The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

Abstract - The Moss molybdenite deposit, which was mined during both world wars, is hosted in late Grenvillian granitic pegmatite dikes. These dikes are locally aplitic, and intrude the late tectonic Onslow syenite (probably correlative with the ~1090-1070 Ma Kensington suite), which is in turn intrusive into the 1170-1155 Ma Chevreuil intrusive suite of southwestern Quebec. A Re-Os model age of 1053 ± 4 Ma (8.3 ppm Re) was obtained for molybdenite from a pegmatitic veinlet within an aplitic phase of the dike. A much younger Re-Os date of 860.9 ± 9.2 Ma (6.9 ppm Re) obtained previously from a pyrrhotiteand pyrite-rich metasomatic vein might reflect Os diffusion during slow cooling of the Grenville province, because this age is consistent with K-Ar dates reported from the region. Alternatively, the similarity between these younger dates may be fortuitous, and may instead relate to sampling issues for molybdenite. The Mo-rich granitic dikes at the Moss deposit are similar to other Mo-rich A-type pegmatite-aplite granitic dike systems that formed immediately after the peak of the Ottawan orogeny (1070-1090 Ma), and possibly are more closely related to the Kensington suite than previously thought.

The Republic of Monte Negro (a member of the Serbia and Monte Negro federation) has 26 different mineral raw materials, 4 of which are recoverable and 22 unrecoverable. At present, 12 types of mineral raw materials are exploited. Based on these resources more than 80 facilities were built for the production and processing of mineral raw materials. The most significant of them are coal, bauxite and decorative and technical stone. Bearing in mind that all the mentioned mining facilities have significant impact on the living environment, and that Monte Negro was declared the ecological state, the objective of this paper is to present the experience acquired from this field of science.

"Mutmansky, J.M. and· Lijun Xu, 1989. Some observations on particulates collected in underground coal mines using diesel and non-diesel equipment. Min. Sci. Technol., 9: 207-218.The results obtained when sampling twenty underground coal mine sections, each in a different mine, are outlined. The sampling effort was oriented toward a detailed characterization of coal mine dusts and thus eight-stage Anderson Model 298 impactors were used as the primary collection instrument. This instrument allowed a fairly detailed size distribution for each of the particulates sampled. Because four of the mines used diesel outby equipment and/or diesel shuttle cars at the face, it is possible to make some comparisons of the particulate distributions in diesel versus non-diesel mines.One of the more interesting results is the pattern that exists in mines lising diesels only for outby utility haulage. Particulates in these mines seem to be consistently heavy in the fine size ranges, perhaps being of significant concern to the industry. While no definite conclusions can be drawn from the limited data, a more detailed study of particulates may provide a better picture of particulate loadings.IntroductionThe subject of particulate emiss1ons from underground diesel equipment is currently a very important topic as health concerns and regulation of diesel particulate emissions have created new environmental problems for mine operators. The amount of particulate matter originating from diesels has not been extensively measured and problems of differentiating coal and mineral dust from diesel particulates make existing data questionable.However, it is necessary to make an assessment of the problem in order to solve it. It is known that particulates from diesel engines are solid aerosols formed in the combustion process. Technically, this places the particles in the category of fumes. It is also known from tests where no mineral dust could be a factor in the measurements that about 90% of diesel particles are less than 1 µm in aerodynamic diameter [3]. To measure the diesel component of a coal/diesel particulate to measure, Johnson et al. [2] have developed procedures for utilizing laser Raman spectroscopy. The determination of diesel content in a coal/diesel mixture is difficult due to the chemical similarity of the two organic materials. However, laser Raman spectroscopy, which is often used for identification of organic materials, has potential if the Raman spectra for the two materials are different and unique. The study concluded that an accuracy of ±~% could be achieved for mixtures containing up to 55% diesel particulate. The method is relatively complex and would need further development for routine application."

