When does a project with questionable viability, warrant further investment? There are cases in which projects, which evaluate to a negative mean probable value, are worth investing in. There are also cases in which projects that evaluate to a positive mean probable value, should not be invested in. The author will present a model for ?project-control?which includes an adaptation of a well know grade-control concept. Comments on Resources and Reserves ?Resource and Reserve estimates are based on positive information (43-101). ?Reserve and Resource confidence qualitatively assessed. ?U.S. Geological Survey (USGS) recognizes Undiscovered Resources (U.S. Geological Survey 2003).

"The emission of hydrocarbon gases from coal beds and contiguous strata causes many accidents in coal—mine workings, the number of fatalities so caused being second only to those due to falls of roof. Gases tend to increase in amount with depth of coal mining, hence the danger of explosion is increased with depth. The pressure of the gas in virgin—coal areas at a distance from mine workings likewise tends to increase with depth from the surface, probably due to corresponding increase in hydraulic head and possibly, when the gas is held in nonporous formations, to greater ground pressure. The rise in gas pressure with depth under usual conditions is shown in wells drilled from the surface and in some coal fields in drill holes into the face of workings; however, under normal conditions of coal formation gas does not issue into workings under high pressure because the coal and adjacent strata have many bedding and joint planes which allow the gas to escape freely at the face of the workings. The rare occurrence of instantaneous outbursts of gas, with violent effects referred to later, constitute the exception.Variations of volume and pressure of fire-damp or methane found in different coal beds by wells at a distance from mine workings, are analogous to variations in volume and pressure of natural gas found in different gas and oil sands, although in general the pressure tends to increase with the depth. Sometimes, however, in tight sands higher in the formation the pressure of gas therein is abnormally high, and on drilling the well deeper gas in the lower strata may be found at lower pressure."

"The competitive pressure, the increasing energy costs and the environmental regulations impose substantial challenges to the definition of power plants serving industrial facilities. Primary mining and metallurgical facilities have even greater challenges because they are often located remotely, where the fuel supply can be a problem. The absence of a power grid imposes challenges on the reliability and quality of the electrical energy supply. In addition, the facilities usually require thermal energy too, not only electricity.This paper outlines these types of issues that have to be considered when defining a cogeneration plant integrated with a remotely located industrial facility. It is addressed to the “users” of cogeneration facilities rather than to “generators.” The focus is on analyzing various site-specific design considerations to prescreen the feasible cogeneration alternatives and minimize the number of options to be analyzed from the economics viewpoint. This approach could substantially reduce the engineering effort and schedule during the feasibility phase of the project.The front-end of the paper provides a basic understanding of cogeneration plants of various types to establish a common language. Subsequently, the paper outlines and analyzes specific issues that could be of help in the definition of cogeneration installations for remotely located industrial facilities, with a focus on mining and primary metallurgical plants"

The Mining Division, Lowell E. Moon, chief, conducts preliminary examinations, does the actual investi¬gative work, and prepares the final report. The Metallurgical Division, Oliver C. Ralston, chief, analyzes samples and makes beneficiation tests.This report was prepared under the supervision of Paul M. Tyler, former regional engineer, Eastern Region, and is based on the examination and investigation of the deposit by Hugh D. R. Thoenen, chief, Tuscaloosa Branch, Mining Division.LOCATION AND ACCESSIBILITYThe Store Hill copper mine is about• 12 miles south of Heflin, the oounty seat of Cleburne County, Ala. Heflin, a town with a population of approximately 1,700, is the nearest shipping point for freight and express. It is on the Southern Railway, between Birmingham and Atlanta. A rural mail route passes within quarter of a mile of the mine. Paved reads from Heflin lead to Atlanta, Birmingham, and Montgomery. The country Toads leading from Heflin are well-maintained but are practically inaccessible during inclement weather. The road crossing the property within a hundred yards of the mine needs grading and repairing (see fig. 1)."

