I had the good fortune to attend the above Conference which was held in Kanpur, India, on 11-15 December, 1995. The Conference was held in honour of Professor P.C. Kapur of the Indian Institute of Technology in Kanpur. Professor Kapur was one of the early students of legendary teacher and researcher of mineral beneficiation, Professor Doug Fuerstenau of the Department of Materials Science and Engineering at the University of California at Berkeley. I have attended my fair share of international conferences and this one certainly rated at the top of the list on several counts. With an open-hearted hospitality which one might almost take for granted once you have spent some time in India, the organizers of the Conference looked after every need of their guests, including breakfast and transport to and from the conference centre, wonderful traditional lunches and dinners and outstanding entertainment in the evenings. The papers were generally of a high standard, and debate flowed enthusiastically and freely. Several international guests delivered seminal papers in their fields as discussed below.

LLOYDMINSTER is the centre of a well developed agricultural area, lying on the Alberta-Saskatchewan interprovincial boundary in Township Fifty. The surrounding country is gently undulating, without any notable topographic features, but twenty-two miles to the north the North Saskatchewan river, and thirty miles to the south the Battle river, have cut deep valleys. In the spring of 1934, a wild-cat well (Lloydminster Gas Company's No. 1 well) was successful in striking a large flow of gas at a depth o 1,974 ? feet. The gas was piped into the town, a short distance south, and Lloyd-minster became the first Saskatchewan town to be served with natural gas. Following this discovery, other wells were sunk and, up to the present, thirteen wells have been drilled m what is here designated the Lloydminster area. Ten of these wells are in Saskatchewan and three in Alberta. Seven were successful in obtaining gas, three oil, and three have been unsuccessful. The area tested by this drilling is about eight thousand acres, six thousand of which can be considered as proved gas or oil land. To the south and west of Lloydminster, in the Province of Alberta, there are several areas in which oil and gas have been discovered. The Wainwright field lies nearly fifty miles to the southwest; Battleview, where recently gas has been discovered, is thirty miles west-southwest; and the Ribstone area is about thirty miles south and a little west. At Ribstone, a number of wells were drilled some years ago and there is a small production of oil. The data relating to the wells in the Lloydminster area that are recorded in this paper are taken from the records of the several companies operating in the field. The names of these companies are given on the map and on the type stratigraphic section (Figures 1 and 2). The author wishes to record his appreciation to Mr. R. H. Shaw and Mr. 0. C. Yates, both of Lloyd-minster, for much valuable information; also to Mr. E. Swain, of the Department of Natural Resources, Regina, with whom the writer has visited the field on several occasions, and who, by his enthusiasm and encouragement, has done much to forward the development of the area. The well samples were examined at Ottawa by officers of the Borings Division of the Geological Survey of Canada, who also made the interpretations of the logs. Frequent references will be made to the work of Dr. G. S. Hume, of the Geological Survey, and the writer would like to pay tribute here to his work.

In 1958, the coal industry, through Bituminous Coal Research, Inc., and the electric utility industry, through the Edison Electric Institute and the Association of Edison Illuminating Companies, initiated a joint program to study coal pyrite and its removal as a means of lowering the sulfur content of steam coals. It was assumed that significant amounts of pyrite often remained in washed steam coal not because available systems for coal cleaning were inadequate, but because the pyrite was small and widely disseminated, During the first two years, samples of coal were examined petrographically to determine the size, association, and mode of occurrence of the pyrite in the raw coal and in the products of laboratory separation, Samples of coal were also pulverized in different equipment to determine how effectively pyrite was released by pulverization and if the mode of pulverization affected the liberation of pyrite. From these studies, the following tentative conclusions were made (1 ): 1. Much of the coal pyrite is within a 250-70 micron size range, and therefore is too small to be removed by conventional coal cleaning, but relatively large when compared to the size of coal as pulverized for combustion in large boilers. 2. The degree of pyrite liberation is mainly determined by the size of the product and not by the type of crusher. 3. For improved pyrite removal, the coal should be cleaned during or after pulverization at the power station.

"Changes proposed in 1969 to modernize legislation governing the exploitation of mineral deposits in the United Kingdom serve as the basis for a discussion of what is considered to be a desirable framework for future legislative proposals.Proposals with regard to prospecting and exploration, evaluation, and acquisition and exploitation are considered, as are suggestions relating, inter alia, to aerial surveys and land restoration.It is concluded that without legislation along the lines proposed there can be no significant revival of metal mining in Britain."

