Commencing in 1922, each year a lecture has been presented to the Institute of Metals Division at this February meeting. The range of subjects has been very- broad. Some speakers have dealt with the most advanced work in the very heart of the science of physical metallurgy. Others have stimulated our imaginations by discussing the most recent progress in related fields of science. Others have told us of the latest art, which is at any moment of greater practical importance than the latest science, of metals. I feel that this broad precedent in the choice of subjects will justify my choosing to talk about some of the prosaic details of how, during the last generation, industry has effectively organized research to accelerate progress in our own and all other fields of science and related art. A number of years ago I visited one of this country's well-known research laboratories and had the pleasure of chatting for a few minutes with its equally well-known director. Being particularly interested at the time in the organization problems connected with industrial research, I broached that subject. My host stated in effect that he didn't believe in organized research. He was, of course, resorting to a rhetorical hyperbole. to pain: out the danger of overorganization which can so easily drift into regimentation and destroy individual initiative. Actually nearly all of us, much as we cherish our personal freedom of action, believe in organization because the history of progress in every field of human activity has been a history of men learning to work together, to cooperate, to create an efficient division of labor. We use organization to achieve this coordination. At the same time our form of organization must not stifle individual initiative or it will prove a deterrent rather than an aid to accomplishment. Research, too, must be organized for greatest achievement but especial skill and care are perhaps needed to avoid stifling the initiative of the individual workers. I have, of course, followed with keen interest and much benefit the vast amount . that has been said and written on this subject in the past twenty years but I still find new stimulation in discussions with my good friends working in this field. It is my hope that this discussion may serve a like purpose. It would be ungracious not to make due acknowledgment to the many able contributors to this particular phase of human progress, but their very number and the great volume of their writing makes it impossible to trace to any one individual a particular significant and valuable idea. I shall content myself therefore with this general acknowledgment and with acknowledgment of the specific debt that every research man owes to those who have so ably kept before the public, and in particular before industrial executives, the place of research in the modern scheme of things' Because of the legitimate publicity thus given to research, the day is past when any

Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

MANY studies on ground movement and subsidence have been carried on by members of the Institute during the past year, but only a few papers have reached maturity. Two of the mining schools of this country have continued their interest in ground movement research. The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

Along with the humanitarian need for preventing accidents the cost of injuries must be considered. As a means of bringing the facts concerning the prevalence of accidents in mining and their direct cost before the operating officials and others interested in accident prevention in the mining industry, the United. States Bureau of Mines ha as recently made studies and published reports dealing with these subjects in several States 4. This report gives available data on the causes and direct costs of accidents in Virginia coal mines for the 4-year period 1929 to 1932, inclusive. Mounting compensation costs and insurance rates resulting from mine injuries indicate the necessity of measures to decrease the number and severity of accidents. These direct costs, as well as additional losses of an indirect nature, can be eliminated from the cost of production to the extent that accidents are prevented or reduced in severity.

This paper describes mining industry funded research that is being undertaken to address the critical gaps and uncertainties in our knowledge so that we can develop new approaches and create more effective ways for predicting the reliability of rock slopes in large open pit mines. It is envisaged that this research will not only lead to more effective pit slope design but further reduce the potential for unforseen geotechnical risks by enabling the geotechnician to communicate the risks more effectively with management and to optimise site specific control measures. To achieve this, several research tasks are in hand. The first is to accurately represent the structured rock mass with a 3D computer model (Siromodel) that creates polyhedral blocks from structural distribution data characterised by position, orientation and persistence. Siromodel is being coupled with particle flow and other numerical codes to evaluate how the structured rock mass deforms in the stress environment of an open pit and how a candidate failure surface may propagate through the dilating rock mass along the path of the least shear and/or tension resistance. A beta version of the Siromodel software has been distributed to 20 Sponsor mine sites for technical evaluation. The end state is to develop methods of analysis that characterise the reliability of a described candidate surface, and the probability of the candidate surface propagating to failure, recognising that the rock mass strength may well be defined in a different way than before.

This Bureau of Mines report describes experimental and theoretical studies of diffusion flames in free convection. The cross-coupling between buoyancy-induced flows and the combustion process is explored as it relates to the size, structure, and radiative balance of flames. New data are presented for the size-dependent radiance oscillations of diffusion flames and for the angular distribution of the total radiant intensity from a small methanol pool flame. Both amplitude and frequency of the measured oscillations are compared with theoretical predictions that are based on a new view of the structure of diffusion flames. This new view, which is at variance with the traditional one, assumes uniform reaction in the diffusive mixing zone, and recognizes the significance of the role played by convective buoyancy and its duality in both aiding and impeding flame propagation. Buoyancy quenches propagation at low burning velocities, introducing a real discontinuity in the combustion rate. A "flammable volume" is thus defined as that bound between lean- and rich-limit contours. However, in the flow disturbances generated by combustion waves that consume that volume, buoyancy aids propagation by promoting the convective mixing of a new flammable volume. The measured radiance oscillations are manifestations of these propagation and remixing cycles.