"NIOSH recently completed a 15-month study at an underground limestone mine crusher booth which evaluated three research parameters: (1) the effectiveness of a single-filter filtration and pressurization system for improving the air quality inside the operator booth, (2) comparing the effectiveness of ? > 99 and ? > 95 experimental prototype filters in the system, and (3) evaluating the use of three different pressure monitoring devices to determine the performance of the filtration and pressurization system over time. The protection factor was quantified monthly using particle counters in the respirable dust range (0.3–10 µm), and gravimetric dust samples were gathered at the beginning and end of the overall study. Under static conditions and after outlier removal, the single-filter filtration unit installed offered a protection factor between 8 and 216, depending on the filter type and loading condition. The particle counting analysis shows that the ? > 95 filter offers a protection factor greater than 4-times that of the ? > 99 filter when evaluated over 60 minutes. The booth pressure monitors provided data that proved to be a valid indicator of system performance over time. INTRODUCTION Designed and installed correctly, enclosed cabs, operator booths and control rooms offer mine workers protection from physical hazards, such as flying rock, debris, and noise, as well as a more comfortable environment in regards to temperature and humidity [1]. But while it may be easier to quantify whether the A/C unit is working (measuring the temperature) or observe whether the cab offers protection from flying debris, it can be somewhat more difficult to quantify its performance in reducing respirable dust hazards. For over 15 years, NIOSH has been conducting applied research to improve the air quality inside of enclosed cabs of mobile equipment [2-5]. This work has led to the identification and mathematical modeling of enclosed cab filtration systems [6]. The same principles that govern the performance of filtration systems on mobile equipment are applicable to stationary enclosures such as operator booths and control rooms [1, 7]. Stationary enclosures are similar to enclosed cabs; however, the volume of the work area can be significantly larger. In addition, workers who perform their duties in stationary enclosures tend to stay within the room for a greater percentage of the day, as opposed to workers on mobile equipment who may enter and exit frequently. Structural integrity can be easier to maintain as well, as there is typically less vibration and stress placed on these compartments as compared to mobile equipment. In addition to offering protection from dust and flying debris, enclosures must ensure that workers have a healthy supply of fresh air to avoid elevated levels of CO2, which are known to cause headache and dizziness, impairing cognitive function. The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) states that enclosures should have no more than 1,100 ppm of CO2 when outside levels are 400 ppm [8]. In addition, the American Society of Agricultural and Biological Engineering (ASABE) recommends a minimum airflow for enclosed cabs of at least 42.5 m3/hr (25.0 cfm) per person [9] to ensure an acceptable level of CO2."

The application of modifying factors to the Merensky Reef and UG2 Chromitite Layer has a number of challenging aspects as the deposits are tabular and consist of a number of separate geological entities that are grade bearing. The important aspects of the conversion include mineral holdings, dilution with grade bearing material, mining and geological losses, marginal cut offs and recoveries especially where open pit or weathered material is being considered. It is considered inappropriate to add material for dilution at zero grade as the associated material generally comes with an associated low grade. The Merensky Reef Is typically a pegmatoidal feldspathic pyroxenite with bounding chromitite layers. The Merensky Reef is senso stricto too narrow to be considered as a mineable entity and therefore any reserve must include material at low or marginal grades. This is further complicated as the typical mine cut or approach varies across a mine of project. This variation must be included in the mineral reserve conversion. The UG2 Chromitite Layer is typically lithologically bounded i.e. chromitite hosted. However, this adds interesting aspects particularly where leaders are intersected in the hangingwall. These can contribute to unstable hangingwall. It may be considered appropriate to include these in the mineral reserve. One of the overarching principles is that the reserve can be demonstrates to be feasible i.e. can be mined at a profit. Here aspects of a feasibility including infrastructure (power, water etc) needs to be properly considered. The paper will attempt to describe these and other relevant issues and highlight examples from experience together with proposed solutions.

INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications—those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicatlng and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement Co. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible. The original Houston plant, built in 1937 by Gulf Portland Cement Co., consisted of only one 8 x 220-ft kiln and the necessary grinding mills and accessory equipment and had a capacity of 900 bbl per day (300,000 bbl annually). Ideal Cement Co. purchased this plant in 1940 and almost immediately started plans to increase its production. In 1941 a 9 x 220-ft kiln was installed and grinding and storage capacity were increased. The growing demand for cement in the Houston area necessitated a third kiln (9 ft 6 in. x 250 ft) in 1947. This brought the plant up to its present capacity of about 1.3 million bbl per year. Calcium silicates in cement are produced in a burning operation at high temperatures from raw mix of argillaceous and calcareous materials that have been crushed, mixed, and ground to a fine powder. The composition of this mixture must be kept consistent within narrow limits. Raw mixing and grinding may be done either wet or dry, but in both instances the materials must be correctly proportioned, finely ground, and thoroughly intermixed before entering the kiln. nt in the mining industry, and identifying factors associated with these injuries is critical for developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011 to 2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53 percent) followed by bone fractures/chips (26 percent). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals — such as pipe, wire and guarding — and hand tools as the primary sources of hand and finger injury. Although the information on glove use was limited, leather gloves were most often worn when an injury occurred.

