Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

The productive capacity of natural-gasoline and cycling plants in the United States on January 1, 1958, was 48.8 million gallons per day, according to the Bureau of Mines biennial survey. This represented an increase of 2.4 million gallons per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 7.5 million gallons per day. The major increase in operating capacity occurred in Texas and New Mexico. In New Mexico, capacity increased 43 percent. The total number of plants decreased from 600 on January 1, 1956, to 584 on January 1, 1958. The number of operating plants decreased from 571 to 558. Five new plants were completed in Colorado, increasing the number of operating plants from 7 to 12.

J. S. HALDANE, M. D., F. R. S., Oxford, England (communication to the Secretary?).-The valuable paper of Messrs. Burrell and Gauger is of special interest to me as, through the courtesy of the management, I had an opportunity of visiting the Portland mine, Cripple Creek, in 1911, in connection with the investigations on acclimatization to high altitudes, carried out on Pike's Peak, near Cripple Creek, by Professors Yandell, Henderson and Schneider, Dr. Douglas and myself.1 The analyses of one or two samples of the vitiated air were entirely confirmatory of those of the authors. A fatal accident owing to two men being lowered down a shaft filled with the gas had occurred in a neighboring mine just before our visit.

THE purpose of this paper is to discuss the practical aspects of locating gravel deposits and of establishing efficient, portable concrete aggregate beneficiation plants for use on construction projects where limited amounts of high-quality gravel and sand are required. Certain projects are listed, in order to demonstrate the wide variety of problems encountered. Routledge Gravel Contractors Limited, North Vancouver, have supplied concrete aggregate for construction projects in British Colum-bia since 1957. In tl1at year, in sup-plying aggregate for a small project at a site on the northern coast of British Columbia, our quote was as follows: Concrete aggregate to specifications, f.o.b. scow, North Vancouver$ 1.75 per cu. yd. Scowing charges to site. $16.00 per cu. yd. At that time, our company realized that more attractive quotations could be submitted if local gravel was utilized where available. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. The Northparkes E26 Mine is AustraliaÆs first block cave mine. This paper presents an outline of the design and construction philosophies that drove the project development and details the excavation, ground support and construction methods used. Features of the block caving method at Northparkes include:high production rates from multiple drawpoints;hard blocky ore fractured along gypsum veins; andloading/unloading of openings due to mining induced stresses.The drawpoints are subjected to high abrasion from the flow of ore, as well as impact from both secondary blasting and from the production LHDs. In order to withstand these harsh conditions and to ensure a low maintenance environment, a conservative approach to ground support was taken. The experiences gained during construction are discussed and whether the design expectations have been achieved. By installing a high level of ground support during excavation of the openings subject to mining stresses, a low maintenance environment has been constructed. Operating costs are therefore minimised and Northparkes E26 Mine continues to produce at the lowest cost per tonne of all Australian underground mines.

Cancrinite is one eonstituentof "red muds," a high-volume waste product of alumina production by the Bayer process. The Bureau of Mines determined the thermochemical properties of cancrinite as part of a program to provide such data for minerals of industrial importance. Cancrinite [Na7.68(A16Si6024)(N03)1.68 (H2O)4.1] was synthesized by reacting aluminum silicate gel with a solution of NaOH and NaN03, and the composition was determined by chemical analysis, differential scanning calorimetry, and thermogravimetric analysis. The heat of solution was determined by hydrofluoric acid solution calorimetry. The standard enthalpy of formation at 298.15 K, ?Hf°298, is ?Hf°298 = -3,487.97 ±2.6 kcal/mol, and the standard enthalpy of formation from the oxides and NaN03, ?H°298, is ?H°298 = -215.20 ±l.8 kcal/mol.

Periodic observations by engineers of the Mining Division of the Bureau of man-built structures beneath which mining operations are conducted offer indisputable evidence of subsidence in the form of creeks in masonry structures and fractures and depressions in tie surface of the earth. As the removal of subsurface rock and earth material by mining, especially by the room-and-pillar method, is equivalent to withdrawing some of the foundation of a building, subsidence of the formations above, the mining levels in certain air-as is easily understood as a gravitational adjustment of the overlying earth formations.