Proposed advantages and disadvantages of low-voltage shielded trailing cables are formulated utilizing the literature and industry sources. A partial analysis of these proposed advantages and disadvantages is completed through a review of the literature. Cable costs are assembled from mine operators, cable and splice manufacturers, and actual cable purchases. To confirm each advantage and disadvantage, an underground test site is established, and testing is performed here and in the laboratory. All testing procedures are completely described. The results of this investigation are reported and used to formulate recommendations attendant to low-voltage shielded cables. Suggestions for installation, handling, and maintenance are presented.

THERE is a road into the microscopic realm that has remained untraveled through all these years of intense activity with high-power optical and electron microscopy. The road is worthy of careful scouting by metallurgists and other investigators, for it leads into relatively new country and it makes some areas accessible that heretofore could be reached only by very indirect paths or by the use of imagination. And when the road passes through familiar territory it frequently permits a new view of commonplace things that should prove of value from time to time. An accepted way to interest people in new sights such as this is to present an illustrated travelogue. This I propose to do, using many pictures taken in my recent exploration of this road. In the manner of travelogues, I shall touch briefly upon a large number of different subjects in physical metallurgy and shall, attempt to give an exhaustive treatment of none, for the objective is to provide a means for further research, to interest others in it, and to indicate what appears at the moment to be profitable directions for it to take. The method I shall present involves X-rays, but does not make use of the usual accompaniments of X-ray research such as reciprocal lattices, Fourier series, or the stereographic projection. The method is so simple in its fundamentals that it could have been developed 20 years ago, or perhaps even 30 years ago. It is well to have a destination for our travels, so that when we are through we shall have explored some region of importance, despite our preoccupation with the novel means of transportation and our interest in the sights to be seen along the way. So let us name the Cold Worked State as our destination, and make side trips into the territories known as Recovery, Recrystallization, and Precipitation-hardening. A great many investigations have been made of the nature of cold-worked metal, and a great variety of methods used, many of which are indirect, such as X-ray line intensities, X-ray line widths, calorimetric measurements, and magnetic measurements. Since comprehensive reviews of these investigations have been published in recent years, they need not be discussed here. The investigations that were the direct forerunners of the present work should be first mentioned. In 1931 I became interested in the structure of individual spots in X-ray diffraction patterns.1 When a crystal is placed in the narrow pencil of X-rays in a Laue camera, the spots recorded on the film are not always uniformly black, but may have an internal structure. The meaning of this may be understood from Fig. 1, which represents a narrow beam containing X-rays of many wave lengths ("general radiation") penetrating a crystal in the direction of the arrow and forming a pattern on the vertical film at the right.