Since its inception in 1910, the Bureau of Mines has been the principal Federal agency involved in ore reserve estimations, using such traditional methods as polygons of influence and variations of inverse distance weighting While adequate for estimating the average are grades in a mining block or section, these methods do mot, however, provide a consistent way of quantifying the reliability of the estimates. This report describes a technique for enhancing ore reserve estimations using geostatistics, the methodology of which combines the spatial and random aspects of geologic phenomena into a formal theoretical framework for deriving the estimation variance of ore reserves. Correctly used, geostatistics enables confidence intervals to be placed around ore reserve estimates calculated from drill hole data. A geostatistical software system was obtained -From the U.S. Geological Survey and installed, aster slight modifications, on the Bureau's Wang computer. System testing and validation was conducted using a simple cast-book-type example. This was then followed by variogram analysis, point kriging and block kriging of data from a previously worked section of a uranium mine.

The methods of reinforcement to be discussed in this paper are all insitu methods, ones that can be used on the soil structure as it exists in the ground, and do not rely on excavation and replacement of the soil. Current practice in the United States, as well as new ideas and methods, will be discussed as they relate to slope stability, retaining walls, and to other uses such as control of mine or cavity related subsidence and to liquefaction control under existing structures. The method is based on the concept of "nailing" or reinforcing the soil in place, and thereby causing a mass of soil to act as a coherent unit. When performed properly, a true gravity structure can be constructed, one that will remain intact under both horizontal and vertical loadings and that will also resist vibrational and seismic loadings.

Once installed rolling mills can look forward to a long life. Around 40% of the 140 conventional hot strip mills presently in operation were built between 1960 and 1970. 17 of the 29 CSP®-plants were commissioned before the year 2000 and have automation platforms that are obsolete and/or have outdated rolling technology. Keeping pace with the market requirements is an ongoing challenge for producers of flat steel. It is a real balancing act keeping production facilities performing at necessary levels, safeguarding the investment and keeping outage periods to a minimum. To overcome these demanding factors and strike the right balance allowing for the production of higher grade steel that meets the current market price the installation of mechanical equipment as well as automation platforms and process technology must meet the latest technology standards. Being discussed in this paper are the different motives for modernizations along with their impact on project handling and commissioning philosophies. Experience gained during recent modernization projects in the field of flat steel rolling relating to Steckel / plate mills or current CSP® modernizations will be shared and demonstrate that each modernization has its own individual solution. Specific strategies are explained to help optimize production, increase plant agility and maximize the return on investment.

Many of the fatal accidents in coal mines have resulted from the Explosives used in Use of explosives for breaking down the coal. These accidents have resulted both from the use of explo- sives that were not suitable and from the careless or improper use of suitable explosives. Investigation has shown that one of the commonest causes of dis- astrous explosions in the coal mines in this country has been a blown- out shot of black blasting powder or dynamite. The dangers that attend the use of these explosives were perceived several years ago, and in consequence the attention of powder manufacturers was directed to the production of explosives that would be less liable to ignite inflammable gas or dust. The manufacturers have been so successful in their efforts that it is now possible to obtain explosives which yield much shorter and quicker flames than black blasting powder or dynamite, and hence are much less dangerous to use in fiery or dusty coal mines. of explosives. To find out which of the many grades of short-flame explosives Government tests have the qualities that render an explosive most effective and least dangerous for mining coal, the United States Government established a testing station at Pitts- burgh, Pa., in 1908. This station is now under the charge of the Federal Bureau of Mines. Before the station was opened a state- ment of the requirements that the explosives in question would have to satisfy was drawn up and sent to manufacturers. A number of these sent explosives to be tested, and on May 15, 1909, a list of the explosives that had passed the tests was published. Since that date other brands of explosives have been tested and three more lists have been issued. The latest list, published in Miners' Cir- cular 2, Bureau of Mines, contained the names of no less than 71 explosives that had passed the tests prior to January 1, 1911.

The problems caused by interaction in multi-horizon mining are world wide and are not limited to the coal industry. These problems will continue to increase as mining of new seams multiplies and replaces production from mined out horizons. Interaction problems are particularly evident in the Appalachian coal fields which contain many mineable, contiguously placed coal seams. Selection of the mining sequence of these seams, historically and currently, is based primarily on considerations of seam ownership, availability, and economics. Experience has shown, however, that mining any seam can seriously affect subsequent operations in coal seams both above and below the one being mined. This interaction effect is often detrimental to the recovery cost and safety of mining the subsequent seams. Designing to avoid or minimize interaction effects represents a major challenge to the modern coal mining industry and therefore is the focus of this research. In an effort to evaluate past interaction effects and provide guidelines for future mine design, interactive ground control problems were categorized into four areas. These are pillar load transfer, massive interseam shearing, subsidence and pressure arching effects. To facilitate research, each of these areas was studied separately although in reality these subdivisions are arbitrary and have considerable overlap.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts,· and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used. Electrical problems of many kinds must be solved in dealing with the various phases of electric shot-firing. Success in using an electric detonator is closely linked with the resistance of its bridge, the resistance of its leg wires, and the insulation of its current-carrying parts. The proper layout of a circuit where a number of shots are to be fired simultaneously depends not only on the types of detonators that are used and their arrangement and interconnections, but also on the size and insulation of the wire leading back to the source of power, and even on the source of power itself. Various types of electric shot-firing machines have been developed, and these offer still another field for study. In investigations of electric detonators and electric blasting equipment, the oscillograph is valuable because it can record electrical activity over very short intervals of time. By its use more complete information about electrical performance can be obtained than by any other means.

