The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. Paper written on project work carried out in partial fulfilment of Bachelor of Engineering-Mining Venetia Mine, an open-pit diamond mining operation in the Limpopo Province of South Africa, currently has a mixed haul truck fleet consisting of Caterpillar 785B and C; 789C; modified 793D and 793D. Even in an ideal situation these trucks have different cycle times, which causes queuing at the loading area and their different speeds cause bunching on the ramps, leading to higher overall cycle times and lower productivity. This problem was identified but the root causes of the problem were not investigated and quantified. A time and motion study on the haul trucks was thus undertaken to measure actual cycle times and compare them to ideal cycle times as well as to observe any reasons for deviations. Ideal cycle times are partly evaluated on the basis of simulation and partly from production optimization expert input. Several areas that affect production were identified and these include: haul road conditions, the control room, dispatching programme and dispatching data management, as well as truck-shovel matching. The investigation was important in establishing control parameters for haul fleet operation since time spent queuing is production time lost, which defers waste tonnes to later in the life of mine, thus decreasing the tempo at which kimberlite is exposed.

The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia collaborated in an intensive study of ground behavior, reinforcement performance, and stress redistribution at the Emerald Mine in Southwestern Pennsylvania. The study site was a longwall tailgate subjected to a severe horizontal stress concentration. Field measurements indicated that the stresses applied to the study site nearly doubled during longwall mining, resulting in roof deformations extending to a height of 4.8m (16 ft) above the entry. A computer simulation of the field site was conducted using FLAC-2D, incorporating a broad range of rock behaviors and failure mechanisms. Comparison between the measurements and the simulation showed that the model was able to capture the most significant aspects of the roof and support system behavior, particularly, the extensive slip along bedding that created a partially destressed "softened" zone in the immediate roof. The model also showed that supplementing the normal roof bolt support pattern with cable bolts would allow the entry to survive a further 20-25% increase in the applied horizontal stress. Such information could have very practical application to the design of roof support systems for coal mines.

The design of piles and of pile groups has remarkably progressed over the past two decades. The in­creasing complexity of the building concept implements a more rational approach of the deep foundation capacity and its interaction with the structure. Moreover, the understanding of the soil characteristics relevant to deep foundation behaviour, is continuously in progress because soil parameters are always more accurately determined; which also contributed a lot to the recent developments in pile capacity design. At last, due to the increasing sensitivity of buildings to deformations, continuous attention must be also paid to pile group settlements. The aim of this report is to discuss some of the mentioned more important pile design developments.

The development of research activities at Risdon and the implementing of a policy of instrumentation in plant processes have, in recent years, entailed a considerable increase in research staff and created an urgent need for more space and modern laboratory facilities. The existing laboratories have been in use for 25 years and are now inadequate. New buildings have been authorized.The new buildings will comprise, firstly, a laboratory building of three floors giving a totai .floor space of approximately 11,000 sq.ft., and a pilot plant building as an annexe to the laboratory building, of approximately 4,900 sq.ft. The laboratory building will accommodate from 20 to 22 research workers, and additional plant operatives will be used for the control of processes in the pilot plant building. The new buildings are designed to provide facilities for three principal functions; the investigation and improvementof existing processes, the development of new processes up to the pilot plant stage, and the control and maintenance of instruments.LOCALITY AND ORIENTATION OF BUILDINGSThe site of the buildings is elevated ground on the eastern side of the main plant, near the main entrance and general office building. In the iron ore industry significant emphasis is placed throughout the mining process on meeting chemical composition specifications for the export of fine ores, however, little has been published on the implications of ore chemical composition for iron ore sinter and pellet product quality. The ore bulk composition, together with the nature of the minerals in the fine ore both play a critical role in determining the type of high temperature bonding phases that form during sintering and pelletising. This paper uses the experimental determination of phase relations in model sinter and pellet systems such as Fe2O3-CaO-SiO2 (FCS) and Fe2O3-Al2O3-CaO-SiO2 (FACS) to examine the links between iron ore chemical composition and the temperatures used during sintering and pellet firing. The phase relations help to establish the critical thermal and compositional parameters that control the bonding phase chemistry which in turn influences the physical characteristics of the sinter or pellet matrix. The need to hoist increasing loads from great depths is leading to the more general adoption of winders of the Koepe and Blair types. The trend has introduced a number of new problems in winding ropes, more particularly in the Koepe system where regular destructive tests during the life of a rope are not possible. Consequently, the importance of introducing non-destructive tests is much greater, especially so in the case of Koepe ropes used for deep winding where there are three major destructive fatiguing influences. These are rotational effects when a vertical rope is changed end-for- end each trip, the much greater range of stress to which the rope is subjected each trip as compared with drum winding, and the destructive effect of a high coefficient of friction between wheel and rope. A plea for a lower coefficient in the interest of better rope and tread life, substantiated by analysis, is made for Koepe winders operating at depth.Co-ordination of rope testing with general hoisting problems is stressed and the active participation of the Wire Rope Committee of the Australian Mineral Industries Research Association Ltd. in the promotion ofthe project is noted.The general introduction of a rope testing programme in Australia, personnel requirements and some local basic research in the subject to cope with future demands are considered.