"The outlook for Eastern Canada is decreasing coal production over the next few years; however, a reappraisal of the long-term requirements and increased prices of coal could lead to a revitalizing of the industry. The market for Western coal is expanding and is expected to exceed 50 million tons per year in the metallurgical and thermal power fields. Western coal reserves are currently estimated at 119 billion tons. Technical developments in Eastern Canada include a shearer and gate-end support system to mechanically cut the stall and brushing at the tail-end of a longwall. In Western Canada, the most modern equipment is used in mining, beneficiating and shipping coal. Results to date on the underground hydraulic experiments exceed expectations. The importance of reclamation is recognized and plans have been made to restore and re-vegetate disturbed areas and mine dumps. In Eastern Canada, experiments were started to determine the feasibility of coal reclamation from mine dumps, including one dump that is on fire. The Mining Research Centre, Mines Branch, continued to conduct research work oriented toward solving Canadian mining problems The Western office of the Centre, opened in 1970, was set up primarily to study problems associated with a resurgent coal industry."

"INTRODUCTION The Bureau of Mines work reported by the Metallurgical Division 4/ in 1934 shows the possibility of producing artificial manganese ore by pre- ferential oxidation of manganese from spiegeleisen produced from manganiferous iron ores of the Cuyuna range, Minnesota. A three-step process is described as being capable of producing a ferrograde ore from this type of low-grade, domestic, strategic material. However, the melting temperature in the last step of the process that forms the manganese product is high, and the phosphorus content is not easily controlled. Also, the tenor of the manganese in the product is not comparable with other methods that use less process energy.Lofquist 5/ patented an improvement of the above three-step smelting method, in which sulfide was added to lower the melting point of the product.More recently, reputedly successful attempts have been made to reduce iron preferentially from manganiferous iron ores, simultaneously removing the phosphorus with the iron, by means of an unusually high temperature blast and excess coke.Anson G. Betts 6/ patented a process for the matte-smelting of manganese ores, in which the ore was mixed with pyrite and enough carbon or coke to serve as thermal energy and reducing, agent in a manner similar to the standard blast-furnace process. This process was intended to give pig iron, a manganese-iron matte, and a waste slag. Wood, Barrett, and Porath 7/ presented data on the treatment of low-grade, domestic, manganiferous iron ores and low-grade, domestic manganese ores by this Betts mattes pelting process."

Jackleg rock drills expose their operators to high hand-arm vibration levels. To address this problem, an antivibration handle has been developed. The antivibration properties of the handle were achieved through a suspension based on a hinge design, achieved with a torsion spring and o-rings. To provide some bench marking for this new handle and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. Testing of four antivibration handles on the test bench have shown reductions of the overall weighted acceleration level in the order of 54 % to 60 %, with most of the attenuation occurring in the zh-axis at the rock drill percussion frequency.

As part of the broad program to improve the safety of underground coal mines, the Pittsburgh Mining and Safety Research Center sponsored several detailed studies on the inhibition of coal dust-air explosions. The present study was one of these. The goal of the research was to advance the development of improved coal-dust explosion inhibiting agents by determining, on a laboratory scale, the basic chemical processes involved in the inhibition of coal-dust flames by dry-powder agents. B. Our Approach Neither the basic molecular processes involved in coal combustion, nor the molecular mode of action of dry-powder agents, are known with certainty. Our approach, therefore, involved the direct determination, by sampling techniques, of species behavior in small, aerodynamically simple flames. To further aid in separating behavior of coal and dry-powder inhibitors, the latter were studied in CH4-air flames.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

A COMPLETE transformation has taken place in the boras industry during the year 1908. A most remarkable factor in this radical change in method of producing the crude borates has been its removal from the realm of industrial chemistry to the field of mining. With the development of extensive deposits of borate-minerals interstratified in thick sequences of Tertiary clays and sands, their winning becomes a strictly mining-enterprise, of the same kind and of the same certainty as the digging of coal or iron-ore. The major supply of the world's production of commercial borax now comes from the United States. While formerly all of the boric salts of commerce were laboriously extracted from the waters of saline lakes of the arid regions, or from the bottom-salts of desiccated ponds, it later was largely slowly leached from ancient desert shales and clays. During these periods the borax industry was a very hazardous and expensive vocation.