A general computer program is given for the linear elastic static analysis of complex structural systems. These elements have special advantages for the analysis of massive underground structures such as mine structures and above ground structures such as arch dams. New finite elements are developed which are useful in the analysis of two and three dimensional solids. Examples are given which illustrate the accuracy of the elements. A description on the use of the program and a FORTRAN IV listing are given in the Appendices.

It is now fourteen years since we German ironmasters, in considerable number, visited the United States on the occasion of the Philadelphia Exposition, and found the iron metallurgy of this country, as must be frankly confessed, in an advanced stage of development not previously suspected by us. At that time the United States already occupied, as now, the second rank, with Germany in the third, the product of pig-iron for that year being, in Great Britain, 6550, in this country, 2093, and in Germany, 1850 kilotons.* This relative position has not been changed. The present annual product of the three countries is, in round numbers, Great Britain, 8380, the United States, 7790, and Germany, 4530 kilotons. But the proportion of the United States, which was, in 1876, but 15 per cent. of the world's product, has now advanced to 30 per cent. When we left America in 1876, it was not only with gratitude for cordial hospitality and for the liberality with which our professional colleagues here had opened to our inspection whatever was worthy of notice in our special field, but also with the conviction that we had collected a great treasure of new and interesting information which we could utilize for the benefit of our German Fatherland. Particularly the achievements of the never-to-be-forgotten Holley in the field of Bessemer practice, set us an inspiring example for imitation in our own country. Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. Based on experimental and computer simulation results from our group, we report a systematic, atomic level analysis of carbon dissolution from carbonaceous materials in molten iron. Experimental results on graphite/Fe-C-S system were obtained using carbon dissolution studies, XRD and FESEM investigations and were supplemented with Monte Carlo simulations. Three basic mechanisms, namely carbon atom dissociation rate, interfacial phenomena and mass transfer in the melt were found to be responsible for the overall dissolution process. While mass transfer in the melt is governed by the concentration gradients, melt composition and temperature; impurities present in ash play a significant role in the interfacial phenomena. For less ordered forms of carbonaceous materials, carbon atom dissociation rate depends strongly on the degree of long-range order and is an important rate controlling mechanism in the overall dissolution process. A systematic comparison of dissolution rates for a variety of coal-chars, natural and synthetic graphites has been carried out in an attempt to identify rate-controlling mechanisms. The structure of the carbonaceous material appears to be an important underlying factor in the carbon dissolution process.

IMPORTANCE OF ROCK DRILLING. IT has been estimated that the value of the mineral products of the United States is about $2,000,000,000 a year; that about $25,000,000 is expended. annually for explosives and that about double this sum is paid in wages where blasting is done. The value of the mineral products does not adequately express the importance of the industry involved in the excavation of rock and ore because of the enormous sums of money expended in tunnel driving, in quarries, and in open-cut excavation generally. We know that the Catskill Aqueduct in the neighborhood of New York, which is now nearing completion, has cost some $165,000,000 and that about one-third of this may be rated as rock excavation. These illustrations are given in order to call attention to the great importance of an industry the extension and development of which in our industrial life depend so much upon the economics of rock drilling. Reference has been made to the new Catskill Aqueduct. There are three aqueducts leading into New York, each built at periods separated by some 20 years of time. 'The first one, known as the Old Aqueduct, conveys the waters of the Croton river to New York City in a manner which reminds one of the old Roman aqueducts, the ruins of which are still in evidence. The engineers who laid out these old conduits sought to direct their lines around the hills and into the valleys, at all times avoiding the rock. When it was necessary to cross a river or a deep ravine, a bridge or causeway was constructed. High Bridge, over the Harlem river, is an arched masonry viaduct differing in no essential features from the aqueducts of the Romans. When the second Croton Aqueduct was built, about the year 1890, the art of drilling rock had been so far perfected, and the use of explosives, through the invention of dynamite, had become ,so general, that this waterway was planned and executed on straight lines, following rather than avoiding the rock. The second Croton Aqueduct is a tunnel through rock, about 32 miles in length; material gneiss, almost as hard as granite. Its construction was made practicable by sinking

The Gulf Coastal plain of the southern United States is that area bordering for a large part, the Gulf of Mexico and extending inland and northward to the main interior highland region. It is more or less V-shaped and includes the States of Florida, extreme southern Alabama, all .of Mississippi and Louisiana, the eastern and southern half of Arkansas, and the eastern, southeastern, and southern portions of Texas. While the contents of this paper apply to. the Gulf Coastal plain in general, they are intended to refer more specifically to that portion of the plain included between the 90th and 97th meridians, and the 29th and 33d parallels, an area that may be described geographically as comprising western Mississippi, all of Louisiana, part of eastern and all of south-eastern Texas. It is within this area that numerous and prolific oil pools have been developed during the last 17 years.