The Cadia Hill Gold Mine, located near Orange in Central Western New South Wales, is owned and operated by Cadia Holdings Pty Ltd, a wholly owned subsidiary of Newcrest Mining Limited. Construction including pre-strip mining occurred from 1996 to 1998. The mine was officially opened in October 1998 following commissioning of the concentrator and mine fleet in June of that year. The Cadia Hill orebody is a porphyry related gold and copper system. The final pit has a strip ratio of approximately 1.3:1.0. Mining is undertaken on 15 metre benches using large capacity diesel hydraulic face shovels at an annualised rate of up to 70 Mtpa. The concentrator is currently rated at 17Mtpa and includes the worldÆs largest single line grinding circuit. The feasibility Mineral Resource was estimated at 352 Mt at 0.63 g/t Au and 0.17 per cent Cu. Initial reserves totalled 200 Mt at 0.74 g/t Au and 0.17 per cent Cu yielding a mine life of approximately 12 years. During the pre-production period mine geology systems were developed to support the operation. By design these systems were intended to add value to the business through minimisation of material miss-classification, provision of accurate and timely production information and mapping and reconciliation as a continuous model improvement tool. Variances that would prove to be material to the life of mine plan were recognised during the first year of production. These included identification of additional ore tonnes, higher copper grades and higher gold recoveries relative to the model. Gold grades and copper recoveries also reconciled favourably. Testwork was undertaken to determine the underlying causes of each variance. Re-modelling was then undertaken to capitalise on those variances. The Cadia Hill Gold Mine life of mine plan was re-evaluated with updated geology, grade, geotechnical, metallurgical and environmental inputs. Operating strategies were also reviewed and revised. Despite application of reduced metal prices in the evaluation, the outcome was one of extended mine life with more metal produced at lower cost. Development of robust mine geology systems, including a pro-active reconciliation process contributed to tangible improvement of the Cadia Hill Gold Mine operation. On-going system development and improvement initiatives are planned to add further value for the future.

A demonstrated reserve base (DRB) of bituminous coal suitable for cokemaking has been estimated based on the latest published information on U.S. coal reserves. Bureau of Mines analyses of raw coalbed samples were used to classify the coals as low-, medium-, and high-volatile bituminous and grade them as premium, marginal, and latent coking coals. Coal rank was used as the basis for identifying coking coals, and ash and sulfur content were used to determine coking coal grade. The demonstrated reserve base of coking coal for the entire United States is 162.67 billion tons. However, only 18.96 billion tons are premium (metallurgical) grade, and between 80 and 99 percent occurs in the Eastern States. The demonstrated reserve base of marginal-grade coking coal is 31.3 billion tons; more than half the marginal reserve base is in the Eastern States, and most of the medium- and low-volatile marginal coals are in the Eastern States. The Eastern and Midwestern States contain most of the latent-grade DRB of 112.4 billion tons; most (106.6 billion tons) is high-volatile coal, and 98 percent of the medium- and low-volatile latent coals occur in the Eastern States. Based on the worst assumption, which assumes that only premium-grade coals are used for cokemaking, the DRB for high-volatile coal would suffice for 127 years, the medium-volatile coal for 80 years, and the low-volatile coal for 83 years.