South African is a repository of significant deposits of a variety of minerals. The Citigroup confirms this assertion with an estimate of in-situ valuation of US$2.5 Trillion. The mining sector plays an important role in the South African economy. In addition to the mineral resource base South Africa has other comparative advantages. Firstly, South Africa retains major mining companies that participate globally, including Anglo American, Goldfields and De Beers. Their global involvement offers much to the local mining sector and the broader economy. Secondly, government established research councils. The Council for Geoscience (CGS) was established to manage the Geological Survey of South Africa, including the reduction of geo-scientific investment risk. The Council for Scientific and Industrial Research (CSIR) promotes industrial development, including mining technology development. Mintek undertakes mineral research from mineral examination of ores, to extraction and refining technologies and manufacture of end products. Thirdly, South African universities teach and conduct research along the mineral value chain. They have increased their minerals graduates? capacity, thus advancing knowledge and skills. Knowledge and technical progress are behind productivity growth and emergence of competitive advantage. The research and development (R&D) capabilities of industry, science councils and universities, working in unison, will enhance the competitiveness of the South African mining industry. The National System of Innovation (NSI) requires multi-disciplinary, collaborative research. Key R&D elements, including skills and expertise, funding and facilities, must be available to implement a long-term national strategy or programme. Improved international collaboration and partnerships between government, academia and industry driven human resource development (HRD), ultimately develop the critical mass for inter-generational skills requirements. This trend requires an expansion of research collaboration programmes. Decisions involving investments and collaborative actions pertaining to R&D in the sector necessitate an analysis of the South African mineral value chain R&D capability. This paper analyses the evolution of R&D capability from exploration to refining, tertiary education, science councils and industry. The political economy of the evolution of this capability is analyzed in relation to the central role that the South African government plays in creating an appropriate supporting environment and related initiatives to enhance R&D and innovation. Sampling and metallurgical test work during various phases of engineering?studies?is of?paramount importance for a robust processing plant design. When developing a process flow sheet, risks in achieving desirable financial outcomes are minimised by ensuring appropriate sampling and adequate metallurgical test work supports the engineering and cost estimation at each phase of project development.The quality and type of samples used for metallurgical test work are just as important as the metallurgical test work itself. The key characteristic required of any sample is that it represents some defined portion of a mineral deposit. Representivity should take into account the spatial orientation, lithology, alteration, degree of oxidation, mineralogy and competency of the ore such as hardness and abrasiveness. Statistically representative sampling procedures and an appropriate metallurgical test work program should be designed to bring metallurgical understanding up to feasibility study standard and to give a basis for process plant design.Snowden has observed that the quality of sampling and quantity of metallurgical test work carried out during the various phases of engineering studies are often insufficient to truly support a robust plant design. "Hudson Bay Mining and Smelting Co., Limited, Flin Flon, Manitoba, Canada, has developed a metallurgical wastewater treatment system employing two-stage lime neutralization, sludge recirculation and conventional mechanical thickening.Laboratory investigations, initiated in 1970, led to the construction of a pilot-scale minewater treatment plant, at Schist Lake Mine, in early 1971. This plant, treating 600 cubic meters/day wastewater containing 30-60 mg/l zinc, demonstrated metal extraction efficiencies of 99% under normal operating conditions.On the basis of this pilot work, a second pilot-scale treatment system was established in 1975 at the Flin Flon metallurgical plant to treat zinc refinery process waste water. Through numerous improvements, including automatic control equipment, the system has evolved to a full-scale operation capable of treating 800 cubic meters/ day wastewater containing 4-11 gm/l zinc. Treated effluent contains 0.2-20 mgll zinc. Hydroxide sludge produced returns to the metallurgical process for recovery of metals while clarified effluent discharges to waste.With the system, Hudson Bay Mining has achieved its original goal: the reduction of environmental contamination, while realizing ii return from metal recovery."

TEe increased use of heat-resistant alloys (26 per cent Cr, 12 per cent Ni; 16 per cent Cr, 35 per cent Ni; 12 per cent Cr, 60 per cent Ni; etc.) in recent years has been accompanied by continued demands by the consumer for improvement in properties. The manufacturers of these materials, of necessity, have resorted to more critical studies of the basic causes of variations in fundamental properties. To keep pace with the need for augmented information, previous techniques of investigation have been refined and new test methods and instruments created. It is the purpose of this paper to describe the apparatus, experimental technique and precision of measurement that were employed in the exploration of properties of heat-resistant alloys presented in a companion paper. The detailed precautions in experimental procedure essential for attainment of accurate and comparable data at elevated temperatures cannot be too highly emphasized. The Creep Test Since the fundamental concepts of creep testing have been recognized for the past 20 years, present interest is restricted to refinements in equipment and experimental procedure. The creep-test iaboratory constructed for the American Brake Shoe and Foundry Co. is designed to permit I000-hr. tests in the temperature range of I200° to 2 200°F. with a choice of applied stress extending from jo to 50,000 lb. per sq. in. in increments of 50 lb. per sq. in. To simplify the calculation of weight combinations, the loading beams (Fig. I) are provided with counterweights to eliminate the tare. The precision of the knife-edges (10:I ratio) is such that a 10-gram weight placed on the upper specimen grip will be exactly balanced by a I-gram weight attached to the loading shackle. Check of the loading weights proved the maximum error to be 0.06 per cent. Axial alignment is provided by crossed knife-edges in the grip seats. The furnaces are similar in design to those of Crane and Company, Battelle Memorial Institute, and the U.S. Steel Corporation. An 80 per cent Pt, zo per cent Rh No. 19 B. and S. gauge wire is used as the heating element. The details of -construction are shown in the radiograph reproduced in Fig. 2. The windings are held in place on an alundum tube with aludum cement; the distribution of turns is adjusted to give a maximum temperature gradient of , I°F. over a 4-in. gauge length (Fig. 3). To avoid sharp temperature differentials at the ends of the test section, the length of the furnace is four times the gauge length. This report presents the results of evaluating a longwall mining system specifically designed to extract a very deep web (60 inches or deeper) from a longwall panel. The report includes a productivity and cost analysis comparing the new mining sys-tem with a high capacity conventional longwall operation taking a 30-inch wide web. The analysis shows the new system will increase annual production 44 percent and decrease cost per ton off the face 21 percent. The report also includes conceptual drawings and specifications for a high capacity four-drum shearer and a unique shield type of roof support specifically designed for very wide web operation. The advantages and problems associated with wide web mining are discussed in general and as they relate specifically to the equipment selected for the new mining system. The study concludes by recommending that surface coal loading tests be conducted as the follow-on work.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The São Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.