Mining and mineral processing is expected by society and obliged by law to operate in an environmentally friendly fashion, minimising the impact on and avoiding damage to the environment. Substantial efforts by the industry, as well as by process and equipment designers have resulted in many innovative developments, which show that operating in an environmentally responsible manner can be achieved in a cost-effective way. This paper showcases five emerging equipment best practices in industry including installation examples. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. The belt press filter is a small fraction of the operating and capital cost of alternative dry tailings technologies. This gives operators who must dry their tailings a competitive advantage and makes such ægreenÆ operations much more sustainable. The filtercake is disposed with other plant rejects, eliminating the need for tailings dams to be constructed and thus also often increasing mine reserves. Mining applications include coal tailings, sand tailings, sinter plant waste and power station fly ash. Screen-scroll and vibrating centrifuges are widely used in the coal, potash and salt industries to dewater the product to low surface moistures. Inclined plate Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the worldwide production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.

Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. It was important to utilise the holistic approach of the methodology in the identification of opportunities at this site; the goals of the operation showed a strong coupling between water and energy issues which would be difficult to overcome using the operationÆs current organisational model, which deals with such issues separately of each other.CITATION:Tuazon, D, Corder, G D, Powell, M and Ziemski, M, 2012. I. SITUATION AND SURROUNDINGS. THE Promontorio mine is situated at the northern end of the Sierra San Francisco de Coneto, in the town of Promontorio, Partido of El Oro, State of Durango, Mexico. As shown in the sketch-map, Fig. 1, the nearest railroad station is Chinacates on the Mexican International Railroad, 82 miles north of the city of Durango. The mine is 16 miles north of the station by air-line. It is reached by means of a good wagon-road which first crosses the Guatimapé Plain, passing the ranches of San Antonio and San Julian, to Estacion-a distance of about 15.5 miles-and then entering the mountains crosses the Sierra to Promontorio-a further distance of 11.5 miles¬making in all a distance of 27 miles by road from railroad to mine. Promontorio is just beyond the summit of the range, at an elevation of about 8,000 ft. above sea-level, or 1,350 ft. above the Chinacates station. The Castillo de San Francisco, the highest peak in the Sierra, has an altitude of 10,000 ft., and the Promontorio road crosses the summit of the ridge at an elevation of 9,000 ft. by a pass just below this peak known as the Puerto del Almagre. The Promontorio mill is situated at Santa Ives, 2 miles by tram or 3 miles by wagon-road to the north of Promontorio and about 600 ft. lower. The Sierra San Francisco de Coneto decreases in height towards the north and west till it comes to an end at the Melchor Arroyo on the ranches of Melchor and Ramos. Beyond this arroyo another range, the Sierra de la Candela, begins. In the vicinity of the Promontorio mine the hills are very rugged and the surface is furrowed by ravines which contain running streams during the rainy season-July, August and

"Abstract -The Jinqingding gold deposit, situated in the east Jiaodong Peninsula of Shandong province, is typical of the pyrite-quartz vein gold deposits in the Muping-Rushan gold belt of China . The gold deposit is controlled by a great NNE fracture zone and is composed of several lenticular orebodies within the fracture zone occurring in the Kunyushan granite massif. The Kunyushan granite massif was formed by the replacement of the Archean Jiaodong group.The main minerals associated with gold are pyrite, chalcopyrite, galena and sphalerite; the gangue minerals are dominated by quartz, sericite, microcline and calcite. The mineralizing event can be divided into four stages: (1) pyrite-quartz; (2) quartz-pyrite; (3) siderite-polymetallic sulfides; and (4) calcite-quartz. Gold occurs mainly as native gold and electrum in stage 1 and stage II. There are some evident differences between pyrite from major stages of gold mineralization and that from minor stages; these include differences in crystal forms, size and composition of fluid inclusions.Wallrock alterations consist of sericitization, silicification, pyritization and potash-feldspar alteration. Five alteration zones can be distinguished from unaltered granite (zone 0) to vein lodes (zone IV). Au and Ag increase rapidly from zone 0 to zone IV, Cu increases continuously, while Pb and Zn increase slowly. R-type geological factor analysis indicates that the Au, Ag, Cu, Pb and Zn bear a close relationship to wallrock alteration."
