behavior is governed by a series of complex stress-strain changes that occur during pile installation and subsequent loading. Owing to the difficulties and uncertainties on the basis of the soil strength-deformation characteristics, one of the most frequently followed design practice is to refer to the formulae correlating directly the pile axial capacity components of unit base resistance (qb) and unit shaft resistance (fp) to the data collected from cone penetration test (CPT), i.e. to the tip stress (qc or more proper qt), sleeve friction (fs), and shoulder pore water pressure (u2). The elementary basis for such formulations has been the idea of considering cone penetrometer as a mini-pile foundation. This has resulted in plethora of correlative relationships in the past over 60 years. Such correlations, although empirical, have been worked out on the basis of load test results from both instrumented and un-instrumented full scale piles and are able to accommodate many important variables. A quick review of the evolution process and development of such design formulations is presented with a view to propose recommendations for future research directions, where the latest version of CPT i.e. seismic piezocone test (SCPTu) can be used to advance from capacitysingularity to the complete axial pile load–displacement (Q–w) response.

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

Bubbles play a vital role in flotation, and their properties directly affect the flotation performance. Xanthates are one of the major collectors used in sulphide mineral flotation. It is often believed that their main function is to render the desired mineral surface hydrophobic, which is essential for the mineral particles to attach to air bubbles. This paper takes a systematic approach to assess the influence of potassium amyl xanthate (PAX) at the air–liquid phase and its interaction with the frother in the concentration of range 10–5×104 ppm. Bubble size was measured in a laboratory flotation cell using a photographic technique and the stability of bubbles was quantified in terms of coalescence time -, the time required for a bubble pair produced at adjacent capillaries to merge into a single bubble. Bubble size reduction of up to 26% was observed with increasing PAX concentration in the cell. The bubble coalescence experiments using PAX only showed that the bubbles coalesced quickly at lower concentrations (10–50 ppm), but they stayed extremely stable at higher concentrations (1×102–1×104 ppm). Further experiments were carried out where the concentration of PAX was fixed at 1 ppm and 4- Methyl-2-pentanol (MIBC) concentration was varied. The synergetic action of PAX and MIBC significantly improved the stability of bubbles in the mixed system, and is even compatible with a stronger frother. The results strongly suggest that the role of PAX at the air–liquid phase should be considered in the practice of sulphide flotation. Keywords: Bubble size, bubble coalescence, PAX, bubble stability

Having thus created us members of the same family-for the metaphorical meaning of house and kinship is identical-Mr. Carnegie expresses more emphatically than even he could in words, that, by affording facilities for closest intercourse, he in¬vites the mechanical, electrical and mining engineers to par¬ticipate in the freest interchange of idea and experience, and to correlate and combine the results of their studies and activi¬ties; and, being members of the same household, to banish re¬serve and secrecy. And now we, the members of the - American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. The fact that we meet to communicate each other's experience, to discuss our difficulties, and to seek each other's aid in solving the intricate problems that so often present themselves in the course of our profes¬sional life, is an acknowledgment of our individual helpless¬ness; and therefore an argument for united effort. THE winning of metals from Nature has been advanced to a degree of efficiency that commands admiration even in this Machine Age. Economy of human effort underground, in surface plants, and in treatment works, and better means of performing all manner of operations have cut costs and im¬proved products to an extent that seems far beyond the wildest imagin¬ings of those that labored in the days of hand mining and muscular metallurgy. Principles and methods borrowed from other professions and sciences - mechanical engineering, chemistry, and physics-all have con¬tributed to the rapid development of ore production and treatment, but no small part of the achievements must be credited to the free exchange of ideas within the industry itself and mass attack upon problems of mutual concern. The esprit de corps or class consciousness that has contributed so effectively to the progress of the metal industries has been less apparent among nonmetallic mineral producers. As a class they have been handicapped by inadequate contact with the metal-mining fraternity as well as among themselves.