The primary objective of mining companies is to function as a profitable business by delivering products that fit customer requirements in a safe and sustainable manner. Optimum resource utilisation is a critical focus area to achieve this objective, and the long-term sustainable business performance of a mining company is determined by the extent to which this is achieved. Technology improvements and/or new technology development could improve resource utilisation. However, adding new projects to a Brownfield operation carries risk. Overall project schedules, tie-in schedules and safety risks normally receive adequate attention, but the introduction and integration of new technology to a Brownfield site also carries the significant risk of failure to achieve design performance (quality or throughput). This risk must be addressed via rigorous design phase risk assessments and piloting. Post commissioning, the effective metallurgical integration of any new technology/circuit/process plant into an existing process plant calls for critical assessment, through circuit performance testing, and optimisation to ensure alignment with design criteria. In addition, this approach provides clear focus areas for further optimisation of the new plant and additional opportunity for overall plant optimisation. Roy Hill recently navigated this process successfully, and this paper provides feedback on the journey that led to improved resource utilisation.

THE CHAIRMAN.- This meeting is under the auspices of the American Institute of Mining and Metallurgical Engineers, and I think the germ of the idea originated in the steel business. Last year there was a meeting of prominent people in the steel industry with the idea of getting together and discussing practical phases of their business, so that everybody could contribute and from that there might be benefit derived for the industry. Several months ago when Mr. Bain was in Salt Lake City, he and Mr. Oldright asked me what I, as an individual, thought of it. From that originated this idea of having the copper people come together to discuss reverberatory smelting and all its phases. In starting out, it seemed the best plan to ask members what particular subjects they wished to discuss first; that is, the ones that would be considered more important. We asked Mr. Oldright, or suggested sometime ago that the meeting be postponed until May because May is a lovely month in Salt Lake. There are a number of attractive features around the city. We have a number of smelters here and I think that probably the most of the benefit will be derived from talking in an informal way and visiting the various plants around. the valley. At any rate, speaking as a resident of Salt Lake, I am glad to see all of you gentlemen here, and hope you have an interesting and instructive time. The tentative list of subjects for discussion at this conference is as follows: Construction Walls, etc. Walls, proper design and thickness of brick for various types of charging. Bottoms, construction of. Binding steel, correct weight and arrangement, where thrust of arch should be taken. Refractory materials, feasibility of using different material in various parts of the furnace. Water jackets, where applicable. Should bricks be used inside of same. Gas space, proper design for, height of roof above bath, etc. Roof Shape of Roof, in hot zone and elsewhere, longitudinally. Construction of roof, in various zones, around openings.

"Photographic, video, laser, hot film and conductivity methods are used in the experimental study of gas-liquid flows. A discussion of their capabilities and limitations are given in this paper illustrating the wide range of phenomena that can be studied. Most of these methods are limited to physical models at room temperature with transparent fluids, although they can be extended for use with opaque and hot fluids. A number of these techniques have been used by the GKW CRC in studies on industrial plants and their usage is increasing although a number of technical difficulties still need to be overcome. An in-depth discussion of the laser doppler anemometry (LDA) and particle image velocimetry (PIV) methods is given with experimental results on the flow field of an air plume in water based on advanced development of the techniques and studies carried out at the GKW CRC. The LDA method provides high resolution data on the velocity profiles, while the PIV method provides an overall view of the complex flow structure occurring at the gas-liquid regions. These two methods complement each other in providing experimental data for validating numerical models and exploring the complexities of multi phase flows.IntroductionThe injection of gases into melts is an important operation in the metallurgical industry. It is used in converters, anode furnaces, blast furnaces, ladles, bath smelters, zinc fumers and many other smelting processes. In many of these processes, the gas is injected into a molten bath resulting in the formation of bubbles that promote reaction, mixing, alloying and heat transfer. The study of gas-liquid systems presents enormous challenges to the researcher due to the complexity of the mathematical and physical modelling which require innovative numerical and experimental skills."