The Uetliberg Tunnel in Switzerland is the longest tunnel in Zurich?s new Western Bypass Expressway, connecting the Birmensdorf bypass in the west with the existing Zurich-Chur national motorway in the east. Thus the tunnel links the Zurich-West motorway interchange with the Zurich-South interchange (shown in Figure 1). The Uetliberg Tunnel project comprises two parallel tubes, each about 4.4 km long. The two tunnel tubes are connected every 300 m by a transverse walkway and every 900 m by a transverse roadway (Figure 2). The SOS niches are spaced 150 m apart. Portal stations with machinery rooms are located at the west and east portals. The tunnel falls with a gradient of 1.6% from the west portal at Wannenboden to the east portal at Gänziloo. The Project costs are about CHF 1.12 billion. The carcass construction started in March 2001. The Opening of the Uetliberg Tunnel is planed in spring 2009.

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

Large scale fluid extraction from the Latrobe Group in the Gippsland Basin is occurring as a result of offshore petroleum production and coal mine dewatering in the Latrobe Valley. Groundwater extraction in the Latrobe Valley exceeds recharge and is causing an expanding area of declining hydraulic head in the Latrobe Group, and regional land subsidence which is well documented. Recently the government water sector completed the installation of a network of Latrobe Group monitoring bores in the remainder of the onshore part of the Gippsland Basin. The bores situated along the coastal area show a steady decline in hydraulic head of about 1 m/year which can be attributed mainly to petroleum production.

The Late Paleocene–Middle Eocene phosphate nodules of Solan District of Himachal Pradesh belong to green facies of Subathu Formation of Sirmur group. Field observations indicate sporadic distribution of phosphatic nodules in the yellow brown to rusty brown, buff-colored bleach shales. Phosphatic nodules are dull earthy to dark grayish in color and break with sharp and conchoidal surfaces. Studies of phosphatic nodules using petrological microscope, X-ray diffractometry, and scanning electron microscopy (SEM) attached with energy dispersive X-ray (EDX) reveal that cryptocrystalline apatite (fluorapatite) is the dominant phosphate mineral. Silt sized silica is the dominant gangue, whereas pyrite and muscovite are present as minor gangue. The phosphate minerals occur as oolites, pellets, and cryptocrystalline apatite in the groundmass. Silica veins form a network replacing the original phosphatic matrix. Brown to brownish black color may be attributed by the organic matter in the phosphatic nodules. Completely phosphatized radiolaria and partially pyritized planktonic foraminifera are observed. There is corroboration of organic matter in the form of microbial filaments in the groundmass of apatite. The findings in the present investigation indicate that the different forms of the minerals, their texture, and distribution in the phosphatic nodules might be due to environmental vicissitudes in oxidizing to reducing conditions followed by replacement processes. Presence of microbial filaments may be due to the active role of microorganisms during the formation of these phosphatic nodules.

The caisson is adapted to the foundation of concentrated heavy building. As there are the flowing sand, boulder or cobble and other serious obstruction, the open caisson can't sink, the caisson can solve these problems easily. Especially for the stability of the neighour building, the merit of the caisson is outstanding. This paper introduce several caissons and successful experience by author's investigation. To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

What makes Pyromet?s launder design innovative and safe is that it does not have any cooling water channels underneath the launder runner, whilst achieving effective cooling of the runner. If matte burn-throughs were to occur through the launder runner, the risk of damaging water channels and the risk of explosions are reduced. In addition, since the cooling water channels are not harmed, the launder is easily repairable and reusable. Pyromet makes use of Finite Element Analysis to optimize the launder geometry to ensure that sufficient energy is removed from the centre of the launder. Factors considered during the launder design include the suitability of the geometry to the client?s needs, experience from existing installations, and ease of fabrication. Pyromet goes so far as to develop procedures for fabricators to ensure that fabrication issues do not compromise the functionality of the launder. When launder orders are received by Pyromet, the entire fabrication process and the functioning of the launders during operations are monitored to ensure that the launder designs are continuously improving with every installation.