Subsequent to the unbundling of the Zambia Consolidated Copper Mines (ZCCM) and the privatization of its constituent parts, the Konkola Copper Mines (KCM) represents a third of the original conglomerate. Now run by private hands as a sub group of Vedanta Resources Plc of India, KCM is strategizing on how best to deal with the operational issues of the organisation to resolve some of the difficult, logistical, environmental, mineralogical and metallurgical problems being encountered to tum them into opportunities as the company turns around. This paper reviews the options being put in place to provide appropriate solutions and strategies including the treatment of the highly siliceous low energy copper belt concentrates in its mining operations in Zambia.

"For the Hollywood International Airport Runway Expansion Project at Fort Lauderdale, Florida, the structural fire durability analysis was completed for a series of tunnels formed by roadway and railroad cells located under the runway structure. A systematic design approach was developed to mitigate structural damage during a fire event and arrive at a practical method to structural fire engineering that is compliant to NFPA 502. To ensure the NFPA 502 requirements are satisfied, the performance based approach was implemented and the engineering analyses were performed for the adopted design fire event. The analyses considered the facility’s unique features including its fire safety systems to determine applicable design fire curves for structural durability analyses. The paper also outlines the process of defining the project specific fire curves for a specific design fire scenario and summarizes the results of heat transfer and structural fire durability analyses. This approach was aimed to assist the owner and Authority Having Jurisdiction to achieve practical decisions to the tunnel facility fireproofing.INTRODUCTIONFort Lauderdale–Hollywood International Airport (FLL) in Broward County, Florida is a major hub facility serving more than 23 million passengers annually. As part of the Airport Expansion Program, the South Runway (9R-27L) Expansion project aimed to meet ever increasing service demands via an increase to runway lengths. This necessitated the placement of one of the reconstructed runways on bridge structures over the existing U.S. Route 1 (US 1), a major north–south U.S. Highway that serves the East Coast of the United States, and the Florida East Coast (FEC) Railway, thus effectively creating multiple tunnel cells beneath the subject runway. For this project, HNTB suggested a tunnel fire damage mitigation system that would protect the runway major structural elements from the design fire event that may happen within the tunnel cells. This paper addresses the issues related to the fire event originating within the tunnel encompassing the US1 highway only, and deals with requirements of NFPA 502 [5] exclusively. Therefore, while approaching the structural fire protection issues for the specific tunnel cells beneath the runway structure, the requirements of the American National Standard NFPA 502 (Standard for Road Tunnels, Bridges, and Other Limited Access Highways, 2008 edition) were followed. This work aims to produce paints using granite waste, as a pigment, and compare their performance to soil pigments based paints, in terms of hiding power and abrasion resistance. Initially, the residue and soils were physically, mineralogically and morphologically characterized. For the production of the paint samples, an experimental model was defined, based on the variation of the proportions of pigment and resin. The proportion of water varied in each sample, in order to maintain the viscosity within a range considered ideal for application. Sequentially, tests were done to determine the hiding power and abrasion resistance of inks. It was found that, in comparison to soil paints, the granite residue paints presented greater hiding power. This result can be explained by the characteristics of the granite residue, which allowed a high nonvolatile content in the mixtures. With respect to abrasion resistance, granite residue paints showed less resistance than soil paints, possibly due to the granulometry of the residue that resulted in a greater roughness of film. In addition, none ink sample satisfied the minimum specifications prescribed in the Brazilian standards for hiding power and abrasion resistance, at the same time. This means that these inks, when used, will require more repair and repainting over time than conventional paints.