In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

The future of the Tasmanian mineral industry can only be estimated from a knowledge of the past, and armed with this knowledge an orderly plan for the future can be developed. Brief mention is made of the major historical developments through to the present day, with past and future development areas clearly mapped. Areas of importance which have been discussed are divided into the mining of metals, fossil fuels and non-metals; and the process- ing and extractive industries. Discussion then follows on the current general non-insular pressures on the mining industry, the energy crisis, scrap, world shortages, new techniques, inflation, and the effects of exploration on the environment. This is then followed by a discussion of the advantages of Tasmania as a mining state and a cataloguing of the present exploration and some possible areas of future development. From this a suggested plan emerges for the future development of the Tasmanian mineral industry, to incorporate the latest technological advances and by planning to meet the challenge of survival and growth in a turbulent environment.

Progress made by the quarrying and related industries of the United States during 1939 included increases in the number of men employed and the number of man-hours worked and reductions in the death and injury rates per million man-hours of exposure to risk. Forty-seven States reported quarries in operation; in each of 26 States the industry employed 1,000 or more men. Of these 26 States, 16 reported lower accident rates than in 1938. Among the operations of various types for which separate figures are published in this bulletin, the limestone, lime, and cement groups reported lower accident rates. During 1939, 79,449 men were employed in the quarrying industries. The period of operation of the plants averaged 236 clays per employee, with a total working time that equaled nearly 144 million man-hours. Accidents at the plants resulted in 48 deaths and 5,204 disabling injuries among the workers. Expressed as frequency rates, the accidents represented 0.33 fatality and 36.18 injuries for each million man-hours of work performed during the year. The major cause of fatal accidents inside the quarries was falls or slides of rock or overburden; nine deaths were reported from this cause. Four men were killed by explosives and four by falls of persons. Nonfatal injuries inside the quarries were clue chiefly to handling materials; about one-sixth of the total number at all operations in connection with quarries and related plants were in this class. Flying objects also caused numerous injuries, although only about one-half as many as did handling materials. Next in numerical importance were injuries from falls of persons. Then followed accidents caused by falls or slides of rock or overburden and accidents caused by machinery.

"BEFORE I begin, I should like to thank The Canadian Institute of Mining and Metallurgy for the honour they have bestowed in inviting me to give this address at the fourth annual C.I.M. Conference of Metallurgists banquet.Secondly, I should like' to convey the greetings of the Iron and Steel Institute of Great Britain in accordance with a request made by its Council at its last meeting. The I.S.I. hopes for the continued growth in strength of this annual Conference and in the collaboration between our respective societies.When I read the program of this Conference, it was brought home to me what a non-ferrons country Canada is. Also, I realized what enormous advances have been, and are being made, and what an ex-citing field non-ferrous metallurgy is for the scientist. This made me wonder, as I have done before, whether the future for steel was proof against these advances.At present, iron and steel stand astride the metallurgical world like a Colossus; I hope that the bronze industry will pardon my stealing their thunder and mixing my metaphors! Will this still be so in the future?The best way to answer this question is to take a look at the fundamentals to see why the iron atom dominates to such an extent that al! other metals are called ""non-ferrons."" Is its present position due to historical and therefore ephemeral reasons, or is there a fundamental difference between the atom of iron and those of other metals?"

It is well known that certain silicates such as the feldspars and beryl can be readily floated from quartz at a low pH value using a long chain cationic collector in the presence of a fluoride.1-3 However, the mechanism whereby the fluoride activates feldspars and beryl is not known. Indeed, only a few authors have even speculated about possible mechanisms.1,3,4 As a first approach to the problem, it is perhaps best to look closely at the interesting character of hydrofluoric acid and how it dissolves silica and silicic acid. Hydrofluoric acid, unlike hydrochloric acid, is a weak acid with a dissociation constant of about 3.53 x 10-4 at 25°C.5 The reason for the weak acidic character of HF lies in the very small size of the fluoride ion.6 The pKa value is 3.45 which means that at pH 3.45 half the HF is present in molecular form and half in ionic form. The anion present is probably HF2.-6 At pH values below the pKa value, molecular concentration increases rapidly at the expense of the HF2- anion. It is known that HF readily attacks glass, silicates, quartz and silicic acid. The equation usually cited pertaining to the first step in HF attack of silica is6-'