Abstract-US Bureau of Mines efforts under longwall research programs to develop the capability to predict support requirements for longwall/shortwall support systems are discussed. Ground control studies are being conducted in conjunction with several longwall/shortwall demonstration projects. Geologic, support performance, and strata behavior are being documented on these projects. A hypothesis is presented for the prediction of support requirements.

This study was initiated to investigate the occurrence of cinnabar in the oxidation zones of some mercury sulfide deposits. Seven mines or mine districts were visited and samples were taken from both the oxidation and primary zones of these deposits in order to compare their mineralogies and assess Vie chemical changes that took place during oxidation. As a result of the study of these specimens, several limiting factors are suggested for the chemical environments and processes active in both the deposition and oxidation of mercury sulfide deposits. The Mt. Jackson mine, near Guerneville, California (location map, fig. 1), was studied in some detail and forms the basis of this paper. The mine has not heretofore been described in detail in the literature. The Mt. Jackson mine is considered typical of mercury sulfide deposits occurring at the faulted boundaries of serpentinite bodies and enclosing sediments. Such mines are common in the California and Oregon Coast Ranges? Specimens collected by the author from the New Idria and New Almaden districts, the Mt. Diablo, the Culver Bear, and the Buena Vista mines in California, and the Opalite district (Cordero and Bretz, mines) on the Oregon-Nevada border were studied for comparison with the Mt. Jackson samples. The mine description, maps and sketches were composed from field maps kindly provided by Francis Fredericks, consulting geologist to the Sonoma Quick-silver Mine Inc. during the author's visit in 1962. Additional information was obtained from the company maps and minor corrections and interpretations were added by the author.

Researchers at the U.S. Bureau of Mines collected and analyzed overcore measurements and other indicators of in situ stress characteristics at the Lucky Friday Mine, Mullan, ID. An analysis of these data revealed that significant local variations in in situ stress are present in this mine and that these variations existed prior to mining. High stresses were found to be associated with the most competent strata and a locked section of a fault. An estimate of the predominant stress field was developed for mine-wide modeling. The estimate shows that the greatest principal stress was oriented north of northwest. This information should provide a basis for mine-wide structural modeling of the Lucky Friday Mine and should generate important insights into localized stress conditions, which may significantly affect both local and mine-to-mine variations in seismicity induced by excavation.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East, providing more than 80 % of the region's foreign exchange. In 1992, the 15 countries that constituted the region accounted for 29.5 % of world crude petroleum output, 20 % of world natural gas plant liquid production, and 5 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. A fairly wide range of non fuel minerals is also produced in the region. The most significant are boron minerals, bromine, chromite, gypsum, phosphate rock, potash, strontium, and sulfur. However, the variety of minerals produced, output levels, and the size of the overall non fuel mineral economy of the region is dominated by Iran and Turkey. Turkey, with a diverse mineral production and strategically situated between Europe and the Middle East, was first in world production of run-of-mine boron minerals, second in strontium behind Mexico, and fourth in pumice. It was also a significant world producer of chromite, magnesi'lm compounds, mercury, and sodium sulfate. Turkey was also the Middle East's largest cement and steel producer. Iran continued to expand output of most mineral commodities following the war with Iraq from 1980 to 1988. It was a significant world producer of gypsum and strontium and on its way to becoming a major iron and steel producer in the region. Despite a very small domestic mineral industry, Israel was second in world production of bromine and a significant producer of phosphate rock and potash. In terms of processed minerals, Israel was a major world diamond cutting center and exporter of cut diamond. Jordan ranked sixth in world production of phosphate rock. Saudi Arabia was eighth in world production of sulfur.