"IntroductionIn autogenous mills, grinding of the ore feed is accomplished by the direct action of the variously sized rocks making up the feed on each other and the mill interior. Size reduction is achieved without the addition of grinding media foreign to the mill feed, differing in this respect from rod, ball, and pebble milling. The term ""semi-autogenous"" has entered common usage in the industry to describe autogenous mills to which supplementary grinding ball additions are made to increase the rate at which size reduction of the mill feed occurs, beyond that achieved solely by the action of rock on rock. In a semi-autogenous grinding (SAG) mill, 50Jo to 10% of the mill volume may be occupied by grinding balls, whereas a range of 25% to 45% is more usual in ball milling.The comminution of mineral ores using ""conventional"" techniques has been described in previous papers. In conventional operations, size reduction of mined ore, and liberation of the valuable mineral content, is typically accomplished using flowsheets employing two to four stages of crushing. Crushing is followed by one to three stages of grinding and classification using various combinations of rod, ball, and pebble mills. This paper describes operations employing autogenous or semiautogenous grinding as the principal stage in the comminution process. Primary crusher discharge, or in some instances run of mine ore, is fed directly to an autogenous or semi-autogenous grinding circuit. Final product sizing may be accomplished in a single grinding stage, the mills operating in closed circuit with classification equipment, or in several stages using autogenous and semi-autogenous mills for primary grinding, and ball or pebble mills for secondary grinding. In several operations a portion of the primary mill discharge is crushed in an intermediate comminution step, these circuits being called autogenousball- crusher circuits (ABC). Many different flowsheets exist, but common and important to most are crushed ore stockpiles, reclaim feeder and mill feed conveyor systems, pumps, screens, and classifiers. Autogenous grinding is employed in both wet and dry processes, although today wet predominate."

The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.

"THE CHALLENGE The 14km long, Arlbergtunnel, closed for public traffic during summer 2015, receiving a comprehensive and substantial renovation from 2015 to 2017. The main works discussed here, carried out during 2015, comprise 37 drill and blast SEM/NATM emergency escape tunnels from road level to the ventilation duct plenum have to be constructed as well as eight additional lay-by niches and three transformer tunnels. This presentation comprises the construction ventilation design, designed according to national regulations, suitable for 150 employees working 24/7 simultaneously at more than 40 single working sites lined up along the tunnel. The ventilation-system chosen was utilising two existing shafts for intake/discharge and a cross passage to surface, to handle a total fan power of 1.600kW. DESCRIPTION OF RENOVATION WORKS Linking Tyrol and Vorarlberg, two Federal States of Austria, the Arlbergtunnel is a single tube two-way road tunnel with vent duct plenum, constructed in the mid-1970s. According to latest EU legislation, additional escape exits have become obligatory. The existing seven cross passage links to the adjacent Arlberg Railway Tunnel, with average spacing of about 1.500m constructed in 2007, an additional upgrade to shorter escape spaces of approx. 400m was now required to comply with the updated legislation. Additional transformer tunnels, lay-by niches and small niches for emergency maintenance use, cleaning and other purposes, as well as a the installation of a new fire main in the invert, coupled with the simultaneous replacement of virtually the entire power and signaling cables, generated several dozen small and large single sites distributed along the 14km of tunnel.Purpose of the 37 walkable emergency escape tunnels is to reach the “upper deck” of the Arlbergtunnel, the vent duct plenum. These have an 180deg curve in plan, inclined at 10% and approx. 60m (65yd) long tunnels, excavated using drill and blast method starting from road level and working upwards to the level of an “intermediate soffit”, the vent duct plenum in the crown of the tunnel. The vent duct plenum is separated into a fresh air part and an exhaust air part, shown in Figure 1. The escape tunnels end with a pressure door in the fresh air section of the ventilation duct plenum. From there illuminated signs show the shortest escape route to the safe area between the road tunnel and the railway tunnel, as shown in Figure 2."

Mr. Natta graduated in 1973 from Colorado School of Mines with a B.S. in Metalurgical Engineering and a M.S. in Mineral Economics. Since 1974, he has been employed by Utah International having spent 5 years in San Francisco as Senior Market Analyst. In this capacity he was responsible for market development efforts for Utah's U. S. coal reserves. Recently, he was transferred to Craig, Colorado, as Administrative Manager of Utah's Trapper Mine. In this position, he is responsible for purchasing, warehousing, accounting and sales contract administration. The second speaker was Brucks Mitchell, President, Human Resources Management, Inc. Richardson, Texas. Subject-"Making Unions Unnecessary in the Coal Industry." Mr. Mitchell has a B.A. degree in English-Oklahoma State University.