The procedures and equipment used for sampling iron ore process streams have generally improved in recent years. However, there are a number of areas where significant issues still commonly occur, including sampling high capacity streams, sample cutter design and operation, division of primary increments at the secondary sampling stage, the performance of crushers installed to reduce the particle size prior to sample division, and the sample mass that is retained at each sampling stage. These issues of non-conformance with correct sampling principles are caused by factors such as increasing the speed and loading of conveyor belts to increase throughput, which changes the trajectory of the ore stream and may result in an inability of the sample cutter to handle the increased flow rate without sample loss. Failure to sample the entire primary increment stream at the secondary sampling stage is also a common issue as well as failure of crushers to provide crushed products of the required particle size due to ongoing maintenance and/or adjustment issues. Copper in zinc/lead sinter charged to the Imperial Smelting Furnace operated by Sulphide Corporation Pty Limited at Cockle Creek, New South Wales, concentrates in a complex lead dross which forms as the bullion is cooled to around 400°C. The 0.35 mm portion of this dross, containing approximatelY 67 per cent of the total copper, is treated via a hydrometallurgical route to produce 5000 tonne/yr of CuSO4 5H2O crystal.Around 3000 tonne/yr of copper-lead dross containing 49 per cent copper is leached at 55°C in continuous leach reactors with ammoniacal ammonium carbonate leach liquors to convert copper to soluble copper amine complexes. Leach ettlciencies of 80-85 per cent are obtained. Leach residues are repulped with ammoniacal liquid diluents from the plant and heated in a four stage steam distillation unit to reduce ammonia levels to between 0.5 and 1.0 g/Iitre. The resultant slurry is directed to an effluent treatment plant for final treatment, and separation and return of solids to the sinter plant.Copper is extracted from leach liquor by solvent extraction techniques based on the use of L1X 54 diluted 3:1 with Shellsol 2046 to give a nominal copper loading of 30 g/litre. The loaded organic is contacted with a sulfuric acid solution of pH 5 to remove the bulk of ammonia and zinc, then stripped at 55°C with a 60 g/Iitre H2SO4 95 g/Iitre copper solution to yield a 15 g/Iitre H2SO4 125 g/Iitre copper solution.This liquor is fed to an adiabatic vacuum crvstalliser operating at 35°C and 5 kPa vacuum where crystals of CuSO4 5H2O are formed. Crystals are separated from mother liquor and washed in a two stage pusher centrifuge, then dried in a hot air rotary drier. The crystal product obtained is of a high chemical purity and readily conforms to both Australian and overseas standards.

Roof falls are one of the greatest hazards in underground coal mines worldwide. Due to stringent safety measures and extensive support system development, roof falls have been reduced significantly but they still persist in many underground coal mines. Some of the roof falls initiate with cutter roof or guttering. In the past, many factors have been identified as being responsible for the development of cutters and roof fall. These responsible factors can be broadly classified as stress related or non-stress related. In this paper the finer details of mining technique have been taken into consideration for better understanding of cutter roof and roof fall problems. Three dimensional finite difference modeling has been used to explain the mechanism of cutter development. Strain softening material behavior has been used to realistically simulate the cutter formation, and common cutting sequences as implemented in the field have been simulated. This was done with an objective to determine whether the cutting sequence has really any significant control over cutter formation or not. In addition to cutting sequences, the effect of cut length is also studied. The effect of step cutting and turning of crosscut into and away from major and minor horizontal stresses is also examined to see its influence on cutter development.
